COUPLE KILLED after being run over by truck on R102 in Verulam SAKHISENI NXUMALO

A

pedestrian couple was killed after they were run over by a truck on the R102, between the Ottawa and Verulam intersection on Tuesday morning.

According to Reaction Unit South Africa (Rusa), a member of their team was travelling on the southbound lane when he was flagged down by pedestrians.

Rusa’s spokesperson Prem Balram said upon investigation, their officer noticed a mangled body of a woman lying face down on the tarmac next to a metal barrier.

Balram said the woman appeared to have been dragged between the barrier and the truck for about 15 metres.

He said a man was discovered in the overgrown verge next to the road.

“Witnesses informed the officer that the two were run over by a truck that did not stop at the scene.

“Details of the truck were circulated to Rusa members who were responding to the scene,” he said.

Balram said paramedics assessed the woman and found that she had died.

The man sustained critical injuries from the high-impact collision, he said, adding that his clothing items were located several metres away from the scene.

Balram said their teams went in search of the truck and located it stationary in the vicinity of the Ottawa/ Parkgate intersection.

“The driver and his assistant were found seated in the vehicle.

“When questioned, they informed the reaction officer that they were unaware that they had knocked into the pedestrians.

“The left headlight was missing from the Hino truck,” he said.

Balram added that teams of paramedics from Netcare 911, Metro Police and Rusa performed CPR on the critically injured man after his condition rapidly deteriorated.

After re-establishing a pulse, the man was taken to hospital. However, soon after his arrival at the hospital, officers were informed that the man had died.

KwaZulu-Natal police spokesperson Captain Nqobile Gwala confirmed the accident and said a case of culpable homicide was opened at the Verulam police station for investigation.

Trenches are being dug all over eThekwini for fibre optic installations.

eThekwini apologises for fibre post PURNAL POONUSAMY eThekwini Municipality has apologised to residents for the misunderstanding caused by a Facebook post relating to fibre installations.

In the Facebook post, the municipality asked residents to take ownership and ensure that municipal infrastructure was not damaged during the roll-out.

This enraged residents who accused the municipality of shifting

responsibility onto citizens.

Following questions sent by the Weekly on how residents were expected to do this, the municipality issued the apology.

In a statement, the municipality said, “It [the post] was intended to urge residents to protect municipal infrastructure and to call on communities to report the digging of trenches that cause electricity and water interruptions.”

The municipality added it was

working in partnership with fibre installation companies to repair the damage to infrastructure that was caused during the laying of cables.

“The City is concerned about the damage to infrastructure and apologises to residents for the inconvenience,” the statement said.

According to the statement, fibre companies have an agreement with the City and are liable for the damages that take place during the installations.

Two incidents have marred the voting process in eThekwini.

Ntombela said they have received no information to doubt the integrity of the elections. The IEC said parties have

until tomorrow (Wednesday) to lodge objections to the elections. After that they can approach the electoral court if they have any further objections.

Francois Rodgers, DA provincial chairperson, said according to their counts, they gained 15 wards from the ANC across KZN. “It is looking good for us on the ground,” said Rodgers.

He said the DA’s strategy of targeting “realistic” wards in eThekwini paid off.

“In politics it’s important that you choose your battles and focus on areas where you can make the most inroads and that’s always been our target.”

‘This calls for introspection’ THABISO GOBA The ANC has called for “introspection” after losing wards in eThekwini.

However, although it has lost six wards to the DA, the ANC is expected to win eThekwini Municipality by a majority. As of Tuesday afternoon, the ANC said it had won 75 wards in eThekwini out of the 110.

On the other hand, the DA, which is the official opposition in eThekwini, said it has claimed six wards from the ANC. This includes a clean sweep of the Indian-populated areas of Chatsworth,

Shallcross, Phoenix, Isipingo and Newlands East.

Nhlankanipho Ntombela, ANC provincial spokesperson, said their unsatisfactory showing at the polls could be attributed to lower voter turnout, the short amount of campaign time and the party’s long nomination process.

Ntombela said the ANC has a long nomination process, which includes several community and branch general meetings. He said this was in stark contrast to the DA’s straightforward panel interview process to select candidates.

“We did not get enough time, we had

less than two months to run this campaign,” said Ntombela.

Ntombela said the historic low voter turnout has also hurt the ANC as the majority party.

“It’s a telling story for the ANC. The low turnout was in most of the ANC areas. It was ANC supporters who did not come out to vote, they did not [even] vote for another party, they decided to stay at home. This calls for introspection; what is it that we have done wrong that angered our members into making such a decision,” he said.

No arrests made in accountant’s murder case JYOTHI LALDAS

hile beaches were closed north of Durban, poaching has increased.

About 200 metres of gillnets were found in the La Mercy lagoon and Umdloti River recently.

Speaking to the Weekly, Nazir Sadack from Community Emergency Response Team Tongaat, said that when authorities were alerted about the gillnets in the river, they set out to remove them.

He added that fish were also found in the netting and the ones that were still alive were returned into the lagoon.

Speaking on the incident, eThekwini Municipality’s spokesperson Msawakhe Mayisela said that they have received information about poaching along the North Coast and possible threats to residents who tried to intervene. He said: “We recently received information regarding poaching along the North Coast and possible threats to residents who tried to intervene. A team was immediately assembled, consisting of Metro police, SAPS, aquatic safety and other law enforcement. The nets found at the scene were removed.”

Mayisela said that the issue of poaching is an ongoing issue in the river along the forest in the North Coast.

“We have a team that has been tasked to manage this situation. We urge residents to help us nip this disgusting crime in the bud by reporting all suspicious activity to law enforcement,” he said.

At the time, Mayisela reminded residents that beaches between the Umgeni River mouth and Salt Rock were still closed, including the La

Mercy Lagoon which feeds off the uMdloti River, where the nets were found.

The area was closed since July due to a chemical spill that followed an arson attack on the UPL chemical factory in Cornubia during the unrest. Marine life was severely affected, and residents were warned not to pick up or consume marine life in the restricted area. The beaches have now been reopened.

According to Terry Ann Rens from the Umdloti Conservancy, poachers often use gillnets, as those nets are not allowed to be used by fishermen. She said that there was a lot of poaching going on, and that the poachers were taking their chances because of the beach closures and fishing restrictions.

Rens said gillnets are nets that are placed across the riverbed and anchored on opposite banks.

They’re also placed in intervals along the river flow. She said the nets are made thinly with larger holes, so when fish swim through them, their gills get caught and they can’t swim back out.

Rens said that unfortunately poaching was not a high priority crime, however she urged people to report poaching to police. eThekwini Metro police spokesperson, Superintendent Parboo Sewpersad said that there has been an increase in poaching in all the estuaries along the coastline in their policing jurisdiction, adding that he does not believe that the beach closures played a part in this increase.

Captain Patrick Ngwane of the Tongaat police also said there has been an increase in poaching as they have been called out to the North Coast rivers many times.

The murder of Umhlanga accountant Ranash Singh (48) remains shrouded in mystery.

KZN police spokesperson Colonel Thembeka Mbele said police are still busy with investigations into the murder.

“We will issue a statement as soon as there is a breakthrough,” she said on Friday.

She said no arrests had been made.

Singh, who was the owner of Speedacc Financial Consultants CC in Umhlanga, was shot multiple times while driving along Armstrong Avenue in La Lucia, Durban.

Netcare911 said in a statement on Tuesday, that Singh had been shot multiple times in what was alleged to be a hit. However, police have still not confirmed this.

“Medics found the vehicle had come to rest against a pillar, riddled with bullet holes.

“He had sustained multiple gunshot wounds and sadly showed no signs of life and was declared deceased on the scene by Emer-G-Med.” Singh’s wife, Parisha Bhikha told another news outlet that the family would issue a statement in due course, howev-

A case of murder is being investigated by the Durban North SAPS. Meanwhile tributes have been pour-

ing in for Singh. A relative of Singh described him as a critical pillar of support, love, and friendship.

In an emotional Facebook post, Singh’s sister, Karishma Singh Kelsey, said nothing in life ever prepared one to lose a brother.

“Ranash Singh (brother/ cousin/ uncle/ nephew and amazing husband to Parisha Bhikha) I simply cannot imagine not being able to call you up from no matter where in the world I am.

“The physical realm of the earth has bid you farewell and we have lost one of our critical pillars of support, love, and friendship in the Ramsagar Singh family.

“My heart is with my darling sister Parisha Bhikha and the rest of the family.”

Jennisha Harsoo commented: “We are totally speechless on your passing uncle Ranash.

“A true earth [angel] has moved to the highest level, thank you for everything that you have done for me in my years of growing up, words cannot explain how we feel, I pray that you attain Moksha.

“Condolences Parisha Bhikha.

Man arrested after five die in Phoenix fire THABISO GOBA A man has been arrested in connection with a house fire in Phoenix, Durban in which five people, including a three-year-old child, died.

The blaze erupted in the early hours of Monday at a flat in Kidstone Place.

“When police arrived at the scene, they found that seven residents of the flat had managed to escape while five perished in the fire,” said Brigadier Jay Naicker, KZN provincial police spokesperson.

The dead are aged between 37 and three years old.

Police said a relative of those who died was arrested.

“A 57-year-old man has been arrested by Phoenix police at the home of his relatives in the Phoenix area. He had serious burn wounds and was taken to a local hospital were he is being held under police guard,” said

Elderly to be paid to get jab From November 1, some South Africans will be paid to receive the Covid-19 vaccine. And if it goes well, more people may be eligible in return for taking the jab.

The Department of Health this week announced the details of the new Vooma Vouchers for people aged 60 and over, who will receive R100 in the form of a Shoprite voucher that can be spent at any Checkers, Usave or Shoprite store.

The vouchers can also be gifted, so that those not close enough to a store to use it can send it to family or friends.

The money will be very nearly automatically paid, the department said.

After they get the shot, anyone in the right age group is due to receive an SMS, to the number provided when they registered on the Electronic Vaccination Data System.

They must respond, via a free SMS, in effect giving permission for a Shoprite account to be created for them, and pro-

vide their ID or passport number. Those SMSs are expected to start going out on November 4, although anyone of the right age vaccinated from November 1 should get one.

The vouchers are valid for 30 days after they are issued. Those going for a second dose of Pfizer are not eligible.

R26 million worth of vouchers will be issued on a first-come, first-served basis, said Health Minister Joe Phaahla, making for 260 000 recipients.

The scheme is due to run until the end of November, if the available vouchers last that long, but the Department of Health hopes to extend it.

According to available statistics, 62% of women and 64% of men 60 and above have received at least one shot of a Covid-19 vaccine.

The Shoprite vouchers are being sponsored by a number of philanthropic organisations.

Religion without Borders members are getting ready to distribute hampers for Diwali on the North Coast.

ocal NPO Religion without Borders in association with the Umhlanga Hindu Society distributed a truck load of grocery hampers to needy families in Chelmsford Heights, Flamingo Heights, Tin Town, Buffelsdale, Greylands, Frasers in Tongaat, Saw Mills, Bingo Farm, Taffeni in Umhlali, Etete and Groutville.

The organisation conducted the distribution as part of their annual Diwali hamper drive on October 30.

The recipients were grateful to receive these grocery hampers in the wake of the difficulties that Covid-19 and the looting in July has brought on.

Founder of Religion without Borders, Vishnu Govender thanked Umhlanga Hindi Society for making this annual gift of love a possibility.

“Everything is valuable only in two situations. First, before getting it. Second, after losing it. In between we don’t realise the value of anything,” said Govender.

“The looting and rioting that oc-

curred in July 2021 has taught us some valuable and life preserving lessons. By uniting as a community we were able to protect our homes and valuables from the looting. The infrastructure and facilities we were enjoying were not appreciated until it was taken away from us through looting.

“The compassion to share what little remained during the looting with our community arose from the love that lies deep within each one of us. This proves that by uniting as a community we can overcome many challenges that we cannot individually.

“In cultivating and developing the principle of Ubuntu or Vasudhaiva Kutambhakam or Sri Vishnu Kutambhakam which may be translated as the world is one family and by protecting and preserving the world, our well being and survival is guaranteed,” added Govender.

He said that food shortages is a global challenge and their aim as an organisation is to avoid wastage and

conserve energy while doing so. One of the ways they achieve this while providing much-needed meals to the community is by cooking their meals on an open fire.

This method not only uses no electricity, but also enhances the taste.

Critics slam plan for ‘family grant’

ANDILE SITHOLE The SA Human Rights Commission will be engaging with municipalities on by-laws pertaining to Diwali celebrations and the use of fireworks.

The planned interventions of the commission is to work with the specific municipalities in KwaZulu-Natal and Gauteng to implement by-laws during Diwali celebrations, said the commission in a statement. The aim is to ensure that appropriate by-laws are clearly communicated to create a framework allowing for a considered balance between various rights.

Diwali, also known as Deepavali, is celebrated by Hindu’s to commemorate the triumph of good over evil, knowledge over ignorance, and hope over despair.

In Hindu culture, light is a powerful metaphor for knowledge and consciousness and also a reminder of the preciousness of education, self-inquiry and improvement.

This year the festival takes place on November 4 (today). More often than not, Diwali is marked by letting of fireworks. This has led to many complaints around the use of fireworks that centre on their environmental consequences — ranging from health and safety concerns, to the impact fireworks have on animals, domestic pets in particular.

The SA Human Rights Commission said by-laws should be developed at a municipal level and must involve meaningful public participation. The intervention will: • Advise municipalities to develop, with meaningful public participation, an applicable by-law if they do not have one; • Provide an opportunity for municipalities who have applicable by-laws to share and discuss those; • Advise municipalities to make their by-laws readily accessible and to communicate these by-laws clearly and frequently via appropriate platforms and communication channels, and to do so in particular when these by-laws are more likely to be invoked — in relation to the use of fireworks then, around the Hindu New Year, Diwali and New Year’s Eve for instance; and • Advise municipalities to ensure that law enforcement, including SAPS, is familiar with the local municipal bylaws and that fair enforcement of these by-laws is undertaken in part to educate and inform local residents but also to ensure compliance.

The commission has called on all citizens and communities to be mindful of each other’s rights, in particular freedom of religion and to practice their respective cultures.

The commission also urged everyone to exercise religious tolerance during this significant period.

“In some facilities, deliveries of babies have to be done in darkness in times of load shedding, as backup generators do not cover all delivery rooms in the entire maternity unit.”

He said Denosa called on the Department of Health to ensure that generator back-up and appropriately sized uninterrupted power supply (UPS) systems are installed in all healthcare facilities, not just ICU and theatres.

ages and failures of back-up generators to kick-in timeoulsy. “The UPS stores reserve power in a battery to allow a facility to function normally on an emergency basis for an acceptable period, depending on the number of batteries,” Delihlazo explained. Spokesperson for KZN Department of Health Ntokozo Maphisa said the department was currently completing a programme of generator installation in a few clinics that had no generators.

“We do not have any reported challenges at this stage because all hospitals and community health centres have generators.

“Most of our clinics have backup generators,” Maphisa said.

In a move that is causing ructions in government, Finance Minister Enoch Godongwana is set to propose that the Covid-19 social relief of distress grant be terminated and replaced with a “family grant”.

Government insiders say the proposal will be one of the major announcements in Godongwana’s first medium-term budget policy statement, which will be presented to Parliament on November 11.

Sharp differences regarding the proposal are said be the real reason for the postponement of the mini budget speech by a week, rather than the stated reason of proximity to the local government election date.

City Press has learnt that the proposed family grant would only be given to the head of a family household, thus excluding most of those who currently qualify for the R350 grant, which was introduced last year to ameliorate the effects of Covid-19’s economic devastation.

Although it was meant to be temporary, it has been extended several times as a crucial cushion against poverty for millions.

There have been calls for the grant to be made permanent, with many arguing that it is the perfect launching pad for a basic income grant.

A Treasury source said the proposal was an attempt to contain costs by reducing the total number of grant recipients from the current nine million.

The disbursement of the Covid-19 social relief grant to an estimated 6,5 million recipients is expected to cost R28 billion by March next year.

A presidency official told City Press: “We’re very worried about this proposal, as it’s tantamount to robbing the poor of their money. “There’s disagreement between the presidency and Treasury,” said the source.

The proposal has been called “reckless” and “unconstitutional” by civil society.

Nqobile Zulu, research manager at the Studies in Poverty and Inequality Institute, said the organisation had been made aware of the proposal, but had assumed it would be rejected because of its exclusionary nature, its deeply patriarchal bias and its sheer impracticability for multiple reasons.

Zulu warned that if the family grant were implemented, it would have a devastating effect on women and children, and would cause multiple administrative inefficiencies, while creating room for corruption.

Busi Sibeko, economist at the Institute for Economic Justice, said the introduction of the proposed family grant would deepen dependency of household members on the “head of the household” and worsen gender power imbalances, intra-household dynamics and gender-based violence. She said the proposal would be skewed against women-headed households that carried heavier burdens. “It’s impossible to determine the number of dependants for whom a household head is responsible, so the grant would be a horribly blunt instrument, unlike the grant to adult individuals,” she said, adding that the system would exclude a significant percentage of poor people. She, like Zulu, believed it would also invite extensive corruption associated with the registration of households.

The move to introduce the family grant comes after civil society organisations, supported by some in the governing party, called on government to extend and improve the Covid-19 grant from April next year, as a basis for introducing a basic income guarantee for the 18 to 59 age group.

Godongwana has on multiple occasions spoken against the implementation of the basic income grant, stating his support for jobs rather than grants, and adding that South Africa was already in a debt crisis and could not afford to incur further debt.

Business Unity SA (Busa) has also spoken against the implementation of a basic income grant, arguing that its introduction might compromise fiscal sustainability. Busa CEO Cas Coovadia said the grant amount could come to between R68 billion and R300 billion, and was a decision that, once implemented, could not be reversed.

Asked for comment, National Treasury replied that Godongwana would address matters of income support and social security spending in his mini budget.

Snakes in the City team’s encounter snake mating and fighting rituals S

tars of Snakes in the City, Simon Keys and Siouxsie Gillett, from the internationally acclaimed National Geographic Wild series, are feeling “lucky”.

The reason: they arrived a month earlier than usual in Durban to film the next season, which means they are here for snake mating season, and along with that, the intriguing rituals and fighting associated with it.

“Usually we begin in October/November when the weather has warmed up and snakes are more active, which is post-mating season. Now, because we are here earlier, we are coming across some rather amazing sights,” said Gillett, a qualified herpetologist.

“This is a time of the year that you are likely to see more than one snake together – as they are usually solitary creatures. Often people see two or more snakes together and think it may be snakes mating – but it is more than likely two males fighting for dominance.”

“The world of snake mating and reproduction is quite a fascinating one,” said Keys.

“For example, female snakes produce a strong scent to attract males, leaving a scent trail so males can find her. And during the mating season could attract a whole mass of snakes who have followed her scent, who all end up fighting for her. Quite a scary sight for an untrained eye!”

“Intriguing too, is that the male snake has spent the winter in hibernation not eating, and is hungry, but would rather mate at this point than find food!” added Gillett.

“Surprisingly, some species like our famous black mamba will combat in a non-violent way for the female, by attempting to dominate the other male by almost entwining around, and laying on top of the other male, often misunderstood as two snakes mating.”

“Most female snakes lay their eggs and leave them. Some snakes (pythons - including the rock python - and king cobras) incubate their eggs, and king cobras even build a nest for them! Some even give birth to live young like adders.

“So now’s the time to watch out for the fighting and mating, and soon for the babies to be out and about.

“And we are happy to come help out to remove them and place them in a safe natural environment.”

Gillett and Keys are available to capture and relocate snakes free of charge whilst filming the series. All filming is done using strict SA Government Covid-19 guidelines and regulations. The caller, with permission and depending on the conditions of the callout, may end up in the TV series.

Serious outbreak of rabies reported in KZN LONDIWE XULU KwaZulu-Natal is currently experiencing a serious outbreak of rabies with 262 recent confirmed cases.

The Department of Agriculture and Rural Development confirmed that six people, mostly children, have died of the disease.

“Three of the human cases were confirmed at the lab and three were diagnosed on symptoms. These cases were in eThekwini and the King Cetshwayo District where large outbreaks have occurred,” said the department’s spokesperson Mack Makhathini. There are also increases in the iLembe District and some inland spread of the disease. “In the recent months, a decline in

cases has been noted in Ethekwini following successful campaigns,” said Makhathini.

He added dogs were the main source of the disease in the province which causes them to bite other animals and humans.

The disease is spread when saliva enters the animal or human from the bite wound.

He added the department has vaccinated approximately 200 000 dogs in KZN this year. Campaigns are ongoing particularly in hotspot areas.

“Educational and awareness material is distributed with vaccination teams in areas affected. The Department of Health is also involved with the training of health professionals and information distribution in communities,” said Makhathini.

‘Don’t fight robbers’ NOMPILO KUNENE Security experts are warning homeowners against fighting off armed intruders.

Several incidents where people have tried fighting off intruders with kitchen utensils and even shooting them dead have been reported on recently.

Last week, a 28-year-old man, Adhir Ramsamujh, was left fighting for his life after being shot while trying to help his father during a violent home invasion in Durban North. Ramsamujh was shot in the chest after attempting to fight off the robbers.

Last month, a Pietermaritzburg man was arrested after he allegedly shot an intruder in his yard. A security official said that the homeowner told them that the intruder had a knife and was inside his yard.

“He allegedly fired two shots and one hit the intruder, who then ran out the yard but died just outside the man’s fence.”

In another incident in September, 73year-old woman was able to chase out a panga-wielding robber from her Phoenix home with a saucepan. Shaheen Suleiman of Magma Security said he did not advise people to retaliate when facing an armed intruder in their homes.

“If an armed violent intruder comes into your house and you feel threatened, you can fire a warning shot, and if they’re still moving towards you, then you can shoot them and that is self-defence. But if an intruder is in your house and you fire a warning shot and they turn around and run away, you can’t still shoot them because your life is no longer in danger,” said Suleiman.

He said people needed to try and remain calm and level-headed when in home invasion or robbery situations. “Usually, an intruder does not come by himself, there are usually two or three other people accompanying him. You trying to fight a person with

a pan will just aggravate them. Your best shot is to raise your hands and plead with them to take whatever they want but not to harm you,” said Suleiman.

Collin David of the Mi7 Security Group said a person should be allowed to protect their home and family if they were being threatened. “When someone comes into your home, their aim at the end of the day is to do whatever it takes to get whatever they want, and in most cases, they are armed.

“Your home is your domain and a place of safety, and for someone to infiltrate it without your permission is a violation of your privacy and your rights. That’s why I think citizens should be allowed to retaliate to protect your domain and your family. In certain instances where older people can’t fight back, it’ always best to co-operate and where possible, try and run away and lock yourself in the bedroom or bathroom until the intruder leaves, but it’s very rare that people do this as such incidents happen when people least expect it,” said David.
