It’s a great time to take advantage of PERC’s FREE on-demand online courses. Send your staff to summer school with a huge number of courses available in the Propane Learning Center (page 8).
It’s also a good time to schedule your days off and coverage (and book your hotel) for the upcoming Crossroads Propane Expo + Conference, August 7-9, in Galveston (page 14). We have some amazing things in store for our annual gathering.

Summer School: FREE OnDemand Training for the Propane Industry
Looking to boost your team’s skills this summer? The Propane Education & Research Council (PERC) offers an entire library of free online courses through the Propane Learning Center. These flexible, self-paced modules are tailored to job roles across the propane industry, helping your team stay sharp and compliant—whether they’re drivers, technicians, or customer service reps.
The online training center has a learning path with certain courses assigned to each so that each employee position can take the courses tailored to them.

Over 81,000 unique users have accessed the Learning Center to date. Together, they’ve completed over 313,000 CETP/PEP modules and 183,000 safety modules, with each course averaging just 20 minutes.
“The PEP program is designed in small bites,” says Eric Kuster, PERC’s Senior VP of Safety, Education, and Compliance. “You don’t have to take a full course. You can do just one 20-minute module—say, on leak checks or adding methanol—and get exactly what you need.”
Each module can be used:

• In group settings with downloadable PowerPoints and student workbooks
The modules are a great way to augment propane employee training beyond what the Railroad Commission of Texas requires.

What’s Next for the Learning Center?
Big things are in the pipeline for the Propane Learning Center: 50+ New Modules Incoming
The Learning Center will soon expand its catalog with more than 50 new modules, starting with plant operations. Updated from older content, these will provide more modern, relevant guidance for dayto-day operations.
Underground Leak Testing Training
A new module on barhole testing and troubleshooting underground leaks is under development. It addresses a long-standing need in the field.
Manager Training Program
PERC is also building a training path specifically for managers, based on the updated compliance manual. This initiative will not only teach what the regulations are, but why they matter—and how managers can lead a culture of safety from the top down.

In today’s competitive job market, employers face a constant struggle to attract and hire qualified workers. However, oftentimes, much less emphasis is provided to retaining good talent. This can lead to high turnover rates and a decline in employee morale, ultimately hurting the organization’s overall success.
This article aims to provide suggestions for employers to not only attract and hire qualified workers, but also to ensure their long-term retention.
Invest in finding the right fit
For employers, a robust hiring process is paramount to ensuring successful long-term retention. Rather than making a hasty decision with the hope of correcting it later, employers must invest in a comprehensive process from the outset. This begins by clearly defining the goals of the position and identifying the specific skills, behaviors, and competencies required to achieve those goals.
To identify the most qualified candidates, employers should conduct thorough interviews, asking targeted questions about both job skills and candidate attitude. This involves prioritizing active listening and paying close attention to non-verbal cues like body language and eye contact. Moreover, employers should recognize that soft skills like motivation and attitude are equally important for a candidate as compared to hard skills such as math, literacy, and problem solving.
Onboard new hires by providing

Employers must ensure that their policies are communicated effectively to employees, ensuring understanding and comprehension. Clear and straightforward language should be used to explain company expectations. Active management helps to identify employees ready for greater responsibility and to quickly address any morale concerns. Providing meaningful feedback is crucial. Positive reinforcement for good work encourages employees to proactively address areas for improvement. When mistakes occur, address them promptly and constructively. The ultimate goal is to support employee growth and enhance overall performance.
Communicate growth opportunities to your employees
While competitive salaries are vital, employers should recognize that top performers are also motivated by benefits that go beyond money. These individuals seek stimulating work, opportunities to learn and grow, and work-life balance. Offering unique and valuable benefits can make your organization stand out. However, be transparent about what you can

offer, and avoid making promises you can’t keep, as this can damage employee trust and morale.
Promptly address performance issues
Don’t wait for performance issues to become major problems. Address them promptly and decisively. Early intervention can save significant time and effort later. While addressing underperformance requires a time investment, ignoring it can have serious consequences, including a decline in overall productivity and morale. Remember, top performers notice these issues and can feel burdened when others aren’t pulling their weight.
Avoid vague or general statements with respect to employee feedback
To improve performance, start by clearly identifying the problem. Focus on specific behaviors that impact work, not vague judgments. Instead of saying “you have a bad attitude,” provide concrete examples like “you were seen on personal calls during work hours when colleagues needed help meeting a deadline.” This emphasizes behaviors the employee can control. Follow your company’s disciplinary policy, document everything in writing, and be clear about the consequences of continued poor performance. Strong, objective documentation is crucial for protecting the company.
Respect the work life balance
Small details matter when it comes to employee satisfaction and retention. Many employees juggle family responsibilities alongside their work. Offering family-friendly programs can make a workplace stand out and attract top talent. These programs could include flexible schedules like flextime and compressed workweeks which help employees better manage their time. By offering such options, companies can create a supportive and attractive work environment that helps employees thrive.

President Signs
Household Water Heater Legislation

Last month, President Trump signed several pieces of legislation under the Congressional Review Act (CRA) overturning Biden-era efficiency rules, including for household water heaters. The CRA allows Congress, with the President’s signature, to roll back recently finalized federal rules. This move comes after President Trump released several executive orders announcing policies promoting energy neutrality and opposing appliance efficiency standards.
The National Propane Gas Association (NPGA) is a petitioner in ongoing litigation challenging this water heater regulation and welcomes the President and Congress’s action overturning these regulations that violate the Energy Policy and Conservation Act (EPCA) and limit consumer access to propane appliances. Sales Tax Relief Coming for Texas Hunters

Hunters and ranchers in Texas will soon see tax savings thanks to legislation that exempts exotic and game animals from state sales and use taxes. House Bill 135, which has passed both the Texas House and Senate and awaits the Governor’s signature, clarifies longstanding industry practice by formally classifying these animals—whether native or exotic—as exempt food animals under the Tax Code.

Previously, only traditional livestock like horses and cattle were explicitly exempt, leaving uncertainty around the tax status of animals used in hunting and breeding operations. This new law brings clarity and tax relief to those who buy or sell game animals, a move widely supported by the hunting community. A new propane direct-injection fuel system — developed through a collaboration between Stanadyne, Katech, and the Propane Education & Research Council (PERC) — debuted in April at ACT Expo 2025. The innovative technology was showcased in a GM 2023 Chevrolet Silverado 2500 HD at the PERC booth.
This system combines Stanadyne’s direct injection fuel pump with vapor lock technology and injector system with Katech’s vapor lock inhibitor to create the industry’s first medium-duty engine capable of delivering propane autogas up to 200-bar pressure directly into the combustion chamber. Integrated into the Chevrolet Silverado’s 6.6L V8 L8T engine, the system produces 401 horsepower, 464 lb-ft of torque, and enables a towing capacity of up to 17,370 lbs. This breakthrough sets a new benchmark for performance and efficiency in propane-powered engine technology.
“The test engine/vehicle required only minimal modifications,” said Srinu Gunturu, chief engineer at Stanadyne. “With our newly developed LPG direct injection pump and injectors, the system demonstrates strong potential for cost-effective scalability and broad commercialization. This technology not only reduces emissions but also makes clean propulsion more accessible for medium- and heavy-duty vehicles where electrification remains a challenge.”
During a 250-hour performance and durability test, the integrated system successfully



demonstrated compatibility with existing engines, proving it to be a viable low-carbon, high-performance alternative to gasoline and diesel. Compared to diesel, propane autogas reduces harmful nitrogen oxide (NOx) emissions by up to 96% and lowers carbon dioxide (CO₂) emissions by 5% to 10%.
“This solution delivers lower emissions, higher efficiency, and the potential for significant cost savings because propane provides the lowest total cost of ownership,” said Gavin Hale, director of product development and power generation at PERC. “This is the innovation fleet owners need to meet sustainability and economic goals.”
