Our commitment to Protecting Business also extends to the non-profit sector through our long-standing initiative, Boca Chamber Festival Days (BCFD). Now in its 48th year, BCFD pairs for-profit and non-profit members to raise awareness and support for charitable causes. With a month full of events on the calendar, there are countless ways to get involved, give back, and celebrate community. Turn to page 10 for more details.

Another key part of our mission to Protect Business is investing in our future workforce. For more than 30 years, the Chamber’s own Golden Bell Education Foundation has supported public education in Boca Raton, awarding nearly $2 million in grants to benefit thousands of students. From career-focused programming to hands-on experiences, Golden Bell helps students explore, prepare, and plan for success. One standout initiative is the Young Entrepreneurs Academy (YEA!), a nine-month program that empowers middle and high school students to launch real businesses with guidance from local professionals. This year, a new program was developed for the students—The Chamber Youth Committee (CYC), which will engage its teen members with in-depth mentorship, to help them further succeed personally and professionally. Read more about these programs on page 6.

HONORING OUR HEROES: FIRST RESPONDERS CELEBRATION EXPANDS TO INCLUDE COUNTY

This year’s Boynton Beach First Responders Appreciation Event marked a powerful new chapter in the Chamber’s ongoing commitment to recognizing those who protect and serve our community. What began as a city-focused tribute has now grown into a broader celebration, expanding to include Palm Beach County firefighters, EMTs, and sheriff’s deputies. The expansion reflects both the Chamber’s gratitude and the community’s recognition of the critical role these men and women play—not only in emergencies but in keeping the local economy strong. When first responders show up, businesses can stay open, residents feel safe, and visitors return. Their work is not just lifesaving—it’s foundational to economic vitality.

Held in May, the event brought together city and county leaders, business owners, and members of the

public to express their appreciation. Chamber leaders emphasized the importance of uniting city and county forces under one celebration, especially as so many of our local businesses and residents rely on both for emergency response.

“These professionals are the backbone of a safe and thriving community,” said Troy McLellan, President and CEO of the Boca/Boynton Chamber. “We’re proud to honor them not only for their heroism but for the peace of mind they provide, which allows commerce to grow and our cities to flourish.”

By expanding the reach of the event, the Chamber hopes to build stronger bridges between the business community and first responders countywide—recognizing that safety, service, and success go hand-in-hand.

The Golden Bell Education Foundation was created in 1991 by the Greater Boca Raton Chamber of Commerce's Board of Directors as a way to give back to its Chamber members. By supporting our local public schools today, we are fostering a better learning environment to cultivate a stronger generation of leaders for tomorrow. These students will go on to lead local businesses and make a positive impact on our community. The Golden Bell Education Foundation is a 501(c)(3) nonprofit organization dedicated to improving Boca Raton’s public schools by supporting students through grant programs focused on reading, literacy, and STEM.

GRANT PROGRAM

The Golden Bell Education Foundation awards grants to Boca Raton public school teachers and administrators for programs that support the development of business skills and workforce readiness. Grants are awarded annually to the most innovative and deserving programs that focus on career exploration and workforce readiness throughout Boca Raton public schools.

YOUNG ENTREPRENEURS ACADEMY (YEA!)

YEA! is an exciting program that transforms local middle and high school students into entrepreneurs. Throughout the program, students in grades 6-12 work in close partnership with local leaders of industries, community members, and educators to generate business ideas, conduct market research, write business plans, and launch their very own businesses!

YEA! Young Entreprenuers Academy Launches New Program, Chamber Youth Committee

The Golden Bell Education Foundation has long been dedicated to preparing the next generation of entrepreneurs through impactful programs like the Young Entrepreneurs Academy (YEA!). This year, that commitment deepens with the launch of the Chamber Youth Committee (CYC)—a new initiative that offers YEA! graduates continued mentorship, leadership development, and real-world business education.

Through the CYC, teen entrepreneurs gain hands-on experience navigating current business and social issues while strengthening their communication, networking, and advocacy skills. The committee empowers students to build on their entrepreneurial foundation, protect and grow their business ventures, and explore new initiatives with confidence and support.

Every August, Boca Raton and South Palm Beach County come alive with purpose and celebration during Boca Chamber Festival Days (BCFD)—a dynamic, month-long series of events that spotlight the region’s philanthropic spirit. Now in its 48th year, BCFD is a signature initiative of the Boca Chamber, bringing together the non-profit and for-profit sectors in a powerful partnership that benefits the entire community.

At the heart of BCFD is a simple yet impactful mission: to raise awareness and funds for local non-profit Chamber Members. Through a wide variety of creative and entertaining events—ranging from intimate art shows and tasting tours to energetic concerts and competitions—non-profits collaborate with for-profit businesses to host experiences that captivate and inspire.

BCFD is more than just a calendar of events; it’s a celebration of community connection and collective impact. Local residents are encouraged to move from event to event throughout August, discovering new causes, forming meaningful connections, and

supporting the charitable organizations that help shape the region’s vibrant character. This annual tradition has grown into a highly anticipated highlight of the summer, drawing media attention, strong social media engagement, and the support of civic leaders and local influencers. For non-profits, BCFD offers unmatched visibility and a chance to build lasting relationships within the community. For attendees, it’s a chance to give back—while having a great time doing it.

As BCFD enters its 48th year, its legacy of fostering collaboration and generosity continues to strengthen, proving once again that when a community comes together, everyone benefits.

BCFD’s first event will happen on August 1st at American Social, with Spirit of Giving’s “The KickOff” which will highlight not only the kick-off of BCFD, but also football season, and the Boca Raton Bowl!

We will also feature a special after-hours event hosted at the The Boca Raton’s Beach Club on August 8th to benefit The Chamber’s Golden Bell Education Foundation, in partnership with our Business Professionals Under 40 group.

We sat down with Gunster's Chairman of the Board, George S. LeMieux, to discuss the meaning of protecting business, the pride of being "Florida's Law Firm", as well as the growth and humbling experience of celebrating their 100th Anniversary.

Q. Gunster prides itself on being "Florida’s Law Firm for Business." How does this mission translate into your work in South Palm Beach County?

Palm Beach County is a dynamic hub for established companies and new ventures alike, and we see our role as both counselor and partner. We bring together deep Florida roots, statewide resources, and a personal investment in our clients’ success. Whether we’re advising on a complex transaction, helping a business navigate regulatory hurdles, or brainstorming growth strategies, our focus is always on helping local businesses seize opportunities and overcome challenges. Protecting business today goes far beyond traditional legal defense. In the current legal and economic climate, businesses face a rapidly changing landscape—whether it’s new

employment laws, data privacy concerns, or economic volatility. At Gunster, protecting business means being a forward-thinking advisor: helping clients safeguard their assets, reputation, and operations, while also positioning them to capitalize on new opportunities.

Q. How does Gunster’s work in areas like employment law, litigation, and regulatory compliance contribute to creating a more secure business climate locally?

Our litigation team is experienced in resolving disputes efficiently—whether through negotiation, arbitration, or trial—so businesses can stay focused on what they do best. But most of all, we serve as counselors to advise our clients on issues to avoid litigation. We provide counsel on issues like civil rights compliance, immigration, and non-compete regulations, ensuring our clients operate within the law and avoid reputational harm. Celebrating our 100th anniversary is a humbling reminder of the trust our clients and communities

have placed in us for generations. Gunster has grown from a local, Palm Beach County firm, to a statewide leader, adapting alongside Florida’s remarkable growth. Our longevity is a testament to our ability to anticipate change, invest in our people, and build lasting relationships. Over the years, we’ve expanded our role from traditional legal services to serving as strategic advisors in areas like private wealth, real estate, and complex litigation. We have helped shape Florida’s business climate, guided clients through both booms and busts, and remained steadfast in our mission to serve as Florida’s law firm for leaders. This milestone is both a celebration of our past and a springboard for continued innovation and impact in this state that we love.

Q. As Chairman of Gunster, what key trends are you seeing in the local and state economy that impact businesses?

Florida is experiencing dynamic change, marked by significant population growth and an influx of national and international businesses, which is driving demand for sophisticated legal services. Technology, data privacy, and cybersecurity are at the forefront as businesses adapt to digital transformation. As I noted in a letter for The Florida Council of 100, which I have the privilege of chairing for the next two years, Florida’s expanding role in the space industry—highlighted by the proposal to move NASA’s headquarters here—underscores the state’s growing importance in technology and innovation. At the same time, regulatory complexity is increasing, particularly in healthcare, trade, and financial services. These trends present both challenges and opportunities, and at Gunster, we are dedicated to helping our clients navigate them successfully.

Q. In what ways does Gunster contribute to fostering economic growth in South Palm Beach County?

We see ourselves as partners in the region’s economic vitality. Our longstanding relationship with the Boca Chamber has been invaluable. Through the Chamber, we’ve built strong relationships with business leaders, entrepreneurs, and civic organizations. This engagement keeps us attuned to the needs and priorities of the community, allows us to offer timely legal insights, and gives us opportunities to collaborate on initiatives that support economic growth. The Chamber provides a platform for networking, education, and advocacy, and our active participation has helped us broaden our reach, deepen our impact, and reinforce our commitment to serving as a trusted partner to businesses in South Palm Beach County

Q. How does Gunster plan to continue its impact on Florida’s economic development in the next decade? Or century!

Looking ahead, we’re committed to building on our legacy to innovate and lead in Florida’s legal and business communities. From a modest two-lawyer office in West Palm Beach 100 years ago, to now more than 320 attorneys and professionals, and over 600 team members working from 13 offices statewide, we are committed to Florida and its success. Our vision includes investing in cutting-edge technology, expanding our presence in key markets, and developing new practice areas to meet the evolving needs of our clients. We are focused on recruiting and developing top talent, fostering a culture of excellence and collaboration, and deepening our engagement with community and economic development initiatives. FLORIDA'S 2025 LEGISLATIVE SESSION: THE CHAMBER’S ADVOCACY IN ACTION

The 2025 Florida legislative session was a whirlwind of policy debates, budget negotiations, and pivotal decisions impacting the state's business landscape. Amidst this flurry, the Boca Raton/Boynton Beach Chamber stood as a steadfast advocate, ensuring that the voice of the business community resonated in every corridor of power.

LEGISLATIVE HIGHLIGHTS:

The Legislature concluded the extended 2025 Legislative Session with the total elimination of the Business Rent Tax. The Boca Chamber has championed efforts to end this “Florida-Only” tax on local businesses for nearly a decade!

After 105 days, the 2025 Legislative Session ended “sine die.” Originally scheduled to end May 2, the Legislature extended the 2025 Legislative Session to continue work on the state’s FY 2025-2026 budget.

Florida’s 2025 Legislative Session by the Numbers:

• 1,959 Bills and PCBs filed; over 265 bills passed both chambers

• $115.1 budget passed with a $1.3 billion tax reduction package - featuring a $1.3 billion tax cut package that notably eliminates the Business Rent Tax and delivers sales tax holidays for essentials

The session also funded disaster resilience, allocating $280 million to the My Safe Florida Home program—up from $200 million last year—helping homeowners harden properties and potentially reduce insurance costs.

Small business interests scored a win through initiatives to reduce the tangible personal property tax. A big focus was also put on defending tort reform protections.

Regulatory reform remained front and center with bills to streamline community redevelopment and professional licensure.

All-in-all, the 2025 session advanced pro-business efforts by shoring up tax relief, regulatory efficiency, and business resilience—with a watchful eye on budget discipline and hurricane preparedness.

THE CHAMBER: CRAFTING AND CHAMPIONING THE BUSINESS AGENDA

At the heart of these legislative developments was the proactive engagement of The Chamber. Each year, The Chamber collaborates with its members to craft a comprehensive Legislative Business Agenda, reflecting the collective priorities of the local business community.

Key components of the 2025 agenda included:

• Promoting Affordable Housing: Advocating policies that support the development of housing accessible to the workforce.

• Reducing Regulatory Red Tape: Pushing for streamlined processes to facilitate business operations and growth.

• Enhancing Workforce Development: Supporting educational initiatives and training programs to equip the workforce with necessary skills.

Once the agenda is set, The Chamber's team works tirelessly, engaging with elected officials at the city, county, and state levels to ensure these priorities are front and center in policy discussions.
