Welcome from CEO, Martin Stirling As we reflect on 2025, it’s clear this year has tested the resilience and spirit of independent retailers like never before.

Aross Australia, our members have faced a challenging retail crime landscape - from rising incidents of theft and aggressive behaviour to the very real concerns for staff safety that too many small businesses have endured. These are not abstract concerns; they are the lived experiences of people serving their communities every day and striving to make their businesses safe, welcoming places.

In November, MGA’s Independent Retail Crime & Safety Forum convened industry leaders, police, crime experts, policymakers and frontline retailers to share insights, practical strategies and real-world experiences. That forum was a powerful demonstration of how, even in the face of adversity, we come together - to learn, to innovate, and to advocate for meaningful change.

MGA has spent 2025 relentlessly amplifying your voices with governments, highlighting the impact of organised crime such as the illicit tobacco trade and pushing for stronger protections for staff and businesses.

The core purpose of those advocacy efforts is to create safer workplaces, reestablish security and to create a retail environment that supports economic prosperity and strong businesses.

That commitment goes hand-in-hand with this edition’s focus on health and wellbeing. Physical safety is fundamental to wellbeing, but so too is a sense of belonging, resilience, and support - for you, your teams, and your customers. We want this magazine to be a source of practical guidance, inspiration and reassurance that no retailer stands alone in meeting today’s challenges.

MGA has continued to evolve throughout 2025 to meet the changing needs of our members. This year, we were pleased to welcome several highly skilled professionals into critical roles that strengthen the work we do. Laura Harris has joined us as Office Manager and will often be the first point of contact for members seeking support.

Mintyy Sarvani has been appointed Communications Coordinator, ensuring we deliver clear, timely and effective communication across our network. We are also delighted to have welcomed Ruba Zorah as Senior Legal Counsel, providing members and MGA with specialised legal advice and services. Following strong positive member feedback, we have continued to invest in our HR capability. We are pleased to introduce Elsa Dakovic as HR Advisor, further enhancing our ability to support members with practical and professional workforce management guidance.

I am incredibly proud of the talent and dedication these new team members bring to MGA and the expanded support we are now able to offer our members.

Advocacy in Action MGA is committed to protecting and supporting independent retailers across Australia. From influencing policy to tackling industry challenges, our advocacy ensures members’ voices are heard where it matters most.

Tackling Illicit Tobacco – NSW Landlord Offences

MGA advocated for strong criminal penalties, landlord accountability, and requirements for landlords to make reasonable enquiries to prevent illicit tobacco operations.

Retail Crime – Meetings with State Governments

We met with state politicians, including Victoria’s outgoing Liberal Party Leader and Shadow Minister for Police, to demand urgent action on crime, tougher bail laws, stronger policing, and targeted support for independent retailers.

Cash Logistics – Government Roundtables

Attending roundtables on cash logistics meeting with the Australian Government Treasury to advocate for stronger systems to ensure cash availability and cost effective logistics.

State & Banner Conferences – Advocacy Updates

Upon invitation, Martin Stirling attended and presented at independent grocery banner state conferences, providing members with updates on MGA’s ongoing advocacy work and initiatives.

Junior Pay Rates Case

MGA opposed the SDA’s application in the Fair Work Commission to change junior employee wage structures under the General Retail Industry Award. MGA, together with three MGA members appearing as witnesses, expressed the detrimental impact the proposed changes would have on business viability, youth employment and community welfare.

Strengthening Illicit Tobacco Laws – Queensland

We engaged with the Queensland Government to support stronger tobacco laws and landlord liability, and began approaching other state parliaments to replicate successful legislation nationally.

Trading Hours & Sunday Trading Queensland

MGA is actively opposing proposals to change trading hour restrictions in parts of Queensland that would remove competitive advantages for our members, ensuring independent retailers retain fair trading conditions.

National Illicit Taskforce Announcement In October, the Federal Government announced the Illicit Tobacco National Disruption Group — a new national taskforce to crack down on the criminal networks behind the illicit tobacco trade.

Although MGA is frustrated that it has taken this long to establish, this is a long-awaited step forward and reflects years of advocacy from MGA and independent retailers who have seen firsthand the damage caused by illegal operators — from safety risks and intimidation to rising business costs.

The design and scope of Illicit Tobacco National Disruption Group is what is needed; however the crucial next step is to see rapid action – the group must start delivering immediately and we will continue to apply pressure to ensure it lives up to high expectations.

MGA will continue to ensure your voice is heard as the taskforce framework takes shape. Our priority is to make sure enforcement measures are effective, proportionate to the crisis which is unfolding, and informed by the distressing realities retailers face every day.

Next steps MGA will urge the Government to include direct consultation with the retail sector within the taskforce’s framework. We’ll keep members informed as this work progresses — including opportunities for you to share your experiences and contribute to stronger, evidencebased action.

The Australian Border Force (ABF) will lead the coordination of the new Illicit Tobacco National Disruption Group (ITNDG), a first-of-its-kind whole-ofGovernment capability to target and disrupt mid-level criminals and enablers operating in the illicit tobacco market.

ABF Commissioner Gavan Reynolds said the new ITNDG would make it harder for criminals to profit from the illegal tobacco market.

“We are seizing record levels of illicit tobacco at our borders, and we are seeing great results with our international partners offshore, but we know the trade doesn’t stop there. This new group will target the midlevel criminals and enablers, importing, selling and distributing illicit tobacco across the country, ensuring there are no safe zones for criminal operators in this space,” Commissioner Reynolds said.

“Our goal is simple: to break the business model that makes illicit tobacco profitable. We will make the current operating environment hostile for anyone trading in illicit tobacco. That means continued focus action against organised syndicates and now the smaller actors and enablers who fuel the market.

“The ABF is proud to lead this effort which represents a new era in illicit tobacco enforcement. We will work tirelessly with our partners, domestically and internationally, pre, at and post the border to dismantle any and all operators in this market.”

Extortion and Violent Crime in Retail Leaves Victoria in a Lawless State MGA Independent Businesses Australia condemns the violent ram raid on the Longwarry Friendly Grocer store in regional Victoria in October, warning that independent retailers are facing an unprecedented escalation in organised crime activity.

Emboldened criminal enterprises, funded through a flourishing illicit tobacco market, are now attempting to extort safety payments from small family run businesses.

“What had started as theft and then progressed to armed robbery, has now dramatically escalated into violent extortion,” said MGA CEO Martin Stirling. “Retailers are now being forced by criminal gangs to pay a ‘safety tax’ or sell illicit tobacco products under threat of violence. Victoria is rapidly slipping into a lawless state.

Families, workers, and communities are being put at risk every day.”

“Independent retailers are the backbone of regional towns and communities,” Stirling said. “These are mums, dads, and familyrun businesses, working tirelessly for their communities. When their shops are targeted, it threatens their livelihood, their employees, and the essential services they provide.

Closure of stores or withdrawal from legal sales only fuels the illicit market.”

“This is no longer just a retail crime issue — it is a community safety emergency,” he added. “Criminal networks are operating with impunity, replicating the business models which we see in failed states, not developed societies. The government must act immediately to disempower and dismantle these criminal networks. Independent retailers cannot and should not face this alone.”

“The status quo isn’t working — we need urgent, coordinated action now to protect family businesses, safeguard communities, and restore law and order,” Stirling said.

STATUTORY REVIEW UPDATE

NSW Container Deposit Scheme The NSW Government has completed the Statutory Review of the Container Deposit Scheme (CDS/Return and Earn). The purpose of the review was to assess how well the scheme is achieving its objectives and to identify opportunities for improvement.

The Statutory Review found the legislation is working well to deliver the policy objectives of the CDS, which are to share the responsibility for waste from beverage packaging and establish a cost effective container deposit scheme that promotes recycling of containers.

The review also identified opportunities to enhance the scheme’s operations, transparency, and protections against fraudulent activity. The Government intends to introduce an amendment Bill in 2026 to implement these improvements. Once passed, the NSW Environment Protection Authority (EPA) and the Scheme Coordinator, Exchange for Change, will work with beverage suppliers, local councils, and the waste industry to implement any relevant updates.

New Super Payday Rules The Federal Government’s Payday Superannuation reforms are moving forward, with the Treasury Laws Amendment (Payday Superannuation) Bill 2025 now introduced into Parliament.

The ATO has released a draft guideline outlining how it plans to apply the new rules during the first year of implementation.

Reporting changes: Updates to Single Touch Payroll (STP) and SuperStream systems to align with payday super and Qualifying Earnings reporting.

These changes will have a real impact on how often you pay super, how you manage cash flow, and how you meet your compliance obligations — so it’s important to start preparing early.

Shortfall and interest adjustments: Shortfalls must match the actual short/late-paid amount, with interest accruing until the contribution is paid.

What’s changing?

From 1 July 2026, employers will be required to pay superannuation guarantee (SG) contributions on payday, instead of quarterly.

Contributions must be received in employees’ super funds within seven business days of payday.

The ATO has acknowledged that this change presents practical challenges — including payroll system readiness, cash flow management, and administrative burden — but the implementation timeline remains unchanged.

To support employers during the transition, the ATO’s Draft Practical Compliance Guideline (PCG) 2025/ D5PCG sets out a risk-based compliance framework.

Employers will be classified as low, medium, or high risk depending on their efforts to comply and the accuracy of their payments.

Key features of the Payday Superannuation rules

Penalty changes: Adjustments to how penalties and general interest charges apply or may be remitted.

Qualifying earnings: The new base for SG calculations, replicating the concept of ordinary time earnings.

Annual contribution cap: Replaces the quarterly maximum contributions base — contributions are made on all Qualifying Earnings until the annual cap is reached.

What employers should know With less than a year to prepare, employers should start planning early.

Final thoughts While the ATO says it will take a practical approach in the first year, it will also have better systems to track super payments. This means it can more easily see when super hasn’t been paid on time or in full — for example, if an employee’s pay includes super but no matching payment is made to their fund.

A Line in the Sand for Salary Compliance A recent Federal Court decision has reinforced that employers must ensure salary arrangements comply with award obligations within each individual pay cycle.

Employers cannot rely on annualised averaging to offset overpayments in some periods against underpayments in others. The Federal Court further stated that any terms in contracts of employment which attempt to overcome this limitation are invalid.

Supporting our members This decision arose from a complex case involving Coles, Woolworths, many of their management-level employees, and the Fair Work Ombudsman. Some aspects of the case are still to be finalised, and we understand the decision may be appealed.

We appreciate the decision arising from this case may cause uncertainty and concern for members. MGA is actively monitoring developments and will keep members informed of any changes or clarifications.

Our Employment Advisory team is also able to answer any questions you may have and help you understand how this decision may impact you.

MGA will continue to advocate on your behalf for law reform to simplify award and employment arrangements and reduce the heavy administrative burden required that decisions like this place on employers.

over time is not sufficient if any single pay cycle falls below the minimum – the employer will be exposed to underpayment claims. Since January 2025, knowingly underpaying employees is a criminal offence.

It is imperative for accurate records of hours worked by each employee to be retained by the employer if the employer intends to defend an underpayment or wage theft claim.

When considering paying any of your employees on an ‘annual/salaried’ or ‘loaded rate’ basis through a suitably worded term in a contract of employment (as opposed to minimum wages, overtime, penalties and allowances in accordance with an award), consider the following:

Public Holiday & Trading Hours As we approach the festive season, please be aware that there will be temporary changes to trading hours and employee entitlements.

Below are the details of public holidays and an indication whether some businesses may have trading hour restrictions for each State and Territory across Australia. Where there is a public holiday, an employee will generally be entitled to public holiday penalties or payments in accordance with the relevant industrial instrument (i.e. modern award or enterprise agreement).

New Regulations Make Psychological Health a Priority

Commencing 1 December 2025, the Occupational Health and Safety (Psychological Health) Regulations 2025 create new obligations for workplaces across Victoria to protect employees from psychological injury.

The new regulations make it clear that, just like physical threats, Victorian employers must address risks associated with psychosocial hazards – such as bullying, sexual harassment, aggression or violence, and exposure to traumatic events or content.

WorkSafe Chief Health and Safety Officer Sam Jenkin said the change would strengthen the existing occupational health and safety framework by creating specific duties for employers.

“Safe work is about more than just protecting workers from physical hazards – of course that’s important, but it’s every bit as crucial to protect workers from risks to their mental health,” Mr Jenkin said.

A psychological health compliance code has been published to provide practical guidance to employers about their obligations, including definitions of psychosocial hazards and examples of how they might apply across different types of workplaces.

Since the regulations were made in September, WorkSafe has also undertaken a range of awareness

At our recent Retail Crime & Safety Forum, we heard from members and experts about the increasing frequency of aggressive and, at times, violent customer behaviour, reinforcing the need to prioritise safety this festive season.

The Christmas period already brings higher foot traffic, extended trading hours and increased pressure on staff — and the added rise in hostile behaviour makes safety planning essential for independent retailers.

Port Douglas, 8th October to 12th October 2025 – Drakes Supermarkets hosted it’s 17th annual Supplier Conference at the Sheraton Grand Mirage Resort, set on the iconic Four Mile Beach.

The exclusive five-day event brought together Drakes Executives, valued supplier partners and their families, for a mix of business, entertainment and relaxation in one of Australia’s most stunning tropical settings. the open mic Q&A, which allowed suppliers to engage directly with Drakes Executives in a transparent and candid forum. The session ended on a high note with a hypnosis comedy show by Haiming Jiang.

The Supplier Gala Awards Dinner, presented in an elegant black and white theme, celebrated the achievements of the Drakes’ suppliers and acknowledged their commitment to the Drakes business. Guests were also treated to an unforgettable performance by renowned Australian music ensemble The Ten Tenors.

The conference opened with a Sip & Dip poolside welcome dinner at the picturesque Mirage Resort, where guests enjoyed food, drinks and live entertainment. The evening ended with a spectacular fireworks display lighting up the night sky, setting the tone for the exciting days ahead.

2025 AUR Liquor Conference MGA Independent Businesses Australia was proud to attend the 2025 AUR Liquor Conference in Hobart from 28–31 October. Representing the organisation, MGA’s Chief Operating Officer, Mikaela McKenzie, had the pleasure of joining FoodWorks liquor retailers and suppliers from across the country for three days of discussion, insight, and connection.

The conference, themed Stronger United, brought the AUR community together in one of Australia’s most picturesque cities for a program that balanced meaningful business conversations with genuine celebration of the independent liquor industry.

Connecting with retailers and suppliers One of the strongest elements of the conference was the opportunity to meet face-to-face with retailers from all states and territories. These conversations highlighted the sector’s ongoing pressures, including operational costs, evolving customer behaviour, workforce challenges, and the rising importance of local differentiation.

Equally valuable were the discussions with suppliers who actively support and advocate for independents. The

IGA VIC Village Meeting 10 OCTOBER, CROWN CONFERENCE CENTRE, MELBOURNE

MGA was pleased to take part in this year’s IGA VIC Village meeting, which brought together retailers, banner leaders and industry partners for a day of learning, connection and business updates.

The program opened with strong business sessions from IGA, offering insights into current trading conditions, customer trends and initiatives aimed at strengthening independent retailers across Victoria.

Tasmanian Independent Retailers Conference In October, MGA joined the Tasmanian Independent Retailers (TIR) conference, where CEO Martin Stirling delivered a nationwide update on MGA’s work championing independent retailers.

Martin outlined MGA’s new strategic plan, showing how it delivers practical, timely, expert support to members no matter where they operate.

He also spoke to MGA’s national advocacy efforts, outlining the major policy issues affecting independent retailers, including retail crime, illicit tobacco, junior wage rates, energy pressures and broader competition and planning challenges. His message was clear: MGA is strongly representing independent businesses in every state and territory, ensuring their experiences shape government decision-making.

Martin’s involvement at the TIR Conference reaffirmed MGA’s commitment to being a trusted partner for the independent sector and continuing to champion the interests of retailers across Tasmania and Australia.

FRED HARRISON:

Stepping Down from Ritchies Fred Harrison has spent nearly three decades building Ritchies into a $1.5 billion business with 82 stores and 6,500 employees.

Under his leadership, Ritchies became Australia’s leading independent licensed supermarket operator and a cornerstone of the local communities it serves.

Fred’s commitment extended beyond business growth, with Ritchies contributing more than $54 million to charitable initiatives and community programs. His leadership has consistently demonstrated the values and vision that define strong independent retail.

“This role will include supporting Wayne Harrison as he transitions into the CEO position, as well as contributing to the ongoing success of Ritchies. Fred will continue with Ritchies on an ongoing basis.

“To prepare for this transition, Wayne will step down from his current role as Victorian State Manager in February 2026 and take on the role of CEO Elect. During this period, Wayne will report directly to Fred and assume the ‘second-in-command’ position, with all positions in Ritchies having a dotted reporting line to him.”

Fred Harrison has announced he will be stepping down as CEO of Ritchies Stores at the end of 2026.

In a social media post about the change, Ritchies said: “While Fred will step down as CEO, he is not retiring from Ritchies. From 1 January 2027, he will move into a more informal role as Executive Director.

MGA looks forward to continuing to work alongside Ritchies Stores as a leading independent retailer, celebrating the achievements of its people and supporting the growth of the sector.

MGA extends its deepest thanks to Debbie Smith for her remarkable contribution to our organisation and the sector over nearly two decades.

MGA also acknowledges the significant contribution of Ross Anile, whose dedication to the independent supermarket industry spans more than four decades.

A proud Queensland retailer, Debbie has owned and operated several successful independent supermarkets since 1996. Her stores have long been recognised not only for their performance, but for their connection to local communities—reflecting her belief in the vital role independent retailers play across Australia.

Ross began his retail career at just 20 years old and went on to grow the Roleystone supermarket in Western Australia from a modest 300sqm store into a thriving 1,400sqm operation employing 75 staff. His story reflects the resilience, ingenuity, and community spirit that define independent retailers nationwide.

Debbie joined the MGA Board in 2006 and served with distinction, including five years as President from 2018 to 2023. Her leadership was defined by integrity, professionalism, and a steadfast passion for supporting independent businesses. Through periods of significant industry change, Debbie’s strategic insight and calm guidance were instrumental in strengthening MGA’s national presence and advocacy impact.

Ross’s service has always extended beyond business. As a volunteer bushfire fighter, he has also given countless hours to support and protect his local community—a testament to his character and commitment.

Her influence extends well beyond our organisation.

Debbie has contributed extensively to industry and community boards, including First Super, the Queensland Small Business Advisory Council, and Australian United Retailers, further demonstrating her commitment to strong governance and the future of small business in Australia.

We thank Debbie for her extraordinary service, her leadership, and the generosity with which she has shared her knowledge and experience. She leaves a lasting legacy, and we wish her every success in the years ahead.

A new era of labels will reveal where your shopping comes from Have you noticed more QR codes or country-of-origin labels on the meat at the supermarket or timber decking from the hardware shop? You’re not imagining it.

We’re in a new era of “traceability”. Labels – often with a QR code – will show shoppers where a product came from, who handled it and how it was checked to ensure it was not linked to illegal logging or deforestation Shoppers will also be able to see the country or region of origin, the product type, a certification ID (for timber, for example) and a code that links to more information, such as the locations of farms or forests.

These tighter labelling laws overseas in the European Union and Brazil are expected to change what’s available on Australian shop shelves, now and over the next few years. For example, stock levels of products might fluctuate as suppliers drop cheap but ecologically-damaging items and replace them with more responsible alternatives.

Already in Australia, most food products have to carry country-of-origin labels to help compare provenance at a glance. Many timber products in major retailers are Forest Stewardship Council-certified to show they are responsibly sourced or recycled. Other Australian businesses, such as fruit growers, are introducing QRenabled traceability to let consumers scan their fruit to see where it was grown, and even who picked and packed it.

The trend towards traceability Two forces are responsible for this push towards tracking produce.

The first is tougher regulation. Australia tightened timber import rules in March this year, requiring importers to know the country, area of harvest and species the wood came from. Many companies share this information via on-pack labels or QR codes. In Europe, antideforestation laws will come into force at the end of this 46

year for large companies, prompting exporters to collect similar data and share it with customers.

The second is technology. Retailers are shifting to scannable barcodes linking products to information about their origins. By 2027, point-of-sale systems worldwide are expected to be able to read 2D codes, which are similar to QR codes.

Beefing up cattle IDs In Brazil, the primary cause of deforestation is the expansion of agriculture and cattle ranches. To combat this, a national system is being introduced to link each animal to its farm of origin, which means exporters or regulators can reject cattle from deforested areas.

The Brazilian state of Pará, which is the leading native timber producer in Brazil, has already mandated this individual animal traceability. Combined with audits and enforcement, this is designed to choke off “cattle laundering”, as it is known, where meat producers try to hide the illegal origins of their cattle and sell meat from cattle farmed on deforested areas. As exporters and multinationals adjust to these rules, some imported lines could face temporary changes in supply. Most public warnings focus on EU-bound supply chains rather than Australian, so the local effect remains uncertain and will vary by supplier.

Illegal logging reforms In March 2025, Australia updated its illegal-logging regime. This means importers and processors have legal responsibilities to make sure the products they bring to Australia or process here do not contain illegally logged timber.

for lawful suppliers. So, what does that mean on the shop floor?

More timber and wood-containing products will be certified. This means some lines of timber may go in and out of stock as suppliers switch to better-traced products. Prices on certain tropical hardwoods could increase as low-cost, higher-risk supply is squeezed out.

Deforestation-free Europe The European Union has grown increasingly concerned about logging pressure on biodiversity and forests.

While full implementation of its flagship Deforestation Regulation has been postponed to 2026, the purpose of the regulations remains clear: keep deforestationlinked commodities such as cattle, wood and cocoa out of the market.

Over time, clearer labels and even digital passports are expected to encourage consumers to choose certified or recycled options. This passport is a standardised digital file linked to a product via a scannable label.

This matters to Australians, too. Large multinationals typically design their compliance systems to satisfy the market with the toughest rules. If Europe requires farm-level geolocation for beef or cocoa, suppliers will record the farm’s coordinates for every lot at the point of origin, regardless of the final destination. This means Australian buyers will also get this information.

The bottom line In Novemeber 2025, the COP30 global climate summit was held in Belem, the gateway to the Brazilian Amazon. Deforestation was a key focus. The summit explored ways to align commodity trade with the goal of zero-deforestation. The ability to trace and verify origins will be essential to make this possible.

It’s not just timber and beef that will be traced to their origin. Cocoa, coffee, palm oil, soy, rubber and leather are already being considered for EU duediligence rules. And batteries will need digital passports recording their origins and compliance. There may be short-term friction as these changes come into effect.

Consumers may see this through occasional shortages or slower restocks. But the dividends are lasting: clearer information for shoppers, a level playing field for compliant businesses and tangible progress towards stopping deforestation and ecosystem harm.

Who can apply?

This scholarship is available to applicants enrolled in, or currently studying, a degree, certificate, or diploma course at a Victorian university. This includes nonVictorian residents attending a Victorian university.

Selection Criteria Scholarships are awarded based on character, personality, academic achievement, and sporting proficiency. Preference is given to applicants who are children of employees or directors of THA member companies.

Scholarship Value Scholarships of up to $5,000 can be awarded, and over $1.5 million in scholarships have been awarded since the program’s inception.

GLOBAL SUPPLY STRENGTHENS

Australia’s Structural Timber Outlook to 2050 Australia’s long-term access to structural timber remains strong, with a new ABARES Insights paper confirming that enough supply is expected to support home building needs until at least 2050.

Imports help balance demand peaks Structural timber imports typically increase during building booms and ease once demand stabilises.

A clear example came during 2020–21 and 2021–22, when COVID-related stimulus programs drove housing activity to record highs, prompting a surge in imported sawnwood to meet immediate needs.

A $1.4 billion domestic industry

The report highlights that Australia’s domestic softwood plantations continue to meet the majority of construction requirements, while global markets play a vital role in smoothing fluctuations caused by housing demand cycles.

ABARES Executive Director Dr Jared Greenville said the findings should provide confidence across the market— from builders to suppliers and processors.

Australia’s softwood plantation estate remains a cornerstone of the sector—accounting for around 60% of the value of the nation’s total log harvest, worth approximately $1.4 billion annually. Consumption of softwood sawnwood continues to closely track building activity, reinforcing the material’s importance to Australia’s construction industry and supply chain.

Dr Greenville noted that a combination of strong local production and a stable international market helps shield Australia from volatility: “Having diversified supply options reduces the risk of extreme domestic price swings for sawnwood.”

“The data supports consumers and producers, ensuring that both sides of the market see structural timber as a reliable and accessible building material,” Dr Greenville said.

“It takes between 25 to 35 years to grow structurally graded sawnwood, so this outlook of a reliable international market is welcome.”

A United Industry Tackles a Growing Crisis Independent retailers, industry leaders, law enforcement and government came together on 21 November in Melbourne for MGA’s inaugural Retail Crime & Safety Forum — an industry breakfast focused on confronting the escalating threat of retail crime and finding practical pathways to protect local businesses.

The Forum brought together an exceptional lineup of experts, practitioners, and policymakers, creating one of the strongest cross-sector collaborations independent retailers have seen in recent years.

Shane Kensett, Queensland retailer (Dicky Beach IGA) delivered one of the most impactful moments of the Forum — a frontline account of a violent store attack that resonated deeply with every attendee.

A Powerful Line-Up of Speakers

David Bartlett, Safer Places Network, demonstrated how CCTV, verification systems and real-time incident alerts are becoming essential safety infrastructure for modern retail.

The day opened with an address from Hon. Milton Dick MP, Speaker of the House of Representatives, who spoke about the power of grassroots advocacy and encouraged small businesses to lobby local government with clarity and confidence.

Rohan Pike, Illicit Tobacco and Organised Crime Expert, set the scene by providing an opinion piece on the current black market and illicit tobacco landscape.

Detective Inspector Luke Kirton, Victoria Police, shared about current crime trends and how police are adapting their response to the unprecedented rise in retail crime.

David Southwick MP, Member for Caulfield, provided perspective on how government, business and police must work together to strengthen protections for independent retailers.

By bringing retailers, government, academics and law enforcement together, the Forum created a rare opportunity to share real experiences, challenge assumptions and identify actionable solutions.

Dr James Martin, Criminologist (Deakin University) provided an eye-opening overview of emerging threats, black-market networks and the growing illicit nicotine trade.

“The majority of tobacco now and nearly all vapes, nicotine pouches and alternative nicotine products are being sourced from the black market. There’s two major drivers of that, in my view. One is the extraordinarily high tobacco tax.” Dr James Martin Corey Allen, Workforce Resilience, equipped retailers with proven tools and behaviours to defuse conflict and reduce risk inside stores.
