PARKING VIOLATIONS AND STATE LAWS: DID YOU KNOW? IT IS A PARKING VIOLATION TO… BLOCKING SIDEWALKS: If a vehicle is parked blocking a sidewalk, it becomes very difficult for pedestrians, bicycles, children, strollers and wheelchairs to pass safely. Blocking the sidewalk can result in forcing these people to enter into the street causing unsafe conditions. BLOCKING DRIVEWAY: When a vehicle is parked blocking a driveway, it creates an inconvenience for the homeowners attempting to leave or enter his/her driveway. 48 HOUR PARKING: No vehicle can be parked on any residential street for more than 48 consecutive hours. PARKING TOO CLOSE TO AN INTERSECTION OR CROSSWALK: Vehicles may not be parked within 30 feet of a stop sign or within 20 feet of a crosswalk. BLOCKING A FIREHYDRANT: One of the most common violations is when a vehicle is parked blocking a fire hydrant or fire lane. This can create problems for emergency vehicles and hinders their ability to do their job effectively. No vehicles may be parked within 15 feet of a fire hydrant. This information was provided by the Harris County Sheriff’s Office in order to familiarize you with a few common laws, which we should keep in mind when operating a motor vehicle. Your safety and the safety of others is very important to us. Remember to always buckle up.

LAWN CARE

With lawns now growing at a rapid pace, mowing becomes a common lawn care practice. Although typically overlooked in terms of importance, mowing does have a major influence on lawn quality and potential problems. That’s why following a few basic guidelines are important to assure lawns are mowed properly. Proper mowing height is the first basic guideline to consider. Perhaps the most common mistake is mowing lawns too short. For most situations a mowing height between 2 to 3 inches is suggested. Mow closer to 3 inches as summer gets closer. Lawns mowed at higher heights tend to have deeper roots, less weed problems and look much better. The second major mowing guideline is to base mowing frequency on the rate of grass growth. Do not remove more than onethird of the grass leaf in any one cutting. This may call for mowing more than once a week during cool, wet weather. Assuming lawns are mowed on a regular basis, there is no need to collect clippings. Clippings should readily filter back down into the lawn if the lawn is mowed often enough, following the rule of one-third. Returned in this manner, clippings readily decompose (contain 75 - 80 percent water) and do not cause thatch. Clippings also recycle nutrients, in particular nitrogen, so less fertilizer is needed. Finally, use a quality mower with a sharp blade. Selecting a mower can involve a number of factors, many being personal preference. Reel type mowers actually give the best cut, but are usually expensive and difficult to maintain. Rotary mowers are the most widely used kind of mower sold for home lawn use.

FENCE CARE

A wood fence can provide privacy and safety for your family and animals. Fencing can last for many years, but proper maintenance is an important part of this. Here are some tips to help maintain a long lasting fence: Choose Pressure Treated Wood When purchasing wood fencing, be sure to choose a pressure treated option. Pressure treated wood will make your fencing resistant to bug and water damage. Choosing treated posts is most important, since these pieces are placed in the ground.

Keep Fences Clear Avoid damage to your fence by keeping it clear of branches and debris. Remove vines that grow across the fence as well as any branches that touch or lean against it. Be sure to place sprinklers away from your fencing to reduce water damage as well. Constant watering will cause the wood to rot faster. As boards are damaged, remove and replace them with new ones to create a uniform look. Apply Sealant Especially for wood that has not been pressure treated, sealant will provide protection from insects and the elements. How do you know when it is time to apply sealant? Watch the wood to see if water is beading up on the surface or soaking in. In most areas, wood will stay protected for about two years. Sealant provides a natural wood look and can be coated in stain to your fence a particular hue.

IMPORTANCE OF GUTTER CLEANING

The effects of clogged gutters costs millions of dollars each year in water damage, basement flooding and foundation erosion, not to mention that they are a perfect breeding ground for mosquitoes, termites and mold. Gutter cleaning is an ongoing and very important home maintenance task that should not be ignored until the fall season. Most home experts recommend that you clean your gutters three to four times each year (spring, summer, early and late fall). All deciduous trees produce organic litter in the form of buds, flowers, seeds, small bits of bark, twigs and leaves on a never-ending annual cycle. Evergreens are just as bad as they shed needles and other bits of debris throughout the year. In addition, after each rainstorm, asphalt from roof shingles runs off into your gutters, inevitably causing them to clog.

BE SURE ADDRESS IS CLEAR FROM THE STREET

County officials want to remind residents of the Ordinance 5.3 requiring that addresses or building numbers be legible and visible from the street. The section states the numbers must be in Arabic numerals at least four inches in height and clearly visible. The number should be placed on, above or at the side of the main entrance so the number is clearly visible from the public right away. Whenever a home entrance is more than 50 feet from a public right away, a number should also be placed at the end of a driveway or property entrance.

WATCH FOR KIDS WHILE DRIVING

The roads are once again crawling with school busses, teenage drivers and kids in the crosswalk, so please slow down when going through the neighborhood. Now that kids will be back on their way to school, it’s time to double and triple check those intersections, just when you think it’s all systems go, a late for school student will magically appear out of nowhere and dart across the street when you least anticipate it. We realize it is sometimes necessary to park your cars in the street. The neighborhood bylaws prohibit the parking of inoperable vehicles in the street and operable vehicles are expected to be regularly used/moved when parked there. We ask that you do your best to be aware of your neighbors’ driveways when parking streetside, so you do not block their ability to safely get in and out. Also, please try not to park directly across from a driveway, as this is a common cause of accidents. While we all should take extra caution when backing out, we are creatures of habit and we tend to get into a routine and in a hurry, so we might not notice that there is a new obstacle waiting for us across the street. That scene has played out on a number of occasions already. Thanks in advance for continuing to look out for each other.

RECEIVE A DEED RESTRICTION VIOLATION LETTER?

KPM Management is the company hired by our neighborhood association to manage many aspects of our deed-restricted community. They provide many accounting, administrative and consulting services that help to increase safety and maximize our property values, while working with the all-volunteer Board of Directors to keep our annual dues at a minimum. As a result, they are expected to patrol the neighborhood throughout the month, on varying days to look for deed restriction violations. In general, we ask them to generate the first “reminder” letter automatically when they see a violation or whenever they confirm one, which came from a neighbor complaint. If you have a unique situation, which might result in the need to temporarily violate the deed restrictions, please give them a call at 281-685-3090 and let them know the situation and the expected time frame, so we can avoid the issuance of any unnecessary letters. Keep in mind, occasionally mistakes are made and the wrong address receives a letter - the best thing to do in this and all other situations is to contact the management company to make them aware of the mistake and/or to let them know that you have either corrected the situation or need a temporary exemption from the covenant. For fairness’ sake, the Board of Directors asks the management company to call ‘em like they see ‘em, assuming they have received no advanced notice of extenuating circumstances, but in truth, they will not ever be able to identify every single possible violation on each and every drive through, nor do we think the scrutiny necessary for such is in the best interest of our community. The ultimate responsibility of the Board of Directors is to make decisions regarding situations where the homeowner simply refuses to comply with the community’s established covenants, in spite of repeated “reminder” attempts. We typically hope the individual can give us a defensible reason for giving an exception or temporary reprieve and the last thing any of us want is to be in conflict with any of our neighbors, but we are nonetheless tasked with the expectation that we uphold the community’s by-laws. With that said, on a typical week, less than 6% of the homeowners receive deed restriction letters and the vast majority have already taken or do quickly take action to correct them. As your fellow neighbors, we appreciate every one of you who have taken measures to correct any problems that may have arisen over the years. We also definitely appreciate your willingness to work with us to do whatever is in our community’s control to maintain

Many of us have a habit of leaving the garage door open when we are working or relaxing in the backyard. Unfortunately, people in virtually every neighborhood lose property to opportunistic thieves this way every year. Bicycles and power tools are just a few of the commonly stolen things and keep in mind that it only takes a matter of seconds for something of significant value to “walk away.” Please keep those doors down when you are not in eyesight of the garage.

When a mailbox is put into use for the purposes of sending and receiving mail, it becomes federal property.

If you are one of the neighbors suffering from the seemingly endless noise of a neighbor’s barking dog, we hope that you will be able to speak with the owner about it. In many cases, the neighbor is unaware of the situation because, for one reason, they are away during the day. If the owner is unwilling or unable to do anything about it, you can call animal control at 281-999-3191 and have them do a check on the dog for possible neglect and abuse. (They won’t always come out for the barking alone.) The Sheriff’s Dept generally cannot do anything about it and they encourage you to call animal control as well. You can also find more information about the situation by looking on the website listed above.

In short, anyone, other than mail recipients and postal employees, should NOT touch a mailbox or its contents.

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question 2. When it is within a fully enclosed vehicle 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet. Cypress Woods High School AFJROTC was chosen to Present the Colors and the Missing Man Table and Honors Ceremony. Tina Clinkenbeard, CFISD Teacher, sang the National Anthem. State Representative Allen Fletcher gave the invocation and Senior Ryan Lancaster, from Cy-Fair High School, played TAPS. Kevin “Dauber” Lacz, former Navy SEAL sniper and combat medic was our guest speaker for the evening. Lacz spoke from the heart about his experiences as a Navy SEAL and the impact his service in the military had on his life. As a Certified Physician Assistant, Lacz uses his past experiences to facilitate his work in medicine and charity and actively seeks to support service members and veterans in his community. Lacz inspired us all with his motivational story, winning attitude and continued commitment to service. Joe Myers Ford Lincoln generously underwrote this year’s Salute to Our Heroes Gala and we are grateful that they have agreed to underwrite this event in 2017. Cypress Fairbanks Medical Center Hospital and North Cypress Medical Center were Major General Sponsors this year. Salute to Our Heroes has raised more than half a million dollars over the past eight years, funding several endowed scholarships for students graduating from the Cypress Fairbanks ISD. CFEF was established in 1970 as a non-profit to raise money to fund a scholarship for high school graduates in the area.
