I’ve just returned from a whirlwind trip to Washington, D.C., where I was joined by 275 propane industry representatives from across the country. Propane Days (page 8) felt more important than ever this year. Make sure you read about the important messages we delivered to our congressional representatives. Fueling the Conversation:
Defending Access, Championing Choice LIHEAP and Energy Choice at the Heart of Texas Delegation’s D.C. Push
In early June, a group of propane industry professionals from across Texas traveled to Washington, D.C., to educate members on Capitol Hill on the propane issues affecting the industry as a whole. They weren’t Capitol regulars who do this on daily basis. They were propane company owners, managers, and suppliers who were constituents and who had personal stories to tell. The Texas delegation and delegations from other states walked through the halls of Congress to defend propane’s place in national energy policy.
This was Propane Days, the National Propane Gas Association’s annual advocacy fly-in. In a record-breaking year, industry leaders scheduled over 275 meetings with Congressional offices from every region of the country. The Texas Propane Gas Association (TPGA) and its Texas members engaged in over 10 meetings with lawmakers and staff from the Lone Star State including Sen. Ted Cruz's office who has been an advocate protecting gas stoves, water heaters and furnaces through a number of pieces of legislation and resolutions.
The Texas delegation stands with a Sam Rayburn statue, a legendary Texas congressman and Speaker of the House who championed rural America. His legacy reminds us why we’re here—fighting for Texas causes.

The Texas delegation met with Sen. Ted Cruz during his weekly Tuesday coffee to thank him for his support of protecting gas appliances.

Among the Texans representing the industry was Larry Baty, TPGA President and owner of Cadenhead Servis Gas in Royse City.
“I enjoy the networking with all the other members, you know, national, local, whatever—meeting all the new people,” Baty said. “Capitol Hill was obviously the most important thing of the whole trip. Trying to meet with the senators and representatives, and you know, further our objectives and goals.”
And those objectives were important.
The Importance of LIHEAP
At the top of TPGA’s federal agenda was the Low-Income Home Energy Assistance Program (LIHEAP), a vital program that helps low-income households pay their heating and cooling bills. In many rural parts of Texas, where homes are off the natural gas grid and electric options aren’t always practical or affordable, propane is the only way to keep warm in the winter.
Each year, Texas receives about $174 million in LIHEAP funds to help the state’s most vulnerable residents afford reliable energy. The program serves more than 5.9 million households nationwide, the majority of whom, 5 million people, use the funds for heating.
In 2025, however, LIHEAP faced a new kind of threat. Earlier this year, the U.S. Department of Health and Human Services (HHS) eliminated the federal staff responsible for overseeing the program. Then, to the industry’s shock, the proposed FY2026 federal budget included zero dollars for LIHEAP.
That’s why TPGA’s voice in Washington mattered more than ever this year. TPGA asked that Congress ensure funding is allocated in 2026 for LIHEAP so the most vulnerable, like the elderly and those who rely solely on Social Security, can get gas this winter.
Energy Choice: The Right to Use Propane
Another key issue raised during Propane Days was the growing number of local and state-level attempts to ban gas infrastructure in new construction. While this trend has largely been concentrated in cities like Berkeley, CA, and even El Paso, it has also come up in states like New York. It presents a long-term risk for the propane industry.
TPGA and NPGA are pushing back through support of Energy Choice legislation—efforts to ensure that consumers retain the right to choose propane and natural gas in their homes and businesses.
Ahead of Propane Days, Rep. Nick Langworthy (R-NY) introduced H.R. 3699, the Energy Choice Act, to block states and municipalities from banning new gas hookups. Since its introduction, just one day before Propane Days, the following, Texas congressional representatives have signed on: Rep. Jake Ellzey (R-TX-6), Rep. Brad Finstad (R-MN-1), Rep. Vicente Gonzalez (D-TX-34), Rep. Lance Gooden (R-TX-5), Rep. August Pfluger (R-TX-11), and Rep. Roger Williams (R-TX-25) and we thank them.
A companion bill, S. 1945, was introduced by Senator Jim Justice (R-WV).
Real Conversations, Real Engagement
Not all meetings were with members of Congress directly, but TPGA’s conversations with congressional staff were just as impactful. Baty said several staffers showed genuine interest in the propane industry’s concerns.
That kind of engagement matters. In Washington, much of the leg work on policy happens through staff, and meaningful conversations can influence how an office votes or engages on an issue down the line.
“The Texas delegation was effective in forging new relationships with many congressional staff members while raising awareness and garnering support for issues that matter not just to Texas, but to propane users across the country,” said Bruce Leonard of Targa Resources.
For Baty, the most surprising part of Propane Days wasn’t what was said—it was who showed up. “They showed up with a purpose,” speaking about the members of the delegations from each state.
“I guess the biggest surprise was the attendance,” he said. “We had like 275 meetings scheduled. And the number of people that would show up—not just to attend the restaurants and go to the parties—they showed up with a purpose. Try to do something to help our industry.”
And the schedule was no small task.
“We were on the ground running from 7:45 till early in the evening,” Baty said. “It was a busy schedule but yesterday was

That kind of commitment—flying to Washington, walking the halls of Congress, and making the case for propane—says a lot about the dedication of Texas propane leaders and members.
Why It’s Worth It
If you’ve never been to Propane Days, Baty thinks it’s worth considering—for both personal and professional reasons.
“I think, first of all, it’s a great opportunity for them to come and see a wonderful city,” he said. “And if they can bring wives or kids, make a mini vacation out of it.”
But more importantly, he said, it’s about connecting to the broader industry.
“I think it’s good for them to see the national association function and meet and associate with the national members from all over the country.”
And if you go, Baty has one final piece of advice:
“Be ready to do a lot of walking. Wear comfortable shoes.”
Final Word
In a town where energy headlines are often dominated by electricity and renewables, the Texas Propane Gas Association made sure propane had a seat at the table. From securing critical conversations about LIHEAP to standing up for Energy Choice, the Texas delegation showed the power of showing up.
Propane keeps millions of Americans warm, fuels rural infrastructure, and supports small businesses in every corner of the state. As long as that’s true, TPGA will be there—to walk the halls, hold the meetings, and make the case.

Tee Off for a Cause: 17th Annual Pros4Care Golf Benefit
Mark your calendars for September 8, 2025, and join the 17th Annual Pros4Care Golf Benefit at The Courses at Watters Creek in Plano. This inspiring event raises awareness and vital funds for prostate cancer patients and research. Over the past 16 years, golfers and sponsors have helped raise more than $300,000 to advance treatment and find a cure.
Schedule:
Firefighters will benefit from 8 hours of expert-led classroom instruction and 8 hours of realistic live fire training using a variety of propane props, including leaking cylinders, residential tanks, bulk storage, and transport fires. This specialized training equips local fire departments with the skills they need to safely handle propane emergencies.
Propane industry attendees can also earn Railroad Commission continuing education credits.

People in Propane
Congratulations to Rufus Youngblood of Ferrellgas on receiving the NPGA Safety Award which is awarded to individuals who have made extraordinary contributions to propane industry safety.
Rufus began his career with Ferrellgas in 2001 as a District Manager in Kerrville. Over the years, he held various safety leadership roles, culminating in his appointment as Director of Safety in 2014.
He has actively contributed to industry safety standards through his service on the National Propane Gas Association’s (NPGA) Technology, Standards, and Safety (TS&S) Committee and the Regulatory Task Force, which supports NPGA’s Governmental Affairs Committee. Rufus currently serves on the NFPA 59 Utility LP-Gas Plant Code Technical Committee, where he has played a key role in developing both NFPA 59 and NFPA 58.
Additionally, Rufus contributed to the development of key industry resources, including PERC’s “Propane Jurisdictional Systems: A Guide to Understanding Basic Fundamentals & Requirements.”
Congratulations to Heather Granzin of AmeriGas, who received a Chairman’s Citation Award for her leadership as Chair of NPGA’s Propane Supply and Logistics (PS&L) Committee during the winter of 2024–2025. Heather joined AmeriGas in 2016 and currently serves as Director of Supply, overseeing the team that manages propane procurement for both retail and wholesale markets.
Before AmeriGas, Heather held various supply chain and procurement roles at Halliburton Energy Services and other energy companies.

Texas Marketers Can Now Apply to Attend LP Gas Growth Summit
Texas propane marketers looking to grow their businesses, add operational efficiencies and expand into new markets are encouraged to apply for the LP Gas Growth Summit, set for September 9-11 at Reunion Resort, outside Orlando, Florida. Complimentary participation packages are available for this year’s Summit.
The unique networking event, which launched in 2015, brings together retail propane decision-makers and propane industry partners for two days of oneon-one business meetings, educational opportunities and other networking events. New Funding Opportunity: Low or No Emission Grant Program/ Grants for Buses and Bus Facilities Competitive Program
The Federal Transit Administration (FTA) is currently accepting applications for the Low or No Emission Grant Program (Low-No Program) and the Buses and Bus Facilities Program. These two programs are under a joint notice of funding opportunity (NOFO).
There is $1.1 billion available under the Low-No Program for the purchase or lease of buses that are low-or-noemission technologies, and there is $398 million available under the Bus Facilities Program for the purchase, rehabilitation, or lease of buses and necessary equipment, and to construct, obtain, readapt, or lease bus-related facilities.
Eligible Applicants include, but are not limited to:
• States (including territories and Washington, D.C.)
• Local government entities
• Federally recognized Indian tribes Low-No Program Eligible Fuel Types include many alternative fuels including propane.
Any zero-emission project or components must also use 5 percent of Federal funding specifically for workforce development.

Christopher Derrick Russell, 48, passed away May 29, 2025. Christopher was the proud owner of South TX Trolling Motors & Propane, where he blended his passion for business with his deep-rooted ties to South Texas. Christopher was many things to many people—a devoted son, a loyal husband, a proud father, a dependable brother, a cherished cousin, a trusted friend, and a mentor to many. Christopher is survived by his wife, Erica Russell; and his children Destiny Russell (and her husband Albert Guerrero), Lauren Russell, and Christopher Russell. Our thoughts are with his friends and family.

ProCOT Promotes Propane Buses at TAPT Vendor Show
The Propane Council of Texas (ProCOT) showcased the benefits of propane-powered school buses at the Texas Association of Pupil Transportation (TAPT) Vendor Show on June 22, 2025, in Fort Worth. With over 700 school transportation directors in attendance, ProCOT engaged school districts on available propane school bus dealers, maintenance training, school bus
grants and propane EV charging. Texas already boasts nearly 3,500 propane buses across 70+ districts. Special thanks to the industry volunteers who helped share the message at the booth.

San Diego Company Turns to Propane to Provide Quintessential Beach Experience

By replacing firewood with propane tanks and adopting eco-conscious substitutes for other bonfire amenities, the company strives to create beach experiences that not only leave lasting memories but also contribute to the improvement and sustainability of their beach community.
BluLite Bonfires provides pre- and post-event setups and beach cleanups. Moreover, they actively track the pollution collected at each gathering, utilizing a pollution map to transparently share data and ensure accountability for their environmental impact.
The company has created packages of all sizes for large corporate events, down to date nights for two. They recently began a collaboration with the city of Coronado for events on their beach.
San Diego’s BlueLite Bonfires, dedicated to curating unforgettable beach experiences, began its journey in 2019 with wood-burning bonfire experiences. However, the onset of the Covid-19 pandemic in the following summer prompted a profound shift in the company’s perspective.
