A number of reasons to celebrate MANY people either look forward to the festive pe­ riod and begin their countdown to Christmas in Oc­ tober, while others are left running for the hills to avoid the ‘silliness’ that comes with the season. As we get ready to wind down and take a breath­ er, we decided to reflect on some of the wonderful reasons to celebrate the year that was. Yes, we can talk about some of the lowlights as well (no pun on the word ‘lights’), but that would not be very festive at all. The team at the Fever has had a wonderful year and has shared some truly remarkable memories with you. We’ve had an action­packed year from meeting wonderful individuals who are slowly changing their communities one step at a time to covering campaigns that shows a proactive community who are willing to fight for their beloved home towns. To those people who are continuously going the

It’s been a year since his death and many ques­ tioned the stability and patriotism of South Afri­ cans. The good news is, it seems as if communities are now more united than ever. Many believe his spirit still lives on calling it a sprinkling of ‘Madiba magic’. “H

e was my only child and he did not deserve to die like that.” These are the words of Nonhlanhla Maphalala whose son was shot dead allegedly by a security guard from Eagle Wing Security company who was stationed at Siyaya Cash & Carry in the Pietermaritzburg CBD last Thursday. Mandla Maphalala (31) from Imbali Unit 14 was shot after he allegedly had an altercation with the guard over a till slip. Maphalala told Echo that she was at work when the incident happened. She said her mother went to the crime scene, but Mandla’s body was already covered and the police told her that she can only view it at the forensic department. “According to an eye witness, Mandla had gone to buy more stock [for his business] when he was killed. “After finishing buying his stock and paying for it, he met up with one of the trolley pushers at the door who then helped him pack his stock on a trolley. “The trolley pusher then left with the trolley before the security guard could check the slip and that is when the problem started,” she said. Maphalala said she has been told that he was shot three times. “I am so heartbroken. I can’t even sleep at night. He was my only child. Now that he is gone I am left all alone. It is still difficult to come to terms with his death. I want to see justice being served. “I want the person who did this to my son to rot in jail. Maybe that will

help me get some closure,” she said. Maphalala said her son was never a violent person and was loved by everyone. He had been a street vendor at the Imbali rank since 2019 and sold cold drinks and fruit. The security company owner Francis Makoae told Echo that he was not sure about what had happened but according to the information that he had received from the supermarket, there’d been an altercation between the security guard and the man. He said the man had also harassed other security guards from other companies during the altercation. “He left the store and told them that he was coming back. “When he came back for the second time he became violent in the shop and that is when the incident happened. “Apparently the deceased had a weapon with him when he came back, but the police will have to confirm that. “The security guard has since been arrested,” said Makoae. He said they will also take action against the security guard depending on the outcome of the case. He added the police will have to identify who was in the wrong in the alleged altercation — the security guard or the man. KwaZulu-Natal spokesperson Lieutenant Colonel Nqobile Gwala said a case of murder is being investigated by Pietermaritzburg SAPS. She said a 51year-old suspect was arrested at the scene and the firearm used was seized by police for further investigation. “The suspect will appear in court soon,” said Gwala.

Siyaya Cash & Carry responds Siyaya Cash & Carry has for the first time broken their silence regarding the incident. In a statement that was sent to Echo on Wednesday (yesterday) they said they are deeply saddened at the unfortunate incident that occurred on May 26 outside their store and would like to pass sincere condolences to the family of the deceased. They said the deceased was a regular customer and the manner in which he died has caused a great shock to them. “We would like to state that we in no way condone what happened to him and neither are we personally responsible for his untimely demise. “We strive to maintain a cordial relationship with all our customers where we treat them with respect and assist in any way we can so that they may leave our store in a satisfied manner,” read the statement. The statement further stated that at Siyaya Cash & Carry there are different security companies that are guarding the store and one of the guards from one of those companies allegedly had an altercation with the deceased which was apparently a personal matter between the two of them and is in no way connected to Siyaya Cash & Carry. “The said guard is not a foreign individual, he is a local South African and the security company is black owned. “We are deeply upset at the manner in which the events unfolded and we will offer all our support and assistance to the authorities to make sure justice is served.”

Msunduzi hikes tariffs CLIVE NDOU

T

he Msunduzi Municipality, which has slapped residents with an electricity tariff hike of over seven percent, is unsure if the increase will help improve the council’s finances. According to budget documents tabled by Msunduzi Mayor, Mzi Thebolla during the full council meeting in

the City Hall, electricity will increase by 7,4% in the 2022/23 financial year. The increase will then drop to 4,4% in the next financial year. The municipality had planned to increase electricity prices by 9,6% but revised the increase down to 7,4% after national treasury advised the local government to lower the amount. The Msunduzi Municipality budget was tabled as residents are battling perennial water and electricity outages due to among other things, ageing infrastructure. Thebolla, who unveiled the municipality’s R7,1 billion budget, said the bulk of the money will go towards the maintenance of the council’s infrastructure. “Aligned to the priority being given to preserving and maintaining the city’s current infrastructure, the 2022/23 budget and

MTREF (Medium Term Revenue and Expenditure Framework) provide for extensive growth in the area asset maintenance, as informed by the asset renewal strategy and repairs and maintenance plan of the city. The provision for repairs and maintenance as a percentage of property and equipment is seven percent for 2022/23,” he said. To create jobs while at the same time attending to the needs of the municipality’s poor population, the council has allocated R93,7 million to housing. “The city will also continue to provide basic infrastructure to all our communities, and approximately R60 million has been set aside for basic water upgrades,” Thebolla said. Msunduzi generates the bulk of its revenue (80%) from rates and services. In its 2022/23 budget, the municipality announced a property rate increase of eight percent while hiking the water and refuse tariffs by 5,8% and six percent respectively.

Thebolla said the six percent water tariff increase was imposed on the municipality. “Many of the inputs that we received indicated people were not happy with the proposed increase and we understand their frustration. But this tariff hike is passed to us by the bulk supplier, there is no municipal markup,” Thebolla said. Despite the steep increase in rates and tariffs, Thebolla could not give a guarantee that the municipality’s finances will improve in the next financial year. “Taking into account the MFMA (Municipal Finance Management Act) provision that the budget must be funded from realistically anticipated revenue, the municipality opted to use the current revenue base for the purposes of the MTREF. A budget adjustment will be done in future when such a growth in the revenue base materialises,” he said. While the ANC Msunduzi Caucus welcomed mayor Thebolla’s budget, opposition parties poked holes it. DA Msunduzi caucus leader, Ross

Strachan, said the budget was based on unsustainable revenue sources. “The less than 40% contributing rate base cannot be the sole carrier of this municipality’s purse, there cannot be two separate rules for two different groups of people. We need to implement our laws without fear or favour. “Priority must be at the forefront and core functions of basic services must be the bedrock of this municipality. This is to ensure our foundation can hold and unlock our future potential,” he said. The ACDP said the municipality should jack up its debt collection systems instead of overburdening ratepayers. “The proposed tariffs are simply unaffordable. The governing party has missed the perfect opportunity to say to the ratepayers, who pay our salaries, we will govern properly our tariffs will be in line with inflation,” ACDP councillor, Rienus Niemand, said.

He added that the widening of Mayor’s Walk and other ongoing calls for intervention have never been taken seriously by the municipality.

Mayor’s Walk accidents raise concern LONDIWE XULU Pietermaritzburg residents have raised concerns about speeding drivers following the death of a five-year-old boy in a hit-and-run crash in Mayor’s Walk on Friday. The boy’s 10-year-old sister was also hit, but survived, suffering minor injuries. According to Mi7 National Group, it is believed that the children were crossing the road with their mother when they were hit

by a car. The boy was declared dead at the scene while the girl was transported to hospital. KwaZulu-Natal police spokesperson, Lieutenant Colonel Nqobile Gwala said Prestbury SAPS were investigating a case of culpable homicide. “It is alleged that at 5.45 pm, a fiveyear-old child was knocked by a vehicle [in] Mayor’s Walk. The driver failed to stop after the accident,” said Gwala.

One of the residents, who was at the scene, said the mother was heartbroken and inconsolable after the accident. Other residents said the road was dangerous for pedestrians who had to try and avoid being hit by cars driving fast and not considering traffic signs. One of the residents, who asked not to be named, said this was the second hit-and-run in one week. However, this could not be confirmed. “Cars are driving wild on this road on dai-

Siyanda Secondary parents protest over lack of teachers LETHIWE MAKHANYA

iyanda Secondary School parents have threatened to shut down the school for the rest of the year. Parents at the Sweetwaters school want the Department of Education to attend to their issues urgently. On Tuesday, parents shut the school down, demanding the replacement of two mathematics and physical science teachers who left the school about three months ago. Pupils were forced to go back home on Tuesday, while some decided to join the protest. Since the teachers left the school, pupils who are busy with grades 10 to 12 have not been taught these subjects. The parents are also complaining about their children being given corporal punishment for arriving late to school.

Nonhlanhla Mthalane, one of the parents, said they want the school principal to leave. “We also want teachers for the two subjects. Our children are suffering because they do not have these teachers,” she said. School governing body chairperson Sifiso Qwabe said the teachers left the school because they no longer felt safe owing to the politics inside the school. “It has been over three months already since they left. We have asked the department to replace them so that the pupils can continue with their studies smoothly, but it has not happened. “When it is time for examinations, pupils have issues because they do not know what to write as they are not learning any of these subjects. We want the department to replace them,” he said. “The school is like this because it lacks leadership ... We also want new school infrastructure as

buildings are old. We have made that request to the department a long time ago. “If they cannot rebuild the school they can at least renovate it. We are giving them seven days to sort out our problems, if they do not, we will shut down the school for the whole year,” said Qwabe. KZN Department of Education spokesperson Sihle Mlotshwa said corporal punishment is not allowed in schools.

He said it was concerning that there were teachers who still hit pupils. “The people who are doing that know very well that it is wrong. The department will look into it and if we find that it is true, action will be taken against those involved. he body of one of the two daughters of the Hawazi family who were swept away by the April floods has been found. The Peace Valley 2 family and residents are now breathing a sigh of relief as the family is nearer to getting closure. Layla Hawazi’s (24) body was discovered on Thursday afternoon in the Msunduzi River next to Hulamin. She said on Saturday when the child was attending extra classes the same thing happened and the caretaker allegedly threatened to kill her if she said anything to anyone. “He needs to be locked up because the children are not safe. The school told me that he has been suspended for 14 days, but what is going to happen if he does this to another child?” She said she reported the matter to the police but she was told to go to the police station. KwaZulu-Natal Department of Education spokesperson Sihle Mlotshwa confirmed the incident. He said the parents and the police were called in. “The caretaker was immediately suspended and the SGB is meeting on Friday to deal with the matter. “There is no place in the department for such people,” he said. Police did not comment by the time of publication.

reater Edendale residents are living in fear of armed criminals who are continuously robbing them. The criminals are believed to be part of a syndicate targeting people in several areas, including Ashdown, Edendale, Sweetwaters and Imbali. Plessislaer Community Policing Forum (CPF) chairperson, Sifiso Mavundla, said they were concerned about the surge in armed robberies in the Greater Edendale area. He said there were some suspects who had been arrested but there are still more on the streets who continue to terrorise the community. “The main problem with these criminals is that they are armed and brutal. If you do not give them what they want, they shoot you. This is very worrying,” Mavundla said. ‘City mayor must go’ CLIVE NDOU

nough is enough. The mayor must go. These are the words of DA federal leader, John Steenhuisen, who led a protest march in Pietermaritzburg last week as part of the DA’s campaign to have the ANC-led Msunduzi Municipality placed under national government supervision. Steenhuisen, who along with a throng of DA supporters, marched from Dales Park in Mayor’s Walk to the Cooperative Governance and Traditional Affairs (Cogta) offices in Jabu Ndlovu Street, handed over a memorandum of demands to Cogta head, Tando Tubane. The DA, Steenhuisen said, decided to act after

the Msunduzi leadership has let down residents on several occasions. “They promised people water, electricity and jobs, but delivered none. “The only thing you find when you walk around the CBD is filth, and yet this is supposed to be KwaZulu-Natal’s capital city. It’s a shame,”he said. The Msunduzi Municipality, which is currently facing service delivery challenges ranging from water to electricity supply, is currently under section 139 (1) administration requiring the provincial Cogta’s supervision. However, Steenhuisen said the intervention was not adequate, given the magnitude of the municipality’s service delivery failures.

usinesses and consumers will have to tighten their belts as the recently announced fuel price increase will have a devastating effect on everyone. This is according to economist Professor Irshad Kaseeram, of the University of Zululand’s economics department, who said the increase will also affect the Repo rate. The Department of Mineral Resources and Energy announced that as of Wednesday, petrol will increase by R2,43 a litre, diesel prices will rise by R1,10, and illuminating paraffin will be R1,56 more expensive per litre. The Treasury also granted an extension of the reduction in the general fuel levy. This means the petrol levy of R1,50 will not be charged until July 6, followed by a downward adjustment of 75c per litre from July 7 until August 2. Kaseeram said the impact will be dire because the price of transporting goods from the mines, harbours, airports, and farms will increase as the cost of providing the transport service will be high. He said to regulate the value of the rand, the South African Reserve Bank will now have to increase the Repo rate and that will further affect people’s spending. “Everything is going to go up and if you have a car, house or personal loan, you are going to pay more now. This means that workers in businesses will also demand huge increases to maintain the cost of living, thus affecting businesses. These are scary times ahead of us. We are in for very high prices. “Businesses would not want to employ more workers because they will have to pay more and thus they might lay off workers to save funds. This means unemployment, poverty and inequality will increase,” said Kaseeram. Kaseeram said people must save by avoiding travelling, cutting down on consumption, avoiding taking loans and tightening their belts. Melanie Veness, chief executive officer of the Pietermaritzburg and Midlands Chamber of Business, said a fuel price increase of this magnitude will have a signifi-

cant impact on transport, the increased costs of which businesses will have no choice but to pass on to their customers. She said this will hamper competitiveness and restrict consumer spending, further constraining the ailing economy as customers and consumers are forced to make difficult choices. “Any load shedding will add to businesses’ woes and further dampen economic growth. It’s very bad news for everyone’s pockets, and will put a lot of jobs at risk, which is hugely concerning given our current unemployment rate,” said Veness. South African National Taxi Council regional manager Sifiso Shangase said the increase in fuel prices will have a huge impact on taxi fares. Shangase said thus far this year, they have yet to increase their prices, despite a nearly R5 increase since the start of the year. According to Shangase, taxi operators have been holding on to last year’s prices as they didn’t want to put commuters in a tight corner. However, he said, the current situation leaves them with no choice. “It is clear that we can’t continue to survive and maintain our businesses if we don’t increase our prices. We also have a business to run and have families so we have to make sure that we maintain our survival,” said Shangase. From July 1, the taxi industry always announces new price increases which will be applicable for the rest of the financial year. The Automobile Association (AA) welcomed the extended fuel relief but said the massive increases to fuel prices for June are still going to hurt consumers and the economy. “Even so, the adjusted fuel prices still take the fuel price to record highs, and consumers will have no option but to tighten their belts to accommodate for these significant price jumps. “Apart from this immediate relief, we acknowledge that the government has limited options in dealing with a crisis that is affecting countries around the world, not only South Africa,” said the AA.

Tough times ahead for consumers NOMPILO KUNENE

ard-pressed consumers have been warned to brace themselves for even more food price increases. Tiger Brands said it expects inflation for some food categories, including bread, maize meal and baking flour, between 15% and 20%. Inflation for these food categories, mainly bread and cereals, was initially measured at 4,8% in April this year. Consumer goods makers around the world are raising prices to offset soaring energy, commodities, labour and transport costs, with Russia’s invasion of Ukraine exacerbating inflationary pressures already building during the pandemic recovery. Meanwhile, South African motorists are about to feel more pain at the pumps from next month after predicted petrol price hikes are estimated to take the price per litre to over R25. Doreen Taylor, from the Pietermaritzburg Pensioner’s Forum, said she is concerned about the increasing food prices. She said pensioners get a grant of R1 800 per month, which is not enough to cover all their expenses. “People are now just focusing on the core basics like maize meal, beans and oil, which now costs about R200. We don’t eat meat anymore, we eat beans and canned food. “Things are tough for elderly people as most of us are also raising our

grandchildren because their parents just leave their children with us. The children need to eat, they need to go to school, you need to pay for transport because we live in dangerous times. “If you’re sick, you also need to go to the doctor. Doctors nowadays don’t charge anything less than R500, with some doctors this R500 is just for the consultation, and you still need to pay for the medication,” she said. She said the forum has been pushing for the pensioners’ grant to be increased to at least R2 500. Mervyn Abrahams, programme coordinator for the Pietermaritzburg Economic Justice & Dignity Group, said they’ve been warning consumers about these looming price increases for the last three months in their Household Food Basket reports. He said there are several global and local factors that have caused what we would call “a perfect storm”. “The global factors are the Ukraine Russia conflict because a big portion of the world supply of wheat, corn and sunflower seeds comes from the Black Sea region. With the war in Ukraine, it meant that there was a shortage on the global market and that increased global commodity prices around those things. “We’ve seen the price of bread increase by nine percent year on year, we’ve seen the price of margarine increase by about 13%, and the price of sunflower oil increased by about 43% year on year,” said Abrahams.

S

outh Africa’s official unemployment rate fell to 34,5% in the first quarter of 2022, from 35,3% in the final three months of 2021, Stats SA said. Unemployment, according to the expanded definition includes people who were available for work but not looking for a job. According to the latest stats, the number of unemployed people fell by 60 000 to 7,86 million and the number of employed people rose by 370 000 to 14,9 million this year.

The biggest job gains were recorded in community and social services (281 000), manufacturing (263 000) and trade (98 000). However, there were job losses in private households (186 000), finance (72 000), construction (60 000) and agriculture (23 000). Unemployment was the highest among those aged 15 to 24 years (63,9%) and 25 to 34 years (42,1%). Some 3,8 million out of 10,2 million people aged 15 to 24 years were neither in employment, education or training (NEET). The overall NEET rate increased by

4,6 percentage points in the past year. It was observed that a large number of people moved from the “not economically active” and “unemployed” categories to the “employed” status between the last two quarters, which resulted in a decrease of 0,8 of a percentage point in the unemployment rate to 34,5%. Analysts An economist, Dawie Roodt, director and chief economist of the Efficient Group, said the decrease of 0,8% meant nothing has changed ever since the pandemic. “We need to under-

stand that the sampling method has changed and it’s less reliable than the previous one, and Stats SA did indicate that. “The numbers seem to be stabilising a bit because during the past few quarters, economic data were very volatile. Slowly, the data seem to be stabilising, even though at a bad level as this 0,8% decrease is really small,” said Roodt. He said the current rate, of about 34%, of unemployment seems to be a number that was going to be around for a while. “This really tells a story about the

real poverty in South Africa as we get to see that nothing much has changed since the lockdown and looting in KwaZulu-Natal and Gauteng.” Roodt said the poor and unemployed people in the country would bear the brunt. “The cost of living is extremely high and that means that those who are unemployed will suffer the most. “The price of petrol is increasing and the food prices are also on a sharp rise and because of that, I am very much concerned about the social and political uprisings where we will see a lot of looting and riots,” he said.

TAFTA starts elder abuse awareness campaign The Association for the Aged (Tafta) has invited the public to support its annual elder abuse awareness campaign as a build-up to World Elder Abuse Awareness Day on June 15. According to a statement released by Tafta, they will embark on an awareness programme that includes reaching out to local communities in public spaces, and schools, to educate on and promote the reporting of elder abuse. Lauren Klingbiel, of Clifton School in Durban, is heading the awareness programme with pupils at Clifton and has already managed to raise R5 000 towards Tafta’s needy pensioners programme by completing chores in their neighbourhoods, and by adopting the purple hearts sticker programme

which encourages supporters to purchase Tafta-branded stickers to encourage solidarity in standing up against elder abuse. Tafta also added that the next phase in the campaign will see the organisation reaching out to communities by hosting mall activations in various suburbs where local shoppers will have the opportunity to learn more about Tafta, impact an elder’s life through a monetary donation, and win prizes through interactive stands. Tafta CEO, Femada Shamam, said that the organisation will also be sharing information and resources on how to reach out, access support and report suspected elder abuse on social media. — WR.

embers of the KZN Inland Cricket Union in Pietermaritzburg say they are praying for one of their players who is in critical condition in an English hospital following an assault. Mondli Khumalo (21), a bowler, was reportedly assaulted in the early hours of Sunday in Bristol and taken to Southmead Hospital in the town with serious head injuries. A 27-year-old man was subsequently arrested on suspicion of causing grievous bodily harm, British media said. KZN Inland chief executive Jason Sathiaseelan said Durban-born Khumalo has been featuring for the North Petherton Cricket Club in Bristol as an overseas professional during the ongoing recess of the South African season. “This is a very sad and serious matter. Sathiaseelan said they have been told that the incident happened after a night out following a match on Saturday in Bristol. “We understand that Mondli went out with some players or friends after the match. After that, he went to a taxi rank and that’s where the incident happened. “We know there was a group [of] people at the scene, but only one of them was arrested. We don’t know more than that,” he said. Sathiaseelan also said he has been busy trying to make arrangements for the Durban-based family of the player to go and be with him in Bristol.
