Model

This model tries to analyse the liveliness of the site and its surrounding. From the model, we could understand that there is a big contrast between the ground and upper level. In ground level there is a lot movement that happens, where in upper level, there is almost no vibrancy at all.

Background

- Originally founded by the Dutch colonial government, Jakarta was designed to accommodate 800,000 people. - Currently the city proper to swell to more than 9 ants

Million inhabit-

- 250,000 people move into the Greater Jakarta area every year.

- Jakarta needs about 70,000 housing units every year to cater to its growing population, however the city administration is only able to provide 20

percent of that figure.

- A growing number of slums

Analysis

Positive - It address a growing housing crisis in Jakarta - It provides people with low income to have a better home environment. - People could buy a home which they probably cannot afford, with a subsidy program.

Negative - Not enough car park spaces. They only provide 550-600 spaces for 5023 unit apartments - Some of the buyers were not from low income sallary. - Do not have strict regulations in term of buying and selling

Opinion

- Due to expensive and limited space in Jakarta, be implemented rather than horizontal planning. - Understand

Vertical Housing design is more relevant to

the users and their needs, will determine the success of social housing.

- At some point, low cost housing need to introduce Green

and Sustainable Idea.

Private Penthouse Private Apartments Shared Facilities + Open Space Social Housing Carpark Retail

The cross-subsidies program will be the major policy in this social housing project. It follows the idea of Public Private Partnership (PPP) that already happens across the world (such as Australia, Canada, United States, etc.). PPP are an important instrument that can be used to help extend infrastructure assets, along with basic urban services, especially to the low and middle housing. This housing will be designed to have both private apartments and social housing. The basic idea, of this proportion is that the sales of private apartment would subsidize the establishment of social housing. Both government and the private corporation will get benefit from the implementation this program. In term of planning, there are several strategic design decisions that will be employed. Retail will dominate the ground and first floor. In the third floor, the housing will accommodate car park. The car park could be lent for the users of the private apartments or office employees. The profits from retail and car park could be used to subsidize the building maintenance of social housing. Thus, the private apartment will be located in the upper floors (on the top of social housing) as it would definitely give more sales revenue. There will be shared facilities and an open space placed between the social housing and private apartments. There will be basic urban services located there, such as the childcare center, playground, sport facilities, and etc. By sharing the facilities together, it would create more integration between public and private users. The social housing tenants would not feel different to the owners of private apartments. This housing will also be used as a learning center. There will be workshops to accommodate the tenants with a new skill. One or two spaces in ground floor (retail spaces) will be used to exhibit or sell their works. By running the shop and workshops together, the tenants will get the sense of belonging between them, which at the end creates a better home environment.
