CAF Practitioners Network
Insights into the change journey with the Common Assessment Framework (CAF) of the Estonian Ministry of Culture

CAF stands for Common Assessment Framework and provides a system for better Quality and Change in Public Administrations. With the CAF Practitioners Network the CAF Centre of KDZ hosts a format to bring together CAF users from around the world to exchange professional experience and strengthening practical knowledge in implementing CAF projects.

Target Group
Public servants working in the field of public administration reform, change management, quality management, consultants, trainer and coaches etc. who want to boost their knowledge and hands-on approach in implementing CAF projects.
Objectives
• Setting the scene for international exchange of experts implementing CAF programs
• Providing hands-on knowledge in fast-lane online-sessions (all two months)
• Sharing experiences and good practices for effective change programs with the CAF
• Boosting and further development of common practices in implementing CAF programs and Professional External Feedback Procedures (PEF)
• Offering workshop designs and methodologies for CAF implementation
Content
In the upcoming meeting on 31st of March 2025, 2-3:30 p.m. (CET) the change journey of the Ministry of Culture of Estonia will be presented
The Ministry of Culture of Estonia uses the CAF model since 2022. The implementation of the CAF effectively supported the innovation approach and delivered visible results and changes for the whole organization and its culture As the main result of the implementation of CAF the first organizational strategy for the ministry was created and the vision of the ministry stated via large-scale involvement of the ministry’s people.
Reelika Väljaru, Head of Department of Strategic Planning and Innovation and Karin Närep, Development Adviser, the project managers of conducting CAF and creating the organizational strategy, will share their experiences on how they launched necessary changes in the organisation.

• How to design the most suitable CAF project plan that would help to enhance the involvement of the employees of the organization, including top management in the self-assessment process?
• How to use the results of CAF self-assessment for the creation of CAF-action plan and organizational strategy?

• How to keep the sustainability of organizational changes made?
