City council update on new housing plan WORK has been happening behind the scenes to move some of the sites already identified for housing forward. Here is the latest update:

by early June 2019 and once permission is granted the demolition can begin. It is hoped that demolition can be completed by the middle of the summer 2019.

Lockleaze Day Care Centre (Blake Centre) Bristol City Council is considering options to provide intergenerational housing - this can help both younger and older people find affordable homes and get the support they need whilst also reducing isolation by creating housing that encourages different generations to mix and support each other. This approach has been taken in some other countries but is quite new in the UK. Planning permission for the demolition was applied for on April 8, 2019, and is currently out to public consultation. The planning decision is expected

Constable and Crome site Outline planning permission was granted in July 2018 subject to a S106 which is nearly complete. Yarlington Housing Group are planning to build 81 new homes and are about to submit a reserved matters application to the planning authority. Half of the homes will be affordable - to rent or shared ownership and half will be for sale. There will be two bungalows built, which will be suitable for people using wheelchairs. Romney House There has been some vandalism on site with windows smashed and doors damaged.

The windows and door have been reboarded and new fencing has been ordered. Security staff visit the site daily. If you notice anything untoward please contact the council through the website www.bristol. gov.uk or through the customer service number 0117 922 2000. Wider improvements to transport and access paths, Muller Road This April and May, Bristol City Council held a consultation to ask views on proposed improvements to Muller Road. These proposals included a

bus lane, better routes for cyclists and more, safer crossings for pedestrians. There were almost 600 responses to the consultation, 95% said that congestion is a problem on Muller Road and 75% said it’s not safe enough. The transport team is now discussing possible changes to the design as a result of public feedback. The planning authorities for Bristol and South Gloucestershire are now considering the planning application for Stoke Park accessible path following consultation with the public.

Volunteers make some Noise for initiative IN early May, more than 900 volunteers, aged from four to 80, from different churches across the city joined together to host free events for local communities and to provide practical support to local people in need. The Noise is an initiative that has now been running for 19 years – starting in Lockleaze and now spread across North, East and South Bristol. The volunteers’ aim, supported by Bristol Noise charity, is to simply show God’s love in practical ways to the communities on their doorstep. This year, both Horfield Common and Gainsborough Square hosted family fun afternoons and a banquet meal was held at Ebenezer Church on Filton Avenue for senior citizens, with 80 guests. One of the guests attending the banquet said: “The meal was scrummylicious – my compliments to the chefs and cheffesses! So much hard work must have gone into preparing and

providing such a lovely meal for all of us recycled teenagers! “The world is a better place thanks to all of you kind, caring, wonderful people.” As well as supporting local families and individuals with practical help, some volunteer

teams gave practical support to local community organisations like North Bristol Advice Centre who said: “A massive thank you to all the Bristol Noise volunteers who took on the epic task of painting our tired old office at the weekend. We now have a lovely,

fresh-looking reception area for our clients, staff and volunteers.” Across the city, there were 10 family fun afternoons, six with BBQs and 1 with a bake-off, a community games afternoon, three cream teas and a banquet for senior citizens, two sports events for young people and a community car wash. Volunteers also completed around 80 different community projects within homes, in public spaces and a community centres or schools. A huge thanks to everyone who came and enjoyed the events across the weekend, referred a project to us or got stuck in as a volunteer! Derrick’s turning brain power to pedal power for challenge A CLINICAL pharmacist at Monks Park Doctors Surgery is taking part in an epic cycle ride from Bristol to Paris in September in aid of the Above and Beyond charity. Derrick Heffter likes to set himself a challenge, and has previously been a project manager for Raleigh International. In 2015 he took three months off work to volunteer to build a kindergarten in an indigenous region of Costa Rica. The site was a seven-hour trek from the nearest road and there was no electricity! Derrick says this new cycling challenge – from September 11 to September 14 should be fun as he loves cycling, loves being outdoors – and it’s for a great cause. For the Bristol to Paris Cycle Challenge 2019 there is a minimum fundraising amount of

£1,700 per person. Derrick hopes to raise in excess of £2,000, and is currently just over the £800 mark. He is supposed to have raised £1,360 by mid-June, so there is a little way to go! Derrick needs to tackle a 470km route (nearly 300 miles) which takes in Andover, Portsmouth, Le Havre and Gournay en Bray before finally arriving in Paris. More than 50 cyclists have already signed up and their aim is to raise £150,000. Their fundraising page link can be found at https://b2p2019.everydayhero. com/uk/derrick. Derrick did a Galleries Shopping Centre bucket collection last month which raised more than £230 and plans on doing a car boot sale. Talented Shenai takes youth graphic art world by storm TWELVE-year-old Shanai Campbell, a year eight student at Fairfield High School, is one talented individual who is taking the youth graphic art world by storm! Over just nine months, Shanai has impressed many – including the BBC who approached her for an interview – with her inspirational and creative digital illustrations. These are not an easy feat however… each of Shanai’s illustrations require hours and hours of dedication and precision as she creates an incredible 11 layers of graphics. Not surprisingly, Shanai is in demand, with orders of thank you cards, invitations, gifts and pictures from family and friends.

A fascinating look into the world of politics THE Student Council at Fairfield High School (FHS) were given an inside look at the world of politics, as they had a fascinating and honest discussion with Lord Rooker, whose visit undoubtedly changed some young minds about the House of Lords and what really goes on behind those closed doors. During his 90 minutes at FHS, Lord Rooker explained the differences between House of Commons and House of Lords, what the House of Lords consists of and how people gain their place, the ratio of males/females and the process by which acts are passed through Parliament. The students were interested, in particular, to learn about the varied careers (many still active) of the House of Lords members, to include: film crime writers, Hollywood-related roles, nurses, ship owners, artists, presenters, lawyers and journalists. The students then had an opportunity to put Lord Rooker on the spot as they posed their own questions, demonstrating thought and integrity. Examples included “If you could change one thing in your political career, would what it be and why?” And “In an ideal world, what would you do to overturn the losing bat-

At the moment this is a hobby which I hope will develop, and in the future I’d like to become an architect.”

In the early 1970s he became a Labour MP and quickly moved up through the ranks, working in the areas of agriculture, social security and immigration, before entering the next phase of his life – the House of Lords. excited to welcome Lord Rooker to Fairfield to delve into politics that little bit deeper. “Our Student Council are a charming and enquiring group of students who thoroughly enjoyed learning from Lord Rooker’s expertise and life experiences. “One of our students, Alice, is already a member of the Youth City Council so this was a big day for her in particular. We would like to thank Lord Rooker for

taking the time to visit us and, in doing so, help shape the future careers of the next generation.” This visit was arranged through the Lord Speaker’s “Peers in Schools” outreach programme, which was launched in September 2007. Members of the House of Lords have since visited over 2,000 schools across the country and spoken to around 100,000 pupils in support of the citizenship curriculum.

n THE 209th Scout group who are based in Cotman Walk, Lockleaze our looking for any 6 to 14 year old girls and boys who ares looking for some adventure, fun, and outdoors skills. The first four weeks are free. They run the following groups: Beavers 6 to 8 year olds, Cubs 8 to 10 year olds and Scouts 10 to 14 year olds. IF you’re hooked on history, or fascinated by the past, why not go along to meetings of the Bishopston, Horfield and Ashley Down Local History Society? This friendly group meets on the third Tuesday of each month, except January, August and December. The next meeting is on June 18 and will be a talk by Hamish Orr-Ewing, about “The Darker Side of Bristol”. (The original speaker has had to withdraw for family reasons.) After that will be a talk on July 16 by Sara-Jayne Boughton, on “Discovery and Investigation of a Roman Villa Complex in Lockleaze”. The talk on September 17 will be by Steve Stacey, the son of an American GI who married a Bristol girl.

n NORTH BRISTOL ADVICE CENTRE EVERY year, North Bristol Advice Centre joins the Bristol Legal Walk to raise funds for the advice centre. We are thrilled to announce that this year our team raised an amazing £1,367! The walk is our main fundraising event of the year as it is a “Walk for Justice”. Organised by the Southwest Legal Support Trust, it aims to raise awareness of the need for free legal advice to ensure access to justice for all. Advice agencies do a fantastic job in preventing homelessness, resolving debt problems, gaining care for the elderly and disabled and fighting exploitation. NBAC, and other advice centres who took part, will keep 100% of the money raised. This will go directly towards our advice services. This year we had a team of 10 staff and volunteers to make the 10 km trek around the city centre and Bristol Harbour in

n YOUR MP writes for the Voice

Climate change issues are at forefront

IT’S been an odd month in Parliament. The Government is stuck on what to do next about Brexit, and all the political action is reserved for Conservative Party MPs who have been huddling around their preferred candidate to succeed Theresa May as Prime Minister (who has said she will leave later this year). The Brexit lull has given us time to debate other issues though, not least climate change. As always, I have taken part in the climate change debate as much as possible. As part of that, I led a cross-party campaign to the Prime Minister, signed by nearly 100 MPs, to have at least one whole day of debate in Government time on how the Prime Minister plans to respond to the evidence from the Climate Change Committee regards meeting net zero emissions targets sooner rather than 2050. I have also been involved in the debate about the Chinese telecoms company, Huawei. As a member of the Science & Technology Select Committee, I have been part of debates in Parliament about the call from the United States to ban Huawei from our own infrastructure in the UK. It seems to be that this is largely driven by geo-political and trade war dynamics, although it’s clear Huawei could have higher quality software in its technology. I will be taking part in a grand committee with Defence and Foreign Affairs colleagues next month. Your Champion in Bristol Several constituents have contacted me to share concerns about the recent contract (which was due for re-tendering) for Psychotherapy Services awarded by the Bristol, North Somerset and South Gloucestershire CCG to Vita Health Group who are based in Essex. Constituents have advised they are concerned about the lack of local knowledge and relevant expertise of the new provider. As well as the high dividends shared by the company’s two directors in 17/18 (in addition to salaries) – particularly, given the other providers who bid for the contract included social enterprises, charities and the local

Come and help us out at Manor Farm MANOR Farm Community Hub is looking for enthusiastic people with time to give to fill an important new role on their Core Group as they move forward with the process of securing the lease for the new community facility on the site of the former St Peter’s EPH. We need a finance officer with some financial/accounting skills to handle day-to day finances and bookkeeping and to produce annual accounts. We are also on the lookout for several new Core Group

members to join us and help in our final push to secure the lease and to share in shaping what the facility will offer the community. NHS Mental Health Trust who have extensive experience in the local area and do not operate on a private/bonus-based model. I have also shared my views about the need to keep our NHS out of the hands of private operators. Constituents were clear they felt this decision put the treatment of 20,000 clients (who access services annually), and who have a diverse range of needs at risk. We need to ensure clients needs are paramount and these contracts are awarded correctly, so I have contacted the CCG and asked whether they considered these risks and what mitigation is in place to ensure there is no negative impact on clients or prospective clients. Thanks to everyone who joined my May Café Politics at Horfield Leisure Centre – it was good to have a wide-ranging chat that focussed on national and

local concerns. I enjoy hearing from as many of you as possible, so on June 22, I’ll be hosting a ‘Great Get Together’, in honour of the Jo Cox Foundation. From 12pm to 2 pm at the Ardagh Community Trust ‘Café on the Common’, BS6 7YL. There will be free games for the kids (and big kids) as well as time to grab a coffee and cake from the café, meet me and others from the local community in a very relaxed and informal atmosphere. As Jo told us “we are far more united and have far more in common than that which divides us” – at times of division that message is important to remember – I hope to see you on 22nd. It’s that time of year when I send an invitation to take part in my annual constituency survey to households across Bristol North West. AS well as the little haven at the bottom of Gainsborough Square where Maria and Tash serve fabulous coffee and delicious food, Buzz employs a team who reach out to the wider community. Carrie Browne continues to support local people towards employment, volunteering or setting up their own businesses. She said “We run a drop-in every Wednesday morning from 9.30am to 12.30pm for people who would like one-to-one support to move towards employment. “We can work with all members of the community whether they are working or unemployed – everyone is welcome to come for advice and support.” Pete Godden has recently joined the team for six months to work to help alleviate food poverty in Lockleaze. His main aim is to form an alliance of key local stakeholder organisations who are supporting people suffering from food poverty in the area; in order to share skills, ideas and expertise. The Lockleaze Food Power

Alliance aims to positively impact food culture in Lockleaze through the joint provision of a local food power pathway; identifying those at risk and delivering education, advice, access and support to residents facing food poverty. The Alliance is looking into expanding on the current work in the area by working as a partnership to create more ‘Growing, Cooking and Eating Clubs’ for primary school children and ‘Cooking on a Budget’ classes for adults. Furthermore, the Alliance is looking into setting up a Food Club for local residents that are struggling to access affordable healthy food. The most recent starter is Lynn Collingbourne who is funded by Bristol Ageing Better to develop more activities for local older people and try to encourage them to participate. Two new clubs have started in the Buzz cafe on Thursday afternoons where people can play board games or just “Knit and Knatter”. “We were pleased to welcome new visitors to the cafe at the first

session, some of whom rarely leave their homes for social reasons” said Lynn. She is also working with housing colleagues to encourage people living in sheltered accommodation to socialise with their neighbours whilst enjoying some healthy food. Residents of Conder House recently got together to cook and eat an amazing vegetarian curry and are looking forward to their next event. The Buzz team are also working together to relaunch the cafe and shop following feedback from local people. As well as offering more fresh fruit and vegetables the range of dry goods sold by weight has expanded including muesli and quinoa. Pete said “We are aiming to become plastic-free by selling reusable glass jars for customers to take produce home in and bring back for their next shop. Alternatively people can bring their own containers or we can supply paper bags.” The shop is now open until

5pm on Wednesdays and Thursdays and it is hoped that this will be extended further soon. We are also pleased to be able to offer hire of the cafe and a beautiful garden room at low cost – pop in to see what is available and find out more. Helen Ball, Chair of the Buzz Lockleaze Board, said: “These recent changes are having a positive effect on our income which will help the shop and cafe to survive at a time when many of the big chains are closing. “We are planning a celebration for our birthday in July and we hope local residents will come and join us.” Watch this space for more information or contact admin@ buzzlockleaze.co.uk. I know last month I talked about burglaries and I see that there is a very small rise in garage and shed breaks at this present time. Please, whilst carrying out your “lock-down mantra” for your house, do not forget any outbuildings you may have. We tend to keep very expensive bikes, tools and stuff in what sometimes is a very flimsy box. Here are some things to consider:

n Do you have a decent lock on the door? These should be made of hardened steel. Buy the close-shackled variety to prevent hacksaws or bolt croppers being used. n Shed windows should be screwed shut or have window locks. Consider also fitting a metal grille. n Chain tools, cycles and other valuable equipment together using a high security chain or cable and a padlock. Anchor the chain into the wall or floor. If you have a house alarm, this can be extended to garages and sheds. Alternatively you can buy a battery operated audible alarm.

n THE MAYOR writes for the Voice Marvin Rees THE challenge facing library services in Britain is a well-known story. Nationally, almost 130 were closed last year, while spending by local authorities on public libraries fell by £30m, meaning a 12% reduction in the last four years. This reflects the financial pressure local authorities are under as our budgets are reduced in the name of austerity while demand for our services increases. However in Bristol, thanks to commitment and hard work to bring our finances under control, we’ve been able to turn the page and invest in our library service as we look to modernise the offer. In July last year we committed to keeping all 27 libraries across the city open and pledged to work with community groups to explore sustainable options for the future of the service. As part of this we conducted a library technology review to look at the systems and technology

to make sure the service is supported by resilient, sustainable equipment. At our most recent cabinet meeting we accepted proposals to purchase 35 new portable kiosks and other supporting hardware. This £705,000 investment will mean we can offer alternative payment methods such as contactless, provide library users with more payment choices, and meet modern expectations. I am also pleased that we have been able to extend Central Library’s opening hours. It will now be open 52.5 hours a week, including late-night opening on Tuesdays and Thursdays. We understand the importance of the Central Library for many people all across the city, so as part of our drive to improve the library service, we wanted to make sure it is open when people need it most. Across the country there were 182 million books issued to

THIS month I am pleased to report back on some positive news for the area. Following strong campaigning from Conservative councillors the Mayoral administration has relented in its threat to close our local libraries. Finally seeing sense it has taken a leaf out of the book of neighbouring South Gloucestershire council and invested in better technology to increase access rather than reducing it. A major success for a combination of persistent residents and determined councillors! Horfield library will now remain open. Another success, just down the road from us, was the shelving of major proposals to change

access roads around the A4018 (Falcondale Road). It was due to make areas in Henbury and Brentry almost inaccessible and was likely to cause chaos to the other main arteries out of the city like Southmead Rd and Filton Road as commuters looked for easier routes. The rethink came yet again after passionate lobbying from those who know the area best – local councillors and residents! We are still awaiting the changes to the Muller Road proposals – watch this space! Why can’t the council just ask us first before dreaming up schemes from City Hall? A question which I’m sure will remain unanswered. Which brings me back to our lovely patch of Horfield. Five years

ago this summer, the new Brunel wing of Southmead Hospital opened and I’m sure many of us have used the new facilities and have benefited from the wonderful service of NHS staff. I know my family is very grateful for excellent treatment there. But still, for many residents the hospital is mixed blessing. The increase in staff and the inadequate parking and public transport options has led to our small residential roads still being packed to a dangerous level with the extra cars of staff and patients. The hospital acknowledges it doesn’t have the parking capacity it needs, telling new staff of a threemonth waiting list for a space and advising them to find something in a nearby street. Following some really dangerous parking, I want the council to take another look at the impact on our local streets around the hospital and I’m asking for your help. I am launching a survey and

ESTELLA (Tincknell) and I were pleased to be able to contribute to the consultation on the review of the Bristol Local Plan, on behalf of Lockleaze. We hear a lot about various plans in Bristol, but this is a very important one! In parallel with the One City Plan, this document will set a longterm strategy for development in Bristol up until 2036. First and foremost it covers how new and affordable homes will be delivered, including the Mayors manifesto target of 2000 new homes year with 800 affordable by 2020. This matters a lot to us in Lockleaze, where we expect around 1200 new homes to be built ! We have strongly supported the

designation of Stoke Park Estate as a Local Green Space which gives it long term guaranteed protection from development. The Local Plan also gives consideration to how the new homes will be connected with the rest of the city by improving transport infrastructure …..mass/ rapid transit, a new bus deal, improved pedestrian and cycling routes and management of traffic congestion. With preparation underway on several sites in Lockleaze for the building of new housing, it is important to reflect the views residents have expressed in the recently published Community Plan, Our Lockleaze 2019-24

ON Saturday 1 June doctors and staff from Monks Park took in the GP Parkrun Pledge at Ashton Court to help celebrate a year’s collaboration between GP practices and parkrun UK. So what’s it all about? In June 2018, The Royal College of General Practitioners and parkrun UK launched a groundbreaking initiative for thousands of patients being prescribed outdoor physical activity. The initiative aims to improve the health and wellbeing of health care staff, patients and carers, reducing the need for lifelong medication. Parkruns are free, volunteerled 5k events that take place each Saturday morning across the UK and are open to walkers, runners and volunteers of all ages and abilities. Parkruns are sociallyfocussed with the emphasis on regular participation rather than performance. GP practices are being encouraged to develop closer links with their local parkrun to

become certified parkrun practices with healthcare practitioners signposting patients and carers to parkrun, particularly those who are the least active and have long-term health conditions. Now a year later, more than 800 general practices have signed up to be a parkrun practice; linking with their local parkrun event to promote the health and wellbeing of patients and staff, and create entire communities centred on wellness. In the year since the parkrun collaboration started, GPs have experienced successes with patients with anxiety, depression,

diabetes and heart disease as well as those who want to improve their blood pressure or to get fitter. They report healthier, happier patients on fewer medications not having to deal with the side effects of unnecessary drugs. Monks Park Surgery is a parkrun practice and we are linked with both Ashton Court and Eastville parkruns. A number of staff members, including some of our doctors, are regular parkrunners and have personal experience of the benefits of parkrun. If you want to take part in parkrun for your health and wellbeing and haven’t done any running before, why not try the NHS Couch to 5K app first? It’s a running plan for absolute beginners and will help you gradually work up towards running 5K in just 9 weeks. It’s free and easy to follow. you can join your local parkrun. If running is too daunting or you have health conditions that prevent it, you could try the NHS Active 10 programme from https:// www.nhs.uk/oneyou/active10/home. A brisk 10-minute walk every day is a great excuse to get outside and improve your health. Again, once you’re a more confident walker you could join your local parkrun too as you’re just as welcome to walk the course as run it. Our own practice secretary, who recoiled from any exercise, started Couch to 5k in April this year after a life changing event. To her immense surprise, she says she found it mostly easy to follow, (although not always!). She says she got a great sense of achievement on completing each week of the app. She is now running regularly at a local parkrun and says that it has helped her both physically and mentally. She would definitely agree that if she can do it, you can!
