This issue of Hotelier Maldives coincides with a significant moment in our publication’s journey—the successful second edition of the Hotelier Maldives Awards. The 2025 edition has enabled us to spotlight individuals whose dedication shapes the daily realities of Maldives’ hospitality industry. From chefs and housekeepers to engineers and general managers, the recognition has one common thread: commitment to the craft of hospitality.
As our cover story shows, these awards go beyond ceremony. They acknowledge people who do the hard work of keeping the industry moving. This recognition is long overdue. The hospitality sector is built not only on brands and buildings, but on people. It is the teams behind the scenes—often unrecognised—who ensure the experience meets guest expectations every single day.
In this issue, we also explore stories that span the breadth of the industry. From the operational strategies of Mohamed Ali at Sun Siyam Olhuveli to the decades-long conservation efforts at Four Seasons, we examine how resorts adapt, evolve, and sustain. The profile of Chef Hassan Didi traces a journey that reflects how individual determination and opportunity intersect within resort kitchens.
We also look ahead. The arrival of new properties—from Centara Grand Lagoon Maldives to Mondrian Maldives—signals continued investor confidence. These additions bring new players, ideas, and standards to an already competitive space. With growth, however, comes the challenge of ensuring workforce development and environmental accountability.

Born and raised in Maradhoo in the southernmost Addu City, Hassan Didi has dedicated over four decades to the culinary industry. His career began at the age of 14, when he took his first job as a laundry assistant at Rannalhi Resort (now Adaaran Club Rannalhi Maldives) in 1982. From these humble beginnings, he has progressed to lead the kitchens at Sun Siyam Olhuveli Maldives as its Executive Chef.
During the formative years of his career, from 1986 to 1990, Hassan Didi worked in various roles at resorts such as Farukolhu Fushi, Thulhagiri Island Resort, Diamonds Thudufushi and Sandies Bathala Maldives. His responsibilities ranged from room boy to barman, waiter, and kitchen helper. These experiences gave him insight into different aspects of hospitality, but it was in the kitchen where he found his true passion.
In 1991, Hassan Didi joined Olhuveli
Beach and Spa Maldives, now known as Sun Siyam Olhuveli, as a Commis Chef. His dedication and skill quickly led to his promotion as Assistant Acting Executive Chef. Managing two kitchens—one specialising in Japanese cuisine and the other in international dishes—he refined his culinary techniques and expanded his knowledge through training in Japan, Malaysia, and Thailand. These experiences helped shape his approach to food preparation and kitchen management.
By 2000, he had been appointed Executive Chef, overseeing culinary operations not only at Sun Siyam Olhuveli but also at Sun Siyam Vilu Reef. Today, he leads the kitchens across three islands within Sun Siyam Olhuveli: Olhuveli Main Island, Dream Island, and Romance Island.

Each island caters to different guest preferences, requiring a coordinated effort across multiple teams. Hassan Didi stresses the importance of teamwork, resilience, and dedication in managing these challenges.
“The key is ensuring consistency across all locations while accommodating the specific demands of each island’s guests,” he says. “It takes a strong team and efficient planning to make sure that each guest experiences the best possible service.”
One of his key focuses has been mentoring young chefs. He has trained and guided many individuals who have gone on to hold leadership positions in the hospitality industry. He believes
in encouraging Maldivian youth to enter the culinary profession, emphasising the opportunities it offers for both professional growth and personal fulfilment.
Hassan Didi acknowledges the evolving nature of the culinary industry and has adapted his practices to keep pace with changing trends. He advocates for incorporating plant-based diets and sustainable cooking methods, balancing innovation with traditional Maldivian influences.
“Sustainability is not just a concept—it is a responsibility. We must integrate local ingredients and eco-friendly techniques into our work,” he explains. “It is important to evolve with global culinary trends while staying

connected to our roots.”
He believes that aspiring chefs should continuously seek knowledge and growth. “Never give up, never stop learning, and always strive to improve yourself. Experimentation and new experiences are the keys to growth. There are no limits to what you can achieve—your creativity is your greatest asset along with your dedication.”
From his early days as a kitchen helper to his current role as Executive Chef, Hassan Didi’s journey reflects his persistence and adaptability. His work at Sun Siyam Olhuveli has not only contributed to the resort’s culinary reputation but has also inspired the next generation of chefs in the Maldives.
As he continues his career, Hassan Didi remains committed to upholding high culinary standards while mentoring and guiding those who follow in his footsteps. His story serves as an example of how dedication and continuous learning can lead to success in the hospitality industry.
For all your baking needs
The blue-hued Maldives are renowned for marking milestone moments. At Four Seasons Resorts Maldives, a very special celebration has taken place in March; one that impacts the future of the islands themselves.
In partnership with Reefscapers, the Resorts planted their 9000th coral frame in the ocean, the latest landmark in a series of pioneering marine conservation projects that span more than two decades.
One of the most successful coral restoration projects of its kind in the world, the reef regeneration efforts at Four Seasons Resorts Maldives were born in the wake of the 1997-1998 El Nino bleaching event. Coastal oceanographer Thomas Le Berre of Seamarc Pvt. – now Reefscapers – approached
the then new-to-the-Maldives
Four Seasons with his dreams of coral propagation. A visionary partnership was born, leading to one of the Indian Ocean’s largest masses of artificial reefs to date covering 3.05 acres (2,351 square metres).
Supported by Four Seasons, Thomas’s research led to the development of a revolutionary coral frame technique. Now adopted by conservationists worldwide, it involves attaching small coral fragments onto metal
frames that are then planted on the seabed to regenerate coral reefs.
Like the coral it supports, the project has grown in myriad ways over the years. The coral propagation success at Four Seasons Resorts Maldives at Landaa Giraavaru and Kuda Huraa led to Marine Discovery Centres at both Resorts served by a team of 11 full-time marine biologists. Marine conservation projects there include coral spawning research, sea turtle rehabilitation, and a Fish Lab to breed ornamental reef fish
in captivity, reducing pressures on the natural reef. Landaa also became the birthplace of The Manta Trust – now a global charity dedicated to the worldwide protection of manta rays.
Reefscapers and Four Seasons continue to evolve reef restoration. Resort guests at Four Seasons two resort islands as well as Four Seasons Private Island at Voavah can transplant their own reef and watch it grow via online photo updates. In 2020, the onsite development of an AI catamaran that uses robotics to improve monitoring efforts led to the publication of the world’s largest coral restoration study to date in peer-reviewed journal Nature Ecology & Evolution, using Artificial Intelligence to assess, analyse and record data.
Coral Frame Maintenance
Climate change poses a huge
threat to a country reliant on coral reefs. In 2016, the teams were devastated when 90 percent of the shallow water corals in Baa died in a bleaching event. When a mass bleaching event was predicted in 2024, the onsite Reefscapers teams were able to take preventative action, relocating an incredible 28,000 corals – between 450 and 500 frames – from shallow 2-3 metre sites to depths of 6-12 metres in a bid to save them.
On nearby island Fulhadhoo, building the coral frames supports the local economy. The frames are made from metal rebars
and coated in a special mix of sand and resin to protect them from corrosion. Fragments of Acropora corals – collected from local healthy mature colonies – are attached securely before the frame is labelled, planted in the reef and photographed for monitoring purposes.
“Our 9,000th coral frame is an uplifting milestone for us,” comments Armando Kraenzlin, Regional Vice President and General Manager at Four Seasons Landaa Giraavaru.

the ocean and a determination to protect it from harm caused by human actions. As the restoration sites grow, we are seeing significant growth in the numbers of smaller species that live in and around the coral. This in turn attracts larger animals including sharks, eagle rays and turtles around the sites – restoring hope with every frame.”
The Reefscapers teams at Landaa Giraavaru, Kuda Huraa and Voavah know that one of the most important aspects of reef regeneration is education. School visits to local islands spread the conservation message and inspire a sense of custodianship of the reefs. Landaa also runs a marine biology internship for local students that is now in its third year, while guests at both resorts
can learn about the pioneering project through hands-on reef building, as well as immersive programs for juniors at Kuda Huraa and Trainee Marine Savers modules for environmentally minded teens at Landaa Giraavaru.
Four Seasons also sponsors a number of frames every week, although the majority are sponsored by guests. “A key part of our role here is to spread knowledge and spark interest,” concludes Armando. “What happens next is largely down to the passion, drive and commitment of those who visit the Maldives and choose to become the ocean stewards of the future through involvement in sponsorship programs and internships. When it comes to marine conservation, we are all in this together.”

Determined to create a solution, he conceptualized Clean Cart
Express, an initiative designed to enhance workflow efficiency, improve team well-being, and integrate sustainable practices.
Officially introduced at Constance Moofushi on December 1, 2024, Clean Cart Express replaces conventional wheelbarrows with a streamlined, ergonomic system designed for greater mobility and organization. By optimizing the way housekeeping services are delivered, the initiative ensures a more seamless guest experience while significantly improving working conditions for team members. Beyond operational enhancements, it also aligns with Constance Moofushi’s sustainability objectives using biodegradable cleaning solutions, reusable materials, and energy-efficient equipment.
Fayaz’s ability to turn a simple idea into a transformational innovation highlights the impact of COMET in shaping future industry leaders. By fostering critical thinking, leadership, and handson problem-solving, the program continues to push boundaries and redefine excellence in hospitality.

Mohamed Ali’s career in hospitality began with a foundational role that shaped his understanding of operations. Starting as a steward, he developed an appreciation for the finer details of guest service. This early experience provided him with insights into the importance of operational efficiency and teamwork. Transitioning to the front office, he gained hands-on experience in guest relations and hotel management, which deepened his understanding of service delivery.
His career trajectory took him into risk management and quality control, where he focused on streamlining processes and fostering continuous improvement. Recognising the need for a wellrounded operational perspective, he undertook management training across Front Office, Housekeeping, and Food & Beverage. This holistic exposure allowed him to understand the interconnected nature of hotel operations. Today, as the Director of Operations at Sun Siyam Olhuveli Maldives, he oversees resort functions, ensuring high standards of
service and efficiency.
For Mohamed, leadership is about empowerment. “Leadership isn’t rocket science—it’s about people,” he explains. He believes a leader should provide a strong foundation, supporting the team in a way that ensures their presence is felt without being overbearing. By leading through example and fostering an inclusive environment, he encourages team members to take ownership of their roles.
A core aspect of his leadership approach is making employees feel valued and involved in decision-making processes.
“When people feel their voices are heard and their contributions matter, they are motivated to perform at their best,” he says. This philosophy helps in building a cohesive and motivated team that consistently delivers high-quality service.
Running a luxury resort comes with its own set of challenges, but for Mohamed, one of the most significant is talent acquisition.
“Our greatest challenge today isn’t just about recruiting talent—

it’s about finding individuals with the right attitude,” he states. He emphasises that skills can be developed through training, but a positive attitude and willingness to learn are crucial.
His approach to overcoming this challenge is centred on structured training programmes and continuous monitoring of employee progress. He believes that when employees are willing to grow and adapt, they can bridge any skill gaps effectively. “Without the right mindset, even the best training cannot lead to meaningful progress,” he notes.
Beyond internal challenges, ensuring seamless guest experiences remains a priority. He underscores the importance of genuine human connections in hospitality. “It’s not just
about providing service—it’s about fostering genuine human connections that elevate the guest journey,” he explains. By embedding this philosophy into daily operations, he ensures that guest interactions are memorable and meaningful.
A key component of Mohamed’s operational strategy is enabling employees to take ownership of the guest journey. “The key to driving exceptional service lies in empowering employees,” he says. He believes that when staff feel valued and supported, they are more likely to take initiative in enhancing guest experiences.
Keeping up with industry trends is also essential. By monitoring market shifts, he ensures that the resort remains adaptable and aligned with guest expectations.
Guest feedback is another critical tool. “Guest feedback, both positive and constructive, is a gift—a powerful tool for growth,” he explains. By involving the team in the process of improvement, he fosters a culture that embraces continuous development.
Sustainability has become a major focus in the hospitality industry, and Mohamed has played an active role in implementing ecofriendly practices at the resort. His ongoing PhD research on customer experience in sustainable tourism has reinforced his commitment to integrating environmental responsibility into daily operations.
“We’ve taken significant steps, such as eliminating single-use plastics and reducing energy consumption through smarter technologies,” he says. He views
these measures as beneficial not only for environmental conservation but also for aligning with guests’ increasing preference for sustainable travel.
Beyond operational adjustments, Mohamed prioritises educating and engaging all stakeholders— employees, guests, and suppliers— on sustainability initiatives. He believes that fostering a culture of environmental responsibility ensures that sustainable practices become an integral part of resort operations. “By fostering a culture of environmental responsibility, we ensure that sustainable practices become second nature in everything we do,” he states.
Mohamed’s long-term vision for Sun Siyam Olhuveli Maldives is to contribute to the sustainable growth of the tourism industry.
“My long-term vision is to be a pivotal force in driving the sustainable growth of the tourism industry,” he explains. He stresses the importance of balancing guest satisfaction with environmental preservation.
However, he also acknowledges concerns about the industry’s rapid expansion. “I am deeply concerned that current practices in the industry could lead to significant and irreversible damage if not addressed swiftly,” he warns. He calls for stronger policies and collaboration among all stakeholders to mitigate risks and ensure sustainable growth.
Looking ahead, he anticipates that the role of operations will continue to evolve. The integration of digital solutions and data-driven decision-making will become
more prominent, enhancing efficiency while maintaining the human touch that defines hospitality. “Operations will no longer be just a supporting function; it will become a major key partner in the survival and growth of the business,” he notes.
By staying agile and responsive to market demands, Mohamed believes that Sun Siyam Olhuveli Maldives can continue to lead the way in shaping the future of hospitality in the Maldives. His approach—rooted in leadership, innovation, and sustainability—ensures that the resort remains well-positioned to navigate the challenges and opportunities ahead.
Having a women-majority workforce is uncommon in the Maldives. Typically, resorts have a significant gender gap, with ladies making up only around 25% of the staff. In contrast, at OBLU SELECT Lobigili almost 80% of the 100-strong workforce is made up of women. Even the Housekeeping teams have ladies – something rarely seen in Maldivian resorts.
Hiring, developing, and promoting top female talent in the hospitality
industry is a deliberate strategy by Atmosphere Core. With OBLU SELECT Lobigili being an adults’ exclusive resort, having a women-majority team adds a softer, feminine touch to the service experience. It also breaks stereotypes, proving that women can succeed in any role and position.
Take for instance the remarkable team of Island Hostesses – the resort’s interpretation of butler
service. Guests are assigned two Island Hostesses. These ladies pay attention to the ‘little things’ and anticipate guests’ needs. Creating a luxurious and personalised holiday experience.
Pairing hostesses from two departments is a unique approach. The Front Office Hostess handles special requests, spa bookings, and activities for guests. While the Food & Beverage Hostess keeps track of dietary preferences for
a top-notch dining experience.

Growing up between Addu and Fuvahmulah, Meesan Saaed developed a deep appreciation for the freedom, nature, and rich marine culture of the Maldives. Her journey into the hospitality industry was shaped by her determination to break barriers and pursue a career that was not traditionally encouraged for women in her community.
“Where I come from, the hospitality industry was not considered a career for women. However, I wanted to do something different and pursue my dream of becoming a hospitality professional,” she says.
Meesan took her first step towards this goal by studying hospitality at Seenu Atoll School, graduating in 2016 with a BTEC diploma. She then moved to Malé, seeking independence and experience. A temporary part-time role as a cashier provided her with financial stability while she searched for opportunities in the industry. She soon found her first hospitality role as a Kids’ Club Attendant at a Maldivian resort.
“While my goal was to work in a frontline role, I took the opportunity to observe and learn how to manage the workspace and handle guest requests. Within one year and seven months, I gained valuable experience,” she recalls.
Her career trajectory was briefly disrupted by the COVID-19 pandemic, but she soon secured a role as a receptionist at another resort. This experience helped her build confidence and gain extensive industry knowledge. It was during this time that she encountered the concept of an Island Hostess, a role that resonated with her aspirations. She realised that this was the path she wanted to follow.
“After a year of experience, I was given the opportunity to join OBLU SELECT Lobigili as an Island Hostess in December 2023. Fifteen years ago, in March 2010, an injured female Olive Ridley turtle was spotted by the dive team at Four Seasons Resorts Maldives in urgent need of care. It was this turtle – named Oceane by the team – who instigated one of the longest and most successful turtle rehabilitation programs of its type in the Indian Ocean.
Oceane was rehabilitated and
released using the basic resources available at the Maldivian resorts at the time. Several more turtles followed and in 2011, a generous guest donation of funds enabled a turtle pool to be built. The same year, in partnership with local environmental agency Reefscapers, The Maldivian Sea Turtle Conservation Programme (MSTCP) was born, and the first of two Four Seasons Maldives
Rehabilitation Centres was inaugurated at Four Seasons Resort Landaa Giraavaru.
To date, Four Seasons Resorts Maldives have rehabilitated more than 500 sea turtles through this Turtle Rehabilitation Programme. More than 280 have been released back into the wild following long-term rehab. Since 2010, developments have included: the

creation of an ocean enclosure; development of prosthetic flippers and satellite tagging; the arrival of on-site turtle veterinarians, and upgraded medical facilities such as an endoscope, underwater ultrasound scanner, a laser therapy machine, and the capacity to perform complex surgeries under general anaesthesia.

The “Flying Turtles” Programme was started in 2016 with the aim of rehoming turtles that cannot be released due to injuries such as missing flippers or buoyancy issues. To date, six turtles have been rehomed to overseas oceanariums and marine centres where they act as ambassadors for the plight of their species. One of the first Flying Turtles, an amputee
named Peggy, rediscovered how to dive while living in an oceanarium in Belgium. In 2019, she returned to the Maldives to be released into the wild and made an extraordinary journey of more than 5,700 kilometres (3,500 miles) back to her natal grounds on the east coast of India.
A commitment to inspire the next generation of ocean conservationists is key to the turtle conservation program at Four Seasons Resorts Maldives. At Kuda Huraa, the Junior Marine Savers initiative supports young adventurers to become champions of marine life, from helping to look after turtles to learning more about their plight worldwide. Now in its third year, Landaa’s Marine Biology internship is inspiring the next generation of Maldivian marine advocates. For young guests visiting Landaa, an onsite Trainee
Marine Biologist programme offers six modules – turtle, dolphin, coral, manta, plankton and aquarist –to engage scientifically minded teens: several participants are now at university studying biology. The Marine Savers team also works with local communities and schools, NGOs, and scientific institutions to expand the reach of their work.
Prosthetic Limbs for Trooper
February 2018 saw Four Seasons Resorts Maldives Marine Savers team rescue juvenile Olive Ridley turtle Trooper. Ghost net injuries included an amputated healed front flipper, with the other front flipper also needing to be removed once he arrived. An incredible collaboration between marine conservationists, environmental enthusiasts and technology innovators resulted in 3D printed flippers. Fitted with his new prosthetic flippers, Trooper was able to enjoy swimming again in the rehabilitation pool before his death in 2019: sadly, despite dedicated care, not all turtles are able to make a full recovery from their injuries. During his life, Trooper offered vital hope for the advancement and future of turtle prosthetics.

Zakariyya Mahmood’s Lifetime of Service
Hailing from N. Kendhikulhudhoo, Zakariyya Mahmood’s journey with Kandooma began in July 1982, three years before the island welcomed its first guests. The island’s owners, who knew him personally, invited him to join
as a labourer, where he played a crucial role in the island’s development and later took on various responsibilities within the Engineering department. His dedication to mentoring younger team members and witnessing the island’s transformation, especially after its rebranding under IHG, has made him invaluable to Kandooma’s history.
Now serving as Crew Leader for Plant Maintenance, Zakariyya reflects on his 43-year journey: “Kandooma is more than just a workplace; it is my home. I have seen it evolve from a
simple island into the stunning destination it is today. My greatest joy has been sharing my knowledge with new generations and watching them grow.”
Mohamed Hashim’s Inspiring Journey
In October 1986, a 17-year-old Mohamed Hashim set out from HA. Molhadhoo in search of opportunity. A chance job posting in Malé led him to Kandooma, where he started his career as a gardener. Over the years, Modey embraced every challenge, taking on roles across multiple departments, including F&B
service, Speedboat Crew, Bar Attendant, Laundry Supervisor, and ultimately becoming Housekeeping Manager in 2008.
His leadership and hard work were recognised with the ‘Manager of the Year’ award in 2013 and 2017. Reflecting on his career, Modey shares: “Kandooma has given me endless opportunities to grow. My advice to new team members is simple: be passionate, be open to learning, and embrace challenges as opportunities. This island has shaped my life, and I am forever grateful.”
As part of the resort’s Grand Gala Dinner on 19 March 2025, Zakariyya, Modey, and five other team members who have served the island for over 20 years will be honoured and recognised for their contributions.

Winners for each category are determined through a robust process that combines both expert assessment and public opinion. The final score is calculated from judges’ marks (60%) and public votes (40%), ensuring that both peer recognition and public sentiment play a role.

Q: Sirima, can you tell us about your journey in the spa and wellness industry?
Sirima: My journey began over 15 years ago when I trained in traditional Thai healing techniques. What started as a deep curiosity about holistic wellness soon became a lifelong passion. Over the years, I worked my way up, learning not just the art of therapy but also the leadership and operational skills required to manage a spa. Joining Banyan Tree was a turning point—it allowed me to grow in an environment that values personal and professional development.

Located in Malé, Sign House was introduced to meet growing demand for quality sign-making supplies among contractors, freelancers, and businesses that manage in-house branding work.
Sign House functions as a onestop shop, offering everything from vinyls and LED modules to display stands and mounting materials. The shop also provides short-notice production services for customers who require signs urgently.
“Our aim with Sign House was to support the local creative and construction industries with better access to materials,” Yameen explains. “We wanted to ensure that people working on signage projects could find what they need without delays

In November 2024, I spent two nights at Madifushi Private Island on Meemu Atoll after a 35-minute seaplane flight from Velana International Airport. The resort offers 80 villas divided between beach-side pool villas and overwater pool villas, each featuring a private pool. Dining options include an all-day dining venue, a specialty steakhouse, multiple bars and an in-villa floating breakfast service. Wellness facilities are managed by Mandara Spa, offering dry and wet saunas, a spa boutique, a relaxation lounge and Ayurvedic treatments. Waterbased activities range from jetski tours and seabob rides to guided
scuba diving with a PADI 5-star centre. The resort architecture is elevated to integrate with surrounding seagrasses and corals. Staff coordination of transfers, spa bookings and excursions ensured a smooth stay.
Madifushi Private Island sits on the northeastern edge of Meemu Atoll. The island covers 0.116 km² and measures approximately 700 metres in length. Transfer to the resort is arranged via seaplane, with flights taking about 35 minutes from Male International Airport. The aircraft used are De Havilland DHC6 Twin Otters, which operate under daylight restrictions. Upon pre-
arrival, I received a confirmation email with seaplane lounge access and transfer instructions. The resort’s seaplane lounge provided seating, refreshments and flight updates before boarding. Staff checked my luggage and guided me through security procedures at the seaplane terminal.
The resort comprises 26 Serene Pool Villas, 3 Two-Bedroom Serene Pool Villas and 1 Grand Madifushi Serenity Pool Villa on the beachfront. Over the lagoon, there are 46 Aqua Pool Villas, 3 Tranquil Aqua Pool Villas and 1 Grand Madifushi Aqua Pool Villa. In total, 30 accommodations occupy
the beach shoreline and 50 extend over the water. Each villa includes a private pool adjacent to a timber deck, with immediate beach or lagoon access. Interiors feature a king-size bed, air-conditioning, a rainfall shower, a separate tub, a bidet, bathrobes and a 55-inch LED television. Villas also include a coffee/tea maker, minibar and free in-villa WiFi. Daily housekeeping maintained cleanliness and replenished amenities before evening turn-down. On arrival in the villa, I found a welcome note from the resort manager detailing operational hours and contact numbers.
Madifushi Private Island lists four on-site restaurants: Fahrenheit, Mojito, Bluefin and Splash Bar. The all-day dining restaurant operates from 07:00 to 11:00 for breakfast, 12:30 to 15:00 for lunch and 19:00 to 22:30 for dinner. Cuisine at this outlet covers Italian, Indian, Mediterranean and Asian menus prepared in an open kitchen. The specialty restaurant, Fahrenheit, serves a selection of surf and turf items on hot stones from 17:00 to 23:00. Splash Bar, located by the pool, is open daily from 11:00 to 19:00 and offers classic and tropical cocktails. A sandbank bar opens from 17:00 to 23:00 for evening drinks over the lagoon. In-villa dining provides 24-hour service, including floating breakfast upon request. I tested the floating breakfast on the second morning, with orders placed via the villa tablet and delivered to the pool deck.
Mandara Spa is open daily from 10:00 to 21:00 and offers an array of treatments derived from Asian wellness traditions. Spa facilities include dry and wet saunas, a spa boutique
showcasing product lines, and a relaxation lounge. Ayurvedic therapies follow the chakrabased color ritual system and are administered by trained therapists. A full menu of massages, body scrubs, facials and beauty services is available at extra charge. I booked a 60-minute back and neck massage on the first evening and found the booking process straightforward via the spa reception.
Water sports are coordinated by the resort and include jetski tours, wakeboarding, waterskiing, kneeboarding and seabob exploration. Flyboarding sessions use ZAPATA and SEADOO equipment to lift guests over the lagoon surface. Paddle sports options feature stand-up paddleboarding and kayaking around the island perimeter. Scuba diving departures are
managed by a PADI 5-star diving centre for certified divers and trainees. Snorkeling trips depart daily for reef exploration, and sunset cruises on a traditional Dhoni include dolphin watching. Sunset fishing employs handline techniques consistent with Maldivian tradition. Island-hopping excursions visit nearby local islands with options for private or group bookings. I joined a sunrise snorkeling trip on the second day and encountered schools of reef fish and patch corals.
Check-in begins at 14:00 and check-out is until 12:00, with private check-in options available. The resort arranges seaplane transfers, including lounge access and light refreshments while awaiting boarding. Staff members are assigned to each villa for itinerary support, spanning dining reservations, spa bookings and
activity schedules. Emergency contacts and nightly turndown reports arrive via the villa tablet each evening. The resort’s elevated villa design minimizes contact with seagrass beds and coral in the lagoon. Daily housekeeping and turndown services occur at scheduled times without intrusion into guest activities.
The two-night stay at Madifushi Private Island provided a seamless integration of water-based activities, villa-based privacy and coordinated services. The layout and operational systems support both leisure pacing and activity scheduling without conflict. I recommend the resort for guests seeking structured experience packages and direct villa-based amenities.

The government has reduced the fees for extending the lease term of resorts and introduced an instalment payment option, effective from March 20.
The change follows the recent amendment to the Tourism Act, which was passed by parliament on March 20 and ratified by President Mohamed Muizzu on the same day. The bill was passed with modifications proposed by the Economic Committee, with 55 out of 67 members voting in favour and seven opposition members voting against it. The law has now been published in the government gazette.
The amendment provides concessions on lease extension fees. A similar fee reduction was introduced in August last year, but the six-month deadline for implementation expired on 29 February. The newly passed amendment extends this concession for another six months. Resort owners applying for an extension within this period will receive a 50% fee reduction until September.
Under the previous regulation:
• A lease extension to 49 years required a payment of $10 million.
• For shorter extensions, the fee was $200,000 per year.
Under the amended regulation:
• A lease extension to 49 years will cost $5 million if applied within the next six months.
• A 20-year extension will cost $2.5 million.
• A 25-year extension will cost $3 million.
Initially, the proposed bill did not include an instalment payment option. However, an article added at the committee stage allows payments to be made in instalments for a 49-year extension.
Under the instalment plan:
• An initial lump sum payment of $1.5 million is required.
• The remaining amount can be paid within 12 months ($4 million) or 24 months ($4.5 million).
• The total amount payable in instalments will exceed $5 million.
Further details on the implementation of these provisions will be outlined in regulations issued by the Ministry of Tourism.

Tourism industry generated $5.6 billion in 2024, resorts accounted for 83.6%
The Maldives’ tourism industry generated $5.6 billion in revenue last year, with resorts contributing 83.6% of the total, according to Ahmed Nazeer, Secretary General of the Maldives Association of Tourism Industry (MATI).
Speaking at the 35th Annual General Meeting of MATI at Kurumba Maldives in February, Nazeer highlighted the changes in the tourism sector over the past 50 years and its impact on the national economy. He noted that the industry played a key role in government revenue and economic development.
Nazeer stated that changes in tourismrelated taxes created challenges last year and called for industry-wide cooperation to ensure growth in 2025.
Nazeer outlined key figures from the industry’s performance last year:
• Tourist arrivals reached two million for the first time, reflecting a 9% year-on-year increase.
• Total tourist bed nights increased by 3% to 11 million.
• Overall occupancy stood at 71.2%.
• Resort occupancy during the offpeak season was 50%, while peak season occupancy averaged 95%.
Nazeer stated that these figures reflect the Maldives’ position as a key global travel destination and
credited the industry’s workforce for its role in achieving these results.
The tourism industry accounted for a significant portion of state revenue, contributing MVR 23.1 billion ($1.5 billion) of the total MVR 43.2 billion ($2.8 billion) received by the government in 2024.
The breakdown of tourismrelated revenue includes:
• MVR 9.5 billion ($620 million) from Tourism Goods and Services Tax (TGST).
• MVR 1.9 billion ($123.6 million) from tourism land rent.
• MVR 1.1 billion ($70.5 million) from green tax.
• MVR 1.1 billion ($73 million) from airport development fees.
• MVR 1.1 billion ($72 million) from departure taxes.
• MVR 308 million ($20 million) from lease period extension fees.
The distribution of revenue within the tourism sector in 2024 was as follows:
• Resorts: MVR 69.3 billion ($4.5 billion), representing 83.6% of total tourism revenue.
• Domestic travel: MVR 5.3 billion ($347.9 million), accounting for 6.5%.
• Maldives Airports Company Ltd. (MACL) duty-free revenue, airport development fees, and departure taxes: MVR 3.4 billion ($222.4 million), making up 4%.
• Travel agents and tour operators: MVR 2.1 billion ($141.4 million), representing 2.6%.
• Guesthouses: MVR 1.5 billion ($95.4 million), contributing 1.77%.
Nazeer highlighted the cost of fuel as a challenge, noting that the Maldives imports MVR 15.4 billion ($1 billion) worth of oil annually. He stated that the reliance on imported fuel is not sustainable and that the tourism sector must work towards reducing energy costs.
He noted that an increasing number of resorts are adopting renewable energy solutions and stated that MATI will support resorts in securing incentives for investments in sustainable energy.

Governor Ahmed Munawar has indicated that the mandatory foreign exchange conversion requirement for resorts may be reduced in the future.
Speaking at the annual general meeting of the Maldives Association of Tourism Industry (MATI) at Kurumba Maldives in February, the governor stated that such a change could take up to two years but remains a possibility.
“If you look at the mandatory exchange, forcing a 20% margin may not be the most desirable. You can review it over two years, conduct research at the micro level, and introduce changes,” he said.
He added that the requirement is unlikely to be reduced in the next two to three quarters. However, adjustments could be made within two years, depending on industry growth and revenue.
During the drafting of the Foreign Exchange Act, MATI proposed setting the mandatory exchange rate for resorts between 10-15%. However, when the law was passed, the rate was fixed at 20%.
Under the Foreign Exchange Act, which came into effect in January:
Resorts must exchange 20% of their income or $500 per guest.
