As we celebrate this staging of Expo Jamaica, I am honoured to celebrate the work of the Jamaica Manufacturers and Exporters Association in bringing Brand Jamaica to the world.

Through efforts such as Expo Jamaica we are able to see a snapshot of thousands of products and services Jamaica offers to the world, though beautifully curated booths and presentations. This year Expo Jamaica is highlighting the best of us. Under the theme “Connecting Jamaica to the World”- the Jamaica Manufacturers and Exporters Association, has been integral in that regard hence this year’s theme is fitting.

Jamaica is renowned for its vibrant culture, rich history, and diverse natural resources, and Expo Jamaica provides an opportunity to showcase these unique attributes to the world. Expo highlights benchmark Jamaican products such as; Jamaican Blue Mountain coffee, Rum, Jamaican Jerk, Reggae music, and sports, which have gained international recognition and acclaim.

Our motto, ‘Out of Many, One People’, speaks not only to the multiplicity of ethnicities within our culture, but our individual and combined talents that aid in Connecting Jamaica to the World. As Jamaicans we are able to ‘tun our hand mek fashion’- and whatever we put our minds and hearts to is ‘world-renowned’. The impact of Jamaica on the world goes beyond these famous products and individuals.

As we celebrate the impact Jamaica has on the world, I encourage everyone to support and uplift Brand Jamaica.

I extend warm commendations to the Jamaica Manufacturers and Exporters Association (JMEA) as you deliver the largest exhibition and trade show in the Caribbean, Expo Jamaica. This marks a remarkable milestone in your outstanding journey.

Expo Jamaica is an exceptional initiative which enables operators in the business community, locally, in the diaspora and internationally, to network and capitalize on trade and investment opportunities, all while the best of our manufacturing sector is highlighted.

Importantly, Expo Jamaica provides marketing and public relations opportunities for emerging businesses while contributing to the growth of the local industry and the strengthening and expansion of Jamaica’s trade relations.

Thanks to quality planning and execution, Expo Jamaica has become a staple and a national calendar event. Thousands of Jamaicans are drawn to Expo Jamaica each year as they learn more about the local manufacturing sector and discover new products and services that can contribute to their improved quality of life.

Like the many Jamaicans who pour into the National Arena and Indoor Sports Centre annually, I look forward to the multisectoral exposition of manufacturers, innovators, service providers, primary producers, exporters, and industry partners.

Notably, with a membership of over 400 diverse companies, the JMEA has dedicated itself to growing the reach and impact of its members by facilitating breakthroughs into new markets and increasing revenue opportunities. In this regard, Expo Jamaica represents an essential part of the overall strategy of the JMEA.

Of course, an Expo of this magnitude brings even greater awareness to Brand Jamaica. I am pleased

that it consistently attracts many persons with various interests and exposes them to our local offerings.

So, as the JMEA hosts Expo Jamaica 2023 under the theme, “Connecting the World to Jamaica”, I expect it to be a resounding success in keeping with the mission and objectives of the JMEA to foster growth and development through our local manufacturing sector. See

I wish to congratulate the Jamaica Manufacturers and Exporters Association (JMEA) on this staging of Expo Jamaica.

Expo Jamaica is an important platform for showcasing Jamaica’s products and services to a global audience, and for forging new business partnerships that can help to drive our economy forward. By bringing regional and international attention to what Jamaica has to offer in terms of goods and services, Expo Jamaica provides opportunities for Jamaican businesses to establish relationships with new customers and penetrate new markets. If executed successfully, this will lead to further investment in expansion and higher levels of productivity.

This is also an opportunity for us to reflect on the challenges that we face as a nation, and to work together to overcome them. The State must join with industry associations and economic actors to support their successful and sustainable growth, and to establish new bridges of commercial collaboration with our international partners.

We must also invest in our people, providing them with the education and skills they need to compete in the global marketplace and move up the value chain to achieve greater personal development and prosperity. This, together with the strategic assimilation of emerging technologies, can positively transform the fortunes of our country in the years to come.

This year, Expo Jamaica will be hosted under the theme, “Connecting the World to Jamaica” which is particularly relevant as we aim to promote Brand Jamaica and expose local entrepreneurs and businesses to international opportunities.

I take this opportunity to encourage the Government to pursue meaningful policy development, through fulsome consultation with business practitioners, to improve the overall commercial ecosystem in which our economic actors operate. I also take this opportunity to encourage all participants to use this Expo as an opportunity to explore new possibilities, expand our horizons as what is achievable, and build new connections with the world.

SENATOR THE HONOURABLE AUBYN HILL

I am pleased, as Minister of Industry, Investment and Commerce – Jamaica’s Business Ministry, to extend heartiest congratulations to the Jamaica Manufacturers and Exporters Association (JMEA) on this staging of Expo Jamaica on April 27 – 30, 2023. This event, the largest exposition and trade show in the English-speaking Caribbean, brings together the very best of our local manufacturers, service providers, exporters and tourism players along with local and international buyers, for meaningful business and trade opportunities.

It is deliberate that the Ministry of Industry, Investment and Commerce (MIIC) the lead sponsor Expo Jamaica 2023 under the theme, “Connecting the World to Jamaica”. Jamaica must increase our exports substantially if we are to achieve well above average economic growth. My Ministry’s identification with this stellar event is to underscore our commitment to the manufacturing and service sectors, including our micro small and medium sized enterprises (MSMEs).

Much has happened since 1971 when the show was first staged by the Jamaica Manufacturers Association (JMA), under the leadership of Charles Henderson-Davis. In 1972, the JMA partnered with the Jamaica Exporters Association (JEA), and in 1982, with a focus on the export market there were manufacturers from outside of Jamaica. The partnership and the synergy between the JMA and the JEA in staging this premier event was deepened over time, leading to both organizations formally merging in 2018 thereby providing a more holistic representation for their members.

JAMPRO, one of our 20 agencies, has given continuous and valuable support to this event since 1996. JAMPRO promotes the show internationally, fosters linkages with hotels and the distributive trade and recruits buyers to help expand export

sales. Several of our other agencies have also been very long champions of Expo Jamaica. I am thrilled that all our divisions, Departments and Agencies will be full participants in powering Jamaican businesses to access the world!

Our commitment is to make doing business in Jamaica and exporting to the world much easier and profitable. Our policies, plans, programmes and projects are all strategically aligned to ensure that these expected outcomes happen.

As Jamaica’s Business Ministry, our agencies and I participate in this staging of Expo Jamaica, we congratulate the organizers, commend the sponsors and exhibitors, and welcome all our international participants and the thousands of consumers that will visit the show. I wish for everyone a successful and rewarding time at Expo Jamaica 2023.

The leadership of the JMEA must be congratulated for staging this year’s Expo following on the challenges faced by many of its members, some of whom will not be participating in this edition of Expo, as a result of the impact on their businesses resulting from the COVID-19 pandemic. It is estimated that some forty (40%) of micro, small & medium size businesses have been rendered insolvent, or are otherwise struggling to stay afloat from the pandemic. Therefore, to mount this year’s edition of Expo against the previous high standards set for the event speaks to the resilience of the manufacturing and export sectors in bouncing back from the extreme challenges posed to businesses globally, regionally and locally by broken supply chains, elevated inflation and an uncertain economic environment.

To stage this signature event, in the best of times, is a logistical and administrative challenge. But to do so within a year of the dismantling of government imposed safety measures to protect workers, households and consumers from the disease spread, is a feat. Kudos is due to the membership of the JMEA and invited participants as well, for responding positively to the call for exhibits, especially this year. Your presence at this year’s edition of Expo attests to your firm- level management acumen in meeting and overcoming the challenges of the pandemic, high inflation, supply shortages and port bottlenecks. Expo 2023, therefore, is your opportunity to announce to Jamaica, the region and the world that you have not only survived the ravages of COVID-19 and more, but that you are stronger, more determined and better prepared, and are open to do business.

It is my expectation that this year’s edition of Expo will exceed its usual high standards and generate the buzz and excitement that usually awaits the several buyers and consumers of the products on display for the four days scheduled for Expo 2023. My best wishes for the success of this event and for the continued growth and development of the JMEA and its members.

The Rich History

OF EXPO JAMAICA

Expo was first held in 1971 under the leadership of then Jamaica Manufacturers Association (JMA) President, Charles Henderson-Davis, and was dubbed “Industry in Action”. In 1972 the event was strengthened through partnership as for the first time, it was being staged jointly by the JMA and the Jamaica Exporters Association (JEA).

The 1982 Expo became the first show geared towards the export market and one which saw the participation of manufacturers from outside of Jamaica. The show therefore provided the perfect opportunity for networking and establishing profitable business relationships. Expo earned another strong partner in 1996 when JAMPRO joined forces to promote the event as a trade show that attracts international buyers aimed at boosting export sales, also to strengthen linkages with local hoteliers and distributors.

With the country missing this unique event that provided great opportunities to the business community, after an 8-year hiatus, in 2004, the JMA and JEA reignited their efforts to host the JMA/JEA Expo, under the theme “Buy Jamaican, Build Jamaica.” The tradeshow sought to educate and increase

awareness and market share of the plethora of world class goods and services available locally as well as market these commodities on an international level. The Jamaican Agricultural Society (JAS) also partnered with both Associations to highlight the link between agriculture, manufacturers, and exporters and to encourage consumers to “Eat Jamaican!”

In 2010 the JMA/JEA Expo was rebranded to Expo Jamaica, which proudly grew into the largest trade and exhibition show in the English-speaking Caribbean. Its uniqueness makes it the only place to find the highest quality of Jamaican manufactured goods coupled with key service providers that constantly create business opportunities.

2016 was a pivotal year for Expo Jamaica! The increased demand for exhibition space resulted in the event being hosted at both the National Arena and the National Indoor Sports Centre which created an additional ninety (90) booth spaces. Other elements of the show were enhanced with Caribbean Broilers sponsored the first Expo Jamaica Farmer’s Market and Food Court. Over four hundred and fifty (450) buyers and over two hundred (200) exhibiting companies had the benefit of experiencing these milestones.

Understanding the importance of breaking barriers, the JMA and JEA ensured that Expo Jamaica 2018 did just that under the theme, “Advancing Breakthroughs.” Technology was the centerpiece of the trade show where for the first time in the history of the show, there was an online portal which facilitated online ticket sales, booking booth spaces, business to business matchmaking, and payments. Other new features of the show were the Park and Ride, Jamaica Emerging Manufacturers and Services (JEMS) Village and the JEMS Mini Exhibition. Expo Jamaica 2018 recorded in its history books the public announcement of the JMA and JEA merger to form the Jamaica Manufacturers and Exporters Association (JMEA). That year the

show attracted 21,500 consumers and 568 buyers. With the unfortunate disruption of the trade show due to the COVID-19 Pandemic in 2020, which resulted in halt of public events, Expo Jamaica 2023 is expected to reemerge with record breaking numbers of exhibitors, buyers and consumers, to make it the biggest staging, yet. True to its theme, Expo Jamaica 2023 will definitely be “Connecting the World to Jamaica”. For the first time there are buyers from Sweeden, Yugoslavia, Oman, amongst other countries.

Paulette Rhoden

A BEACON OF EXPO JAMAICA

Mrs. Paulette Rhoden, O.D. joined the JMA in 1979,

having just formed Crimson Dawn Manufacturing Company Ltd. In 1981, ten years after the first staging of Expo, she joined the Expo Committee as planning commenced for the JMA Expo in 1982 which was more geared towards exports.

Mrs. Rhoden was a staunch believer in the JMA as she preached that being a member keeps you in contact with new ideas and that the JMA is always there with solid solutions, for members facing challenges. Mrs. Rhoden was a key spokesperson on export and will always be known for her active role on the Expo Jamaica committee.

2018 marked her 35 years of dedicated service to Expo Jamaica. Mrs. Rhoden will always be remembered for her passion, helpfulness and devotion to Expo Jamaica.

JAMAICA’S EXPORT STATUS AT A GLANCE

Jamaica has been grappling with an unfavorable balance of trade gap for the greater part of a century and this highly unfavorable and unsustainable situation persists. At the end of 2021, Jamaica recorded imports valued at USD5.975 billion, and exported USD1.441 billion, resulting in a trade deficit of USD4.534 billion. This level of deficit is extremely alarming and demands that every Jamaican come into the realization of the impending danger this situation poses to the socioeconomic well-being of current and succeeding generations of Jamaicans.

There are several strategies that can contribute to closing our trade gap, among the often talked about are import substitution and curbing our appetite for imported goods etc. However, undoubtedly, the most effective way of narrowing the trade gap is increasing our export and developing a bias for imports of goods and services that will contribute to growth in exports. The proven export-led growth hypothesis (ELGH) postulated that export expansion is one of the main determinants of economic growth. It is therefore imperative that Jamaica seeks export growth for greater economic development. There are numerous countries that have adopted export-led growth strategies and are reaping the benefits. Countries such as China, Ireland, South Korea, Singapore, Hong Kong, Vietnam are examples of export-oriented economies.

The Ministry of Industry, Investment, and Commerce (MIIC), dubbed “Jamaica’s Business Ministry”, is the parent to the Trade Board Limited (TBL). MIIC, under the leadership of Senator the Hon. Aubyn Hill, Minister of Industry, Investment, and Commerce, is fully cognizant of the need for Jamaica to achieve sustainable growth, based on an export-oriented economy. Therefore, The TBL is redoubling its effort to support the growth in exports.

What is the TBL doing?

As a trade facilitatory and regulatory entity, the TBL continues to contribute to a simplification of the export process. More importantly, The TBL provides the necessary trade-related information and know how to make export an easily understood process for our Jamaican businesses. There are several initiatives that are in progress and at varying stages of development. The following are among the main developments:

Step-up Export Initiative:

This initiative is improving existing and potential exporters’ knowledge about the benefits of the nine (9) Trade Agreements, comprising of bilateral, regional, and multilateral agreements for which The TBL has custody. This involves sending expert teams into the field to interact directly with potential and existing exporters and to offer hand-holding services where necessary. To date, over 102 companies have been visited by our team with encouraging feedbacks.

Establishment of an Export Academy

The TBL’s interaction with manufacturers revealed that there are businesses who could export but refrain from doing so because they do not have the requisite knowledge. The TBL is in the process of establishing an online Export Academy to bridge the knowledge gap that will reduce the uncertainty about how to export and to give businesses the tools and confidence to seek out export opportunities globally. The Export Academy will be accessible as a free online service and is scheduled to be completed in July 2023.

Provision of Global Market Intelligence and Compliance Information

The TBL is also working on a project that will provide market intelligence and trade compliance information for markets around the world. At the completion of the project in the 2nd Quarter of the 2023/24 Financial Year, through The TBL, Jamaican businesses who register with The TBL for the service will be able to go online and identify target markets for their products and services, access relevant market intelligence and compliance information necessary. In addition, industry specific information will be accessible as well as assistance in finding new business opportunities and counterparts.

Reforming for greater efficiency

The TBL is also striving for greater operational efficiency through the digitalization of all its processes with priority given to those processes that impact export. An example was the digitalization of the product analysis form, which has significantly sped up the process of product analysis and assessment for compliance to the criteria of the respective trade agreements.

Working in close collaboration with export-focused stakeholder groups

Through continued reform in our operations and collaborative efforts with export-focused stakeholder groups, The TBL will continue to innovate and strengthen its support for Jamaica’s push to grow exports as an imperative. As such, The TBL remains grateful for the strong partnership established with the Jamaica Manufacturers and Exporters Association (JMEA). The Expo Jamaica Guru

The Jamaica Manufacturers and Exporters Association (JMEA) has been resilient in its operations for over 75 years, and this is largely due to the cadre of individuals who work tirelessly to maintain the Association’s purpose and value. One such person is Deryck Rose, a stalwart and devoted member who became affiliated with the Jamaica Exporters Association (JEA) before its merger with the Jamaica Manufacturers Association to form the JMEA. Deryck was instrumental in the merger between both associations to form the JMEA.

Deryck joined the JEA in 1978 and assumed responsibilities as Expo Jamaica Co-chair from 1982 through to 1994; his passion for the tradeshow landed him the Co-chair title once again in 2002 and 2004. Since then, he has passionately served on the Expo Jamaica Committee in roles such as the Project Manager. As the largest exhibition and trade show in the English-speaking Caribbean, Expo Jamaica comes with its huge set of responsibilities, with only a small efficient and committed number of persons, mostly volunteers, that takes on this mantle. But no one comes as close as Deryck, who describes the event as his bundle of joy.

ROSE

When asked how he became a part of the manufacturing and export industry, Deryck believes he was inveigled. “I worked in finance and most of my clients were members and past presidents of the JEA and they encouraged, no, they inveigled me to join as a member and then I went into the carpet industry where we exported to the Caribbean,” Deryck fondly shared. Inveigled or not, Deryck saw the need to improve his country through economic sustenance and never left. Outside of Expo Jamaica, he has served diligently in the esteemed capacity of President for the JEA and the position of Treasurer, a post he held for 15 years. Currently, Deryck serves the JMEA as part of the Finance and Governance Committee.

For Expo Jamaica 2023, Deryck is wearing the hat of a Project Consultant, as he looks to pass the baton seamlessly, to a new Project Manager, through his mentorship. Being almost a fresh team, Deryck takes pride in sharing his wealth of knowledge in making the tradeshow a success. Notably, this is the first staging of an in-person Expo Jamaica since the onset of the COVID-19 Pandemic in March 2020 as national restrictions implemented a few weeks before the show scheduled for April 2020, which resulted in it been canceled. Proudly noting that he is 76, not out, with over 40 years working closely on Expo Jamaica, Deryck is synonymous with the event. Undoubtedly, his expertise and contribution are key to ensuring the standards of Expo Jamaica are maintained and exceeded over the years. Given Expo Jamaica is his bundle of joy, Deryck is most proud of the growth he has witnessed with each staging. “It [Expo Jamaica] has grown, people are much more aware of the show, and it has helped a lot of companies when it comes on to exports,” he expressed. As it relates to challenges, Deryck notes that the biggest challenge he has

experienced through the years in his varied roles is having the exhibitors’ complete constructions of their booth in time for the opening day of Expo Jamaica. Simple put by Deryck, “all hammers must be put down before the clock strikes 12am, or midnight on the opening day of the show.” Having been a stickler for this over the years, with him whispering that this year is his very last show, he is most looking forward to seeing if this challenge will be a part of Expo Jamaica 2023 or for the first time, it will be resolved.

With few people having his level of commitment to any one thing in their lives, when asked why the JMEA and Expo Jamaica, Deryck quickly responded in the affirmative, “if there was no JMEA, there would be no advocacy for the productive sector. When a problem arises, we are there; JMEA helps businesses to better prepare for the future. Similarly, Expo Jamaica gives a certain level of exposure because we have a space with over 20,000 plus individuals passing through including over 500 international and local buyers that are looking to source products for domestic and export markets. You never know what will and can happen for your business.”

Described as an all-rounder, Deryck is a past president of the Wolmer’s Old Boys School. Being the Chairman of Tydixion  primary school for over 20 years, and currently sits on various committees

Socially, he was involved in hockey and a fun fact, he played squash in his formative years.

JMEA MANUFACTURING COMPENSATION AND BENEFITS SURVEY

As the manufacturing industry continues to evolve, it is essential for businesses to remain competitive in terms of compensation and benefits packages to attract the relevant skillsets to operate. In 2021, 62% of workers around the world ranked compensation and benefits packages as the top factor for joining or leaving companies in the manufacturing industry. As such, given the current labour shortage being experienced, it is crucial for local businesses to evaluate their compensation packages and adjust to attract and retain top talent.

The Jamaica Manufacturers and Exporters Association (JMEA) has commissioned a survey of compensation and benefits in the manufacturing industry in Jamaica. Conducted by the consultancy firm Market Research Services Ltd. (MRSL), this study will involve data collection from local companies, both member and non-member of the Association, spanning from micro to large businesses. It is expected that the survey will cover 95 job titles, from corporate to technical and at various levels, from the junior to senior classifications.

This survey is a valuable tool for both employers and employees in the industry. The results of the survey will provide a benchmark which both groups can compare. This will help businesses to identify any areas where they may be falling behind their competitors and make the necessary adjustments to attract and retain talent. The survey will provide insights into what companies of various sizes give employes as a mixture of salaries and other benefits to enable companies to better tailor their packages to meet the expectations of the workforce.

For employees, the survey will provide valuable information on what they can expect in terms of compensation and benefits packages in the manufacturing industry. This will help them to make informed decisions about their careers and

negotiate better terms with their employers.

The survey is particularly important as the last comprehensive, employee compensation survey in Jamaica was done nine years ago. There has never been a survey targeting the manufacturing sector. Our expectation is that this inaugural industry study will provide businesses with up-todate information on compensation and benefits packages and will help them to remain competitive in a rapidly changing market. We encourage both members and nonmembers to readily participate in the survey as the data will be a valuable resource to help businesses to improve their packages and attract top talent, also contributing to a better understanding of the industry.

As the talent landscape becomes more competitive, the JMEA’s decision to commission this survey is a timely and important one. By participating in this study, employers will not only be helping themselves but also contributing to a better understanding of the industry because we live in an era that data matters, as it help us to make the most informed decisions. JAMAICA CUSTOMS ENSURING SUSTAINABILITY IN THE GLOBAL SUPPLY CHAIN

With a continued focus on recovery, as a global leader, the JCA has demonstrated its ability to leverage technology by remaining resilient, adaptive, and responsive to local and global demands.

The COVID-19 pandemic brought major disruptions to the global supply chain, which was further worsened by the war in Europe. Importantly, as gatekeepers, Customs is positioned to drive supply chain recovery through collaboration, as reconstruction will not be achieved in silos, but rather through the collaboration of expertise from all border agencies and related stakeholders. Coordinated border management should be further institutionalised at the national and international levels, reinforced by the implementation of WCO tools and instruments that support such measures.

The Jamaica Customs Agency (JCA) implemented the SAFE Framework, and was a regional pioneer

in launching the Agency’s AEO programme in 2009. After fulfilling the necessary security requirements associated with WCO supply chain security standards, Jamaica re-launched its AEO programme in 2014, giving traders the opportunity to partner with the JCA in securing the supply chain. Today, the AEO programme remains robust, efficient, and effective.

The ability to do business with the JCA is also enhanced by its online payment options such as e-payment, direct bank transfer, and prepayment services. Customers also benefit from the online scheduling of appointments which facilitates interactions with Customs in areas such as

Valuation, Post Clearance Audit, and the processing of Returning Residents.

Things will never return to pre-pandemic era, therefore, advancing technology as the way forward and investing in innovation should be prioritised by all Customs administrations. The pandemic has certainly amplified the need for linking technology to creating a more efficient international trading process.

With renewed vision, Jamaica Customs will enter the future and continue to utilise nonintrusive inspection and embark on the mainstream implementation of disruptive technologies such as blockchain, artificial intelligence, and sensors, among others. By embracing technological advances, tangible benefits can be provided in terms of collecting, combining, sharing, and analysing data which should be maximised by all officials.

The JCA has long seen the importance of integrating technology into its operations, and

is deliberate in its drive towards incorporating the latest technologies, within its resources, to aid in the renewal process. The use of electronic platforms and online channels serves to better secure and facilitate trade, directly benefitting the JCA’s stakeholders.

The JCA is the lead agency for the Jamaica Single Window for Trade (JSWIFT), which is an electronic platform that allows traders to submit transactional information through a single access point, providing services to support regulatory requirements for crossborder trade in Jamaica. This facilitates a onestop shop for all regulatory requirements in collaboration with the issuing Government Ministry, Department, or Agency.

Another collaboration of the JCA is with the Port Authority of Jamaica on the integration of the Port Community System (PCS) and ASYCUDA World. This melding of systems creates a streamlined and efficient operating platform

for the maritime community through the automation of port and logistics processes. Transport and logistics supply chains are thus connected through a single electronic submission, which simplifies and accelerates the Customs clearance process.

The JCA remains current with all international commitments, promoting the well-being of its human capital. Through the Agency’s core values, CAPIT (Customer-focused, Accountability, Professionalism, Integrity, and Transparency) the JCA guides its interactions with stakeholders in relation to the delivery of all services. The JCA is on a clear path to improving the lives of its stakeholders through digital innovation and remains committed to its mandates of trade facilitation, border protection, and revenue collection. Against this background, the agency will therefore continue to ensure the sustainability of the global supply chain, through increased innovation and technology.

JAMAICA CUSTOMS

The Jamaica Customs Agency, the lead implementation agency for the Jamaica Single Window for Trade (JSWIFT), continues to reengineer business processes to eliminate duplications in order to provide a single, integrated access point for traders and their agents.

The first-of-its-kind initiative in Jamaica, JSWIFT is being completed in phases.

Andre Williams, Chief Information Officer at Jamaica Customs says “the first phase will include eight agencies, meanwhile, the second phase will thereafter include an additional 12 agencies for the full automation of all services to obtain a licence, permit, certificate, or other approval to engage in cross-border trade.”

The project’s key benefits will include data harmonisation and standardisation across the various Border Regulatory Agencies (BRAs), while reducing documentary requirements with a single point for submission and payment of all licences, permits, certificates, and other approvals.

Mr. Williams also noted that “the implementation of JSWIFT will be significant to the further improvement of service delivery across BRAs, thereby enhancing trade facilitation.”

The Jamaica Customs Agency, working in collaboration with other BRAs, will continue its thrust to increase efficiency in trade, while “keeping our customers in focus.”

EMERGING SUB-SECTORS CANNABIS & COSMETICS

Jamaica is considered to be one of the top business destinations in the English-speaking Caribbean. This can be seen in the impressive number of businesses ranging from large to small companies that are making the choice to establish operations on this esteemed land of wood and water – the beautiful island of Jamaica.

The island’s well built and secure investment climate is supported by two main economic sectors – services and good producing. The services include but are not limited to tourism, financial services, restaurants, distributive trades, and real estate. Likewise, good producing includes agriculture, mining, manufacturing and construction. These sectors along with a diversified market economy and strong governmental backing, keep our investors happy.

Within these sectors are emerging industries or emerging sub-sectors. This is defined as “a group of companies in a line of business formed around a new product or idea that is in the early stages of development. An emerging industry typically consists of just a few companies and is often centered around new technology.” Two key factors used to define an emerging industry are early-stage development, and high growth and market potential where most of the growth is yet to be materialised. On this premise, it is easy to identify two new emerging sub-sectors in the

local economy – cannabis and cosmetics. These two industries are poised as new and exciting opportunities for Jamaica’s development.

Cannabis

In 2020, the Planning Institute of Jamaica (PIOJ) estimated the global cannabis market to be valued at US$20.5 billion in 2020 and is projected to reach US$ 90.4 billion by 2026, recording a compound annual growth rate (CAGR) of 28.0 per cent, in terms of value. Through our music and culture, Jamaica has been recognized widely for cannabis, dubbed marijuana locally. It could be therefore seen as the only way to go when Jamaica entered the market.

Globally, the cannabis industry is in its growth phase however, Jamaica prides itself in being the first in the region to embark on a formal medicinal cannabis industry. In February 2022, the first legal transshipment of Cannabis was facilitated through Jamaica. This development has set the stage for Jamaica to become the hub of legal transshipment of cannabis for medical purposes.

The industry has attracted many large players and investors in recent years. The Cannabis Licensing Authority has issued over 80 licenses to companies and organizations for varied reasons such as cultivation, retail, research and development, and

processing. Additionally, there are more than 30 Cannabis dispensaries or retail shops in Jamaica, the majority of which offer extractions, cannabidiol (CBD) oil and smoking paraphernalia. The Bureau of Standards Jamaica (BSJ) has conveyed support for this industry by recently developing and establishing standards to provide guidelines and safeguards for cannabis consumers and to help companies prepare their operations for export markets.

As with any emerging sub-sector, there are some hurdles to be crossed. Banking remains the number one challenge for the global cannabis industry, but legislative changes on the international scale are expected to change the landscape of the industry soon. Nevertheless, this emerging industry can be viewed as a local economic enabler and will position the country in an impressive light.

Cosmetics

Cosmetics is a relatively new emerging export sector. The Jamaica cosmetics industry comprises primarily micro, small, medium enterprises (MSMEs) with relatively small operations but producing high quality, high value products using primarily natural

ingredients. There is added focus on manufacturers of natural products in cosmetics and hair care. These manufacturers utilize local raw materials such as castor oil, lemon grass, cerassee, aloe vera, sorrel, honey, coconut oil and pimento oil.

The recently launched National Five-Year Manufacturing Growth Strategy for Jamaica outlined six key output segments for focus primarily based on the ability to drive export volumes and significant opportunity for import replacement in the domestic market. Of these six industries, cosmetics were noted as emerging in the Strategy. According to PIOJ, cosmetics have become an indispensable feature of the modern lifestyle. The global cosmetics market was valued at $380.2 billion in 2019, and is projected to reach $463.5 billion by 2027, growing approximately by 5.3 per cent between 2021 and 2027.

Various products in this industry are manufactured in Jamaica for exports such as hair care products – shampoos, hair growth serums, hair butters, etc.; deodorants; body care products – lotions, scrubs, etc.; make-up – lipstick, eyeshadows, etc. Information from JAMPRO, Expo Jamaica’s buyer recruitment partner, also indicates a strong export interest as more than 50 new Jamaican hair care and skincare products were introduced into the US market in 2019. These markets have a high demand for authentic Jamaican products, especially the Jamaican Black Castor Oil.

However, as a relatively new emerging export sector, more research needs to be conducted to establish the scientific potency of local raw materials and, importantly, to establish trademarks. Such actions would help to strengthen the sector and establish Jamaica as a dominant player in the global cosmetics industry.
