Two 911 Board Members Resign Two E-911 Board members submitted their resignations after the board meeting held Oct. 14. It was the first time the board had met after a judge ruled the board had violated sunshine laws pertaining to Lewis County E-911 services had been contracted out to Marion County 911. Board members Stacey Nicholas and Terry Faulconer both resigned. Nicholas and Faulconer both submitted their resignation letters to the Press-News Journal. Nicholas letter reads as follows. Effective immediately, I, Stacey Nicholas, resign from the Lewis County E-911 Board and as the Board Treasurer. It is my concern that the actions and intent of the board chair and some board members open the Lewis County 911 Board to additional and expensive legal actions, and I strongly oppose their actions. The 911 board put a great deal of time and effort into deter-
mining what was in the best interests of the citizens of Lewis County, namely that any 911 dispatching service include Emergency Medical Dispatching and have mapping capability. The board entered into a contract with the sole interested party that was able to provide those services. The contract was specifically structured so that Lewis County could provide that service at a price we could afford, but get the best service possible. With all due respect, the Lewis County Sheriff 's office had no ability to provide such services, was unwilling to provide a timeline for such services and as of the current date is currently still unable to provide such services. The position taken by the Sheriff and also these board members is that the need for these very important services are all outweighed by a need to "keep the service in the county". Unfortunately there are two high ranking employees of the Sheriff 's office who are on this
board who have previously failed to recognize and, I anticipate, will continue to fail to recognize that they have a conflict of interest and have voted and will continue to vote in a manner calculated to give this contract to the sheriff 's office without regard to whether this is in the best interests of the people of Lewis County. I feel this will ultimately be successful. I believe that this course of action subject this board to litigation. I believe there is potential criminal prosecution under RSMo 105.454. I further believe that if this board awards the contract to the Lewis County Sheriff 's office without that office being able to provide vital and necessary services such as EMD and mapping, that this board and any of its members will also be subject to civil suit. As a result of the foregoing, it is with a heavy heart that I must resign from my position. Stacey Nicholas
Terry Faulconer submitted the following: It is with great regret that I, Terry Faulconer, must resign from the Lewis County E-911 Board effective immediately. I do this of my own accord. It was my intent as a board member to help make decisions that provide the citizens of Lewis County the required, and best, service possible at an affordable cost, as well as maintaining professionalism while acting as a board member. With the recent court decision involving the lawsuit by David Parrish, taxpayer and sheriff of Lewis County, and actions of certain board members, I believe that this will expose the Lewis County E-911 Board to future lawsuits and litigation. Regretfully submitted, Terry Faulconer Connie Brundza resigned as secretary of the board, but retained her seat as board member.
Body Recovered in Mississippi River The identity of a body recovered from the Mississippi River near LaGrange is still unknown pending autopsy results but could be that of reported barge worker. Search crews had been searching the river for a missing barge worker who was believed to have fallen into the river near Gregory Landing, north of Canton on Oct. 8. Lewis County Cororner Larry Arnold said the body was found in the river near LaGrange Island, which is Adams County, Illinois. The body was brought to shore at the LaGrange riverfront boat ramp by the Missouri State Highway Patrol and then turned over to Adams County Ill., officials.
