Viewing of races on the track is no longer permitted. Trainers are asked to be mindful of this and are asked to remind their staff of this also.
Forfeit List
The Irish Forfeit List will be published in the Irish Racing Calendar of the 6th July 2023. Payment must be received by the Client Accounts Department of Horse Racing Ireland by 12 noon on Tuesday, 4th July 2023 to avoid publication therein.
French Rule Change in regard to Pregnant/Covered Mares Eligibility to Race
Article 123 of the Code des Courses au Galop has been modified and now stipulates that as of March 1st 2023, no covered and confirmed pregnant female may take part in a race. If pregnancy has not been confirmed, she is eligible to race again 120 days after the date of last cover. No female having foaled will be able to race within 240 days from the date of foaling
If a female in training has been covered since January 1st of the current year, the owner must inform both the Stewards of France Galop and the trainer in writing, specifying:
The date(s) of covering,
The name of the stallion(s) concerned.
If said female turns out to be empty or aborted, the owner must notify the Stewards of France Galop in writing as soon as possible.
VACCINATIONS
Vaccination protocol to race in France
Following modification of article 135 of the Code of des Courses au Galop, we inform you that it is now compulsory for all trainers to enter their horses' vaccinations on the server (site pro). By the end of the first quarter of 2023, any entry to race in France will not be validated if the vaccinations have not been uploaded to the server AND are in accordance with France Galop's vaccination protocol.

Irish Horseracing Regulatory Board Notice
Declaration Of Non-Runners & Reserves
Trainers are requested to note that notifications of a non-runner or declaration of a reserve can now be done via RAS or on the dedicated telephone line (045-445645) at the Office of the I.H.R.B. up to 90 minutes before the time of the first race.
If using the Non-Runner/Reserve Telephone Line, the caller will be asked to provide the Trainer's Horse Racing Ireland account number and Trainer's date of birth. All calls are recorded for verification and security purposes. Veterinary certificates, where required, must be sent as usual to the Office of the IHRB within 72 hours. A Trainer failing to lodge a certificate within the time period shall be liable to a fine in accordance with Rule 194(v)(vi).
Trainers wishing to declare a Reserve a runner or a non-runner must also do so via RAS or on the same dedicated telephone line number by 10am for meetings, (other than floodlit meetings) during the months of November, December and January and by 11am for all other meetings including floodlit meetings otherwise the reserve will automatically be withdrawn.
If a rider has not been nominated for a declared reserve the Trainer must do so by the time fixed for declaration of a reserve listed within the paragraph above otherwise the declared reserve will automatically be withdrawn.
Declaration of reserves or of non-runners are no longer accepted at a race meeting.
Updates can be made via RÁS anytime after the publication of Rider Nominations for the meeting up to the specified deadlines. The dedicated line number (045 - 445645) is in operation from 9am on weekdays when there is a Race Meeting and from 8.30am on weekends and Bank Holidays in November, December and January.
The Directors of the IHRB, using their powers under Rule 22 (i), have approved the following modifications to Rule 91 (v) to be effective from March 1st 2023.
Administering and Endorsing Vaccinations 91
(v) The IHRB must be satisfied that the certification of vaccination is in compliance with this Rule 91 before a Horse may enter Racecourse Property or run in a Race and shall be entitled to request evidence of same. The vaccination certification must have been approved by the IHRB by 5pm [text deleted] on the day of entry for a race or in the case of an early closing race on the day of final forfeit or the supplementary entry stage
Horse Racing Ireland Directives
The Directors of Horse Racing Ireland have approved the following modifications to HRI Directive 10, 15, 16 and 17 to come into effect on or after 1st July 2023.
HRI DIRECTIVE 10
Elimination and Balloting out of Horses:
Where the number of horses declared exceeds the number permitted to run in the race, HRI shall reduce the number of declared runners to the recommended limit by ballot or elimination in accordance with the criteria laid out in HRI Directive 10:
In all normal closing races only performances up to the closing of entries will be taken into account when determining protection from balloting/elimination. In early closing races performances up to the final forfeit stage will be taken into account when determining balloting/elimination. Balloting or elimination at the overnight declaration stage will take place among those horses which are liable for ballot/elimination. Horses with the lowest ballot/elimination numbers will be the first to get into a race.
3. In Flat Handicaps
3.1
With a designated rating band of 65 or less
By elimination first of those horses with an official flat rating below 40, the highest rating affording the greatest protection.
Protection from balloting/elimination will then operate in the following order (only performances up to the time of entry will be taken into account):
a. Horses placed 1st, 2nd or 3rd on their last completed run in a Flat race run in Ireland, on or subsequent to 1st

January of the year previous to the current year. If it is necessary to ballot among horses of equal protection, such ballot will be random.
b. Horses previously balloted/eliminated from a Flat Handicap run in Ireland, on or subsequent to 180 days prior to the date of the preliminary ballot with a designated rating band of 65 or less and within the same distance category (indicated below) of the race to be balloted. The latest ballot/elimination date at the time of the preliminary ballot stage affording the greatest protection.
In all of the above, if it is necessary to ballot among horses of equal protection, such ballot will in the first place afford the greatest protection to those horses which have not run in a Flat race in Ireland since 1st June 2020 for the greatest number of days at the closing of entries and thereafter will be random.
The relevant distance categories are as follows:
➢ Sprint (5 furlongs to less than 7 furlongs).
➢ Mile (7 furlongs to 9 furlongs).
➢ Intermediate (9 furlongs 1yds to 12 furlongs).
➢ Long (12 furlongs 1yds or more).
Note: Horse Racing Ireland give notice that the distance of the race at close of entries will be the distance used when applying the above balloting criteria to these type of races. Any alteration to a race distance after this time WILL NOT be taken into account if the race is balloted at the declaration stage. (Example: a race advertised at 7 furlongs at close of entries is subsequently altered to 6 furlongs and 200 yards before close of declarations – horses balloted from this race will be treated as having been balloted from a 7 furlongs race for future ballots).
Note: For the purposes of Section (3.1) above ‘pulled up’ will be considered a completed run.
Notwithstanding the above and in the interest of permitting as many horses as possible a reasonable opportunity to run in flat handicaps with a maximum rating band of 65 or less, horses will lose their provisional ballot status which:
➢ are declared to run but not a reserve in any flat race scheduled to be run in Ireland up to and including the day after that fixed for the closing of declarations.
➢ since the time of entry for such a race, have run in a flat race in Ireland without being placed 1st, 2nd or 3rd
➢ since the time of entry for such race, have run more than once in a flat race in Ireland or have run once and are declared to run but not a reserve in any flat race scheduled to be run in
Ireland up to and including the day after that fixed for the closing of declarations.
In any of these circumstances, such re-ballot will afford the greatest protection to those horses with the greatest number of days since their last run in a flat race in Ireland at the closing of declarations and, when such protection is equal, horses with the highest rating will be afforded the greatest protection.
4. In National Hunt Handicaps 4.1 I In Handicap Steeplechases with designated rating bands of 102 or less
In the case of Steeplechases, by elimination first of the lowest weighted horses which are out of the handicap at time of entry but before any penalties have been applied. If it is necessary to ballot among horses of equal protection, such ballot will be random.
Protection from balloting/elimination will then operate in the following order (only performances up to the time of entry will be taken into account):
➢ Horses placed 1st, 2ndor 3rd on their last run in a Steeplechase run in Ireland, on or subsequent to 1st January of the year previous to the current year.
➢ Horses previously balloted/eliminated from a Handicap Steeplechase run in Ireland with a designated rating band of 102 or less and within the same distance category (indicated below) of the race to be balloted on or subsequent to 180 days prior to the date of the preliminary ballot, the latest ballot/elimination date at the time of the preliminary ballot stage affording greatest protection.
In all of the above, if it is necessary to ballot among horses of equal protection, such ballot will in the first place afford the greatest protection to those horses which have not run in a Steeplechase in Ireland since 22nd June 2020 for the greatest number of days at the closing of entries and thereafter will be random.
The relevant distance categories are as follows:
➢ 2 Miles (or such a lesser distance which for course layout reasons as may be approved by the IHRB on exceptional occasions) to less than 2 miles and 4 furlongs.
➢ 2 Miles and 4 furlongs or more.
Note: Horse Racing Ireland give notice that the distance of the race at close of entries will be the distance used when applying the above balloting criteria to these type of races. Any alteration to a race distance after this time WILL NOT be taken into account if the
race is balloted at the declaration stage. (Example: a race advertised at 2 miles 4 furlongs at close of entries is subsequently altered to 2 miles 3 furlongs and 200 yards before close of declarations –horses balloted from this race will be treated as having been balloted from a 2 miles 4 furlongs race for future ballots).
Notwithstanding the above and in the interest of permitting as many horses as possible a reasonable opportunity to run in steeplechase handicaps with a maximum rating band of 102 or less, horses will lose their provisional ballot status which:
➢ are declared to run but not a reserve in any steeplechase scheduled to be run in Ireland up to and including the day after that fixed for the closing of declarations.
➢ since the time of entry for such a race, have run in a steeplechase in Ireland without being placed 1st, 2nd or 3rd
➢ since the time of entry for such race, have run more than once in a steeplechase in Ireland or have run once and are declared to run but not a reserve in any steeplechase scheduled to be run in Ireland up to and including the day after that fixed for the closing of declarations.
In any of these circumstances, such re-ballot will afford the greatest protection to those horses with the greatest number of days since their last run in a steeplechase in Ireland at the closing of declarations and, when such protection is equal, horses with the highest rating will be afforded the greatest protection.
4.2 I In Handicap Hurdles with designated rating bands of 95 or less
By elimination first of the lowest weighted horses which are out of the handicap at time of entry but before any penalties have been applied. If it is necessary to ballot among horses of equal protection, such ballot will be random. If it is necessary to ballot among horses of equal protection, such ballot will in the first place afford the greatest protection to those horses which have not run in a Hurdle race in Ireland for the greatest number of days at the closing of entries and thereafter will be random. Protection from balloting/elimination will then operate in the following order (only performances up to the time of entry will be taken into account):
a. Horses placed 1st, 2ndor 3rd on their last run in a Hurdle race run in Ireland, on or subsequent to 1st January of the year previous to the current year.
b. Horses previously balloted/eliminated from a

Handicap Hurdle race run in Ireland with a designated rating band of 95 or less and within the same distance category (indicated below) of the race to be balloted, on or subsequent to 180 days prior to the date of the preliminary ballot, the latest ballot/elimination date at the time of the preliminary ballot stage affording greatest protection.
The relevant distance categories are as follows:

➢ since the time of entry for such race, have run in a hurdle race in Ireland without being placed 1st, 2nd or 3rd
➢ since the time of entry for such race, have run more than once in a hurdle race in Ireland or have run once and are declared to run but not a reserve in any hurdle race scheduled to be run in Ireland up to and including the day after that fixed for the closing of declarations.
In any of these circumstances, such re-ballot will afford the greatest protection to those horses with the
greatest number of days since their last run in a hurdle race in Ireland at the closing of declarations and, when such protection is equal, horses with the highest rating will be afforded the greatest protection.
HRI DIRECTIVE 15
Racehorse Ownership Registration:
The conditions of owner registration and the maintenance thereafter are outlined in Directive 15:
1. HRI Owner Register
a. HRI maintains a register of racehorse owners for the administration of horse racing in Ireland. This owner registration is not legal confirmation of ownership.
b. HRI has complete discretion on the approval of an owner registration application. An applicant(s) whose conduct, behaviour or character is not in accordance with that which, in the opinion of HRI, should be expected of a registered person, may not be considered suitable and therefore may be refused registration. Owner applicants must read the HRI Racehorse Owner Eligibility and Right to Appeal Policy in conjunction with the Owner Registration documents to ensure they fully understand and comply with the criteria which may influence owner application.
c. At any stage during the lifetime of an owner registration, HRI may void or suspend the owner registration(s). It is not possible to outline all circumstances where this may occur, however such instances include (but are not limited to) the discovery of false or misleading records being submitted to HRI, financial anomalies with the HRI owner’s account or the failure to implement the agreed Code of Conduct for a syndicate or club. Additionally, should a registered owner be added to the Forfeit/Disqualified List, this registration will automatically be made void. All existing registered owners should refer to the HRI Racehorse Owner Eligibility and Right to Appeal Policy during the lifetime of their registration to ensure they remain compliant with the criteria which may influence on-going owner registration.
d. Should the owner subsequently be removed from the Forfeit/Disqualified List, the owner must submit the appropriate owner application forms and fees to re-register.
e. All active owners, whose names are recorded on the Owner Register on or before 1st January 1980, automatically remain registered with HRI.
f. All registered owners with HRI shall remain on the register of owners for a period of seven years after their HRI client account has been closed whereupon the personal details shall
be purged. Should an individual wish to take out ownership with HRI after this seven-year period, they will be required to submit the relevant HRI registration forms, supporting documentation and relevant fees to re-register. If an individual wishes to re-activate their HRI ownership account within this seven-year period, they will be subject to the client reactivation process which may include personal verification to re-activate the client account.
g. Until an owner is registered by HRI, a horse cannot be returned in training.
h. All those registered with HRI, including members of syndicates and clubs, are bound by the HRI Directives and Rules Of Racing and the I.N.H.S Rules of the IHRB.
i. In the event of the death of an Owner, any entries or liabilities will be transferred to his or her executors/personal representative. Such entries and liabilities will not be made void.
j. The executors/personal representative of a deceased Owner (who have been registered with HRI) can run a horse under the description ‘Executor(s) of the late….’. The executor(s) or personal representative are not required to be registered Owners unless otherwise determined by HRI.
k. Horses the property of the Irish National Stud Co. Ltd. may be raced under these Directives in the name of the President of Ireland, who shall be deemed to be the lessee of such horses
HRI DIRECTIVE 16
Horse Registration and Clearance:
The conditions of horse names registration and the maintenance thereafter are outlined in Directive 16:
1. HRI Horse Names Register
a. In order for a horse to be eligible to race under the Rules of Racing or in Point-to-Points in Ireland, they must be first registered with a unique name. All horse name applications of Irish trained horses are administered by HRI, while name choice approval is governed by Weatherbys and the BHA for inclusion in the Weatherbys General Studbook and must comply with the General Studbook naming rules.
b. HRI maintains a register of racehorse names for the administration of horse racing in Ireland and reserves the right to request any supporting documentation as required by HRI or Weatherbys/BHA during the naming application or thereafter.
c. All racehorse naming applications should be submitted to HRI on the HRI Naming Application form along

with the horse’s passport, markings updates (where applicable) and the relevant registration fee. Please note it is a requirement to submit up-todate markings for animals foaled outside Ireland and Great Britain.
d. On application for registration of horse name, the markings on the Passports must be verified by a licensed Irish Trainer or a Veterinary Surgeon as correct by signing the declaration on the naming form. Before signing this declaration, the markings in the passport must be checked against the animal within a recent period from the date of application (no more than three months). Where there is a doubt on the markings or where any discrepancies have been found, new markings must be taken by a Veterinary Surgeon on a Weatherbys Markings Chart.
e. Where a horse is bred outside of Ireland or Great Britain, markings must be submitted (i.e. markings must be taken by a Veterinary Surgeon on a Weatherbys Markings Chart).
f. Markings cannot be signed by a Veterinary Surgeon who is either the Owner or the Trainer of the horse, nor a person for whom the Trainer of the horse holds a current Racing Establishment Employee Card.
g. Where a horse is already named with Weatherbys GSB and may have been imported to Ireland to race here under an Irish licensed trainer, an application to register the name in Ireland must be submitted to HRI on a HRI naming application form, with any supporting documentation as required along with the appropriate fee.
h. Naming Applications which comply with the HRI Directives and the relevant IHRB Rules and are received in HRI up to and including the Thursday of any week will be processed and the name registered on the following Monday.
i. HRI reserves the right to accept or reject a naming application if the client applying for the name has insufficient funds in their HRI client account or if the client appears on the Forfeit/Disqualified list.
j. A Change of Name application may only be considered where the horse has not already raced under the original name under the Rules of Racing or in Point-to-Points.
2. Racing Clearance Notification
The conditions required for HRI to issue a horse racing clearance notification for an Irish trained horse to another Racing Authority are outlined below:
a. When an Irish trained horse is to travel abroad for the purposes of running in a race, before returning to Ireland, the licensed Trainer must submit a written request to HRI to
issue a Racing Clearance Notification (RCN) to the recognised Racing Authority staging the race no later than the day prior to the deadline for declaration (with the exception where the recognised Racing Authority considers all movements regardless of purpose or time frame as permanent).
b. Racing Clearance Notifications will only be issued to those Racing Authorities that are signatories to Article 3 A (Racing) of the International Agreement on Breeding, Racing and Wagering.
c. The RCN will attest that:
➢ The horse is free or not free, from any restrictions/suspensions which prevent it from racing
➢ The Trainer is licensed (and not suspended)
➢ The Owner(s) is registered and does not appear on the Forfeit/Disqualified List. Please note the RCN will not attest to the horse’s vaccination history being in order, this remains the Trainer’s responsibility.
3. Horses Retired from Racing – NonRacing Declaration
On exiting the racing pool, it is the responsibility of the trainer when returning the horse out of training to record the “Out of training” status as “Retired from Racing” and notify HRI via the RÁS online system of the next keeper of the horse (name and contact details).
A Trainer can permanently retire a horse from racing via the “Out of Training” returns as “Retired from Racing” and notify HRI via the online RÁS system of the next keeper of the horse (name and contact details). On receipt of the notification, HRI will notify the current Owner via email, the Owner may refute the return within 14 days of notification.
The Owner of the horse may also notify HRI as to the status of the horse being “Retired from Racing”. Notification must be submitted to the HRI Welfare Department on the appropriate HRI form along with any supporting documentation that may be required. The horse will have to be returned out of training before it can be retired from racing by the Owner.
Any horse flagged as retired from racing will not be permitted to be “returned in training” or entered for any race nor can these horses hold an active Hunter Certificate under the I.N.H.S. Regulation for Point-to-Point Steeplechases.
A horse which has been permanently retired is one which has been considered by its Trainer and/or Owner to be unsuitable for further racing. A reversal of this status will require a compelling case arbitrated by a panel
comprising HRI’s Director of Racing, HRI’s Director of Equine Welfare and Bloodstock and IHRB’s Chief Veterinary Officer. An Owner should submit their case with a recent veterinary certificate confirming the horse’s suitability to race to HRI’s Equine Welfare Administrator. The veterinary examination required must be to the standard of the 5 stage Pre-Purchase Examination with compulsory blood sampling at the time of examination.
On review of each individual case the horse may be subject to further blood tests, anti-doping protocols and/or imaging examinations as deemed appropriate. All associated costs will be at the Owner’s expense and paid in advance.
In the case where a dispute may arise, HRI will follow the Disputes process as outlined in HRI Directive 13.
HRI DIRECTIVE 17
Race Stage Administration:
The conditions of race entries and the maintenance of race stages thereafter are outlined in Directive 17:
1. General
For the purpose of this directive the term race stages will be used to refer to the following:
➢ Entries
➢ Second Entries
➢ Supplementary Entries
➢ Declaration of Forfeit
➢ Declaration to Run
➢ Rider Nominations
The following criteria applies for all race stages:
a. Racehorse Trainers must be licensed with the IHRB or any other recognised Racing Authority.
b. Racehorse Owners must be registered in accordance with HRI Directive 15 or registered with any other recognised racing authority unless otherwise stated in the conditions of a race.
c. Except for sales races, a horse shall not be entered for any race unless its name has been registered by the Racing Authority of the country in which the horse was foaled.
d. By engagement in any race, an Owner is accepting all race fees as outlined in the race conditions and HRI Directives 5 and 11.
e. The notification of the death of the horse shall cancel any engagements the horse may have.
f. In exceptional circumstances, HRI reserves the right to extend any

race closure deadlines outlined in this Directive (in consultation with the IHRB).
g. In any race where there are particular conditions required as a qualification to start, such conditions extend to the start time of the race unless otherwise specified in the conditions of the race.
h. Qualification of the horse is subject to compliance with the Rules of Racing and the Irish National Hunt Steeplechase Rules and more particularly Rule 87 thereof.
i. The qualifying ratings for handicaps shall be calculated each Monday at 12 noon. The qualifying rating for each horse shall be equivalent to the horse’s current rating at that time.
j. In certain circumstances, HRI reserve the right to make alterations to a horse or race at any race stage once HRI is satisfied that the change will not present any administrative difficulties and not result in any breach of the Rules of Racing and the Irish National Hunt Steeplechase Rules.
2. Race Entries
a. Every race shall close for entries at 12 noon with Horse Racing Ireland and the date shall be fixed in the advertisement of the race as published in the Irish Racing Calendar and on the Racing Administration System (RÁS).
b. An entry may, before the time of closing, be altered or cancelled.
c. No alteration or addition shall be made to any entry after the time fixed for closing, except in cases expressly sanctioned by these Directives.
d. Race entries shall be closed at the advertised time and no entry made after that time shall be accepted on any grounds. Notwithstanding the above:
➢ In all normal closing races where there are less than 10 entries at the time fixed for the closing of entries there will be an automatic supplementary time period of 45 minutes during which additional entries may be made for that race.
➢ For the purposes of this Directive no more than two entries per Trainer shall be taken into account when calculating the number of entries received.
➢ Any entry made in this supplementary time period may not be cancelled.
e. HRI, in consultation with the IHRB, shall have absolute discretion to declare a race void in the event of insufficient entries.
f. Following the publication of preliminary entries, the entries with weights will be published and where applicable, the liable for ballot numbers will be applied as outlined in HRI Directive 10.
g. For Irish trained horses, Entries should be submitted by the authorised Trainer of the horse through the Racing Administration System (RÁS) or by email to the dedicated entries email address –entries@hri.ie In certain circumstances, an entry may be submitted by the registered Owner of the horse, by email to the dedicated entries email address.
h. When entering a horse by email, the following details are required:
➢ Horse Name
➢ Meeting Number
➢ Race Letter
➢ Trainer and Owner Name
➢ HRI Account number
i. An Irish trained horse whose name has not been registered with HRI and is registered with a recognised Racing Authority outside Ireland may be entered for an early closing race provided a Horse in Training Form has been submitted to HRI.
j. For foreign trained horses, entries to Irish races should be submitted by a recognised Racing Authority and provide the following detail:
➢ Race meeting, race date and race name
➢ Horse Name
➢ Country and Year of Foaling
➢ Sex

3. Declaration of Forfeit
a. Every declaration of forfeit shall close at 12 noon with Horse
Racing Ireland and the date shall be fixed in the advertisement of the race as published in the Irish Racing Calendar and on the Racing Administration System (RÁS).
b. A declaration of forfeit may, before the time of closing, be cancelled.
c. Declaration of forfeit shall be closed at the advertised time and no declaration or cancellation of forfeit will be accepted after that time on any grounds.

For Irish trained horses, declaration of forfeit should be submitted by the authorised Trainer of the horse through the Racing Administration system (RÁS) or by email to the dedicated entries email address –entries@hri.ie In certain circumstances, a declaration of forfeit may be submitted by the registered Owner of the Horse, by email to the dedicated entries email address.

4. Declaration to Run
a. Every declaration to run shall close at 10am with Horse Racing Ireland and the date shall be fixed in the advertisement of the race as published in the Irish Racing Calendar and on the Racing Administration System (RÁS).
b. A declaration to run may, before the time of closing, be cancelled or altered.
c. No alteration or addition shall be made to any declaration to run after the time fixed for closing, except in cases expressly sanctioned by these Directives.
d. A declaration to run must include permitted extra equipment where required such as headgear and tongue strap which must be made in line with the closing of declarations to run as outlined in this directive.

declarations to run shall be accepted on any grounds after this time. Notwithstanding the above:
➢ In every Weight For Age race where there are less than 5 declared runners at the time fixed for the closing of declarations there will be an automatic supplementary time period of 15 minutes during which additional declarations may be made for that Race. Any additional declarations will only be accepted by telephone.
➢ Any declaration to run made in this supplementary time period may not be cancelled.
f. Declaration of runners to Horse Racing Ireland are confirmed as such declarations are subsequently published on the Racing Administration System (RAS) or other approved media information services.
g. It is the responsibility of the Trainer to ensure the weight allocated to the horse is correct.
h. Any correction or alteration should be notified to HRI prior to the close of declarations (including any penalties the horse has incurred).
i. After declarations close, any alterations (including penalties incurred) must be declared by the Trainer to the Clerk of the Scales or to the Non-Runner Line not less than one and a half hours before the time fixed for the running of the first Race.
j. Where an Owner has more than one declared runner in a race, it is the responsibility of the Trainer to declare to HRI a distinguishing cap or alternate colours for the Owner in respect of any declared Horse(s) under their care in that race that is not carrying the Owner’s registered colours. Failure to comply with this may result in a fine.
k. Should a Trainer make an error in the declaration of permitted extra equipment where required such as headgear or tongue Strap the error may be corrected by notification to the Racing Department of HRI by telephone of any such correction by 12 noon on the day fixed for the declaration of runners.
l. For flat races starting from stalls the draw allotting positions to all declared runners including reserves shall be randomly determined by computerised algorithm drawn in HRI subsequent to the completion of the declaration process.

➢ a Jockey licensed by the Directors of the IHRB in Ireland
➢ an Authorised Riders’ Agent
f. Rider nominations shall not be accepted from any of the categories above unless they are in possession of a Horse Racing Ireland Account Number and a Personal Identification Number (P.I.N.).
g. In the case of foreign trained horses, rider nominations, alterations or removals thereof will only be accepted by Horse Racing Ireland if made by the Trainer, Rider or their respective agents by telephone.
h. If a Rider expects to carry overweight of 2lbs, that probable amount shall be declared to Horse Racing Ireland by the time of closing for rider nominations. The responsibility for such declaration rests with both the Trainer and the Rider.
i. It is the responsibility of the rider to ensure that they are qualified to ride in the race and that they claim any weight allowances correctly in accordance with the Rules of Racing and Irish National Hunt Steeplechase Rules.
j. Where a horse is listed as a Reserve the Trainer has the option of nominating a rider with HRI up to the closing time fixed for rider nominations.

Horses and those in charge of them are received on the terms that the Executive and the Stewards of the respective Meetings are not to be liable for any damage, loss or injury to such horses or persons while in or about the stabling or on the Course from any cause whatsoever.
Nominations can only be made and accepted on the condition that the nominator subjects himself/herself, in all respects to the Rules & HRI Directives under which each race is run. Races and divisions are run subject to the provisions of Rule 20.
Handicap races closing under the Irish entry system will be calculated at the time of closing. The rating qualification will take into account all performances up to and including the Sunday previous to the rating qualification date. In accordance with Rule 101 (iv), the Qualifying Ratings shall be calculated on each Monday at 12 noon. The Qualifying Rating for each horse shall be equivalent to the horse's current Rating at that time.
Qualifying Ratings For Flat Races
For the purposes of qualification for flat handicaps, in the event of a horse being assigned a separate handicap mark for ''all weather'' handicaps, the ''all weather'' qualification rating will be the horse's qualifying rating for ''all weather'' racing. In the event of a horse being assigned only one handicap rating, the same qualifying rating shall apply for qualification purposes to handicaps run on both turf and "all weather" surfaces.
Entries & Declarations
Entries for horses trained outside of Ireland must be made through the relevant Turf Authority and close by 11am on the same day they close with Horse Racing Ireland. Entries for early closing races are accepted through the relevant Turf Authorities on the same day they close with Horse Racing Ireland at 12 noon.

'Novice' for hurdle races is a horse which has not won a hurdle race prior to 30th April, 2023 and for steeplechases is a horse which has not won a steeplechase prior to 30th April, 2023 other than one hunter steeplechase within the previous two National Hunt seasons. However, any horse which wins a hurdle race for the first time or a steeplechase (hunter steeplechase excluded) for the first time between 1st February, 2023 and 29th April, 2023 will be qualified as a ‘Novice’ for the period up to and including 3rd December, 2023 other than the winner of a Grade 1 Weight For Age Hurdle or Steeplechase prior to 30th April, 2023.
Overnight Nomination Of Rider & Colours
Under Rule 195, it is compulsory to nominate a rider for each declared horse by 12 noon on the day that Declarations close. Under Rule 155 the trainer must declare any intended change of colours or any colours in use that are not registered with Horse Racing Ireland for racecard purposes. In such instances the declaration of colours must be made to Horse Racing Ireland by 12 noon on the day the declarations close unless otherwise stated.

The Raceday Stewards requested a report from Thomas R. Hughes, trainer, as to the apparent improvement in form of Aussie Warrior, placed first, as compared with its recent form. Mr. Hughes stated that his charge had previously been too keen and was not getting home when dropped in but a change of tactics coupled with a lesser race today had helped to bring about the apparent improvement in form. Having considered the evidence, the Raceday Stewards noted the content of the report.

H'dle The Raceday Stewards reviewed an incident in the closing stages of this race involving Dare To Flare, ridden by C.M. Quirke, placed sixth, My Manekineko (GB), ridden by G. Brouder, placed fourth, and Kellyiscool, ridden by M.J.M. O'Sullivan, placed fifth, where it appeared the riders became tight for room. Having viewed the recording of the race and considered the matter, the Raceday Stewards were satisfied that no further action was warranted.
At the request of the Raceday Stewards, C.P. O'Shea, rider of Jet Star, trained by C.W.J. Farrell, reported to the Stewards' Secretaries that his mount ran keenly, hung badly left and slipped up on the bend passed the stands independently of any other horse.

H'dle K. Callaghan, rider of Glencourt Valley, trained by Liam P. Cusack, reported to the Clerk of the Scales that his mount was flat out throughout this race.
155D Michael Reynolds H'cap H'dle The Raceday Stewards requested a report from W.P. Mullins, trainer, as to the apparent improvement in form of Stilyker, placed first, as compared with its previous run at Clonmel on 11th May when finishing thirteenth of sixteen runners beaten sixty four lengths by the winner, Lucky Zebo, on soft ground. Peter Delmer, Authorised Representative of W.P. Mullins, reported that Stilyker returned to racing at Clonmel after a layoff of almost one year. He added that no abnormality was found post race but the gelding had improved since that run. Having considered the evidence, the Raceday Stewards noted the content of the report.
The Raceday Stewards enquired into an incident rounding the final bend involving Future Proof, ridden by J.P. O'Sullivan, placed fourth, Staging Post, ridden by D. King, placed second, and Alphonse Le Grande, ridden by P.J. Carberry, placed third, where it appeared they became tight for room. Evidence was heard from the riders concerned. In his evidence, J.P. O'Sullivan stated that he received slight pressure from his outside but was not going well enough at the time to hold his position. P.J. Carberry stated that his mount slipped slightly approaching the bend causing him to drift out a fraction. D. King stated that his mount quickened up rounding the bend and he felt he did not cause any interference. Having viewed the recording of the race and considered the evidence, the Raceday Stewards could not apportion blame to any rider and therefore took no further action.
C.G. O'Dwyer, rider of Sir Prince Edmond, trained by Conor O'Dwyer, reported to the Clerk of the Scales that his mount was lame when pulled up after the final hurdle.

He added that the ease in the underfoot conditions was also a benefit to his charge. Having considered the evidence, the Raceday Stewards noted the content of the report.

Hayes stated that his mount was intimidated by the hanging Spicy Water and on passing her he was then hampered by the winner causing him to check. N.M. Crosse stated that his mount proved a difficult ride hanging left throughout. G.F. Carroll stated that he followed the leader throughout and on challenging her on his inside, his mount began to hang left and follow Spicy Water left across the track despite his best efforts to correct her. Having viewed the recording of the race and considered the evidence, the Raceday Stewards took no further action. Mr. J. MartinSmith recused himself from this enquiry.

concerned. In his evidence, J. Coen stated that he received interference from his outside causing him to momentarily check his mount.
C.J. MacRedmond stated that his mount shifted left when he applied his whip which he corrected immediately. Having viewed the recording of the race and considered the evidence, the Raceday Stewards were of the opinion that no riding offence had occurred and therefore took no further action. Ryan, placed fourth, where it appeared interference occurred. Evidence was heard from the riders concerned. In his evidence, R.C. Colgan stated that he first suffered interference from Mobilise on his left and then Free Flow on his right. L.T. McAteer stated that he felt that he had kept straight until he felt pressure to his mount's hind quarters turning him inwards. C.T. Keane stated that he followed Drop The Dip and, as he manoeuvred into a gap outside, his mount leaned into Lady Christa. G.M. Ryan stated that he felt he kept straight and was not involved in any interference. Having viewed the recording of the race and considered the evidence, the Raceday Stewards were satisfied that C.T. Keane was in breach of Rule 214 in that he had ridden improperly. Having considered his record in this regard, the Raceday Stewards suspended him for seven racedays.

Cleary, where it appeared that Gabriella's Spirit moved slightly left causing interference. Having considered the matter, the Raceday Stewards were satisfied that no further action was warranted.
The Raceday Stewards enquired into an incident in the closing stages involving Gabriella's Spirit, ridden by W.J. Lee, placed sixth, Running Cool GB), ridden by W.M. Lordan, placed first, and Not Too Real Bad, ridden by Siobhan Rutledge, placed fourth, where it appeared that both Gabriella's Spirit and Not Too Real Bad met with interference. Evidence was heard from the riders concerned. W.J. Lee stated that he was not able to fill a gap that presented itself and when he realised that it was closing fast, he took a precautionary check. Siobhan Rutledge stated that she was riding for a gap that appeared, but it closed when the horse on her inner drifted left for a stride. W.M. Lordan stated that his mount can be a difficult ride and shifted left when he applied his whip which he felt he corrected immediately. Having viewed the recording of the race and considered the evidence, the Raceday Stewards were satisfied that W.M. Lordan had reacted in a timely fashion to correct his mount and therefore took no further action.
C.T. Keane, rider of Parting Glass, trained by J.A. Stack, reported to the Clerk of the Scales that his mount became upset in the stalls.
158E Darley Munster Oaks Stakes W.J. Lee, rider of Rosscarbery (GER), trained by P. Twomey, reported to the Clerk of the Scales that his mount rolled around inside the final furlong.
The Raceday Stewards enquired into possible interference in the closing stages involving Rosscarbery (GER), ridden by W.J. Lee, placed first, and Azazat, ridden by C.D. Hayes, placed second, where it appeared that Rosscarbery shifted left in the closing stages. Evidence was heard from the riders concerned. C.D. Hayes stated that his mount was closing on the winner when receiving a slight bump causing his mount to change legs and lose ground on the run to the line, which he felt may have cost him the race. W.J. Lee stated that his mount moved left in the closing stages making slight contact with the runner-up. He further added that he felt the incident had no bearing on the result and that he won with plenty in hand. Having viewed the recording of the race and considered the evidence, the Raceday Stewards were of the opinion that while Rosscarbery had caused interference to Azazat, she did not improve her finishing position as a result of the interference so they made no alteration to the Judge's placings. Furthermore, the Raceday Stewards were satisfied that no riding offence had occurred and they therefore took no further action.
158F Cork Derby The Raceday Stewards interviewed B.M. Coen, rider of Safecracker (GB), concerning his use of the whip in the closing stages of this race. Evidence was heard
from the rider concerned, who accepted that he was in breach of Regulation 10 and apologised for his actions. Having viewed a recording of the race and considered the evidence, the Raceday Stewards were satisfied that B.M. Coen was in breach of Regulation 10.3(g)(frequency), and having considered his record, they cautioned him on this occasion.
G.M. Ryan, rider of Ace Aussie, trained by John Joseph Hanlon, reported to the Clerk of the Scales that his mount hung left throughout.

158G(ii) Racing Again July 14th H'cap (Division Two) The Raceday Stewards interviewed S.M. Duffy, trainer, concerning the failure to nominate a rider before the designated time for Purring Along. Evidence was heard from the trainer concerned, who stated that he had difficulty in finding a suitable rider for his charge despite contacting several riders' agents prior to the close of declarations and cited the fact that there were two flat race meetings on this evening as a contributing factor. He further added that A.C. Persse only became available this morning and he immediately informed the Office of the Governing Bodies that he wished to nominate A.C. Persse. Having considered the matter, the Raceday Stewards allowed the nomination on this occasion and took no further action as they were satisfied that the trainer had made every effort to fulfil his obligations as required.
The IHRB Veterinary Officer reported to the Raceday Stewards that Valhalla's Dream, trained by R.P. Burns, was found to have blood at both nostrils post race.

Following a request from broadcasters, the Raceday Stewards granted permission for a one minute delay to this race.
The Raceday Stewards enquired into an incident approximately four furlongs from the finish involving Miss Black Jack (GB), ridden by N.M. Crosse, placed fourth, Marvellous Lady, ridden by Adam Caffrey, placed sixth and High Morale (GB), ridden by D. McMonagle, unplaced, where it appeared that Miss Black Jack collided with the running rail. Evidence was heard from the riders concerned. In his evidence, N.M. Crosse stated that his mount felt intimidated by the horses around her and went to jump the running rail. He also added that her actions were independent with no blame to any other rider. D. McMonagle stated he was outside Miss Black Jack at the time of the incident but felt he did not contribute to the incident. Adam Caffrey stated that he was shuffled back as a result of the incident but felt it was accidental in nature. Having viewed the recording of the race and considered the evidence, the Raceday Stewards were satisfied that the incident was solely caused by the actions of Miss Black Jack and could not apportion blame on any single rider and therefore took no further action. Mr J. McGrath, Raceday Steward, did not attend this enquiry.

Having viewed a recording of the race and considered the evidence, the Raceday Stewards were were of the opinion M. Mjoka was in breach of R10.3(i) by failing to give his mount at least three strides to respond. Having considered his record in this regard, the Raceday Stewards cautioned him on this occasion.
The Raceday Stewards requested a report from T.G. McCourt, trainer, as to the apparent improvement in form of Charming Lady, placed first, as compared with its recent run when finishing last of six runners at Bellewstown on April 6th. T.G. McCourt stated that his charge had been disappointing recently and has switched his charge to a low protein feed which he felt has helped improve the horse. Having considered the evidence, the Raceday Stewards noted the content of the report.

Powell, placed third, where it appeared both horses made contact. Evidence was heard from the riders concerned. In his evidence, J. Cleary stated that his mount drifted in and made contact with Tastyee on the hind quarters but felt he straightened his mount immediately when making contact. J. Powell stated that he was maintaining his line when he received a slight bump from behind. Having viewed the recording of the race and considered the evidence, the Raceday Stewards made no alteration to the Judge's placings and took no further action. Mr. P. Reynolds, Raceday Steward, did not attend this enquiry.

The Raceday Stewards interviewed J.P. O'Sullivan, rider, in relation to the report he made at the Scales concerning the fact he jumped a hurdle on the way to the start. Evidence was heard from the rider concerned. J.P. O'Sullivan stated that Sandy Montana was having her first run on the racetrack and got a run on him downhill towards the hurdle at the bottom of the hill and he had no option only to jump it. Having considered the evidence, the Raceday Stewards noted the explanation.

H'dle The Raceday Stewards received a report from the IHRB Starter, Mr. J.R. Banahan, that C. McGivern, rider of In From The Cold, P.T. Smithers, rider of Typical Thomas, D. King, rider of Rock On Seamie and M.J.M. O'Sullivan, rider of I Don't Get It, had disobeyed his instructions resulting in a false start. Evidence was heard from the riders concerned. In his evidence, D. King stated that he did everything he could to restrain his mount going forward. P.T. Smithers stated that his mount was getting wound up but felt he had kept his mount under control. C.J. McGivern stated that his mount was a buzzy animal and was in his hands moving forward but felt he did all he could to prevent his mount trotting forward. M.J.M. O'Sullivan stated that his mount refused to race on its previous run and he was conscious of him doing it again so he kept his mount moving forward, but felt he had obeyed the Starter's orders. Having viewed the recording of the incident and considered the evidence, the Raceday Stewards were of the opinion that C.J. McGivern, D. King, P.T. Smithers and M.J.M. Smithers for one raceday each, and C.J. McGivern & M.J.M. O'Sullivan for two racedays each.

H'dle The IHRB Veterinary Officer examined Be My Hero, trained by Gordon Elliott, at the request of the Raceday Stewards and reported the animal to have been struck into above the left hock but was otherwise found to be post race normal.

INH Flat Race The Raceday Stewards enquired into an incident about three and a half furlongs from the finish involving Gone For Tea, ridden by Mr D.G. Lavery and In A Little While, ridden by K. Callaghan where it appeared Gone For Tea became tight for room when going for a gap on the inner. Evidence was heard from the riders concerned. D.G. Lavery stated that there was plenty of room to go for the gap on the inside but it closed when he was half a length down and he had to check to avoid clipping a heel. K. Callaghan felt there was not room for a horse on his inner and stated that he manoeuvred closer to the rail without being aware Gone For Tea was on his inner. Having viewed the recording of the race and considered the evidence, the Raceday Stewards found K. Callaghan was in breach of Rule 214 in that he had ridden improperly and, having considered his record in this regard, the
Raceday Stewards suspended him for 3 racedays.
Mr F. Maguire, rider of Sheemore, trained by Patrick Martin, reported to the Clerk of the Scales that his mount hung violently left and his saddle slipped.
N.J. Ryan, rider of Nagambler, trained by Neill McCluskey, reported to the Clerk of the Scales that his mount stopped quickly.

162D(i) Packages on gowranpark.ie H'cap (Division One) L.F. Roche, rider of Golden Forest, trained by Luke Comer, reported to the Clerk of the Scales that his mount hung right from five furlongs from the finish.
162D(ii) Packages on gowranpark.ie H'cap (Division Two) The Raceday Stewards enquired into an incident in the home straight involving Nyla Rua, ridden by C.T. Keane, placed fourth and Von Krolock, ridden by O. McSweeney, placed fifth, where it appeared that Von Krolock made contact with Nyla Rua. Evidence was heard from the riders concerned. In his evidence, C.T. Keane stated that both Nyla Rua and Von Krolock had raced upsides from the turn in and felt that he had kept straight. O. McSweeney stated that his mount was wearing blinkers and had leaned both left and right in the straight. Having viewed the recording of the race and considered the evidence, the Raceday Stewards were satisfied that no further action was warranted.
The Raceday Stewards received a report from Mr. D. Maher, IHRB Clerk of the Scales, regarding the fact that O. McSweeney, rider of Von Krolock, weighed in at 1.1lbs overweight. Evidence was heard from the rider concerned who accepted that this was the case. Having considered the evidence, the Raceday Stewards were satisfied that O. McSweeney was in breach of Rule 231 and having
considered his record, they cautioned him on this occasion.
162E Ladies Day July 29th Apprentice H'cap
The Raceday Stewards requested a report from Mrs John Harrington, trainer, as to the apparent improvement in form of Sea Spray (GB), placed first, as compared with its recent form. The trainer reported that her charge appeared to benefit from the first time application of cheek pieces and was given a positive ride, which she felt had helped to bring about the apparent improvement in form. Having considered the evidence, the Raceday Stewards noted the content of the report.
J. Kearney, rider of Semantics (USA), trained by G.M. Lyons, reported to the Clerk of the Scales that his mount missed the break.
C.J. MacRedmond, rider of Miss Caruso, trained by Adrian McGuinness, reported to the Clerk of the Scales that he lost an iron early in this race before recovering it.
