Tenant’s rights matter too
Raw sewerage that flooded the tenant’s flat on Wednesday, 24 June. STANDERTON - A tenant in a block of flats in central town where he is paying monthly rent without failure is saddened and frustrated by the attitude of the estate agent and the landlord who don’t seem to be bothered by his plight of damaged furniture as a result of overflow from a blocked sewer that flooded his flat. According to the tenant, they reported the blocked sewer to the agent several weeks ago, but nothing had been done until the fateful day on Wednesday, 24 June, when he woke up to a flooded flat with raw sewerage in every room. Traumatised by the
disgusting sight and smell of sewer in the flat, he claims that he phoned the estate agent immediately. While waiting for the plumbers, he was battling to save his furniture from the mess. Five hours later there was still no plumber to be seen anywhere. When Cosmos News arrived at the block of flats, the tenant was still trying to sweep the entire spill with a hard broom from the flat through both front and kitchen doors. On Friday, 26 June, neither the estate agent nor the landlord had bothered to come and see the extent of the damage to his furniture or fix
the overflowing sewer. The tenant said the value of damaged furniture is between R20 000 and R25 000. All the tenants in the block concurred that while they honour contractual obligations, their rights must be honoured as well by both estate agent and landlord. The right to be treated with respect and dignity, right to a safe and secure environment, right to clean and healthy environment, right to basic services, and right to privacy. “Tenants’ rights matter too,” said one tenant. Mpumalanga-vullisterreine in haglike toestand

PROVINSIAAL - AfriForum het vanjaar 135 vullisterreine landwyd geoudit as deel van die organisasie se nasionale projek om die gehalte van vullisterreine in Suid-Afrika te meet. Geen Mpumalanga-vullisterrein wat geoudit is, het aan die nasionale standaarde voldoen nie. Kragtens toepaslike wetgewing en regulasies, waaronder die Wet op Nasionale Omgewingsbestuur: Vullis (Wet no 59 van 2008), moet ’n vullisterrein aan bepaalde vereistes voldoen. Só vergelyk die vullisterreine in Mpumalanga: Sien meegaande tabel. Die oudit bestaan uit ’n lys van 33 vrae wat die minimum vereistes vir vullisterreine in Suid-Afrika meet en sluit faktore soos
toegangsbeheer, brande, mediese afval, omheining, rehabilitasie en dies meer in. ’n Vullisterrein moet minstens 80% behaal om aan wetgewing te voldoen. Volgens Bronwen Pretorius, AfriForum se distrikskoördineerder vir die Hoëveld, is al die vullisterreine in dié provinsie in ’n haglike toestand, wat hoofsaaklik toegeskryf word aan ’n tekort aan verantwoordbaarheid by munisipaliteite. Pretorius sê voorts die algemeenste probleme wat AfriForum tydens die oudit ondervind het, is onder meer die afwesigheid van afvalbestuurslisensies en die algehele wanbestuur van die terreine. AfriForum-takke sal ook druk op owerhede in hul gebiede plaas om
afvalmoniteringskomitees te stig om die afvalbestuursproses te verbeter. Dié komitees sal bestaan uit munisipaliteite en belanghebbende partye wat vullisbestuur in die betrokke dorp wil verbeter. AfriForum gaan ook ná afloop van die projek ’n vergadering met Barbara Creecy, Minister van Omgewingsake, belê om terreine te identifiseer sodat dit herstel en weer op peil gebring kan word. Die ouditverslag sal ook aan die Groen Skerpioene oorhandig word vir verdere ondersoek en optrede teen munisipaliteite wat nie aan die vereistes voldoen nie. AfriForum sal die proses deurlopend moniteer om te verseker dat die vullisterreine se standaard genoegsaam verbeter. JD

Ward councillor arrested for alleged malicious damage
Residents and comrades from Rooikoppen came to the station to support their councillor on Sunday, 28 June. STANDERTON - The Ward councillor for Ward 11 in Rooikoppen, Sakhile was arrested on Saturday, 27 June, for alleged malicious damage to property, damage to essential infrastructure and public violence. It is reported that the alleged incidents took place on Friday, 26 June, when angry members of the community were fighting amongst themselves over jobs allocation and invaded the site infrastructure of the contractor appointed to do repairs on leaking sewer and water related challenges
at Rooikoppen. Their anger emanates from the appointment of the Community Liaison Officer (CLO) who was reportedly appointed by the District instead of being appointed by the local councillor. The local councillor expressed his unhappiness about the imposed CLO and as a result he appointed his own CLO. In terms of the process of recruiting people to work with the main contractor, the CLO appointed by the councillor recruited people from the
community and at the same time the CLO appointed by the District recruited his own group of people, and that led to the two groups of recruits clashing at the site. Subsequently a fight broke out between the two groups and the fence was damaged during the scuffle. It is reported that the local councillor was not at the site when the fight broke out. The appointed contractor opened a case against the councillor that led to his arrest. On Sunday, 28 June, members of the
community came to the police station accompanied by the legal representative to seek the release of the councillor on bail. The legal representative spoke to the investigating officer on the phone to negotiate bail, but the officer declined the request. The councillor remained in custody until he was due to appear in court on Monday, 29 June. Angry comrades said the matter is politically motivated and accused the District for the mess. Suid-Afrika sit op ’n tydbom van werkloosheid NASIONAAL - Byna vier miljoen mense is nou al geregistreer vir die Werkloosheidsversekeringsfonds (WVF) se Covid-19Ters-skema. Die WVF het Vrydag aan die parlement se staande komitee oor openbare rekeninge (Skoor) ’n voorlegging gedoen oor hoeveel uitbetalings hy al gedoen het as deel van dié tydelike verligtingskema. Teen 19 Junie het die WVF se Covid-19Ters-skema al R24 miljard uitbetaal wat sowat 336 000 ondernemings se werknemers verteenwoordig. Dié betalings verteenwoordig meer as 3,6 miljoen werkers wat al sedert die begin van Maart afgelê is – sommiges net tydelik – weens die pandemie en staat van inperking. Maar daar is al aansoek gedoen vir voordele vir meer as 4,4 miljoen werknemers. Die verskil van sowat 800 000 is omdat dié werknemers volgens die WVF nie op sy stelsel was nie, en dus nog nie betalings kon ontvang nie. Suid-Afrika se werkloosheidskoers het in die eerste kwartaal van 2020 opnuut ’n rekord van
30,1% gehaal. Uitgebreide werkloosheid, wat ontmoedigde werksoekers insluit, het ook ’n rekord van 39,7% gehaal. Dit beteken nagenoeg 7,1 miljoen Suid-Afrikaners soek werk en nog 2,9 miljoen het opgehou werk soek omdat hulle geen hoop het dat hulle werk sal kry nie. Nog 800 000 soek om ’n ander rede nie werk nie. Dit bring die getal werkloses op 10,8 miljoen te staan. Indien die 4,4 miljoen mense bygereken word wat tydens die staat van inperking afgelê is, beteken dit werkloosheid in die tweede kwartaal kan tot meer as 48% opskiet, met uitgebreide werkloosheid tot ten minste 64%. Selfs huiswerkers en buitelanders word nou amptelik deur die Covid-19Ters-skema gedek. Volgens Teboho Maruping, kommissaris van die WVF, het die WVF al R534,5 miljoen aan 114 059 buitelanders betaal wat geldige werkpermitte het. Huiswerkers het al R128 miljoen ontvang vir 35 374 aansoeke.
Volgens Boitumelo Moloi, adjunkminister van arbeid en indiensneming, word werkers wat nie geregistreer is nie, ook deur die skema gedek, hul werkgewers moet hulle net registreer. Maruping sê solank daar bewyse is van indiensneming sal die Covid-19Ters-skema uitbetaal. Dit geld dus ook ondernemings wat nie tot dusver WVF namens hul werkgewers oorbetaal het nie. Dié werkgewers sal egter gedwing word om alle agterstallige betalings aan die WVF te doen as hulle nou namens ongeregistreerde werknemers eis. Dit vorm deel van wat die WVF noem sy “volg die geld”-veldtog. Hy gaan nie net elke onderneming ná die krisis dwing om betalings te begin doen nie, maar ook elke ontvanger van voordele oudit om te verseker dat gelde in werknemers se rekeninge beland het. Dit beteken 336 000 ondernemings moet geoudit word. Maruping sê tot dusver is nog net 31 oudits voltooi. (William Horne) JD

Feedback from Rate Payers meeting Woorde wat wegwaai ... Dit gaan goed met die mens wat nie die raad van goddeloses volg nie, nie met sondaars omgaan en met ligsinniges saamspan nie … (Psalm 1:1) Die eerste vers van die eerste psalm word dalk die beste onthou vir die 1933/53-vertaling se “kring van die spotters”. Maar eintlik is dit ’n doodernstige saak. Daardie spotters wat in ’n kring sit en ligsinnighede kwytraak, sê die psalmdigter, se grappies sal opdroog wanneer hulle met God se teenwoordigheid gekonfronteer word. Hul maklike woorde sal saam met die wind wegwaai en hulle sal niks meer te sê hê nie. Diegene vir wie dinge anders verloop het, het ’n veel beter storie om te vertel. Hulle sal vól woorde wees, vol vreugde, voorspoedig. En vol vrugte. Soos dit is met bome wat by waterstrome geplant is. Hierdie eerste psalm wys dus hoe die weë uiteenloop, en
wat die gevolge is. Só lui die laaste vers: “… die Here lei die regverdiges … die pad van die goddeloses lei tot ondergang” (v. 6). Daar is dus net twee weë: Dit is óf die een óf die ander. Ons weet dit. Ons almal het immers intieme kennis van in-die- kring-sit. Ons het almal in mindere of meerdere mate deel aan die spottery. Daar is wel dié van ons wat daarvan kan getuig dat die Here ons uit daardie kring moes kom ruk, en dikwels meer as een keer. En wie kan beweer dat hy of sy nie gereeld na daardie gemoedelike saamwees verlang nie? As dit nou net nie vir die gevolge daarvan was nie … Hoe aantreklik is ’n hele lewe vol slimmighede, maar sonder ’n enkele woord om vir God te sê? Selfs nie eens ’n “dankie, Here!” nie? “Ek weet maar te goed hoe U my gered het. Daarom bid ek vir hulle Vader, my vriende wat steeds daar sit.” (Lux Verbi)

preciated. The association is still standing by its resolution of: Clean water, Sewerage services, Electricity supply and Pothole rectification. During this meeting, the committee took the decision that each committee member will appoint task teams to assist in their respective fields of experience. Committee members
will be starting with groundwork to find possible solutions on challenges they are currently encountering. Four committee members were appointed to engage in a meeting with Eskom to find a solution. Coffee-flavoured steak: Nou Gaan Ons Braai
When exposed to the searing heat of a braai fire, ground coffee beans develop a flavour that complements braaied steak really well. Curiously, it actually makes a beef steak taste even more like a beef steak. The ingredients list of the spice mix in this recipe also contains sugar, which helps the spice mix as a whole to caramelise properly. The downside is that sugar burns quite easily on the fire when it is exposed for too long to the high-heat coals you want to braai steak on. You want the sugar to just caramelise and not to over-caramelise, which is a euphemism for ‘burn’! Therefore, braai the steaks until almost done, take them off the fire and toss with the spice mix, and then it’s back to the fire for just a few final minutes to finish it off. What you need (for six people): Six sirloin steaks and olive oil or melted butter (for dressing). For the spice mix: one tot-measure good-quality ground coffee, one tot-measure dark-brown sugar, half a tot salt, half a tot ground pepper, half a tot paprika, half a tot ground coriander, one tsp chilli powder, one tsp mustard powder, one tsp ground ginger and 1 tsp dried oregano.
Method: 1. Light a massive wood fire. 2. Now mix all the spice ingredients together. That means everything in the ingredients list of this recipe, except the steak and the olive oil. 3. Keep the spice mix on the side. This rub will go onto the meat just before the steaks are finished braaing – not yet. 4. Braai the steaks over hot coals for five minutes in total, turning only once. Remove from the braai and generously spice the steaks all over with the spice mix. You can use your clean hands or a spoon to pat and rub the spice into and onto the steaks. 5. Return the steaks to the fire and braai for no more than four minutes – two minutes per side until the spices and specifically the sugar start to caramelise. 6. Remove the steaks from the fire and drizzle with olive oil or melted butter. This gives them a nice shine and adds flavour. 7. Let the steaks rest for a few minutes. Then carve them into thin strips and serve to your guests. JD

SAPD-voertuig vol gevangenes rol BETHAL ’n Polisievoertuig wat gevangenes vervoer, het op Donderdag, 25 Junie, net voor 14:00 in Moses Kotanestraat naby die Total vulstasie omgeslaan. ’n Tweede voertuig was ook in die ongeluk betrokke. Volgens ’n ooggetuie, me Malanie van Heerden, is haar voertuig rakelings deur die rollende polisie voertuig gemis. Sy was verplig om hard te rem en na regs uit te swaai om sodoende die voertuig, wat op sy dak die straat afgeskuur het, te vermy. Sy sê dat daar gelukkig nie ander voertuie agter haar was nie en dat sy regs moes uitswaai. Indien sy links geswenk het, sou sy in ’n vragmotor vasgery het. Van Heerden is ongedeerd, maar het ‘whiplash’ opgedoen. ’n Munisipale voertuig asook ’n ambulans was binne minute op die toneel. Die presiese oorsaak van die ongeluk is onbekend. JD

Nico and Francois win Better Ball competition STANDERTON - The golf club in Standerton played host to a Better Ball competition, sponsored by Eastvaal Motors, on Saturday, 27 June. Nico Lombard and team mate Francois CronjĂŠ took first place with their score of 45. They were followed by Ronald and RJ Kinnear with 44 points and Gerrit Nel and his team mate, Deon Grimsell with 43 points. Two clubs were played by Jacques Scholtz, Heindrich Burger, Aldo Arnaldi, Deon Grimsel, Nico Lombard and Johan van Rensburg. Theuns Adendorff and his teammate Ian Harper won the days jackpot. On Wednesday, 1 July, a 9/18 medal competition will take place, while on Saturday, 4 July, the Monthly Mug will be played. JD
