

From Our CEO
When we launched DevNW in late 2019 (from the merger of WNHS and NEDCO), we shared our vision of an organization with greater capacity for community impact.
We had no way to predict the pending challenges of COVID-19, devastating wildfires, or the post-COVID inflation crisis – all compounding the systemic injustices of economic inequality. Yet we remained focused on expanding access to opportunity for all members of the communities we serve. This report shares the many successes since our merger, highlighting our collective resilience as an organization and as a community.
From increasing affordable housing options through the Community Land Trust model to launching an in-house construction affiliate, from expanding young adult housing to strengthening mission-driven lending for consumers and small businesses, our work has centered on providing individuals and families with the tools and resources to build stable, healthy futures.
We are proud to share the impact of our efforts and look forward to continuing this work with you, our partners, supporters, and neighbors, to create communities where everyone feels at home and can reach their goals.

At DevNW, we believe homeownership is one key way to building lasting wealth for low- and moderate-income families.
Our Homebuying Foundations classes, available in English and Spanish, equip families with the financial education they need to build credit, save, and become mortgage ready. Through targeted outreach, we provide vital resources like Individual Development Accounts (IDAs) and Downpayment Assistance, helping our clients secure funding for their first homes.
Since 2019, we have worked with 172 Oregon families to access $4.3 million in downpayment assistance. We’re proud to support first-time and first-generation homebuyers in building long-term financial stability.
By combining education, counseling, and financial tools, we’re creating pathways to homeownership that promote equity and inclusion.

Investing in Oregon’s Future, One Youth at a Time
DevNW’s Young Adult Programs in Clackamas and Lane Counties provide critical housing and wraparound support for unaccompanied youth and young adults (ages 16–24) at risk of or experiencing homelessness. Through trauma-informed case management, participants gain access to stable housing, financial coaching, workforce development, and connections to health. Since 2019, we have expanded both staffing and services to further empower young people across Oregon. A key element of this support is the Youth Financial Foundations program, which teaches practical financial skills. Delivered through partnerships with schools, housing authorities, and youth organizations, the program helps youth make informed financial decisions that shape their futures.
Participant feedback highlights the program’s success: over 90% rate it as “very useful,” often citing immediate changes they plan to make.
