Board Meetings and Communicating with LARPD The public is invited to attend the Board of Directors meetings, held the second and last Wednesdays of the month at 7 p.m. at the Robert Livermore Community Center, 4444 East Ave. in Livermore, and comment on any topic concerning local parks and recreation services and facilities. In addition, if the public has a concern or question about District services or facilities, they can be addressed to the General Manager, at info@larpd.org. Board meetings are recorded and broadcast on Cable TV Channel 29 the week following each Board meeting. Activity Guides The LARPD Activity Guide is published three times per year: Summer, Fall/Winter and Winter/Spring. Readers can also view the LARPD Magazine online at www.larpd.org. Any changes that take place after the print guide is published can be found in the online guide edition. Photo Policy LARPD reserves the right to use photos taken of visitors while they are visiting LARPD facilities or special events or participants in any department programs. Such photographs may be used by Livermore Area Recreation and Park District for publicity purposes. Holiday Closures The District Offices are closed on: Sept 1, Nov 11, Nov 27-28, Dec 24-25, Dec 31, Jan 1, 2015.

Message from the

General Manager FALL 2014 Aren’t partnerships a beautiful thing?! More people pulling in the same direction to do the heavy lifting helps get the job done! The community is enjoying daily access to the synthetic turf fields at Robertson Park as a result of a partnership between LARPD and the Fusion Soccer Club. We will soon have title to the 83 acres adjacent to Sycamore Grove Park as a result of a partnership with the Tri-Valley Conservancy. This next year, we will see the completion of the Arroyo Del Valle regional trail gap between Sycamore Grove Park and Lake Del Valle in a partnership with the Tri-Valley Conservancy and East Bay Regional Park District. And lastly, our cover photo shows our project team proudly standing at the site of the new Cayetano Park, located at Isabel and Portola near Las Positas College, where partner Shea Homes is building this 10-acre park as part of their development requirements for the housing they are building there. Cayetano Park (a Spanish boys name, meaning “of Gaeta, Italy”), is named after the dry creek that is part of the area’s natural geography. It is situated on a bluff overlooking beautiful vistas of the South Livermore Valley. The park will boast a full-size lighted synthetic turf sports field, playground, dog park, basketball court, picnic areas, off-street lighted parking lot, restrooms, and open turf play areas. Cayetano is scheduled to be opened by the end of 2014, if not sooner, and will be maintained and operated by LARPD! I want to thank the good folks at Shea Homes for their efforts to open this park, and our own development staff, of Chiye Azuma, Tom Purcell and Michelle Newbould, for a job well done on Cayetano Park! Are there some things you didn’t get to do or learn this past summer? Skills you wanted to learn, but ran out of time? Take a moment and leaf through this guide and find something for yourself and your family to enjoy this fall. Important Registration Information

A Participant Agreement Waiver, signed by a parent or guardian, is required for participants under 18 years. It is up to the participant to give this form to the instructor on the first day of class. Your child will NOT be able to participate without this form. Download the form at www.larpd.org. Click on "Forms" from the menu on the right. All adults will sign a waiver form at class.

7-Day Transfer Policy Transfer requests made less than 7 (seven) days prior to first class meeting are considered cancellations and cannot be completed. Failure to attend class or "no shows" will not be granted a refund/credit.

Class Refund Policy 1. LARPD reserves the right to cancel, postpone, or combine classes, or change instructors. If insufficient enrollment causes a class to be cancelled, notification will be given and a full refund granted. 2. Please choose your activities very carefully. If you must cancel your registration, we require notification at least 7 (seven) days before the first meeting of that class. 3. You may request either a credit or a refund check (less a $5 service charge) PER class. 4. Any cancellation received less than 7 (seven) days prior to the start date will not receive a refund/credit. For a refund, call 925-373-5700. No emails please.

Water Exercise These classes are for all ages. The fol exercise programs use water as resistance to displace 90 percent of the participant’s body weight, which eliminates stress on joints. These classes will help develop increased flexibility, cardiovascular fitness, and muscle tone in a most refreshing way.

ToddlerTime (6 mos -5 yrs)

A special “toddlers only” swim time for you and your child to enjoy the zero entry pool with other little ones. Swim diapers are required for children who are not yet potty trained. An adult can accompany up to two children, 6 months to 5 years, at a time. Adults must be in the water, within arms’ reach of their child. This is a non-structured swim program. No Toddler Time on 9/1. Drop-in

Splashball (6 -10 yrs)

Splashball is a “T-ball” version of water polo designed to introduce the sport of water polo to boys and girls ages 6-10 years. Learn basic skills and understanding of the sport of water polo in a recreational format while providing social development through participation in a team sport.

All preschool programs begin 9/2, 2014 until 6/12, 2015. Programs rely on parent volunteers to assist in the class on a regular basis.

Tiny Tots (3 yrs by 12/1/14) Three-year-olds are busy and curious. Our goal is to channel these wonderful behaviors and guide them into the world of learning. Classes focus on independence from caregivers, social interaction, language development, fine motor and gross motor activities. Everybody loves to play dress-up! In this workshop we will learn to draw ourselves in glamour wear. Day 1, we will draw accessories including purses, crowns and jewelry. On Day 2, we will draw simple faces with crowns and hats. Day 3 will revisit the first two days while we draw figures wearing fancy gowns with a variety of accessories! Pencils, color pencils, markers and Sharpies™ will be used. 3 classes.

This workshop gives participants the opportunity to learn to draw all the different modes of transportation we use to get around, maybe even some we don’t use! LARPD Basketball Tournaments RLCC Gym LARPD offers youth basketball tournaments to provide an extra opportunity for teams to get out and play. Tournaments are for grades 3rd-8th and boys and girls are separate. Tournaments are 3 game minimum. Games may begin as early as 3pm on weekdays and 8am on weekends. Teams may be limited to 4-6 teams per age group. Round Robin. Tournaments are separated by grades. CYO and AAU competitors from Tri-Valley and beyond invited to play. Capital Improvement Planning By definition, capital improvement planning ensures the timely repair and replacement of aging infrastructure, implementation of community priorities, and that service delivery needs are planned and met. * In public works-speak, Capital Improvement Planning (CIP) is the planning, design, and construction arm of a government agency. But at its core, CIP is all about imagination, where citizens’ wishes are transformed into physical assets and existing facilities and areas are innovatively rejuvenated. For a park and recreation district such as LARPD, physical assets can take the form of facilities construction or rehabilitation, sports and multi-use parks and playground development, and open space restoration. At LARPD, the CIP team crafts physical assets with beauty, sometimes whimsy, and always with the public’s needs and

Playground in progress usage in mind. At the same time, CIP balances the construction of public use facilities alongside conscientious natural resources protection. Projects are aligned with the LARPD Master Plan as well as dictated by ongoing District needs and often in collaboration with community-minded partners.

Master Plan Fulfillment Developed every five years, the Master Plan provides a road map for District services planning as directed by the Livermore area residents. Once the Master Plan is finalized, the CIP team is charged with preparing action plans for implementing capital improvement ventures. Cayetano Park (pictured on the cover) is an example of a CIP project that fulfills several Master Plan goals: the construction of a sports park and a community park.

Environmental Restoration Sycamore Grove Park has a newly installed look-out deck and interpretative panels at its Cattail Pond. CIP repaired the stock pond, where cattails choked the area into uninhabitable submission. The restoration enhanced the habitat value for the red-tailed frog, tiger salamander, western pond turtle, and other native species. In an upcoming project, work will begin on Sycamore Grove’s new ranger/weather station, shade structure, and native garden, which will provide residents more opportunities to enjoy the great outdoors.

Eyeglass Cleaning and Adjustment

Do your glasses need a little TLC? Free eyeglass minor adjustments and repairs, including cleaning lenses provided by a volunteer optician on a first-come-first-serve basis the first Tuesday of the month, 10:30 am-1 pm. All ages welcome.

Financial Emergency Assistance for Seniors The Wiesner Memorial Fund is a special fund for seniors 60 and older who need financial assistance in the event of an emergency. The fund is administered by a nonprofit board of directors. To request assistance, call 925-373-5760.

LARPD is a Special District: “What is a Special District?” LARPD is a special district with specific focuses on open space FLEXIBILITY & REGIONAL CAPACITY conservation and preservation, neighborhood parks and sports fields, and recreational programming and services for all ages. Special districts offer A special district can serve large regions or small neighborhoods based on need, not political boundaries—no other type of government can cross city and county lines. This offers flexibility to local communities unique benefits, including: address the unique needs of the diverse state communities.

FOCUSED SERVICE

A special district performs a specific set of services well and without distractions, which leads to innovation as well as prudent long-term planning. They heighten the level of services desired by their constituencies and deliver unmet service needs.

ECONOMIC SOLUTIONS

Special districts can offer just the amount of government that residents want at the price they can afford. Where residents want a specific, new or enhanced service they can trust will be delivered, a special district can succeed; and, a district will link the cost of that service to the benefit

INFRASTRUCTURE

Special districts can build and operate urgently needed infrastructure without straining city, state or county balance sheets.

VOTER DRIVEN

Special districts cannot be formed, nor raise taxes, without the consent of the voters. Most of these districts are governed by board members elected from their communities; others are appointed to fixed terms.

OPEN & TRANSPARENT

A special district must file an annual independ-ent audit with the county auditor and an annual financial statement and compensation report with the State Controller. Local Agency Formation Commissions conduct regular municipal service reviews of each special district. And, every special district board must comply with FPPC regulations, the Public Records Act, and all open meeting requirements in the Brown Act.
