FROM YOUR HOA BOARD OF DIRECTORS
Please take a moment to visit the neighborhood’s new website located at www. settlersvillagehoa.com. The Board is very interested in any and all feedback. The HOA has begun deed restriction enforcement on fences that are in disrepair and on sidewalk pavement it considers a hazard to the neighborhood’s residents. These items are the responsibility of the property owner. If the HOA becomes involved, the cost to the property rises rapidly if the owner elects to do nothing. When you have a fence that faces the street or a common area, a property owner is contractually required to maintain that fence. When you have a fence shared by neighbors, contact your neighbor and work out a share agreement. Pavement issues will need to be evaluated for either having soil pumped in to bring it level or complete replacement. Dumping a load of asphalt will not be considered a valid repair and will be a waste of money when the HOA requires its removal while still requiring the original repair. Please remember the rules regarding personal sign postings. Because your HOA is now responsible for the upkeep of sign and light poles, placing of private signs of any type onto county owned sign poles or Centerpoint owned lightpoles is expressly prohibited. Please do not subject yourself to the embarrassment of having your signs removed by the HOA or receiving a ticket from the sheriff who now patrols the district. The HOA can now levy civil fines related to the costs of clean-up. Lastly, a quick reminder that Steve Breard has volunteered to continue collecting aluminum cans for the neighborhood with all proceeds going to the capital improvement fund for our pool. In 2012 we collected $306 and $177 in 2013. However we only collected $114 in 2014, a pretty significant decrease. For 2015, we collected $65. Please rinse and bag the cans to minimize the attraction to bugs. They can be dropped at 6642 Cove Lake. SETTLERS VILLAGE HOA

SECURITY
As Harris County Sheriffs’ deputies move to make their presence known, they have sought to increase visibility in the area. By targeting suspicious vehicles and persons, the deputies seek to be pro-active by encouraging potential issues not to bring their activity to the district. Traffic stops, aside from the fact that issues with people ignoring stop signs have become a problem again, also make that presence known. The numbers continue to show Settlers activity to be on the low side. Please remember to abide by the laws the legislature has put into place regarding personal signage. It is very embarrassing to have an officer show up at your home to remind you the practice of placing personal signage on county owned sign poles and Centerpoint owned streetlights is not allowed. The HOA is allowing officers to issue citations to offenders at the officers’ discretion. The HOA is also instituting fines for property owners for the clean-up of unauthorized or improperly mounted signage. Anyone 16 years of age and younger is subject to the county’s curfew and must be off the streets between midnight and 6 AM. All residents need to be aware that the Harris County Sheriff’s Department will be assuming law enforcement duties for the Harris County MUD #105. Those of you with home alarm systems need to be sure you have the police dispatch number changed to the dispatch number for the Harris County Sheriff for your system. Best Trash picks up your trash on Tuesday and Friday. Your recycle collection day will be Friday. Please have trash and recyclables out to the curb by 7 AM. On each regularly scheduled collection day, Best Trash will collect residential refuse at the curbside. Trees, shrubs, brush trimmings and fencing must be bundled in lengths no greater than 4 feet with no branch diameter larger than 4 inches and bundles weighing no more than 40 lbs. The bundling is required to allow quick pickup and size limitations are required to avoid damage to the compacting equipment. Heavy/bulky items (appliances, furniture, carpet up to 1 room rolled up 4 ft. wide and weighing less than 50 lbs) will be picked up either collection day. By Federal Law, refrigerators, freezers or any other item containing Freon must have the Freon drained and have an accompanying bill to validate such service was performed. Items excluded from normal collection are dirt, rocks, bricks, tires, cement, batteries, motor or cooking oil, waste generated from a private contractor or any items deemed to be hazardous materials. Best Trash will leave a tag explaining the reasons for non-collection of the item. An enhanced feature of the new provider will allow for collection of items excluded by the contract if notified in advance. Best Trash will meet with the customer prior to collection day to determine a price to haul the non-contract items. If a resident does not notify Best Trash of such a special pick-up before its scheduled day, Best Trash will leave a notice for the resident to contact Best Trash during normal business hours before the next scheduled pick up day.

On February 13, 2016, the Cy-Fair Educational Foundation (CFEF) held its 8th Annual Salute to Our Heroes Gala at the Omni Hotel Houston Westside raising over $100,000 to benefit graduating seniors from the Cypress Fairbanks ISD. Cypress Woods High School AFJROTC was chosen to Present the Colors and the Missing Man Table and Honors Ceremony. Tina Clinkenbeard, CFISD Teacher, sang the National Anthem. State Representative Allen Fletcher gave the invocation and Senior Ryan Lancaster, from Cy-Fair High School, played TAPS. Kevin “Dauber” Lacz, former Navy SEAL sniper and combat medic was our guest speaker for the evening. Lacz spoke from the heart about his experiences as a Navy SEAL and the impact his service in the military had on his life. As a Certified Physician Assistant, Lacz uses his past experiences to facilitate his work in medicine and charity and actively seeks to support service members and veterans in his community. Lacz inspired us all with his motivational story, winning attitude and continued commitment to service. Joe Myers Ford Lincoln generously underwrote this year’s Salute to Our Heroes Gala and we are grateful that they have agreed to underwrite this event in 2017. Cypress Fairbanks Medical Center Hospital and North Cypress Medical Center were Major General Sponsors this year. Salute to Our Heroes has raised more than half a million dollars over the past eight years, funding several endowed scholarships for students graduating from the Cypress Fairbanks ISD. CFEF was established in 1970 as a non-profit to raise money to fund a scholarship for high school graduates in the area. Over the past 46 years, the Foundation has grown tremendously through the efforts of the Board of Trustees and the generosity of the Cy-Fair Community. The Foundation has awarded more than $6 million in scholarships to 1,300 graduating seniors. CFEF is a 501(c)3 non-profit organization, all contributions are tax deductible, as allowed by the law. Camp Cornerstone is a week-long camp facilitated by Cornerstone United Methodist Preschool and is for children ages 2 through the completion of 4th grade. Children must be 2 by June 1, 2016. Camp hours are 9:30 AM-1 PM. There are 3 sessions throughout the summer and you are invited to participate in any or all!
