Limited funding mechanisms; schools could not directly access funds.
BARRIERS FACILITATORS

Difficult parental involvement, especially in nutrition topics. Staff turnover in project teams led to delays and extra work.

Administrative burdens and fragmented coordination of national events.

Training is accredited for professional development points, which motivated participation.
LESSONS LEARNED

Recognition and public acknowledgment boost teacher and principal motivation. School culture and infrastructure can either hinder or support interventions.
