KwaDukuza park under lock and key for almost a year JYOTHI LALDAS A park that cost more than R12 million to build has been kept locked by the KwaDukuza Municipality for almost a year.

The upgrade to KwaDukuza People’s Park in the KwaDukuza CBD, which began in November 2018 was completed in November 2020.

The upgrade was spearheaded by the KwaDukuza Municipality and funded by the KwaZulu-Natal Department of Cooperative Governance and Traditional Affairs (Cogta) through the through Small Towns Rehabilitation Programme. Facilities at the park include an outdoor gym, amphitheatre, play area, braai sites, public viewing screens, a yoga court, public toilets and picnic areas with outdoor furnishing.

However, since completion the park has remained inaccessible to the public as the gates are locked and guarded.

Several residents have taken to social media to ask when the park will open and why it has not been accessible to the public for almost a year.

Community leader Cyril Pandaram said: “When will the park in KwaDukuza open to the public? I am guessing it will open before election day. R12.5 million spent to date and counting. Value for money?”

Ebrahim Siphumelele Nomaqhiza said: “...it’s being monitored, security charges, maintenance charges, lights charges, but not yet working.”

Responding to questions about the opening of the park, KwaDukuza Municipality spokesperson Sipho Mkhize said the park is earmarked to be opened to the public on October 26.

“The park is funded by Cogta [and Cogta is] the entity that will officially open the park.”

He said the municipality has been ready to hand over the park since November 2020.

“However as stated we had to consult [with Cogta] as well, and Covid-19 regulations and lockdown levels imposed as at December 2020 did not allow for gatherings until recently.”

He said once opened, the park will contribute toward the regeneration of the KwaDukuza CBD. “It will offer poverty alleviation through job creation by attracting further investment in the CBD and region and providing a more attractive retail facility.”

accinated South Africans can now download their digital Covid-19 vaccination certificate in just a few simple steps.

The system, which was officially launched by Minister of Health, Dr Joe Phaahla on Friday, produces a digital copy of the physical vaccine card received on the first vaccination visit and is linked to the vaccination code issued by the Electronic Vaccination Data System (EVDS).

The digital certificate, which features a scannable QR code, can be downloaded as a PDF and used on a cellphone or tablet or printed out.

Speaking on its importance and uses, Phaahla said the certificate could be used for travel and tourism, sport and recreation events, music festivals and at shops providing discounts and prizes for people who are vaccinated.

“Our role is to make this tool available to the nation to provide people with the proof of vaccination so they can have access to many the amenities and activities that some have been missing.”

He said the certificate would be improved in the next two months for safety and security purposes, but it is currently ready for use. It would also be developed so it can be accessed via an

app, he said.

The certificate was developed by the Department of Health and the Council for Scientific and Industrial Research (CSIR).

He said the bank protocols and procedures were not complied with and purchase prices were inflated.

A man who defrauded a Durban bank was convicted and sentenced in the Durban Magistrate’s Court on Monday.

Kevin Neil Lloyd (42) was found guilty on eight counts of fraud which happened in Ballito in 2009.

Lloyd was sentenced to a R200 000 fine or five years’ imprisonment of which R100 000 or two years’ imprisonment was suspended for five years.

He was also sentenced to three years correctional supervision and was declared unfit to possess a firearm.

Fuel price hike on the cards A “catastrophic” fuel price hike is on the cards for November, the Automobile Association has warned.

The AA does not regulate or adjust fuel prices, but it publishes two fuel price outlooks per month. Based on its interpretation of recent exchange rate and commodities data, the AA said it

was predicting “price hikes of catastrophic proportions” in October.

“The current picture is showing petrol up by 99 cents a litre, and diesel and illuminating paraffin higher by a whopping R1,42 a litre. This will push 95 ULP inland above R19/l (close to R19,30/l), and R17/l for diesel,” the AA said.

Downside of opening an incident report JYOTHI LALDAS

pening an incident report at the police station instead of a criminal case may be easier, but it could do more harm than good.

While opening an incident report may seem simpler and more convenient in the event of a non-violent crime — for both the person affected and the attending police officer — it could adversely affect the resources and manpower allocated to the policing area in the future.

Speaking to the Weekly, a North Coast police officer, who did not want to be named, said when a person opens an incident report rather than a criminal case, the crime being reported does not factor into the crime statistics.

“An incident report may work for insurance claim purposes, but that’s about all it is good for. Because it is not a criminal case, that means that it will not count as an actual crime statistic, and this means that crime in your area will be under-reported.”

The crime statistics dictate how top brass allocate budgets for resources and manpower to a police station, he said.

Lower crime statistics will indicate lit-

tle or no need for more resources, he added. “This could be detrimental to a community. Just because a crime is non-violent or not directly against a person, does not make it any less of a crime.

“For example, if a community is facing a plague of theft out of motor vehicle cases, but most of them decide to open incident reports because it’s less work and no one was hurt, then that problem will never be resolved because in essence, there is no criminal case to investigate so the perpetrators will seldom be brought to book. Criminals will remain on the streets and crime will continue.”

Explaining the difference between an incident report and a criminal case, the officer said a case carries a CAS number, registering it as a criminal case, which means an investigation must be conducted.

The findings of this investigation can then be presented to the public prosecutor for further action, he said.

“An incident report is reporting an incident, criminal or otherwise, usually for the purposes of insurance. An example of this is if you knock into someone’s car and ding their bumper, an incident report will be needed to file the insurance

claim.”

He said it was unfortunate that many police officers try to steer victims of crime to opening incident reports.

“This is lazy police work and unfortunately we have a lot of this happen in our country as a whole and there is no excuse for that. Another reason cops do this is so they [their station] can look good in the stats. Less cases mean lower crime stats, so it looks like the police are working hard to tackle crime in their areas. But this is equivalent to sweeping things under the carpet, we all know it is still there.”

He said a person has the right to demand a criminal case be opened as long as the incident was criminal in nature.

“These include robbery, theft, hijacking, fraud, assault, domestic violence and the like.”

He also encouraged people to hold their local police officers accountable by opening cases when the need arises and following up with the office handling the case.

“The only way to really beat crime is a joint effort between you and us as the police. If you hold us accountable, we have to deliver.”

SA will not ban a food additive linked to possible DNA damage The National Department of Health says E171 — a common artificial colouring additive — does not pose a health risk for consumers and its use will not be banned in South Africa, for now.

The additive — used to whiten and brighten products like cake icing, sweets, white sauces, medicine and cosmetics — was found to contain titanium dioxide nanoparticles. According to research by the European Food and Safety Authority (EFSA), the particles have the potential to cause DNA damage. The authority also couldn’t estab-

lish a safe level for daily intake of E171.

EU member states have since agreed to ban E171 from 2022 as a result of the EFSA’s findings.

The bans follow one imposed by France after research found that titanium dioxide may cause pre-cancerous lesions in lab rats.

However, the Department of Health said its use will continue following an evaluation by the Joint Expert Committee on Food Additives (JECFA), made up by the Food and Agriculture Organisation and the World Health Organisation.

After its evaluation, the JECFA gave titanium dioxide an acceptable daily intake of “not limited” or “not specified”.

The DoH’s spokesperson, Foster Mohale, explained that a “not specified” daily intake is normally assigned to food additives with “very low toxicity”.

“Based on the available data the total dietary intake of the substance, arising from its use at the levels necessary to achieve the desired effect, does not, in the opinion or assessment of JECFA, represent a risk to human health,” Mohale said.

How ANC ruins democracy MONDLI MAKHANYA

In popular culture, Pietermaritzburg is known as Sleepy

Hollow because ... well, you can guess why.

Pietermaritzburg’s residents detest the appellation and insist that their city is a vibey and fast-paced metropolis that can compete with any in this land.

Do not try to argue with them on that point. You will never win. Whoever coined that moniker back then could not have foreseen that, in 2021, thieves would take him or her literally.

Thieves have been hollowing out the City Hall’s ceilings while those who inhabit the building were sleeping on the job. Over the past month, brazen robbers have stripped copper from right above the heads of the mayor and his council. To corrupt a famous saying, the criminals were basically dumping on the mayor’s head. How this could have happened in one of the most important buildings in the city, one that also happens to be a precious heritage site, is anyone’s guess. But it speaks to the disarray in local government in virtually every municipality in South Africa.

Enter the ANC, the party that brought us most of the disarray in the first place.

The ANC is going into the November 1 local government elections carrying bags of promises about fixing things that they themselves broke, upgrading infra-

structure they neglected and enforcing ethical conduct that they have hitherto observed in the breach.

So unbelievable are the ANC’s election pledges that much of the reaction since the party’s manifesto was released has been a mix of derision, laughter and anger.

What has elicited the most mirth is the ANC’s promise that it will “fix roads, potholes, sewage spills and broken water pipes”. A walk or drive down any street in which this party is in power will beg the question: Who broke these things in the first place and where will they now find the will and wherewithal to put it right? As for sewage spills, this newspaper and many other media outlets are replete with stories of raw sewage running down the streets in poor communities. Communities cry that their voices are hoarse from complaining to the authorities that this situation exposes them and their children to severe health risks.

The party also undertakes to “stabilise Eskom”, and “provide safe and reliable electricity.”

As you read this, some parts of the country have had to endure days of rolling blackouts.

The party also says that it will “ensure ANC municipalities are run by ethical leaders, managers and workers, and [will] remove those who fail to do what they are paid to do”.

This as reports emerged that the “ethical” people at the forefront of a R15 million stadium scandal are

top of the party’s candidate list in the Enoch Mgijima Municipality in the Eastern Cape, and the premier of the same province is found to have benefited from money pilfered from Winnie Madikizela-Mandela’s funeral fund. There were many more fanciful promises that were detached from the reality that the ANC has been in charge of most municipalities for most of our democratic era. Not in its manifesto, but just as much fun, was the promise by Johannesburg ANC secretary Dada Morero during a News24 town hall meeting that the party would create 150 000 jobs on its first day in office.

Apart from the admission that the party “could have done better”, the manifesto reads like that of an outfit that is still aspiring to power and needs to convince the electorate to give it a turn in office.

The ANC is lucky that so many South Africans find it difficult to break the umbilical cord that ties them to the party. But, despite this abiding loyalty, the ANC insists on hurting its core constituency.

Take the people in the cluster of villages in the Amathole District Municipality. After about four years and endless pleas since communal taps ran dry, the villagers have now turned to the courts to force government to provide a reliable supply of clean water.

Assisted by a variety of non-governmental organisations, the villagers are demanding that the state provide them with this basic human right.

Since 2017, they have had to fetch water in heavy buckets from contaminated rivers and lakes that they share with livestock.

In one of the villages, people take baths and dispose of nappies in the river upstream as others source water for domestic use downstream.

Imagine that. The water then has to be boiled for cooking and drinking.

It is not even suitable for washing.

Lulamile Ketshemiya, a father of three, had these heart-wrenching words to say in his court papers: “I have daughters and when they are menstruating it is hard for them to stay clean.

“This causes them discomfort and often embarrassment. This is an infringement on their dignity.”

This story is playing itself out in different ways across the country, so much so that increasing numbers of citizens are deciding that democracy is not worth it.

Instead of using their hard-fought for right to voice their distress, they are opting out of the democratic process they feel does nothing for them.

We can judge them all we like, but it is also their right.

It is a sad thing to say, but the ANC — abetted by impotent, disoriented and corrupt opposition — is destroying this democracy.

There is a need to understand the multiple factors that enable violence to thrive. Among the causes of taxi violence is the fact that the industry is determined to regulate itself. Being left to its own devices by the state in the 1980s, the industry has operated from a stance of self-regulation, resulting in the formation of an alternative social order with its own rules, moral code and means of control (which has relied on violence).

While the state has certain clear responsibilities such as issuing permits and driver’s licences, regulating ownership and providing basic infrastructure, its engagement beyond such basic services is contested. Intruding bluntly into the governance of the taxi industry will increase the tension. If proposed solutions are not based on an intimate understanding of the social order and daily running of the industry, they are unlikely to succeed. The role of the state is further undermined by corrupt officials.

So how do we solve the violence?

Most of the resistance to state interventions arises from a lack of acknowledgement of what the taxi indus-

try has been able to accomplish on its own and the contribution it makes to the economy (getting the working class to their destinations). This means conducting meaningful engagement with the entire industry, including taxi owners, drivers, rank officials, administrators and so on.

These stakeholders need to be consulted before, during and after the drafting and implementation of new legislation. They are experts in their own industry, after all.

There is also a need for a joint effort between all stakeholders to address the corruption that affects the taxi industry. Further to this, the state should encourage the use of already implemented systems of oversight to initiate a culture of accountability on both sides. The government needs to make a concerted effort to collaborate with the industry for solutions, rather than trying to rule it from an ivory tower and an inflated sense of its own legitimacy.

Taxi violence: roots vs routes BOIKANYO MOLOTO Taxi violence is a perennial problem that reflects the complexities and challenges of South African society at large.

According to the Murder By Contract: Targeted Killings in Eastern and Southern Africa Report: “Taxi-related targeted killings made up over half of the assassination cases seen in the country.”

Broadly, taxi violence mirrors the country’s history and struggle to reduce violence. This speaks to the quality of democracy and the limited legitimacy of the state.

Its evolution reflects our broader battle with managing the delicate balance between market-driven self-regulated competition and the social good. Prior to 1987, the taxi industry was highly regulated and officials were prejudiced against black taxi owners. The introduction of the 1987 white paper on transport, along with the Transport Deregulation Act of 1988, led to a rapid deregulation of the industry coupled with a lax permit-issuing process.

The rapid growth in passengers, taxis and taxi owners meant greater competition. Taxi owners identified the need for self-regulation, leading to the establishment of mother bodies that used violence, or the threat thereof, as a means of control.

The political violence preceding the transition to democracy in 1994 also spilled over into a spike in taxi violence. In response, the state established the National Taxi Task Team in 1995 to find solutions to this problem.

A major recommendation was that of the need for reregulation, which was met with resistance by the mother bodies.

Despite this resistance, the recommendations brought the Taxi Recapitalisation Programme to fruition in 2006, which aimed to increase road safety through the removal of unroadworthy taxis, and provided a scrapping allowance to support the purchase of compliant minibuses. Further, it sought to formalise the taxi industry through a new regulatory framework. This was also met with strong resistance from the industry, which cited a lack of consultation, poor implementation, corruption and loss of profits. Again, the state went ahead with implementation.

Further disruption was caused by the introduction of Bus Rapid Transport systems in cities in the lead up to the Fifa 2010 World Cup. This was intended to provide a faster, cheaper and safer alternative to taxi services.

Again mother bodies challenged this process, claiming there was insufficient consultation and that it introduced unfair competition. Despite such protests, we now have functioning BRT systems in Johannesburg,

Pretoria, Cape Town, Port Elizabeth and the ongoing implementation of the system in Durban.

The taxi industry suffered major losses during the strict Covid-19 lockdowns. Financial institutions initially granted the industry a three-month payment holiday to avoid repossession of vehicles. In addition to fewer commuters as movement became restricted, taxi operating hours were regulated and passenger numbers were capped, initially at 50%, then later at 70% capacity per taxi. Cross-border and inter-provincial travel was halted, resulting in serious losses. In addition, the number of taxis on the road, per taxi owner, were capped under lockdown. In an industry already operating in a highly competitive market with narrow profit margins, this was bound to result in greater conflict.

The killings in Mount Ayliff, Eastern Cape (24 deaths in July), along with those occurring almost daily in Gauteng and KwaZulu-Natal, have been widely attributed to renewed conflict over taxi routes. This has led to the incorrect assumption that the sole cause for the violence is based on economics. This oversimplification of the problem has undermined the search for effective

Whiz in partnership with the Chemical Industry Education and Training Authority (CHIETA) donated 1000 tablets equipped with the iWhiz learning app and additional learning resources to rural schools on the North Coast on Friday. iWhiz and CHIETA provided 1000 matric pupils with all their school content, every subject presented in animated video with textbooks, workbooks, and exam preparation on the tablet.

“Pupils will have their lessons to study at home and use the time in class with teachers to go through examples and areas they don’t understand, this helps guide teachers, parents and more importantly the pupils,” said Nkululeko Dube from iWhiz.

The tablet and iWhiz learning app donation was made possible through funding provided by CHIETA. CHIETA CEO Yershen Pillay said, “We must cement new and lasting partnerships that will allow us to put the chemical industry on the fast-track to adopting 4IR and to continue to innovate in our quest to eliminate poverty, reduce inequality, while spurring the economic development of our country.”

Speaking on the use of technology to channel educational reform, which is one of the aims of iWhiz, Dr Tholsia Naidoo said: “In education, we’re beginning to understand that technology is a basic right, you cannot participate in society in the 21st century without access to it. This is the basis of the deepening divide between private and public education.”

She said it is no secret that teachers work very hard and often find themselves fighting a losing battle.

“Pitting against overcrowded classrooms in a pandemic,under resourced classroom and a host of other challenges.

“The more successful schools are starting to see the reform, using technology to support learning – flipping the classroom. Pupils are given their lessons in advance through technology and the teacher supports their learning in the classroom. This alleviates some of the challenges and

allows pupils to move ahead with their learning and the slower learners get more of the teacher’s attention,” said Naidoo. iWhiz lessons are played from Monday to Friday giving pupils the opportunity to watch lessons on television on Soweto TV, 1KZNTV and Glow TV. iWhiz is fully CAPS aligned and Android and IOS accessible and each lesson follows an individual teaching plan designed according to the education department’s outline.

It also offers full access to exam preparation in the premium version and three to five minute video lessons that can be streamed on the basic version or downloaded for more convenient viewing.

Fireworks ‘terrify’ wild animals and domestic pets alike PURNAL POONUSAMY With fireworks season approaching, wildlife organisations want you to know that it affects wild animals as much as domestic ones.

Fireworks season usually consists of the Hindu festival of lights Diwali, Guy Fawkes, and New Years celebrations at the end of the year.

It is widely known that domestic animals are affected by fireworks, but what about the wildlife that does not have the luxury of being distracted or medically calmed down.

Chairperson of the Monkey Helpline, Steve Smit weighed in on the effect it has on the animals who tend to co-inhabit the residential areas.

Smit said loud noises are something these animals are not familiar with, and when there is a sudden explosion of noise it is terrifying to them. He said that because they have a far more acute sense of hearing, it creates a huge amount of fear.

Smit said that every year they note a sudden influx of orphaned baby monkeys, still born monkeys or mothers going into labour early.

He added this also applies to other wild animals, as

this time of year is also an intense nesting period for birds. He said that birds get scared off the nest, which can send the babies or nests tumbling down to the ground.

“Fireworks at any intensity, especially during Diwali and [New] Year’s Eve have a very harmful effect on monkeys and other wild animals … It’s terrible, its cruel, it’s totally unjustifiable,” said Smit.

For residents that note a monkey is distressed, they should immediately call the Monkey Helpline on 082 659 4711.

Another organisation, FreeMe Wildlife, which is a 24-hour rehabilitation centre, said that the effects of fireworks on wildlife are the same as with domestic animals.

Clinic manager Kirsten Steytler said, “The best way to avoid any conflict with fireworks is to not use them at all.

“However, I know that this is not a solution that would ever work, so we urge people to purchase the

silent fireworks if possible.

“We are willing and able to accept any wildlife that are affected by the fireworks this year. Each situation is different so we urge members of the public to call through before jumping into action to rescue the animal, so that we can direct them on the correct process and what precautions to take,” she added.

Fireworks also have a harsh impact on the environment. According to Rico Euripidou from groundWork, setting off fireworks is globally known to cause shortterm air-quality deteriorations, adding that there is a body of scientific literature that supports this.

Addressing their stance on the impact of fireworks, The South African Hindu Maha Sabha’s Ahswin Trikamjee said that they support the responsible use of fireworks, which has been an inherent part of celebrating Diwali.

“It is important to comply with local municipal bylaws, as well as being mindful of fellow residents and their animals, said Trikamjee.

teenage boy from Ballito living with autism is trending on social media because of his beautiful drawings and paintings.

Clayden Botes is selling his artwork to raise funds for new art supplies which he desperately needs.

The 13-year-old is selling each drawing and painting in A0 sizes for R500 and this excludes courier costs. He is selling his work to anyone living in South Africa.

According to Clayden’s mom, Antoinette Botes, her son started drawing and painting at the age of six. Botes said she only noticed when lockdown began in 2020 that her son’s art went from good to brilliant. She added that another reason why Clayden is selling his artwork is because he has received an opportunity to study at an art school in Cape Town, so they have to relocate.

Botes said she took her son out of school last year. “With him being autistic, I saw that he had been struggling emotionally and we then started home schooling him,” she said.

She added that she noticed her son’s love for art started when he would struggle to concentrate in class. Botes said whenever there was a lot of noise in the classroom, Clayden would draw and that calmed him down. “There are different levels to autism, so Clayden cannot read

and write. He also can’t stand certain clothes and food because of their texture. Even bright lights, he also does not like it when I touch or hug him.

“The feeling of being touched or hugged, is an overload for him. His brain is always working over time, so the drawing calms his brain down,” she said, adding that Clayden’s way of thinking is very different from how other people think.

Botes said that Clayden is highly intelligent.

“Because he cannot read and write, he has to remember everything. Aside from the arts, he loves history so he enjoys going onto YouTube to listen to and watch different videos on history and he remembers all the facts from what he watches.”

The 13-year-old’s mom said she would definitely encourage Clayden, should he one day decide to pursue a career in art.

She describes her son as a phenomenal artist who really wants to study arts and animation.

“I would encourage him because he loves what he is doing and he is brilliant at it. I would support him in his career because it would also be an opportunity for him to prove to the world that being autistic is not a sentence but a diagnosis,” she said.

NOBLE ATTEMPT to clean KZN’s waste-strewn beaches PURNAL POONUSAMY

P

lastic waste is the biggest threat to our oceans.

Not only does plastic waste contribute to directly harming and killing marine life, but it is also an eyesore littered all over the shorelines.

These are the sentiments shared by marine-related organisations in the province.

Some of these organisations have taken it upon themselves to enforce projects along the coast, to educate the public and physically clean-up their beaches.

The KwaZulu-Natal Sharks Board (KZNSB) has already begun with their clean-up campaigns and will be hosting more in the future.

Speaking to the Weekly, acting spokesperson of KZNSB, Babalo Mpaka said during their last clean-up, they collected a large amount of plastic, paper, steel material and even chickens.

The board recently teamed up with Consol Glass for the #IChanged2050 campaign, which aims at reducing plastic pollution in the environment, by changing from plastic packaging to recyclable glass packaging.

“They had approached KZN Sharks Board to work in partnership with them in driving the campaign on the KZN coastline, especially Durban, by driving more initiatives of beach clean-ups and education to the communities in order to reduce marine pollution,” said Mpaka.

KZNSB said that the biggest concern they have regarding the pollution of the beaches is irresponsible dumping, as well as waste from communities and big organisations.

Another organisation, the KZN Marine Waste Network, is running a campaign called Inkwazi Isu (Fish eagle project) which also focuses on reducing plastic waste.

Chairperson of the network, Andrew Manning said that plastic waste ending up in the ocean is a major problem worldwide.

He added that most of this material is recyclable and should not end up in the waste stream at all.

“Every river flows into the sea, and plastic thrown out of a window in Ladysmith will end up in the ocean, unless intercepted.

“People need to become more aware of what river catchment they are in and what activities in their area contribute to pollution of our water resources,” said Manning.

He added that Inkwazi Isu aims to address the problem of leakage of plastic into the environment through education, clean-ups, as well as infrastructure development and innovation.

The key objective is to remove plastic from the environment and put it back into the value chain.

They hope to achieve this by collecting the plastic and processing it into products such as pavers and curbstones.

Based in the south of Durban is Clean Surf Project, a local non-profit organisation, that solely focuses on beach clean-ups and educational programmes.

Romy Wenzel of the project said their most recent clean-up saw 414 bags of trash collected. This mainly included an array of plastic items.

“The majority of pollution to the marine environment comes from land, in particular rivers, canals and stormwater pipes,” said Wenzel.

Wenzel echoed the sentiments of Manning, that most trash will eventually make it to the ocean.

She adds that they recommend following the three Rs with single use plastic items — reduce, reuse and recycle.

ADVERTORIAL ActionSA releases municipal manifesto for KwaDukuza KwaDukuza Municipality is one of six municipalities nationwide that ActionSA will be contesting in the upcoming local government elections on November 1. The party which was founded by former mayor of Johannesburg, Herman Mashaba 13 months ago on August 29, 2020 has put their confidence in Nel Sewraj as their mayoral candidate for KwaDukuza together with an excellent combination of candidates from diverse races and cultures, both male and female together with a beautiful mix of youth and experience.

Sewraj said that ActionSA was not looking to make empty promises to the public, however they are looking to improve the living conditions of all the residents of KwaDukuza. Our plans for this municipality include the following goals: 1. ActionSA will curb the losses incurred by our municipalities in KwaDukuza KwaDukuza Municipality incurs extremely high energy losses. Illegal connections are costing the municipality millions. Theft and tampering of electricity meters are becoming common practise in our municipality, and this needs to stop. ActionSA will enforce the mighty arm of the law. We realise there’s no hotline for whistleblowers reporting illegal connections, and we will initiate one.

Consumer debt compounds the municipality’s losses. Last year, consumers owed the municipality R274 million. But the municipality refuses to take legal action for debt recovery. And so, consumer abuse continues unabated. This is unacceptable and ActionSA will bring perpetrators to book.

ActionSA believes the municipality loses a lot of its revenue to wasteful and fruitless expenditure. KwaDukuza Municipality pays R450 million per year in salaries, yet many staff remain underperformers. The municipality’s overtime schedule is high and employees under investigation enjoy lengthy paid suspensions. Fruitless and wasteful expenditure continues with cultural, ceremonial and unnecessary events.

These events cannot take precedence over service delivery. ActionSA will curb unnecessary expenses and redirect it to improving infrastructure and service delivery.

Consider also that KwaDukuza Municipality returns millions in unspent government grants, like the Municipal Infrastructure Grant, to National Treasury. In 2017, R10 million was returned to Treasury. In 2018, R18 million was returned. In 2019 and 2020 respectively, R40 million was returned. Besides grants, the municipality constantly underspends its capital budget. This cannot continue as the norm. ActionSA wants all monies allocated for infrastructure and service delivery to be spent on such.

Water losses are also a grave concern in KwaDukuza. And although iLembe District Municipality is directly responsible for water, ActionSA believes that KwaDukuza Municipality is partly responsible. Both municipalities need to talk to each other because less than 30% of homes have water piped into their dwellings in iLembe. This is a human rights disaster. What’s more, 60% of water is lost because of burst pipes, leaks and ageing infrastructure. This is an environmental disaster.

2. ActionSA will professionalise our municipality The municipality is first and foremost a service provider and not a political entity. No matter how much we politicise the municipality, it ultimately remains a business because people pay for services. And Section 54 of the Consumer Protection Act states that a consumer has a right to demand quality and timely service from a supplier. This is why ActionSA believes the municipality must be run like a business. And in business the customer is king. Our residents are our customers and they have a right to quality service delivery from a municipality that cares for its residents. A successful local government is a customer-centric government.

Underperforming staff will not be tolerated.

Staff must take pride in service excellence or find a job outside public service. Inefficient managers will not be tolerated. ActionSA wants an effective and efficient administration.

ActionSA also wants an ethical and professional public service. We will reform our municipalities by appointing only ethical and competent officials that have proven their commitment to public service. Corruption and incompetence will have no place in our governments.

KwaDukuza Municipality has no service standards. That’s why they provide no turnaround time for service delivery. ActionSA will set minimum acceptable turnaround times for the resolution of service delivery issues, like pothole repairs and electrical faults. We will do this by adopting service standards charters that hold officials and departments accountable for non-performance.

ActionSA wants to set up clear and simple customer care systems and facilities. There’s a gap in this regard. Most consumers don’t have a clue about how to communicate with the municipality. Call centres, hotlines and simple online solutions for reporting are required.

In 2019, KwaDukuza Municipality underspent its capital budget by R108 million. That’s 65% of its whole budget, and 2020 was similar.

This is not only highly unprofessional; it borders on financial mismanagement. KwaDukuza Municipality is over-bureaucratic with small to medium enterprises and tourism areas.

Because these are the bribery hotspots for some municipal officials, especially in the town planning department. Red tape is killing local economic development and causing unemployment to snowball.

3. ActionSA will prioritise and intensify tourism development in KwaDukuza KwaDukuza Municipality is sitting on a gold mine. It has a thriving tourism industry, first with its beach nodes and then with its rich cultural heritage. ActionSA will capitalise on tourism development in the following ways: Firstly, by providing more quality service delivery to such areas. Tourism destinations must have a good infrastructure of well-maintained roads, electrical and water supply. Tourism areas must become havens of safety. There must be stronger law enforcement presence in, and better by-law enforcement for, tourism areas. Good services will attract more tourists.

KwaDukuza Municipality must capitalise on our good beaches and excellent weather. We will promote our beach destinations and provide safer beaches. ActionSA will employ beach monitors by accessing the Tourism Safety Monitors Fund provided in the EPW budget of the National Department of Tourism.

We will promote Shaka’s Day celebrations and other cultural and heritage events for tourists. We will grow such events and make them calendar events and market them well to attract tourists. We will depoliticise events like Shaka’s Day to become a regional event that belongs to the people and even get the buy-in of the Zulu monarch.

ActionSA is confident that they will perform well in the upcoming elections. waDukuza born musician Lungi Naidoo says she is lucky to be alive after being admitted to hospital with Covid-19. Four months later, she is still struggling with the long-term effects of the virus on her system, including a severe skin rash, exhaustion and bronchitis.

Naidoo and her partner were both diagnosed in May and admitted to the Life Kingsbury Hospital in Cape Town.

“I currently don’t have Covid-19.

My tests are negative, but it feels the same. My lungs don’t function as they used to. They call it long Covid,” she said.

The Hawu Lami hitmaker said her partner was seeing a pulmonologist as he was very ill and had spent several days in ICU. “He got sick and we took him to see a doctor. He did a test and, two hours later, the doctor called him back and said his test was positive.

“I took my daughter, and we went to check and our tests came back negative,” she said.

The musician said she was soon also admitted to the same hospital.

The 41-year-old said: “My partner was in the ICU because he could not breathe on his own. I got sick at home and my daughter had to take care of me. Mine was bad because, seeing my partner sick, I could not think properly and could not take care of myself.

“I was so worried that he would die in hospital while we are in Cape Town and home is in [KwaDukuza] in KwaZulu-Natal. A lot of things were running through my mind ... that a year after I met this man, he was going to die in my care. All these things were running through my mind.”

She added that the infection hit her

Everything was difficult. I could not climb on to the bed, my chest was heavy. I was admitted to hospital and put on oxygen for hours. And then, when I thought it was over, it was not because now I am on so much medication it makes me sad.”

Even as she is dealing with the virus’ long-term effects, the star said she got vaccinated.

“At first, I was against getting the vaccine, but after I got Covid-19, I made sure to do anything that would make me never feel the pain I felt.

“I don’t ever want to feel like that in my life. Two weeks ago, I was back in hospital. I was so sick. I got diagnosed with bronchitis.

“My chest never really healed. The aftermath of Covid-19 is bronchitis.

Right now, the steroids they have given me are for bronchitis and the aftermath of Covid-19.”

Dis-Chem will open its vaccination sites on Saturdays for the next three weeks, starting this Saturday, October 23, to accommodate the 12 to 17 year age group.

“We welcome the announcement that vaccinations will open to younger groups as we need to give those who really want protection the opportunity to be vaccinated as soon as possible.

“As we approach the summer holiday season and the longest holiday period of the year, the decision to extend the rollout to the younger population helps to reduce the impact of children as a vector to transmit the virus.

“Given that this younger population group is very social, the timing is fortunate, and we both anticipate and look forward to good uptake,” said Dis-Chem CEO Ivan Saltzman.

“As with all the other age groups where we saw strong demand in the first few weeks, we expect a similar pattern with the 12 to 17 cohort. As most learners

are generally at school until 2pm, and as its not ideal to take children out of school so close to the end of year examinations, we have decided to open our vaccination sites on Saturdays for the next three weekends at least,” he said.

To date Dis-Chem has administered 740 000 vaccine doses.

Many Dis-Chem in-store clinics are already vaccinating on Saturdays, so opening mass sites over this period is a natural extension to ensure that those who have already been vaccinated at Dis-Chem can bring their children at a convenient time, Saltzman said.

Dis-Chem has also extended its vaccination services directly to schools, on school premises, which makes it easier for pupils, friends and family within each school community to access vaccines, he said.

he Toyota Avanza served as South Africa’s first affordable reasonably-sized people mover. Featuring compact dimensions, a simple fuel-efficient engine lineup and seven-seat carrying capacity - the Avanza immediately found favour with Mzansi (for both business and leisure use).

Now after two generations, the trusted Avanza makes way for the Toyota Rumion.

The Toyota Rumion brings with it a host of product improvements - specifically catered to the evolving needs of customers in the smaller MPV segment.

The Toyota Rumion represents the third product of the Toyota and Suzuki strategic alliance. Following the Starlet and Urban Cruiser, which have achieved significant sales success in just a short space of time, the Toyota Rumion is poised to follow in its siblings’ footsteps.

The newcomer keeps the same product concept, compact dimensions, a four-cylinder petrol engine, seven-seater layout and good ground clearance. A noteworthy change is the switch to a front-wheel-drive layout - which brings with it improved fuel economy, better packaging and reduced mechanical componentry.

The front design employs a trapezoidal radiator grille, with the familiar three-horizontal-slat design and centrally-mounted Toyota ellipse. These are flanked by large tapered headlamps with a large lower apron, which houses stylised air vents and fog lamp surrounds (where fitted).

The side features a prominent crease line extending from the front fender to the rear taillamps, which is joined by an asymmetric rear window, adding a touch of visual flair.

In the rear, large vertical LED taillamps with L-shaped lens extensions create a squared off look. The stylised lower bumper mimics the front design, adding a sense of cohesion and width.

A choice of five exterior colours are on of-

fer: Mystic Pearl White, Azure Blue, Seal Grey Metallic, Autumn Blaze Red and Shadow Black Pearl.

All Toyota Rumion models employ the 1.5-litre K15B engine which delivers 77kW and 138Nm. Both 5-speed manual and 4-speed automatic transmissions are offered (gradedependant). The fuel consumption figure checks in at 6.2 l/100 km (a slight improvement over the 1.5 Avanza) for both transmission types.

CO2 emissions register as 146 and 147 g/ km, while top speed is quoted as 175 and 170 km/h km, for the manual and auto respectively.

The Toyota Rumion retains the existing three grade line-up; S, SX and TX. The S-grade model is aimed at customers requiring pure functional use at a low price point, the SX offers a balance between affordability and comfort, while the TX grade is aimed at the leisure buyer requiring enhanced comfort and convenience.

The S-grade features hard-wearing black exterior mirrors and radiator grille, colourcoded bumpers and high-mounted LED brake light. The interior is finished in durable textile trim with a three-spoke urethane steering wheel, and 60/40 folding second row seating. A unique feature of the cabin are the ventilated cupholders up front (allowing beverages to retain cold or heat). A 12-volt power outlet (front), electric windows, tiltadjustable steering column and air-conditioner are also provided.

The mid-tier SX adds colour-coded door handles, colour-coded retractable exterior mirrors with power adjustment, chrome treatment for the radiator grille and a rearwindow wiper. Remote central locking, a rear-window demister, additional rear 12volt power outlet, steering switches, park distance control (PDC) and rear air-conditioner amplify the convenience factor.

SX and TX models also boast a double-

din audio system with Bluetooth, USB and Aux interfaces playing through four speakers.

Toyota Connect is available across the range (even on the S-grade sold without audio) which offers telematics services, Wi-Fi hotspot (including complimentary 15Gb data) and vehicle health status. The above can be accessed via the MyToyota App on any smartphone.

The top-spec TX model offers customers a comprehensive specification level, aimed at the family buyer. An upgrade to keyless entry with push start, chrome door handles, fog lamps and automatic air-conditioner form the starting point of the TX ‘spec’ level.
