SIGN LANGUAGE on the cards as 12th official language NOSIPHO GUMEDE Sign language is in the running to be recognised as South Africa’s 12th official language. This comes after President Cyril Ramaphosa’s cabinet approved the Constitutional Eighteenth Amendment Bill for public comment. The Department of Basic Education has also announced that it plans to incorporate sign language as an option in the school curriculum to give the language more recognition. The eDeaf in KwaZulu-Natal spoke about what this change will mean for deaf persons and for their organisation. eDeaf is an organisation that aids skills development training for the deaf in South Africa. According to eDeaf marketing and communications manager Nicky Bezuiden-

hout, deaf people have over the many years marched and lobbied for the official language and recognition of the South African sign language, so this is great news. “South Africa will soon join 41 other countries around the world who recognise Sign Language as an official language of their country and this could mean a lot for deaf people in the country,” she said. Bezuidenhout added that deaf persons would be able to participate in a variety of learnership opportunities at eDeaf across their national training centres. “We have skilled deaf facilitators who lead the training in South African Sign Language. Corporates can also benefit from a number of government incentives and tax rebates if they choose to sponsor learners on our programmes,” said Bezuidenhout. According to Bezuidenhout, the deaf community have an unemployment rate of over 80% and they are hoping to change that.

“Only 20% of schools for the deaf offer matric, but our courses enable learners to achieve a matric equivalent through the learnerships that we offer. “eDeaf has placed thousands of deaf people into jobs over the years, and now with the recent announcement, service providers will be under more pressure to ensure their messaging is accessible to deaf persons and ultimately obligated to make changes in how their communication takes place,” said Bezuidenhout. She added that their sister company, DEAFinition NPC, is set up to meet this new demand for accessibility, and that they look forward to working with companies who value diversity and inclusion. We must work together The World Health Organisation (WHO) is rallying its partners to come up with a plan that won’t leave Africa behind in the fight against monkeypox. “We must avoid having two different responses to monkeypox — one for western countries which are only now experiencing significant transmission and another for Africa,” said the WHO’s Regional Director for Africa, Dr Matshidiso Moeti. Twenty-three non-endemic countries in Europe, America and Africa have reported 257 cases to the WHO. Seven African countries reported nearly 1 400 monkeypox cases so far this year — 1 392 suspected and 44 confirmed cases — in Cameroon, the Central African Republic, the Democratic Republic of the Congo, Liberia, Nigeria, the Republic of the Congo, and Sierra Leone. There has been a noticeable spread in Nigeria. “For example, until 2019, monkeypox in Nigeria was reported mainly in the south of the country, but since 2020, the virus has moved

into central, eastern, and northern parts of the country,” the WHO said in a statement. The first monkeypox case recorded outside Africa was detected in the United Kingdom in a person who had travelled to Nigeria in early May. At the time, the Nigeria Centre for Disease Control (NCDC) revealed that 15 cases had been recorded since January, but said it did not constitute an outbreak. In countries such as Nigeria and the DRC, monkeypox can be traced back to 1970 when the first human cases were detected. Through the years, the disease has been a recurring motif. The WHO said lessons on dealing with it should be drawn from there. “We must work together and have joined-up global actions, which include Africa’s experience, expertise and needs. This is the only way to ensure we reinforce surveillance and better understand the evolution of the disease while scaling up readiness and response to curb any further spread,” said Moeti. The WHO called on global leaders

not to leave Africa behind. “It is critical that the continent has equal access to effective monkeypox vaccines and that globally, we ensure vaccine doses reach every community in need,” Moeti added. In southern Africa, South Africa and Botswana issued statements to indicate that they can deal with monkeypox. South Africa’s National Institute for Communicable Diseases (NICD) said it was confident the country could handle any outbreak. NICD executive director, Professor Adrian Puren, told journalists that lessons from the Covid-19 pandemic would guide them. “Lessons learned from Covid-19 have illustrated that outbreaks in another part of the world can quickly become a global concern,” he said. According to the WHO, vaccination against smallpox offers protection against monkeypox. A new vaccine against smallpox and monkeypox has been approved but it is not yet widely available. — News24

Working on Fire beefs up Royal Natal team The Department of Forestry, Fisheries and Environment’s Working on Fire (WoF) programme is mandated to restore dignity through creating employment for youth in marginalised fire-prone communities with an opportunity to become veld and forest firefighters. WoF in KwaZulu-Natal recently conducted a top-up recruitment drive for the Royal Natal team, partnered with the Ezemvelo KZN Wildlife. A total of seven positions were filled with the recruitment process comprising of an interview, 40 push-ups, sit-ups, and pull-ups, and a 2.4 km run in a set time. Grounds operations manager Smuntumunye Shange said, “The recruits will attend a 25day vigorous veld and forest firefighting training, which includes advanced firefighting, fire safety, and other special-

ised skills at the Kishugu Training Academy in Nelspruit.” According to Shange, these young men and women will not only be able to bring food to the table at home but save lives in their communities by conducting preventative measures to reduce the risks of wildfire, whilst also conserving the environment and its biodiversity. “This top-up recruitment is in preparation for the winter fire season, which begins in June, ensuring the team strength is at full capacity as per veld and forest firefighting Best Operating Procedure,” Shange said. Working on Fire in KZN has 43 vehicles (11 bakkies, nine fire trucks, eight buses, 13 strike units and two Avanza’s). ‘Means test’ for R350 grant to prevent budget running out The Department of Social Development says that anyone who receives R350 in financial support from a family member will be excluded from the social relief of distress (SRD) grant this time around, as it aims to target the poorest of the poor. The department, which briefed MPs on Friday, said that it was compelled to introduce “a means test” for the grant as they feared their budget of R44 billion would not be sufficient to

reach all those expected to apply. The budget can provide a monthly R350 to 10,5 million people until the end of March next year. However, the department’s data showed that 13,4 million people in South Africa had no income, and 18,3 million people were below the food poverty line. The R350 SRD grant introduced at the beginning of the Covid-19 pandemic in 2020 was

Lockdowns ‘no longer necessary’ More than 100 countries globally implemented lockdowns by the end of March 2020, but lockdowns during a pandemic may no longer be the go-to strategy moving forward, especially in a country like South Africa. SA’s national lockdown was announced on March 23, 2020, and more than two years after analysing the impact of these lockdowns and restrictions, experts believe that their benefits are questionable. In the latest issue of the South African Journal of Science (SAJS), vaccinology professor at Wits University Shabir Madhi and professor of education at Stellenbosch University Jonathan Jansen write that “the experience over the past 27 months clearly demonstrates that lockdowns and many Covid-19 regulations in South Africa largely failed in preventing SARS-CoV-2 infections from transpiring”. Their article, titled “How to do social distancing in a shack”, underscores several important challenges regarding imposing lockdowns and restrictions strongly based on “middle-class sensibilities” that didn’t consider factors such as poverty, food insecurity, and gender-based violence. One of these consequences is unemployment. By 2021, restrictions had affected various sectors of the economy and led to a shockingly low 42% of the working population remaining employed. They say that, according to modelling, employment is likely to recover to peak 2018 levels by 2024-2026. Madhi, in December 2020, stated that SA was a good example of how unsuccessful lockdowns are at containing the spread of Covid. All it achieved in the country, other than upsetting the economy, was to delay the timing of the peak of the virus. — Health24.

Hermannsburg pupils receive their diplomas Dr. Winfried Spanaus, the German Language Diploma Co-ordinator in South Africa, was in Hermannsburg last week to hand over the certificates and diplomas for pupils’ DSD I and DSD II examinations. The German Language Diploma, or Deutsches Sprachdiplom - hence ‘DSD’ - is an international qualification that certifies language skills at level B1 of the European Framework of Reference for Languages for the DSD I and for the DSD II on the higher levels B2/C1. The DSD II meets the language requirements to start studying in Germany at a university. Many German companies that operate and have a business presence in South Africa accept the DSD I or DSD II on job applications. Especially with the recent shift

to working online across borders, one does not have to live in Germany for the DSD to be useful. Local residents share fond memories of the royals JADE LE ROUX With Queen Elizabeth II celebrating her platinum jubilee this week, we tracked down some of the province’s more elderly residents who remember the day the queen came to town. In 1947, the British Royal Family embarked on a three-month South African tour, coinciding with Queen (then Princess) Elizabeth’s 21st birthday, celebrated in Cape Town. Being one of the country’s last British outposts, the royals paid a special visit to Pietermaritzburg — a cherished memory for many of the city’s elderly residents, who have lived through Queen Elizabeth II’s 70-year reign. Zohra Buckus was just two years old when her family eagerly gathered at the Pietermaritzburg City Hall to witness the royal appearance. “I just remember it being a lot of fun. The atmosphere was euphoric. There was a function at the City Hall. Queen Elizabeth (princess at the time) was there, and her sister, Princess Margaret. We watched and waved at them,” she said. For Buckus, the memory of that event played a formative role in her keen interest and close following of the British Royal family. “I used to write down all the news I heard about them, and kept scrapbooks of their pictures. I loved the royal family,” Buckus said. Unfortunately, over the years her royal chronicles have been lost or destroyed. When Buckus was in Grade 2, she remembers watching Queen Eliza-

beth’s coronation in the cinema with her school. Reflecting on the last 70 years, culminating in the queen’s platinum jubilee, Buckus said the royal visit to Pietermaritzburg has made her feel a special connection to the British monarch. Howick resident Denise Jones (82), remembers her mother dressing her up in a white dress with blue and red rosettes and taking her to the Durban railway line where crowds waved at the royal family’s train as it arrived at the station. “I was seven at the time. We waved the Royal Family into the station and I saw the Royal Family in the carriage as it passed. “There was a lot of excitement. The Royal Family coming to South Africa, especially then as we were under British rule, was a big thing,” Jones recalled. In 2016, on the occasion of Queen Elizabeth’s 90th birthday, retired local historian and former Pietermaritzburg Girls’ High School principal Dr Sylvia Vietzen told of her royal encounter, back in Standard 5 (Grade 7) at Longmarket Street Girls’ Primary School. “All the Pietermaritzburg schools gathered at the Oval, at Alexandra Park, where some sang in a composite choir, and many schools did Morris dances, each school making up a full circle of dancers. “I was in the Longmarket Street School circle, and we learned and practised the dances for weeks. “The Royal Family, King George VI,

Queen Elizabeth and the Princesses Elizabeth and Margaret drove round the Oval, then sat in the grandstand to watch the dances and listen to the large choir. “It was all so very colonial! After the event, we had a half-holiday and most of us spent it going to various spots in the city where [the royals] would be or where we could catch a glimpse or a wave as they drove past,” Vietzen said. Five decades later, in 1995, the former mayor of Pietermaritzburg, Rob Haswell, had the pleasure of meeting Queen Elizabeth on the Royal Yacht Britannia at the Durban Harbour. He told of his humorous, yet humiliating, experience — on greeting the queen, he accidentally almost fell at her feet. “It was a privilege to receive a gold embossed invitation to attend a reception with Queen Elizabeth II and Nelson Mandela on board the royal yacht. It was a very special occasion, especially for my wife, Penny, who was an ardent follower of the Royal Family. “There are so many rules and things you are told to do, and not to do, and I was so nervous, trying so hard to remember to do everything right that I stumbled as I walked on board the yacht, almost falling at the feet of Queen Elizabeth, which was quite embarrassing. “While the Queen looked at me strangely, Prince Philip, who was smiling broadly, obviously saw the humour in the situation and said, ‘So that is how you become an alderman,’ as that was what we were introduced as,” he said.

As one of the most popular vehicles in the rapidly growing mini sport utility vehicle (SUV) segment, the introduction of the EcoSport Active adds a greater dose of distinctive style and a more rugged appearance to the local EcoSport line-up. The EcoSport Active is based on the popular midrange EcoSport Trend 1.0 EcoBoost Automatic and adds an appealing measure of distinction to the mix, thanks to a range of unique styling and feature enhancements. “We had remarkable success with the special edition EcoSport Ambiente Black and had to extend this programme based on customer demand last year,” said Doreen Mashinini, general manager, marketing at Ford South Africa. “This once again reinforces consumer interest in vehicles that offer something unique and different from the norm, a brief that the EcoSport Active fulfils perfectly.” Building on the aptly named Trend model in the EcoSport range, the trendy special edition EcoSport Active gains a more rugged and dynamic appearance that hints at its adventurous character. This is thanks to the bold black treatment for the front grille, headlamp surround and foglamp bezels, as well as sporty black front and rear skirts. The athletic demeanour is further emphasised with black wheel arch mouldings and the adoption of stunning 17-inch Active design black alloy wheels for a more muscular stance. The dark finishes extend to black mirror caps and roof rails, along with darktinted privacy glass for the rear windows. The roof is painted black, providing a bold contrast to the four available paint colours: Frozen White and three distinctive metallic options comprising eye-catching Luxe Yellow, Solar Silver and Magnetic dark grey.
