Youth who enjoy the outdoors, shooting or archery are invited to join 4-H Shooting Sports. The program is for young people from eight to 18 and teaches firearm safety and responsibility, all in a safe and fun competitive environment.
Shooting Sports offers many disciplines, including rifle, pistol, shotgun, archery and muzzle loading.

Informal Review
For information about the CAD’s informal review process and obtaining property tax records, call your appraisal district at the number listed on the Notice of Appraisal Value.
Review by the ARB
If you cannot resolve your problem informally with the CAD, you have the right to have your case heard by the ARB.
The ARB is an independent board of citizens that hears and determines protests regarding property appraisals or other concerns listed above. It has the power to order the CAD to make the necessary changes based on evidence heard during the ARB hearing.
If you file a written request for an ARB hearing (notice of protest) before the deadline, the ARB will set your case for a hearing and send you written notice of the time, date, place and subject of the hearing. If necessary, you may request a hearing in the evening or on a Saturday. You may use Comptroller Form 50-132, Property Appraisal - Notice of Protest to file your written request for an ARB hearing.
Prior to your hearing, you may request a copy of the evidence the CAD plans to introduce at the hearing to establish any matter at issue. Before a hearing on a protest or immediately after the hearing begins, you or your agent and the CAD are required to provide each other with a copy of any materials (evidence) intended to be offered or submitted to the ARB at the hearing. Evidence may be submitted for any hearing type on paper which will be kept by the ARB. Do NOT bring evidence on a smart phone. The ARB’s hearing procedures regarding all the requirements to properly submit evidence must be reviewed. To the greatest extent practicable, the hearing will be informal. You or your designated agent may appear in per son or by telephone conference call or by submission of a written affidavit to present your evidence, facts and argument. You must indicate the type of hearing
you request on your written notice of protest filed with the ARB not later than the 10th day before the hearing date and provide your evidence and written affidavit before the ARB hearing begins. You may use Comptroller Form 50-283, Property Owner s Affidavit of Evidence to the Appraisal Review Board, to submit evidence for your telephone call hearing or for hearing by affidavit.
You and the CAD representative have the opportunity to present evidence about your case. In most cases, the CAD has the burden of establishing the property’s value by a preponderance of the evidence presented.
In certain protests, the chief appraiser has the burden of proving the property’s value by clear and convincing evidence. You should review ARB hearing procedures to learn more about evidence and related matters.
You should not try to contact ARB members outside of the hearing. ARB members are required to sign an affidavit saying that they have not talked about your case before the ARB hears it. Review by the District Court, an Arbitrator or SOAH
After it decides your case, the ARB must send you a copy of its order by certified mail. I f you are not satisfied with the ARB’s decision, you have the right to appeal to district court. As an alternative to district court, you may appeal through binding arbitration or the State Office of Administrative Hearings (SOAH) if you meet the qualifying criteria.
If you choose to go to district court, you must start the process by filing a petition with the district court within 60 days of the date you receive the ARB’s order. If you chose to appeal through binding arbitration, you must file a request for binding arbitration with the CAD not later than the 60th day after you receive notice of the ARB order. If you chose to appeal to the SOAH, you must file an appeal with the CAD not later than the 30th day after you receive notice of the ARB’s order. Appeals to district court, binding arbitration or SOAH all require payment of certain fees or deposits.
If you believe that the ARB or chief appraiser failed to comply with an ARB procedural requirement, you may file a complaint with the local taxpayer liaison. If it is not resolved by the ARB or chief appraiser, you can request limited binding arbitration to compel the ARB or the chief appraiser to comply.

Food bank receives donation
Representatives from DynaEnergetics recently provided a donation to Our Daily Bread, Whitney’s local food bank. "The local company has been faithful to donate funds and donate time as they often help with food bank distributions," a Lake Whitney Ministerial Alliance spokesperson said. "The Lake Whitney Ministerial Alliance is grateful to our local businesses who support and help us."
HCSO involved in shooting while serving felony warrant
A man who reportedly drew a gun as the Hill County Sheriff’s Office (HCSO) attempted to serve a felony warrant in Bynum last week was shot by deputies.
According to the sheriff’s office, three uniformed deputies went to a residence in the 700 block of Harrel Avenue in Bynum at 7:44 p.m.
Thursday, April 27, to serve the warrant on an adult male. Two deputies approached the front door while the third watched the back of the residence.
The wanted man reportedly answered the door and was told the deputies had a warrant for his arrest, at which time he drew a sidearm from a holster on his hip. The sheriff’s office reported that both deputies drew and fired their pistols.
After the shots were fired, HCSO reported that the front door of the residence seemingly closed, and deputies withdrew to a safer distance and maintained a perimeter while law enforcement from Hillsboro and Hubbard police departments, HCSO SWAT and negotiators arrived.
EMS and fire personnel were requested to respond, but were asked to stage a safe distance away until the scene could be secured. Hill County Emergency Management responded with drones, and Precinct 2 Constable
Justin Girsh also responded to assist.
“Although the initial deputies believed the wanted person had been struck by their fire, there was no way of definitively knowing if that were the case since the front door had almost completely closed after they fired,” HCSO stated in a press release.
“Negotiators repeatedly and continuously used a public address system in an attempt to have the wanted person exit the residence or make phone contact with us by calling 911. Once sufficient SWAT personnel were on scene, they made entry into the residence, discovering the wanted person deceased behind the front door. The decedent’s firearm was found next to his body.”
The Texas Rangers responded to the scene to investigate, which is common practice in officer-involved shootings. The two deputies who discharged their weapons are on administrative leave, which is also customary in officer-involved shootings.
No deputies were injured, and the sheriff’s office reported that it is continuing to investigate the original offense that led to the warrant being issued. HCSO is not releasing the name of the subject or the nature of the offense at this time.

Reports indicated that authorities made contact with a 30-yearold Hillsboro woman in the 1500 block of Corsicana Highway in Hillsboro. She was charged with assault of a public servant.
Bonds totaling $5,000 were set on Amanda Davis.
Deputy Alicia Rogers made the arrest and booked the subject into the Hill County Law Enforcement Center.

Reports indicated that a 24-year-old woman surrendered to authorities. Cassidy Sutherland had a violation of court-ordered supervision on a charge of abandoning or endangering a child with intent.

Appraisal notices hit Hill County mailboxes
Property owners across Hill County should be receiving their new 2023 property appraisal notices from the Hill County Appraisal District. The notices were mailed Wednesday, April 19, according to Hill County Chief Appraiser Mike McKibben.
The vast majority of property owners are going to find themselves with higher property values this year. While it is of obvious benefit to own property that is increasing in value, there is also a distinct downside. As property values rise, more than likely, so do property tax bills.
Renters are unlikely to be spared, as landlords can be expected to pass on at least some of that increase to their tenants.
The Texas Comptroller of Public Accounts is required to conduct a study to determine the total taxable value of all property in each school district at least once every two years.
The purpose of the School District Property Value Study (PVS) is to help ensure equitable distribution of state funding for public education.
The Comptroller’s Property Tax Assistance Division (PTAD) conducts the School District PVS to estimate a school district’s taxable property value and certifies those values to the commissioner of education.
The state comptroller, in the preliminary findings of the 2022 study, determined that the appraisal district’s appraised values are too low and below the acceptable parameters in Whitney and Hillsboro school districts.
“When values fall below market value, school districts are in jeopardy of losing state funding. The new appraisal figures are keeping appraised values closer to the actual market,” said McKibben.
Legislation lowered the amount a taxing entity can increase taxes over the prior year. Actual taxes, however, will not be determined until the entities have adopted a tax rate in August and September. If an entity does not intend to raise taxes, when the valuations go up, the tax rates are lowered to bring in the same revenue as the prior year.
The economy has produced the hottest market in Hill County history for the last several years, according to McKibben. “The current demand for property is stronger than the available supply resulting in most properties not being on the market long and bringing higher sale prices,” he said.
Those homeowners who have seen the market value of their homestead go up by more than 10% will see the benefit of a state law that protects them from having to absorb such large tax increases.
That law keeps homeowners with the standard homestead exemption from paying taxes on any more than 110% of the previous year’s valuation.
Unemployment rate drops to 4.5% locally
The protection extends only to residential homestead and does not affect commercial buildings.
McKibben pointed out: “Senior citizens are spared from rising taxes. For persons with an over 65 senior or disabled person’s homestead exemption, their taxes are frozen. The valuation can go up but they will not pay higher taxes unless something new was added. The emergency district taxes are the only taxing jurisdictions in the county that do not freeze a senior’s taxes, so those may slightly increase.”
Properties with agricultural special use valuation may increase in market value, but are assessed taxes on the agricultural value.
The new assessments are available on the Appraisal District’s website at www.hillcad. org. McKibben urges property owners who believe their appraised value is higher than their property would sell for to come by or call the Hill County Appraisal District and speak with an appraiser.
If an agreement is not reached, a property owner may file a written protest to have a hearing before the county’s Appraisal Review Board. The deadline to file a protest this year is Thursday, May 18.

Hill County's unemployment rate dropped to 4.5% in March after it was recorded at 5% in February, according to data released by the Texas Workforce Commission (TWC) recently.
The monthly report shows Hill County with 17,955 employed individuals out of a total civilian labor force of 18,810 in March.
The March 2023 rate is still higher than the March 2022 figure, when Hill County's unemployment rate stood at 3.5%.
Bosque County's March rate was reported at 3.9%, down from the previous month's rate of 4.2%.
In March, there were 8,548 employed Bosque County residents out of a total civilian labor force of 8,893.
A year prior, the March 2022 rate was 3.6% in Bosque County.
Statewide, the Texas unemployment rate held steady at 4% in March, according to TWC.
The agency pointed out that Texas attained new records in March 2023, with the largest civilian labor force and greatest number of people employed in state history.
Texas added 28,600 positions to reach another series-high job count at 13,839,200 total nonfarm jobs. Since March 2022, 575,100 positions have been added in Texas.

According to reports, authorities made contact with a man who was wanted on a warrant out of Johnson County. The subject was charged with terroristic threat, causing fear of imminent danger.

Aquilla VFD sets annual BBQ fund raiser
The Aquilla Volunteer Fire Department will host its 43rd annual barbecue Saturday, May 13, with the meal starting at noon, at 201 Treadwell Street in Aquilla.
There are multiple activities planned for the day of the barbecue fund raiser. Following the meal, a cornhole tournament will begin at 1 p.m.
The entry fee for the tournament is $20 per player. The top three teams will receive prizes.
A vendor fair will start at 3 p.m. A live auction will begin at 5 p.m.
In addition, there will be 52 -card gun drawings, live music and a street dance following the auction.
A car, motorcycle and tractor show will be held from 3 p.m. to 6 p.m. at the same location.

Jerry Lee Morrow, age 68, of Whitney, passed away Sunday, April 23, 2023, at Faith Presbyterian Hospice in Dallas after a long battle with cancer. Born in 1954 in Wichita, Kansas, Jerry was a 1972 graduate of Southeast High School in Wichita and afterwards completed HVAC training. He moved to the Dallas area shortly thereafter and began a long and successful career in facilities management. At the time of his retirement, he was a valued long-time employee of Verizon.
Jerry was preceded in death by his parents, Roy V. and Marie M. Morrow, as well as son Nicholas Morrow. He is survived by his wife, Janet Rawlins Morrow, and children Ryan Morrow and wife Natalie, Jessa Brezinski and husband Frank Washburn and Thomas

Jerry always embodied quiet competence. Although he was mechanically gifted and could diagnose and remedy just about any problem, from the very simple to the vastly complex, he was a quiet and humble person. When you got to know him, you would discover his dry sense of humor and surprising abilities, such as jaw-dropping roller-skating skills and a talent for realistically imitating animal noises, to the delight of younger family members. Jerry had a beautiful tenor singing voice and was a dedicated member of the choir at the Baptist churches he attended throughout his life. Jerry derived great enjoyment from assisting his wife Janet with various wacky art projects, being a wonderful dog and cat dad, and hot-rodding his beloved Chevy Blazer. He will be desperately missed by his entire family, although they suspect that, even as we speak, Heaven is getting an upgraded HVAC system.
Services were held Friday, April 28, at J. E. Foust & Son Funeral Home in Grapevine, with visitation/reception from 1 p.m. to 2 p.m. and a Celebration of Jerry’s Life at 2 p.m. Donations may be made to the American Brain Tumor Association.
On Tuesday, April 25, 2023, the heavens welcomed a true friend to all that knew him during his nearly 96-year journey on this Earth. James Arthur "Jim" Cato was an exceptional man. Born on June 26, 1927, to Arthur and Bettie Cato in Weatherford, Jim was predeceased by his brother, Pat Cato, his sister Betty Irene Belcher, and his wife, Wanda Maxine Bedford Cato.
He was a devoted husband to Wanda for 69 years, loving father to Cherri Sanes and her husband Scott and Carmen Peters and her husband David, involved grandfather to Carissa Poore and her husband Grandon, Johnathon Peters and his wife Diana, Jache Sanes and Molleigh Sanes and delightful great-grandfather to Callie, Caitlin and Colt Poore and Kaci and Keeli Peters.
Jim lit up the world for over nine decades. He served in the United States Navy and returned with the intent to become a veterinarian, got his degree from Texas A&M in agricultural sciences, but traded that dream in support of his mother, who had purchased the Rexall Drug Store in Whitney, so that they could help pay his brother Pat's way through medical school. Jim went on to obtain a degree in pharmacy from the University of Houston, and owned and operated the Cato Drug Store in Whitney for over 50 years.
Jim loved each member of his family unconditionally and brought that accepting energy to everyone he met in his cherished community of Whitney, where he was a deacon of the First Baptist Church for almost 60 years. He was very community minded and was president of and founded Hospice of the Heart in Whitney, served on the school board of Whitney ISD, and former president and active member of the Whitney

Lions Club. He served on many boards of directors, including Whitney Hospital, Hill College, First National Bank and Extra Special Teas. Just recently, he received the Lake Whitney Chamber of Commerce Hall of Fame Award.
He passionately raised shorthorn cattle, involving his children, grandchildren and great-grandchildren in the 4-H clubs, FFA and competitive shows all over Texas and the country. An avid sports fan of anything involving Texas A&M, along with the Cowboys, Rangers and Dallas Mavericks, he passed his love of sports to his children, their children and their children's children. Jim was a fixture in the bleachers of nearly every game they played.
Never was there a more welcoming and gregarious man.
Jim never met a stranger. Anyone who was fortunate enough to cross his path knew they had
met a man who cared deeply about his family and friends, always looking to help, cheer them up with a snappy retort or just listen to their troubles with his pharmacist's mind or his loving heart. He will be missed beyond measure, but we have been graced with his longevity, passion and smile that was bigger than his cherished State of Texas.
Funeral services were held at 10 a.m. Friday, April 28, 2023, at First Baptist Church in Whitney with Shane Metcalf officiating. Burial followed at Whitney Memorial Park. A visitation was held from 6 to 8 pm Thursday, April 27, at Marshall and Marshall Funeral Directors Chapel in Whitney. In lieu of flowers, the family suggests memorials in Jim’s name to ExtraSpecialTeas, in Great Barrington, Massachusetts, a nonprofit teahouse he helped establish for his grandson, Jache, with autism. Jim’s loving and valuable guidance helped grow ExtraSpecialTeas into a thriving nonprofit that gives purpose and possibility to many young adults with special needs. David Paul Everett, 100, passed away April 20, 2023 in Hillsboro.
He was born in Enid, Oklahoma July 17, 1922, and raised in Baytown, where he began a lifelong enjoyment of being on or near water.
David joined the Navy in July 1941. He was assigned to the USS Lexington. The ship was in Pearl Harbor when the crew voted on December 1, 1941, to spend Christmas instead of New Year’s in Hawaii. The Lexington sailed out to sea December 5— two days before the Japanese attacked.
David and his crewmates fought in the Battle of the Coral Sea. There, the Lexington was struck by two torpedoes and eventually sunk on May 8, 1942, after all hands had abandoned the ship. After two hours in the water, David was picked up by the USS New Orleans. During the war, he would also serve on the USS Breton and the USS Shamrock Bay.
While on the Shamrock Bay, the sailors learned that the war was over. Afterward, David was assigned to Seattle. While there, he and another sailor helped rescue eight people from a seaplane that crash landed on the water;

they also kept the expensive plane from sinking, salvaging it. David was honorably discharged from the Navy in 1947.
From there, he began working his way back to Baytown. He chopped trees in the Northwest and later was a “shill” for a Las Vegas casino. Back home on the Texas coast, he ferried workers to oil rigs in the Gulf of Mexico and operated a tugboat. At Texas City, he rescued four people whose boats were struck by a sudden violent Gulf storm.
David eventually headed to Dallas for work. At the downtown Sears and Roebuck where he worked in the service department, he met Ruby Kate Crocker. They married in 1952.
After working for General Electric in Dallas, the couple
bought Cooney Cavern Lodge on Lake Whitney in 1961. The Everett family would run the fishing camp for decades. Through the years, many renters of Cooney Cavern cabins became longtime friends. He also created Everett Appliance Service where he was renowned for being able to repair anything.
In their retirement years, they enjoyed several RV trips into the mountains of New Mexico, Colorado and Utah. Both David and Kate had a great interest in bass fishing. Aside from knowing Lake Whitney well, they spent many years traveling to lakes throughout Texas to compete in tournaments where they collected numerous trophies. They also danced through the decades, illustrating their love of life and each other.
He is survived by: his wife of 71 years, Kate; son David Everett, Jr. (Julie Smith) of Lake Whitney; and daughter, Paula Everett Campbell (Mark Campbell) of Weatherford. David had three grandchildren, Jeremy Everett of Waco, Julie Duran of Weatherford and Hayley Stotler of Weatherford, and eight great-grandchildren. David displayed great generosity his entire life. He was a gentle man who, truly, would do anything for anybody. David left his mark and set a wonderful example for many through his kindness and generosity.
A graveside service was conducted Wednesday, April 26, at 1 p.m. at Smith Bend-Coon Creek Cemetery. Condolences may be made at www.cliftonfh.com.

She enjoyed teaching high school English and was proud to have a daughter in college. She had a beautiful home in a suburb of Dallas and a successful husband. And she had a close, loving relationship with her sister and her parents. Life had become what she had always wanted – until July 29, 2019. On that terrible day, her mother was killed in a tragic farming accident. She was run over by a tractor. And her father was the driver.

Lewis said that the company has a Chapter 313 agreement with Hillsboro Independent School District for its planned solar project west of Hillsboro near Peoria. Creation of a reinvestment zone is a step that must be taken before the county can offer a tax abatement to the company. Lewis reemphasized that the county is entering into the agreements to ensure that road use agreements are in place to protect county roads.
A road repair and use agreement was also approved at the meeting for a solar company that already has an agreement with the county. The agreement ensures that Hill Solar’s project, located north of Hillsboro in the Itasca Independent School District, will not damage county roads. Engineering assessments of roads, bridges and culverts in the area established a baseline, and the company will be required to keep them in at least their current condition.
A fuel bid from Dixie LPGas was approved for Precinct 2 and Precinct 3. The court recently approved bids for supplies, including fuel, for the coming year, but sought fuel bids again in these precincts due to a miscommunication with a vendor.

A memorandum of understanding was renewed with the Children’s Advocacy Center. The agreement allows the center to operate in office space provided by the county and assist children who have been victims of sexual crimes. The office is currently located in the Franklin Street annex and will move to the Covington Street annex when renovations are complete.
Commissioners also approved a preliminary plat for the Mayspring Subdivision, which involves about five lots near Woodbury.
