MESSAGE OF THE PRESIDENT IASIA is an international/global association, whose mission is to strengthen administrative capacity building around the world, to advance excellence in public administration education and training, and to conduct, discuss, and disseminate cutting-edge research and “smart practices” on governance and administration. IASIA provides organisations and individual members from all over the world, who have similar concerns regarding education, training and research in Public Administration, with the opportunity to consider and advance their interests with regard to local, regional and national developments, within a global perspective. As a platform for the exchange of knowledge, IASIA simultaneously enables mutual support and assistance in these areas and through taskforces helps serve the needs arising from the increasingly complex environment in which governments and their public services are called on to operate.

ABOUT IASIA Improving Administrative Sciences Worldwide The IASIA is an entity of the International Institute of Administrative Sciences (IIAS). It is an association of organisations and individuals whose activities and interests focus on public administration and management. The activities of IASIA concern the education and the training of the administrators and managers.

Vision Improving Administrative Sciences Worldwide by promoting the good governance and supporting the pursuit of modern and accountable public administration.

Mission IASIA is an international/global association, whose mission is to strengthen administrative capacity-building around the world, to advance excellence in public administration education and training, and to conduct, discuss, and disseminate cutting-edge scholarly research and «smart practices» on governance and administration.

At the start of its 60th year of existence, IASIA is in the process of rethinking its strategy for the years to come and to become a major international organization that better understands the needs of its members and to assist its members in improving their schools and institutes by intensifying the exchange of experiences. This involves issues like how to invest in human capital in the public sector, how to promote adequate training, and education for future leaders in the public sector, and also by conducting research in what is needed to improve public service delivery worldwide.

Objectives

The development of the Standards of Excellence developed by the Joint UN/IASIA Task Force in 2008 is a major achievement towards this end. I am convinced that the perfect start of the International Commission on Accreditation of Public Administration (ICAPA) as well as the activities of the IASIA-UNDESA Joint International Task Force on strengthening Public Administration and Leadership at local level will constitute a solid support for the schools, institutes and governments worldwide.

1. to provide an opportunity for personnel of member organisations and individual members to exchange information, ideas, experiences and materials on issues and developments of common interest, through its annual conference; 2. to study public sector management and public policy issues and developments of current and future concern; to advance the professional knowledge, expertise and development thereof, through its working groups and study groups;

4. to conduct accreditation activities on behalf of institutes and schools, through its International Commission on Accreditation of Public Administration (ICAPA).

Activities/Services To realize its objectives, the IASIA implements the following actions : • Organizes Annual Conferences and Joint Congresses; • Publishes books; • Cooperates through International Taskforces; • Conducts Accreditation through ICAPA.

WORKING GROUPS

It is held in a different region each year to facilitate the participation of individuals from each of the seven regions and so make the Association more accessible to staff of its member organisations.

THEME

n is managed by a Project Director and two Chairpersons ;

The theme selected for the conference is a topic of major concern for public administration and management. The opening day of the meeting is devoted exclusively to consideration of this theme. The remainder of the conference is devoted to the consideration of current and ongoing topics and concerns of the several working/ research groups of the Association.

PROGRAMME

The programme is structured to allow each person to participate fully in the work of two groups. Provision is also made for panels and forums to complement the established plenary activities and working/research groups or extend into subject areas that go beyond those currently programmed.

The discussions of the conference, including the reports of the individual working/research groups, are available as electronic documents via the IASIA e-news thus enabling members to keep abreast of progress on matters of interest to them.

Each group :

ICAPA – Accreditation activities After nearly a decade of analysis and deliberation, IASIA established the International Commission on Accreditation of Public Administration Education and Training Programs (ICAPA) in August, 2012. Chaired by Professor Allan Rosenbaum, a Past President of IASIA, the Commission is responsible for developing and initiating procedures for the accreditation of public administration education and training programs. The Commission’s activities are based upon and build upon, a set of standards developed by a joint United Nations/IASIA task force which was initiated by the United Nations in 2005. This task force held hearings throughout the world and over 1,500 individuals participated in meetings that resulted in the development of the final report of the United Nations/IASIA Task Force on Standards of Excellence for Public Administration Education and Training. Since 2014, ICAPA has granted full six year accreditation to five programs and is in discussion with other institutions around the world concerning new accreditation activities. MEMBERS AND THEIR BENEFITS Two members’ categories are proposed:

Corporate Members n Preferential rates for registration fees to IASIA Conferences for three persons ; n IRAS free subscription (International Review of Administrative Sciences) ; n 50% reduction for IASIA Publications ; n Contribution to IASIA activities: each member may contribute to the IRAS and participate IASIA Working Groups ; n Participation in Scientific Programmes and Financial Management: have a seat on the Board of Management with right to vote. The delegates may be elected to carry out various IASIA tasks and participate as such in the formulation of scientific programmes and the financial management ; n Access to a network of 200 schools, institutes and universities from 86 countries and intensify student and staff exchanges between member schools and institutes; n Preferential rate and priority on accreditation that is delivered by our International Commission on Accreditation of Public Administration Education and Training Programs (ICAPA) n Access to our Experts database and use it for professional purposes (international study groups; scientific and financial partners for professional projects etc.). n Pay an annual fee of 312,35€ Individual Members(*) n receive preferential rates for registration fees to IASIA Conferences ; n pay an annual fee of 75€. Who can become a member and how ? Everybody interested in public administration is welcome. A membership form is available for downloading on the IASIA website http://www.iias-iisa.org/iasia The membership request has to be sent by post, fax or email.

ORGANISATION THE BOARD OF MANAGEMENT

It consists of the President, the immediate Past President, functional and regional Vice Presidents, twenty-five members from member organisations nominated on a regional basis and the IIAS President and IIAS Director General, ex officio members. THE ANNUAL GENERAL MEETING

All members are entitled to participate in the AGM which takes place on the occasion of the Annual Conference. THE SECRETARIAT

It assists the President and the Board in carrying out the Association’s functions and work programme. The Executive Secretary operates from the headquarters of the International Institute of Administrative Sciences in Brussels.
