Lehigh Cement Cloth bags

A few weeks ago, this writer and Larry Oberly visited the headquarters of Heidelberg Materials, formerly Lehigh Portland Cement in Fogelsville. We were given century-old photographs showing Lehigh Cement Company and their old bag factories.

Lehigh Portland Cement Company was founded by a famous philanthropist, General Harry Trexler.

Lehigh had numerous cement plants in many states. In the Lehigh Valley, they operated plants in Fogelsville, Ormrod, West Coplay and Sandts Eddy.

Originally, cement was packed in wooden barrels. A standard barrel weighed 376 pounds. Barrels were expensive to make. Most were never returned to the com-

panies; many were used for firewood.

Cloth bags were a great substitute for the barrels. They could be returned to the companies to be used again. When returning a bag, you received 10 cents for each bag. Millions of cloth bags were made during the early days of the cement industry. Sturdy cloth bags contained 94 pounds of cement. They were easy to pack and move to a job site. Today, returned bags would be called recycling.

Bag factories mostly employed women. They cut the cloth, sewed the bags and repaired the returned bags.

Returned bags had many uses. Bags were taken home to use in various ways. The Atlas Cement Museum has bags which were used for towels, bed sheets, tablecloths, diapers and furniture covers. Some local churches even rolled their pierogi dough on the bags.

One of my favorite stories was told to me by Anna Kish, of Jacksonville. During this era, many people swam in the local quarries. Anna needed a swimsuit but did not have the money to purchase one. Ever resourceful, her mother used a Bath Portland (later Le-

penditures increases required district contribution by 3.96% or $446,133.

In total, NASD will contribute 28.5% of the BAVTS 202526 budget based on enrollment history over the last three years, which averages 335 students en-

high Portland) bag for her suit. Anna was ready for swimming!

The current Northampton Banquet Center on Laubach Avenue was the Atlas Portland Cement Company bag factory. Millions of bags were made there, including the cement bags sent to construct the Panama Canal.

The bag factory women were a close-knit group. They not only made bags, but they also operated a print shop to label the bags.

The foreman of the bag factory was Edward Royer, founder of the Northampton newspaper, The Cement News. The paper was circulated throughout the cement belt.

Today, cement is packed in sturdy paper bags. The cloth bags and the hard-working women of the bag factory are now cherished memories from a different era.

We will be on the Lehigh River in two weeks. See you then.

rolled in BAVTS annually over the last three school years. In contrast, Bethlehem Area School District averages 707 students and Saucon Valley School District averages 110 students. All three districts combined average 1,152 students enrolled at BAVTS per year. As such, BASD covers 61.7% of the BAVTS budget and SVSD covers 9.8%.

Per the 28.5% contribution, NASD is responsible for $3,339,635 of the 202526 BAVTS budget, which is a $198,806 or 6.33% increase.

During the 2025-26 NCC proposed budget presentation, NCC President David Ruth stated that the college’s total consolidated operating budget, proposed at $81,004,017, represents an increase of $2,295,443 or 2.92%. The capital budget proposes total expenditures of $8,549,012, a $130,318 decrease from the 2024-25 revised budget.

Additionally, the 2025-26 total operating budget in the educational and supportive (credit instruction) area where school districts participate is proposed at $68,939,277, which represents an increase of $2,106,551 or 3.15%.

Some of the budget initiatives that Ruth highlighted for the upcoming school year include aligning course offerings to ensure students can build schedules

that best fit their career goals and availability; updating their learning management system to improve the quality and accessibility of course delivery in all formats; removing friction points from application, financial aid and enrollment processes; strengthening the quality of campus amenities; synchronizing the delivery of student support services; re-envisioning the Community Education Division; investing in the workforce of NCC; and increasing marketing and communication efforts to attract/enroll more students.

Last year, NASD approved NCC’s requested $60,521 increase for the 2024-25 school year budget, which brought the total district contribution to $955,417, whereas this year, NCC is requesting a $110,034 increase, bringing the district’s total contribution for the 2025-26 school year to $1,065,451.

Next, NASD Business Administrator Craig Neiman provided an updated presentation on the district’s 2025-26 proposed budget.

During the Jan. 13 initial budget presentation, the district’s estimated deficit for the 2025-26 school year was $6,259,264.

Since then, the business administration reduced that number by $3,140,560 and accounted for an additional increase of $585,451 for capital improvement projects, which brought the total estimated deficit during the March 10 proposed budget update to $3,704,155.

Neiman’s April 14 proposed budget update also accounted for a $270,000 reduction for the elimination of library funding as recommended by the Finance Committee and an increase in CIU20 healthcare costs, which brings the deficit down to $3,487,155.

With the updated deficit reduction, Neiman offered four potential tax options that directors will choose from (see table):

additional budget cuts will be difficult to find without drastically impacting programming and the administration does not recommend fund balance use of more than $1 million to balance the budget.

Directors Ross Makary, John Becker and Nathan Lichtenwalner all expressed their opposition to cutting library funding.

“Right now, there's 11,674 people that have library cards that use the library. For Northampton, it’s

“Additional fund balance use [is] the number to keep an eye on because if we don’t balance the budget, we have to pay for that difference out of our fund balance. ... Drawing from our savings account to balance the budget is challenging and not a recommended practice because if you don’t solve the budget deficit this year, that will just continue to roll into future years,” said Neiman.

The deficit summary with a 4% tax increase would bring the 2025-26 proposed budget deficit down to just $285,867, which could be covered by the district’s fund balance.

Neiman noted that subsequent board direction is needed since

3,902 people, or Lehigh Township it's 1,952 people, for Moore Township it’s 1,766 people. That's a lot of people that use the library. I think it provides very important preschool programs for our children. My grandchildren took advantage of it. Teaches them reading, to enjoy reading. It provides a service for adults. I think it's the least we can do to provide services for our community, so I cannot support cutting that funding,” shared Becker.

Director Joshua Harris responded, “So, you are then OK with cutting from the school district?... We are school directors, not library directors.”

“We’re also going to be reduc-

ing our own library items by $50,000,” added Northampton School Board President Kristin Soldridge, noting that the district has several other significant upcoming costs associated with facilities such as the high school roof and turf field replacement as well. “When it comes to the library, the library is a public library that is funded and should be funded by the local townships and municipalities of the residents that use it. Our school district has its own libraries within each of the schools. They also have an online library that we pay a fee for,” Soldridge stated.

Calling the $270,000 in funding “excessive,” Soldridge stated, “At the end of the day, there's not much money to cut anymore. ... There has to be a line where the board draws to say, you know what, we need to worry about us and the district and not worry about everybody else.”

Makary suggested reducing the amount of funding rather than

Continued from page 6 cutting the funding altogether, deeming it “irresponsible.”

The library funding budget cut will be placed on the May 12 agenda for the board to formally vote on and directors will need to approve the final budget during the June 16 meeting.

Additionally, Neiman’s proposed budget presentation accounted for the $270,000 cut, so if the board chooses to alter that figure, the deficit will increase by that amount.

Directors then took a straw poll to vote on the tax increase percentage they favor, which directs Neiman on how to prepare the updated budget that will be presented next month.

Director Brian McCulloch voted for a 0% tax increase and Lichtenwalner voted for a 2% tax in-

crease, whereas directors Michael Baird, Doug Vaughn, Becker, Harris, Makary and Soldridge all voted for a 4% tax increase.

In other news, directors unanimously approved all agenda items listed under finances, which included: adopting the 2025-26 CIU20 General Operating Budget in the amount of $4,431,923 with NASD’s portion being $47,557 needed to fund the budget; a contract for the services of FutureThink to conduct an Elementary School Boundary Analysis in the amount of $8,750; adopting the 2025-2026 BAVTS budget in the amount of $15,555,038 with NASD’s portion being $3,339,635 needed to fund the budget; and adopting the 2025-2026 Northampton Community College Budget in the amount of $77,488,289 with the NASD’s portion being $1,065,451 needed to fund the

budget.

Last, the board unanimously approved and accepted the letter of resignation submitted by Kim Bretzik resigning from the Northampton Area School District Board of School Directors effective March 7, 2025.

Directors thanked Bretzik for the time and dedication she provided to the district and school board over the 3.5 years she served as director.

“She’s going to be missed up here. She did a lot of homework. She was very knowledgeable in what she did. It’s a great loss,” Harris expressed.

A special school board meeting will be held on Wednesday, April 30 at 5:30 p.m. in the Northampton Area Middle School cafeteria, located at 1617 Laubach Ave. to interview applicants for the Region 3 board vacancy, which includes Bath and Chapman bor-

oughs and Moore Township. The next Northampton School Board meeting will be held on

Monday, May 12 at 6:30 p.m. in the high school auditorium, located at 1619 Laubach Ave.

The Borough of Northampton will lose two dedicated employees over the next several weeks. During the April 17 borough council meeting, it was announced that Steve Urban, wastewater sewer plant operator for the borough for over 26 years, will retire effective June 30.

“That sewer plant is not going to be the same without you,” Borough Manager Brian Welsko said in a message to Urban. “Thank you for everything you’ve done.”

“He has always handled himself in an exceptionally professional manner,” Councilwoman Judy Haldeman said of Urban. “I always found it to be enjoyable to talk to him…He will be sorely missed.”

Assistant Borough Manager Jerry Serensits said Urban will be hard to replace but knows the other employees at the facility will “step up” to help during this transition.

Beth Smith, animal control officer, also announced her resignation, effective May 1.

“Thank you so much,” Welsko said to Smith in a message. “I know your job can be very thankless at times, and I know you really put your heart and soul into it.”

The borough is looking for anyone interested in filling the animal control officer position.

In other news, the borough is preparing the municipal pool for an exciting summer season. Passes for the 2025 summer pool season will go on sale Thursday, May 1 at the Northampton Recreation Center.

Councilman Ronald Glassic said public works employees have been working “day after day” to prepare the pool for the season. Painting will also begin soon.

Welsko added that a “decent amount” of lifeguard applica-

tions have been collected, and he is “cautiously optimistic” that the pool season may be extended.

Several spring events were also announced. The annual free shredding event, hosted by Rep. Zach Mako, will be held Saturday, April 26 from 10 a.m. until noon in the Northampton Community Center parking lot.

On April 29, residents are invited to meet Mayor Tony Pristash, Borough Manager Brian Welsko and Assistant Manager Jerry Serensits at The Greater Northampton Area Chamber of Commerce "Meet Your Mayor and Managers" event. This open dialogue gathering will be held from 4 until 6 p.m. at the Gin Mill & Grille. A formal presentation from borough leaders will begin at 5:30 p.m. Department heads from the Northampton Fire Department and Police Department will also be present.

“We have two young managers…there may have been question marks when they first started, but they have obliterated those question marks,” said Mayor Pristash. “[They] have brought us many great events, many great ideas.”

“Come out to the Gin Mill,” he continued. “It will be a great opportunity to meet one-on-one with them and have your questions answered…that Tuesday is going to be a fun time.”

Finally, Welsko announced that the borough is looking to purchase a new street sweeper.

The existing equipment, used for over 14 years, recently broke down and is no longer repairable.

The borough is in discussion with neighboring municipalities to see whether it can borrow equipment until a new sweeper is purchased next year.

The next borough council meeting will be Thursday, May 1 at 7 p.m.

Nazareth Resident

Alessandra Hurd

On production Staff for ‘Singin' In the Rain’

Submitted by TOM McNAMARA

Nazareth resident and DeSales University Theatre major Alessandra Hurd is the Assistant Scenic Designer for the university's Act 1 production of "Singin' in the Rain" from April 24 through May 4.

Act 1 is the highly acclaimed producing arm of the DeSales University School of Performing Arts that encourages students to bring truth and beauty to the world through their art forms in plays, musicals, children's theatre, dance concerts and film festivals.

Based on the 1952 MGM film, "Singin' in the Rain" is the story of a movie studio and its leading actors, Don Lockwood and Lina Lamont, navigating the new talking picture technology.

Recreating the film for the stage necessitated a collaboration among all three majors in the School of Performing Arts. In addition to the production being a dance-heavy show, the filmed

portions fostered cooperation with students from the TV/film major. Filming occurred on location as well as the university's virtual production studio, a cuttingedge space with the latest virtual production technology, which has been used on many Hollywood television shows and movies.

Smoked Salmon Dip

Ingredients

8 ounces cream cheese, softened

1/3 cup mayo

1 tablespoon lemon juice and zest of 1/2 lemon

1 teaspoon Worcestershire sauce

1/2 teaspoon Dijon mustard

1 tablespoon fresh dill, chopped

1 tablespoon fresh chives, chopped 1 tablespoon fresh parsley, chopped 5 ounces smoked salmon

Salt and pepper to taste

Instructions

If your salmon is frozen, let it thaw. Take the cream cheese out of the fridge so it softens up for at least 30 minutes prior to starting the recipe. Prep your ingredients (chop herbs, etc.).

Add everything except the salmon and salt and pepper to the bowl of your food processor. Process it until smooth. Add the salmon to the food processor and process until it's incorporated. Give it a taste and adjust ingredients if needed (e.g. add salt/pepper or more lemon juice).

Chill the dip for at least 30-60 minutes prior to serving it. Keep in mind that the longer it's in the fridge, the more it'll harden.

If you have a recipe you’d like to share with our readers, email it to cstroh@homenewspa.com or mail to P.O. Box A, Walnutport, PA 18088.
