REPORT

Hello Members, What a busy month it has been! We’ve managed to deliver our first virtual National Conference that was well attended. I’ve received numerous messages of congratulations on HIMAA’s efforts. My thanks again to the Conference Committee and the National Office staff who supported the delivery of the conference.

Annual General Meeting We also delivered our Annual General Meeting virtually for the first time. I’m pleased that the two constitutional motions that were put up for voting were passed. These motions will assist the governance of HIMAA and allow us to inject people with the relevant skills and experience to propel HIMAA forward.

The AGM is also a time where we recognise the contribution of our members. Numerous awards were given during the meeting. HIMAA would not be who we are without the passionate volunteers and their efforts. Congratulations to all who were recognised.

Board Members and Office Bearers As part of the Board elections we welcome back Grant Duffill and Past President Sallyanne Wissmann back on the Board. James Katte and I returned to the Board. Other Board members not up for re-election were Catherine Garvey, Vicki Bennett and Travis Ingram. HIMAA members elect the Board members (Directors of HIMAA) and the Board members elect the Office Bearers. The Office Bearers for the next two years are as follows:

Personally, I’d like to thank the membership and my fellow Board members for their continued support in allowing me the privilege to continue to serve as President of HIMAA. The decisions we make are together as a Board and I’m delighted to have the experience of three Past Presidents in Catherine Garvey, Sallyanne Wissmann and Vicki Bennett alongside me.

As stated during the AGM, we face significant challenges of large decreases in revenues this year partly due to the pandemic but primarily it masks a more significant issue of our declining revenue.

Without the assistance of the Commonwealth’s JobKeeper financial assistance, HIMAA would be in deficit by over $300k last financial year. If these sort of declines in revenue continue, HIMAA will need to dramatically cut costs and services that support members.

On a brighter note we have a chance to reset with our new CEO, Jae Redden who has the skills and experience of transforming underperforming organisations having started last week. The Board is keen and excited to work closely with her for the sustainability of HIMAA and the HIM profession.

FROM THE OFFICE OF THE

Chief Executive Officer I started with HIMAA on Monday, 16 November 2020. Although staff are still working from home majority of the time, I met with most staff in my 5 days in the office. I look forward to meeting the rest of staff in the next coming week.

During these days, I attended the HIMAA Conference Committee, Finance and Risk Management Committee and the Extraordinary Board Meeting to elect the office bearers.

I am looking forward learning about HIMAA as I progress and importantly, I would like to get to know our members.

I will be attending the NSW PD event on 3 December 2020 and am looking forward to meeting some of you then. I am keen to speak to you to find out what HIMAA can do to serve you. This is an open invitation to email me at ceo@himaa.org.au at any time to let me know your thoughts on HIMAA or to set up a call with me.

2020 AGM I was extended the opportunity join the HIMAA Annual General Meeting prior to my start on 6th November 2020.

Due to Covid-19 restrictions, the AGM was held in a digital format for the first time. I was pleased to observe the high level of engagement from the members participating in the discussion using the discussion forums.

We also farewelled Ragni Sarlas, Team Leader for Clinical Coding, to her 12-months maternity leave (with an amazing chocolate cake). We wish her well with her first baby!

The Board Election was held prior to the AGM and the new board directors were announced. Cheens Lee and James Katte retaining their positions and welcome back to past board members Grant Duffill and Sallyanne Wissmann.

Congratulations to these appointments as I look forward to working with this dedicated board.

Apart from presenting the last financial years’ results, the two Special Resolutions to the HIMAA Constitution were passed and the awards were announced. I would like to acknowledge the former board member of HIMAA, Cassandra Rupnik, for her recognition as a Fellow with HIMAA at this AGM. The Board chose their National winners for Practitioner of the Year and Student of the Year from the State winners’ pool and we celebrated two special Achievement Awards nominated by the NSW and SA Branch. All the winners are listed in this HIMAA Matters issue. Congratulations to all nominees.

A warm congratulations to HIMAA staff member, Lorisa Bhasale, who was acknowledged by the board for her work with the members. I can convey she is feeling very proud! Here is her note of acceptance: I would like to take this opportunity to say “Thank You” to all the members for your encouragement, support and feedback to improve Membership Services since I started in this role 12 months ago.

I thoroughly enjoy my role as Membership & Events Officer, in assisting you, our members, register for events, answering your emails, daily phone calls and general support to you all.

Thank you to the board for awarding me the “Board Recognition Award for HIMAA Employee” and to you the members for the recognition.

I look forward to seeing what the next year will bring!

Membership Services We are inviting all Conference delegates who are financial members of HIMAA, to participate in the Certified Health Information Manager (CHIM) or Certified Health Information Practitioner (CHIP) scheme. More information will go out to these members before the end of November.

HIMAA Conference This was HIMAA’s first, all online conference and the general feedback have been overwhelmingly positive so far indicating that the conference was enjoyed with technology working smoothly and the sessions being ‘educational and inspirational’. I would like to thank Milla Krivozhyna, Pat Verma and all staff working in the background to ensure this success.

A conference feedback survey is going out shortly. I would like to encourage please for you to provide this feedback – particularly on what we did well and what we can improve. We are in the process of forming 2021 Conference Committee and as the Chair of this Committee, I would especially welcome any ideas for the next year’s conference agenda. I am thinking the virtual cooking class may have to stay! The presentation recordings are now available to view.

The attendees would have been notified and provided a link. We had 339 attendees this year. We would like to see more participating in 2021.

I am looking forward to working closely with the HIMAA board, members, and staff as we have much to achieve in 2021.

2020 HIMAA NATIONAL VIRTUAL CONFERENCE WRAP UP

Covid-19 created the dilemma to either postpone HIMAA’s National Conference in 2020 or find some innovative alternatives to offer presentations, exhibitions, networking and professional development opportunities. Delivering a virtual conference through an electronic platform provided a practical example of the conference theme: ‘Enabling better health in a digital world’. Once decided, a huge effort was required by all to call for and review abstracts, invite Keynote speakers and clinicians, build the delivery platform, organise virtual exhibitions and a unique and entertaining conference dinner experience.

An advantage of the virtual event was the availability of some excellent speakers who could ‘present’ from wherever they were, and similarly for delegates to ‘attend’ without the need to travel. The OnAIR platform ensured that the timing of events was kept to schedule. Delegates were treated to some exceptional Keynote speakers in Principal Medical Advisor and Deputy Chief Medical Officer, Prof. Michael Kidd, the Grattan Institute’s Stephen Duckett, IFHIMA President Lorraine Fernandes, AIHW Director Barry Sandison, ADHI’s Angela Ryan, Robert Jakob from WHO, and Melanie Endicott from AHIMA. These were complemented by excellent national and international presentations on CDI, privacy, education and training, and coding and classification, capped off by inspiring motivational speaker, Shade Zahrais’ presentation ”The Brilliance if Resilience: navigating a time of change.” Clinical updates were provided on Haematology (Dr George Grigoriadis, Monash University); Lung Cancer (Dr Emily Stone, St Vincent’s Hospital, Sydney); Opthalmology (Dr Gayatri Banerjee, Springwood Hospital); and Head and Neck Surgery (Dr James Wykes, Chris O’Brien Lifehouse, Sydney). The abstracts for presentations given by your national and international peers are available on the HIMAA website Members Area under ‘HIMAA Conference Material’, then through the ‘Previous conference proceedings’ link. HIMAA Privacy & Security SIG Privacy Matters

The Privacy & Security SIG have had a busy year, particularly as we only formed earlier this year. We have also grown in size with two new members bringing untold experiences (thanks Glenda Wyatt and Nadine Ghassibe!).

We would like to look at having additional members from South Australia, Western Australia and Northern Territory.

If you are interested please contact HIMAA. A special thanks to the existing members of the Privacy and Security SIG also-Dwayne Richards (Vic), Melissa Clowes (Vic), Nadine Ghassibe (NSW), Glenda Wyatt (Vic), Meleah Herbert (Qld), and Kirstie Mountain (Tas). Without whom none of our activities would be possible!

In terms of activities undertaken this year we held our first Privacy Webinar with Lemm Ex from the Queensland Information Commission being our key speaker. We plan on generating further Webinars in the future based on the many questions generated following this session. The Webinar is available to view in the HIMAA members area.

Another exciting venture was for members of the Privacy and Security SIG to participate in the HIMAA Virtual Conference 2020. The presentation was delivered by Dwayne Richards, Sharon Campbell and also Dorinda Sattler who provided an international perspective and is respected in her knowledge of privacy and risk, as well as being a Health Information Management academic in the United States. The presentation discussed privacy concerns related to health information management and COVID. It was timely and also reviewed international as well as national concerns.

We also participated in writing an article for IFHIMA on Covid-19 and privacy concerns from an international perspective, available here: https://ifhima.org/managing-health-information-privacy-during-the-covid-19pandemic/ Concerns surrounding patient privacy will continue to grow, and further research is needed in this area. Joan Henderson (2020) has provided an interesting article in the latest edition of the HIM-Journal entitled ‘Patient privacy in the Covid-19 era: Data access, transparency, rights, regulation and the case for retaining the status quo’ that will be of interest to all involved in health information management.

Areas that the group would like to focus on includes, information accessibility, cybersecurity, legislation, and changes in provision of information across health jurisdictions, to name a few. We hope to undertake some publishing to further investigate arising issues that will impact on health information and privacy in Australia. We have discovered in our early conversations that there is no simple answer to protecting privacy and that it is only going to become more convoluted and difficult to navigate.

CALL FOR EXPRESSION OF INTEREST HIM-I SUB-COMMITTEE HIM-Interchange (HIM-I) is the professional practice journal of the Health Information Management Association of Australia (HIMAA). The journal is a standalone journal that is managed by the HIM-I sub-committee, with three issues published each year.

The subcommittee are responsible for all aspects of publication from sourcing of articles, mentoring authors, reviewing articles, editing and proofing the articles and preparing article for publication and are also in the process of working toward electronic only publication in 2021.

The sub-committee is currently looking for new members who would be involved in: • Identifying topics of interest for the readership

• Identifying and mentoring potential authors • Liaise with authors (providing advice on format and timelines) • Follow up with authors to ensure they are on track to meet production deadlines • Reviewing articles and provide feedback to authors • Reviewing and proofing final articles before submission to the Editor If you have an interest in becoming a part of this dynamic sub-committee, please email the chair of the subcommittee, Maryann Wood at mt.wood@qut.edu.au and use the subject heading: HIM-I Sub-Committee EOI. HIM-INTERCHANGE ISSUE 3 2020 As we continue to find ways to exist and adapt during the pandemic we are looking more than ever to stay connected, be informed, and seek inspiration. The critical need for quality and timely health information has never been more evident, and the final issue of the HIM-Interchange for 2020 is the perfect way to be in touch with some of what has been happening in health information management, in Australia and internationally.

The devastating impact that COVID-19 has had on the aged care sector has been seen around the globe, including here in Australia where it has coincided with the Royal Commission into Aged Care Quality and Safety. Included are two articles related to aged care which highlight the need for reforms in information management and some of the work that is underway to move the sector forward.

Personal perspectives are always a great read, and in this issue we hear about different experiences from very unique workplaces, one from the Northern Territory and another from an island nation that requires a lot of zooming to locate on a map!

Continuing the international theme, the structure and scope

of the International Classification of Health Interventions is reported by two Australian health information managers who have been involved in the development of this most recent addition to the World Health Organization Family of International Classifications. Finally, you will find an interesting editorial by Jennie Shepherd that has been republished from the Health Information Management Journal Special Issue on Clinical Coding and the Quality and Integrity of Health Data, which includes a look at some international studies.

As we wrap up the year that was 2020 we look forward to exciting developments in the delivery of the HIMInterchange in 2021. A systematic review Nyantara Wickramasekera, Sarah K Taylor, Elizabeth Lumley, Thomas Gray, Emma Wilson, Stephen Radley October 05, 2020 | OnlineFirst Shared decision-making is an important aspect of health care delivery, associated with improved health outcomes, patient satisfaction and reduced costs. This review, involving 17 articles and 4,004 participants, sought to assess the effectiveness of electronic assessment tools to improve the shared decision-making process. The researchers found that patient-provider communication, and the healthcare professional’s management of a patient’s condition, improves through the use of electronic questionnaires.

Editorial Patient privacy in the Covid-19 era: Data access, transparency, rights, regulation and the case for retaining the status quo Joan Henderson November 12, 2020 | OnlineFirst A note from Dr Kerin Robinson, Editor in Chief: This article is highly relevant to every HIM and all other health information professionals - health data analysts, health informaticians, clinical coding auditors, clinical documentation specialists and clinical coders. Anchored in evidence of Australian patients’ concerns about the privacy and security of their health information, this forceful discussion identifies governance challenges and serious risks to health data and information privacy across our health information landscape. These risks arise in and around the COVID-19 health data requirements, the My Health Record, and commercial systems marketed to general practice to support telehealth, appointment booking and pre-screening systems.

Henderson raises critical questions about patients’ informed consent to secondary use of their health information and the lack of governance and legislative restrictions around the use of these data for financial gain. Importantly, she calls for ‘plain language explanations, ethical oversight and mandatory inclusion of personnel [here, read HIMs] with knowledge and experience in the governance of health information’ (p.3) for the protection of all patients, clinicians and commercial system owners.

Tasmania Wrap Up from 2 Social Events in November

In Lieu of our annual Tas Branch Professional Development event this year, we decided everyone deserved a well earned beverage! Having co-convenors situated at either end of the state, we were able to facilitate two events on the one night, one in the South and one in the North. A great turn out, HIMAA goodies, some snacks, some drinks and networking.

Northern attendees were treated to some delicious local sparkling and food at Havilah Wine Bar, whilst the Southern attendees enjoyed a view of Hobart’s surrounds from The Deck at Crowne Plaza.

Thank you to all the members who were able to attend and to the non-members who came and learned about what we as a HIMAA branch are all about. Looking forward to making these social events an annual thing along with our Professional Development event. Bring on a brighter 2021!
