OCULAR MICROSURGERY AND LASER CENTRE We live in the 21st Century, and it is possible to achieve surgical vision correction better than ever before, with modern, high quality technology. The Ocular Microsurgery & Laser Centre in Brandon was founded by Eye Physician and Surgeon Guillermo Rocha, MD, FRCSC, FACS as a tertiary care facility in Ophthalmology. It specializes in the diagnosis and management of 3

surgical and medical conditions of the eye through the collaboration with public, private, academic, and research entities. The Centre provides “vision for life� by providing care for medical, surgical, or emergency situations to all age groups by a full time Ophthalmologist, two part time Optometrists, and six Certified Ophthalmic Technicians.

LOCAL SURGEON. LOCAL CARE. Assessments, most surgical procedures and follow up care are provided locally in Brandon. Modern technologies allow patients to experience improved quality of life through more freedom from glasses or contact lenses. Patients can receive cataract surgery using laser-assisted techniques and advanced technology lenses to correct astigmatism and reduce the need for reading glasses. Laser surgery choices include LASIK, PRK (photorefractive keratectomy), Intacs, and Kamra inlays. These laser techniques are provided in partnership with Image Plus Laser Eye Centre. Dr. Rocha has had the opportunity to bring many firsts to Manitoba: the first LASIK procedure, the first Intacs to reshape the cornea and the first selective layer corneal transplant (DSEK) along with the artificial cornea (Boston keratoprosthesis). In addition, he was the first to use the femtosecond laser to assist in cataract surgery, in the Province. Refractive surgeries are used to reduce dependence on glasses or contact lenses. “Often, the misconception that certain conditions like astigmatism or the need for readers cannot be treated, have prevented individuals from achieving their lifestyle goals”, says Rocha. In fact, conditions such as myopia, hyperopia, astigmatism, and presbyopia can be treated by the Centre’s team using lasers and other techniques. In addition, Refractive Lens Exchange (RLE) or Visian ICL (implantable contact lens) surgeries are performed locally on a routine basis for high prescriptions. Cataracts can now be removed using Femtosecond Laser-assisted Cataract Surgery and

Ultrasonic Phacoemulsification. Advanced technology lenses are available for astigmatism and presbyopia. The Centre has access to virtually all lenses available worldwide, and is able to custom order implants depending on the needs. In essence, the Centre aims at identifying the patient’s needs, and providing the service to achieve that goal with quality care. Dr. Rocha received his medical degree from the Universidad Anáhuac in Mexico City where he received Honorable Mention for the highest grade in his graduating class. He then completed a research fellowship in Microvascular Surgery in Mexico City and Houston, Texas. He trained in Ophthalmology at McGill University in Montréal where he also completed subspecialty training in Ocular Immunology and Inflammation, followed by training in Cornea and External Diseases at the University of South Florida in Tampa. He resides in Brandon serving the Westman region as Medical Director of Ocular Microsurgery and Laser Centre, and in public, private and academic facilities in the Province.

Dr. Rocha currently is President of the Canadian Ophthalmological Society, Past President of the Canadian Cornea, External Diseases and Refractive Surgery Society and Associate Professor in the Faculty of Medicine at the University of Manitoba. He is a past Associate Editor and Cornea Section Editor for the international journal Techniques in Ophthalmology and past Editor-in-Chief of Online Clinical Communications for Ophthalmologists. He has also co-edited four books: Advanced Technology IOLs in Cataract Surgery: Pearls for Success, Bringing You the Future in Ophthalmology, Advances in Refractive and Corneal Surgery, and Surgical Correction of Astigmatism. In addition, he has over 60 published citations in book chapters, medical reviews and articles, and study abstracts presented at international meetings. Many of his authored papers and public presentations have received awards 5

for the high quality of research, and in May of 2014 he received the iCARE Award for his contribution to eye care from the Lieutenant Governor of Manitoba. Research activities at the Centre are coordinated by a part-time Clinical Research Associate. More recently, the Centre has established a Dry Eye Centre of Excellence within its facility to address this chronic and common health issue. WORLD COOKING CLASSES 2017

Our world is filled with riches beyond measure but these riches are not in gold, silver, or any sort of measurable wealth. These riches are in the beauty and the abundance of diversity. Cultural evolution is a multi-faceted process, a major influence is location. What is readily available to a population, the climate, and conditions are certainly factors that affect a community’s way of life. People can divine a significant amount of information about others by the food that they eat, how it is prepared, and how it is consumed. The desire of Westman Immigrant Services is to allow people to explore the cultures of others through a unique and hands on

opportunity with our World Cooking Classes. This year’s representation is certainly diverse; with ten cooks representing eleven countries, our students get to participate in a grand voyage through Central and South America, then up through the Caribbean, and into Europe. From there they visit the north coast of Africa, the Middle East, and onto India. The global journey concludes in the Far East, with a stop southern China and ending up in the Philippines. It has been an incredible trip so far! With three out of the eleven classes behind us, we have received a tremendous response by the community. Seven out of

our eleven classes are currently sold out and we have only eighteen seats left in our remaining classes. Those who have taken one or more classes have been very encouraging in their feedback. Each of our students have enjoyed the variety of the experiences and the ability of our cooks to both cook and explain the process, as well as share some aspects of their culture so that the students gain the most experience possible in such a short timeframe. Our students have experienced exactly what we hoped that they would experience; a discovery of other cultures through something that we can all easily understand, food.

The United Way movement was started in Denver in 1887 by a Rabbi, a Minister and a Priest, who got together to help miners’ families. The United Way’s roots in Canada began in 1917 in Toronto and Montreal. United Way of Brandon and District Inc. began as The Brandon & District Community Chest and War Bond Appeal in 1938, and to this day serves Brandon, Shilo, Douglas, Forrest, Kemnay and the Rural Municipalities of Elton, Cornwallis, and Whitehead.

At United Way of Brando & District, we determine the root causes of social issues- such as povertyand develop a plan towards long-term solutions to reduce or even eliminate these issues. We then combine our efforts with those of other individuals, communities, businesses, the government and organizations to bring about positive change. In 2017 United Way of Brandon & District will be celebrating 80 years in this great community of ours. The celebration will include several different events up to and including December 2017, starting with a Launch Party in April. The 80th Anniversary Launch party will be held in the UCT Pavilion of the Keystone Centre, on April 20th, 2017. The evening will begin with a Champaign Reception sponsored by Vanguard Credit Union, and move into a wonderful family style dinner, and entertainment from The Mark Humphries Orchestra. Child and Family Services of Western Manitoba

The Child and Family Services of Western Manitoba Agency receives financial support from private, public, individual, community, business and corporate donations—as well as organizational grants and sponsorships—to help operate its family strengthening programs such as those offered by The Elspeth Reid Family Resource Centre. The Child and Family Services of Western Manitoba Foundation Inc. also works to help raise the funds that support these programs.

Community Partnerships in Action Since April 2015, Child and Family Services of Western Manitoba (CFS Western) has been part of a multi agency partnership called Westman Community Mobilization—a proactive approach by a variety of community resources that act together to identify and help individuals or families in potentially serious negative situations. The initiative is facilitated by Brandon Police Service and unites many different community agencies and sources who share a common goal of enhancing community safety. The objective is to connect individuals or families with helpful community resources before their issues reach a crisis situation. Brandon is the first Manitoba city to adopt the program, although it has been active in parts of Saskatchewan and Ontario for over five years. ”Community Mobilization is a community plan because as single agencies, none of us can solve societal problems alone,” said Sabrina Dhaliwal, CFS Western’s representative. “! multi -agency approach works because while we all have unique perspectives on personal, social, and community challenges, we also each have a piece of the puzzle that can fit together to collectively understand and address the issues at a community level and make a positive difference.” Besides CFS Western and Brandon Police Service, other Westman agencies involved include Prairie Mountain Health, the Brandon School Division, RCMP, Probation Services, the Brandon Correctional Centre, Dakota Ojibway Child and Family Services, the Addictions Foundation of Manitoba, and the Brandon Friendship Centre. Other agencies are involved on a case -by-case basis. “Together these agencies form a HUB and meet twice weekly to identify individuals or families in what are

called ‘acutely elevated risk’ situations —for example, are they likely to harm themselves or others, do they need urgent help of many services, etc,” said Dhaliwal. If the answer is yes, then the case is put through a process to determine which agencies need to get more involved with the person or family. The process begins with the referring agency determining a need for multiple services involvement. That agency then presents the situation to the HUB using general terms and without specifically identifying the individual or family. If the HUB believes it meets the acutely elevated risk criteria, limited personal information is then shared to decide which agencies need to be further involved. Those agencies then discuss their involvement level and determine roles before their dialogue continues about specific approaches. Then only the identified participating agencies continue the conversation in a breakaway format separate of the HUB. The discussion is still limited to only the specific information needed to assess the situation and determine the appropriate follow-up actions. Within 24-48 hours of the HUB determination, members of the involved agencies will literally knock on the door of that person or family and offer them the appropriate community support, services and help in hopes of quickly eliminating or reducing their risk factors. Individual or family participation is voluntary. “This approach offers the person or family a single entry point for help and they don’t have to make a variety of appointments with different agencies which can be stressful and overwhelming,” said Dhaliwal. As of October 31, 2016, 195 referrals were made to the HUB. Of those, 173 accepted help and were informed about available services or connected to the ones they need.
