President’s Report By Kevin Thomas Hello Brother’s and Sister’s, I would like to start out talking about last month’s posting of the materials we have for sale at the union hall. The date for the final bid will be June 29th, 2019. Then the highest bid will be called to come to the union hall and pickup what they won. If you would like to see the items again look on pages 10 & 11 or in the May’s union paper. Below are some things that have happened in the month of June.

Shop Chairman’s Report By Brian Lutz Hello Brothers and Sisters of Local 717, I hope this finds you well. One of the biggest questions that keep coming up about these continuing temporary layoff is “why are they not laying off each crew equally?”… First of all, there is language in the agreement that clearly speaks about equalization of down weeks within a department and shift, but what this question is actually asking is how they intend to keep all crews equal as far as each crew being laid off. The answer to this question is a little more complicated but can also be understood by understanding the language in the contract. Ultimately the language, which spells out the limit for a member to be temporarily laid off per year (6 weeks), will serve as the tool to make certain that these layoffs are equal. This language is found on page 55,B 2. You might also notice in that language, “the time may be extended by the written agreement between the Supervisor of Labor Relations and the Shop Chairperson” . If Local Management doesn’t have a plan to keep all crews equal throughout this period of temporary layoffs, I do not see a reason I would extend the 6 weeks limit…. I don’t want it understood that I will refuse to extend, I want it understood that I will take all things into consideration IF this conversation does in fact take place soon, but I am of the opinion that mgt can keep all equal and I will do everything to make sure that is a priority…after all the Union was founded on the basis of “Equal Treatment For All”.

International presidential Election For the first time since the IUE merged with the CWA in 1998 there is a contested election for the highest office in the IUE, and this will take place in Las Vegas at the end of July. It is interesting to know that the last time there was a contested election within the IUE was 1996 and this was when “Local 717’s favorite son”, Ed Fire defeated longtime IUE President Bill Bywater. I heard many stories about that election as I was just beginning to get involved with the Union at that time. The two men running for the Presidency of the IUE are current President Carl Kennebrew and Staff Rep Todd

Viars. I believe both of these men are great Union advocates and I consider them both my brother. When looking at each one’s total Union knowledge and experiences, the difference between the two is clear. Todd has been active in the International for over 20 years as a member of the IUE/CWA Automotive Conference Board and at the point the Conference Board was dissolved he was assigned many Locals to service as their Staff Rep and he has been assigned to Local 717 since Bob Sutton retired two years ago.. Carl was elected as Local 755’s Vice President and he took over as President when then Local 755 President became an International Staff Rep. Carl was unopposed in that position for one term before he was chosen to be appointed as the Director of Region 8 in the IUE International, and after three months he was appointed the International Presidency when Jim Clark chose to retire with one year left in his term of office. In my humble opinion, Todd is by far the one with much more experience with the entire Union over his 20 years in the International and this is the reason I will be supporting Todd Viars for the Office of President of the IUE/CWA. I will tell you that I’m astonished by the way some of the “appointed International reps” are pushing Local’s to support Carl for this office. Just last week a Director put out a handbill in support of Carl and he stated that he has been involved with all 5 International Presidents since 1980 and “experience” isn’t that important.

It’s funny to me that in 1996 this same individual supported Bill Bywater based on his Bill’s vast experience over that of Ed Fire’s and he was wrong then and my belief is that today he is wrong again!!! In 1998 the IUE had over 70,000 members strong across the entire USA and today there are only 30,000 IUE/CWA members and this is something that must be rectified and the IUE needs to grow again. Todd has committed he will put funds to use in organizing to begin to grow the IUE again. I believe that Todd is a better fit for the IUE right now and one of the most important thing is that when Todd was brought to the International back in the late 90’s, Ed Fire asked him for only two things, treat every member like they were part of your home local and most importantly leave this Union better than you found it!!!

My belief is that those two things are still the constants that Todd continues to this day and his commitment about leaving it better than he found it will begin to be fulfilled once he has won this election… I will let you all know how this works out… See You at the Meeting!!

We would like to thank the many people that help with the Easter event this year and for all the members that invited their friends and family. The kids all had a great time too.

The basket that was raffles off for the kids was a donation to honor Tanya Lubianetzki memory from her family. So a special thanks to them for making a special moment for a Union members family.

There were many outside volunteers that help us every year from Kent State University, Youngstown State University, and TCTC. Our new helpers this year are Girl Scout troop 80324 and there leader Sonya Carter. So from the bottom of our hearts thank you for being there we couldn’t have done it with out them.

Benefits Administator Report

By Kim Alberini IRS to Release Draft of the 2020 Form W-4 by May 31 The IRS plans to issue an “early release” draft of the 2020 Form W4, Employee’s Withholding Allowance Certificate, for public comment by May 31, said Scott Mezistrano, IRS Industry Stakeholder Engagement and Strategy.

The IRS will welcome comments on the first draft and plans to issue a second draft this summer, followed by the final version later in the year.

Comments can be submitted here: <https://www.irs.gov/forms-pubs/comment-on-tax-forms-and-publications> Major Changes to IRS 2019 Form W-4 deferred to 2020 On September 20, 2018, the Internal Revenue Service (IRS) announced that the major revisions previously proposed to the 2019 Form W-4, Employee’s Withholding Allowance Certificate, will be delayed to 2020. Many of the proposed changes would have required significant reprogramming of payroll systems and ongoing employer support of two distinct withholding systems. Instead, the 2019 Form W-4 will look very similar to the current form, with routine modifications to apply inflation adjustments and other minor changes. A discussion draft of the 2019 form is expected within a few weeks.

The Treasury news release said that “Launching the redesigned form in 2020 will allow the Treasury and the IRS to properly implement changes to the withholding system and ensure taxpayers have a positive and simplified experience.” Treasury and IRS will continue working closely with the payroll community to consider additional changes to the 2020 Form W-4, to make withholding “more accurate and more transparent to employees.” The IRS expects to release the 2020 form and related guidance and information early enough in 2019 so employers and payroll processors will have ample time to update their systems.

Employees will not be required to complete a new Form W-4 for 2019.

Employers will still be able to use 2018 and prior Forms W-4 for employees that don’t complete a 2019 W-4.

Background Employees use IRS Form W-4 to establish marital status and withholding allowances for federal income tax withholding calculations. Many states use the federal Form W-4 for state withholding purposes.

The Tax Cuts and Jobs Act (TCJA) made significant changes to tax rates, deductions, tax credits and withholding calculations, beginning in 2018. New IRS withholding tables were published in January, and the 2018 Form W-4 was released in February. The IRS made few changes for 2018, and determined that employees would not be required to complete a new Form W-4 for 2018. However, it was strongly recommended and for some people it may still be advisable.

Major Changes to the 2019 draft Form W-4 (Now deferred to 2020) Included: Number of Allowances Eliminated: One prominent proposed change was that the total number of allowances was to be eliminated.

New Marital Status box - Head of Household Additions to Income: A new line asked employees to enter estimated nonwage income not subject to withholding (such as interest and dividends).

Currently, employees with nonwage income must convert such amounts to equivalent per-payroll additional amounts to withhold.

Itemized and Other deductions: Another new line asked for estimated subtractions to income based on expected deductions (such as state and local taxes, mortgage interest and charitable contributions). Currently, employees must convert deductions into equivalent withholding allowances. Amounts entered were to be full-year estimated deduction totals, so payroll systems in 2020 may need to include full-year amounts in withholding calculations.

Tax Credits: This new line would have asked for the full-year value of any tax credits, such as the child tax credit. Currently, tax credits are translated by employees into additional withholding allowances. With the 2020 Form W4, full-year tax credit amounts may be directly entered into payroll systems.

Additional Household Income due to Multiple Jobs: If applicable, employees may be asked to enter the income associated with any second job, and/or the annual wage income of any spouse. Today, employees use a Form W-4 worksheet to calculate an additional amount to withhold per pay period to cover the potentially higher tax bracket and tax rates for the combined family income.

Employees will continue to be able to enter an additional per-pay period amount to withhold.

Suggest a “paycheck Checkup” for 2018 and 2019 Even though the 2018 withholding tables were designed to be as accurate as possible, changes to withholding may not correspond closely to changes in actual full-year income tax liability. In some circumstances, even employees that ordinarily receive an IRS tax refund may find that they owe additional tax to the IRS for 2018.

The TCJA eliminated personal exemptions, so if the number of withholding allowances on an employee’s Form W-4 represents personal exemptions, the employee’s withholding allowances may be overstated, which could result in tax under-withholding. The new IRS tax tables adjusted for this and other factors to some extent, but because Form W-4 permits withholding allowances based on factors such as tax credits and itemized deductions, employers are not able to automatically adjust withholding allowances to eliminate personal exemptions.

The IRS published an online W-4 Calculator and recommended that employees access the calculator to check their payroll withholding in 2018, and adjust withholding allowances, if needed. The IRS calculator asks about income and marital status, as well as estimated deductions and tax credits, to determine the appropriate number of withholding allowances, or additional withholding, if necessary. Employers may want to draw employees’ attention to the online W-4 calculator now, and suggest that they check their withholding, to avoid surprises when they file their annual income tax return.

By J.J. Scarmuzzi Skilled Trades Update All the testing and interviews for the Apprenticeship Program are now completed. The process started with (55) current production employees signing up. Then (49) showed up to take the apprenticeship test held at and administered by TCTC. The top scoring 30%, which was (15) people, were then given interviews. The test score and the interview score, each 50%, were combined for an overall score. The (3) people scoring the highest and earning themselves Apprenticeship in the Tool and Die classification. Congratulations to Kyle Berry, Chris Fortune, and Lindsay Pumphrey. Thank you to all who took the time to study, test, and interviewed; everyone did really well; only wish we were allowed to put on more. Hopefully the Company will recognize the importance and the benefits of the Apprenticeship Program and this will just be the start with more to follow in the near future.
