identified the Tourist Master Plan of Tamaulipas, whose primary objective is to open new markets and consolidate the existing ones in such a way that the foreign and national tourist can identify the quality of services, the warmth of the people and the beauty of the earth. According to this Master Plan, it was determined that the natural beauties of the State were their strength, for this reason the tourism brand is: “Tamaulipas, Beautiful Nature.” The concept under which “El Cielo” has been labeled is of a sustainable economic development that promotes the environmental preservation and the community participation. The natural richness of “El Cielo” and the necessity to preserve it without sacrificing the development of its communities in order to push it toward sustainability, generated the development of the project, with which the environmental education and awareness of the locals and visitors were favored towards the practice of a sustainable tourism with labors of support to the Preservation and, at the same time, of economic development and participation of the community. The focal point of the project will be the Centro de Interpretación Ecológica (CIE) that will count with a multipurpose theater, offices, community support center, library and bookshop, restaurant, souvenir shop, three interpretative galleries, paths and one surveillance cabin. The CIE is an architectural model with the characteristics of a green building, and with an efficient use of water and energy.
The Center of Conventions and Sustainable Events CIE
The Centro Interpretativo Ecológico (CIE), established in the municipality of Gomez Farías, is located in a single location at the foot of the Sierra Madre Oriental. The CIE is a world-class Visitors’ Center, the pride of Tamaulipas and the model of the sustainable construction in Mexico. It is autonomous with respect to energy and water, respectful to their delicate environment and of a low maintenance. The Centro Interpretativo Ecológico (CIE) is a model building that welcoming the nature and the sustainable development, transforms the life of every visitor and sensitizes them over the natural wonders and the experiences to discover in the biosphere reserve “El Cielo”. The CIE counts with a surface of 618 square meters available for conferences, congresses, conventions, workshops, meetings, boards of labor and social events. It also has 80 parking spaces for cars and vans and two spaces for trucks. The CIE has capacity for 340 people holding a meeting at the same time in different buildings of the same facility: Multipurpose theatre, offices and restaurant.
Multipurpose theatre
The interior of the Multipurpose theatre counts with 255 square meters including a lounge area that can receive up to 160 people in a mounting auditorium and a lobby area that can receive up to 30 people in the mounting lounge. This building has the option to dispose of the Lounge/

Lobby areas as a single space or they can be subdivided into Lounge1/Lounge 2/Lobby and counts with air conditioning, furniture, voice and data system, integral audio system, two fixed screens, projectors, scenario, podiums, chairs and special lighting.
Offices
The office building has 86 square meters of basement and 32 square meters of meeting room. The basement offers room for 30 persons with school mounting, and the meeting room has a capacity for 16 persons. The basement includes a natural ventilation while the meeting room counts with an air conditioning system, both spaces with furniture for their different settings: mobile audio system, mobile screens, projectors, special lighting for social events, and podiums.
Restaurant
The CIE counts with a top level restaurant with 246 square meters of indoor and outdoor areas with a capacity for 124 guests. These areas are appropriate for banquets and social at any time of the day. The enclosed spaces count with an air conditioning system, voice and data systems, furniture, portable screens, projectors, portable audio system and special lighting for social events. Additionally, the outdoor areas count with furniture, bar, artificial ventilation system, portable audio system and excellent views of the lakes inside the complex.
