Message from the Superintendent

Dear School Volunteer,

The Board of Education encourages parents/guardians and other members of the community to share their time, knowledge and abilities with students. Community volunteers enrich our educational, extra-curricular and sports programs. Your volunteerism enhances the safety and learning of all our students.

California's "Megan's Law" requires background checks for volunteers working in unsupervised settings. The District's goal is to perform these background checks as quickly as possible in support of our volunteers. For your information, I have provided a copy of our Board Policy for Volunteers in this brochure.

I want to extend my personal gratitude and appreciation to you for stepping forward to assist our staff and students. Working together, we can make a difference, one child at a time.

Board Policy 1240

The Board of Education encourages parents/guardians and other members of the community to share their time, knowledge and abilities with students Community volunteers enrich the educational, extra-curricular and sports programs. These volunteers help strengthen relationships with homes, businesses, public agencies, athletic organizations and private institutions. Volunteers by their presence in the classroom, on school grounds, at athletic activities and other school related activities, may also enhance supervision of students and contribute to school safety.

Volunteers

The Superintendent or designee may authorize the use of volunteers and shall establish procedures to protect the safety of both students and adults in accordance with laws. The Superintendent or designee shall establish procedures to protect the district from liability that may occur as a result of actions by volunteers.

Volunteers shall act in accordance with district policies and regulations. All volunteers shall receive a copy of this policy and shall be informed of the applicable regulations.

At his/her discretion, a staff member who supervises volunteers may ask any volunteer who violates school rules to leave the campus. Staff members also shall confer with the principal or designee regarding any such volunteers. The Superintendent or designee shall be responsible for investigating and resolving complaints regarding volunteers.

Volunteer aides shall not be used to assist certificated staff in performing teaching or administrative responsibilities in place of regularly authorized classified employees who have been laid off. (Education Code 35021)

The Board encourages principals to develop a means for recognizing the contributions of each school's volunteers.

Volunteer Code of Conduct

When arriving for volunteer duties on any given day, I will always sign in at the main office or the designated sign-in station.

I will wear or show volunteer identification whenever required by the school to do so.

I agree to never be alone with individual students without the authorization of teachers and/or school administration.

I will use only the adult restroom facilities.

I will not be alone with students without the authorization of teachers and or school administration

I will not solicit outside contact with students without administrative approval.

I agree not to exchange telephone numbers, home addresses, e-mail addresses, or other home director information with students for any other purpose.

I will maintain confidentiality outside of school and will share any concerns that I may have with teachers and school administrators

I agree to not transport students without the written permission of parents or guardians or without the expressed permission of the school or district.

I will not disclose, use or disseminate student photogrpahs or personal information about students or others.

I agree not to post, transmit, publish, or display harmful or inappropriate matter that is threatening, obscene, disruptive or sexually explicit or that could be construed as any form of harassment.

I agree only to do what is in the best personal and educational interest of every child with whom I come into contact.

Definition of Volunteers

Visitor

Attends a musical, drama, athletic, art or academic event or assembly as a member of the audience.

Attends a parent-staff conference

Assists in one-time activities such as guest-speaking, job shadowing, or chaperoning dances.

Attends school events at which parents are expected to supervise thier own children

Volunteer Levels

Tier I Tier II

Volunteers provide assistance on a less frequent basis and includes anyone who will be interacting with students under the supervision of a MPUSD staff member at all times

Visitor Management System

Every school site has a School Pass Visitor Management kiosk in the front office. Visitors will be required to scan their government issued ID.

The School Pass system then uses the visitor’s first name, last name, and date of birth to run a Megan’s Law background check.

All visitors MUST check in using the School Pass system.

Upon arrival to the school site you will need to have a school site staff member scan your driver’s license using the SchoolPass system.

Once your ID has been scanned or manually entered into SchoolPass by school site staff, you will be able to sign in to campus using the SchoolPass kiosk each time you visit campus. Visitors and volunteers are expected to sign out at the SchoolPass kiosk prior to departing the school site.

Volunteer Clearance Application

All volunteers must complete the application process and receive notification of clearance before they can begin volunteeting.

IMPORTANT REMINDERS

Individuals are not allowed to start participating as a volunteer until they have completed the required steps in the volunteer clearance process and have been approved by Human Resources.

The information a volunteer enters on the application must match thier governmentissued identification card.

A volunteer must provide a valid email address in order to be notified as to the status of their application and for future communication.

All information collected on the application will remain confidential and will not be shared outside the volunteer program.

It’s advise for the volunteer application to be filled out using a laptop or desktop computer rather than a mobile device

Volunteers should select their clearance level (Tier I or Tier II) based on their anticipated volunteer activities for the school year

Tuberculosis (TB) Clearance Verification

All Tier II volunteers must submit the physician completed Adult Tuberculosis (TB) Risk Assessment Questionnaire

AB1522, or produce evidence that they are free from active tuberculosis at least once every four years pursuant to Education Code 49406.

Submit ONE of the following forms of TB clarance documentation from a healthcare provider:

A TB Risk Assessment Certificate of Completion

A negative TB Skin Test and/or Blood Test Result

A statement from a healthcare provider stating you are free of active TB infection

What is Tuberculosis (TB)?

Tuberculosis (TB) is a disease caused by germs that are spread from person to person through the air. TB usually affects the lungs, but it can also affect other parts of the body, such as the brain, the kidneys, or the spine. Not everyone infected with TB germs becomes sick As a result, two TB-related conditions exist: latent TB infection (or inactive TB) and TB disease.

Despite TB clearance screenings being valid for four years from the date of service, you will need to resubmit documentation every year as part of the volunteer clearance process. Save your TB clearance screening documentation since it will need to be uploaded when reapplying to be a MPUSD volunteer.

Background Criminal Checks

Before authorizing persons to serve as a volunteer in an unsupervised setting, the Superintendent or designee shall conduct an automated criminal records check or inquire with the Department of Justice to determine whether a criminal record exists (AB346).

It is the responsibility of the volunteer to pay any fees imposed by the Live Scan agency

Live Scan forms are specific to every organization. MPUSD does not have access to fingerprinting results completed through other organizations. For this reason, you will need to complete Live Scan fingerprinting for MPUSD in order to receive clearance to volunteer in MPUSD.

Volunteers needing to be fingerprinted during the school year should first fill out the District Volunteer Application. Upon completing the application, volunteers needing to be fingerprinted for Tier II clearance will receive follow up instructions on how to complete fingerprints.

Athletic Coach Volunteer

All volunteer coaches must be cleared by Human Resources before starting their coaching volunteer assignment. Cleared means all required documents and training/certification have been submitted and approved by Human Resources. You will receive clearance notification from Human Resources.

Any associated fees regarding training and/or certifications are the coaches responsibility and MPUSD is not required or obligated to provide reimbursement.

Frequently Asked Questions

How often do I need to complete a volunteer application?

A volunteer application must be renewed every school year.

Why does the District require volunteers to be fingerprinted?

Fingerprinting is the most reliable way to conduct a criminal background check to ensure that a person is permitted by law to participate as a volunteer within a school setting. The California Education Code, Health and Safety Code and Penal Code sections determine which offenses are or are not permitted for school volunteers Board Policy 1240/Education Code 49024.

Where can I be fingerprinted for MPUSD?

MPUSD offers free fingerprinting for individuals volunteering within one of our school campuses or you could have fingerprints processed at any Live Scan facility. For Live Scan locations, visit www.certifixlivescan.com.

Will my fingerprints be passed to any governmental agency?

Fingerprints are cleared with the Department of Justice and the FBI. Fingerprints will not be used for any other purpose than to verify volunteers are safe to work with students. MPUSD does not provide fingerprints to other agencies.

How long are my fingerprints valid?

Fingerprints are valid until a volunteer becomes inactive for a year or barring conviction of a crime that prevents the individual from working with children. If volunteers are no longer actively volunteering in the District for a year, new fingerprints will be required if they wish to return as volunteers

Can my work-related fingerprints report be used for MPUSD?

MPUSD does not accept reports from other entities The District requires new fingerprint clearance to be conducted and reported to the district.

Where can I complete a TB test?

Individuals can use their own healthcare provider or use free/low-cost community clinics to obtain TB screening. Please note MPUSD does not reimburse the cost for the TB test.

Why do I need to be screened for TB?

if I am an MPUSD employee?

Fingerprints and TB clearance for current MPUSD employees are already on file with the District; additional fingerprints or TB clearance is not required. However, employees must complete a district volunteer application as directed by Human Resources
