ESPECIAL TAMAULIPAS Over the last few years, the Instituto Tamaulipeco de Vivienda y Urbanismo – ITAVU, (Tamaulipas Institute of Housing and Urbanism) has been responsible for supporting low-income earners through the implementation of housing programs that include processing loans from government bodies. What other objectives of the ITAVU can you describe for us?

Our objectives also include the acquisition and offering of lands that are apt for city development; issuing and drafting the deeds and property titles corresponding; also, managing the federal resources given to the state to meet the goals of the Institute.

What processes and services does the ITAVU offer?

There are various, for example, the application for and purchase of a lot when someone doesn’t have their own; two, the deeding of housing and/or lots commercialized through the Institute; three, obtaining the settlement of debt certificate; four, obtaining loans to complete or improve housing with financing from the state government, which basically consists of a package of materials to improve or complete housing.

What clear and concrete examples can you give us of success cases that the ITAVU has worked on?

A clear example of the good work of this program is the Colonia Pajaritos Sector Correcaminos, located in the east of Ciudad Victoria. The residents of this development, over 500 families, recently celebrated their second year as owners of lots legally conferred by the Tamaulipas government. These families have also benefited from receiving other services, such as clean water, drainage, and electrical power, with other future actions planned, such as paving. Also, families that are current in their payments on the lots, financed at nine years, have access to other programs, such as loans to improve their homes.

Have you had the opportunity to tie your work into the private sector or universities?

Of course, two years ago the ITAVU signed a collaboration agreement with Universidad la Salle Victoria to give Architecture students the opportunity to complete their community service at a department in the State Government that develops activities and programs largely focused on the academic and professional preparation of these students, especially on topics of built heritage and urbanism.

Lastly, does the ITAVU work with the Departments of Urban Development in the various municipalities in Tamaulipas?

Yes, we do, because we think that one of the basic essentials for a city to be competitive is planning. Therefore we hold meetings with the directors of urban development in the municipalities of Altamira, Madero, Matamoros, Nuevo Laredo, Reynosa, Tampico, and Ciudad Victoria to discuss issues related to planning and urban development management. „
