THE SOUTHAfrican Council of Churches (SACC) is seeking answers from the Passenger RailAgency of SouthAfrica (Prasa) on the published regulations which ban several activities, including preaching, on the highly-utilised commuter trains.

“As the SACC, we take a view that, firstly, we do not condemn in any way, shape or form what Prasa is doing. We are seeking to say, let us have a conversation as a country and understand why certain decisions are taken.And key to these decisions is our view that Prasa would not take such a decision unless it is informed by something it believes is important enough to make these rules,” Mzwandile Molo, SACC deputy secretary general told NewzroomAfrika.

“We are clear in our minds that the trains are part of the extension of the public square and the public experience of our people, and part of that is living with the freedom to express your religious views, freedom to

share what you believe in, in terms of your faith, and we believe that kind of freedom must be counter-balanced by experiences of those who might not want to be disturbed, wanting to be in safe, quieter space.

“As the SACC, if we understand why Prasa makes that decision, it makes it possible to say to our communities – this is the reason, and this reason makes quite clear sense, and we believe we can support it. If it doesn’t make sense, we can then find solutions with Prasa, as communities that are interested in this work.”

Last week, Prasa spokesperson Lillian Mofokeng said that activities like religious gatherings, gambling and trading, which have been commonplace on commuter trains, are not allowed on the new Prasa trains.

She said Prasa had introduced the new rolling stock known as “The People’sTrain” as part of

rebuilding its infrastructure.

“The current rolling stock is structured differently and has open coaches. Due to this openness of coaches and oneness of the train sets, it is important not to impose behavioural system on any of our commuters. It is also in the interest of prioritising safety,” said Mofokeng.

“Attached, please find our conditions of carriage, which stipulates no smoking, no trading,

no churches, no gambling. We also have a Passenger Service Charter that (outlines) the service that Prasa is offering to commuters.”

She said Prasa had embarked on an education campaign to teach commuters about new rules.

“These activities have demonstrated over the years that they inconvenience many commuters and limit free movement inside the train,” said Mofokeng.

Tema is dit wat die skrywer oor die menslike toestand wil oordra.

Soos vantevore genoem, herinner ek myself gereeld aan skryfwenke wat ek as belangrik ag. Wat maak jy met jou skryfwerk?

Tydens die slypskool wat ek in 2013 bygewoon het, het ons fenomenale kursusleier , die baie bekende Riana Scheepers, gesê as jou skryfwerk in jou laai lê, is jy nie ‘n skrywer nie.

Dis menslik en normaal om bang te wees vir kritiek. Indien jy nie vir kritiek kans sien nie, is dit dalk beter om eerder nie te skryf nie. Onthou egter, skryfwerk wat in ‘n laai of op ‘n rekenaar skuil en deur niemand gelees word nie, kan aan niemand se lewe ‘n verskil maak nie.

Baie interessant is dat die fenomenale Duitse skrywer, Franz Kafka (hy was eintlik ‘n Poolse Jood, maar was Duitstalig en het in Duits geskryf) voor sy dood instruksie gegee het dat al sy ongepubliseerde werke na sy dood vernietig moet word. Indien dit nie vir Dora Diamant en Max Brod was nie, sou ‘n groot hoeveelheid van Kafka se beste werke nooit die lig gesien het nie. Kafka het gereken dat sy skrywerk bloot ‘n materialisasie van gruwelikhede was en dat dit glad nie gedruk moes word nie, maar eerder verbrand moes word.

Indien jy dus in jouself twyfel, onthou dat daar gróót name voor jou was wat ook in hulself getwyfel het.

Moet jy skryf wat jy ken? Daar is vele skrywers wat jou sal aanraai om te skryf wat jy ken, maar indien jy fantasie skryf, betree jy die onbekende en daar is niks daarmee fout nie. Wanneer jy fantasie of

Indien jy ‘n realistiese storie skryf, maak seker dat jy voldoende navorsing doen of weet waarvan jy praat. Jy kan nie ‘n storie oor die Vaalrivier in Zambië skryf nie. Die Vaalrivier is in Suid-Afrika en die Zambezi loop deur Zambië en Zimbabwe.

Tema

Vind die tema in jou storie en werk dan daaraan. Elke goeie storie het ‘n plot en ‘n plot benodig ‘n goeie tema. Belangrik is egter dat die skrywer nie die tema uitspel nie, maar eerder ‘n spoor broodkrummels los sodat die leser self die tema kan uitpluis. Sonder ‘n tema is jou stories slegs handelinge wat plaasvind sonder om te verduidelik wat die motief vir hierdie handelinge is. Sonder ‘n tema gaan jou storie leeg en betekenisloos wees.

CaptainAmerica se grootste karakterfout is sy ego. Dit is vir hom belangrik om altyd die leier te wees.

Paul Rudman in Sweepslag en Sindikaat is ‘n major depressieleier. Hy stoei met angs en depressie. Op die oog af blyk hy baie humoristies te wees, maar eintlik gebruik hy humor as oorlewingsmeganisme. In effek is hy dus ‘n hartseer nar (sad clown).

Lukas Brandt in Spel stoei met ADHD en angs. Hy is daarom kort van draad en ongeduldig. Hy’t nie begrip vir mense wat uit ander omstandighede kom en anders as hyself oor die lewe dink nie.

Mosterdsous: 4 eiers 50 g (60 ml) suiker 15 ml mosterdpoeier (ek gebruik english mustard powder) 25 ml water 50 ml wit asyn 125 ml mayonnaise 30 ml room of romerige melk

Klits die eiers tot 'n skuim in 'n pot. Klits die suiker lepelsgewys by Meng die mosterdpoeier met

die water en voeg by die asyn by. Voeg die asyn/water/mosterd mengsel by die eiers in (in die pot)

Roer die sous oor matige hitte totdat dit begin verdik. Klits die sous nou met 'n eierklitser terwyl dit in die warm pot is. Haal dit van die stoof af en laat afkoel. Roer daarna die mayonnaise en room by. Gooi oor die Slaai.

An alleged Melkbosstrand horror house, where a businessman accused of molesting seven children is believed to have committed some of his crimes, has been razed.

The property, situated at 30Third Avenue, has been completely demolished after Marius Pistorius and his wifeAnnet sold it to M Cape Construction Pty Ltd in August.

It fetched over R4 million and it is understood that the property will be redeveloped after the entire structure was flattened.

Pistorius was named as the alleged “Melkbos monster” after a News24 investigation revealed that he has been accused of abusing at least seven children who attendedAnnet’s playschool Babbel & Krabbel, which she founded in 1992.

She is no longer involved at the facility, situated on the property of the Hervormde Church, after the landlord threatened to shut down the play school if she did not step down and hand over management following the harrowing allegations.

Pistorius was never charged. In all of the instances, the National ProsecutingAuthority declined to prosecute, finding there was no consistency in the children’s allegations in terms of what happened and who the perpetrator was.

Social worker Edith Kriel, who had assessed four of the alleged victims, countered that the fact that there are inconsistencies is, to some extent, "validating that it is a real experience".

The NPAalso cited a lack of corroborating evidence, and the "doubtful" probability of the young complainants being found to be competent witnesses.Among the alleged victims who claimed Pistorius molested and raped them at theThirdAvenue house is Sandy Crake, now the mother of one of Pistorius’children. She charged that Pistorius raped her for the first time in his bedroom in the early 1980s, when she was 13 years old. His mother, Lettie, had still been alive and living in the house at the time.

Crake had lived across the road. She alleges his assault on her continued into adulthood and she eventually gave birth to their daughter when she was 19 years old.

The children who claim Marius Pistorius abused them:

Tatum*, 4, tells a social worker that the "uncle at Babbel and Krabbel School, with the silver hair, touched her 'cookie'". She calls him Maurice.

The sexual assault of Jessica*, 3, is confirmed by a medical exam. She does not name her assailant, but refers to a monster "oom" who took her for a drive.

Liza*, 2, claimed to have been abused by a woman and an old man.The oom had hurt her "piepsie", she said, while his penis was "hard like a stick".

Jason*, 5, tells his parents Oom Marius "hurt my totterman at [his] house". He details how the man pulled his penis and forced his thumb into the boy's anus. His brother supports his allegations.

There is no statute of limitation for rape. Crake, 53, laid charges against him in 2019.The State declined to prosecute citing a lack of corroborating evidence.

She is now attempting to have him privately prosecuted.

Crake, who claims she was befriended by Lettie and groomed to be Pistorius' wife before he marriedAnnet, had mixed emotions about the demolition of the house, considering that it was an escape for her when things were "difficult" in her own home.

"But that was a house of evil. We don’t know how many lives were destroyed there - I was destroyed there," Crake said.

"While some are probably delighted that this blight is now off the face of the earth, my daughter was created in that house. But that also does not take away from all the bad that happened inside those walls."

Adecade ago, the house was one of three properties linked to the Pistoriuses that was searched as part of anAnton Piller order, granted in a civil case pursued at the time by the parents of two alleged victims.

The crèche itself also formed part of the search, as well as a second property then owned by the couple – Crake’s childhood home

situated across the road.

Various items the children claimed to have seen at the place they were taken to by their assailant were found during proceedings.

The civil case, however, was eventually withdrawn by the parents as they had run out of money to pursue it.

Following News24’s exposé, which the Pistoriuses attempted to interdict in the Western Cape High Court before withdrawing their legal action, there were renewed calls for the reinvestigation of the children’s cases.

Locals had also protested on the beachfront – less than a kilometre from the Pistorius' homedemanding justice for the young alleged victims.

Last week, a petition containing thousands of signatures urging the NPAto "give the children of Melkbosstrand their day in court" was handed over by Crake and some of the alleged victims’

parents.

Demanding that the State reopen, investigate and prosecute the cases "properly", a printed box containing the signatures in support was handed over at the prosecution authority’s offices in CapeTown.

The number of signatories has since increased to over 20 000.

The Director of Public Prosecutions in the province has since written to the parents, confirming the decision to not institute any prosecution "after a consideration of the papers".

Pistorius and his wife previously denied all the allegations against him. He did not respond to a request for comment regarding the sale of his house.

According to a neighbour, the couple is believed to be living on their farm on the West Coast.News24

The presidency announced that Ramaphosa declared the holiday in terms of Section 2A of the Public HolidaysAct (Act No 36 of 1994).

"In terms of the 2022 annual calendar, Christmas Day, December 25, falls on a Sunday. Section 2(1) of the Public HolidaysAct provides that whenever a public holiday falls on a Sunday, the following Monday shall be a public holiday,” said presidency spokesperson Vincent Magwenya.

“If the holiday of Sunday December 25 were to be moved to Monday December 26, this would cancel the

holiday of December 26 or cause the two holidays — which are part of 12 paid public holidays annually — to overlap,” stated Magwenya.

The presidency said that this would mean workers would only have 11 paid public holidays this year, while Section 5 of the Public HolidaysAct provides that "... every employee shall be entitled to ... at least the number of public holidays as provided for in this act”.

The president declared a public holiday in view of the unique circumstances around the 2022 calendar, and to uphold relevant labour law principles and practices, Magwenya said.

The ANC And Russia: It All Adds Up

The main issues facing the mining industry in SA, it emerged at the Investing inAfrican Mining Indaba in CapeTown a while back, are, surprise, surprise, government inaction and incompetence. By now, even a sympathetic response from President Ramaphosa is suspect: here and there people in the audience were heard muttering: “Sure. What’s in it for theANC and its cadres?”

Agreat deal of money, it emerges.

TheAfrican Mining Indaba in CapeTown heard that mining companies are prepared to increase their investment in projects in SAby 84% – if the government tackles the dysfunction plaguing the processing of mining permits and approvals for self-generation projects, as well as “constraints” facing our railways and ports.

The Fraser Institute’sAnnual Survey of Mining Companies, which was published inApril, ranked SAin 75th place out of the 84 jurisdictions in the 2021 investment attractiveness index. This was the worst rating SAhad been given since 2009.

Addressing the conference next day, President Cyril Ramaphosa hinted the government might now be “open to discussing” requests from mining companies to allow for the private operation of Transnet Freight Rail’s dedicated heavy-haul coal, manganese and iron ore export lines.

Rail and port constraints cost mining companies R35bn in lost income in 2021, according to Minerals Council SA.

Did we hear the President mention manganese? That had just got a whole new meaning when, almost simultaneously, investigative journalism group amaBhungane revealed the extent of theANC’s joint stake with a “listed” Russian oligarch in an extremely profitable manganese mine in the Kalahari.

“We need to improve our railways, which have fallen into disrepair, and the ports, which are not performing at a level where we want them to perform,” Ramaphosa agreed.

Minerals Council SACEO Roger Baxter had said on Monday that there are R30bn of capital projects awaiting approval, but there is a backlog of 4,500 outstanding licence applications at the Department of Mineral Resources & Energy, where it

takes more than 350 days for mining and exploration licence applications to be processed. Ramaphosa’s response:The government also understands the urgent need to fix the regulatory and administrative problems “that had crept into” the application process for mining and exploration licences.

Leaving sceptics asking: what might theANC’s interest be in “simplifying” regulations and “speeding up” approvals? Need we be reminded that corruption thrives in unregulated “emergency” environments?

DALeader John Steenhuizen told the nation on his return from Ukraine: “TheANC most certainly does not speak for SouthAfrica on Ukraine, and that was a big part of my message to the people I met there.” But why does the ANC not speak for the people of SouthAfrica on the war in Ukraine?

In March the DemocraticAlliance lost no time in taunting theANC that its abstention was because a US-listed Russian oligarch, Viktor Vekselberg, is listed as having donated R7.5 million to theANC.

Small change, but, it now transpires, the DAmembers were on the right track; they just seriously underestimated the worth of Vekselberg’s relationship with theANC.

The latest report from the investigative journalists at amaBhungane decidedly upped the ante.

Already in 2015 amaBhungane raised the issue of theANC’s relationship with Putin’s Russia, when they unearthed the secret terms of a proposed nuclear power station deal with Russia. (“The signs were there from early on, fuelling a growing suspicion that Zuma and Putin hoped to bypass a competitive tender process by smuggling a detailed agreement in through the back door,” they noted there.)

Features of that proposed deal that aroused suspicion were:

It contained more clauses favourable to the bidder (Russia) than any of the other four bids (from France, China, the United States and South Korea). It contained what amounted to a veto clause excluding any other bidder from working with South Africa without Russian consent. It required the SouthAfrican government to create a “special, favourable regime” in tax and “other financial matters” for the

Russian bidder – on a trillion rand electricity generation deal that would take decades to complete – and, many believe, would in all probability bankrupt the country Why would the Russians have been so confident in their demands? In today’s South Africa, the question would be phrased differently: what was/is in it for theANC and its cadres in high places?

AmaBunghane’s report provides at least a more plausible explanation for Ramaphosa’s abstention on the UN resolution condemning Russia’s invasion of Ukraine – and his concern with facilitating the shipping of manganese.

The report launches in with a blunt statement: “United Manganese of Kalahari (UMK) is set to become an unbridled cash cow for theANC, especially its funding front Chancellor House. UMK’s riches and its Russian connections create a strong motive for the party’s equivocation on the Russian invasion of Ukraine.

“Financial records from Cyprus show that UMK paid out a staggering R2.4 billion in dividends in 2020.”

Chancellor House’s indirect 22% share of those dividends would have amounted to R528-million. It has since increased its stake in the company by buying out another shareholder, so that dividends totalling hundreds of millions in 2021 and beyond will continue to flow into theANC’s largest declared fundraiser

This can be inferred from the accounts of the Russian half of the UMK joint venture, a Cyprusregistered entity called New African Manganese Investments (NAMI) through which Russian billionaire Viktor Vekselberg (the same) owns or controls the other half of the shares in UMK. In 2018 Vekselberg and six other

wealthy Russian “oligarchs” perceived to be close to the Kremlin were made Special Designated Nationals by the US government.Their assets in the US were frozen.

In March this year, following the invasion of Ukraine, the sanctions against Vekselberg and others were intensified with his yacht and jet, together allegedly worth $180-million, being frozen.The yacht, a 2,000 ton floating palace namedTANGO, is registered in the Cook Islands.After the freezing, the FBI went a step further and seized the super-boat inApril.

The SouthAfrican-held 51% in UMK is owned by Majestic Silver Trading 40 (MST) which is a politically connected South African consortium including Chancellor House, PitsaYa Setshaba Holdings (PST) and a Kalahari CommunityTrust.

Chancellor House was identified as anANC front in 2005 when it was rapidly striking deals in the mining and energy sectors, sometimes under questionable circumstances.

Today it no longer makes any secret of its role. What has escaped notice is the evidently enormous importance of UMK in the scheme of things.The scale of dividends revealed in the financial statements of NAMI indicate that theANC is unlikely to have any comparable dependable source of cash: R15million each from Chancellor House, UMK and MST, making a total of R45-million per year

The second Vice-Chancellor’s Awards recognised and rewarded excellence in the SPU community, with winners announced in three categories: Excellence in Research, Community Engagement, and Service Delivery for the year 2021

Prof Crouch explained that the purpose of these awards – apart from being a morale booster – is to recognise people who have exceeded expectations and have gone beyond the call of duty “These are individuals who have ensured the university reaches its goals.They are excellent staff who deliver outstanding work. The ResearchAward is bestowed upon an academic who has increased SPU’s local and international research visibility The winner of this category, Prof Nhamo Chaukura, a full Professor in the Department of Physical and Earth Sciences in the School of Natural andApplied Sciences was recognised as a research expert in 2021. He has published 19 peer-reviewed journal papers in high-impact and reputable journals, and in terms of community involvement he and two colleagues assist high school learners with chemistry, physics, and mathematics for grades 10 to 12.

TheAward for Excellence in Community Engagement is bestowed upon someone who has placed the institutional goals of learning and knowledge production central to high-impact, public engagement, with a focus on engagement as a scholarly endeavour.

When Did Humans First Start To Speak? How Language Evolved In Africa

Africa.

Clicks occur in less than 1 per cent of the languages of the world.They also occur in a few isolated instances in EastAfrica and in certain languages of SouthAfrica that adopted the clicks when they came into contact with the Khoisan. Clicks have also been noted in one instance outside theAfrican continent, in an extinct ceremonial language register known as Damin inAustralia.

And the use of full grammatical language?

As the different speech sounds evolved, they combined in various ways to form syllables and words.And these in turn combined with each other in different ways to generate the structural types of grammatical sentences that characterise modern languages.

When did humans first begin to speak, which speech sounds were uttered first and when did language evolve from those humble beginnings?These questions have long fascinated people, especially in tracing the evolution of modern humans and what makes us different from other animals.

George Poulos has spent most of his academic career researching the phonetic and linguistic structures ofAfrican languages. In his latest book, On the Origins of Human Speech and Language, he proposes new timelines for the origins of language. We asked him about his findings.

When and where did human speech evolve?

Research carried out for this study indicates that the first speech sounds were uttered about 70,000 years ago and not hundreds of thousands or millions of years ago, as is sometimes claimed in the literature.

While my research has been primarily based on phonetic (speech sounds) and linguistic (language) analyses, it has also taken into account other disciplines, like palaeoanthropology (the study of human evolution), archaeology (analysing fossils and other remains), anatomy (the body) and genetics (the study of genes).

The transformation of Homo sapiens (modern humans) from a “non-speaking” to a “speaking” species happened at about the same time as our hunter-gatherer ancestors migrated out ofAfrica.

When those early adventurers migrated beyond theAfrican continent, they took with them the greatest gift ever acquired by our species — the ability to produce speech sounds, enabled by the creation of a “speech” gene.

It was that ability, more than anything else, that catapulted them into a world in which they would dominate all other species.

Which speech sounds were first uttered?

The very first speech sounds ever produced were not just random involuntary sounds. Underlying these speech sounds was a fledgling network that connected certain areas of the brain to different parts of the vocal tract.

Another interesting factor was an apparent change in the diet of our early ancestors and the possible effect it might have had on the human brain.The change to what was essentially a marine diet rich in omega 3 fatty acids occurred when those early humans migrated from the interior to the coastlines of the continent.

The vocal tract developed gradually over a long period and the different stages in its development determined the types of sounds that could be produced.At the time of the “out ofAfrica” migration, the only part of the vocal tract that was physiologically developed to produce speech sounds was the oral cavity (mouth area).The only speech sound that could be produced entirely in the mouth at the time was the so-called “click” sound.The airstream could be controlled within the mouth. Clicks are the only known speech sounds that behave in this manner

They still occur today in a few African languages — predominantly in the Khoisan languages spoken in parts of Botswana, Namibia and South

An example of a click speech sound is the so-called “kiss” (or bilabial) click where the lips are brought together and the back part of the tongue is raised against the back of the mouth. The lips are then sucked slightly inwards and when released a click sound is produced.

My research suggests that the “kiss” click was probably the first speech sound ever produced by Homo sapiens.As time moved on, the various parts of the tongue became more and more manoeuvrable, making it possible for other click sounds to be produced in the mouth as well.

So, when did the other speech sounds evolve?

This study demonstrates that the production of all the other human speech sounds (the other consonants, as well as all the vowels) began to take place from approximately 50,000 years ago. This was dependent on the gradual development of a wellproportioned vocal tract which included the mouth, the area behind the mouth (the pharynx), the nasal passages and the allimportant larynx with its vocal cords.Three airstream mechanisms evolved for the production of all speech sounds and they evolved gradually in successive stages.

How did humans communicate before clicks?

Before this, the only sounds humans could produce were the so-called “vocalisations” or vocal calls.Those were imitations or mimics of various actions or sounds that humans were exposed to in their environment.

They may have also been involuntary sounds which expressed various emotions or the involuntary sounds made when yawning, sneezing etcetera.These must not be confused with the very intricate mechanisms that are involved in the production of the speech sounds which form the foundations of what we recognise today as human language.

The initial ability to produce speech sounds was the spark that led to the gradual evolution of language. Grammatical language did not evolve overnight.There was no “single silver bullet” that generated language.

The indication is that human language was a fairly late acquisition of Homo sapiens. It is argued in this study that language, as we know it today, probably began to emerge about 20,000 years ago.

We observed earlier that the first speech sounds were uttered by the ancestors of the speakers of present-day Khoisan languages. In the light of this observation, it would be reasonable to assume that they had a head start in being the first to speak a grammatical language as well.To date there is no substantial phonetic or linguistic evidence to indicate that other species such as the Neanderthals could have ever spoken a grammatical language.

They did not have the required vocal tract dimensions for speech sound production, let alone the morphological and syntactic structures that were required for grammatical language.

Why does this all matter?

The utterance of the very first speech sounds about 70,000 years ago was the beginning of a journey that was to lead to the evolution of human language. Language has provided the medium of communication that has played a pivotal role in the momentous developments that have taken place from the earliest known “written” records that we have access to (some 5,500 years ago), to the highly sophisticated technological advances that we are witnessing today.The Conversation
