But there was huge uproar across the country and people including children came to Friends street demanding justice for Asifa. We, as Rainbow We grow with dream to make our life, our society and Homes children also joined the protest across the our country beautiful and better. As we grow our country. Government announced death penality in dreams grow, expands and become collective. And Rape cases against girl child. There were strong voices thus fight to make a better place, keeps alive and against this move as apprehensions were raised thatit kicking. We have dream that girls should be safe, will worsen then situation and girl child will be killed happy and grow in cheerful-vibrant surroundings. They after the sexual assault. Especially when we know should become powerful. It is crystal clear, if we want conviction rate in cases related to POSCO (protection to save humanity then our society should be free from of children from sexual offence) act is dismally low. crimes against children especially girls and women.

Culprits are roaming free, they are not afraid of rule of Sadly we are terribly failing to achieve this. India has law. As a result daily we are hearing horrifying cases of become most unsafe country for women in whole world. sexual violence on girl child.

Recently Thomson Reuters Foundation in its survey We strongly strongly condemn violence. Our dream declared that India is most dangerous place for women, is of save, secured, equal, discrimination free society.

uja lost her father when she was five years old.

After losing her father, her mother used to pick the rags from the streets and arranged food.

Sometimes Puja accompanied her mother in rag picking. They didn’t have shelter, they lived onfootpath,not having enough food to kill the hunger. One day her mother became sick. She didn’t have money for her treatment. To arrange money for her mother’s treatment, Puja one day alone went for rag picking. And that day one incident happened with her which totally destroyed her life. She was raped. She was brought to a hospital by a lady who found her on the street. She was bleeding badly. After her recovery, she asked that lady to take her to her mother. But she was unable to tell the proper address to her as she had no home.

One day she was also sold to a man. Puja felt that place was not safe for her. So, she escaped and came to same footpath where she lived with her mother. She didn’t find her mother there.A local person informed her about her mother’s death due to illness. Puja started roaming here and there. She lost all hopes about her life. But there is god who always helps the needy. She reached to a lady who helps the persons who are in need.

Puja was taken to Loreto Rainbow Home where she started a new life. She got a safe shelter, adequate food and found her mother in the caregivers home.

Puja received so much love and care which she never expected.

She was admitted in school.Puja is doing well in studies. She wants to be a good person in future and wants to work for the Rainbow Kids. She also like to create education opportunities for Kannada: allೕಸಾಥೀ so that they become self-dependent and ರೇನೊಬ್ self-sustained. The message that she wants to give Telugu: is about how to cope with the difficulties in the life �ే��� ���ీ that she faced in her past.

We should call Child line 1098, take support from the elders.

We shall also inform our neighbours. We shall approach nearby police station or else dial 100 police helpline. If I see a police person nearby, I will approach him or her. In case of any health emergency, we should first use should use first-aid, then take to nearby hospital or we can call on 108 number for ambulance.

Is there equality between boys and girls?

No. Girls and boys in this society should be given equal rights. More respect is given to male because he is considered Kannada: as earning member. Girls should be married only after attaining the age of 18. Marrying them at very young age will affect her mentally. Girls face many probAshwini lems in their household affairs and health wise 10th Std APMWS home, also. They will not be able to study and hence Hydrabad can’t do any job. She will become economically dependent on the husband. If any problem comes, her life will get disturbed as she haven’t had full education or learned any skill to live an independent life. Then by conceiving at a very young age girls have to face many problems especially on their health. Their organs will not be fully developed. During and after delivery also they have to face many issues— financially as well as in bringing up the child.

Shivam from Patna met with three boys (Raja, Shravan and Vickey) to discuss on the topic “sexual crime” .They shared what moves inside boys mind and WHY-- Why there is so much feeling of violence in boys?

Raja: Watching MMS boys of 18 years and above get sexually attracted toward girl and tend to commit sexual crime. When two boys gossip with each other they usually discuss sex and in that reference they also talk about MMS. Along with it they also get so much excited that they start doing sex among themselves only whereas some boys try to do with small girls.

Why boys do such type of crime?

Shravan: When boys are free and have no work to do then only they think about sex. This type of thought brings pleasure to them along with a feeling of doing sex.

If a small girl is seen on the road at night then what a boy think about her?

Shivam: At that time a boy generally think of doing sex with that girl as she is alone at night on the street.

That’s how crime happens.

What is the mental condition behind doing such type of sexual crime?

Vickey: Boys generally do such type of sexual crime as they use to watch porn videos which fill them with excitement.

n the occasion of International Street Children Day ,Balyamitra Network convened a round table conference on 12th April, at Sundaraiah Vignana Kendram Hyderabad.Around 100 people from around 30 organizations attended it including Child Rights and Human Rights activists,staff and children of Rainbow homes. Prominent among the guests were Prof. Rama Melkote, Mr. Venkat Reddy from MVF and Mr. Jeevan Kumar, President ,Human Rights Forum, Telangana .All shared their experiences and described the deprivations they had undergone on streets.

They demanded for reaching out to remaining 26,500 children counted in street situations in Hyderabad. UN consortium in the year 2017 made a general comment on the situation of street children declaring out the following 4 principles to be followed by the Governments and Society.

Women and girls are afraid of going to college, schools and offices, and even outside of the home. Boys harass the girls in the name of love. She was working at Tees Hazari courts in Delhi till 2011. After that she worked in Saket courts from 2015 to 2018 as legal aid counsel in mahila court. She also worked as a remand advocate. In 2018 she joined child welfare committee, in which she is currently posted at Kalkaji. Excerpts from her interview done by Summi Munir:

Q: What does POCSO act means?

This is an abbreviation of Protection of Children from Sexual Offences act. In our constitution right for the safety for children is enshrined but in our penal system there was no law for crimes against children. Hence later policy makers realized that we need a specific law for children because many sexual offences are committed inside the boundary walls of house by mostly known and on times by unknown persons. In this law children mean the boys and girls below 18 years. Thus, this law is especially for the children below 18 years.

Q: Why conviction rate is so low?

Conviction rate is low as you know this is related to the children. Generally sexual violence happens in very secluded places. Sexual offences like rape do not happen in a crowed place. So not many people are in position to see that. Such incidents happen either within the family, or in school, hospital or at any other place vulnerable for a small child. We have also seen in recent time there is no age leniency as we have seen victims as young as just 8 months or 1 year old.

Q: How much supportive are courts?

Firstly, we must change our mind towards sexual offences. Rape is a violent criminal attack on a helpless person. There should be no victimshaming. Normally, when sexual offences are committed, we start blaming the victim. We must change our attitude toward this. Don’t ask too many questions. Don’t let victim recall the incident again and again. In cases of child sexual abuse, mostly the culprits are persons closely known to the victim or are family members themselves. Hence the victims need support and safety. For the victims from economically weaker background, family will also need financial support to deal with the whole episode and bring the child back to normal life. That should be taken care of by the state.

Q: How should family of victim deal with issue?

Nowadays, especially in the metro cities the police is very sensitive. The department tries to create a special juvenile police unit in each police station.

All work in such cases is mostly done by the female personnel. The enquiry and approach are all done by police personnel in plain cloths so that kids don’t get uneasy with the uniform and remain generally unaware of any police presence. But this type of sensitivity among police force is not there in rural areas. A very special training is needed to handle a child. In bigger metros such trainings are given to the police staff. But overall figure is unfortunately very low for the whole country. They do investigation merely as described in POCSO ACT. First and foremost, reporting of all such incidents is very essential to catch the culprits.

Q: What is general attitude of investigating agencies, especially police?



It is very important at every level right from the moment incident comes to light. Victim should be immediately confined to a person whom he or she is most comfortable with. Then the noting down of the incident should start with thee help of that person. In our country rape is often seen by family of the victim as loss of honour. It needs to be changed. All support is needed for the kid. Here counselling helps. On many occasions, people and family around are unable to bring the child out of trauma, then trained counsellors are needed to handle the situation.

The conviction depends on the statement of the child or the victim. For a victim recalling the episode is tough and it is like revisiting the whole trauma of sexual violence all over again. Moreover, many people don’t report the incident. Many a times child is unable to say. How can a small child explain? It is very –very difficult for a prosecution to take the statement of the child. But, if there is no trial or statement and no reporting is done, then there is obviously no conviction. That is why conviction rate is so low.

 How does abuse happen?

In 83% cases, abusers are known persons.

They make friendship with the children buy them things of their liking. In the conversation, they start touching the private parts of the children. The child knows what he is doing but doesn’t object to him out of fear.

 What is the general attitude of investigating agency especially police?

Children have a feeling that if they complain, they would not be believed as they are small Secondly, they are dependent on elders and don’t have freedom and knowledge to go to police and complain and hence lose the drive of complaining.

Generally, abusers tend to create a fear in the victim child saying that if you tell anybody, he would kill her .Out of fear, children get dissuaded from complaining.

Police look for evidence and Child without it, they won’t book a Sexual Abuse case. In these cases, evidence can’t be shown unless the victim is examined medically.

Police generally tend to favor the elders with an assumption that children lie.

Most CSA cases go unreported in India .India is developing on all fronts, but incidences of CSA are increasing day by day.

When Police or court give some strict punishment ,there will be a lot of publicity and condemnations all over but after a gap, again the incidents start rising.

 How much supportive is the counseling process : When children share with the parents, they , instead of listening to the child, start finding fault with the child itself. They cross question the child saying why she had gone there, she could have runaway. Instead, parents should take the child into confidence and tell that it is not her fault and pat her for telling out. Child will be in a trauma after such bad incident and reported people should try to keep her happy and divert her thinking from that incident. Take her to child counselor assuage her feelings. Counseling is very much needed which makes the child normal and get her back to her past condition.

Teachers also should tell about what is good touch and bad touch and how to escape from such situations.

 How family of victims sustain?

Family of Victims will also be in a traumatic condition. They should come out of it and lodge a complaint with the Police. They should listen to the child version in free flow way and believe it.

They must lodge a complaint in the police station without thinking on the lines of loss of family pride. As a solution to this, complaint can lodged and can be kept secret.  Why conviction rate is low ?

 How dangerous is the death penalty? if a person see happening of the CSA, one should stop it there itself as societal monitoring and reaction would be more effective than statutory. People should admonish not only in case of their blood relatives but also for any other child victim. Focus should be more on Prevention than post action. Fast track Courts be initiated to expedite the verdict.

Recently cabinet passed order giving death penalty in case of rape of children below 12 years. Death penalty would be grave as every human being has a right to live and chance to repentance and self modification is denied . There is an apprehension that ,this would lead to rape followed by murder. Hence, it would further aggravate the situation.

hen I was 8 years old my mother put me in a hostel since she could not care for me and it was not safe for me to live on the street.I did not like many things at that hostel, I was beaten up by the staff on many occasions, but I never disclosed about it to my mother.

One day they locked me up in the bathroom because I took longer time to have a bath and got late for the school. I was really scared. I felt very lonely and there was no light in the bathroom.It was all dark. I was kept there for one hour. After this incident I didn’t want to stay in the hostel but I did not share this incident with anybody out of fear.

When I went home for summer vacations I informed about the incident to my mother who then told me that she will not force her to stay in a place which she does not like.She brought me to Rainbow Home,my sister was already in Rainbow Home and I was happy to come to Rainbow home. In Rainbow Home I feel safe and free.

Here nobody beats any child. Here all of us live as sisters.I get to eat stomach full,I get all the things that I require.I am even a part of summer camp where we are taken for outings. There is no other place like Kannada: Rainbow Home.

Every parent wants to see their child becoming a doctor or an engineer in future.They gather resources to give their child best education. A child is taught that a teacher is a guardian and most respectful person after his or her parent. But when the teacher spoils a child’s life, then?

A child was admitted to a reputed English medium school for her best education. After few months her parents noticed deterioration in her health. Soon they consulted to a doctor who revealed that their child was sexually abused at school. Parents were shocked to hear this news. They complained to the school but the school denied. Her parents became puzzled. They didn’t understand how to react at this situation. They raised the voice and got support from the other guardians and complained to Police Station. But nothing happened.

Police caught the culprit but after a certain time, he was released. Now the offender is moving freely without any guilt feeling. But the child didn’t get any justice.Sometimes parents hesitate to talk with their children about sexual abuse and exploitation. They feel it will affect the normal emotional growth of their child. But every child should be aware about the good and bad touch.

Why conviction rate is so low in child abuse cases ?

There are several reasons for this .It has been observed that most of the child sexual abuse had taken place within child’s own home or by an own relative.

So to protect the family name, family members don’t lodge complaint. if they manage to lodge a complaint , there is a tendency to withdraw it.Sometimes they withdraw the complaint due to political pressure or the accused family had given lots of money to the victim’s family.

What is the psychology of a rapist ?

This is a very intelligent question. We never think from this perspective. Yes, who are associated with rape or gang rape are not normal people. They possess some psychological problem.

And these kind of psychological problems grow in the human being due to many reasons.

How a child will understand rapist behaviour ?

If protector of society are associated with child sexual abuse, then where the common people or village people will go ?

Now there are many places where child or his/her family members can go. In cities, there is ward level and bloc level child protection committee.In village there is village level child protection committee. Now school teachers are also part of these committees , they also can be informed about any sexual abuse case. Every district has Child Welfare Committee and any one can reach to Child Line through 1098. If any victim or his/her family members has the will to lodge a complaint there are ways to do it.

How dangerous is death penalty ?

Death penalty is very dangerous because this is a matter of some body’s life. By giving death penalty we are taking one’s basic right to live.

How much supportive are courts ?

Yes, courts are playing supportive role to these cases. But court only believes the evidence produced there. In between if somebody changes it then responsibility doesn’t come to the court.

How does family of victim sustain ?

If any family lodge a complaint of child sexual abuse, then government has a policy to provide free legal aid service if



the family is financially poor. And the victim family also can get compensation money from the government.

What is general attitude of investigating agencies, especially police ?

Generally, the police needs to deal this kind of case very sensitively. And in every police station there is a police officer called Child Welfare Officer who is a trained person to deal child sexual abuse cases. CWO used to handle these cases with civil dress. In every police station has a child friendly corner.

How much supportive is counselling process ?

In child sexual abuse cases, providing counselling support to the child is very important. DCPU gives this service to the children. DCPU sends social worker or counsellor to counsel the child as well as the family members.

But after reading the magazine,I realised that there are many children whose condition is worst than me.I also learnt that we should try to appreciate whatever we have.Through this magazine I came to know that other states also have Rainbow Homes and many children are staying there.We are very lucky to be part of Rainbow Sathi magazine. Parents and children used to think that there is no future after completion of class-XII.But now we know Rainbow Home will support us to fulfil our dream.I observed many Kolkata girls had got opportunity to write in the magazine and their photographs also appeared.Now many girls are enthusiastically writing articles, so that their writing is published in the magazine.I wish to thank Rainbow Sathi because of this magazine every one can share their feelings.
