Broomfield Fleet Maintenance & Public Works Campus Broomfield, CO Construction completion date: April 2020 MEP Engineering was selected by the City and County of Broomfield to provide mechanical, electrical and plumbing engineering services for the expansion of their service center located in Broomfield, CO. The new additions will be 196,294 total square feet.

Background: The 124th Avenue site is currently 12.1 acres with no ability to expand its boundaries. In 2015, a study conducted by the City of Broomfield indicated the existing Service Center was approximately 90% undersized. The total space necessary to meet the current need is approximately 24 to 25 acres. Thus, the additional needed space would be approximately 12 acres.

The full campus includes an Administration Building with Utilities Maintenance shops and storage bays, Streets Maintenance shops and storage bays, and Police evidence storage; a new Fleet Maintenance Building; Heated Vehicle Storage, Fuel Center, Salt & Sand Storage, and other outdoor storage areas. Electric Vehicle (EV) charging stations and forklift battery chargers were included in the design.

Relevant Project Experience

Boulder Valley School District Transportation Center Boulder, CO MEP was selected to provide engineering services for a new fleet maintenance facility to service the Boulder Valley School District. The site was approximately 10 acres and includes services for 150 buses with four major building components. This project is part of Boulder Valley School District’s 2014 bond-funded renovation program.

Located on a 9-acre site in eastern Boulder, the 40,000 SF Transportation Center is designed to follow LEED design principals. It provides 28,000 SF of maintenance programming with 12 repair bays, one chassis wash, parts storage, locker rooms, and multiple offices and meeting spaces for staff. Approximately 11,000 SF of space was set aside for transportation programming, including a drivers’ break room, lockers, restrooms and administrative offices.

Additionally, the facility has a covered fueling island; a propane fueling island; four electric vehicle (EV) charging stations and separate infrastructure for electric-powered bus charging when the district adds EV buses; a 2,000-square-foot wash building; and parking for 150 yellow buses, 25 white buses, and 140 employees.

As a sustainably-designed project, the Transportation Center features a reclaimed water system that is utilized for the bus wash equipment, integration of a bioswale within the stormwater system, water reduction through low-flow fixtures, and motion-activated interior and exterior LED lighting. The new facility also features radiant in-floor heating and a high-efficiency HVAC system. All HVAC equipment is within the building, providing ease of maintenance and increased longevity.

CDOT KOA Aurora Campus Aurora, CO MEP was selected to complete a series of projects at their KOA campus, located in Aurora, CO. These projects are shown below:

Vehicle Storage Facility / Receiving Building

This project included the redesign of a receiving building and VSF, comprising of four equipment bays at 1,500GSF each, one private office, a men’s/women’s restroom group and a work area.

Components involved: air compressor, trench drains, sand/oil separator, daylighting services.

Truck Wash

This was a CMU structure enclosing an automated truck wash with a touch-less Vehicle Wash System and Reclaimed Water Treatment System. The total building square footage was 5,000SF.

Traffic Electrical Program Building Remodel

This was a renovation of an existing one-story metal building (6,000GSF.) It also included new 277/480V electrical service, new and relocated lighting, new heating and cooling systems to support office spaces and vehicle/storage areas, two restrooms, and an office area.

Motor Pool

MEP designed a new pre-engineered metal motor pool building (18,000GSF) that included drive through light duct bays, heavy equipment bays, offices, a men/women’s restroom group with showers/ lockers, a tool room, and a thirty-person conference room (2,000GSF).

Components involved: separate air compressor room, trench drains, radiant tube heater, daylighting services.

The new facility, located at the intersection of Hess Road and Tammy Lane, provides for the departments’ increased space needs in response to the Town’s recent and anticipated future growth.

The overall square feet of the structures are anticipated to be approximately 135,000 SF. The construction will occur in four phases within the site including fleet maintenance building with fleet wash, heated vehicle storage with covered parking, public works building and employee parking, and wash building. Vehicle charging stations and forklift battery chargers were included in the design.

Rider Levett Bucknall (RLB) will be handling the cost estimation portion of this project.

RLB is a leading independent organisation in cost management and quantity surveying, project management and advisory services. They provide full cost management services from conceptual and detailed cost estimating, cost planning, cost control and construction risk management to bid and contract documents, financial administration of construction contracts and dispute resolution analyses. The firm’s construction cost managers have experience producing detailed cost estimates for all building types. RLB also advises building owners on sustainability practices and specific regional variances.

Vail Market

MEP’s partnership with local consultants in the Mountain region of Colorado gives our teams unique insight into the labor and materials market of Vail.

Recently completed work in Breckenridge, Frisco, and as far west as Steamboat Springs has allowed MEP the opportunity to build partnerships with local designers and contractors.

Project Approach

Fleet Maintenace Facilities & Electrification

Background Information Case studies1 conducted by transportation authorities throughout the US have found that maintenance facility requirements are generally similar for fully-electrified bus fleets compared to conventional transit vehicles. Agencies are ideally looking for battery electric buses (BEB) that can match the operating range and performance of traditional transit buses, since this would result in minimal impact to operations.

While tooling and techniques may be different, facility envelopes and major equipment are likely to be compatible between technologies.

Charging and electrical power infrastructure are recognized as a key focal point as large-scale deployments are considered.

Conventional buses can be refueled within a matter of minutes and can reenter service. BEBs, depending on battery, state of charge, and charging method, currently take between 2 and 4.5 hours using a highrate charge to reach full capacity1. Our design will include the use of overhead and/or plug-in charging technologies to attempt to bridge this gap between conventional fueling rates and electric battery charging.

Project Approach

Considerations for Fleet Electrification Total Cost of Ownership of an Electric vs. Diesel Truck

Associated Costs with Full Electrification The utility costs of providing electrical power for an entire bus fleet should be carefully considered. A higher level of detail is needed when conducting a lifecycle cost analysis in order to fully understand the implications of increased utility bills for the Town of Vail. The life cycle cost analysis conducted by our team will require extensive conversations with Holy Cross Energy to understand peak demand and how the charging of buses will affect utility usage. Here are a few options to help minimize elecricity costs: Maximize available charging time: A fleet operating profile that maximizes the time available to charge (e.g., charging at lower power over a longer duration) generally will reduce electric costs.

Managing the cost of electricity will be an important factor in the total cost of ownership of electric vehicles.

More than one vehicle per charging station: Alternatively, a single, higher-power charging station (that reduces the time to charge each vehicle) could charge multiple EVs sequentially. From an electric rate perspective, this is like each vehicle getting its own lower power charging station, but the cost of infrastructure may be lower.

In general, the energy grid today has sufficient available capacity at the generation and transmission level to meet the needs of the additional electricity usage expected from electric fleets. At the local distribution level (where the electricity is delivered to the customer), additional upgrades may be needed to serve particular locations for EV fleet charging to address the increased demand for electricity. This is why early engagement with Holy Cross Energy is critical.

On-Site Renewable Energy On-site renewable energy is an opportunity to help offset the cost of higher utility rates. A fleet charging station installation can be integrated with on-site generation or on-site energy storage. These systems can reduce the net energy peak that the electric company sees at the meter, for example. Considerations for Fleet Electrification

Software Electrical vehicle charging stations are still a relatively new technology and therefore, software options to support these charging stations are limited. Software licensing requirements are costly and need to be incorporated in the overall project budget and long-term operational costs. Low voltage infrastructure and proper allocation of a network will be required.

Anticipated Future Fleet Requirements MEP understands that the existing electrical service for the Public Works Shop will need to be redesigned to not only accommodate the current conversion but anticipate future loading as the bus fleet transitions from diesel to electric over time. Our team will need to review the appropriate Master Plan documents to confirm the desired path for planning for future expansion. This can be provided at the main electrical switch gear and through installed conduits for future charging locations, as shown in the example below.

Emergency Back-up Power The energy grid is highly reliable, with average uptime greater than 99.9 percent. While disruptions do occur on occasion, it is important to distinguish between different outage types. Short-duration outages (e.g., 15 minutes or less) are not likely to cause a major disruption to fleet operations that have a multiple-hour window in which to charge.

Longer-duration outages, such as those that may occur following a severe weather event, could be disruptive to operations. Because of this, the addition of appropriately sized generator(s) will be a critical part of design. This will be different than standard electrical generators in which “critical” loads are connected to the generator. MEP Engineering and team will work with the Town of Vail to understand what a “critical” quantity of buses would look like and how the generator(s) are sized.

Schedule Project Milestones Schedule This schedule incorporates the time we will need to complete each phase of the project client review time is part of the schedule we incorporate into our process to ensure we hit every deadline. We would propose the entire design team and ownership from the group perform a working session to articulate this schedule in further detail at the beginning of schematic design. The workload session would establish: Critical systems for decision dates for each discipline; Review time/expectations from ownership group; Coordination plan for design team members throughout design process.

This schedule is dependent on contractors bidding on the 95% CD set prior to formal permit submittal.
