Editoriala HETELen beti pentsatu izan dugu heziketa oinarri-oinarrizkoa dela nork bere burua garatzeko, guztion ongizaterako eta gizartearen aurrerakuntzarako.

Beraz, norberaren garapena eta hiritarren lanbide trebakuntza bermatuko dituen heziketa eredu integralaren alde lan egitea, gizarteak egin dezakeen inbertsiorik onena da.

Horrezaz gain, Lanbide Heziketako ikastetxeon erantzukizuna are handiagoa da egungoa bezalako krisialdi honetan, pertsonen gaitasunaz baliatzea eta gure giza kapitala garatzea etorkizuna irabazteko baliabide nagusiak direlako. Ezagueraren gizartean lehen mailako hezkuntza eta etengabeko prestakuntza sistema iraunkorra izatea estrategikoa da.

Testuinguru horretan, Lanbide Heziketako ikastetxeoi nahitaezkoa zaigu ikasi, irakatsi eta elkarrekin lan egiten duten erakunde bizi, dinamiko eta sortzaile modura jardutea.

Elkarrekin egindako lanaren bitartez, balioa sortzea bilatu behar da, erakunde estatiko batek ez baitu inoiz erantzun egokirik emango inguru aldakor batean.

Puntu honetan, gizarte prozesu gehienei dagokien ezaugarri bat azpimarratu nahi dugu: geroz eta gehiago gainditzen dira muga politikoak nahiz muga funtzional edo sektorialak. Horrek, zerbitzu publikoari dagozkion zereginak ohiko erakundeetatik kanpo garatzea ekarri du askotan.

Kontua da Administrazioaren politikak lankidetzaren bitartez garatzea. Integrazioa, konfiantza eta legitimazioa biltzen dituen lankidetza sustatzea, hain zuzen, interes orokorrari zuzendutako politikak modu eraginkorragoan burutzeko aukera emango digun joko eremu berri batean.

Hezkuntza gaien administrazioa ere logika horren barruan murgilduta dago, eta are gehiago Euskadin. HETELen kideok heziketa eta prestakuntza kudeaketa sozialeko ondasun publikoa direla uste dugunez, publikotasunaren eta pribatutasunaren arteko lankidetza hori gure herrirako estrategikoa dela irizten diogu.

Editorial En HETEL siempre hemos entendido que la formación es la base fundamental para la realización personal, el bienestar colectivo y el progreso social.

Por ello, trabajar por un modelo de formación integral que garantice el desarrollo personal y la Eduardo Fernández capacitación profesional de los ciudadanos es la mejor inversión que puede realizar una sociedad.

Además, en una etapa de crisis como la presente, nuestra responsabilidad como centros de Formación Profesional es aún mayor porque el aprovechamiento del talento de las personas y el desarrollo de nuestro capital humano es el principal recurso con el que contamos para ganar el futuro.

En una sociedad del conocimiento, lo realmente estratégico es contar con un sistema educativo y de formación permanente de primer nivel.

Este contexto nos obliga a los centros de Formación Profesional, a comportarnos como organizaciones ágiles, dinámicas y creativas, organizaciones que aprenden, enseñan y cooperan.

Buscando la creación de valor a través del trabajo compartido, ya que en un entorno cambiante, una organización estática nunca podrá dar respuestas adecuadas.

En este punto queremos destacar un rasgo común en la mayoría de los procesos sociales: de manera creciente se sobrepasan los límites tanto políticos, como funcionales o sectoriales. Esto ha conducido a que, en muchos casos, las tareas de servicio público ya no se desarrollan dentro de los límites institucionales tradicionales.

Se trata de desarrollar las políticas de la Administración a través de la cooperación. Cooperación en clave de integración, confianza y legitimación, en un nuevo espacio de juego que nos permite llevar a cabo políticas orientadas al interés general de forma más eficaz.

La administración de los temas educativos y más en el País Vasco, no escapa de esta lógica. Desde

Editorial In HETEL we have always understood that education is the fundamental basis of personal fulfilment, collective welfare and social progress.

Because of this, working towards a comprehensive education model that guarantees the personal development and professional competences of citizens is the best investment that society can make.

Furthermore, at times of economic crises, such as the present one, our responsibility as Vocational Training schools is even greater, as harnessing the talent of individuals and developing our human capital is the main resource available to us to win the future. In a knowledge society, what is truly strategic is to count on a top level system of education and lifelong learning.

This context forces Vocational Training schools to behave as flexible, dynamic, creative organisations; organisations that learn, teach and co-operate; seeking to create value through shared work given that, in a changing environment, a static organisation will never be able to provide adequate responses.

At this point we would like to underscore a trait that is shared by the majority of social processes. Increasingly, political, functional and sectoral borders are crossed. This has led to a situation in which, in many cases, public service tasks are not carried out within traditional institutional limits.

It is a question of developing Government policies through co-operation. This cooperation should take place in an atmosphere of integration, trust and legitimacy in a new playing field that allows us to implement policies that most efficiently focus on general interests.

The administration of educational issues is also subject to this reasoning, particularly in the Basque Country. At HETEL, we view education as a public asset of social management and that is why we understand that public-private collaboration is of strategic significance for our Country.

Furthermore, with respect to Basque Vocational Training, these operational guidelines have proven that they contribute

Hori dela eta, une honetan garrantzitsuena orain arte lortutakoa sendotzea eta etorkizuneko erronkei ahalik eta egoera onenean aurre egitea dela uste dugu.

Lankidetza logika horren barruan, diru publikoez finantziatutako ikastetxeek eskubide berdinak eta betebehar berdinak izan behar dituztela uste dugu.

Lanbide Heziketa apustu estrategiko modura garatu eta abiarazi nahi badugu, kalitate eta berdintasun proposamena oinarritzat harturik egin behar da, eta berrikuntzaren esparrupean. Eta horretarako nahitaezkoa da behar-beharrezkoak diren baliabideak izatea, euskal gizartearen etorkizuneko ardatz estrategiko modura duen hedadurarekin bat etorriz.

Ezinbestekoa da etorkizuneko Lanbide Heziketaren Sistema Integratua antolatzeko bidean aurrera egitea, eragile guztien aldetik sistemak mahaigaineratzen dituen helburu eta erronka handietan partaidetasuna eta erantzukizuna partekatuz: formula espezifikoen bitartez (programa-kontratuak…), kudeaketa alorrean gardentasuna bermatuz eta emaitzak etengabe ebaluatzeko kultura garatuz. Gure aldetik arduragabekeria izango litzateke diru publikoez mantendutako Lanbide Heziketako ikastetxeen jarduera ebaluatu eta sozialki kontrolatu behar dela ahaztea.

Zentzu horretan, gizarteak ikastetxeen esku ipintzen diren baliabideen kudeaketari eta lortzen diren emaitzei buruzko informazioa izateko eskubidea duela onartzen dugu.

Amaitzeko, Hezkuntza, Unibertsitatea eta Ikerkuntza Saileko lantalde berriari, eta, bereziki, David Urzainqui Lanbide Heziketako sailburuorde berriari jakinarazi nahi diegu, HETELek Hezkuntza Sailarekin izandako harremanetan ohikoa izan den bezala, gure babesa eta lankidetza izango dituztela Euskadiko Lanbide Heziketa sendotu eta hobetzeko hartu eta burutuko dituzten neurri eta jarduera guztietan.

Además, en lo que respecta a la Formación Profesional vasca, este esquema de funcionamiento ha demostrado aportar un valor añadido que sería bueno mantener. Se trata de un caso único en España y Europa, que ha contribuido a hacer de la Formación Profesional del País Vasco un referente.

Por ello, entendemos que ahora lo importante es consolidar lo alcanzado y afrontar los retos de futuro en las mejores condiciones. En esta lógica de cooperación, creemos que los centros sostenidos con fondos públicos deben tener iguales derechos e iguales obligaciones.

Si queremos desarrollar e implementar una Formación Profesional con carácter de apuesta estratégica, ha de ser en base a una propuesta de calidad y equidad y en términos de innovación. Y para ello es necesario contar con los medios necesarios, en consonancia con su proyección como eje estratégico de futuro de la sociedad vasca.

Es imprescindible avanzar hacia la organización del futuro Sistema Integrado de Formación Profesional en clave de coparticipación y corresponsabilidad en los grandes objetivos y retos que el Sistema plantea, por parte de todos los agentes.

A través de fórmulas específicas (contratos programa,...), con garantías de transparencia en la gestión y con una cultura de evaluación permanente de resultados. Porque sería irresponsable por nuestra parte olvidar la necesidad de control social y de evaluación de la actividad de los centros de Formación Profesional sostenidos con fondos públicos.

En este sentido, asumimos que la sociedad tiene derecho a conocer la información sobre la gestión de los recursos que pone en manos de los centros y de los resultados que se obtienen.

That is the reason why we now understand that the most important thing is to consolidate what has been achieved to date and face the challenges of the future in the best possible conditions. In this reasoning of co-operation, we believe that the schools that are sustained with public funds should have the same rights and obligations.

If we wish to develop and implement Vocational Training as a strategic commitment, this should be based on a proposal of quality and equity and in terms of innovation. To achieve this, we need to have the necessary means available, in tune with its projection as a future strategic axis for Basque society.

It is essential that we advance towards the organisation of the coming Integrated Vocational Training System in terms of shared participation and responsibility of all stakeholders with regard to the main goals and challenges posed by the System. This can be achieved through specific formulas (special agreements, etc.) guaranteeing the transparency of management and a culture of continuous assessment of results. Because it would be irresponsible on our part to forget the need for social control and evaluation of the activities of Vocational Training schools maintained with public funds.

In this sense, we assume that society has the right to receive information on how the resources that it places in the hands of schools are managed and on the results they obtain.

Para finalizar, queremos trasmitir al nuevo equipo del Departamento de Educación, Universidades e Investigación y en especial al nuevo Viceconsejero de Formación Profesional, David Urzainqui y a todo su equipo, que, como ha sido habitual en la relación de HETEL con el Departamento, cuenta con nuestro apoyo y colaboración en cuantas medidas y actuaciones tome y que redunden en la mejora y el fortalecimiento de la Formación Profesional en el País Vasco.

To conclude, we would like to manifest to the Department of Education, Universities and Research, and, particularly, to the new Regional Vice-Minister in Charge of Vocational Training, David Urzainqui, and his team that, as usual in relations between HETEL and the Department, they have our full support and co-operation in any steps or actions they may take that improve and strengthen Vocational Training in the Basque Country.

Udaldian barrena heldu balitzaigu bezala, ia ezustean etorrita, guztiok espazioan noraezean ikusten genuen mamua, krisi handia, hamarkadetan handiena -mundu gerrak kontuan hartu gabe- gauzatu egin da. Eta gu, berrikuntzaren espiritua ausarki lantzen ari ginen mortal gaixook, muturreko egoera “arrotz” batekin egin dugu topo, esaten eta egiten ari ginen oro zalantzan jarriz. Baina ez da komeni nahastea, egungoa ez da ohiko ekonomia krisia, krisi sistemikoa da, zibilizazio osoari eragiten diona, zibilizatorioa. Absurduaren mugara iritsi gara, besterik gabe.

Casi por sorpresa, deslizándose por el estío, el espectro que todos veíamos vagar por el espacio, la gran crisis, la mayor desde hace decenas de años –si excluimos las guerras mundiales- se ha corporeizado. Y nosotros, pobres mortales que estábamos trabajando denodadamente el espíritu de la innovación, nos vemos abocados a una situación “ajena”, extrema, que pone en cuestión lo que estábamos diciendo y haciendo. Pero no debemos equivocarnos, esta no es una crisis económica más, es una crisis sistémica, civilizatoria.

Sencillamente, hemos llegado al límite del absurdo.

Almost as a surprise, sliding through the summer, the spectre that we all saw wondering through space, the great crisis, the greatest in many decades —if we exclude the world wars— has become corporeal.

And we, poor mortals, who were working so industriously on the spirit of innovation, now find ourselves subject to an extreme, “alien” situation that questions everything that we were saying and doing. But we should not be mistaken, this is not just another economic crisis, it is a systemic crisis, a civilatory crisis. To put it simply, we have reached the limit of the absurd.

Krisiaren sustraiak azaltzeko hainbat ikuspegi daude, eta interesgarriak dira gehienak. Baina horietako bat ez da ia kontuan hartzen, eta nire ustez, funtsezkoa da krisi handi honi aurre egiteko, eta hura gainditzeko: azken mende erdian lanaren esentzia aldatu da, eta horrek eragina izan du gizarte, ekonomia eta politika baldintzetan1.

Gure ekonomien kontraesan nagusia bi faktoreren arteko harremanean datza: batetik, lan kognitiboa ekoizpen eragile masibo gisa zabaltzen dugu; eta bestetik, Sisteman nagusi diren ekoizpen harremanak daude, balioari eta ondorioz, lan denborari dagozkionak.

Azken hiru hamarkadetan berrikuntzak abiadura ikaragarria ezagutu duela ahaztu dute Berrikuntza bultzatzeko etengabe eginiko “deiek”, baina berrikuntzak ez du zibilizazioaren halabeharrezko gaur egungo hondamendia saihestu. Hondamendi honen irtenbidea ez da Berrikuntza. Ekoizpen harremanen oinarri artifizial abstraktuak berritu behar ditugu -eta noski, irauli ere bai-, eta ondorioz, baita gizarte harremanen oinarriak ere, hondorik gabeko putzuan sartzen baitute aberastasun material, sozial edo kulturala garatzeko ekimen oro.

Hain zuzen ere, sistematik modu inmanentean zabaltzen da guztiz fisikoa den lana erabat kognitiboa den lanarekin azkar ordezkatzea, lana erreproduzitzeko baldintza gisa, baita antagonismo berri bat sortzeko eta haren figura izateko ere.

Izan ere, duen izaeragatik, lan kognitiboak ezin du lan fisikorako sortutako egituretan “harrapatuta” egon, baina aldi berean, kapitalismoaren oinarria lan fisikoaren balio lehiakorra bilatzean datza, eta ez du lan kognitiborako lekurik.

Hay múltiples enfoques explicativos de las raíces de la crisis, la mayoría interesantes.

Pero, sin embargo, hay uno de ellos que apenas se contempla y que, en mi opinión, es fundamental para afrontarla y superarla: Se trata de la mutación de la esencia del trabajo en el último medio siglo y de su impacto sobre las condiciones sociales, económicas y políticas.1 La contradicción fundamental en nuestras formas económicas se está ubicando en la relación entre el despliegue del trabajo cognitivo como factor masivo de producción y las relaciones de producción imperantes en el Sistema, referidas a la forma valor y, por tanto, al tiempo de trabajo. Las repetidas “llamadas” a innovar olvidan que en las últimas tres décadas se ha “innovado” a velocidad exponencial, pero esto no ha evitado la catástrofe civilizatoria a la que nos estamos viendo abocados. No es la solución. Tenemos que innovar –y, por qué no, subvertir- las bases artificialmente abstractas de las relaciones de producción, y, por derivación, de las relaciones sociales, que subsumen en un pozo sin fondo cualquier atisbo de desarrollo de riqueza material, social o cultural.

There are numerous approaches explaining the roots of the crisis, most of which are interesting. However, there is one that is barely contemplated and which, in my opinion, is fundamental in order to face and overcome the crisis. It is the mutation of the essence of work in the last half century and its impact on social, economic and political conditions.1 The fundamental condition in our economic forms is located in the relation between the deployment of cognitive work as a massive production factor and the production relationships that rule the System, referring to the value form and, therefore, to working time. The repeated “calls” for innovation forget that, in the last three decades, we have been “innovating” at an exponential speed, but this has not avoided the civilisational catastrophe to which we are condemned. It is not the solution. We have to innovate —and, why not, subvert— the artificially abstract bases of production relations and, by analogy, of social relations, which subsume in a bottomless well any hint of developing our material, social and cultural wealth.

Hezkuntzaren krisiaren arlora. Elkarri estu lotuta dauden bi galdera egin nahi ditut, Lanbide Heziketari bereziki (baina ez soilik) dagozkionak:

Y, proyectando el argumento, surge la conexión con la Educación y su proclamada crisis. Quiero plantear dos interrogantes, altamente interconectados, muy centrados, aunque no exclusivos, en la Formación Profesional: • ¿Para qué tipo de trabajo se está educando a los alumnos? ¿Para un trabajo basado en la tarea, en el desempeño del puesto de trabajo, en la empleabilidad, aunque se aderece con valores, trabajo en equipo, y cosas por el estilo? En este caso, estamos preparando a las generaciones futuras para un trabajo que quiebra; • Pero, más importante todavía, ¿qué forma de trabajo despliegan los enseñantes? Pues si está basada en horarios establecidos, ta-

I wish to pose two questions that are closely interrelated and very focused, albeit not exclusively, on Vocational Training: • For what type of work are we educating our students? For a work that is based on tasks, on performing a job, on employability, even if it is seasoned with values, team work and the like? If this is the case, we are preparing the future generations for a type of work that is falling apart; • But, even more importantly, what form of work are teachers deploying? If it is based on established timetables, programmed tasks, programmes that are alien to contacts with vital reality and so on, they cannot but reproduce the

En mi experiencia, no deja de ser significativo que se creen comisiones de innovación, calidad, excelencia educativa... ¡siempre sobrevolando el núcleo del trabajo, sin penetrarlo jamás!

El escenario ha hecho explosión, y ahora nos toca construir desde nuevas premisas, desde nuevos enfoques, desde nuevos conceptos, desde una idea distinta de sociedad. Como dije hace algún tiempo, innovar hoy es innovar el concepto de innovación. Y creo que, barridas las ficciones que nos han hecho ocultar lo que ocurría, nos toca mirar de cara a la dura realidad y preguntarnos: ¿Ahora qué tenemos que hacer?

Egungoa bezalako ziurgabetasun garaietan, logikoa da atzeraldi honek gizartean eta ekonomian izango duen eragina zer-nolakoa izango den galdetzea. Batik bat, krisialditik ahal bezain laster eta etorkizunera begira ondo prestatuta ateratzeak kezkatzen gaitu. Artikulu honetan, Lanbide Heziketaz hitz egingo dugu, WOKA Euskadi 20091 jardunaldietan ateratako ondorioetan oinarrituta.

En tiempos de incertidumbre como los actuales, es lógico preguntarse sobre el impacto que la presente recesión tendrá en la sociedad y en la economía. Nos preocupa, sobre todo, cómo podremos salir cuanto antes de la crisis y lo mejor preparados posible de cara al futuro. En este artículo y apoyados en las conclusiones obtenidas en los WOKA Euskadi 20091, nos centramos en la Formación Profesional.

At times of uncertainty such as now, it is normal to ask oneself what the impact of the current recession will be on society and the economy. We are particularly worried about how we will be able to come out of the crisis with the best preparation for the future. In this article, we rely on the conclusions of WOKA Euskadi 20091, to focus on Vocational Training.

Denak bat datoz krisialdiaren eztandaren eragile nagusitzat, batik bat, higiezinen burbuilak eta arrisku handiko hipoteken esleipenak eragindako finantza krisia hartzean. Izan ere, arriskuak gutxi ebaluatu eta gainbegiratu ziren. Finantza sistemaren lur jotzeak likidezia falta ekarri zuen, baita kredituen esleipenean murrizketa zorrotza ere. Horrek 1929az geroztik aurrekaririk izan ez duen atzeraldi globala eragin zuen (2009an aurreikusitako BPGren % -1,3).

Todos coinciden en que el principal detonante de esta crisis fue la llamada crisis financiera, motivada principalmente por la burbuja inmobiliaria y la concesión de hipotecas de alto riesgo, junto a una deficiente evaluación de riesgos y su falta de supervisión. El desmoronamiento del sistema financiero trajo consigo desconfianza, falta de liquidez y una reducción drástica en la concesión de créditos, lo que terminó provocando una recesión global, sin precedentes desde 1929 (-1,3% del PIB mundial previsto en 2009).

Everyone agrees that the main cause of the current crisis was the so-called financial crisis, mainly provoked by the real-estate bubble and the awarding of sub-prime loans, together with defective risk assessment and a lack of supervision. The collapse of the financial system brought with it mistrust, a lack of cashflow, and a drastic reduction in the awarding of credits, which resulted in a global recession without precedent since 1929 (-1,3% of worldwide GDP forecast for 2009).

Más allá de este análisis economicista, también se atribuye esta crisis a razones más profundas, de carácter estructural y sistémico, relacionadas por ejemplo con la crisis de valores, el desarrollo de la sociedad del conocimiento, y la escasez de recursos naturales y energéticos.

Beyond the economicist analysis, there are also deeper reasons of a structural or systemic nature attributed to this crisis, having to do with, for example, a value crisis, the development of the society of knowledge and a shortage of natural resources and energy.

Como consecuencia de la globalización, Euskadi también se ha visto afectada por esta crisis, reduciéndose fuertemente nuestra actividad económica (-2,5% del PIB previsto en 2009), con aumento del desempleo y bajadas drásticas del consumo y la recaudación fiscal.

As a consequence of globalisation, the Basque Country has also been affected by this crisis, with a major recession in our economic activity (-2,5% of GDP forecast for 2009), with increased unemployment and sharp drops in consumption and tax collection.

Ekonomia analisi horren atzean, ordea, arrazoi sakonagoak daudela esaten da, hain zuzen ere, egitura eta sistema arazoak; esaterako, balioen krisia, ezagutzaren gizartearen garapena eta baliabide naturalen eta energia baliabideen urritasuna.

Globalizazioaren ondorioz, Euskadik krisiaren ondorioak jasan ditu: gure ekonomia jarduera asko murriztu da (2009an aurreikusitako BPGren % -2,5), langabezia tasak gorantz egin du eta kontsumoa eta zerga bilketa era nabarmenean gutxitu dira.

Estos retos tienen que ver con una serie de paradigmas emergentes, que cobrarán mayor importancia a lo largo de este siglo XXI: • La preponderancia de la tecnología y las redes de comunicaciones • La sociedad del conocimiento y sus nuevos modelos organizativos • La escasez de materias primas y fuentes energéticas a nivel mundial • Los fuertes movimientos migratorios y el envejecimiento • El creciente protagonismo de la mujer a todos los niveles Estos retos de futuro precisan actuaciones con una perspectiva de medio y largo plazo, que ayuden a cambiar nuestro modelo de crecimiento, hacia una sociedad más sostenible basada en el conocimiento y la innovación.

Ello pasará, necesariamente, por un cambio cultural y de valores.

This will necessarily have to involve a change in culture and values.

Based on all of the above, we would like to underscore the major role that Vocational Training can and should play in this process of transformation.

In co-ordination with the other agents, VET should become involved in the change of

A partir de todo lo anterior, queremos resaltar el importante papel que la Formación Profesional puede y debe jugar en este proceso de transformación.

values, as the main driver. Thus, values such as sustainability, creativity, entrepreneurship, internationalisation, the value of work and personal effort, long-term vision, ... should be integrated in educational processes in order to make students more competent, responsible and innovative.

Gainerako eragileekin koordinatuta, LHk balioen aldaketan inplikatu behar du, kate igorle nagusi gisa. Hala, hezkuntza prozesuan iraunkortasuna, sormena, ikaskuntza, nazioartekotzea, lanaren balioa, ahalegin pertsonala eta epe luzeko ikuspegia bezalako balioak integratu behar dira, ikasle lehiakorragoak, arduratsuagoak eta berritzaileagoak lortzeko.

En coordinación con el resto de agentes, la FP debe implicarse en el cambio de valores, como cadena transmisora principal. Así valores como la sostenibilidad, la creatividad, el emprendizaje, la internacionalización, el valor del trabajo y el esfuerzo personal, la visión a largo plazo…, deben integrarse en los procesos educativos, con el objetivo de conseguir alumnas y alumnos más competentes, responsables e innovadores.

LHko ikastetxeek berrikuntzarako eragile aktibo ere izan behar dute, eragina duten inguruneetan zientzia eta teknologia sistemen eta enpresen –bereziki ETEak eta mikro ETEak– arteko “gapa” estaltzeko.

Horretarako, emaitzak lortzera bideraturiko baterako berrikuntza proiektuak garatu beharko dira; eta horrek, prozesuen, ekoizpen teknologien eta merkatuen ezagutza sakona edukitzea eskatuko du.

Los centros de FP también deben transformarse en agentes activos de innovación en sus respectivos entornos de influencia, para cubrir el ‘gap’ existente entre el sistema de ciencia y tecnología y las empresas, especialmente las Pymes y micropymes. A ello ayudará el desarrollo de proyectos de innovación conjuntos, orientados a resultados, lo que requiere de un fuerte conocimiento de los procesos, de las tecnologías productivas y de los mercados.

Los centros de FP deberán ser capaces de adaptar su oferta educativa, lo más rápido posible, a las nuevas y cambiantes demandas empresariales, que deberán ser identificadas, por tanto, de forma temprana.

Gainera, LHko ikastetxeak beren hezkuntza eskaintza enpresen eskari berri eta aldakorretara ahal bezain laster egokitzeko gai izan beharko dute, eta eskari horiek goiz identifikatu beharko dira.

Además, los centros de FP deberán ser capaces de adaptar su oferta educativa, lo más rápido posible, a las nuevas y cambiantes demandas empresariales, que deberán ser identificadas, por tanto, de forma temprana.

Amaitzeko, LHko ikastetxeek, gainerako eragileek bezala, modernizatu egin beharko dute, eta berrikuntza eredu ireki eta berriak aplikatu beharko dituzte, beren interes-taldei (gurasoak, inguruko enpresa eta erakundeak, irakasle eta ikasleak) are arreta handiagoa eskaintzeko, egungo gazteriari hurbilagokoak zaizkion ikaskuntza moduak sortzeko (eginez ikastea, gizarte sareak, etab.) eta ikasleen artean ekintzaile izatea sustatzeko.

Para finalizar, los centros de FP, como el resto de agentes, deberán modernizarse y aplicar los nuevos modelos de innovación abierta, orientándose más a sus grupos de interés (alumnos, empresas e instituciones del entorno, docentes, padres y madres...), creando formas de aprendizaje más cercanas a la juventud actual (aprender haciendo, redes sociales…) y promoviendo el emprendizaje entre sus alumnos y alumnas.

Vocational Training schools should also turn into active drivers of innovation in their respective spheres of influence in order to bridge the existing gap between the science and technology system and companies, particularly SMEs and micro-SMEs. This will be helped by joint innovation projects that focus on results, which in turn requires a firm understanding of processes, productive technologies and markets.

VET schools should also be capable of adapting their education offering as fast as possible to the new, changing business requirements, that should therefore be identified as soon as possible.

To conclude, VET centres, like other players, should modernise, applying new open innovation models which focus more on the stakeholders (students, local companies and institutions, teachers, parents …) creating ways of learning that are closer to current youths (learn by doing, social networks, etc.) and fostering entrepreneurship among students.

LANBIDE David Urzainquirekin mintzatu zen, Lanbide Heziketako eta Etengabeko Ikaskuntzako Sailburuorde moduan 2009ko maiatzetik Eusko Jaurlaritzan duen bulegoan. Historian lizentziatua, Urzainquik Irungo Plaiaundi BHI institutuan jardun du irakasle, 1973an fundatu zenetik —batxilergoa ez ezik, zerbitzuen sektoreko lanbide heziketa zikloak ere ematen dituzte han—.

Herri horretako Pedagogi Aholkutegiko zuzendaria ere izan zen hiru urtez, bai eta Eusko Jaurlaritzako Lanbide Heziketako lehen zuzendaria ere, Fernando Buesa Hezkuntza Sailburu eta Isabel Celaá (gobernu sozialistako egungo Hezkuntza Saileko burua) Sailburuorde zirelarik.

LANBIDE conversó con David Urzainqui, en el despacho del Gobierno Vasco que ocupa desde mayo, como Viceconsejero de Formación Profesional y Aprendizaje Permanente. Licenciado en Historia, Urzainqui ha ejercido la docencia en el IES Plaiaundi de Irún desde su fundación en 1973- allí se imparte tanto bachillerato como formación profesional vinculada al sector servicios-. Fue el director del Centro de Orientación Pedagógica de la citada localidad durante tres años, y el primer director de Formación Profesional del Gobierno Vasco, siendo Consejero de Educación Fernando Buesa y Viceconsejera Isabel Celaá, hoy titular del Departamento de Educación del ejecutivo socialista vasco.

LANBIDE chatted with David Urzainqui, in his office at the Basque Government that he has been occupying since May 2009 as Regional Vice-Minister of Vocational Training and Lifelong Learning. Urzainqui holds a degree in History and taught at the Plaiaundi Highschool in Irun since it was founded in 1973. The Plaiaundi Secondary school offers both Baccalaureate and Vocational Training courses, the latter in the service sector. He was director of the Irun Educational Guidance Centre for three years, and the first Director of Vocational Training in the Basque Government, when Fernando Buesa was the Regional Minister of Education and the Regional ViceMinister was Isabel Celaá, who today heads the Department of Education under the Basque Socialist Government.

Hezkuntza, Unibertsitate eta Ikerketa Sailburuak Legebiltzarraren aurrean esan zuenez, Lanbide Heziketa modernizatu nahi du gobernu berriak. Zer estrategia eta tresna erabiliko ditu?

La Consejera de Educación, Universidades e Investigación afirmó ante el Parlamento que el nuevo gobierno pretende modernizar la Formación Profesional ¿qué estrategias e instrumentos va a utilizar?

Lanbide Heziketa berez modernizatzen da, egunero. Konpetentzien aldaketa erritmoari eutsi nahi diogu, gizartearen dinamismoari.

Lanbide Heziketa sistema integratua izango da tresna nagusia. Heziketa Zikloak, langileentzako eta langabetuentzako Lanbide Heziketa azpisistemak bateratuz joan dira arian-arian; guk, baina, erabateko konexiora heldu nahi dugu.

The Regional Minister of Education, Universities and Research said in Parliament that the new Government wished to modernise Vocational Training.

What strategies and instruments are going to be used?

La FP se moderniza ella misma diariamente.

Queremos seguir el ritmo del cambio de las competencias, el propio dinamismo de la sociedad. El principal instrumento va a ser el Sistema integrado de formación. Los subsistemas de formación reglada, ocupacional y continua han ido confluyendo gradualmente, nosotros queremos llegar a la conexión total.

Lanbide Heziketa bakarra izango da, hau da, curriculum berbera izango dute bai hasierako LHko ikasleek bai langabeek baita langileok ere. Azpisistema batetik bestera erraz samar pasatzeko aukera emango duen sistema integratua programatuko dugu. Horretarako, iraupen laburreko prestakuntza moduluak taxutu behar dira.

La Formación Profesional va a ser única, es decir, el currículo será exactamente el mismo para los alumnos de FP inicial, para los ocupados y para los desempleados. Programaremos un sistema integrado que permita, con relativa facilidad, pasar de un subsistema a otro. Para ello es necesaria la existencia de módulos formativos de corta duración.

La Formación Profesional va a ser única, es decir, el currículo será exactamente el mismo para los alumnos de FP inicial, para los desocupados y para los desempleados.

Heziketa Zikloen tituluek 2.000 ikaskuntza ordu inguru izan ohi dituzte, horietatik 400 enpresan prestakuntzakoak. Helduei zaila egiten zaie 120 orduko prestakuntzari jarraitzea, eta langileentzat egokiagoak izaten dira kreditu izena emango diegun 40-50 ordu inguruko modulu txikiak. Prestakuntza osoa ere emango da, jakina, Heziketa ziklo osokoa alegia; baina, kredituen bidezko prestakuntzarako aukera handia egongo da, eta ia heldu guztiek egin ahal izango dute holako prestakuntza. Bizitza osorako ikaskuntza izango da.

Euskadiko LHaren urritasunen artean, industriaren alorreko Heziketa zikloetarako joera txikia dugu, nahiz eta paradoxikoa dirudien. Zer egingo duzue horren harira?

Baina, krisialdia etorri artean, ez dira beharrizanok ase. Las horas de aprendizaje de un título vienen a ser 2.000, 400 de ellas de formación en empresa; a un adulto le cuesta atender una formación de 120 horas seguidas, al empleado le vienen mejor pequeños módulos a los que llamaremos ‘créditos’, de unas 40 a 50 horas.

Naturalmente, seguirá habiendo una formación completa, de ciclos formativos, pero habrá mucha formación por créditos, a la que podrá acceder prácticamente la totalidad de los adultos. Será el aprendizaje para toda la vida.

Entre los déficits de la FP en Euskadi, figura la paradójica poca querencia por los ciclos de formación industriales ¿qué harán al respecto?

Es curioso ciertamente; la oferta en ese área de la formación en ciclos industriales de nuestra Comunidad es muy amplia, más que suficiente para cubrir necesidades, pero es verdad que, de hecho, hasta la crisis no se satisfacían.

Sí, somos un país netamente industrial, la población laboral industrial gira en torno al 35%, es muy alto, pero se obvia que cerca del 60% está en el sector servicios. Y además, lo cierto es que los primeros, los empleados industriales están muy vinculados a los servicios, entre otras cosas, por la importancia de lo comercial.

Vocational Training is being modernised daily. We wish to keep pace with the changes taking place in competences and the dynamic nature of society. The main instrument will be the comprehensive system for Vocational Traininig. The initial Vocational Training and the continuous Vocational Training, both for the employed and the unemployed training subsystems have gradually come closer and we wish to achieve a complete coalescence.

There will only be one type of Vocational Training. That is, the syllabus will be exactly the same for initial VT students, for the jobless and for the employed. We will program a comprehensive system that will make it relatively easy to move from one field to the next. To do this, it will be necessary to have short training modules.

The number of hours required to earn a degree in initial Vocational Training are about 2,000, 400 of which are in-company training. It is difficult for adults to attend 120-hour training courses. Employees prefer short modules —which we will call ‘credits’— of about 40 to 50 hours.

Naturally, there will still be complete training of High Degree and Middle Degree Training courses, but there will be a lot of credit-based training which will be accessible for practically all adults. It will be Lifelong learning.

Among the deficits of VT in the Basque Country there is the paradoxical lack of interest in industrial training courses.

What will you do about this?

It is certainly curious. The current offering of industrial training courses is very wide in our region —more than enough to cover needs— but it is also true that, until the economic crisis, they were not met. Yes, we are an industrial country, with an industrial labour force of about 35% —which is very high— but we forget that close to 60% is in the service sector. Furthermore, the first group —industrial employees— are closely linked to services, among other things, because of the importance of commercial factors.

Our responsibility in the face of the crisis is significant. We will have to train more people and, if we manage to achieve this, we will come out stronger.

Zerbitzuen sektoreko eskaria handiagoa da, gaur egun. In 2009 registration figures for Initial Vocational training rose by 3,500 people in a group of 11,500 new students. This are first-time registrants and the growth rate from last year to this 2009-2010 year is important.

Nola egingo litzateke bide hori?

Esto compete al Departamento de Trabajo; las personas beneficiarias serían los colectivos de los que se ocupa el área de empleo. Ese departamento pondrá en marcha políticas para atender la demanda actual de formación.

Bi erakunde daude: Koalifikazioen Euskal Institutua, tituluak, ziurtagiriak eta kredituak diseinatu behar dituena, eta Kalitatea eta Gaitasuna Ebaluatzeko Euskal Agentzia, egiaztapenak egiten dituena eta egiten jarraituko duena. ¿Qué importancia va a tener la transferencia de la competencia de Formación para el empleo?

Con la tramitación de EREs - expedientes de regulación de empleo- se han ofertado cursos para quienes están en desempleo transitorio.

Se ha llegado a bastantes empresas pero han de ser más. En septiembre se ha hecho la convocatoria de formación continua a través de Hobetuz y a principios del 2010 habrá otra de ampliación. ¿Cuándo llegará esa competencia de Formación para el empleo?

Parece ser que está todo preparado para que se transfiera en enero.

How important is the transfer of the responsibility for continuous training for the jobless and the employed going to be?

This is the responsibility of the Department of Employment. The beneficiaries will be the groups normally targeted by the area of Employment. Our Education Department will implement policies aimed at catering to the current demand for Initial Vocational training.

The current redundancies have included courses for those in transitional unemployment. Quite a few companies have been reached but there should be a lot more. The call for further training has been issued in September through Hobetuz (Basque Foundation for Continuous Training) and there will be another call in early 2010.

En Euskadi un 13% de personas participa en esa formación, tendríamos que llegar a los niveles de Dinamarca o Suecia que están en torno al 50%. Una de las trabas es que las formaciones aquí son largas para el adulto y que no hay mucha formación on-line. Queremos potenciar esta última y todo el sistema de créditos para que, quien lo desee, pueda exhibir un documento emitido por el Departamento de Educación o Empleo, acreditativo de la posesión de ciertas competencias.

It looks like everything is ready for the transfer to take place in January 2010.

Celaá Sailburuak esan duenez, hezkuntza sektore publikoa berpiztu nahi du. Zer gertatuko da LHko itunpeko ikastetxeekin?

Sailburuak ikastetxe publikoak erreferentziazko ikastetxe bihurtu nahi dituela esan du, bai; baina horiek beren kabuz lortu beharko dute erreferentziazko izatea, ez tratamendu berezia jasoz. Ikastetxe pribatuek ere egin beharko dute lan hori.

Nolakoa izango da hurrengo Lanbide Heziketako Euskal Plana?

¿Cómo se desarrollaría este proceso?

Hay dos entidades, el Instituto Vasco de Cualificaciones, que debe ir diseñando títulos, certificados y créditos y la Agencia Vasca de Evaluación y Cualificación se dedica a acreditar y es la que va seguir haciéndolo. En julio, el Consejo de ministros del gobierno central dio vía libre al dispositivo de reconocimiento de la competencia. Aquí se aplicaba desde hace 5 años. Han pasado un total de 4.000 personas, casi todas de ámbito industrial. Ha de aumentar la cadencia, quisiéramos que llegara a 4.000 personas anualmente. Ese es un área en la que han colaborado los centros concertados y los públicos.

La Agencia depende de la Consejería, aunque tiene pocos técnicos. Quiero hacer una llamada a los centros privados para que participen, porque el que participa como asesor también se está formando, crece su conocimiento, hemos visto que se aprende mucho al examinar a personas que tienen la experiencia concreta del trabajo profesional.

Vamos a necesitar mucho personal. Claro que es un trabajo sobrevenido, y los profesores suelen ser reticentes, pero sería importante crear una red amplia de asesores y que, al menos una o dos veces, pudieran participar todos los profesores.

What is the challenge for the Basque Country, which has a greater deficit in continuous training than other European countries?

In the Basque Country, 13% of people participate in this type of training. We should aim for the levels found in Denmark or Sweden, which stand at about 50%. One of the obstacles is that courses for adults here are long and there is not much online training. We want to foster online training and the credit system so that people can show a document issued by the Department of Education or Labour accrediting certain competences.

How would this process be developed?

There are two entities, the Basque Qualifications Institute, which should design titles, certificates and credits and the Basque Assessment and Qualification Agency, which does the accreditation and will continue to do so. In July, the Central Government cabinet gave the green light to the competence assessment and recognition system. Here, we had been applying it for five years. A total of 4,000 people have passed through it, almost all from industrial sectors. It is an area in which both public and subsidised private VET schools have participated.

La consejera Celaá ha dicho que quiere hacer renacer el sector educativo público ¿qué va a ocurrir con los centros concertados de FP? Es verdad que la Consejera ha dicho que quiere convertir a los centros públicos en centros de referencia, pero éstos tendrán que conseguirlo por sí mismos, no por las diferencias de tratamiento. Esa es una labor que tiene que hacer también cada uno de los centros privados.

Los públicos hay que empoderarlos, pero no se trata de dar un tratamiento diferenciador,

I want to make a call to private schools to participate, because those who participate as advisors are also learning and acquiring new knowledge. We have seen that you learn a lot from testing people with specific experience in professional work. We are going to need a lot of personnel. It is an added task and teachers are sometimes reluctant but it would be important to create a wide network of advisors and for all teachers to be able to participate at least once or twice.

Eta Lanbide Heziketaren euskal Legea?

¿Qué papel atribuiría a HETEL? A HETEL y a IKASLAN les he dicho lo mismo, que han de ser dinamizadores de sus propios centros. Por parte de la Viceconsejería no va haber una discriminación de entrada; todos los centros que impartan FP tendrán las mismas posibilidades de entrar en las convocatorias.

Han de tratar de ser líderes con sus centros promoviendo su evolución.

The Regional Education Minister Celaá has said that she would like to see the rebirth of the public educational sector. What will happen to the private subsidised vocational training schools?

It is true that the Regional Minister has said that she wants to turn the public schools into benchmarks but they will have to achieve this themselves and not because they are treated differently.

This is also a task for each of the private schools.

Public schools should be empowered but it is not a question of treating them differently. They have to attain a certain profile. The dependence of public schools on the Public Administration is greater, but this does not mean that the subsidised private schools will be left out on a cold limb. They are closely linked to the Department of Education. Relations have to be more or less the same.

What role would you assign to HETEL? I have said the same thing to HETEL and to IKASLAN, that they should be the energisers of their own schools.

My Office is not going to discriminate against anyone. All schools providing for VT will have the same opportunities of answering calls issued by the Regional Education Ministry. They should try to become leaders with their schools, promoting their evolution and progress.

The quality management system has grown independently and they should promote it even more in their schools.

We will try to make sure that all schools in the Basque Country achieve excellence in management, that they attain their goals. We will treat them all similarly.

What is the next Basque Plan for Vocational Training going to be like?

Orain artean, ikastetxeak ekipatzeari eta irakasleak prestatzeari eman zaio garrantzia. Bigarren bide horri eutsi egin behar zaio; izan ere, IKTak arrotz samar sentitzen dituen irakaslegoa dugu, eta segurtasun apur bat eman behar diogu, prestakuntzaren bidez. Bestalde, ikastetxeen arteko bideokonferentzien bidezko harremanak sustatu behar dira.

¿Cómo va a ser el próximo Plan Vasco de Formación Profesional?

Las líneas básicas están trazadas por el Consejo Vasco de Formación Profesional (CVFP). Queremos dar más importancia a este órgano, es el órgano de participación principal.

El equipo anterior hizo sesiones con Innobasque y sometió una propuesta al CVFP, que trazó una líneas básicas. Nosotros las hemos recogido y vamos a presentar un Plan al propio Consejo para que haga una lectura en profundidad del nuevo Plan. Sería un Plan para el 2010-2013. Se inicia este trimestre, a más tardar quisiéramos tenerlo para mediados del año próximo. ¿ Y la ley vasca de FP? Vemos que tiene poco recorrido, pues está muy cerrada por la normativa concerniente a la FP con decretos y normas ya existentes. Pero sí vemos necesidad de una Ley en el ámbito del aprendizaje permanente. El nuevo responsable de la Dirección de Aprendizaje Permanente es José Luis Elorza. El núcleo central de ese aprendizaje permanente es la Formación Profesional. Precisamente el sistema integrado de FP sería la base de esa Ley. ¿Qué van a hacer respecto a la homologación de titulaciones de FP y de créditos universitarios?

Aparecerá un decreto, a nivel estatal, que codificará el proceso; luego, cada Comunidad tendrá que hacer el camino con sus universidades de referencia. Cada ciclo tiene ya créditos reconocibles en los Decretos de los nuevos curricula.

The basic lines have already been set by the Basque Council for Vocational Training (Consejo Vasco de Formación Profesional – CVFP-). We want to make this entity more important, as it is the main participatory entity.

The previous team in the government had sessions with Innobasque (Basque Agency for Innovation) and submitted a proposal to the Basque Council for Vocational Training that designed the basic lines.

We have picked this up and we are going to submit a plan to the Council so that it can study the new proposal in depth. The Plan would cover the period 2010-2013.

We are starting it this quarter and would like to have it in place no later than in mid-2010.

And the Basque Vocational Training Law? We think that it has little scope, because there are already regulations for Vocational Training, with existing decrees and standards. However, we will require a Law in the area of Lifelong Learning.

The new head of the Directorate of Lifelong Learning is José Luis Elorza. The core of this Lifelong learning is Vocational Training. In fact, it is the integrated Vocational Training system that will provide the basis for the Law. What are you going to do about validating VT degrees and University credits?

There will be a national decree that will encode the process. Then, each Region will have to make inroads with their universities of reference. Each High Degree Vocational Training courses already has recognisable credits in the Decrees that regulate the new curricula for VET Titles.

What role is TKNIKA (Center for innovation of Vocational Training) going to play?

¿Qué papel va a jugar TKNIKA? Una de las bases del Plan Vasco de Formación Profesional va a ser la innovación. Fue muy importante la creación de TKNIKA. Pensamos que TKNIKA debe estar muy atento a la innovación que, fundamentalmente, se hace en las empresas, para transferirla a los centros. Queremos que se ponga el acento en la innovación pedagógica y que las innovaciones lleguen al aula.

One of the pillars of the Basque Plan for Vocational Training will be innovation. The creation of TKNIKA was very important.

We think that TKNIKA should pay a lot of attention to innovation, which basically takes place in companies, to transfer it to schools. We want the accent to be placed on pedagogical innovation and for innovations to reach the learning process in schools.

¿Qué importancia se va a dar a las Tecnologías de la información y la comunicación (TIC)?

What importance will be given to Information and Communication Technologies (ICTs)?

Hasta ahora se ha puesto el acento en las dotaciones de equipamientos a los centros, también se ha trabajado en la formación del profesorado. Hay que persistir en este segundo camino, pues hay un profesorado un poco ajeno a las TIC y tenemos que darles seguridad a través de la formación.

Por otro lado, hay que promocionar los contactos entre los centros a través de la videoconferencia. Muchos centros tienen equipamientos y hay que utilizarlos. Y hay que extender la formación on-line; por nuestra responsabilidad pública, empezaremos con ello en los centros públicos.

Until now, the accent was on equipping schools and we have also worked on teacher training. We should continue along this second line, because there are teachers who are somewhat alien to ICTs and we need to provide them with a sense of security through training. Also, we should promote contacts between VET schools through videoconferencing.

Many schools have equipment that should be used more often. And we have to expand online training. In view of our public responsibility, we will begin doing this with public schools.

¿Se va a promover el trilingüismo en la Formación Profesional?

Ya hay un programa multilingüe por ahora sólo presente en centros públicos. El profesorado solicita incorporarse a este programa que permite habilitarlo, en dos años, con los conocimientos lingüísticos básicos para impartir alguno de los módulos en una lengua extranjera. Se empezó hace 3 años y este año hay centros que ofrecen esta enseñanza multilingüe. Este puede ser un buen ejemplo de cómo podría evolucionar el sistema.

Are you going to promote trilingualism in Vocational Training?

There is already a multilingual programme in place, although it is only present in public schools. Teachers are asking to join this programme which allows them to acquire the necessary language skills to be able to teach a subject in a foreign language. We began 3 years ago and this year there are several schools offering multilingual Vocational Training.

This could be a good example of how the system could evolve.

Otro aspecto relacionado con el multilingüismo es la realidad de las prácticas en empresas del extranjero de los alumnos de FP. Sólo Andalucía nos supera en el número de alumnos que hacen prácticas en el extranjero, dentro de los programas Erasmus y Leonardo, pero en ratio – 1.500 de entre 8.200 alumnos han hecho prácticas en el extranjero- estamos muy por encima de todas las Comunidades Autónomas. Entre los diez primeros centros seleccionados por la Agencia Europea como ejemplo de promoción de mejores prácticas en el extranjero figuran cinco centros de nuestra Comunidad.

Another aspect related to multilingualism is the in-company work experience for VT students in foreign countries. Of Spain’s regions, only Andalusia surpasses us the Basque Country in number of students who have done their work placement period in foreign countries thanks to the European Erasmus and Leonardo programmes. But we are a long way above all other regions in percentage, as 1,500 of our 8,200 students have gone abroad for work experience. Among the ten top VET schools chosen by the European Agency as example of best practices abroad, five are located in our Region.

Co-operation between public and private Vocational Training schools

in a bar in Copenhagen, we can see that nobody remarked upon them because they were enjoying the music that these two now gone masters, Michel Petrucciani and Niels-Henning Orsted Pedersen, were offering them.

After many years focusing on differences, several common projects have made it possible for public and subsidised private Vocational Training schools in the Basque Country to co-operate. In some cases, the schools have been the direct beneficiaries of the results of the projects (such as the HOBBIDE model or the Process Management System in the area of quality). In other cases, the beneficiaries have been our clients (company training needs diagnostics, basic curriculum design, etc.). But all these projects and services have significantly improved the services provided by the Basque Vocational Training System to society. apirileko gau hartan, Copenhagueko lokal batean, entzuten zituen publikoaren erantzunari adi bagaude, ikusiko dugu inork ez zituela ezberdintasun horiek nabarmendu, Michel Petrucciani eta Niels-Henning Ørsted Pedersen zendutako bi maisuek eskaintzen zieten musika gozatzen baitzeuden.

Urte askotan ezberdintasunetan arreta jarri ondoren, hainbat proiektu komunek ahalbidetu dute Euskadiko Lanbide Heziketa itunpeko zentroek eta publikoek batera lan egitea. Kasu batzuetan, zentroak izan gara proiektuaren lehen hartzaileak (HOBBIDE modeloa edo kalitatearen eremuko Prozesukako Kudeaketa Sistema kasu). Beste kasu batzuetan, ostera, hartzaileak gure bezeroak izan dira (enpresetako prestakuntza beharren diagnosiak, Gaitasuna Aitortzeko Dispositiboa, Oinarrizko Curriculum Garapenak…). Dena dela, proiektu eta zerbitzu horiei guztiei esker hobetu dira Lanbide Heziketako Euskal Sistemak gizarteari ematen dizkion zerbitzuak.

Tras muchos años de centrarnos en las diferencias, diversos proyectos comunes han posibilitado que Centros de Formación Profesional del País Vasco públicos y concertados hayamos colaborado. En algunos casos los centros hemos sido los destinatarios primarios del resultado del proyecto (es el caso del modelo HOBBIDE o del Sistema de Gestión por Procesos... en el ámbito de la calidad). En otros casos los destinatarios han sido nuestros clientes (diagnósticos de necesidades formativas en empresas, Dispositivo de Reconocimiento de la Competencia, Desarrollos Curriculares Base...). Pero todos estos proyectos y servicios han producido una mejora de las prestaciones del Sistema Vasco de Formación Profesional a la sociedad.

La experiencia también ha sido enriquecedora para los centros participantes. Colaboraciones como la llevada a cabo en el proyecto de integración de sistemas de calidad, gestión ambiental y de prevención de riesgos (SIG) han permitido crear soluciones integradas que den respuesta a las necesidades tanto de los centros públicos como concertados. Esto sólo

The experience has also been enriching for participating VET schools. Cooperation such as that of the integration of quality systems, environmental management and risk prevention project (IMS) has enabled us to create integrated solutions that respond to the needs of both public schools and subsidised private schools. Pero no sólo es evidente el beneficio para los actuantes. Desde la perspectiva del destinatario, el hecho de que todos los centros hayamos asistido conjuntamente a la formación y a las sesiones de puesta en común en proyectos como HOBBIDE ha redundado en la mejora del modelo, enriqueciéndolo con las aportaciones de todos.

Y en el proyecto del Sistema de Gestión por Procesos (SGP) o en la formación en Gestión Estratégica (GE) los asistentes encuentran soluciones que pueden aplicar en sus centros independientemente de que los coordinadores de los equipos procedan de centros públicos o concertados.

Pero va más allá. Cuando una empresa recibe a un equipo de técnicos que realizan un diagnóstico de las necesidades tecnológicas, productivas y organizativas de la empresa y, fruto de ello, recibe un plan de formación adecuado a esas necesidades, no se detiene a comprobar si estos técnicos vienen de centros concertados o públicos.

The same could be said about the beneficiaries of the common projects developed with TKNIKA — Centre for Innovation in Vocational Training and Lifelong Learning— or about the students that have begun studying under the new basic curriculum designs in the 2009-2010 school year. These were developed by the IVAC — Basque Qualifications Institute— with the co-operation of specialist teachers from both subsidised private and public schools.

I hear Stella by Starlight on the speakers and, for me, the conclusion is obvious.

When two masters such as these are offered the right instruments and a common project, they are capable of understanding each other perfectly, of enriching themselves with their dialogue and, as a result, of producing creations that totally satisfy the beneficiaries of their work.

Lo mismo cabría decir de los receptores de los proyectos en común desarrollados con TKNIKA – Centro de innovación para la Formación Profesional y el Aprendizaje Permanente- o de las alumnas y alumnos que han comenzado en este curso 2009-2010 sus estudios basados en los nuevos desarrollos curriculares de base. Estos han sido desarrollados por el IVAC – Instituto Vasco de Cualificaciones- con la colaboración de profesores especialistas tanto de centros concertados como públicos.

Suena Stella by Starlight por los altavoces y a mí la conclusión se me revela obvia. Cuando a dos maestros como éstos se les ofrecen los instrumentos adecuados y un proyecto común son capaces de entenderse perfectamente, de enriquecerse con su diálogo y fruto de ello, realizar creaciones que satisfacen totalmente a los destinatarios de su trabajo.

El desarrollo de las tecnologías de miniaturización es un fenómeno global en el que se realizan continuos progresos en muy variados campos de aplicación. Los campos de aplicación pueden ser las telecomunicaciones, los elementos electrónicos portátiles, el ámbito militar y la biomedicina. Este último es probablemente el más beneficiado por los avances obtenidos del desarrollo de las tecnologías de miniaturización. De hecho, cada vez es mayor la necesidad de fabricar geometrías complejas en 3D, conformar materiales muy diversos y ser rentables en la producción de pequeñas y medianas series, todo ello, con una precisión muy elevada.

The development of miniaturisation technologies is a global phenomenon that is constantly progressing in numerous fields of application. These range from telecommunications and portable electronic components to military applications and biomedicine. The latter is probably the greatest beneficiary of the technological breakthroughs attained through the development of miniaturisation technologies. In fact, there is a growing need for manufacturing complex geometries in 3D, shape diverse materials and achieve cost-effective small and medium production runs with the utmost precision.

Pero ¿qué significa “micro”? Según la vigésimo segunda edición del diccionario de la RAE, la primera acepción es “muy pequeño” y la segunda “una millonesima10-6 parte”. Por su parte el Scientific Technical Committee of the Physical and Chemical Machining Processes of CIRP adoptó utilizar el prefijo micro para referirse al intervalo de 1-500µm (T. Masuzawa, 2000).

But what does “micro” actually mean?

Linguistically, it is something “very small” and as an IS unit it means one millionth (10-6). The Scientific Technical Committee of the Physical and Chemical Machining Processes of CIRP opted for using the micro prefix to refer to the interval 1-500 µm (T. Masuzawa, 2000).

The main goal of the Micro-milling project at the Mondragón Goi Eskola Politeknikoa is to adapt the information generated by the various R&D projects in the micro-milling subline. Since this technique is a very recent development in machining, teaching materials will be created for use in High Degree vocational training courses dealing with machining.

Para esta fase de generación del material didáctico y divulgación de los conocimientos adquiridos se ha decidido contar con la metodología del proyecto CERET (Centros de Experimentación y Renovación Tecnológica). Por ello Mondragón Goi Eskola Politeknikoa ha decidido presentar el proyecto a la Junta Directiva de HETEL y se ha integrado en el equipo CERET de la Asociación, junto con otros proyectos CERET de otras tecnologías.

For the stage of production of teaching materials and dissemination of the knowledge acquired in the process, it was decided to use the methodology of the CERET project (Technological Renewal and Experimentation Centres). To this purpose, Mondragón Goi Eskola Politeknikoa submitted the project to the Board of Directors of HETEL and joined the Association’s CERET team, together with other CERET projects from other technologies.

2007ko azaroan, Lanbide Heziketa ikastetxeen hiru sare nazionalen ordezkariok Bilbon elkartu ziren, Europako “sareen sarea” sortu ahal izateko aukerak aztertzeko.

Biltzar emankorra izan zen eta hiru biltzarkideok, Euskadiko Heziketa Teknikoko Elkarteak –HETEL–, Herbeheretako The Dutch Alliance elkarteak eta Finlandiako FINN NET sarearen ordezkari gisa Salpaus Further Education ikastetxeak, agiri bat sinatu genuen, LHko ikastetxe hiru sareon artean lankidetza estrategikoa ezartzeko gure asmoa adieraziz.

En noviembre de 2007, los representantes de tres redes nacionales de centros de FP se reunieron en Bilbao para explorar la posibilidad de crear una “red de redes” europea. La reunión fue productiva y los tres socios — HETEL – Heziketa Teknikoko Elkartea del País Vasco, The Dutch Alliance de los Países Bajos y Salpaus Further Education en representación de la Red FINN NET de Finlandia, firmamos un documento que expresaba nuestro propósito de establecer una cooperación estratégica entre las tres redes de centros de FP.

In November 2007 representatives of three national Networks of VET Schools came together in Bilbao to explore the possibility of an European Network of Networks. The meeting was very successful and the three partners; HETEL from the Basque Country, The Dutch Alliance from The Netherlands, and Salpaus for FINN NET from Finland, expressed in a document, signed on the 27th of November 2007 in Bilbao, their intention to establish a strategic cooperation between the three networks of VET Schools.

The application was prepared by The Dutch Alliance and presented by the three Networks to their own National Agencies. We were very happy when the partnership called “Networking to promote international cooperation in VET schools” was approved.

En esta Red de tres Redes trabajamos para mejorar la calidad de nuestras actividades internacionales. Lo hacemos tratando de aprender los unos de los otros y también de los grupos de interés de nuestros centros. Antes de cada reunión, cada uno de los tres socios recopila buenas prácticas en dos de los ocho ámbitos clave identificados. Luego se presentan a los demás socios en las reuniones internacionales de trabajo. A continuación, decidimos cómo evaluar o hacer un test de estas prácticas y, en el espacio de tiempo entre reuniones, organizamos un testeo a través de nuestras redes de centros y recogemos las valoraciones de los interesados. En la siguiente reunión se presentan los resultados de las evaluaciones, lo cual nos permite aprender los unos de los otros y nos brinda la oportunidad de adaptar el enfoque a cada centro.

En enero de 2009 se celebró la primera reunión en Ámsterdam (Países Bajos) a la que siguió una segunda reunión en Lahti (Finlandia). La tercera reunión se celebra este mes de octubre en el País Vasco, con HETEL como anfitriona.

In this partnership of three Networks we seek to improve the quality of our international activities. We do so by trying to learn from each other and from our stakeholders.

Before each meeting partners collect Best Practices in two of the eight Key issues.

During the meeting we present these best practices. We decide on how to test the practises and in between meetings we arrange the cross-European testing of these best practices within our own network of schools/colleges and moreover we look for the input of relevant stakeholders. The test results are presented during the next meeting and lead to learning from each other and giving the opportunity to adaptation of the approach in the individual schools.

In January 2009 the kick off meeting took place in Amsterdam, the Netherlands, and was followed in May by a meeting in Lahti, Finland. The third meeting is being hosted in October 2009 in the Basque Country

by HETEL. Apart from the key-issues the hosting partner presents country based policies. Our Finnish colleagues e.g. presented in May three national themes: modern teacher

gure lankidetza amaituko denik. Hiru Sareok Itun bat (Memorandum of Understanding) sinatu genuen Amsterdam hirian, 2009ko urtarrilaren 14an. Hitzarmen horretan, gure sareen sarea lankidetasunaren eremu sendo bilakarazteko gure nahia azpimarkatzen da, eta horri esker elkarlanean jarraitzeko asmoa dugu ikastetxeon nazioarteko jarduerak hobetzeko.

Además de los ámbitos clave, el socio anfitrión presenta también las políticas a nivel nacional. Por ejemplo nuestros colegas finlandeses presentaron en mayo tres temas nacionales: la docencia moderna, el emprendizaje y la utilización de las TIC en la educación. En octubre de 2009, en la reunión internacional de Bilbao HETEL va a presentar la labor de los centros de FP como motores de desarrollo local. Además se tocarán dos ámbitos clave: la base de datos de socios y la movilidad de estudiantes.

Los ejemplos presentados hasta la fecha por las tres Redes nos han abierto los ojos con respecto a las posibilidades que nos quedan por explorar. Por ello ya estamos mirando hacia el futuro y analizando cómo podemos profundizar y ampliar el trabajo de nuestra Red de Redes, cómo podemos optimizar la calidad de las actividades internacionales de nuestros centros y cómo podemos facilitar la colaboración de los expertos de distintos ámbitos de nuestros centros. Al final, los beneficiarios de nuestro trabajo y colaboración serán nuestros alumnos y profesores. Los alumnos deben estar bien preparados para un mercado de trabajo internacional y queremos ofrecerles la mejor preparación posible. Los profesores pueden conseguir nuevas ideas que les pueden ayudar en el desarrollo de su labor, que está en constante cambio.

hood, entrepreneurship and the use of ICTs in education. In October 2009 HETEL is presenting the country based policy on VET centres and local development. Two key-issues are being addressed in Bilbao: partner database and mobility of students.

The examples presented so far by the three countries opened our eyes to possibilities that are waiting to be further explored. That is why we already are looking into the future to see how we can deepen and broaden our Network of Networks, how we can optimize the quality of our international activities and how we can bring together the experts in our schools. In the end the students and teachers are the ones who will benefit from our cooperation. Students have to be well prepared for the international labour market and we want to give them the best preparation they can get. Teachers can get new ideas that can help them in their “always changing job”.

Tras dos años de andadura, en julio de 2010, el proyecto “Network of Networks” producirá un modelo de trabajo en Red para apoyar las actividades internacionales de centros de FP. Pero esto no significará el fin de nuestra cooperación. Las tres Redes firmamos un Acuerdo (Memorandum of Understanding) en Ámsterdam el 14 de enero de 2009. Este acuerdo subraya nuestra voluntad de hacer que nuestra red de redes se convierta en un partenariado fuerte gracias al cual tenemos intención de seguir cooperando para mejorar nuestras actividades internacionales.

After two years, in July 2010 the “Network of Networks” project will result in a model on network building to support international activities in VET schools, but that will not be the end of our cooperation. Our Memorandum of Understanding, signed in Amsterdam on the 14th of January 2009, underlines our willingness to make our Network of Networks a strong partnership that will keep on working together to improve their international activities.

• Ikasleek prestatzeko aukera dute, baldin eta ikasketa kontratu bat (“Praktikum”) lortzen badute. Hori bideragarria da hedapenezko egoera ekonomikoetan, baina, oraingoaren moduko krisi garaietan, ez da horren erraza. El sistema dual de formación profesional alemán se estructura en torno a la contratación, por parte de la empresa, de alumnos de 16 años o más en prácticas durante un período de tres años. Con este contrato en la mano, el alumno puede matricularse en un centro de Formación Profesional para realizar la formación. La estancia promedio es de 3 ó 4 días semanales en la empresa y 1 ó 2 en el centro de Formación profesional, dependiendo de cada Land o Estado federado. Al finalizar los tres años, para recibir el título de Técnico, el alumno debe superar un examen de grado.

Si bien el sistema dual alemán permite un conocimiento de la realidad empresarial por parte del alumno y una formación técnica elevada, descubrimos también algunos límites al sistema, como son: • La posibilidad de formación de los alumnos está basada en lograr un contrato de aprendizaje (“Praktikum”). Esto es viable

Bidaia probetxugarria izan da eta oso positiboki ebaluatu dugu guztiok, hezkuntza sistema eta herrialde ezberdin bat ezagutzeak laguntzen gaituelako egoerak alderatzen eta gure sisteman ditugun alde onak ezagutzen, baita zer hobekuntza egin genezakeen jakiten ere. Así, a día de hoy, este formato de Formación profesional sólo alcanza al 45% de las personas que estudian Formación profesional. Para el resto, los Länder están desarrollando actualmente programas formativos en los que la totalidad del aprendizaje se desarrolla en el centro educativo.

• La relación entre centro de Formación profesional y empresa es menor de lo que esperábamos, ya que el alumno o su familia son los responsables de la búsqueda de la empresa y la formalización del contrato de aprendizaje.

• El grueso de la labor educativa recae en la empresa, por lo que es muy difícil la educación en valores distintos a los del mercado o la orientación, por parte del Estado o de los centros educativos, de nuevas líneas formativas o nuevas tecnologías.

El viaje ha resultado provechoso y ha sido evaluado muy positivamente por todos, ya que conocer un sistema educativo y un país distinto siempre permite comparar y descu-

Nabarmentzekoak dira Alemaniako Lanbide Heziketa zentroetako lankideek egin ziguten harrera ona eta horiekin sortutako harremanak. Ziur asko bidaia honek gure arteko estimua eta adiskidetasuna eta zentroen arteko komunikazio sare informalak sendotuko ditu eta parte hartu duten Lanbide Heziketa ikastetxeok hobetzen lagunduko du.

Por ejemplo, vimos un centro donde alumnos de Formación profesional, en su último año, cursan asignaturas universitarias de forma opcional que, junto con la convalidación de otras, les permite una inserción más rápida en el mundo universitario. O también un ejemplo de universidad dual, donde los alumnos trabajan una serie de meses al año en una empresa y otros aprenden de forma intensiva en el aula y bibliotecas universitarias. Si embargo, nos sorprendió que tan sólo dos centros de los visitados poseían una certificación ISO 9000, si bien nos indicaron que seguirían en breve el camino de certificación de la calidad en la gestión.

as learning about a different educational system and country always allows us to compare and discover both the good things we have in our system and also the many improvements that we can implement. For example, we saw a school where last-year Vocational Training students take university subjects as an option so they can easily validate their studies and finish their university studies in a shorter period of time. There is also a dual university, where students work for various months in a company and spend some other periods in the university classrooms and libraries. However, we were surprised that only two of the schools we visited had ISO 9000 certification, although they did tell us that they would soon seek certification for the quality of their management.

Finalmente no hay que olvidar que el viaje nos ha permitido descubrir Frankfurt y Heildelberg, ciudad conocida por su castillo, su casco histórico y por tener una de las universidades más antiguas de Europa.

También hemos gozado de un ambiente muy bueno entre nosotros, hemos compartido ratos de trabajo y ocio.

Destacamos la buena acogida que nos han dispensado nuestros colegas de los centros de Formación profesional alemanes y las relaciones establecidas con ellos. A buen seguro este viaje redundará en un mayor aprecio y amistad entre nosotros, en la consolidación de redes informales de comunicación entre centros y, finalmente, en una mejora de cada uno de los centros de Formación profesional participantes.

Finally, we should not forget that the journey allowed us to discover Frankfurt and Heidelberg, a city well-known for its castle, its historical quarter and its university, which is one of the oldest in Europe. We also enjoyed the atmosphere in the group, pleasantly sharing both our work and leisure activities.

We should mention the warm welcome we received from our colleagues in the German Vocational Training schools and the excellent relations we maintained with them.

There is no doubt that this trip will result in greater appreciation and friendship among us, consolidating informal communication networks among schools and, ultimately, bringing improvements to each participating Vocational Training school.

Iraide dut izena eta Analisi eta Kontrolerako goi mailako Heziketa Zikloa egin dut, Bilbon, Indautxuko Jesuiten Kimika eta Elektronika eskolan. Dakizuenez, Heziketa Zikloaren amaieran, hiru hilabeteko praktikaldia egin ohi dugu ikasleok enpresaren batean. Nik neuk bekaldia Europako, eta zehazki, Eskoziako enpresa batean egitea erabaki nuen.

Me llamo Iraide y he estudiado el Ciclo formativo de grado superior de Análisis y control en la escuela de Química y Electrónica de Jesuitas de Indautxu, en Bilbao. Como ya sabéis al final del ciclo formativo se hacen las prácticas en una empresa durante unos tres meses. Yo me animé a hacerlas en una empresa europea, en Escocia concretamente.

My name is Iraide and I studied a High Degree vocational training course at the Jesuitas de Indautxu Chemistry and Electronics school in Bilbao. As you well know, we have a three-month company work placement stage at the end of our schooling. I decided to do mine in a European company, more specifically in Scotland.

Al principio del segundo año nos volvieron a plantear la posibilidad de ir a otro país europeo a hacer las prácticas en empresa con una beca ERASMUS. No tenía muy claro lo que quería hacer, me presenté a las pruebas a ver que tal, total si no las pasaba ya no tenía que pensar más. Como os podéis imaginar las pasé, y a partir de ahí todo fue muy rápido.

At the beginning of the second year the School again mentioned the possibility of going to another European country to gain in-company work experience with an ERASMUS grant. I was not sure what I wanted to do but I took the tests to see how I would do. After all, if I didn’t pass, I wouldn’t need to think about it anymore. As you may imagine, I passed and, from then on, everything went really fast.

Bigarren ikasturtearen hasieran, Europako beste herrialde batera joateko proposamena egin ziguten berriro, ERASMUS bekarekin enpresetan praktikak egiteko. Ez neukan argi zer egin nahi nuen, baina badaezpada probak egin nituen. Hala, gainditu ezean, ez nuen erabakirik hartu beharko. Baina ikusten duzuenez gainditu egin nituen, eta ordutik oso azkar joan da dena.

Egoerak eraman egin gintuen, ikaskideen urduritasun eta ilusio artean. Gogoan dut hau esan zigutela: “Joango zarete ezta? Ez ditugueta paperak alferrik prestatuko. Konpromisoa hartuz gero, joan egin behar duzue”. Zoratuta nengoela ere pentsatu nuen, nora eta norekin jakin gabe atzerrira joatekoa nintzelako. Hala ere, beste hau ere pentsatu nuen: zergatik ez? Hau ezagutzen dut, hamabi aste baino ez dira, jende berria ezagutuko dut, leku berriak, ez naiz bakarrik joango, ingeles ikastaro bat egingo dut, arazorik izanez gero han ere bada laguntzeko jendea. Zeren zain nago?

Eta hala, kanpora joatea erabaki nuen.

Pentsatze hutsak ikaratu egiten ninduen.

Aurretik, ordea, azterketak egin behar nituen...

Te dejas llevar un poco por la situación, entre nervios e ilusión con tus compañeros. Todavía recuerdo cuando me dijeron eso de “seguro que vais, no? Porque no vamos a hacer el papeleo para nada. Si os comprometéis es que vais”. Recuerdo que pensé, que no sabía si estaba loca, marchándome por ahí a saber dónde y con quién. Pero también pensé ¿Y porqué no? Esto ya lo conozco, son sólo doce semanas, con gente nueva, sitios nuevos, no voy sola, un curso de inglés, allí hay gente que te ayuda si hay algún problema, ¿a qué estoy esperando?

Decidido, me iba fuera y sólo el pensarlo me daba vértigo. Pero antes había que hacer los exámenes...

Llegó el día, hicimos la maleta y a Escocia.

You let the situation lead you, sharing nervousness and excitement with your school mates. I still remember when they asked us “Are you sure you are going? Because we are not going to do all the paperwork for nothing. If you make the commitment, you really have to go.” I remember that I thought “Why not? I already know my town and environment and it’s only twelve weeks with new people, new places. I’m not going alone, there is an English language course and there are people there that will help me if I encounter any problems, so, what am I waiting for?”

It was decided. I was going abroad and only to think of it I got dizzy. But first I had to take my exams...

Eguna iritsi zen, maletak prestatu eta Eskoziara abiatu nintzen. Gainerakoa hobe zuek bizitzea: lagun berriak, hiri berria, bizimodu berria.

Lehen egunean denok ikaratzen gara pixka bat, baina hirian barrena murgildu eta ingurua ezagutu ahala, egoerak hobera egiten du.

Orduan gozatzen hasten gara, txangoak egiten, irteten... Etorri eta probatu!

vosotros: amigos nuevos, cuidad nueva, vida nueva. El primer día igual piensas eso de dónde me he metido, pero a medida que te vas moviendo por la cuidad y la vas conociendo todo va mejor. Y empiezas a disfrutar, a hacer excursiones, a salir por ahí... ¡Venid y lo sabréis!

The day arrived. We packed our suitcases and went off to Scotland. The rest, I recommend that you experience it for yourselves first hand —new friends, a new city, a new way of life. The first day maybe you think “What did I get myself into!” but, as you begin to move around the city and come to know it a bit, everything gets better. And you begin to enjoy your stay, go on trips, go out... Come, and you will know what I mean!

Nik kimika konpainia batean egin ditut praktikak (S.A.L: Scientific Analysis Laboratories Ltd.), Eskoziako East Kilbride herrialdean eta konposatu kimiko organikoen azterketan aritu naiz lanean, zehazki, hidrokarburoekin.

Konposatuak ur eta lur laginetatik ateratzen nituen (nahiko prozesu luzea zen), bialak prestatzen, makina batean sartzen, eta grafikoak ateratzen, ondoren interpretatzeko.

Elementu horiekin azken txostenak prestatu eta zerbitzua eskatu zuen enpresari bidaltzen genizkion.

Yo he hecho las prácticas en una compañía química (S.A.L: Scientific Analysis Laboratories Ltd.) en la población escocesa de East Kilbride y he trabajado con análisis de compuestos químicos orgánicos, con hidrocarburos concretamente. Extraía los compuestos de muestras de agua y de suelos (un proceso algo largo), preparaba los viales que se introducían en una máquina y sacaba gráficas que luego se interpretan. Con estos elementos, se preparaban los informes finales y se enviaban a la empresa que había solicitado el servicio.

I had my work experience at a chemical company (S.A.L: Scientific Analysis Laboratories Ltd.) in the Scottish town of East Kilbride and I worked on testing organic chemicals; hydrocarbons, to be precise. I extracted the compounds from water and soil samples (a longish process), prepared the vials that were inserted into a machine and got graphs that were then interpreted.

With these, they prepared the final reports which were then sent to the company that had requested the service.

It is a great company, with young people who are very friendly, who even brought typical Scottish food to work so I could taste it. They always helped me if I needed a hand in my work. I was delighted and the day I left I felt very sad. I would have liked to stay longer.

What I learnt from the experience was very positive. I saw that I was capable of doing many things that used to scare me. I feel stronger and more independent. I have lived great moments here and I am afraid that I left part of my heart in Scotland. I have made good friends of all nationalities.

I think that you should come and live the same experience I had!

Enpresako giroa bikaina zen, jende gaztea zegoen, oso adeitsuak ziren guztiak, Eskoziako jaki tipikoak ere eraman izan dizkidate lanera proba ditzadan. Behar izanez gero, beti zeuden lanean laguntzeko prest. Oso pozik nengoen, eta joateko eguna iritsi zenean pena handia eman zidan, pozik geratuko nintzatekeen denbora gehiago.

En la empresa genial, gente jóven, todos muy amables, incluso me han llevado al trabajo comida típica escocesa para que la pruebe Siempre ayudándome si necesitaba que me echaran una mano en el trabajo. Estaba encantada, el día que me marché me dio mucha pena, me hubiera gustado quedarme más.

Esperientzia horretatik oso gauza positiboak ikasi ditut, lehen beldurra ematen zidaten gauza asko egiteko gai naizela ikusi dut, indartsuago eta beregainago ikusten dut neure burua. Oso momentu onak bizi izan ditut eta nire bihotzaren zati bat Eskozian geratu da. Oso lagun onak egin ditut, nazionalitate guztietakoak. Zatoz nik bizi izan dudana bizitzera!

Lo que he aprendido de esta experiencia es muy positivo, he visto que soy capaz de hacer muchas cosas que antes me daban miedo, me siento más fuerte e independiente, aquí he vivido momentos muy buenos y me temo que una parte de mi corazón se queda en Escocia.

He hecho muy buenos amigos de todas las nacionalidades. ¡Creo que deberíais venir a vivir lo mismo que yo!

Zorte handia izan dut aukera hau izan dudalako. Aprobetxatu, ez pentsatu gehiago, ez duzu ezer galduko: esperientzia ugari izan dezakezu, eta pertsona gisa asko aberastuko zara!

2008-2009 ikasturtean, HETEL - Heziketa Teknikoko Elkarteak laguntzari esker, Europako beste herrialde batzuetako enpresetan egin dituzte praktikak Arabako, Bizkaiko eta Gipuzkoako HETEL zentruetako 170 ikaslek. Ekimen hori Erasmus (goi mailako heziketa zikloetako ikasleentzat) eta Leonardo (erdi mailako heziketa zikloetako ikasleentzat) mugikortasunaren europar programen barnean antolatu da.

En el curso 2008- 2009 HETEL - Heziketa Teknikoko Elkartea ha facilitado que 170 alumnos de sus centros de Araba, Bizkaia y Gipuzkoa realicen prácticas en empresas de otros países europeos. Esta iniciativa se enmarca dentro de los programas europeos de movilidad Erasmus (para alumnos de ciclos formativos de grado superior) y Leonardo (para alumnos de ciclos formativos de grado medio).

In the 2008- 2009 school year HETEL Heziketa Teknikoko Elkartea made it possible for 170 pupils from its schools in Araba, Bizkaia and Gipuzkoa to participate in work experience programmes with companies of other European countries. This initiative is carried out within the framework of the European mobility programmes: Erasmus (for High Degree vocational training students) and Leonardo (for Middle Degree vocational training students).

1997tik, Lantokiko Prestakuntza (LP) beste herrialde batzuetan egiten duten HETELeko ikasle kopurua azkar biderkatu da eta urtetik urtera gero eta herrialde gehiagotara joaten dira. Joan zen ikasturtean, HETELen zentroetako ikasleak 12 herrialde ezberdinetara joan ziren.

HETELek hamabi urte daramatza ikasleen mugikortasun programetan parte hartzen.

Horien bidez, ikasleek aukera dute hiru hilabetez praktikak atzerriko beste enpresa batzuetan egiteko. Programa horiek Eusko Jaurlaritzaren eta Foru Aldundien babesa dute, eta CONFEBASK, IKASLAN eta BBKren lankidetza.

Programa horien bekek ikasleen gaitasun linguistikoak garatzen eta ikasleen prestakuntza enpresen beharretara egokitzen laguntzen dute, gero eta merkatu globalizatuago honetan. Horrez gain, esperientzia ahaztezina da ikasleentzat.

Beren gaitasun osagarriak garatzen, profil profesionalak hobetzen eta lan munduan sartzeko aukerak hobetzen laguntzen die. Euskadira itzultzean ikasle hauen laneratzerako arrakasta oso handia izan da orain arte.

Desde el año 1997 la cifra de alumnos de HETEL que realizan la Formación en Centro de Trabajo (FCT) en otro país se ha multiplicado rápidamente y el número de países al que viajan se ha ido incrementando anualmente. El pasado curso los alumnos de centros HETEL se desplazaron a 12 países diferentes.

HETEL lleva doce años participando en este tipo de programas de movilidad de estudiantes, que permiten a sus alumnos realizar prácticas en empresas de otros países durante tres meses, y que cuenta con el apoyo del Gobierno Vasco, de las Diputaciones Forales y con la colaboración de CONFEBASK, IKASLAN y BBK. Las becas de estos programas contribuyen al desarrollo de competencias lingüísticas de los alumnos y a adecuar su formación a las necesidades de las empresas, en un mercado cada vez más globalizado. Además, se trata de una experiencia inolvidable para los alumnos, que les permite desarrollar capacidades adicionales y mejorar su perfil profesional y su oportunidad de acceso al mundo laboral.

Hasta el momento, la inserción laboral de estos alumnos al volver a sus lugares de origen ha sido muy alta.

Since 1997, the number of HETEL students that participate in On-the-Job Training (OJT) programmes in other countries has multiplied and the number of countries has also increased every year. Last school year, students from HETEL schools went to 12 different countries.

HETEL has been participating in these mobility programmes for twelve years. They offer students the opportunity of gaining work experience in companies in other countries for three months with the support of the Basque Government, the Provincial Governments and with the collaboration of CONFEBASK, IKASLAN and BBK. The grants for these programmes contribute to the development of the students’ language skills and help adapt their training to the needs of companies in an increasingly globalised market. In addition, they provide an unforgettable experience for the students, who develop additional skills and improve their professional profile and their opportunities of accessing the job market. To date, the job placement figures of these students when they return home has been very high.

Lehen hazi hori zentro talde bateko Fabrikazio Mekanikoko Sailek jaso zuten. Ez zuten oso argi emaitzak zein izango ziren, baina bazekiten, IKTak eta lan-metodologia berriak erabiltzekotan, norabide berri batean lan egin beharra zegoela.

Proiektuak bi lan-arlo ditu: Diseinua eta Fabrikazioa. Urtero bi proiektu burutzen dira, bana esparru bakoitzeko. Horiek aurrera eramateko, ikasleek IKT tresna ezberdinak erabiltzen dituzte, hala nola, bideokonferentzia, Moodle plataforma, posta elektronikoa, Netmeetinga... Ikuspegi metodologikoaren aldetik PBL (Problem Based Learning / Arazoak Bideratuz Ikasi) metodologiaz baliatzen dira, non irakaslearen eta ikaslearen rola erabat aldatzen diren.

Ya han pasado tres años desde que el equipo de dinamizadores TIC (Tecnologías de la Información y la Comunicación) de HETEL tuvieron la original idea de aplicar las TIC y nuevas metodologías pedagógicas a casos prácticos desarrollados entre varios centros de Formación Profesional.

Después de este pequeño recorrido en el tiempo, la semilla ha dado paso a un proyecto intercentros con dos áreas de trabajo denominadas Diseinua y Fabrikazioa. Se realizan cada año dos proyectos, uno en cada área.

Para llevarlos a cabo, los alumnos recurren a diversas herramientas que les proporcionan las TIC, como son la videoconferencia, la plataforma Moddle, el correo electrónico, Netmeeting… Desde el punto de vista metodológico se utiliza la metodología PBL (Problem Based Learning, siglas en inglés de Aprendizaje basado en la resolución de problemas), en la cual cambia completamente el rol tanto del profesor como del alumno.

La motivación del alumnado y del profesorado participantes es muy alta. Se consigue una gran implicación de los alumnos en el proyecto, y la aplicación de una metodología que estimula la participación contribuye al fomento de la responsabilidad compartida. This obviously greatly motivates students who are producing something real as part of their training, with the added attraction that they are the ones to direct the project and make the part with tools that are different from everything they have used in their previous learning.

The level of motivation of participating students and teachers is very high. The students become deeply involved in the project and they apply a methodology that stimulates participation and contributes to fostering shared responsibility. Furthermore, the students develop their autonomy and improve teamwork skills.

A total of 179 students participated in the 2008-2009 school year (82 in the Diseinua project and 97 in the Fabrikazioa project) divided into 33 work teams. El 1 de abril de 2009 HETEL organizó en Vitoria una jornada de Innovación pedagógica “Proyecto Diseinua – Fabrikazioa: aprendo en equipo, resuelvo problemas, colaboro a distancia” con objeto de difundir el proyecto dentro y fuera de la Asociación.

Best Practice Awards for Vocational Training Classrooms and Workshops

La Viceconsejería de Formación Profesional y Aprendizaje Permanente del Departamento de Educación, Universidades e Investigación, ha convocado, en su segunda edición, los premios a las “Buenas prácticas en aulas y talleres de Formación Profesional”, para reconocer y premiar la labor del profesorado. La identificación y selección de la Buenas prácticas se hace en función de la modalid elegida: la que promueva en el alumnado actividades de aprendizaje orientadas a la adquisición de competencias relacionadas con comportamientos y actitudes basados en el aprendizaje autónomo y colaborativo, y/o por la de utilizar las nuevas tecnologías de la información y comunicación (TIC) y su aplicación en la actualización de los métodos y en los procesos de aprendizaje.

The Regional Ministry of Vocational Training and Lifelong Learning of the Department of Education, Universities and Research has called for proposals to the second awards for ‘Best Practices for Vocational Training Classrooms and Workshops’ aimed at recognising and rewarding the work of teaching staff. Best practices are chosen in terms of two modalities: fostering learning activities for students aimed at acquiring skills related to behaviours and attitudes based on autonomous and collaborative learning and/or using the new information and communications technologies (ICTs) and their application in updating methods and in learning processes.

En su primera edición, en el año 2008, se presentaron 23 proyectos. Los premios consistieron, por cada modalidad, en un viaje a Finlandia para conocer experiencias innovadoras para las personas ganadoras y ordenadores portátiles para las segundas premiadas.

23 projects were submitted for the first edition of the awards in 2008. The awards consisted of a trip to Finland for the winners in each modality to learn about innovative experiences and a laptop computer for the runners up.

En su edición 2009, se han presentado 35 proyectos, y los premios van a consistir, por cada modalidad, en 3.000€ para las personas ganadoras y 1.500€ para las segundas. Para su entrega, al igual que en la edición anterior, se organizará un acto de reconocimiento, con el que además de reconocer la labor del profesorado, se propicia que el conocimiento individual y las buenas prácticas sean patrimonio de todos los centros de Formación Profesional.

Bestalde, zaila da administrarientzat funtsezkoak diren zenbait aztura eta jarrera garatzea ere. Enpresen simulazioak eta zehazki SEFED programak (Hezkuntza Helburuak dituzten Enpresen Simulazioa) Lanbide Heziketa ikastetxeentzako premia nabarmenari erantzuten dio eta gure hezkuntza lana errazten dute.

En el aula convencional resulta difícil reproducir algunos aspectos relacionados con el campo específico de la gestión administrativa y comercial. Por otro lado, también resulta difícil desarrollar ciertos hábitos y actitudes esenciales para un administrativo. La simulación de empresas y en concreto el Programa SEFED (Simulación de Empresas con Fines Educativos), responde a esta necesidad evidente para los centros de Formación profesional y facilita nuestra labor educativa.

Horretarako, errealitatean existitzen ez den eta bere produktuak Espainiako (gaur egun 200dik gora) edo Europako simulatutako gainerako enpresekin merkaturatzen dituen administrazio-bulego baten eszenategia birsortzen da. Azken batean, simulatutako enpresen artean merkataritza-harremanak sortzea da kontua, erosketak eta/edo salmentak, enpresa bakoitzak sortzen diren administrazio prozesu eta zirkuituak irudika ditzan (kobrantzak, ordainketak, langileen kontratazioa, kontabilitatea, zerga-aitorpenak, etab.).

La metodología de la simulación de empresas tiene como herramienta fundamental una empresa simulada, que se crea dentro del centro educativo, donde se reproduce el escenario de una oficina administrativa de una empresa inexistente y que comercializa sus productos con el resto de empresas simuladas de España (alrededor de 200 en la actualidad) o Europa. Se trata, en definitiva, de generar relaciones comerciales, compras y/o ventas, entre las empresas simuladas para que cada empresa pueda reproducir los procesos y circuitos administrativos que se generan (cobros, pagos, contratación de trabajadores, contabilidad, declaraciones de impuestos, etc.)

It is not easy to reproduce some aspects of administrative and commercial management in the classroom. Furthermore, it is also difficult to instil in students certain habits and attitudes that are essential for administrative personnel. Company simulation and, more specifically, the SEFED Programme of Company Simulations for Educational Purposes, meets this clear need of Vocational Training schools and enhances our teaching work.

The company simulation methodology employs a simulated company as its main tool. This simulated company is set up within the school by creating the administration office of a non-existent company.

The simulated company sells its products to the other simulated companies in Spain (currently numbering 200) and Europe. The

Horrela, laneko giroa arnasteko balio duen eta laneko ohiko erlazio bateko baldintzak birsortzen dituen testuinguruan ikasten dute ikasleek. Ikasleak etorkizunean aurkituko dituen egoera eta funtzioen ikaskuntza askoz errealagoa izatea ahalbidetzen du testuinguru horrek.

De este modo, los alumnos aprenden en un contexto donde se respira un ambiente de trabajo y donde se reproducen las condiciones de una relación laboral normal. Este contexto facilita un aprendizaje mucho más real de las situaciones y funciones que encontrará el alumno en el futuro.

• La oficina que cada centro educativo instala. En nuestra opinión, es muy importante la imagen que muestra la oficina. El espacio físico donde se ubicará la simulación debe ser el reflejo más fidedigno posible de una oficina real, en cuanto se refiere a distribución de puestos de trabajo, despachos, recursos informáticos, material de oficina, organización, etc.

• Euskal Autonomia Erkidegoko eta Nafarroako ikastetxeen kasuan GESLAN SL Simulazio Zentralaren babesa.

Guretzat oso garrantzitsuak diren alderdien simulazioaz arduratzen da, esaterako, banka, enplegu-zerbitzu publikoa, Ogasuna, beste enpresa batzuek simulatzen ez dituzten enpresak, etab.

• El apoyo de la Central de Simulación, GESLAN SL en el caso de los centros de Euskadi y Nafarroa, que se encarga de simular para nosotros aspectos tan esenciales como la banca, el Servicio público de empleo, Hacienda, prestaciones de servicios que no simulen otras empresas,…etc.

This allows the students to learn within the context of a professional atmosphere that reproduces normal working conditions. This context makes it much easier for the students to learn how to handle the real situations and functions they will encounter in their future employments.

The following aspects will ensure that this “staging” is as close as possible to the real world: • The office set up in each school. In our opinion, the aspect of the office is essential. The physical setting of the simulation should resemble as much as possible a real office in terms of workstation distribution, offices, computer resources, office material, organisation, etc.

• The support of the Simulation Centre. In the case of schools in the Basque Country and Navarre, GESLAN SL is the company

• El apoyo de empresas de nuestro entorno que nos ayudan, sobre todo al principio, a determinar las características de los productos que vamos a comercializar y a establecer procedimientos administrativos cercanos a la realidad.

La Salle-Berrozpe ikastetxean geure enpresa simulatua (Salle-Lan Biltegiak, SLS) 2003-2004 ikasturtean jarri genuen martxan. Azkenekoa seigarren ikasturtea izan da eta orain arte izandako esperientziak gure hasierako irudipena baieztatu baino ez du egin: merezi duela eta asko, gainera!

En La Salle-Berrozpe ikastetxea pusimos en marcha nuestra empresa simulada (SalleLan Biltegiak, SLS) en el curso 2003-2004.

Por lo tanto, éste ha sido el sexto curso, y la experiencia acumulada no ha hecho más que confirmar nuestra intuición inicial: merece la pena, y ¡mucho!.

Lehenengo urtea oso trinkoa izan zen proiektu bat sortzeak, kasu honetan simulatutako bulego bat hutsetik abiatuta sortzeak, berekin duen guztiagatik.

Ikasturteak igaro ahala, enpresaren funtzionamendua hobetuz joan da.

El primer año fue especialmente intenso por lo que supone crear un proyecto, la oficina simulada en este caso, partiendo de cero.

Según han pasado los cursos, el funcionamiento de la empresa ha ido mejorando.

Hemos ido depurando los procesos y los detalles, por supuesto, con la colaboración del resto de empresas simuladas y de la central de simulación, GESLAN SL. Tanto el profesorado como los alumnos hacemos una valoración muy positiva del trabajo que llevamos a cabo en la oficina simulada. Los profesores, porque nos permite trabajar con los alumnos aspectos que antes difícilmente conseguíamos; y los alumnos, porque tienen un espacio que les acerca a la realidad de lo que será su puesto de trabajo y les ayuda a afrontarlo con mayor seguridad.

• The support of local companies. These help us to initially determine the characteristics of the products we plan to sell and establish administrative procedures that are close to reality.

In La Salle-Berrozpe ikastetxea we set up our simulated company (Salle-Lan Biltegiak, SLS) in the 2003-2004 school year. The company is now in its sixth year and the accumulated experience has confirmed our initial intuition: it is definitely worth the effort!

The first year was particularly intense, as can be expected from implementing a project —a simulated office, in this case— from scratch. Over the years, the company has gradually improved. We have streamlined processes and details with the cooperation of other simulated companies and the simulation centre, GESLAN SL. Both teachers and students have provided very positive feedback on the work carried out in the simulated office. We teachers are happy because it allows us to work on aspects that we could not handle before, and the students because they have a space available that brings them closer to what a real job is like, making them much more confident in their abilities.

HETEL hainbat ikastetxek jarri dute martxan Hezkuntza Helburuak dituen Enpresen simulazio proiektua edo “Simulatutako enpresa” eta hainbat urteko esperientzia pilatu dute proiektuarekin. Gehienak Administrazioa eta Finantzak Goi Heziketa Zikloa ematen duten zentroak dira.

Varios centros HETEL han puesto en marcha el proyecto de Simulación de empresas con fines educativos, o “Empresa simulada” y acumulan ya una experiencia de varios años con el proyecto. En general son centros que imparten el Ciclo formativo de grado superior Administración y finanzas.

Several HETEL schools have implemented the Company Simulations for Educational Purposes “Simulated Company” project and have acquired several years’ experience in the project. In general, they are schools that teach the High Degree Vocational training course in administration and finance.

La Escuela de Química y Electrónica de Jesuitas Indautxu logra la Q de plata

Bost urte ondoren, Indautxuko Jesuiten Kimika eta Elektronika eskolak kalitatearen zilarrezko Q-a lortu du Europako EFQM kalitate ereduko 400 puntuak gainditu eta gero.

Tras un recorrido de cinco años, la Escuela de Química y Electrónica de Jesuitas Indautxu ha logrado la Q de plata, al superar los 400 puntos del modelo europeo de calidad EFQM.

Eskola, 2003an egindako hausnarketa estrategikoaren ostean, kalitate arloa lantzen hasi zen. Gero, 2005an bere lehenengo auto-ebaluazioa burutu zuen.

2006an bigarren auto-ebaluazioa egin zen. Eta, 2008an, azaroaren 3an eta 4an, Euskalitek egindako azterketa gainditzea lortu zuen.

Hitz egiteko gogotsu zeuden bost pertsona adeitsuk burutu zuten azterketa. Aurrez esandakoa baino denbora gutxiagoan bukatu zuten eginbeharrekoa. Hori zela eta, berri onak iragarri genituen denok.

Azaroaren 18an, uratu genituela jakinarazi zigun Euskalitek. Lortutakoa, abenduaren 18an, Euskalitek eta Eusko Jaurlaritzak Barakaldoko BEC jauregian antolatutako ekitaldian berretsi zen. 1000 pertsona inguru izan ziren bertan. Egun horretan bertan, Lehendakariaren bostekoarekin batera Q ziurtagiria jaso genuen.

Ikastetxeak etengabeko hobekuntza landuz jarraituko du bikaintasunean aurrera egiteko helburuaz.

La Escuela comenzó a trabajar en el ámbito de la calidad tras la Reflexión estratégica que se realizó en el 2003. Después de dos años de trabajo, en junio de 2005 la Escuela realizó su primera autoevaluación. En el año 2006 se realizó la segunda autoevaluación y tras mucho trabajo se logró pasar la evaluación externa de Euskalit, que tuvo lugar los días 3 y 4 de noviembre de 2008.

La evaluación fue realizada por un equipo de cinco personas, cordiales y con ganas de hablar. Se marcharon media jornada antes de lo que nos habían comunicado al inicio y todos pensamos que el irse antes de tiempo tenía que suponer “buenas noticias”.

The Jesuitas Indautxu Chemistry and Electronics School earns the Silver Q

After five years’ hard work, the Jesuitas Indautxu Chemistry and Electronics School earned the Silver Q, after surpassing the 400 point mark of the European EFQM quality model.

The School began to work in the area of quality after its Strategic Reflection process carried out in 2003. After two years’ hard work, in June 2005, it carried out its first self-assessment. In 2006, a second selfassessment took place and, after much hard work, the school passed the external assessment carried out by Euskalit on 3 and 4 November 2008.

The assessment was carried out by a team of five people who were very friendly and willing to talk. They left half a day ahead of schedule and we all thought that their leaving early was a good sign.

Por fin, el 18 de noviembre, Euskalit comunicó al centro textualmente “habéis obtenido entre 400 y 450 puntos”. El logro fue ratificado en un acto organizado por Euskalit y el Gobierno Vasco en el BEC de Baracaldo el 18 de diciembre, en el que participaron un millar de personas. La historia terminaba ese día cuando el Lehendakari nos dio la acreditación de la Q, un piscolabis y la mano, quizá en otro orden.

Finally, on 18 November, Euskalit notified the school that it had earned “between 400 and 450 points.” The achievement was ratified during an event organised by Euskalit and the Basque Government in the Bilbao Exhibition Centre in Baracaldo on 18 December, which was attended by about a thousand people. The story concluded that very day, when the Lehendakari gave us the Q accreditation, invited us to a snack and shook hands with us, although perhaps in a different order.

El centro sigue en la dinámica de la mejora continua y se marca como objetivo seguir avanzando en el camino de la excelencia.

The school will follow a policy of continuous improvement and is dedicated to continuous advancement along the road to excellence.

Durangoko Maristak ikastetxeak, Gasteizko Diocesanas eskolak, Andoaingo La Salle Berrozpek eta Irungo La Sallek, maiatzaren 18an, World Kafe bat antolatu zuten. WOKA Euskadi 2009 (2009ko Europako Sormen eta Berrikuntza urtearen inguruan Innobasquek antolatutako proiektua) izan zen egitasmoaren elkargunea.

Maristak en Durango, Diocesanas en Vitoria, La Salle Berrozpe en Andoain e Irungo La Salle en Irún organizaron un World Café el 18 de mayo, dentro del proyecto WOKA Euskadi, impulsado por Innobasque en el marco del año Europeo de la Creatividad y la Innovación 2009.

Maristak in Durango, Diocesanas in Vitoria, La Salle Berrozpe in Andoain and Irungo La Salle in Irún organised a World Café on 18 May as part of the WOKA Euskadi project, fostered by Innobasque (The Basque Agency for Innovation) as part of the activities of the European Year of Creativity and Innovation.

Aldi berean, 5.000 pertsonatik gora bildu zituzten beste 115 topaketa egin ziren zenbait tokitan. Elkartze horien helburua, egungo krisiaren testuinguruan, Bigarren Euskal Eraldaketa eman ahal izateko egin beharreko ekarpen pertsonalak zein taldekakoak eztabaidatzea zen.

Momentuko egoerarekin zerikusia zuten 2 galderaren inguruan gogoeta egitea zuen xede World kafeak: • krisiaren jatorria • lankidetzak eta berrikuntzak eskaini ditzaketen aukerak World Kafeetan ateratako ondorioen emaitzak Innobasqueren ekainaren 18ko Batzar Nagusian aurkeztu ziren Bilbon eta garatutako lana indartu eta aberaztu du Innobasquek sortu eta zabaldutako gogoeta.

Antolatutako World Kafeen inguruan oso iritzi positiboa izan zuten 4 HETEL ikastetxeok. Topaketa horietan hezkuntza arloko pertsonek, enpresetakoek eta eskualdeko hainbat eremutakoek bildu, elkar ezagutu zuten eta gogoeta eta ideiak partekatu zituzten.

Su objetivo, junto con un total de otros 115 encuentros simultáneos en entornos diferentes en todo el País Vasco y la participación de más de 5.000 personas: debatir sobre cual debe ser nuestra aportación personal y colectiva, para avanzar hacia la Segunda Transformación Vasca, en el contexto actual de crisis.

Se trataba de pensar simultáneamente a través de dos preguntas relacionadas con las situación actual: • causas de la crisis • posibles alternativas desde la cooperación y la innovación Las conclusiones derivadas de todos los World Cafés, sintetizadas en cinco ideas fuerza han venido a contribuir al ejercicio lanzado desde Innobasque, cuyo resultado fue presentado a su Asamblea General el 18 de junio en Bilbao.

Los cuatro centros HETEL hicieron una valoración muy positiva de los World Cafés organizados, en los cuales confluyeron, se conocieron y se trataron personas de la comunidad educativa, de empresas y de diversos ámbitos de la comarca.

The goal of the project —which included a total of 115 simultaneous meetings in different settings across the Basque Country and the participation of over 5,000 people— was to discuss what should be our personal and collective contribution to advance towards the Second Basque Transformation in the context of the current economic crisis.

The idea was to think simultaneously through two questions related to the current situation: • cause of the economic crisis • possible alternatives from a stand-point of cooperation and innovation The conclusions from all the World Cafés, synthesised into five strength ideas, have contributed to the exercise launched by Innobasque, whose results were presented at its General Assembly on 18 June in Bilbao.

The four HETEL schools provided very positive feedback on the four World Cafés in which they bought together, people from the educational community, from various fields in the district and from companies to discuss on the subject and exchange ideas on possible ways forward.

En el 2008 Jesús Obrero de Vitoria ha obtenido el Premio Nacional EMAS de Medio Ambiente, dentro de la categoría de organizaciones de tamaño medio (organizaciones que tienen entre 50 y 250 empleados).

Además ha sido Finalista en el Sistema Europeo de Ecogestión y Ecoauditorías.

La Comisión Europea ha valorado en particular la contribución de Jesús Obrero a la reducción de gases de efecto invernadero y su eficiencia energética.

In 2008, Jesús Obrero School in Vitoria earned the National EMAS Prize in the category of medium-sized organisations (between 50 and 250 employees). It was also a Finalist in the European EcoManagement and Audit Scheme (EMAS).

The European Commission placed particular value upon the contribution of Jesús Obrero to the reduction of greenhouse gases and its energy efficiency.

Ingurumen Kudeaketan eta Heziketan 17 urtez lan egin ondoren heldu zaio Jesus Obrerori saria. Este logro se produce tras más de 17 años de desarrollo de actividades en el ámbito de la Educación y Gestión Ambiental. Esta trayectoria ha estado jalonada de numerosos hitos. Esta es la referencia a los más recientes: en el 2001 Jesús Obrero obtuvo el Premio Nacional de Innovación educativa, en el 2005 la Certificación ISO 14001:2004, en el 2006 el Registro EMAS (Registro del Reglamento Europeo de Gestión y Auditoría Ambiental), en el 2007 el Premio Nacional de Innovación y Medioambiente con el proyecto EKO-SPINNING así como el certificado de Escuela Sostenible por el Gobierno Vasco en el 2008.

El Centro ha realizado además esfuerzos importantes para la transmisión de su sensibilidad en términos de desarrollo sostenible tanto a sus alumnos jóvenes de ESO, Bachillerato y Ciclos formativos como a sus alumnos adultos que se forman en alguno de los numerosos cursos de Formación profesional para el Empleo que imparte el centro.

The School has also made a major effort to transmit its sustainable development concerns to the young compulsory secondary education, baccalaureate and vocational training students as well as to the adult students who attend all the continuous training courses provided by the School.

Joan den maiatzaren 6an, Lanbide Heziketako Ekintzailetza Sarien hirugarren ekitaldia antolatu zuen TKNIKAk, Hezkuntza Sailaren Lanbide Heziketako eta Etengabeko Ikaskuntzako Sailburuordetzaren laguntzaz eta Euskadiko Kutxak, BBK-k eta Vital Kutxak babestuta.

On 6 May, the price-giving ceremony of the third ‘Premios Emprendizaje’ Entrepreneurship Awards in Vocational Training was held. The awards are organised

by TKNIKA, with the help of the Regional Viceministry of Vocational Training and Lifelong Learning of the Department of Education, and the sponsorship of three banking institutions —Caja Laboral, BBK and Caja Vital.

Donostiako Kursaal Jauregian oso ekitaldi dinamikoa egin zen, eta Lanbide Heziketako ehunka ikaslek eta Hezkuntza Saileko, Aurrezki Kutxetako eta LH Elkarteetako ordezkariek hartu zuten parte.

El pasado 6 de mayo se celebró la tercera edición de los Premios Emprendizaje en la Formación Profesional, organizado por TKNIKA, con la ayuda de la Viceconsejería de Formación Profesional y Aprendizaje Permanente del Departamento de Educación y el patrocinio de Caja Laboral, BBK y Caja Vital.

Fue un acto dinámico en el Palacio Kursaal de Donostia, en el que participaron centenares de alumnos de Formación Profesional y representantes del Departamento de Educación, de las Cajas de Ahorros y de las Asociaciones de FP. 2009 Entrepreneurship Awards in Vocational Training for HETEL Schools

It was an exciting event held at the Kursaal in Donostia attended by hundreds of Vocational Training students and representatives of the Department of Education, the Savings Banks and VET Associations.

This year, the following thirteen awards were given in different modalities: • two URRATS BAT awards for the best companies in the programme • three EJE (Young European Enterprise) awards for EJE projects, one in each Territory • three awards for videos explaining what Entrepreneurship is • five Emprende awards for Administration and Finance students.

Seven of the thirteen awards were given to HETEL schools: • EJE Bizkaia Award for Lea Artibai Ikastetxea, for the Txispart S.Coop. project created by a group of students from Regulation and Control Systems (lamps made with construction materials); • EJE Gipuzkoa Award for La Salle Berrozpe in Andoain for the Tik Tak Team project, created by a student group from Electromechanical Installation and Maintenance and ETEO in Oñati for the Zexaun S. Coop. project;

The Goierri Foundation promotes the “Goierri Innovation Pole”

La Fundación Goierri, de la cual forma parte Goierri Eskola, promueve desde hace más de un año un proyecto ambicioso de investigación, desarrollo e innovación: el Polo de Innovación del Goierri.

Azken urtean, Goierri Fundazioak, Goierri Eskola barne duenak, ikerketa-, garapeneta berrikuntza-proiektua sustatu du: Goierri Berrikuntza Gunea.

Goierri Berrikuntza Gunea eraikuntza-fase aurreratuan dago eta funtsean bi eremu hartzen ditu barne. Batetik, Goierri Eskolak, Ingeniaritza Mekanikoko Eskolak –2001ean Mondragon Unibertsitateak Ordizian inauguratua– eta bategite-teknologiak ikertzen dituen LORTEK teknologia-zentroak osaturiko campusa; eta bestetik, I+G atalak, oinarri teknologikodun enpresek eta enpresa-haztegiak osaturiko enpresen eremua. Guztira 100.000 m2 dira, eta horietatik ia 40.000 m2 eraikita daude.

Proiektuan 50 milioi € inguru inbertituko dira.

Goierriko eskualdearen aldeko lanean garrantzi handiko urratsa da Goierri Berrikuntza Gunea, industria-bokazioa duen eskualdea izaten, nazioarteko puntako enpresak hartzen eta oinarri teknologikoko enpresak erakartzen eta sortzen jarrai dezan.

2008ko abenduaren 16an, ekitaldi publikoa egin zen proiektua aurkezteko, Ibarretxe lehendakari ohia eta Gipuzkoako diputatu nagusia bertan zirela. Ekitaldian hainbat enpresetako, eskualdeko udaletako, finantza-erakundeetako eta erakunde ofizialetako ordezkariek hartu zuten parte. Fundazioaren zuzendari nagusiak honako hau adierazi zuen, “etorriko zaigunaren zain egon beharrean etorkizuna guk geuk eraikitzea eta krisitik indartuta irtetea du helburu Goierriko Berrikuntza Guneak”. Markel Olano diputatu nagusiak proiektuari buruz hitz egiterakoan honako hau esan zuen, “Goierri lehiakorragoa izateko urrats garrantzitsua da Goierri Berrikuntza Gunea. Eskualde eta lurralde horrek sektore pribatuaren eta publikoaren arteko lankidetza hertsiari esker aurkitu du arrakasta”.

El Polo de Innovación del Goierri, en fase de construcción ya avanzada, abarca fundamentalmente dos áreas. Por una parte el Campus compuesto por Goierri Eskola, la Escuela de ingeniería mecánica (inaugurada en el año 2001 de la mano de Mondragón Unibertsitatea en Ordizia) y el centro tecnológico LORTEK de investigación en tecnologías de unión. La segunda área será el área de Empresas, compuesta por unidades de I+D, empresas de base tecnológica y un semillero de empresas. En total 100.000 m2, de los cuales casi 40.000 m2 estarán edificados y una inversión de más de 50 millones €.

El Polo de Innovación del Goierri constituye un paso de envergadura en el empeño a favor de la comarca del Goierri, para que siga siendo una zona de vocación industrial, continúe albergando empresas punteras en el ámbito internacional y atraiga y genere empresas de base tecnológica.

El 16 de diciembre de 2008, se realizó un acto público de presentación del proyecto que contó con la participación del ex Lehendakari Ibarretxe y el diputado general de Gipuzkoa. Al acto asistieron numerosas empresas y ayuntamientos de la comarca, entidades financieras y organismos oficiales. El director general de la Fundación indicó que el Polo de Innovación del Goierri pretende “hacer el futuro de la comarca, en lugar de padecerlo y tratar de salir reforzados de la crisis”. El Diputado General Markel Olano se refirió al proyecto como “un paso importante a favor de la competitividad del Goierri, una comarca y un territorio que han encontrado en la estrecha colaboración entre el ámbito privado y el sector público, la fórmula del éxito”.

The Goierri Foundation, to which the Goierri School belongs, has been promoting an ambitious project of research, development and innovation for over a year. It is called the ‘Polo de Innovación del Goierri’ or Goierri Innovation Pole.

The (GIP) Goierri Innovation Pole, currently at an advanced stage in its construction, focuses primarily on two areas. The first area encompasses the Campus, consisting of the Goierri School, the University of mechanical engineering (inaugurated in 2001 by Mondragón Unibertsitatea in Ordizia) and the LORTEK technology centre for research in joining technologies. The second area focuses on business, with R&D units, technology-based companies and a company crèche. With a total surface area of 100.000 m2, and buildings covering 40.000 m2, the project will represent a total investment of over €50 million.

The GIP is a major step in the development of the Goierri district, allowing it to continue to be an industrial area, with cuttingedge companies of international scope that will attract and create technology-based companies.

On 16 December 2008, a public event was held with the presence of the former Basque president, Juan José Ibarretxe and the Chief Member of the Gipuzkoa Territory Government. Representatives of numerous local companies, town councils, financial institutions and official institutions attended the event. The general director of the Foundation said that the GIP aims to “create a future for the district, rather than suffer from it, in an effort to come out of the economic crisis holding a stronger position.” The Chief Member of the Gipuzkoa Territory Government Markel Olano referred to the project as “an important step towards the competitiveness of the Goierri, a district and territory that have found the formula to success through close co-operation between private organizations and the public sector.”

Sormen Tailerra 2009an abian jarri den lan tresna da, ESPERANZA 2013 proiektuaren baitan antolatutako dinamika bat. Proiektu horren eginkizuna, teknologia eskuratzearen eta garatzearen bidez, ondo trebatutako profesionalen laguntzaz eta industria gune berri baten sendotzea eragingo duten enpresa berriak sortuz, Lea-Artibai eskualdeko enpresen desarroilo teknologikoa eta lehiakortasuna garatzea da. Horretarako, proiektuak 3 estrategia gune ditu oinarritzat:

El Salón de creatividad es una herramienta de trabajo que se ha puesto en marcha el año 2009. Se trata de una de las dinámicas de trabajo para la consecución de los objetivos del proyecto ESPERANZA 2013. La misión del proyecto ESPERANZA 2013 es contribuir al desarrollo tecnológico y competitividad de las empresas de la comarca de Lea-Artibai, mediante la asimilación y desarrollo propio de tecnologías, la capacitación de profesionales contrastados y la creación de nuevas empresas que contribuyan a la consolidación de un nuevo tejido industrial.

Para ello el proyecto se apoya en tres áreas estratégicas:

The Creativity Workshop is a tool that has been implemented in 2009. It is one of the work dynamics that aim to attain the goals of the ESPERANZA 2013 (HOPE 2013) project. The mission of the ESPERANZA 2013 project is to contribute to the technological development and competitiveness of the companies in the Lea-Artibai district through the assimilation and in-house development of technologies, skills-building for professionals and the creation of new companies that will help consolidate a new industrial fabric. To do this, the project is supported by three strategic areas:

Sormen Tailerrarekin lortu nahi dena negoziogune berriak identifikatzea eta berrikuntza bultzatzea da. Enpresentzako produktu edo zerbitzu berritzaileak asmatuko dituzten ideiak sortzeko zerbitzua da. Horretarako, sormenaren mugatzaileak diren aldez aurretik sortutako kontzeptu eta eskemak baztertzen dituzten metodoak erabiltzen dira.

La puesta en marcha del Salón de creatividad trata de promover la innovación y la identificación de nuevas áreas de negocio. Se trata de un servicio para empresas, que pretende generar ideas que se conviertan en productos o servicios innovadores. Para ello se vale de métodos que persiguen la ruptura de conceptos preconcebidos y de esquemas mentales que limitan el pensamiento creativo.

Sormen Tailerrera konpondu gabeko arazoak nahiz merkatuak, teknologiak edo negozioereduak dibertsifikatzea nahi duten berrikuntza proiektuak heltzen dira. Horrelako egoeren aurrean, lehenengo eta behin proiektuaren azterketa zehatza egiten da. Eta gero, ideia berriak eta dagokien talde teknikoek burutu beharko lituzketen ekintzak proposatzen dituzten talde mistoak sortzen dira.

Al Salón de creatividad llegan desde problemas enquistados hasta proyectos de innovación que buscan diversificar mercados, tecnologías, modelos de negocio... La dinámica de trabajo incluye un análisis previo y exhaustivo de los proyectos, la creación de equipos mixtos que lanzan nuevas ideas y las acciones concretas a llevar a cabo por los departamentos técnicos correspondientes.

It is a service that aims to generate ideas that will be turned into innovative products or services. To do this, it employs methods that break away from preconceived concepts and mental frameworks that limit creative thinking.

The Creativity Workshop faces both deeprooted problems and innovative projects that seek to diversify markets, technologies, business models, etc. The work dynamics includes a prior exhaustive analysis of projects, creating mixed teams to launch new ideas and specific actions to be carried out by the relevant technical departments.

Txorierri Ikastegi Politeknikoak, CONFEBASKen laguntzaz, “Conoce para elegir – Acercamiento a la empresa sin sesgo de género” esperientzia pilotua burutu du 2008-2009 ikasturtean.

Politeknika Ikastegia Txorierri ha llevado a cabo, con la cooperación de CONFEBASK, una experiencia piloto llamada “Conoce para elegir – Acercamiento a la empresa sin sesgo de genéro” en el curso 2008-2009.

Politeknika Ikastegia Txorierri School has carried out a pilot project in co-operation with the Basque Business Federation CONFEBASK entitled “Get to know to be able to choose – An approach to business without a gender bias” in the 2008-2009 school year.

Ikastetxeak BERDINTASUNA (Bizkaiko Foru Aldundiaren PAREKATUZ sarekoa) proiektuaz duen konpromisoaren eta euskal enpresak ordezkatzen dituen erakundearen arduren arteko bat egitea da esperientzia. Proiektuaren bidez, Txorierriko ikasleak industria-enpresetara gerturatzea nahi izan da. Eta, nesken kasuan, gainera, genero aurreiritziak gaindituz lanbideorientazio akademikoa hobetzea.

Proiektuak 5 jardunaldi izan ditu: • Azaroan, ikasleei proiektua aurkeztu • Abendua eta urtarrila bitartean sektorearen inguruko informazioa eskaintzeko tailerrak antolatu. Se trata de la confluencia de las inquietudes tanto del propio centro, comprometido con su proyecto BERDINTASUNA (Red PAREKATUZ de la Diputación Foral de Bizkaia) como del organismo de representación de las empresas vascas. El proyecto ha posibilitado al alumnado de Txorierri el acercamiento a las empresas industriales de la comarca de Txorierri, y en el caso de las chicas mejorar su orientación académico profesional evitando los prejuicios de género.

El proyecto ha tenido 5 fases de actuación: • Presentación del proyecto al alumnado, que se realizó en noviembre • Organización de talleres de información sectorial, que incluyó una mesa redonda con profesores de FP y personas de empresas del Txorierri (Onapres, Ingeteam, Ondoan e Install Telecom), entre diciembre y enero • Visitas a empresas (Mecatez e Install Telecom) en febrero • Estancias en empresas de una mañana (Intro Design, Onapres, Mecatez, Ondoan e Install Telecom) en marzo y abril • Evaluación de la expereriencia en mayo El balance global ha sido positivo tanto por parte del alumnado participante como por parte de las empresas. Los alumnos han podido conocer mejor el mundo laboral desde su propia vivencia y el proyecto ha permitido a Politeknika Ikastegia Txorierri abordar la orientación y la tutoría desde una perspectiva de género, tratando de socavar los esterotipos que existen en relación a las profesiones del mundo industrial.

It has brought together the concerns of both the school itself, which is committed to its BERDINTASUNA project (PAREKATUZ Network of the Bizkaia Provincial Government) and CONFEBASK, which represents Basque companies. The project has made it possible for the students of Txorierri to come a little closer to the industrial companies in the Txorierri district and, in the case of girls, to improve their academic and career guidance, avoiding gender prejudice.

The project included 5 stages: • Presentation of the project to the students in November • Organisation of industrial sector information workshops, including a round table with vocational training teachers and representatives of companies from the Txorierri district (Onapres, Ingeteam, Ondoan and Install Telecom) between December and January • Visits to companies (Mecatez and Install Telecom) in February • Half-day stays in companies (Intro Design, Onapres, Mecatez, Ondoan and Install Telecom) in March and April • Evaluation of the experience in May Feedback was generally very positive, both from students and companies. The students had the opportunity of getting to know the working world better through their own experience and the project has allowed the Politeknika Ikastegia Txorierri to approach student guidance and tutorials from a gender perspective, in an attempt to undermine the existing stereotypes about professions in the industrial world.

La Salle Berrozpek arrakasta handiko Lanaren Astea antolatu du

Apirilaren 27an, 28an, 29an, eta 30ean, Andoaingo La Salle Berrozpe ikastetxeak antolatutako jardunaldiek 100 ikasle ohi baino gehiago bildu zuten.

Ikastetxeko ikasle ohiei zuzendutako jardunaldien helburua egungo krisi ekonomikoari aurre egiteko baliabideak eskaintzea zen. Batez ere, hilaren 30ean egin zen jardunaldiak izan zuen partaidetzarik handiena; ikasle ohiak eta zenbait sektoretako enpresak bildu ziren bertan. Aurrez hitzartutako 200 elkarrizketatik gora gauzatu zituzten enpresek.

Lehenengo ekitaldia apirilaren 27an izan zen eta, bertan, ondorengo gaiak jorratu ziren: curriculuma nola antolatu, lan elkarrizketei nola aurre egin eta erakunde eta enpresa askok jartzen dituzten probak nola prestatu. Bigarren jardunaldiko gai nagusia krisiari aurre egiteko irtenbideen inguruan antolatutako hitzaldia izan zen.

Egun horretan, Urrats bat, auto-enplegua sortzeko programa, ere aurkeztu zen. 3 urte daramatza La Salle Berrozpek programa horretan lanean; horri esker, ikasle ohi batzuek beren enpresak sortu dituzte.

Dena dela, egun aipagarriena apirilaren 30a izan zen. Ikasle ohiek zein bertaratutako enpresek oso positibotzat jo zuten egindako topaketa, baita antolaketa ere eta la Salle Berrozpe Ikastetxeak izandako iniziatiba hau eskertu zuten.

Más de un centenar de ex alumnos participaron en las jornadas organizadas por el centro La Salle Berrozpe de Andoain los días 27, 28, 29 y 30 de abril El objetivo de la semana de empleo, orientada a los ex alumnos del centro: ofrecerles herramientas útiles para hacer frente a la crisis económica actual. La participación fue muy numerosa, en particular el jueves 30, día en que el centro organizó un encuentro entre empresas de varios sectores y ex alumnos.

Las empresas realizaron más de 200 entrevistas concertadas con los participantes en las jornadas previas.

La Semana del Empleo comenzó el lunes 27 con talleres sobre cómo preparar un buen curriculum vitae, consejos para enfrentarse con éxito a una entrevista de trabajo y la preparación de las pruebas que muchas empresas e instituciones hacen pasar a los aspirantes a un puesto de trabajo. El núcleo de la segunda jornada fue una conferencia en torno a las salidas que se plantean a la crisis. Este día también se presentó el programa Urrats bat, que impulsa el autoempleo. La Salle-Berrozpe trabaja desde hace tres años con este proyecto, gracias al cual varios exalumnos han podido crear su propia empresa.

Sin duda, el jueves 30 de abril fue el día más destacado, Tanto los participantes como las agrupaciones presentes valoraron muy positivamente tanto la organización como la posibilidad de “encontrarse” en el marco de esta iniciativa impulsada por La Salle Berrozpe.

La Salle-Berrozpe Employment Week a success

Over one hundred alumni participated in the event organised by the La Salle Berrozpe school in Andoain on 27, 28, 29 and 30 April.

The goal of the Employment Week —mainly aimed at the school’s former students— is to offer them useful tools to face the current economic crisis. Participation was extensive; particularly on Thursday 30 April, when meetings were held between representatives of companies from several sectors and alumni.

Participating companies held over 200 interviews that had been arranged during the previous days.

The Employment Week began on Monday 27 April with workshops on how to prepare a proper curriculum vitae, advice on how to successfully participate in a job interview and preparation to take the sort of tests that many companies and institutions administer to job applicants.

The core of the second day was a lecture on the options available to overcome the crisis. On that day, there was also a presentation of the Urrats bat programme to foster self-employment. La Salle-Berrozpe has been working on this project for three years and it has already helped several alumni create their own companies.

Undoubtedly, Thursday 30 April was the most outstanding day. Both participants and groups provided very positive feedback on the organisation and on the possibility of holding job interviews within the framework of this initiative of La Salle Berrozpe.

Maristak of Durango cooperates with Panama to create a Vocational Training school

2008an, Durangoko Maristak, Panamako erakunde batzuekin batera, Arrupe proiektuan hasi zen lankidetzan. Proiektua Bizkaiko Foru Aldundiak finantzatzen du.

Egitasmoaren helburua bikoitza da: batetik, Panama Hiriko Charrillo auzo marjinalean Lanbide Heziketarako ikastetxe bat egitea, bereziki, marjinazio arazo horri aurre egiteko. Eta, bestetik, iraupen luzeko Lanbide Heziketa egitasmoaren bidez, gaur egun Panaman dagoen lanbide eredua garatuko duen esperientzia pilotua abiaraztea.

En el año 2008 el centro Maristak de Durango ha iniciado su participación en el proyecto Arrupe en colaboración con diversas instituciones de Panamá y contando con la financiación de la Diputación Foral de Bizkaia. El objetivo del proyecto Arrupe es doble: colaborar en la puesta en marcha de un nuevo centro de Formación Profesional en el barrio de El Chorrillo de la ciudad de Panamá, un barrio marginal sobre el que se quiere actuar mediante la puesta en marcha de un centro de FP, e iniciar una experiencia piloto sobre un nuevo modelo de Formación Profesional de larga duración, que ayude a evolucionar al actual modelo profesional de Panamá.

In 2008, the Maristak school in Durango began participating in the Arrupe project in collaboration with various institutions in Panama and with the funding of the Bizkaia Provincial Government. The goal of the Arrupe project is twofold —to cooperate in the commissioning of a new Vocational Training school in El Chorrillo, Panama City —an underprivileged quarter on which a specific action has been planned through the creation of a VT school— and to start off a pilot experience based on a new, long-term model of Vocational Training that will help to develop the model currently used in Panama.

Durangoko ikastetxeko langileek, dagoeneko, hainbat bidaia egin du Panamara, hango erakundeetako arduradunekin, proiektua zehazteko eta garatzeko. 2008-2009 ikasturte bukaerarako, ikastetxe berrian, espezialitate elektrikoa burutzeko ekipamendua jarrita zegoen.

Ordurako, Fundazio bihurtuko den ikastetxeko zuzendaria ere izendatua zuten.

En esta puesta en marcha participan de manera activa dos instituciones panameñas, el Instituto Nacional de Capacitación para el Desarrollo Humano (INADEH) y la Ciudad del Saber.

Personal del centro Maristak de Durango ha realizado diversos viajes a Panamá para concretar y desarrollar el proyecto Arrupe con los responsables de los diversos entes panameños. A finales del curso 2008-2009 se había ya dotado al centro de FP panameño con equipamientos de la especialidad eléctrica y se había producido el nombramiento de la Directora del nuevo centro de FP en Panamá, que se iba a constituir en Fundación. La nueva directora panameña visitó el País Vasco y el centro Maristak de Durango en junio de 2009.

Two institutions from Panama are actively participating in the start-up of the project, the Instituto Nacional de Capacitación para el Desarrollo Humano (National Institute for Empowering Human Development - INADEH) and the Ciudad del Saber (City of Knowledge).

Staff members of the Maristak school in Durango have made several visits to Panama to discuss and develop the Arrupe project with various Panamanian institutions. At the end of the 2008-2009 school year, the school —soon to be incorporated as a foundation— had already been provided with equipment to teach electricity and the school’s headmistress had been appointed. The headmistress visited the Basque Country and the Maristak school in Durango in June 2009.

HETELen elkarturiko zentroek gazteentzako, langileentzako eta langabeentzako Lanbide Heziketa eskaintzen dute. Honez gain, HETELeko zentroek era askotako zerbitzuak eskaintzen dizkiete enpresei, bai neurrira eginiko formazioa bai bestelako zerbitzu teknikoak.

Los centros de HETEL imparten formación profesional a jóvenes, trabajadores y desempleados. Además, los centros de HETEL ofrecen diversos servicios a las empresas, desde el diseño e impartición de formación a medida hasta la prestación de servicios técnicos de diversa índole.
