This FREE 12th edition community resource is produced by HDFFA on behalf of 103 Partners who grow, raise, and craft local products in the tri-county region of Central Oregon and the Confederated Tribes of Warm Springs.

A Fond Farewell

In 2008, my first food systems project at Central Oregon Intergovernmental Council was to partner with the regional farmer’s market managers to improve access to local food. During this time, I met three incredible women: Dana Martin (OSU Extension), Holly Hutton (NeighborImpact) and Debbe Chadwick (Wy’East RC&D). Together, we conducted the first Central Oregon Food Assessment (2010) with the support of an Americorps member, created the Central Oregon Food Policy Council (2012), which became HDFFA (2014).

As a Founder and Executive Director, I’ve spent 13 years dedicating myself to improving our local food system. I’m proud that HDFFA went from a community-driven concept to a flourishing non-profit benefiting tens of thousands of people and supporting over 80 local family farmers and ranchers. It is now time for the next chapter, both for me and the organization as I transition out of my role. My plan is to spend quality time with my family, reconnect to my purpose, dig in the dirt, grow food, and use my voice, determination and passion to make a difference in our Central Oregon community. I am INCREDIBLY GRATEFUL to everyone who has been involved in this journey with me and the team.

Thank you to every staff and board member, every farmer who tirelessly worked with me to build this organization, and to all the donors, volunteers and community members who make our work possible. I look forward to watching HDFFA continue to thrive.

AGRICULTURAL SUPPORT

HDFFA improves the viability of farms and ranches through relationship building, marketing, technical, and capacity support. We collaborate with regional organizations and agencies to offer workshops, networking events, grants and funding opportunities. Our Get a Taste marketing campaign and High Desert Food Trail build awareness of High Desert products for Central Oregonians.

GROWING TOGETHER MENTORSHIP

Launched in 2022, this project connects experienced and beginning farmers and ranchers to each other to provide one-on-one coaching around agricultural production, sales, and farm viability. It offers opportunities to share knowledge and skills as older producers retire and the next generation emerges.

USDA Beginning Farmer Rancher Development Program funds much of this work.

Our Agricultural Advisory Committee (AAC) informs and guides most of our Agricultural Support programming!

AGRICULTURAL ADVISORY COMMITTEE

Founded in 2019, the AAC gathers feedback from our Partner farmers and ranchers. Today, our Partners and designated Board and staff members set two to four priorities each year. AAC member insight is invaluable to the development of programming that meets the current needs of local producers.

GRANTS AND FUNDING OPPORTUNITIES

We assist Central Oregon farmers and ranchers learn how to access funding through public, private and HDFFA grant and relief programs. In 2023, we offered a second round of On-Farm Efficiency Grants with support from a generous private donor, a total of $26,000 to nine producers.

The High Desert Food Trail (HDFT) is a self-guided culinary and agritourism adventure through Central Oregon to help visitors and locals alike experience what makes this region unique. This year-round self-guided tour features 45 distinct businesses that will help you dive deeper into the high desert’s agricultural roots at your own pace. With stunning landscapes to marvel at, artisan offerings to feast on, and resilient agriculture to experience, there is something for everyone.

HIGHLIGHTS

• Our Food Security Advisory Committee provided valuable input on our Food Access programs

• Provided 5,648 Fresh Harvest Kits to regional food pantries since 2018 — the equivalent of 22,592 meals

• Partnered with the Oregon Food Bank in Sisters and Jefferson County to spark community conversations about food and nutrition security

We strengthen the ties between traditional food security efforts (food bank) and building healthy food systems (farm to plate). We purchase food directly from local farm Partners for our Food Access programs. We offer educational materials, and partner with regional organizations to improve access for those who have been marginalized due to systems and policies that do not adequately meet their needs.

Grow & Give: A fresh food donation program where we, with local farms and our Harvest Team, annually collect and donate 15–30,000 lbs. of produce to NeighborImpact (regional food bank).

Fresh Harvest Kits: Ready-to-make meal kits including fresh produce, pantry staples, recipes, and Savory Spice Shop spices available for free at local food pantries and other community organizations.

VEGGIERX

VeggieRx is back! This fresh produce prescription improves healthy eating habits for those experiencing food insecurity and diagnosed with dietmodifiable disease(s).

VeggieRx is a free fresh fruit and vegetable prescription program. Participants receive locally grown vegetables/fruits, nutrition education, and 1:1 support from HDFFA’s Nutritionist. Participants eat more produce, experience less food insecurity, shop for produce on a budget, and gain confidence in stretching their meals to include fresh foods. Since 2018, we have invested $85,623 in fresh food from local farmers, with a total impact of $148,985 on the local economy. To find out more visit: hdffa.org/veggierx

Shuwiyasha

The Warm Springs Community Action Team’s food systems project, Shuwiyasha, supports community, private, and Tribal sustainable farming and food production projects with a focus on breaking down internalized colonization within those systems. This project, which we are conducting in partnership with HDFFA, will reduce health inequities by increasing community knowledge around food systems and food sovereignty, increasing access to fresh foods, and laying a foundation for future local food production

Based on community feedback from 150+ survey respondents, we have proposed the following definition of food sovereignty:

“Our food sovereignty is centered on a connection to traditional foods, the gathering, hunting, fishing, preservation and preparation of these foods, and the Tribal life views associated with them. It is the right to define our own agricultural, labor, fishing, food and land policies which are ecologically, socially, economically and culturally appropriate. It includes the true right to access food and to produce food, which means that all people have the right to safe, nutritious and culturally appropriate food and to food-producing resources and the ability to sustain themselves.”

FOOD SOVEREIGNTY PROJECT

Some of the work we want to celebrate in the past year is the project partnered with Sisters Seed to Table to deliver over 350 Fresh Harvest Kits, we were able to continue to support the Warm Springs recreation Children’s Learning Garden and are building a greenhouse this spring. Fruit trees were planted around the community last summer to increase access to fruit and learn more about what we can sustain here. We are working on a farm incubator project, to provide resources, learning opportunities, and best practices to generate local Tribal farmers.

The past year, food access has increased due to many programs in the Warm Springs community, with more fresh produce becoming accessible, and more opportunities for traditional food learning in the form of food pantries, giveaways and classes. We plan on growing these successes by adding more classes, another greenhouse, a speaker event, more trips and activities around food with our youth summer program, and increasing relationships with local farmers. We are looking to work on a traditional foods project for our community members as well, with short films, children’s books, and resources for Tribal folks wanting to learn more about first foods.

A’W (IT’S TIME NOW)

WSCAT is here to be community centered and led. We have begun laying groundwork for a larger private sector tribal economy, more food access, healinginformed development and third place development, through various projects:

• Partnering with Oregon Agricultural Trust, HDFFA, and Tribal Council and committees to pursue a large scale food co-op and commercial farming training program.

• Creating policy changes, based on the barriers we face with leasing and use of land.

• Seeking funding to construct a greenhouse for the children’s learning garden, so children can grow their food from seed and have longer seasons.

• Expanding our produce giveaway program, offering food preservation classes for community members with values based agreements for all teachers or contractors.

• Supporting individual families and community members to meet their identified needs.

OUR GOAL is to take action, while being aware of the ways white supremacy has and continues to guide our work, community, systems and priorities and try to break away from those tracks and the survival mode that has not allowed us to decolonize on a deeper level.

Rural FOOD SECURITY

HDFFA keeps people at the forefront to develop innovative, effective solutions to community issues. In 2022, we created the role of Rural Food Security Coordinator to build relationships in rural communities and learn how best to address food insecurity. In this role, Emily Ralston takes time to meet with farmers, health care workers, local politicians, and passionate community members across the region

FEAST (FOOD, EDUCATION, AGRICULTURE, SOLUTIONS TOGETHER)

FEAST is an Oregon Food Bank (OFB) project to move communities into action towards just and resilient food systems.

At the first Central Oregon FEAST in 2017, Prineville community members came together to build food security. Crook County on the Move was formed to build connections and encourage a healthy lifestyle in Crook County.

In 2021–22, HDFFA and OFB supported a FEAST event in Sisters. Community members shared a meal and discussed the local food system. This led to collaborative and creative solutions, including the K-12 School Garden Curriculum Project.

HDFFA continues to collaborate with rural communities through the 2023 FEAST in Madras to connect members of each sector of the food system. This project will foster conversation around access to local, nutritious food.

RURAL COMMUNITY LEADERS STRENGTHENING FOOD SECURITY

HDFFA, the Crook County Health Department, and the Central Oregon Health Council work with rural communities to address nutrition and food security. In 2021, with funding from the Center for Disease Control, these partners formed a coalition of community members, clinics, and organizations working towards food equity. This team includes representatives of Deschutes, Crook, Jefferson, and Northern Klamath counties. Each group created a work plan specific to the culture, geography, and other factors that influence community health and well-being.

This collaborative project helped communities to identify and reframe issues and develop potential solutions to some of the most pressing community needs, while also learning what regional assets they can leverage. HDFFA will work with community leaders to support the implementation of their plans to strengthen food security.
