St. Elizabeth's Central Utility Plant 2 (CUP2) is an expansion project of The Department of Homeland Security (DHS) Headquarters at St. Elizabeth. The design-build project will be a secure and consolidated headquarters for the DHS in the National Capital Region, allowing for more efficient incident management response and command-and-control operations.

The St. Elizabeth campus has a rich history. A former government-run hospital for the mentally-ill, the site is now a National Historic Landmark.

The entire building footprint is below grade, with the upper two levels dedicated to electrical systems, while the bottom level is used for the mechanical system. Taken together, the levels include (2) 3.5MW generators, (4) 2.5MW generators and associated paralleling gear, (2) 13.8kV switchgear line-ups, (2) double ended secondary unit substations, (2) secondary unit substations, boilers, chillers and fuel storage.

About the project, Project Engineer Tom Blake stated, "the fact this project was built on a historical landmark in Washington, D.C. makes it a unique project. The complexity of the electrical systems and the top notch team I had the opportunity to work with is why I’m proud to have been a part of the St. Elizabeth's CUP2 project.
