HEALTH MEC unveils MOBILE XRAY clinic unit in KwaDukuza JYOTHI LALDAS

A

STATE-of-the-art mobile x-ray clinic unit was unveiled during the World TB Day outreach programme event at the Thembeni sports field in KwaDukuza last week.

The mobile clinic, currently only available at eThekwini and iLembe, is able to produce TB results in record time.

However, MEC for Health Nomagugu Simelane-Zulu has vowed to make such services available in other parts of the province.

The mobile clinic, which is aimed at increasing early detection and treatment of TB, is equipped with the GeneXpert Ultra 4 machine, which is able to produce TB test results to patients in just two hours.

“The machine is able to produce results in 50 minutes, it can take four samples at a time

and the samples stay in the instrument for 50 minutes, with preparation time it is a total of 90 minutes.

The unit is also equipped to test for Covid19,” explained a health care worker.

This is much quicker than the previous turnaround time of three hours with the previous GeneXpert machine.

Another method, called the Urine LAM TB test, will also be used.

“By using urine instead of a sputum to test for TB, the test makes it more convenient to diagnose TB in people who have a CD4 count of less than 200 or those who are too sick to produce a sputum. The test is currently available in all hospitals and community health centres, and plans are under way to roll out the test in large primary health care clinics,” the MEC said.

Simelane-Zulu added that the department

was also strengthening TB case findings in and beyond healthcare facilities to communities via 270 community outreach teams spread throughout the province.

The MEC also spoke about scaling up continuous TB preventive therapy by introducing the 3HP approach.

The new 3HP (regimen of weekly iso­niazid and rifapentine) therapy, which will commence next month in eThekwini —taken twice a week for three months — is a shorter replacement for the six to 12 months INH (isonicotinic acid hydrazide) therapy, which has been used for TB treatment thus far.

Held under the World TB Day theme: “The Clock is Ticking: Let us Find, Treat, and End TB”, the event served to encourage the community to help reduce the prevalence of TB by taking preventative measures and not delaying treatment when symptoms show.

Currently the TB notification rate has decreased from 1 128 reported in 2010, to 410 per 100 000 population recorded last year.

However, KZN’s statistics are still more than twice what the World Health Organisation declares a crisis (200 per 100 000).

Stella the green turtle goes home

TELLA, the sea turtle that was rescued at Zinkwazi beach has been released into the ocean after months of rehabilitation.

Stella, a female adult green turtle, was found floating upside down in a rock pool at Zinkwazi on October 1, last year.

She was rescued by Zinkwazi locals and holidaymakers with the help of NSRI Ballito station commander Quentin Power and taken to uShaka Marine World in Durban.

There she was assessed by the South African Association for Marine Biological Research (SAAMBR) and stayed for rehabilitation.

“She was examined by our resident veterinarian who took radiographs (X-rays) and blood samples which did not show any cause for concern. She was able to swim strongly and appeared to be in good health.

“She was put into one of our quarantine holding pools where staff could monitor her behaviour.

“Although she was swimming strongly and started eating a few days later, it was noticed that she was positively buoyant (unable to dive). She remained positively buoyant for the first few weeks, but by the end of the month we noticed that her condition was steadily improving.

Stella was returned to the ocean at Mission Rocks in iSimangaliso Wetland Park.

Over the rehabilitation period Stella made a good recovery, and was recently declared ready for release, iSimangaliso said in a statement.

“Stella is one of the most alert animals we have rehabilitated. She is constantly hungry and enjoys a diet of fish, squid and algae.

“Stella, like most green turtles, loves to have her carapace scratched.

I am delighted with her recovery and so happy that she is now healthy and strong enough for release,” said Senior Aquarist Malini Pather.

Prior to her release, Stella was fitted with a flipper tag number ZA CC278.

Green turtles are currently listed as endangered on the International Union for Conservation of Nature’s Red List of Threatened Species (IUCN red list).

KDM DRAFT BUDGET: Big tariff increases loom JYOTHI LALDAS

A

15% increase in electricity and a maximum 4% increase in refuse have been proposed in the KwaDukuza Municipality 2021/2022 draft budget which was tabled last week.

If approved these tariffs will be applicable to ratepayers from July 1.

Presenting the draft budget Mayor Dolly Govender said the total operating revenue is expected to grow by 9% for the 2021/2022 financial year when compared to the 2020/2021 financial year budget.

“For the two outer years, operational revenue will increase by R99 131 012 and R86 583 741 respectively.

“Operational expenditure has grown to R2 073 985 423 in the 2021/2022 budget. For the 2022/2023 and 2023/2024 financial years, operational expenditure will increase by an estimated R113 849 198 and R88 746 443 for each of the respective outer years of the MTREF. The total Capital quantum is R882 451 203 over the MTREF.” She said revenue generated from service charges for the 2021/2022 financial year amounts to R1 144 362 535, which indicates 53% of revenue is generated from service charges revenue.

“Council has embarked on various processes which will enforce better revenue collections on service charges. These include a Revenue Enhancement Project, development of an energy losses task team which will assist in the reduction of energy losses, a contractor has been appointed for the disconnection/reconnection of electricity and replacement of maximum demand meters.”

Speaking about significant components of the operating budget Govender said bulk purchases amount to approximately R888,4m.

“This figure takes into consideration the Eskom increase in tariffs. Employee’s related cost and council remuneration account for 25% (R510 772 361) of the budget (R2 073 985 423). Other expenditure amounts to R110,4m.”

Addressing the increases, Govender said the proposed increase in tariffs are will be advertised to the general public for implementation with effect from July 1, 2021. * Property Rates – no increase in rates randage however the General Valuation which will result in increased property values will see an increase to property rates billed. * Refuse Removal charges – various as per tariff of charges with a maximum of 4% * Electricity charges – various as per tariff of charges * Miscellaneous tariffs – various as per tariff of charges.

Commenting on the draft budget DA iLembe caucus leader Madhun Sing said the current economic conditions are not favourable for any increases.

“Businesses are struggling, many have closed, high unemployment is a reality just over 30%. Current trends indicate municipalities countrywide are struggling to collect monies owed to them and added to this is the valuation of property which will further impact on the overall increase regarding various categories.

“KDM has proposed 14.49% increase on electricity, well above CPI around 3.9% 4.1%. 2021 is the toughest year for consumers

and the municipality with lots of uncertainty.

While some increases are beyond the control of the municipality it should start cutting expenditure by 5% per department.

“This is possible. Council should also consider zero based budgeting in order to cut out the frills.

“It be noted the budget has been tabled to allow for public participation. The DA urges all sectors of our community to make input before a final consideration and approval by council before June 2021.”

PUBLIC COMMENTS: The local community and other relevant stakeholders can submit written comments or representations in connection with the draft budget.

Stanger Secondary awards STANGER Secondary School honoured the class of 2020 at their annual speech and awards event at the school hall on Wednesday.

As an ex-pupil of the school, she urged current pupils, especially the

HIS year, KwaDukuza Private Hospital’s (KPH) very own Covid-compliant Easter Bunny, together with KPH specialist paediatrician Dr Strini Chetty, visited every paediatric patient and surprised them with a custom KPH colouring book, a pack of crayons and some tasty Easter eggs.

“As in previous years, KPH’s

Easter festivities focused on the children within the hospital, whether as inpatients or as outpatients visiting our paediatrician Dr Chetty.

“We were unable to hold our traditional Easter Egg hunt this year because of Covid-19 restrictions.

“Fortunately, our resident ‘Easter Bunny’ was able to personally deliver Easter gifts to all these children and bring an added element of fun and joy to their day.”

HIS year, Ramadan starts on April 14. But what is Ramadan? How does fasting work? Your questions, answered.

The Muslim holy month of Ramadan starts on Tuesday, April 13, and most of the world’s 1.6 billion Muslims will observe it.

This means there’s a good chance you might encounter someone — a friend, a co-worker, the barista making your latte, your child’s teacher — who will be celebrating, fasting, and doing all sorts of other activities that are unique to the holy month.

But what is Ramadan, exactly? And how can I make sure I don’t accidentally offend my Muslim friends and acquaintances during Ramadan celebrations?

We’ve got you covered: Here are the most basic answers to the most basic questions about Ramadan.

What is Ramadan actually about?

Ramadan is the most sacred month of the year for Muslims — the Prophet Mohammed reportedly said, “When the month of Ramadan starts, the gates of heaven are opened and the gates of hell are closed and the devils are chained.”

Muslims believe it was during this month that God revealed the first verses of the Quran, Islam’s sacred text, to Mohammed, on a night known as “The Night of Power” (or Laylat al-Qadr in Arabic).

During the entire month of Ramadan, Muslims fast every day from dawn to sunset. It is meant to be a time of spiritual discipline — of deep contemplation of one’s relationship with God, extra prayer, increased charity and generosity, and intense study of the Quran.

It’s a time of celebration and joy, to be spent with loved ones. At the end of Ramadan there’s a big three-day celebration called Eid al-Fitr, or the Festival of the Breaking of the Fast. It’s a religious holiday where everyone comes together for big meals with family and friends, exchanges presents, and generally has a lovely time.

How does fasting work?

Fasting during Ramadan is one of the five pillars — or duties — of Islam, along with the testimony of faith, prayer, charitable giving, and making a pilgrimage to Mecca. All Muslims are required to take part every year, though there are special dispensations for those who are ill, pregnant or nursing, menstruating, or travelling, and for young children and the elderly.

The practice of fasting serves several spiritual and social purposes: to remind you of your human frailty and your dependence on God for sustenance, to show you what it feels like to be hungry and thirsty so you feel compassion for (and a duty to help) the poor and needy, and to reduce the distractions in life so you can more clearly focus on your relationship with God. During Ramadan, Muslims abstain from eating any

food, drinking any liquids, smoking cigarettes, and engaging in any sexual activity, from dawn to sunset. That includes taking medication (even if you swallow a pill dry, without drinking any water). Chewing gum is also prohibited.

Doing any of those things “invalidates” your fast for the day, and you just start over the next day. To make up for days you didn’t fast, you can either fast later in the year (either all at once or a day here and there) or provide a meal to a needy person for each day you missed.

Muslims are also supposed to try to curb negative thoughts and emotions like jealousy and anger, and even lesser things like swearing, complaining, and gossiping, during the month. Some people may also choose to give up or limit activities like listening to music and watching television, often in favour of listening to recitations of the Quran.

What is a typical day like during Ramadan?

During Ramadan, Muslims wake up well before dawn to eat the first meal of the day, which has to last until sunset. This means eating lots of high-protein foods and drinking as much water as possible right up until dawn, after which you can’t eat or drink anything. At dawn, Muslims perform the morning prayer.

Muslims are not supposed to avoid work or school or any other normal duties during the day just because we are fasting. In many Muslim countries, however, businesses and schools may reduce their hours during the day or close entirely.

For the most part, though, Muslims go about their daily business as we normally would, despite not being able to eat or drink anything the whole day.

When the evening call to prayer is finally made, Muslims break the day’s fast with a light meal called an iftar (literally “breakfast”), before performing the evening prayer. Many also go to the mosque for the evening prayer, followed by a special prayer that is only recited during Ramadan.

This is usually followed by a larger meal a bit later in the evening, which is often shared with family and friends in one another’s homes throughout the month. Then it’s

What can I do to be respectful of my Muslim friends during Ramadan?

In some Muslim countries, it is a crime to eat and drink in public during the day in the month of Ramadan, even if you’re not Muslim.

There are things you can do, and not do, to make things a little easier for friends or colleagues who happen to be fasting for Ramadan. If you share an office with someone fasting, maybe eat your delicious, juicy cheeseburger in the office break room rather than at your desk.

Try to remember not to offer them a bite or a sip of what you’re eating.

If you’re having a dinner party and you want to invite your Muslim friends, try to schedule it after sunset so they can eat. Muslims don’t drink alcohol or eat pork, but we usually don’t mind being around it.

If you want to wish your Muslim friends or acquaintances a happy Ramadan or happy Eid al-Fitr, you’re welcome to just say, “Happy Ramadan!” or “Happy Eid!” That’s not offensive or anything. But if you want to show them you made an effort to learn more about their religion, the standard greetings are “Ramadan/Eid kareem” (which means “have a generous Ramadan/Eid”) or “Ramadan/Eid mubarak” (which means “have a blessed Ramadan/Eid”).

Even something as simple as learning one of those expressions and saying it with a smile to your Muslim friends will go a long way toward making them feel comfortable and welcome.

Apart from being the only woman in the running, the Pietermaritzburg-based Mngadi is also the only candidate with no experience in sport. KZNA have not had a woman president before.

Mngadi, however, has a glowing history in corporate governance in both the private and public sectors. She works for Hulamin as group executive of corporate affairs.

“I think the people who nominated me did so based on wisdom, I hope, and certainly not glowing acumen and accolades in that space [sport],” she said.

Mngadi was nominated by Pietermaritzburg Run and Walk for life and she believes with good governance KZNA can regain its good image and attract sponsors without many difficulties. “The people who approached me said there are areas in the structure that need a review. I’m aware that currently the structure is currently under administration, which is really good because it means the problem has already been analysed,” said Mngadi.

“They highlighted that the problem [at KZNA] needed strengthening in governance, a review of the brand positioning and also a relook at how you prioritise clubs and the talents to compete head and shoulders with other provinces.

“If you look at the little that I’ve done over time, really those are the areas that I’ve always worked in,” said the modest Mngadi.

My First Swing set to launch SUPERSPORT Let’s Play is launching My First Swing, an exciting outreach programme to encourage young people to pick up a golf club and get swinging.

My First Swing will offer youngsters from rural and township communities (between the ages of seven and 12) a first encounter with the sport of golf through clinics hosted by Let’s Play ambassador Nobuhle Dlamini.

Dlamini is a Sunshine Tour champion and ranked fifth in South Africa.

Her participation will inspire the kids and enrich

their experience in the sport. The 2009 Joburg Ladies Open champion will introduce youngsters to the sport in a fun and engaging manner, teaching them the basics like how to grip a club, how to swing and scoring.

At the end of the clinics each participant will be given two clubs and 10 balls to continue practicing their swing at home.

“Our aim is to plant the seed and inspire South Africa’s future golf champions.

We are excited to give young people in townships

and rural areas opportunities to access this sport in their most formative years,” said SuperSport CEO, Marc Jury.

My First Swing will also give South Africans the opportunity to give back and donate any unwanted golf equipment to the programme.
