The attempted assassination of former US President Donald Trump over the weekend July 13, 2024 it is a reminder of the dangers political leaders face. At such events, it is usual for specialists to coordinate the security plan. In the UK these individuals, of which I was one, are known as Counter Terrorism Security Coordinators (CT SecCo). In the US, the US Secret Service will have responsibility where they have a principal to protect.
The role is to develop a security plan, with contingencies in case of an attack. The plan should protect the principal, together with the other dignitaries as well as the public who attend the event. Any security plan should be layered, rather like an onion. The close protection officers, in this case the US Secret Service, are responsible for the protection of the principal (Trump). This is the inner layer.
The outer layers are protected by a series of security measures which may include:
It is very clear that in this case the counter sniper operation failed. The gunman managed to gain access to an elevated position with a clear unobstructed view, armed with a semi-automatic weapon and opened fire, killing a member of the public and injuring the former President and other members of the public.
According to eyewitness accounts, some members of the public saw the gunman before he opened fire. If those accounts are accurate, the question is why the counter sniper team didnít identify that threat and eliminate it before he was able to open fire.
If the US Secret Service, who are extremely professional, did identify the vantage point and implemented mitigation, what happened to cause that to fail? Was there an inside threat that allowed the gunman access? Were the premises unlocked, when they were supposed to be secure, thereby allowing the gunman access? Was security at the venue promised? These are the questions a review will seek to understand.
If the news reports that the distance between the gunman and Trump was 120 meters are accurate, as seen in the below image, and with the AR15 rifle having a range of 600 metres, Trump can consider himself very lucky to be alive.
There will be a deep dive investigation into the failings of this incident. I hope that within that review, the close protection team from the US Secret Service are recognised for the bravery that they demonstrated, running towards the danger and providing a human shield around Trump. I recognise this was their job, however, they still put themselves in harmís way, and in the moment that takes courage.
The primary lesson for us, is to remember that security should be layered, and subject to checks. Whilst I am confident that current CT SecCoís will already be covering off the threat from snipers, this attack will be a reminder not to be complacent and to ensure this threat is mitigated. Whether that is at your home, at work or at a major publicly attended event, a professional security review should start close to the "target"; and then expand outwards.
That may be inside your home, where you protectively mark, photograph and insure your most valuable possessions. You may choose to have internal CCTV and an intruder spray that provides video and a system that soaks intruders in a unique solution, to assist in prevention and identification in an investigation. Depending on the circumstances, you may choose to have a secure room in your home, where you can retreat to in the event of an intruder gaining access, which will provide further delay from a confrontation, and time for law enforcement or private security to attend.
The next layer will be ensuring that you have secure doors and windows, with approved locks that prevent easy access to your home, covered by CCTV and an alarm system with external signage to warn and possibly act as a crime prevention tool. These same theories will apply to commercial premises and to events, hopefully soon to be reinforced by Martynís Law.
More importantly I am confident that future political rallies in the USA will be subject to enhanced scrutiny and subject to an elevated risk assessment.

Being a clown is an honorable profession. We both grew up with Howdy Doody (a puppet), Buffalo Bob Smith and Clarabelle the Clown. But, that was the early days of television. Over the years, we have met peopleómostly adults, who have a fear of clowns and are actually afraid of clowns for a variety of different reasons. But recently, we have seen reports of individuals with possible ill intent, doing a variety of scary and sometimes dangerous antics. In preparing this paper, we found that this is actually an international problem and not just a trend in the United States.
The current frenzy originated in South Carolina in late August, 2016 after unsubstantiated reports surfaced that clowns were spotted trying to lure children into the woods. The craze has since ignited a national phenomenon with scary clown sightings reported in more than two dozen states from Alabama to Wisconsin. While many were hoaxes, a handful of the incidents resulted in arrests.
In Alabama, at least seven people face felony charges of Terroristic Threatening connected to ìclown-related activity,î Rainbow City Police Chief Jonathon Horton told the Times-Picayune.

To give you some background, for about two months now people have been reporting encounters with mysterious, seemingly malevolent clowns that are sparking rumors that the jokers plan to kidnap or molest children, shoot a classroom full of children, or otherwise victimize peopleóespecially children. As is often the case during these phantom-clown scaresóand yes, this isn't the first oneóthe incidents generally fall into one of the four categories below: An individual circulates a clown threat or clown sighting on Facebook or through another form of social media. This entire situation turns out to be a hoax and it ends up there never was a clown sighting or incident.
Someone, usually a child ñ reports that he or she spotted a clown lurking around or that they were attacked by a clown. No one ever finds this elusive clown. The episode never gets resolved, and in many cases there is doubt that anything actually happened.

An adult or young adult reports that he or she spotted a clown lurking in a neighborhood or that they were attacked by a clown. Again, no one finds the mysterious clown. The difference in this situation is that the episode does get resolved, because the person who made the report confesses to making it up.

A prankster decides to take advantage of the fear spread by numbers one through three above, by dressing as a clown and scaring people by watching them from a distance and in many cases chasing them, and sometimes carrying a weapon, which is never used. This clown does not kidnap, molest or shoot anybody. Instead, this individual wants to be a part of the latest social media trend.
A report by the Associated Press reveals that at least two of the ìevil clownsî spotted in France were detained yesterday after the police responded to frantic calls from the public. The France ìevil clownî fad is believed to have been inspired by one of the latest episodes of American Horror Story anthology series shown on Fox Broadcasting.
Reports indicate that the new wave of pranks began in the north of France earlier in the month and has quickly spread to its southern region. Several people have since been taken into custody in relation to the France ìevil clownî phenomenon. Reuters quotes the French police stating, "Since mid-October, a rumor inspired by videos published on the Internet has created the presence of threatening and aggressive clowns in France.
Symptomatic of the impact of the Internet, this phenomenon can lead to damaging individual acts and disturbances to public order." Multiple reports say there is a rise in clown-related crimes sweeping parts of northwest England with disturbing reports of people being harassed and chased by the painted perpetrators. The Manchester Evening News reported that one incident involved a teenage boyís claim to constables that a balloon wielding clown tried to snatch him. Incidentally, the alleged snatch incident closely resembles a scene from the Stephen King horror film, It.
Last November, a clown brandishing a knife reputedly stole a bike and was also observed following small children to school. News stories in the UK reported that tales of clowns strolling brazenly through neighborhoods with baseball bats led to numerous police calls by residents in Lancashire, England. In Bury, there were two reports of a peeping clown peering into homes in the dead of night.
In the United States, both the Greenville Police Department and Greenville County Sheriffís Office have open cases and the Spartanburg Police Department (South Carolina) confirmed Thursday, September 1st, that a clown sighting had been reported at a local apartment complex.
Fox News Carolina began an investigation into the clown sightings on August 24, after residents at Fleetwood Manor Apartments shared a letter they found on their apartment doors that left them concerned for the safety of their neighborhood.
According to the letters, which were reportedly posted at the apartment complex, stated that the property manager had received complaints of a person dressed as a clown trying to ìlure children into the woods.î The letter, which appeared to be printed on Fleetwood Manor Apartments letterhead, reminds the public children should never be alone or walking through the woods at night. The apartment property manager stated that Greenville County law enforcement is conducting daily patrols of the property due to the reports.
The creepy clown trend seems to be playing out on YouTube with videos showing an actor in full evil clown makeup and a costume, chasing victims (other actors) after showing a fake murder in parking lots or parks. These videos began to go viral in 2014.
Spooky clowns continue to scare audiences in pop culture movies, such as ìTwistyî the clown from American Horror Story: Freak Show and ìPennywiseî from the upcoming Stephen King reboot film It.
The internet also continues to play a role in the recent real-life clown scares. Chaparral High School students in Las Vegas reported receiving a Facebook request from "Garbo the Clown," with the threatening posting that the students need to run on Sept. 27 (2016) ìbecause, we're coming for you."
On September 30, threats were sent to St. Joseph Junior High School students in Missouri from a ìtrollî with multiple Facebook accounts stating that they were going to ìkidnap students and kill teachers.î
The New York Times reported that there have been 12 arrests made across the United States tied to these social media hoaxes. There have been quite a few cases of individualsincluding high school students, being charged with making terrorist threats on Facebook associated with the clown hoaxes in Alabama related to "Flomo Klown," "Shoota Clown" and "Kaleb Klown" accounts.
While none of the social media threats have proven to be credible, there have been arrests made tied to these creepy clowns. These include two clown-masked teenagers who were arrested for chasing children in Virginia, where it is illegal for anyone over the age of 16 to wear any mask or hoodie that hides their identity.
A woman in Reading, OH was attacked by someone ìin a striped outfit, a red wig and a white clown mask who grabbed her around the throatî and made threats against local school students.
Reading Community City Schools and local law enforcement stated that all threats are taken seriously and that they were especially concerned with the number of students who walk to school in the early morning hours and made the decision to close school.
Law enforcement officials throughout the country have released the following information to address the scary clown trend:
Call 911 and report any and all incidents.
Increase patrols around schools and past sighting areas.
Notify local Neighborhood Watch Organizations.
Share clown sightings and advise to call the police.
Get a description of the clown, including dress, face colors, and clothing.
This is a potentially serious trend and childrenís safety may be at stake.
Yes, there have been some serious incidents with the creepy clown trend of 2016, but most threats have remained unsubstantiated. There have been a few instances where individuals in clown costumes attacked and injured people.
On a New York subway, an individual dressed as a clown chased a teenager with a knife. In Tulsa, Oklahoma, a man walking his dog suffered scrapes and bruises after he was attacked by a clown. There are other documented incidents around the country where individuals were robbed by someone wearing a clown mask. At Texas State University, a person dressed as a clown assaulted a student outside a university housing complex.
The question on everyoneís mind is . . . ìWhatís the explanation behind the creepy clowns?î
One possibility according to folklore scholar, Dr. Jan Harold Brunwald is that the evil, phantom clown sightings fit the broad definition of an urban legend, a term he popularized in his 1981 book, ìThe Vanishing Hitchhiker.î Urban legends are hard to define, but Dr. Brunvand thinks of them as enduring rumors about improbable events, usually with a humorous or macabre element, that are spread by word of mouth.
The majority of those who have been arrested in clown costume during ìThe Great Clown Panic of 2016î have been young men who dressed in clown costumes to cause public distress. Their age and ìoutsiderî status is similar to the Insane Clown Posse, a very successful ìhorrorcoreî rap group from Detroit who wear black-and-white clown makeup and use the image of the joker. The Insane Clown Posse has multiplatinum albums that revolve around the theme of the Dark Carnival, a fun-house purgatory where wrongdoers are punished. The F.B.I. classifies followers of the Insane Clown Posse, called ìJuggalos,î as a gang.
CNN has six (mostly) legitimate possibilities for the creepy clown trend of 2016:
1 It's folklore with a modern twist.
It's an alternate reality game. 6 It's not always just make believe. 4 It's a social media fad. 2 It's viral marketing.
It's an expression of human anxiety.
The phenomenon of creepy clowns on social media has inspired a group of Montreal students to invent an app entirely devoted to clown sightings. The new app, ìClown Spotterî is available for Android and Apple smartphones and will allow people to report sightings and keep up-to-date on recent sightings in and around their neighborhoods.
The creepy clowns of 2016 have certainly instilled fear and cast a dark shadow on ìlegitimate clownsî who are professionals and earn a living ìclowning,î whose job is to entertain both children and adults, not create fear and frenzy. The World Clown Association expressed their shock and dismay at how the creepy clowns are ruining their reputation.
They stressed the individuals causing this crisis are not actually ìrealî clowns, but merely people dressed as clowns. The creepy clown trend has even affected prominent clowns such as McDonaldís, Ronald McDonald who is limiting his public appearances because of the creepy clown chaos.
Fear of clowns is not new, but the latest clown frenzy has fed the fear and anxiety created by the idea that there are demented individuals dressed as clowns lurking through our neighborhoods. The concept is simultaneously terrifying and hilarious, creating a perfect conversation topic and social media storm.
The bottom line is that creepy clowns are negatively affecting the ability of ìreal clownsî to earn income as well as putting their personal safety in jeopardy. They are scaring people and instilling fear. Today, the mantra of these ìrealî clowns should be, ìClown Lives Matter!î

An important element of CPTED that defines semi-private and private space within a complex is your landscape design. Its recommend that the height of bushes be no higher than 3 feet. We have recently read that Federal Emergency Management Agency. FEMA recommends the height of bushes to be 18 inches. And that tree branches are between 7 and 8 feet *off the ground as a means for Natural Surveillance and Safety. You want to be able to detect intruders and not allow them a hiding spot. Your landscape if properly laid out can also be a deterrent and prevent criminal opportunity.
Landscape furniture should be vandal-resistant and if benches are installed they need to be designed so that individuals canít be sleeping on them. Also, take under consideration, exterior lighting, video surveillance, vegetation, maintenance, barriers, the entrance & exit of your property, signage and the surface structure.
8 feet clearance is also recommended by ASIS Physical Security Principle Book, 2015, p. 214
Use simple, inexpensive CPTED guidelines to improve security for your complex:
Ensure shrubs and trees don't create blind spots or hiding places.
Trim bushes and hedges to a maximum height of three feet.
Use walkways and landscaping to direct visitors to the proper entrance and away from private areas.
Sidewalks, parking lots, doorways and all areas of the property should be well lit.
Remove objects that may provide informal seating for loiterers.
Recessed doorways can provide cover for criminal behaviour or loitering. Change these to be flush with the walls, or install gates.
Prevent easy access to the roof or fire escape from the ground.

Effective policies and procedures regarding terrorist attacks can and do assist in the protection of assets if they are adhered to. Tailored policies and procedures, specific to an organization, can act as a safety and security force multiplier by combining the efforts of all employees to deter, detect, deny, and respond to incidents. A safety and security mindset should be embraced by all employees as part of the Enterprise Security Risk Management concept.
The need for policies and procedures regarding terrorist incidents was blatantly clear in the aftermath of the September 11th, 2001, attacks. The 2001 attacks on the World Trade Towers were not the first time that this location was targeted by terrorists.
Some astute security professionals such as Rick Rescorla, the then Vice-President of Security for Morgan Stanley, identified the risks and emerging trends following the 1993 Vehicle Borne Improvised Explosive Device (VBIED) that was detonated in the basement of the South Tower.
In response to this emerging trend, Rescorla advised his employer, Morgan Stanley, and the Port Authority Management to take increased actions to mitigate the risk posed by another terrorist attack. Some of the protective measures that Rescorla advised and implemented were the improvement of lighting and signage for stairwells as well as routine evacuation drills for Morgan Stanley employees.
Carrying a bull horn and singing the Celtic folk songs he had been taught as a youth, he led groups to the stairwells. Ultimately, more than 2,700 employees reached safety before the tower toppled an hour laterî (2021, para.17). Rescorlaís efforts and astuteness from his risk analysis paid dividends in terms of preserving human lives.
As the security manager I will write, review, and implement policies to address the risk of terrorist actions. A risk assessment will be conducted routinely and will adhere to the General Security Risk Management Process to ensure that the security department is aware of any emerging trends and that the appropriate protective measures are implemented to address the identified risks (Palacious & Peterson, p. 539).
These policies will need to be approved and fully supported by leadership to be effective. Policies and procedures will be compiled in the Security Policy and Procedure Manual.

Implemented policies and procedures will entail routine training for the following: Active Shooter Hostile Event Response (ASHER), Basic First Aid, FEMA ICS 100, CPR and Automated External Defibrillator (AED). This training and certification would be applicable to all security personnel as well as selected and or volunteer employees with routine inspections of health and safety equipment, including fire detection and suppression systems.
I will also base policies and procedures on recommendations from local emergency response agencies and organizations such as National Fire Protection Association (NFPA) and Federal Emergency Management Agency (FEMA). One particular reference that I will strongly incorporate will be FEMA publication 452: A How-To Guide to Mitigate Potential Terrorist Attacks Against Buildings.
These policies and procedures would specifically address concerns related to a high rise building such as evacuation routes and assembly areas due to fire, bombings, or similar incidents. Procedures for isolating fires and the activation of stair pressurization fans will be contained in these documents as well as included in post orders for security officers.
Additional policies and procedures would entail access control, employee badging, surveillance, security measures, and reporting of suspicious activity following the guidelines of the If You See Something Say Somethingô campaign promoted by the Department of Homeland Security (DHS).
Summation
The implementation of tailored policies and procedures coupled with training and exercises could undoubtedly prevent monetary loss, protect the companyís image, assist in the continuity of operations, and most importantly preserve human life. The actions of Rick Rescorla during the September 11th attacks demonstrate this. A tailored Security Policy and Procedure Manual will greatly serve our employees and the company.

During the third quarter of 2024, IFPO Latam made significant progress in expanding its presence and impact within the security industry across Latin America, primarily through online events and initiatives. Despite geographical distances, the organization successfully brought together professionals and experts through a series of virtual events, fostering collaboration and sharing knowledge on key issues facing the industry.
One of the most notable online gatherings was the Encuentro Comunidad IFPO Per˙, which brought security professionals from different countries to discuss the unique challenges of private security in Latin America. The event featured a diverse panel of experts from Ecuador, Argentina, Venezuela, and Peru. Their discussion covered regional trends, shared experiences, and explored potential solutions to the growing demands of the security sector. This virtual meeting demonstrated the power of digital platforms in uniting industry professionals across borders.
Similarly, the Encuentro Comunidad IFPO Chile took place online, where experts delivered insightful presentations on critical security topics. These included Chileís National Disaster Prevention and Response System, the increasing role of drones in private security, and the evolving dynamics of citizen security. These presentations provided invaluable insights for participants, offering up-to-date strategies and technologies shaping the future of security management.
In addition to these community meetings, IFPO Latam continued to prioritize professional development through exclusive online webinars for its members. These sessions, centered around the Certified Security Supervisor & Manager (CSSM) and Certified Protection Officer (CPO) programs, provided specialized training to enhance the knowledge and skills of security professionals. The flexibility of these virtual webinars allowed members to participate from any location, ensuring they remained engaged and prepared for the challenges of the security industry.
The online initiatives have also contributed to the continued growth of the IFPO Latam community. Over 80 new members joined during this quarter, further expanding the organizationís reach and network across Latin America. Modern retail shopping outlets, such as our location, face a multitude of risks. These risks range from active shooter situations, public intoxication, sexual assault, and looting. This is supported by an article from Forbes that describes an emerging trend of violent criminal acts at retail outlets. Danziger states, ìReal people are the victims. And increasingly, retail criminals are using terrorist tactics of aggression, intimidation, even violence to put anyone off who might interfere with their crimeî (2023). Our security staff are responsible for deterring, detecting, mitigating, and responding to incidents such as criminal acts. Therefore, the occurrence of an incident involving our security staff attempting to stop a criminal act is not a question of if but when.
A possible incident that could result in criminal or civil liability involves our security officers being requested to respond to one of the stores within the mall, such as the Apple Store, regarding looting. When the security officers arrive, they witness a group of five individuals stealing electronic devices. Even if all our security officers who are on duty at that time arrive together they are almost matched in numbers, unless it occurs during a shift change. Our security officers give verbal commands to cease the looting to no avail and call for law enforcement to respond. The looters then verbally assault the security officers and threaten physical violence if the security officers do not leave. One of the security officers raises his middle finger to the looters and yells curse words and threats directed at the looters. This security officerís actions and statements are recorded by a patron, using a cell phone, and live streamed on social media. Law enforcement arrives and the looters flee the area without apprehension.
This incident could be mitigated by advising the stores to keep products secured in display cases with a limited amount of merchandise out at any given time. Additional signage indicating that the premises are being monitored by surveillance cameras could instill a sense of being watched according to Richardís semantic triangle and the use of symbols.
Proper vetting and hiring of quality individuals with the deportment to handle stress in a professional manner coupled with a program of instruction with focused training on de-escalation techniques for the security officers would greatly aid in mitigating these types of incidents.
As Conley states when discussing Total Quality Management, ìpeople skills make security professionals valuable to their employers and customersî (p.295). Additional training should include basic self-defense, and the use of less lethal instruments such as capsicum spray. The retention of this training would then be tested through functional drills in a controlled scenario. All training would be recorded and kept on file for reference.

This is supported by Hertig and Ray who state, ìThe power to detain will vary from jurisdiction to jurisdiction, but there may be authority to detain to protect the officer or others from an assault, to stop a trespasser, or to recover merchandise or other evidence under what is commonly known as ìshop keeperís privilegeî (p.12).
All training would be routine in schedule and abide by state, local, and industry approved requirements. Additionally, I would have the organizationís legal representation review all policies and post orders to ensure that procedures follow the letter of the law. Retaining individuals with a good attitude towards the company and their responsibilities will greatly aid in improving the companyís image and reduce the occurrence of negative employee-related incidents with the public.
Employees will have an assigned reading of the companyís Employee Handbook detailing their roles, responsibilities, and rules regarding approved tactics and equipment. A signed contract by the employee of their acknowledgement and agreement to the terms listed in the employee handbook would be mandatory as a condition of employment. Finally, an insurance policy in place to transfer some of the risk would also provide some coverage for the company and its employees.
Failure to have such policies would greatly aid the plaintiff in a civil suit against our company or individually. A weak or non-existent policy regarding such matters as detention and use of force would contribute to the preponderance of evidence in the plaintiffís favor and demonstrate a failure of oversight by our company. The fallout from the hypothetical incident could result in large monetary fees, a tarnished public perception, and possibly criminal charges.
