The last bed tax word

In this, my last column for Lakes Weekly Bulletin as Mayor, I want to address an issue which has been top of mind since I was elected in 2016, and which has only partially been resolved. I raise this because many people have asked me what my biggest regret is in leaving the Mayoralty. Without doubt it is the inability to have secured a visitor levy to pay for infrastructure for the district.

To go back to pre-Covid days, we had over $3 million annual visitors to the district which equated to something north of 6 million visitor nights annually. Our ratio of visitors to permanent population was one of the highest in the world. It seemed to me that it was reasonable to expect some contribution from visitors for our roads, water and other infrastructure.

Fresh-faced and bushy tailed in 2016, I thought it sensible to approach government for a contribution from GST paid by the district, noting in particular, that per head of population, our district put more into the economy than any other part of New Zealand. A series of very firm “no’s” from both the past and present government led me to seek an alternative solution. That manifested itself in the proposed bed tax. Through then Minister of Transport, Phil Goff, we received central government support, with the condition that we hold a referendum to ensure that the proposal had local support. In excess of 80% voted in favour, so clearly locals wanted it.

Council then worked with government departments to plan how the levy might work and got to the stage of having draft legislation ready to introduce to Parliament in 2020.

Then of course came Covid and adding an additional burden to the tourism industry in those circumstances would have clearly been silly, so the idea was shelved. However, with the recovery of tourism, the time will soon be right soon to bring the matter back to the table.

Many ask why we don’t favour a general levy on visitors on everything spent in the town. The simple answer to that is that accommodation is virtually the only thing that locals don’t use, and therefore the only real expenditure that doesn’t place an additional burden on locals.

So, my strong advice to an incoming Council, is to pick this up and run with it. Interestingly, I know that my counterpart in Auckland has written to central government supporting the proposal and asking that they also be included.

I’ll watch this space with interest.

As I said, this is my last Lakes Weekly Bulletin column and I thank you for being a reader. I definitely won’t be a ghost from the past in future by putting my nose into Council affairs, but I do hope to play a significant role in the district going forward. Don’t make a song and dance about it

Six60 played a gig on the 101st floor of a Manhattan skyscraper last week to celebrate the first direct Air New Zealand flight from Auckland to JFK.

UN Secretary General António Guterres was in New York at the same time telling world leaders “our planet is burning” and we are “gridlocked in colossal global dysfunction”. It made me wonder how history will view us celebrating new long-haul flights. When the sea levels rise, and the 101st floor becomes the 96th, I’d imagine future NYC citizens would view the gig in the same way we do those “more doctors smoke Camels than any other cigarette” ads. Crazy. Jarring. Something that definitely didn’t age well.

With this in mind, I was surprised Queenstown Airport Corporation is forecasting 3.2m passenger movements (arrivals and departures) by 2032. That’s triple the latest numbers, and an almost 40% increase on 2019 pre-Covid. 3.2 million! Last time QAC proposed such growth, it kicked off a chain of events which severely eroded public trust in Queenstown Lakes District Council, its major shareholder.

Back then QAC needed to expand its air noise boundaries to reach 3.2m passenger movements by 2025 and 5.1m by 2045. This time, thanks to quieter aircraft, it does not. But the thing is, it was only ever partially about the noise for opponents. It was more about how many tourists the town can handle, how many we can fit on the roads, the walks, how many we can have drinking the water and using the sewers, how much waste we can send to landfill, and the rest, not to mention our contribution to climate change.

QAC boss Glen Sowry points out that 70% of tourists come by road. Fine, but there’s no bed tax on the horizon, so whichever way they come, we’re paying for them to be here. Force-feeding tourists into Queenstown will create delicious, foie gras-style profits for business

owners, but leaves residents feeling like the duck. That sounds a bit lefty, doesn’t it. I’m in favour of all our wonderful businesses, and I like the town to be a buzz with backpackers, wealthy tourists and everyone in between. But, how many is too many? We shouldn’t just put the balance sheet above all else.

That should be easy for QAC, because it’s council-controlled, but the board’s reluctance for councillors to have the ultimate sign-off on this 10-year strategic plan shows the metric of growth may still be king, likely influenced by the desires of the airlines and the threat of Tarras on the horizon, which could offer the direct long-haul connections Queenstown cannot.

As for the climate, QAC plans to be carbon neutral itself and work with airlines. Air NZ received its first consignment of ‘sustainable aviation fuel’ last week and is investigating hydrogen. But there are major hurdles for both to become viable, fleet-wide alternatives. Listen, I’ll be as guilty as everyone else when the ice caps melt, but surely we should look to suppress growth until solutions are in place.

Challenges over affordable housing funding plans

Queenstown council’s bold stab at forcing developers to pay towards affordable housing has hit its first bump.

Last month, councillors voted to begin the process to introduce rules known as ‘inclusionary zoning’.

It would mean anyone subdividing land, or building on vacant serviced sections, must pay a percentage of profits or put aside some of the sections for affordable housing.

The cash and land would be administered by Queenstown Lakes Community Housing Trust (QLCHT).

The rule change formalises a process that has been going on for nearly 20 years, with large developments, such as Jacks Point and Shotover Country, supporting the work of QLCHT.

But it proved controversial because it goes further and also takes in smaller developers, and will likely be extensively challenged through the courts.

And QLCHT chair Richard Thomas last week announced that while the Trust supports the key principles, it does not back the rules around single land owners or the proposed ‘top-up’ rule.

“We fully support these rules for subdivisions of larger developments, as has been happening on the ground here since 2003,” Thomas says.

“But we are planning to submit against the inclusion of existing serviced lots and the ‘top-up’ of lots already subject to a contribution.

“We consider the latter has gone beyond the original intentions of the policy, and we would like to see it more aligned with the agreements provided to date.”

Well-known Glenorchy resident John Glover, of Shaping Our Future, spoke out against the plans in the public forum before the 11 August meeting.

Glover said: “What you’re actually doing with the model is taxing those who are actually providing housing.

“And a young couple in Glenorchy, for example, who have scrimped and saved to buy a section, will have to pay another $15,000 to build their house, and double that elsewhere in the district.”

He told councillors the Resource Management Act was the wrong tool to introduce what amounted to a tax, and believed big businesses bringing staff to town should also pay towards affordable housing.

Glover tells Lakes Weekly that when councillors then voted in support of the rules, he doesn’t think they understood the implications.

“The councillors were told quite clearly at the meeting that I was incorrect, by the policy planners and legal counsel.

“It was all trained to developers adding value to their land by subdividing. But, of course, the wording didn’t say that, and my take was it would affect individual homebuilders.”

The proposed rules are subject to a formal public consultation process which starts on 13 October, 2022.

They don’t apply until council makes a decision on the plan change, following a hearing.

Niki Gladding was the only councillor to vote against the proposal. She says her concerns go further than it capturing smaller developers, a provision which will likely be dropped now QLCHT has spoken out.

She believes the council will spend millions fighting developers through the courts to get the rule change.

“The inclusionary zoning is about finding a steam of income for the housing trust, but we’re going to spend years in court and they need the money now,” Gladding says.

“In terms of how much money we’re going to spend on lawyers, I don’t think it’s a prudent use of ratepayers’ money.

“I’ve asked the council staff to go back and look at the Rating Act to see what we could do to actually tax the activities that actually drive unaffordability.”

That includes residential visitor accommodation, Airbnb and the like, which council has unsuccessfully attempted to rein in before.

“Collecting from activities that help cause the problem could drive down unaffordability and provide income for the Trust at the same time.”

A targeted rate at some businesses could also be an option, with a rebate for businesses who pay a Queenstown Living Wage, Gladding says.

QLCHT has 800 households on its waiting list, Thomas says, and a goal of assisting 1000 households into secure healthy homes by 2038.

Since 2003, the Trust has received about $25m in land and cash contributions from large-scale developers, using it to build eight housing developments (119 homes). With other purchases, it has helped 244 local households into affordable housing.

Don McGlashan & The Others are coming to Queenstown

Queenstown’s Sherwood will be the first stop on an NZ-wide tour for Don McGlashan & The Others. The tour is in support of McGlashan’s fourth solo album, Bright November Morning, and will take place this October. Part of the album was recorded in Lyttleton in Christchurch, and it reached number one on the New Zealand Recorded Music charts on its release.

The album was, surprisingly, the first number one for the Kiwi songwriter/ storyteller, who helped to form The Mutton Birds and was also the drummer and singer of Blam Blam Blam. “I’ve never been particularly interested in those kinds of measurements – of how well your work is doing – because I think that I’ve always just been driven by my interest in the next song that’s about to come out of me. I have to say it’s a fantastic feeling to know that enough people went out and bought it in that first week to kick it into the number one slot,” McGlashan says.

Despite Covid putting a stop to the tour, the decision was made to release the album “I’m glad we did – I think is good if it sits with people for a while. A lot of people tell me that it takes them a little while to really take an album of mine inside them.” McGlashan will be accompanied by James Duncan, Chris O’Connor, Shayne P Carter and Anita Clark, who will all come together to play classics and new tunes.

He’s been working on the new album since around 2015 when his last album was released. Sketches for some of the songs date back to the 90s, too. “Some of the audience will have had the album for a few months and so they will have got used to it. As far as the actual making the record goes, I can point to maybe one song which I wouldn’t have finished if it were not for the pandemic because it’s kind of about the anticipation – the anticipation of that feeling when you’re in a room and the show’s about to start. That’s the first song on the album, ‘Lights Come On’ – I had a fragment of it sitting around for quite a few years, but I needed the pandemic to finish it.”

McGlashan spends his time living between Canada and Aotearoa and is looking forward to seeing Queenstown, albeit briefly – Sherwood is a venue he admires and loves to be able to support. “They treat musicians really well, I like the atmosphere of it and the way they’ve converted it – they’ve really changed it up to be really comfortable, and the food’s great,” says McGlashan.

At the World’s Edge

After launching its inaugural festival in 2021, At the World’s Edge has substantially expanded its second Festival this coming October. This year will boast twice as many performances throughout Wānaka, Cromwell and Queenstown, as well as a range of free events in Queenstown from local and international artists.

Uganda declares Ebola outbreak after finding rare strain

Health authorities declared an outbreak of Ebola last week after officials found a case of a relatively rare strain.

It’s the first time the country has called an outbreak of Sudan ebolavirus strain in more than a decade. A 24-year-old man in Uganda’s Ngabano village showed symptoms of the Sudan ebolavirus and later died and there are eight suspected cases of the virus receiving care, in addition to six suspicious deaths in the district this month, the WHO’s Africa office said.

“We are working closely with the national health authorities to investigate the source of this outbreak while supporting the efforts to quickly roll out effective control measures,” Uganda last declared an outbreak of Sudan ebolavirus in 2012. In 2019, the country had an outbreak of Zaire ebolavirus.

US-Taliban Hostage Swap

President Joe Biden announced the release of Mark Frerichs, a US prisoner held hostage for over two years in Afghanistan, as part of a prisoner swap for Bashir Noorzai, a Taliban drug lord serving a life sentence in federal prison.

Frerichs, a 60-year-old Navy veteran, was first abducted by the Haqqani network from Kabul in 2020 after being lured to a fake business meeting while working as a civil engineering contractor.

Minnesota Pandemic Relief Fraud Scheme

Nearly 50 people in Minnesota have been charged with laundering an estimated $250M in pandemic relief aid, which was intended to provide meals to children from lower-income families. The case is the largest fraud scheme to take advantage of federal pandemic programs.

Prosecutors claim 47 individuals tied to Minnesota-based nonprofit Feeding Our Future falsely reported serving tens of thousands of meals to children across 250 sites and sought reimbursement for the cost of those meals from the Department of Agriculture’s Federal Child Nutrition Program. The individuals then allegedly laundered the funds through shell companies to buy luxury cars, property, jewelry, and other personal items. They have been charged with conspiracy, wire fraud, money laundering, and bribery

Hi, I have always loved how the shops in the town, blend into the landscape, and make Queenstown. Did I get a shock when I walked down Beach Street and saw ugly poles in the middle of the street, tall as some of the shops, which totally do not suit the town or landscape. Why did the council allow this, they are eye sore? Be interested to know who approved this?

Thanks for taking the time to comment on the upgrades to Beach Street. Council endorsed a masterplan and design guidelines for the Queenstown town centre in June 2018 following extensive community engagement. Following this, Council developed the overarching theme and individual items like, street furniture, lighting and paving collectively with Kāi Tahu representatives as part of the Tāhuna Cultural Design Strategy. While specific aspects might not be to everyone’s taste (the world would be pretty boring if we all liked the same thing!) the strategy reflects key cultural values, associations and themes relating to Queenstown and also draws on best practice in modern urban design from both a practical (getting around) and aesthetic (looking good) point of view.

A MAN OF THE MOUNTAINS…

Like so many before him Hudson Turnbull came to Queenstown for the ski lifestyle and never left. That was 60 years ago.

In that time he’s risen from Coronet Peak ski patroller to district councillor with no sign of slowing on community affairs yet, even aged 77.

In fact, RealNZ even called him back from semiretirement to drive Milford and Doubtful Sound and skifield buses, amid the current Queenstown staffing shortages and he’s loving it. Tourism, driving, and connecting with people is Hudson’s happy place.

Born in Auckland, the son of a World War II Air Force pilot, Hudson was named after the Lockheed Hudson light bombers that his dad had been flying overseas. “There was an old aircraft fuselage under a hedge south of Oamaru when I was a kid and when we’d drive past Dad would say, “I used to fly that. It had the same serial number,” says Hudson. The family moved to various Canterbury stations and Southland farms while his dad trained under the post-war rehabilitation farming scheme, eventually taking over a Southland farm in Hedgehope. “My earliest childhood memories are on farms, riding my bike that I bought from the money earned plucking wool from dead sheep.”

After four years boarding at Timaru Boys High Hudson went to Lincoln College to do a Diploma in Agriculture.

Back in Invercargill Hudson volunteered at the YMCA as a gymnastics instructor, coaching neurodiverse kids, and literally clowning around.

“I was a clown at agricultural shows, playing tricks on the crowd, sneaking up and tipping the hats of stuffy old cockies while the crowd laughed and cheered.” “We were pretty tame back then but we went to see The Beatles live in 1964 in the Dunedin Town Hall. That was amazing.”

Joining the Southland Tramping and Ski Clubs, Hudson spent weekends and holidays staying in the Southland Ski Club hut on Coronet Peak. “We’d call in at Parawa Pub, on Sunday nights then all drive home after a big meal and plenty to drink. I don’t know how we got away with it.”

Before long renowned Coronet Peak manager Sugar Robinson had asked Hudson to join the then voluntary ski patrol on weekends, moving to full-time after his dad fell ill and had to sell the farm. “I became part of the first professional paid ski patrol in New Zealand with Paul Midgeley, whose family ran White Star Hotel, and Dennis and Peter Egerton.”

He lived on the mountain for four winters from 1969 until 1972 working in every role except instructing, even writing a weekly skiing column for The Southland Times.

In 1969 Hudson was invited by ski racer mate Chris Womersley to come to Europe. Together they were the NZ Ski Team – Hudson manager and Chris sole member. “We had a crack at the first World Cup Circuit in 1969-70, finishing up at the world champs in Val Gardena, Italy – no coach.” US ski racer ‘Poncho’ McCoy, whose father was the founder of Mammoth Mountain Ski Area, became their coach, teaching them all they needed to know. “We then got free skiing and accommodation in return for washing dishes at Mammoth while Chris trained.”

It was self-funded and tough, pitching it against the world’s best with their glossy sponsorship deals, but by the second year Hudson had scored free gear and accommodation for them from the big European ski manufacturers. They travelled the world, with Hudson returning to Coronet Peak each New Zealand winter.

After the 1972 Winter Olympics in Sapporo, Japan, Hudson returned to Queenstown moving

Hudson, still showing visitors the sights into new roles with the Mount Cook Company. “We had one HS748 and two DC3’s landing from Christchurch via Mount Cook. People would drive up to the foot of the aircraft stairs to meet friends and just wander up to the plane.”

Hudson then ran a ski shop in Shotover Street, selling fruit and veggies in summer, before moving to Sunshine Village Ski Resort in Banff to work. Major back surgery forced him to return home where family circumstances changed. Various roles at Mount Cook Company followed until a devastated Hudson was made redundant in 1988. “I was building a home, a solo dad with a young son.”

Ansett New Zealand came to the rescue offering a wonderful job which lasted for the next nine years, before he and his partner bought an airport information and shuttle business.

Hudson’s column in The Mirror newspaper – No Bull Turnbull preceded two terms on the district council (1993 – 1998). He’s proud of many big achievements there that he’s either instigated or worked hard on. These include the Events Centre, Hawthorne Drive and the Man Street Bypass, finally underway. “It’s taken 20 or 30 years.”

He’s a past chairman of the Wakatipu High PTA and served on its board of trustees, the Queenstown Primary School PTA and Frankton Community Association. He was a Customs Officer at the airport in 2008-9 and he’s also been a long-time secretary at Lake Lodge of Ophir. However, the biggest life highlight is son David, now 45, his two lovely daughters in their early 20s, and three precious grandsons.

Local community collaboration group, Shaping our Future is holding a public workshop on Sunday 2nd October to explore why the community might feel it is important to have locally grown food and what could be done to increase its availability.

The session will be introduced by Carlos Bagrie who will share Royalburn Stations journey into the topic after which attendees will enjoy a shared lunch before participating in a workshop to unravel the reasons for growing food locally and brainstorming smart solutions to overcome the barriers to doing so.

Vanessa van Uden, Chair of Shaping our Future explained “locally grown food is a subject that always seems to crop up one way or another when we run a community consultation exercise, so we thought it was time to hold an event on the topic and as we know, our community are always a great source of ideas and solutions”

Executive Officer for the organisation, John Glover added “this should be a relaxed, fun and enjoyable session. We’d like people to bring a plate of something that represents locally grown food to share for lunch if possible and we will have some activities for the kids as we are mindful that it will be school holidays”

Who should be Queenstown Lakes’ next mayor?

With locals due to go to the polls in early October, we’ve asked the six candidates for their opinions on the major issues facing the district. We’re running the answers over the weeks leading up to the election.

Here’s the fourth instalment: What would you do the solve transport issues in Queenstown Lakes? Do we need more downtown parking? Would you consider a congestion charge? Are more traffic lights part of the solution?

Alistair Angus

Occupation: Retired

We are somewhat dictated to by Land Transport NZ. However, in a perfect world, a new road in at Alec Robins Road, Lake Hayes, around the river to a new Shotover bridge (straight) though to another new bridge across the Kawarau and out Boyd Rd would be a good start.

We need to at least double parking in the Queenstown CBD. With less restrictions. Less traffic lights are the way to increase flow. I suppose if there are lights every 5mtrs and they were all turned to red, they might get their zero road toll though.

Solving Queenstown Lakes Transport issues will take a collaborative approach between Waka Kotahi, Otago Regional Council, Queenstown Airport and QLDC. I brought this group together when I organised and chaired a public meeting at the launch of the two-dollar buses here in Queenstown.

My main focus would be to advocate an on-demand public transport system similar to the MyWay trial in Timaru, building on the Community Networks trial in Wanaka and the current system in Queenstown. MyWay utilises innovative technology to schedule pick-ups to your schedule, not requiring the user to fit into the bus schedule.

Active travel links are also a priority to reduce our reliance on car travel and give residents a viable option on how they travel, along with advocating for a funded ferry service from the ORC. We can also take some pressure off the road network by utilising buses between Wanaka, Queenstown, and Cromwell centres.

I’ve been looking carefully at the transport options for Queenstown, the town centre and traffic arriving from Wanaka and Cromwell, and I’ve come up with a few options. However, I’d like to wait to see what the other candidates write down and send in as their replies to this question. I’d like to see if any of them have any other good ideas I can incorporate with my own. There is a solution and there are a number of potential options that could work. 1. Bring forward plans for public transport lanes between Five Mile and downtown Queenstown.

2. Provide more leadership in transport management, holding ORC and contractors to delivering better services.

3. Small on-demand e-bus services to-from smaller communities, using affordable, available technology, connecting to larger e-buses on main routes, are critical.

4. Bike-foot bridges across the Kawarau need to happen - with outside money.

5. A passenger-bike ferry between Kelvin Peninsula and Queenstown, better connecting Jack’s Point to town, should be an easy, quick win.

6. Parking on the Stanley St site is essential, while we transition to far better public and active transport options.

7. A charge for rental cars using congested roads should be considered.

8. We are now a small city with over-crowded roads. Traffic lights are part of improving traffic flow.

9. None of this will make a real difference unless we significantly reduce visitor growth rates!

Traffic lights won’t solve our transportation woes. Our roads cannot accommodate our growth. We need public transportation that is accessible, reliable and efficient. We need downtown parking, however, because our public transport currently doesn’t categorically fulfil the community’s travel requirement.

Our transport needs a multidimensional approach. ‘Mode Shift’ by providing public transportation that is not an alternative means of transport but a purposefully-built primary means of transport. This also ties in with our climate change responsibility. Park ‘n’ rides, free buses at peak hours, subsidised rates for frequent users, free buses to tourist hotspots, water taxis, and encouraging tourists to use public transport. Significant investment is needed.

Council must look at higher density development of existing centres encouraging better land use planning that supports less reliance on private cars, invest in clean vehicle fuelling infrastructure and encourage use of public transportation. The future of transport is already herea lot of countries are using autonomous fleets, electric buses etc. Those who say it’s a “decade away” have a fundamental misunderstanding of technology. Understanding technology and its positive effects is a new form of literacy. We need a “tech-literate” Mayor to fully embrace these exciting opportunities. New thinking will solve old problems.

Teen’s winning election poster design

A Queenstown teenager has won a design competition encouraging young people vote in the local election.

The Year 12 Wakatipu High School student has a strong passion for art subjects, especially graphic design.

“When this competition came up, I thought it would be a perfect opportunity to get my name out there and try to emulate a different style of graphic design than I had been doing and to try a more professional, commercial approach,” she says.

The competition was open to young people between 15-20 years of age to design a poster that encourages voting in this year’s local election.

“It took me quite a while to come up with an idea, but I knew since this would be something encouraging young people to vote, I had to try and relate to it as well. A lot of young people are unaware of the voice they have within society, especially on a democratic level, so I wanted to do something reminding them that their voice still counts,” Frida says.

“I took inspiration for the colour scheme from previous New Zealand voting campaigns and tried to put my own twist on the word placement and imagery that I drew and designed myself.”

QLDC’s Electoral Office Jane Robertson said it was great to have young people participating in the competition and showing an interest in elections – even though Frida can’t yet vote.

“Our youth are the voters of the future. Encouraging them to learn about how our local government system works for the communities it represents, and how they can participate, and influence decisions is hugely positive. This competition was a small, creative step towards generating youth interest in the election process,” Robertson says.

Frida’s design caught the judging panel’s attention for its simplicity of design, which was important given the design has been printed onto the back of a bus.

“The design is bold and eye-catching. We’re impressed with the professional level of Frida’s work,” Robertson says.

Frida’s design has been published on the back of a public bus, shared on social media and with local and national media, printed in large posters, and will be published in QLDC’s magazine Scuttlebutt.

Voting is currently open and closes Saturday 8 October at noon.

GLENORCHY CELEBRATES 70TH

It was quite the occasion back in the day with tourists and visitors arriving on the Earnslaw on ‘Boat Day’ to join the locals. Last Saturday the Glenorchy Flower Show celebrated its 70th anniversary.

The Flower Show was first held by the Women’s Division of Federated Farmers in 1952 as a fundraiser to help raise money to build the Glenorchy Road, connecting the tiny township with Queenstown.

While many of those original organisers have passed on, or left the district, some of their descendants were on board to celebrate on Saturday at a special 70th anniversary dinner. About 80 invited guests and ticket holders were expected for the catered dinner to be held in the hall in the midst of the flowers, all judged at the show that day.

Glenorchy sisters Rhonda Gollop and Elaine Kirkland, Rhonda now convenor of the show and Elaine, a committee member, have been going to the show, or helping organise it, for more than 60 years.

“It was a big occasion when we were kids,” says Rhonda. “In its heyday for those first few decades people would arrive from all the stations around the head of the lake – Greenstone, Elfin Bay and the likes, for a rural day out together.” Both Watson girls growing up on Routeburn Station, for Rhonda the highlight was choosing a new summer dress each year. “Leah McIntyre owned a dress shop in Queenstown Mall and she would send a big box of summer dresses up to us in various sizes on apro (a business courtesy) and we got to choose one each,” she says. “We’d then wear that to the Lake Hayes Show as well, and any other special occasions that summer.” The other highlight was the bag of homemade sweets the children got at the show.

“Back then everyone went to the Flower Show – husbands, wives. Friday was ‘Boat Day’ when the Earnslaw arrived and I think that was the day.” Tourists on the boat joined in and throughout the years Rhonda says flower enthusiasts and garden club members from Dunedin, Mosgiel and Central Otago have come to the show, some turning up for the 70th event. “It was always an occasion.”

Judges arrive from Queenstown, usually including Tilly Grant on the daffodils and decorative sections, with Jean Britten judging cut flowers. A multitude of highly sought after cups are presented with a few prizes donated also. The cup for the Premier Bloom Daffodils is always sought after, and there’s even an art and craft and a photography section.

Throughout the early decades brothers in law Bill Dougan and Fergie Heffernan were a force to be reckoned with, cleaning up many prizes, and enjoying friendly competition between them. The Glenorchy Road opened in 1962 but the show must go on and ever since then Rhonda says it’s been used as a community fundraiser for all manner of local projects.

Once the Women’s Division of Federated Farmers was disbanded in Glenorchy during the 1980s a local committee of women took over running the event. “Muriel Veint was one of the original organisers and the president of Women’s Division and she ‘groomed me’ to take over as president,” smiles Rhonda. “Part of my role was organising the Flower Show and she was the decorative steward.” Muriel’s guidance is still with her all these years later.

The local school and pre-school children are always involved with the children providing their paintings to decorate the hall and entering in the children’s section.

About 100 people turn up every year and there’s always a good afternoon tea provided.

Now it’s all over for another year the committee members take the flowers to the local cemetery and ensure as many graves as possible are decorated with beautiful spring flowers.

Its Maori heritage has long been the silent component of Queenstown’s history, but Hud Rapata, who calls this place home, has been working hard to rectify that.

In December last year, Hud (Hari), once advisor to former Māori Affairs Minister Parekura Horomia, began interviewing local kaumatua – Maori elders, and recording their life stories. He launched a series of noho korero (sit down conversations) led by a panel of Māori in our community, some young too. These have been held every month or few months, whenever time allows, and the public can come along and hear these amazing stories, with many Pakeha locals sharing also.

Not all of our local kaumatua believe they have anything worthy of telling, says Hud, so it’s not always easy to get them along to share in a noho korero setting. He’s hoping that will gradually change with time as these valuable members of the community become aware just how interested the younger generations are in the stories they have to tell.

The life stories of 20 local Maori elders and how they came to live in Queenstown have already been recorded and once time allows Hud says these will be transcribed into documents, so these stories are never lost.

“In time we will get to them all because this is really worthwhile, to tell these old people’s stories, as once they’re gone, they’re gone,” he says.

The project began when Hud went to research Māori who’d arrived in the Wakatipu from 40 or 50 years ago. “There was no information at all and little knowledge of Māori in our community,” he says. He searched the electoral roll, the local library, and even the Births, Deaths and Marriages register, but there was no documentation. This prompted him to do something about it. “I thought, ‘we’ve been here, so where are we?’ Maybe it was how people had classified themselves too, but there was no real information recorded about Māori who’d settled here,” he says. “So I took it upon myself to record a database, with their life story, why they were here, their whakapapa and genealogy, which will be important for their mokopuna one day.”

Younger members of the community with Māori heritage have been guests at the noho korero, always held at Engage Safety in Glenda Drive. The latest of these was held on September 16.

To date the panel’s featured the likes of Darren, Ned Webster, Alec and Cel Mikaere, Hine Marchand and Gladys Henderson, who compiles in depth research of historical events. Last week Hud’s panel featured younger locals like Karen Hattaway, Tracy Cameron, Hud’s daughter Maria, and Rata Wicky, whose been serving in the local community. “We get a lot of Pakeha and other nationalities coming along who are interested and I think this will encourage our old people

to come and share,” says Hud. “Some of our older kaumatua weren’t willing to come and share as they had no recollection of what they thought people would be interested in, but their stories are incredible.”

More and more local Māori are appearing out of the woodwork as the community offers up names of people for Hud to interview. “I sent out a panui (notice) searching for participants. They either welcome me or don’t want to be involved. If I’m lucky some of our elders will come along to these events and share,” he says. “We’re trying to add youth to our storyline to let our kaumatua know that we have generations coming through that are interested, and to let them know they’re awhi (cared for).”

He says many local kaumatua are working in the local community, volunteering and supporting the community with the likes of Te Reo and Kapa Haka. “They bring that mauri (life force) to these activities.”

“It’s really important to document the stories of our European settlers as well as our early Maori pioneers so we have that collective information,” says Hud. “Tahuna Queenstown has such a rich history of both Maori and Pakeha, and we are becoming multicultural as well.”

“This is about sharing the stories of our forebears so it’s really important to get the narrative straight so we move forward merged together for the future.”

Eventually, Hud and Alec Mikaere would love to re-enact a waka sailing in Lake Wakatipu, paddled by both Maori and Europeans, to mark that unity in our community. “It’s really important to stay

on our kaupapa and keep these conversations going,” says Hud. If funding can be secured, the end goal is to have a documentary produced, featuring these valuable stories. “At the moment there’s just me doing this in my spare time, but if we can attract some grant funding that will speed up the process and allow more noho korero to be held too,” he says. “I feel really proud to be able to record these stories.”

Shortlist for major philanthropic grant

Impact100 Wakatipu has named finalists in the running for a $148,000 grant from their supporters.

They are Youth Search and Rescue Trust, Life Education Trust Heartland Otago, Southland, Turn Up the Music Trust, The Order of St John Wakatipu Area Committee, and Te Atamira Whakatipu Community Trust.

The winners will be announced at a dinner on 27 October when the supporters of Impact100 will have an opportunity to vote for their preferred charity.

“It is great to see charities doing such varied work in our community represented in our Final Five this year - and any one of them would be a worthy winner of our $148,000 grant,” Impact100 Wakatipu Chair, Clare Irons, says.

“I know that it was a challenging task for our grant committee to get us to our Final Five with such strong applications from organisations in the Basin.” In addition to the $148,000 grant, the Impact100 supporters will donate $5,000 each to the four runner-ups.

“As the Chair of the Impact100 grant committee, I always enjoy getting to know the charities in our area better, through the grants process, and it is so inspiring to see the work they are doing up close,” Joan Kiernan says.

Impact100 was established in 2020 under the umbrella of the Wakatipu Community Foundation and is based on a model that has been operating successfully globally for 20 years. Traditionally made up of 100 women each donating $1,000 annually. Of the $1,000 gifted by each woman, every dollar goes back into the community.

Last year’s winners were Pivotal Point Charitable Trust and Routeburn Dart Wildlife Trust who secured $100,000 and $85,000 respectively.

Pivotal Point have used their grant to pilot a programme screening children for neurodiversity and to provide professional development for teachers helping those children in the school system.

Routeburn Dart Wildlife Trust has established Celium platform technologybased trapping of feral cats in the Dart/Rees delta.

Lakes Weekly Bulletin and Queenstown Lakes Libraries are profiling our librarians. This month we are profiling Kendall who is an Assistant Librarian at the Arrowtown Library.

Kia Ora! I’m Kendall, Assistant Librarian at the Arrowtown Library. I’m originally from the United States and I have a BA in Philosophy and a MS in Environmental Science. I’ve taught university-level writing and literature courses and edited journal manuscripts for scientists writing in English as a non-native language. When I’m not reading or at the library, I enjoy horse riding, knitting, and travel.

I arrived in Arrowtown with my family (partner and three high school kids) in July 2021 after taking the long way to New Zealand. We left the east coast of the United States aboard our sailboat in 2016, planning to circumnavigate and boatschool our children as we travelled. All of us love libraries so we visited many during our travels – from a one-room library in The Bahamas to the Charles Darwin Research Station library in the Galapagos, the school library on Ogea in the remote Southern Lau Group of Fiji to the modern and spacious libraries in New Zealand. The pandemic put a stop to our travels soon after we arrived in the Bay of Islands, and after a lovely couple of years exploring New Zealand on land and by sea, we are enjoying life in the mountains.

The Overstory by Richard Powers

Powers’ writing is so beautiful and profound that I found myself moved to tears while reading one morning over breakfast at Frank’s. Structured like a tree, with sections titled Roots, Trunk, Crown, and Seeds, The Overstory follows the lives of nine people, all of whom have different, but life-changing experiences with trees. Not only does Powers describe the relationships between the characters and trees, but between the trees themselves. Only relatively recently have scientists begun to learn about and describe the communication and interactions among trees. Trees make almost all human activity possible, “yet we regard them as little more than commodities.” This book is a call to learn more about trees and allow them to inspire us to see the world differently.

Chocolat by Joanne Harris

I read Chocolat many years ago, but I included it on my list because it was my introduction to Joanne Harris. I enjoy the magical realism genre and she has become my go-to whenever I want a fun and lighter read that still makes me think about human nature and relationships. Chocolat is the first in a series of four books about the inhabitants of the imaginary French village, Lansquenet-sous-Tannes. Other books in the series are The Lollipop Shoes, Peaches for Monsieur le Cure and The Strawberry Thief. Harris is a prolific multi-genre author who also writes excellent psychological thrillers, fantasy adaptations of Norse mythology, gothic novels, short stories, and cookbooks.

Libraries are often at the heart of the community - providing a safe space for kids and teens, local resources for newcomers, and enriching programs that bring diverse members of the public together. After all the time I spent in libraries over the years, I feel like I’ve finally landed my dream ob. My favourite aspects of working at the library are the opportunity to learn what others are reading and to help our patrons find their new favourite book.

And now to the fun part: talking about books! My list of all-time favourite books is always growing and evolving, so these are my current top reads. Ask me in a few months and it may have changed.

Pathway of the Birds: The Voyaging Achievements of Māori and their Polynesian Ancestors by Andrew Crowe

This book has special significance to me because of my family’s ourney across the South Pacific from Panama to New Zealand. After making that challenging crossing with the help of modern navigation technology, we became even more impressed with the seafaring skills of the ancient Polynesian voyagers and curious to know more. Well-researched, detailed, and engaging, this book brings together diverse findings and perspectives about the Polynesian seafarers. The research is presented in both captivating text and informative illustrations, showing how these early mariners reached nearly every archipelago scattered across 28 million square kilometres of sprawling ocean, and facilitated the exchange of plants, animals, artifacts, and culture.

The Magic of Reality: How We Know What’s Really True by Richard Dawkins

The Magic of Reality, by acclaimed evolutionary biologist Richard Dawkins, is another of my favourite books. In a clearly written, almost conversational style aimed at middle grade and young adult readers, Dawkins illustrates the magic encountered through discovering the scientific answers to humanity’s most fundamental questions. Each chapter begins with a question: What is an earthquake? Why are there so many different kinds of animals? Why do we have night and day, winter and summer? Dawkins answers these questions incorporating current knowledge from scientific disciplines such as atomic theory optics plate tectonics, and gravitation in engaging and easily understood prose.

Other Minds: The Octopus and the Evolution of Intelligent Life by Peter Godfrey-Smith

In Other Minds by Peter Godfrey-Smith, the author begins by taking the reader back 600 million years to the last common ancestor of both humans and octopuses (not octopi!). From there, he traces the evolution of intelligence and consciousness in cephalopods, showing how vastly different their way of being in and interacting with the world is from ours. How did higher intelligence evolve in these two distant branches of the tree of life? Prepare to have your mind blown by Godfrey-Smith’s descriptions of how octopuses experience their world and his skilful and accessible presentation of comple philosophical and scientific concepts.

It was bucket list stuff for many of them and definitely hit the mark. A group of 26 plein air (outdoor) painters from the United States have just spent a week in New Zealand, mostly in the Wakatipu, painting some of the basin’s most spectacular landscapes.

It was an exclusive group tour hosted by renowned Texas-based plein air painter and founder and publisher of PleinAir Magazine Eric Rhoads, with Kiwi event organisers sent ahead to suss out the best locations.

Eric has been leading plein air painting expeditions internationally for about seven years but with Covid delays this is the first trip out of the US in some time. The group was to have gone to Russia but New Zealand, where Eric brought a group in 2017, easily topped ideas for a replacement after the Ukraine War put paid to that. “We wanted somewhere safe and New Zealand is so beautiful. It was the best choice,” he says.

The group, with their mobile easels, painted around Glenorchy – Diamond Lake and overlooking the Dart River at Paradise before taking a spin with Dart River Expeditions. “I’ve been painting for 20 to 25 years and I believe that was the most beautiful place I’ve ever painted in,” says Eric. “Whatever direction you turned it was spectacular.”

They’ve also enjoyed painting at Moke Lake. Walter Peak, spreading out on the homestead lawn, was another favourite. Milford Sound and an overnight boat cruise was next, before flying out to Auckland late last week for a spot more painting at Waikheke Island and a show and tell farewell dinner.

The eldest in the group was 86 and the youngest 40.

“Us painters just love to travel together and interact, while making new friends and painting the world’s most iconic scenery,” says Eric, who’s also taken expeditions to Cuba and South Africa in the past.

Plein air painting is catching on worldwide with enthusiasm picking up in Ireland and Spain.

There are now approximately several hundred thousand keen plein air painters in the US, many of whom attend hundreds of painting events to raise money for their local charities.

“It’s the new golf for those of us who aren’t into hiking or biking but love being in the outdoors,” says Eric. “It’s challenging and mentally stimulating.”

Each painter looks at a landscape from a different perspective. “You can walk around and watch all the people painting here and each has a different composition, colour scheme, and way of approaching it.”

The painters in the group are using different mediums for their art, including pastels, watercolours and acrylics.

Eric himself got hooked on the ‘sport’ aged 40 when his wife gave him an art lesson for a 40th birthday present. “She then became pregnant with triplets and couldn’t take the smell of paint so I had to go outside where I found others paint outside too.” Inspiration from stunning locations is the key to successful plein air painting so a beautiful landscape is paramount.

There was a trip to Wanaka and time for a little shopping too, with a welcome dinner held at The Rees Hotel in Queenstown.

Senior event manager for Auckland-based PPG Events Angela Morgan has worked with Eric on other expeditions. “He’s an amazing artist and very well known in art circles,” says Angela.

She says the group has been fizzing about the Wakatipu scenery. “A lot of them have said New Zealand is one of those countries they’ve heard and seen about and have put on their bucket list as a ‘to do’ because of the wonderful scenery.

Eric has been holding online tutorials throughout the pandemic to keep the momentum going.

Building connections and supporting the local community

Mental Health Awareness Week runs from 26 September until 2 October and this year’s theme is all about reconnecting with those around you. Central Lakes Family Services provide a range of support to those in need in our region, and will be working to highlight ways to reconnect within the community.

The organisation was created when, back in 2018, Jigsaw and Queenstown Lakes amily Centre mer ed. hey no ha e four different offices and provide mild to moderate mental health support to anyone in a family situation. Part of their services include offering social workers in schools to support children, family harm callouts, perinatal support, counselling, and child protection and family harm training. They have a 24-hour free phoneline for those in need: 0508 440 255.

Lisa ear orks for Central Lakes amily er ices and her role is to find out what’s happening in the community, where the struggles are, and come up with simple solutions to bring back to the Te Hau Toka Southern Lakes Wellbeing Group. Families are at the forefront of the services available, and Lisa has seen the landscape change since Covid. “We realised that some of the new parents were really isolated and lonely, and didn’t know anyone, especially during Covid. A lot of them didn’t have any families here, either. We were able to start a group so that they could come along each week in a safe space and just meet other parents – it’s free and is still going. We think of simple ways that we can connect people,” says Lisa.

Lisa believes the upcoming Mental Health Awareness Week is a great opportunity for us to think about how we look after our own mental health. “One of the things that we’re asking is, do people have a regular wellbeing routine? What do they do to make themselves feel better?”. There are some simple ways workplaces can help to harbour connection such as putting on a morning tea or arranging an activity together.

“This year we’re highlighting reconnection. The pandemic has basically disconnected everybody, so it’s just a simple message of getting people out to try something they maybe haven’t done – or they haven’t done for a long time. And reconnecting with people in places that lift them up and make them feel better – that’s the message.

Whakamana youth mental health programme takes off across the Whakatipu

A targeted programme to improve the mental wellbeing of Whakatipu school children is taking off thanks to an unique community-business partnership and funding from Te Hau Toka Southern Lakes Wellbeing Group.

Since ‘iFLY Whakamana’ launched in late 2021, more than 100 local school children aged 11 and 12 (Years 7 and 8) have completed the pilot programme that helps address the increased an iety lack of confidence and associated eha iours affectin the school community.

iFLY Whakamana is the brainchild of iFLY Indoor Skydiving Queenstown business owners Matt and Amy Wong, Whakatipu Youth Trust General Manager Jacqui Moir and Epic Living youth empowerment and wellness coach Sunny Sky.

The longtime locals were concerned about the rising mental health issues in under 14-year-olds, particularly those transitioning to high school.

After listening to parents and education sector leadership, Sunny Sky took the lead in co-designing a community-based programme for tamariki. Combining their skill sets and resources she de eloped tools and e periential learnin aimed at helping tamariki understand and manage their emotions, build self-esteem, develop healthy relationships, and care for their wellbeing.

Sunny also facilitates the innovative one-day programme, which is held at iFLY Queenstown Flying Academy. She says the com ination of acti ities hich include youth specific ell ein creative art, team building and communication, active movement, and personal re ections is desi ned to help tamariki e perience a deep sense of ody connection confidence and coura e as they overcome their fears and learn new skills”.

Whakatipu Youth Trust’s Jacqui Moir says her team has loved being involved in the collaboration and the feedback so far has been outstanding.

“The outcomes for these kids are nothing short of spectacular and we’re totally invested in continuing to support them to thrive. For me, this collaboration has taken the concept of ‘ít

takes a village to raise a child’ and made it real. It’s a fantastic e ample of the positi e impact e can make as a community. She notes 23 percent of participants have since joined up to the Year 7 and 8 sessions at the Whakatipu Youth Trust and have been approaching the attending youth workers at the fortnightly school sessions.

“So far, teachers have selected children most in need to attend the programme but there’s strong support from parents, teachers and students for all Year 7 and 8s to participate as the content ill enefit e eryone as they transition to hi h school. With iFLY’s ongoing in-kind support and a year’s funding from e au oka e ll e a le to e pand the pro ramme to ards achieving this goal.”

iFLY’s Matt Wong says the programme’s key strength is locals working together to solve local issues.

“Mental wellbeing is such an important issue that it’s an absolute no-brainer for us - we’re passionate about our community and our kids so, as a business, this was a practical way we could offer help and ork alon side e perts in youth de elopment and empowerment.

“Being part of the programme has given our team a much deeper understanding of the challenges local kids are facing and our greatest reward has been watching them come out of it absolutely buzzing.

“Whakamana is part of our commitment to regenerative tourism and we hope it’s proof of concept for other like-minded businesses to get involved in cross-community efforts to solve social issues.”

Partnership to develop s pecialis t youth e ta hea th rst ai pro ra e

An international Mental Health First Aid training programme focused on supporting youth aged 11-18 will be piloted in the Southern Lakes region and then rolled out across New Zealand. The programme is evidenced-based and was originally developed in Australia but is licensed internationally.

Te Hau Toka Southern Lakes Wellbeing Group has partnered with Te Pou, a national workforce development provider for the mental health, addiction, and disability sectors, to bring the programme to Aotearoa.

Te Hau Toka is providing Te Pou with the funding to adapt the Youth Mental Health First Aid programme for New Zealand use. The work is expected to take about six months to complete and involves integrating cultural considerations, lived experience, use of language, relevant data and research, and clinical treatment pathways into the programme. New instructor training, teacher training and resources will also need to be developed.

The programme covers common mental health challenges and crisis experienced by young people including depression, anxiety, suicidal thoughts, eating disorders, substance use, psychosis. Critically, participants come out with an action plan that pro ides the steps to pro ide first aid to a youn person experiencing a mental health challenge or crisis. The course also covers how to communicate with young people and outlines professional support pathways.

Once the programme has been adapted, 10 people in the Southern Lakes region who work with youth in a variety of settings will be selected to pilot the 14-hour Youth Mental Health First Aid programme under a ‘Train the Trainer’ model. This will certify them to train other adults working with youth in places such as schools, sports clubs and youth groups as well as care i ers parents and h nau to ecome outh ental ealth First Aiders.

Trainers will then upskill and deliver Teen Mental Health First id in ueensto n W naka Crom ell and iordland. his ill in ol e orkin directly ith teens on youth specific mental health challenges, reducing stigma, creating action plans to help friends and peers facing mental health challenges or a crisis such as suicide, and learning how and when to involve a responsible and trusted adult.

Te Hau Toka Southern Lakes Wellbeing Group Chair Adell Cox believes enabling this work is critical for supporting rangitahi now and in the future.

“Prevention and early intervention are key to keeping our communities well and there’s a real need for more evidencebased specialised training to support our young people.

“Our youth mental health specialists have worked hard to identify a solution which will help us upskill key people in the Southern Lakes region. By working with Te Pou and paying the one-off development costs, we will be able to use this internationally acclaimed programme locally as well as making it available nationally through Te Pou so that other regions can enefit at a fraction of the cost.

Queenstown Airport growth take off

Queenstown Airport Corporation (QAC) forecasts passenger numbers could grow to 3.2 million by 2032.

The company that runs New Zealand’s fourth busiest airport has released its 10-Year strategic plan, and it will disappoint those who don’t want tourist numbers to go beyond pre-Covid levels.

In the 2019 financial year, there were 2.3m passenger movements through the airport (arrivals and departures). That dropped to 1.1m in FY22, as border closures and lockdowns disrupted international and domestic travel.

But the plan expects demand to grow by 3.1% per year over the next 10 years, to 3.2m passenger movements.

Before the pandemic hit, QAC expected to hit those numbers by 2025 and pushed to expand its noise boundaries so it could reach 5.1m by 2045.

The community, already creaking under the strain of massive tourism numbers, responded with disbelief and it sparked a ferocious battle which still rages today, particularly against and within its major shareholder Queenstown Lakes District Council.

QAC has promised the council it will not seek to expand its noise boundaries in the next 10 years.

And it won’t have to. The new generation of quieter aircraft, with more seats, such as the Airbus A320 and A321 NEO (new engine option), mean in 2032 the passengers can be moved on 20,387 scheduled aircraft movementsunder its current 21k noise boundary cap.

“We are acutely aware and sensitive to the discussion and the debate that exists within the community around what the right balance of tourism numbers should be,” QAC chief executive Glen Sowry says.

“We have forecast what we think the demand for travel will be [peer reviewed]. Now, if our shareholders say they don’t want us to deliver it, then it will spill, and it won’t come here [through Queenstown Airport].

“The implications of that will be that prices go up, and there will be less services.”

Sowry says 70% of the tourists come by road and internationals tourists might instead fly into somewhere else in South Island and drive here if capacity is capped.

“If you were to limit capacity or traffic at Queenstown Airport, which you could do, then I guess the question would be for shareholders and politicians, ‘are you going to put a toll gate at Roaring Meg [SH6 Kawarau Gorge] and Kingston to stop them coming by road?’.”

A proportion of the passengers will also be residents themselves, with Queenstown Lakes’ population expected to grow by 37,000 people by 2048, almost doubling 2018’s population.

Community consultation on growth, the aerodrome configuration, transport, carparking, and other matters will be held as part of the upcoming masterplan process.

The 10-Year strategic plan also outlines $300m in capital spending, including plans to upgrade, seismic strengthen and extend the airport’s terminal, which would be dependent on the relocation of non-scheduled / general aviation operators to elsewhere on the Queenstown Airport landholding, although it’s unclear to where.

QAC does own land to the north, towards Pak’nSave, but that could be used toward another major goal of the 10-Year plan, economic diversification. Like the town itself, the airport is too reliant on tourism.

“A lot of airports around the world have landholdings adjacent to their core aeronautical infrastructure,” Sowry says.

“Christchurch and Auckland are good examples, where there’s commercial, warehousing, industrial, retail, all sorts of different property assets that they earn income from that helps diversify their revenue away from purely aeronautical.

“That’s been really successful and effective for those businesses.”

What can be developed depends on the zoning laws.

“We do think the location of that land, between Pak’nSave and the airport, is incredibly well-located land, in terms of its proximity to what’s becoming a commercial hub of Queenstown and to the airport.

“It’s a decision that needs to be taken carefully to ensure it’s really going to add value to the economy in the region. We’ve got some thoughts on it starting to develop, but those those early at the stage.”

The overall goal is to make a quarter of all revenue non-aeronautical.

Lot 6, meanwhile, land near Remarkables Park land which QAC bought from Porter Group after a lengthy court battle, could be used for a smaller terminal, where electric regional-route planes can recharge. It will also make allowance for electrified vertical take-off commuter vehicles, which are still early in development. There will also be taxi way changes and other alterations.

And, another major push within the plan is sustainability and decarbonisation. The airport itself has a plan for its own operations and Sowry says QAC is not trying to fudge the fact it’s responsible for aircraft emissions, even though that technically falls on airlines.

“We fully accept and acknowledge that at the moment with A1 fuelled aircraft, there are emissions associated with those, and airports, obviously, are enabling that.

“But equally, we are working hard with the airlines to ensure that we provide the infrastructure to enable them to decarbonize over time as technology enables that to happen. Airlines and aircraft manufacturers are highly motivated to develop technologies to solve this problem.”

The $300m overall plans will see debt rise from its current $65m to $220m, peaking at $334m in FY29. From FY23 to FY32, total revenue would increase from roughly $36m to $118m, net profit after tax from $6m to $40m, and QLDC’s dividend from $2.3m to $14.8m.

Sowry says financial modelling shows QAC can earn sufficient revenue from aeronautical revenue to comfortably service the debt, and then there’s also the opportunity for commercial revenue.

“We have a very conservative balance sheet currently with relatively little debt, relative to the size of the asset. We’re very comfortable [with the projected debt level] and the discussions we’ve been having with our banks is that there will be strong support for that investment.”

Mainland Angel Investors coming to the rescue of start ups

Early-stage funding for businesses in the lower South Island is a problem that Mainland Angel Investors are helping to solve. They work to connect businesses with investors – their next investment evening is in early October.

Mainland Angels work within Queenstown, Wanaka, Dunedin and Invercargill. They have three key supporters, or ‘the hubs’, which are Startup Queenstown Lakes Trust, Startup Dunedin Trust, and COIN South. These three companies exist to help individuals and businesses to develop plans and grow their ideas, ready to either start or take the next step in their business journey.

“They do fantastic work in getting the businesses to investment ready. Before Mainland Angels existed, once those businesses were ready to raise capital, there was a real gap in the market for a centralised platform to pull together funding from what we call angel investors, which are usually either high net worth individuals, or just individuals looking to help support local companies,” says Peter Ramsay, the Network Manager at Mainland Angel Investors.

Anyone that’s interested in supporting startups can attend the events – you don’t need to have big bucks in your bank account, the minimum check size that can be accepted is just $5,000. “A lot of people have that misconception of, I have to have hundreds of thousands, if not millions, sitting in the bank to be able to invest, whereas it’s really not the case. The beauty of having an angel group is that with

so many people in our network, multiple $5,000 cheques really add up.”

It’s not just about money either – investors often have experience in growing businesses and can offer sound advice. The investor’s role in the company will vary depending on different factors. “You could be more of a hands-off investor, where you’re more so just looking at it from an investment perspective – where you just put some cash into the company and watch it grow,” says Peter. There’s also the possibility to be a little more hands on with some members having extensive knowledge in certain industries, who can help to scale the company. “If there’s an investor that has quite a bit of experience within certain industries, they might look to take up a governance role on an opportunities board. There are quite a few ways people can get involved.”

You will be responsible for repairing and servicing mowers and outdoor power equipment as well as providing support to our customers regarding their repairs and purchases.

To be successful in this role, you will be a mechanically uali ed individual with prior hands-on mechanical experience, work well in a small team environment with strong communication skills. Prior experience with outdoor power equipment maintenance and repair is preferred however, not essential.
