Public hearings planned on solar reinvestment zones

The Hill County Commissioners Court met in a regular session Tuesday, May 23, and set public hearings on the creation of reinvestment zones for two more solar projects.

The court scheduled the hearings for Tuesday, June 27, during the regular meeting that will begin at 8:30 a.m. in the Hill County Courtroom of the courthouse in Hillsboro.

The largest project involves about 950 acres on the south side of Highway 22 between Hillsboro and Peoria and is being proposed by Leitsol Solar, LLC.

A smaller project would be located approximately five miles west of the city of Hillsboro off of Farm Road 309 and has been proposed by OCI Three W Solar, LLC. Creation of a reinvestment zone is an initial step that must be taken by the court before it can consider a tax abatement agreement with a company.

In other action, the court approved radio agreements with two more entities. The court recently approved user

agreements and fees for other agencies utilizing the county’s new 800 MHz public safety radio system.

An agreement was approved with Abbott Volunteer Fire Department Tuesday as more Hill County entities adopt the new radio system. A memorandum of understanding was also approved with Texas Parks and Wildlife Department allowing game wardens to access the system if needed.

The court also approved the county auditor’s financial report, which is the starting point for the annual work of drafting a budget for the coming fiscal year. The document outlines revenues and expenditures and compares them to projections that were made in the last budget process. County Judge Justin Lewis said that overall, the county did a good job with its projections last year.

The court’s next regularly scheduled meeting will be Tuesday, June 13, at 8:30 a.m. in the Hill County Courtroom of the courthouse.

The glory is an optical effect that appears as a series of concentric colored circles or rings on clouds or mist. Its shape and color resemble the sun’s corona, and both are caused by the interplay of light and water that is suspended in the atmosphere in tiny droplets or ice crystals.

Unlike the sun’s corona, the outermost part of the sun’s atmosphere, the glory appears opposite the sun. Since you look away from the sun to see the glory, it is more comfortable to observe than looking directly at the sun. The glory's

Nancy Jean Hines 1965-2023

Nancy Jean Hines, 57, passed away at Providence Hospital Tuesday, May 23, 2023. There will be a visitation/ viewing held on Friday, June 2, 2023, at Marshall and Marshall Funeral Directors Chapel in Whitney from 5 to 7 p.m. After that, she will be cremated and brought home to her family.

Nancy, a beloved mother, granny, spouse, sister and aunt, was born in Dallas to Morris Wesley Hines and Frances Christine Reed. She spent a good amount of her life in the metroplex area but relocated to Whitney in 2009.

She was the most kind and giving person you’d ever come across. If she had it, she would give it. She enjoyed spending time with her family, especially her grandchildren who were her pride and joy! If she wasn’t spending time with them, chances are, you would find her at a local game room or the Hillsboro bingo hall. She may

have even asked you for twenty dollars until payday! That was her famous line. She was 4'11", but a firecracker and one of the loudest in the room. If she was there, you knew it. She was the type of person who would drop everything she was doing to lend a helping hand to ANYONE in need.

Preceding her in death were her parents, brother-in-law Don Hardaway, and niece Genevieve Hines.

Survivors include: her son, Ron Morales and wife, Breanna; her four grandchildren, Brayleigh, Malaki, Daniel and Jax; spouse, Gary Hardaway; brother, Jack Hines and wife, Jody; sister, Mary Whittington and husband, Dave; brother, Ron Wallace; several nieces and nephews; and adopted sons along with their wives and kids. Condolences may be made online at www.marshallandmar shallfd.com.

She was of the Catholic faith and also attended First Church of The Nazarene, where she was very active.

In her spare time, she enjoyed shopping, listening to music and dancing. The matriarch of her family, Isabel always wanted her family to be together. She loved her family and grandchildren

unconditionally. Also preceding her in death were her parents; five sisters; seven brothers; and three children, Reyes Alcorta, Linda Rodriguez, and Pedro Rodriguez, II. Survivors include: her children, Felipe Rodriguez and wife, Mary, Alicia Rodriguez, Julian Rodriguez, Rosa Guzman and husband, John, Connie Tenorio and husband, Joe, Pedro O. Rodriguez, Jr., and Lupe Munoz and husband, Johnny; honorary daughter, Norma Rodriguez; 24 grandchildren; 46 great-grandchildren; five great-great-grandchildren; and honorary friend, Maria Montes.

Pallbearers honoring Isabel were: Alicia Hernandez, Lupe Munoz, Linda Leija, Mary Lara, Crystal Lerma, Jessica Hernandez, Michelle Cliatt and Norma Hernandez. Honorary pallbearers were: Norma Rodriguez, Emily Munoz and Tamara Mendoza. Condolences may be made online at www.marshallandmar shallfd.com.

Ruby Robinson (Lewis) 1960-2023

Ruby Robinson (Lewis), age 63 of Whitney, passed away Tuesday, May 23, 2023, at her residence. A funeral service was held at 11 a.m. Tuesday, May 30, 2023, at White Bluff Chapel in Whitney with Randall Marshall officiating. Burial followed at Bethlehem Cemetery in Whitney.

Ruby was a resident of Whitney but graduated from Hillsboro High School in 1978. She married her one true love, Donny Robinson, in June 2002.

Ruby was an avid NASCAR fan. Her favorite driver was Kyle Busch, but she really liked anyone who raced for Joe Gibbs. She also loved the Washington Redskins, even though everyone else in her family loved the Cowboys. Above all these things, she loved her family. She was known as “Mimi” and she was the best one there ever was.

Her daughter, Skyelar, was her pride and joy. She was so proud of her and all that she had accomplished. She was always there, front and center, to cheer her on. If there were medals for mothers, she would win every one. She became a Grand~Mommy in August 2022. Her grandson, Taysom, was the light of her life. They had the most spe-

cial bond from day one. Their love was evident by his smile when he saw her face, the ease as he slept in her arms, and the laughter from each of them as they played. Although we miss you so much, we rejoice in knowing you are no longer in pain, and are healed in heaven.

Preceding her in death were: her husband, Donny Robinson; father, Charles Lewis; brother, Richard Lewis; sister-in-law, Valerie Lewis; and nephew, Dakota Sinclair.

Ruby is survived by: her mother, Ruby Claudette Lewis; daughter, Skyelar Robinson Hester and husband Randall; brother, Roy Dale Lewis and wife Susie; sisters, Susan Sinclair and husband Harold and Virginia Bradley and husband Tommy; grandson, Taysom Hester; nieces, nephews, aunts, uncles and cousins; along with great nieces and nephews; and great-great nieces and nephews that she was very close to. Memorials may be made to The University of Texas MD Anderson Cancer Center, 1515 Holcombe Blvd., Houston, Texas 77030.

Condolences may be made online at www.marshalland marshallfd.com.

Kathryn Diane (Ziehe) Murphey 1956-2023

Kathryn Diane Ziehe was born on June 26, 1956 in Dallas to Robert Carl Ziehe and Lois “Elaine” Anderson Ziehe. After bravely fighting a lengthy illness, she passed away peacefully in Whitney on March 30, 2023, at the age of 66, surrounded by close friends and her husband, David Murphey.

The Ziehe family lived in the Oak Cliff area of Dallas where Kathy graduated from Justin F. Kimball High School in 1974. She earned a degree from the University of Texas at Austin and spent her career teaching at Duncanville High School for 27 years where she was greatly admired and respected by administrators, teachers, staff and her students. Kathy was honored as Duncanville High School’s Teacher of the Year in 1999-2000 and 2003-2004. She was honored as “Who’s Who of American Teachers” multiple years for excellence and dedication, as recognized by her former students. Kathy passionately served in many extracurricular roles throughout her years at DHS, including cheerleader sponsor, senior class sponsor, graduation organizer and sponsor, and helped organize and chaperone numerous student trips to Washington, D.C. and European countries

Kathy and her late husband, Loyd Richey, lived in Cedar Hill for many years before retiring to White Bluff at Lake Whitney. They were active members of the All Saints Episcopal Church of Cedar Hill, where Kathy served on the Altar Guild and enjoyed playing in the Bell Choir.

After retirement, Kathy remained very active doing things she loved, including traveling, Lake Whitney Garden Club, Duplicate Divas Bridge Club, Zing-

ers Bridge Club, Women Travel Group, White Bluff Chapel Bell Choir, Lucky Ladies Investment Club, W5’s Wine Ladies, Lake Whitney Ministerial Alliance, Angel Christmas Trees, visiting Major League Baseball parks, and various other activities. Kathy also loved spending time with a special group of cherished girlfriends called “YeeHaws.” Kathy’s friends became a part of her extended family, and her welcoming and generous heart enriched the lives of all those who knew her.

She is preceded in death by: her parents; husband, Loyd Richey; sister, “Beth” Lynn Ziehe of Chicago; and brother, Gary Ziehe of Albuquerque.

After losing her first husband, she reconnected and married her high school flame, David Murphey. Along with David, she is also survived by beloved nephews, Wyatt and Warren Ziehe of Albuquerque; sisters-in-law, Anne Kathryn Ziehe of Albuquerque and Ruth Richey Maddux of Whitney; step-daughters, Mindy Hazen of Whitney and Danielle Murphey of Austin; step-grandchildren, Maddy Hazen, Talon Moore, Johnny Vela, Trevor Dickens, Zoe Vela; Uncle Ted Ziehe and wife Velma of Austin; plus many cousins and friends.

A Celebration of Life Service will be held Monday, June 5, at 10 a.m. at White Bluff Chapel, 1072 White Bluff Drive in Whitney.

In lieu of flowers, the family requested that memorials be made in Kathy’s name to Lake Whitney Ministerial Alliance, White Bluff Chapel in Whitney or a charity of choice.

Condolences may be made online at www.marshallandmar shallfd.com.

FINANCIAL FOCUS®

What should you expect from your investments?

To help achieve your financial goals, you may need to invest in the financial markets throughout your life. However, at times your investment expectations may differ from actual returns, triggering a variety of emotions. So, what are reasonable expectations to have about your investments?

Ideally, you hope that your investment portfolio will eventually help you meet your goals, both your short-term ones, such as a cross-country vacation, and the long-term ones, such as a comfortable retirement. But your expectations may be affected by several factors, including the following:

• Misunderstanding – Various factors in the economy and the financial markets trigger different reactions in different types of investments — so you should expect different results. When you own stocks, you can generally expect greater price volatility in the short term. Over time, though, the “up” and “down” years tend to average out. When you own bonds, you can expect less volatility than individual stocks, but that’s not to say that bond prices never change. Generally, when interest rates rise, you can anticipate that the value of your existing, lower-paying bonds may decrease, and when rates fall, the value of your bonds may increase.

• Recency bias – Investors exhibit “recency bias” when they place too much emphasis on recent events in the financial markets, expecting that those same events will happen again. But these expectations can lead to nega -

Chloe, Love,

tive behavior. For example, in 2018, the Dow Jones Industrial Average fell almost 6% –so investors subject to recency bias might have concluded it was best to stay out of the markets for a while. But the Dow jumped more than 22% the very next year. Of course, the reverse can also be true: In 2021, the Dow rose almost 19%, so investors who might have been susceptible to recency bias may have thought they were in for more big gains right away — but in 2022, the Dow fell almost 9%. Here’s the bottom line: Recency bias may cloud your expectations about your investments’ performance — and it’s essentially impossible to predict accurately what will happen to the financial markets in any given year.

• Anchoring – Another type of investment behavior is known as “anchoring” — an excessive reliance on your original conviction in an investment. So, for instance, if you bought stock in a company you thought had great prospects, you might want to keep your shares year after year, even after evidence emerges that the company has real risks — for exam -

Many people think you can be a good Christian without being a member of any church. Is church necessary? For an answer to that question, we must take time to examine what the New Testament says about the church.

ple, poor management, or its products could become outdated, or it could be part of an industry that’s in decline.

But if you stick with your initial belief that the company will inevitably do well, and you’re not open to new sources of information about this investment, your expectations may never be met.

In many areas of life, reality may differ from our expectations — and that can certainly be true for our investments. Being familiar with the factors that can shape your expectations can help you maintain a realistic outlook about your investments.
