Northampton Borough Approves Eagle Scout project, looks Ahead to Canal Park Enhancements

During their meeting on Thursday, May 16, Northampton Borough Council approved an Eagle Scout project for Nathan Pany, a member of Troop 93. Pany plans to freshen up the gazebo at Canal Park. His project will include pressure washing and repairing the gazebo, picking weeds and cleaning up landscaping around the structure.

Pany’s project was supported by all members of council, who look forward to another beautification project at the popular riverside park. Pany’s project joins another Eagle Scout project in the works, as well as a memorial garden planned for the late Reverend Jerry Mraz.

approves Proposed budget for Upcoming school year

The Northampton School Board met Monday, May 13 with a lengthy budget discussion.

A presentation for the proposed 2024-2025 general fund budget by Business Administrator Craig Neiman included a property tax reduction for homesteads and farmsteads via gaming revenue per the Taxpayer Relief Act of 2006 in the amount of $2,222,915, which represents a $372,964 increase for 2023. This will lower 12,871 eligible homesteads and 74 eligible farm-

steads’ 2024 property tax bills by $171.85 and represents a $28.96 increase from 2023 and a $58.24 increase since 2021.

The proposed budget accounts for $129.2 million in total revenue, which is a 2.3% increase from the 2023-2024 budget that generated a total of $126.3 million during the previous school year.

Expenditures will also increase by 3.2% from $128.4 million to $132.5 million from the previous school year. The estimated net

Last week on social media, the Bath Farmers’ Market announced the board’s decision to cancel the 2024 market season.

Several factors contributing to the board’s difficult decision were cited, such as unexpectedly having to hire a new market manager close to the market’s opening date, loom -

ing road construction and most importantly, lack of vendor participation.

The Bath Farmers’ Market would have celebrated its 17th season this year, as the first market was held in 2008 at Keystone Park along Race Street every Friday night from June to September.

Lehigh Township Supervisors discuss

Additional extension request For Turkey Hill project

During the Lehigh Township Board of Supervisors meeting on Tuesday, May 14, the board heard from those seeking action on township projects. John and Dennis Moyer submitted their lot consolidation plan for approval, also citing that the plan should be exempt from

the recreation fee. Board member Cynthia Miller replied that the township never waives the recreation fee, but the Moyers presented three reasons why they should make an exception.

Township Solicitor David Backenstoe suggested approving the request for plan approval, but tabling the recreation fee issue

until the next meeting in order to give the board more time to investigate a relevant ordinance. The board agreed.

The next item on the agenda was a request for extension of time for plan recording for the Turkey Hill project. There was no representative present on Turkey Hill’s behalf, despite them being advised to do so.

“How much can the township absorb when they don’t even show up?” asked Vice Chairman Pritchard.

Board member Janet Sheats pointed out they have until the end of May to record the plan, and Township Engineer Michael Muffley warned that the board needs to make sure the township risks no repercussions if the development does not move forward. On the recommendation of Backenstoe, the issue was tabled until the next meeting. Township Manager Alice Rehrig will attempt to contact them, and if no contact is made by the May 28 meeting, Backenstoe and Muffley will draft a letter of denial. The zoning board has also reached out to the project leaders to advise them to cut the weeds and grass on the lot.

In other news, at the request of Muffley, the board agreed to release all funds relating to the elementary school construction. He also reported that, at the township’s request, he examined the situation at 3963 Recker Dr. where there are stormwater drainage issues, and determined that this is due to the nature of the way the cul-de-sac was built roughly 50 years ago. The township has no obligation in this matter, so he and Rehrig will send the homeowners a letter advising them that this is their responsibility to fix.

Sandra Hopkins of the recreation board expressed appreciation for how well the refreshment stand was managed during a recent night game at Bryfogle Park. There is a new volunteer taking over the summer camp. Blue Mountain Fish and Game is still seeking donations of baskets for their raffle on Sunday, June 9 to benefit both the Lehigh Township Rec Board and Furry Feet Rescue Inc.

Next, Public Works Director Frank Zamadics stated that everything is going well with the department. The repaired truck is running nicely, and if the weather allows it, they are ready to begin work on their planned road project. Katherine Mack then offered the department praise for the work they did on the township dog park.

Zoning Officer Elizabeth Amato received 65 new permit applications in April, 43 of which have been granted thus far, and nine new complaints. There will be two zoning meetings next month, on June 5 and June 20.

Police Chief Scott Fogel reminded everyone that the de-

partment had a busy April. Although the crash rate is still roughly half of what it usually is, the department handled a fraud case, a home invasion robbery and a standoff in a domestic dispute in which they were supported by several neighboring departments. There was also the recent fatal dump truck rollover and the search for the missing Appalachian Trail hiker who was ultimately found deceased. As of right now, the cause of death for the hiker is unknown but does not appear to be foul play. Fogel said the officers have stepped up exceptionally and handled all of these situations extremely well. Movies in the Park will be resuming soon and they are planning for National Night Out in August as usual.

Fire Commissioner Richard Hildebrand said that his department likewise had a busy April, involving many of the same calamities mentioned in the police chief’s report. The tanker truck has dropped its transmission

The Captain Theodore Howell Camp No. 48 Sons of Union Veterans was organized in 1910 and is made up of men who are

descendants of Union soldiers. Each Memorial Day since 1911, they have visited 10 cemeteries in the Northampton area that hold the remains of the men who fought in the Civil War and other wars. They will be accompanied by the Tri Community Marching Band and will conduct memorial services at each location, a prayer will be said, “The Gettysburg Address” will be recited and there will be a rifle salute followed by “Taps” and “The Star-Spangled Banner.”

Allen Township Supervisors look to Streamline billing and Improve efficiency

Following the resignation of the Allen Township treasurer on May 10, the Allen Township Board of Supervisors and Township Manager Ilene Eckhart are looking for ways to streamline billing and improve efficiency for both township residents and office staff.

Eckhart, who has been appointed township treasurer in the interim alongside Amber Averbeck as assistant treasurer, brought two proposals to supervisors. The first is a trash and sewer invoicing platform from Diversified Technology, a public sector software development firm. The invoicing platform would allow residents to pay their trash or sewer bills online using a credit card or ACH payment.

The current paper process, says Eckhart, is very manual and time-consuming. While residents would still be allowed to pay bills with cash or check, this new system would give them another option and eliminate some manual time for staff.

However, one concern for supervisors was the credit card processing fee. Supervisor Gary Behler said this fee would perhaps prevent residents from opting for online payments, defeating the purpose. Meanwhile, Supervisor Paul Link said he would be against the township covering any credit card fees, as that is a cost of convenience for those who choose to pay with a credit card.

While supervisors approved the purchase of the technology, they plan to discuss the issue of fees at a future meeting when a full board is present.

Eckhart also requested that supervisors approve a motion allowing Keystone Collections to handle all local service tax collec-

tion. Eckhart said the township receives many $1 checks, citing the thousands of trucks and third-party businesses that move through the township. Sometimes the township receives checks that should go to Northampton Borough. This results in staff spending time to send money back.

Keystone, which already collects earned income tax for the county, would help reconcile this and take the manual labor off the township staff. Supervisors approved this request.

In other news, supervisors approved the preliminary plan for Northampton Business Center Lot 3 along Howertown Road. Seven conditions were placed upon the development, the most important being a barrier requirement preventing tractor-trailers from entering or exiting the property using Howertown Road. A 13-foot-high physical barrier will restrict tractor-trailers while still allowing emergency vehicles. In addition, advance signage will be posted on Route 329, directing trucks to the proper entrance.

Finally, supervisors tabled the motion to approve the volunteer firefighter tax credit incentive program due to a lack of quorum. The ordinance will be readvertised for adoption at the next public meeting.

The next Allen Township Board of Supervisors meeting will be on Tuesday, May 28 at 6 p.m.

Backenstoe and the board held a lengthy discussion regarding property owned by Mr. Vandling, who has been refusing to pay fines related to his unauthorized construction projects. The issue was tabled until

the next meeting, and in the meantime, Backenstoe will attempt to speak with Vandling’s lawyer. Miller strongly advised Vandling’s neighbors to stop calling Mr. Backenstoe, especially in the evenings, as he is aware of the situation and should not be harassed.

The public was reminded that if they see unusual activity in the township parks, particularly af-

ter the curfew hour of 11 p.m., they should call the police immediately to try and prevent further vandalism.

The next meeting of the Board of Supervisors will be held at 7 p.m. on Tuesday, May 28 in the municipal building, located at 1069 Municipal Rd., Walnutport.

The Pa. State Police Troop MBethlehem have announced the official Memorial Day holiday enforcement period which commences at 12:01 a.m. on Friday, May 24 and concludes at 11:59 p.m. on Monday, May 27. This safety initiative

P.A.D.E.E.P (Pennsylvania Aggressive Driving Enforcement Education Program) targets drivers who aggressively operate their motor vehicle in a manner which is dangerous to members of the public, which include speeding, seat belt violations and child seat belt infractions. Troopers will also be concentrating their efforts on distracted drivers who violate:

• Title 75 § 1622: Handheld

Mobile Telephone

• Title 75 § 3314: Prohibiting Use of Hearing Impairment Devices

• Title 75 § 3316: Prohibiting

In addition, S.T.E.A.D.D.

(Selective Traffic Enforcement Against Drunk Drivers) and D.R.E. (Drug Recognition Expert) troopers will specifically focus on apprehending motorists who operate their motor vehicle under the influence of alcohol or drugs.

During the Memorial Day holiday traffic enforcement period of 2023, Troop M (Lehigh, Northampton and Bucks counties) troopers investigated a total of 42 crashes and made 31 DUI arrests.

Motorists are reminded of the mandates of Title 75 Section 3733, Fleeing or Attempting to Elude Police Officer, which stipu-

lates that any driver of a motor vehicle who willfully fails or refuses to bring their vehicle to a stop, or who otherwise flees or attempts to elude a pursuing police officer, commits an offense, graded up to a Felony of the Third Degree, which carries a maximum sentence of seven years in prison, a $15,000 fine and restitution for damages and/or injuries sustained as a result of the pursuit.

Motorists are reminded there will be increased patrols as part of our continuing effort toward traffic safety and also request to take special attention when driving this summer season. When you see flashing lights, slow down and pass in a lane not adjacent to that of the emergency response area; it’s the law.

Announces Memorial Day Events

The Northampton County Veterans Affairs office encourages residents to remember the importance of Memorial Day, a time for remembering and honoring those who have died in our nation's wars.

Veterans Affairs office encourages residents to reflect on the significance of Memorial Day. It's a moment dedicated to honoring the memory of those who have fallen in service to our nation, reminding us to pay tribute, show respect and cherish the bravery of the men and women who have selflessly served our country and made the ultimate sacrifice. Below are some meaningful ways for the community to ensure the enduring memory of our fallen military heroes.

The Pen Argyl Area High School Memorial Day assembly will occur at Alumni Stadium on Friday, May 24 from 8 to 9:30 a.m. The student body will gather outside for the student-run assembly, where speakers will talk about the importance of Memorial Day and the history behind it. In coordination with the military branches, many traditions and services will be held throughout the assembly to honor fallen soldiers. The event will include a flag-folding ceremony, complete with the playing of “Taps.”

On Saturday, May 25, the American Legion Brown & Lynch Post No. 9, in Palmer Township, will conduct Memorial Day ceremonies at 9 a.m. at the veterans' section of the Northampton Memorial Shrine Cemetery, 3051 Green Pond Rd., Easton.

The Williams Township Memorial Day Remembrance Ceremony will take place on Sunday, May 26 at 6 p.m., at the Williams Township Municipal Building, 655 Cider Press Rd., to honor fallen heroes, living veterans and service members on active duty.

On Monday, May 27, the

American Legion Post No. 9 Honor Guard will render prayers and honors at 9 a.m. at the Historic Easton Cemetery at the Grand Army of the Republic plot at the flagpole and cannon area.

Bangor Borough will host a Memorial Day ceremony on Monday, May 27 from 10 to 11 a.m. at St. John's Cemetery.

The Easton Memorial Day parade will start at 10:30 a.m. on Monday, May 27, from Sixth and Northampton streets through Centre Square to the Northampton Street free bridge. Ceremonies will continue on the bridge, with the playing of the national anthem, the Brown & Lynch Post No. 9 firing a volley from the south side of the bridge, the sounding of “Taps,” and the tossing of the Memorial Day wreath onto the waters of the Delaware River. The public will not be permitted on the bridge.

For the 14th year, the SteelStacks Campus will hold the annual Memorial Day commemoration, transforming the campus into a living memorial honoring our hometown heroes from Saturday, May 25 until Sunday, July 14.

ArtsQuest will honor men and women who have made the ultimate sacrifice while serving our country in a community event on Monday, May 27 at 3 p.m. The event will feature speaker Northampton County Executive Lamont G. McClure at the Levitt Pavilion SteelStacks stage with "A Time to Remember" in honor of the Lehigh Valley's fallen soldiers from the Afghanistan and Iraq wars.

The historic Fairview Cemetery in Northampton County invites the community to join their Memorial Day observances. The event will take place on Monday, May 27 at 3 p.m. The two-hour event includes the formal rededication of the newly restored veteran burial areas, American Legion Section 1 and Section 2, and the Monument to the Unknown Dead. The ceremony will be held on the east side of the cemetery. Afterward, there will be a small reception. The Dukes of Albuquerque Band will play military music during the event. Additionally, Warren Brock Orleans American Legion Post 69 will hold a traditional Memorial Day service at the Fairview Cemetery Pavilion on the same day, starting promptly at 11 a.m.

revenue and expenditures puts the proposed budget at a $3.4 million deficit.

According to the Government Finance Officers Association, school districts should maintain a fund balance of no less than two months of general fund operating expenditures, which would total $22 million for the district.

However, with the $3.4 million deficit, the district estimates an ending fund balance for June 30, 2025 at $14.7 million and because the district strives to maintain an unassigned general fund balance between 5% and 8% of budgeted expenditures for each fiscal year, the board must pursue various options to increase revenues and decrease expenditures if it falls below 5%.

Three suggested options included leasing technology devices, two special education teachers and aide being funded by ACCESS, two social workers being grant funded, eliminating the new technology position and cutting department and building budgets by 10%.

Potential building and department cuts to achieve a 10% reduction could include: elimination of middle school athletics, which impacts approximately 230 students and 18 paid coaches for $120,000 in savings; reduction in new library content, which includes a $3,000 reduction for elementary schools and a $10,000 for the middle and high schools for $32,000 in savings; reduction of instructional supplies for $50,000 in savings; reduction of art and music supplies, which includes a $1,250 reduction for elementary schools and $10,000 for the middle and high schools for $25,000 in savings; reduction of school-wide positive behavioral support programs for $25,000 in savings; reduction of professional development opportunities for $25,000 in savings; elimination of substitute custodians, which impacts nine staff members and will delay deep cleaning for $75,000 in savings; elimination of outdoor field treatment programs for $10,000 in savings; and leaving two positions open after retirements and resignations, which would result in higher class sizes at the secondary level for $240,000 in savings.

Additionally, it was noted that the tax increase options presented do not consider the ongoing operation of Moore Elementary School and that if the board votes for the school to remain open, the administration recommends a multi-year taxing strategy to generate funds.

A proposed 1% tax increase was suggested by the administration, which would put the unassigned fund balance percentage over 5% for each of the proposed

options, generate $725,895 in revenue, increase millage by 0.56, require $2,661,042 in additional fund balance use and increase the average annual tax bill by $35.21 for the 2024 average assessed $63,000 home.

During a straw poll, board members voted on their tax increase preference for the upcoming final budget. Vice President Kristin Soldridge and Director Brian McCulloch asserted their stance on not increasing taxes, whereas Director Kim Bretzik and Director Josh Harris asserted preference for a 0.5% tax increase, which would generate $361,815 in revenue, increase millage by 0.28, require $3,025,121 in additional fund balance use and increase the average annual tax bill by $17.55. However, Bretzik’s motion for a 0.5% increase did not receive enough support to pass.

Director Michael Baird then made a motion for a 1% tax increase, which resulted in a 4-4 tie with Baird, Vaugh, Director Ross Makary and Director John Becker supporting the 1% tax increase and Bretzik, Harris, Soldridge and McCulloch opposing the 1% tax increase.

Due to the tie, Solicitor John E. Freund III expressed that a 4-4 vote still passes for budget posting purposes, although if the vote were to remain tied for the final budget adoption, the solicitor would provide the tie breaking vote.

The district will not be locked into any particular tax rate until the final budget vote at next month’s meeting.

Following the presentation, the board unanimously approved the $132,542,965 proposed budget and authorized the administration to advertise the proposed budget before its final approval in June.

The next Northampton School Board meeting will be held on Monday, June 10 at 6:30 p.m. in the Northampton Area High School auditorium, located at 1619 Laubach Ave.

In 2022, the market moved its location and day of operation to Saturday mornings in Monocacy Creek Park.

Although there will not be a farmers’ market in the borough this season, the Great Bath Duck Race will go on, with 100% of the proceeds going towards Christ Church of Bath and its missions. Stay tuned for this year’s date and more information.

Mayor Tony Pristash hopes all of the projects at the park will make for a “good bloom” and a “more picturesque” landscape for walkers along the D&L Trail. Public Works is currently laying soil, while plans are in the works to re-pave the portion of the walking trail.

The population on the trail is picking up, Mayor Pristash added. The walkers, hikers and bikers are also venturing into town to explore local businesses.

“We’re very fortunate for that park,” Mayor Pristash continued. “It is going to be a very colorful summer."

As beautification continues

in the park, council reminded residents to maintain their own properties as well. With the warm weather, there has been an increase in weed complaints.

“Trim your weeds. Trim your plants,” said Mayor Pristash. “Let’s all have a nice, beautiful town.”

In other news, parking on Main Street was once again a topic of discussion as businesses seek to make parking easier for patrons.

Shops in the 1200 block of Main Street have requested a parking restriction limiting parking on the west side of Main Street to one hour between 8 a.m. and 5 p.m., Monday through Friday.

Police Chief Bryan Kadingo will review and provide a recommendation.

During their meeting, council also agreed to reach out to Kay Builders on behalf of property owners experiencing water accumulation issues in the area of

Kingsbarns Lane. One resident, Jose Carrero, said his calls to the developer have not been responded to. His driveway is sinking, causing a safety hazard.

“We need to hold these people more accountable for their services,” said Councilman Ronald Glassic, speaking of the developers and other companies that perform work in the borough.

Finally, several upcoming events were announced. The pool is tentatively scheduled to open on June 1. Passes are still available at the recreation center.

Paw Prints on the Canal will be on June 9 and the annual firefighters parade will be on July 20.

The next Northampton Borough Council meeting will be on Thursday, June 6 at 7 p.m.

Biennial Festival to Be held at Kreidersville Covered Bridge

The biennial Kreidersville Covered Bridge Festival will take place Saturday, June 1 and Sunday, June 2 from 11 a.m. to 7 p.m., at the covered bridge in Northampton.

There will be an old-fashioned pig roast, craft beer tastings featuring the Lehigh Valley Homebrewers, Civil War reenacting, hay wagon rides, a basket raffle drawing, a historical speech presented by Larry Oberly, and Lehigh County 4H will be on the premises.

On Saturday, live music will be provided by Big Valley Bluegrass from noon to 3 p.m. and the James Supra Band from 4 to 7 p.m. On Sunday the musical performers are SteelCreek Band from noon to 3 p.m. and the Large Flowerheads will conclude the festival from 4 to 7 p.m.

Admission to attend the biennial festival is free and park-

ing is also free. All are invited to come out and help support the last remaining covered bridge in Northampton County.

1. The Borough Council, or its designee, shall have authority to close any street or specific part of a street to vehicular traffic and to place barriers or station police officers at each end of the closed portion, while construction or maintenance work is under way or a special event is being conducted on the closed portion. It shall be unlawful for any person to drive a vehicle upon any such closed portion.

2. The Borough Council, or its designee, shall have authority to establish a restricted traffic area upon any street where construction or maintenance work is under way and to station flagmen at each end of the restricted portion. It shall be unlawful for any person to drive a vehicle upon any such restricted traffic area at any time when the flagman is displaying a sign directing that vehicle to stop, or is signaling that vehicle, by a flag or other device, not to proceed.

3. All individuals or organizations who wish to request a street closure shall complete a permit application for such closure provided by the Borough. No closure shall be authorized without first receiving approval of the permit application and the payment of a permit application fee. The permit application fee shall be established by resolution of Borough Council from time to time at its discretion.

4. Any person who violates any provision of this Section shall, upon conviction, be sentenced to pay a fine of $25 and costs.

Awarded grants

Rep. Zach Mako (R-Lehigh/ Northampton) recently announced almost $700,000 in Local Share Account grants from gaming revenues have been awarded by the Commonwealth Financing Authority (CFA) to projects within Northampton and Lehigh counties.

Local Share Account grants support economic development, job training, community improvement and public interest projects through gaming funds under Act 71 of 2004.

Those receiving grants were:

• Bath Borough– $189,970 for a new dump truck as a replacement;

• Lehigh Township– $69,999 to upgrade the police department’s computer system;

• Northampton Borough–$80,000 to replace two police vehicles;

• North Whitehall Township–$44,406 to purchase four power

stair chairs for Northern Valley Emergency Medical Services to assist with moving patients up and down stairs;

• Walnutport Borough–$308,085 to purchase a replacement multipurpose utility vehicle for the Diamond Fire Company

This Memorial Day, one way to honor the fallen and pay tribute to those who have served is by donating to the Pennsylvania Veterans’ Memorial Trust Fund.

The Pennsylvania Veterans’ Memorial, located at Indiantown Gap National Cemetery in Annville, Lebanon County, stands in lasting tribute to those who served our state and nation in times of war and peace. This monument is nationally recognized as the largest veteran’s memorial located in any of the national cemeteries.

“Since World War II, more than one million men and women have sacrificed their lives to protect our freedoms,” said Maj. Gen. Mark Schindler, Pennsylvania’s adjutant general and head of the Department of Military and Veterans Affairs (DMVA).

“Donating in support of the Veterans’ Memorial ensures that structural repair projects can continue and the memorial honoring the legacy of these brave men and women will remain for all to appreciate.”

Last year, the Memorial

re-opened to the public after months of repairs and alterations to address areas of damage due to long-term exposure to the elements. Specific repairs included re-anchoring plaques, resetting existing pre-cast concrete, waterproofing walls, replacing flashing and upgrading drainage. Flagpoles and lighting have been added as new features to honor all services and traditions.

One hundred percent of donations go toward the upkeep such as landscaping, lighting and fountains, as well as needed maintenance for structural and cosmetic components throughout the memorial. Donations are taxdeductible.

Donations can be made to the Pennsylvania Veterans’ Memorial Trust Fund online at www.donate.dmva.pa.gov or by sending a check made payable to the “Pennsylvania Veterans’ Memorial Trust Fund” and mailed to: DMVA Office for Veterans Affairs, Bldg. 9-26, Fort Indiantown Gap, Annville, PA 170035002. Donations can be made “In Honor Of,” “In Memory Of” or “On Behalf Of.”
