American oil giant, ExxonMobil, with a strong hand from Guyana's politicians, succeeded in building a castle madeofstrawandsand. ThetaxdealthattheAPNU+AFC Coalition and ExxonMobil signed off on in 2016 is such a sandcastle. The tax deal, a sweetheart sub deal, in the biggeroildeal,thatisperpetuatedbythePPPCGovernment is that same sandcastle. One good kick and the grains scatter, the whole tax setup, this shaky tax scheme, crumbles.

The 2016 ExxonMobil-Guyana oil contract is itself the handiworkofsomepeoplewhoselibertyshouldhavebeen takenawayalongtimeback. Forinthatcontract,thereis that sweet billion-dollar tax giveaway that ExxonMobil arranged and finalized for itself at the expense of every living Guyanese. When the prospering US oil giant is partnered with by successive Governments of Guyana to continue with that costly tax deal, then nothing less than a crimehasbeencommittedagainstcitizenshere. Despitepleasfromacross-sectionofGuyaneseforthe government to take action and reverse that tax gouging by ExxonMobil, national leaders have been a study in denial, have presented a face that is all for the US company, and nothingforGuyanesecitizens. WhenExxonMobilisgiven licensenottopaysomeUS$10Bintaxessofar,thenthere areonlyonesetofvictimspunishedbythatheist,thatloss, i.e.,Guyanesecitizens. ThepoliticiansintheAPNU+AFC Coalition Government didn't care, were reckless and irresponsible beyond what the imagination is capable of, when there was signing of that oil contract in 2016 with ExxonMobil that impoverished Guyanese. Politicians in the PPPC Government promised to strip all contracts of their fat, (“review and renegotiate”), which had to target ExxonMobil'staxgame,onlyforthemtowalkbackonwhat would have done right by struggling citizens. US$10B in taxesgivenawayisagiftthatthiscountrycannotafford,but all that craven Guyanese politicians focus on is how to pleaseExxonMobil,soastoretainpower.

Guyanese politicians have earned the worst of dirty reputations for their trickiness and impotence. There are still,however,someUSpoliticianswhocansmellratswhen they are present, and know a con game when it is in operation. Three US senators are concerned about ExxonMobil's manner of conducting business in Guyana, particularly its tax dealings, and howAmericans could be leftholdingabag. Theydon'tlikewhattheyseesofar,so theywanttoknowmore. Whenthethreesenatorsfromthe Democratic side of the aisle get what they asked for from ExxonMobil'sCEO,DarrenWoods,itisalmostguaranteed that they will take issue with the tax farce that has been playingoutinGuyanaforyears. TheGuyanaGovernment pays the tax that is due from ExxonMobil, which then claims a credit from the IRS inAmerica, for what it didn't payacent.Wedon'tknowwhatkindofresponse,andhow much detail, the three US senators will receive from ExxonMobil'sWoods. Butofoneaspectofthiswholetax conthereiscertainty Thetaxcongamewillbegivensome broad exposure before a large US audience, and a bigger globalone. Guyanesedon'tcarewhentheyarebeingripped off by their own governments working in tandem with foreign corporate partners. However, Americans are cut from a different cloth, having been gouged and made into paupers, from time to time, by Wall Street hustlers, and powerhouses in Corporate America. Enron gouged its workersandlefttaxpayerswithahugebill. Inthefinancial conflagration of 2008, reputable companies were part of a bigrip-offfromwhichsomeUScitizensarestillrecovering. Unlike Guyanese politicians, some US politicians care about such developments, and when they do, they spring into action. person being bullied can develop mental health issues Stigma and discrimination surrounding mental health issues have historical and cultural groundings.

According to the United Nations the term “bullying” c o v e r s p h y s i c a l , psychological and sexual violence (understood in this context to mean sex-related mockery and gender-based discrimination), very little data is available on the psychological occurrence of it, and countries must do more to gain a better understanding of this issue.

UN Educational, Scientific and Cultural Organisation (UNESCO) report shows that girls and boys are equally affected overall by bullying, but that boys are more likely to suffer from physical violence. The World Health Organisation (WHO) defines mental health as “a state of mental well-being that enables people to cope with the stresses of life, realise their abilities,learnwellandwork well, and contribute to their community It exists on a continuum from optimal functioning to severe distress and is experienced differentlybyeachperson.

It is influenced by a combination of individual, social,andstructuralfactors. Risks such as genetics, substance use, poverty, violence, and inequality can undermine well-being, especially during sensitive stages like childhood Unfortunately, our schools

are oftentimes the sites of conflicts and discord given the diverse backgrounds based on values and beliefs. This is the reality for so many students and therefore needs urgent attention. In manyinstances,therearenot e n o u g h g u i d a n c e counsellors or even trusted individuals for students to reachoutto.

Those students who are deemed as being different are usually targeted by bullies Boys who are sensitive and show their emotions are often targeted.

Suicide in Jamaica has reached a point where it is beyond a crisis and has now entered the realm of an epidemic.

Additionally, there is oftentimesadominantstrand of toxic masculinity that is pervasive in many schools. There is direct link between toxicmasculinityandmental health.

Toxic masculinity is the way men are culturally trained and socially pressured to behave. Toxic Masculinitycountersmental and physical health treatmentevenwheninjured or emotionally struggling. Suppressing mental health issues, such as depression, trauma, and anxiety can worsen symptoms, and precipitate isolation from family and friends, and may eventually lead to suicide. A national dialogue is needed.

Importantly, bullying also takes place within the educationsystemfromsome authority figures who wield power and influence, which they use to inflict both tangibleandintangibleharm to those they view as less

worthy

Where there is an absence of social justice bullying takes center stage. Socialjusticeisacommunal effort dedicated to creating and sustaining a fair and equal society in which each person and all groups are valued and affirmed It encompasses efforts to end systemic violence and racism and all systems that devalue the dignity and humanity of any person. It recognises that the legacies of past injustices remain all around us It promotes efforts to empower individual and communal action in support of restorative justice and the full implementation of humanandcivilrights.

Changing the narrative surrounding suicide is vital in fostering a culture of empathyandcompassionfor those who are struggling withtheirmentalhealth. Ina culturethatisquicktoassign labels and judge, changing thenarrativemeanslistening and guiding individuals wherepossibletowardshelp. Our educational institutions must have clear policy guidelines about bullying as bullying is frequently a police matter Suicide prevention should be a national priority Seeking mental health support is a sign of strength and resilience than weakness especiallyasmoreandmore familiesarebeingnegatively impacted by suicide. The 2025 elections were extremely instructive, and I stronglyrecommendthatthe University of Guyana's Statistics Department consider undertaking a project to evaluate the results,boxbybox,overthe last three election cycles to explain to the Guyanese

public this political evolution happening in Guyana. Such an analysis at the micro-level is necessary to help us better understand the trends that are quietly reshaping Guyana's political landscape.

While the PPP is celebrating its victory of 36 seats, the results warrant a closerexamination.Oncethe examinationisdone,thePPP

would recognise that these 2025 elections offered them a pyrrhic victory, as they have clearly decode the silent damage done to them bytheWINparty

Let us begin with those voters who refused to exercise their franchise. A significant portion of the electorate effectively protestedbyabstainingfrom voting This silent bloc estimated between 21,000 and 22,000 citizens, roughly equivalent to four parliamentary seats—could provedecisivein2030when they come out to vote Electoral practice informs that very few voters stays away from two consecutive elections. Thus the 2030 elections have even more

The central question: What strategies are PPPand APNU developing to appeal tothisgroup?

On this note, there is a

story to be told about New Amsterdam and it deserves attention.

Thegoalssetforthbythe Minister of Tourism, Industry and Commerce are admirableandachievable.It was encouraging to see that Susanhasbeguntoembrace the cultural richness of Guyana and has also made space for the cycling experience in the botanical gardens,whichisalsoeasily tied to visits to the Art Gallery and Zoo. There is neverashortageofbeautiful plants and singing & whistling birds in the gardens Her focus on

providing uniquely Guyanese experiences for those visiting, which cater for ecotourism while also

embracing the rich experiences that our Capital hastoofferwillattractthose who have left our shores. They are the low hanging fruitofpotentialtourists,and her approach should be applauded These are experiences that bring back fond childhood memories for some and create new onesforothers.

Itshouldbenotedthatfor her and her Ministry to be exceedinglysuccessful,both Priya's and Oneidge's Ministriesmustalsoachieve success.

Priya and Oneidge both playpivotalrolesinensuring that Guyana's objective of becoming a premier tourist destination is achieved Priya's Ministry must work closelywithlocalauthorities to secure a high level of quality in the services being provided in the locations where Tourists will be encouraged to visit. This means working closely with the various mayors to provide them with the resources and capabilities needed to maintain a clean and well-run area at and around key tourist destinations.

Includingbutnotlimited to sanitation, water and electricity,touristsdoexpect first world comforts while dabblingintheadventurous. Oneidge, who was the previous Minister over the Tourism sector can appreciatetheimportanceof

ensuring that the level of safety at and around these tourist locations is unquestionable. By having the GPF maintaining a safe zone around the tourist attractions,thepreventionof robberies and unsafe behaviour that can injure pedestrians and tarnish the image of Guyana's tourist offerings will be better attained.

The Ministry of Home Affairs must also do what is necessary to curb the unsanitary behaviour of littering; and the overconsumption of alcohol thathasledtodangerousand fatal arguments must be curtailed.

Preventing the open use ofcutlasseswillalsobecome necessarywithinthevicinity of the tourist attractions to safeguard against unforeseendangers. These are but a few examplesofhowthesethree Ministers are highly interdependent for success to be achieved. Safety of those visiting must become and remain the top priority for all those involved in developing the sector CRG has confidence that these three Ministers will be able to achieve success. They have been through the rigor of Queen's College and Bishops' High School. The top two Schools in our country where the best minds of the country are nurtured and developed These are schools where students learn to compete with each other while at the sametimemakingeachother better The outcome has always been the raising of the overall level of achievement for fellow colleagues and comrades due to the high level of cooperation amongst the student body that is continuously encouraged by theteachingstaff.

These Schools also have a legacy of producing Ministersandfutureleaders. The rigor and culture of Queen's College and Bishops' High School have always brought the best work ethic out of those who

haveembracedthetraditions and values of these schools. CRGlooksforwardtoPriya, OneidgeandSusanworking closely together to achieve that which they cannot achieve on their own for the betterment of our Capital andourNation.

AstheMinistryofLocal Government becomes more effective, the local government structure will also be strengthened and become more dependable; and the locations being visited by tourists will be better maintained In addition, the Ministry of Home Affairs (MoHA) will become more indispensable inenablingthesustainability oftheeffortsoftheMinistry of Local Government and Regional Development MoHA's efforts will also improve the security, and lawandorderthroughoutthe country

The synergies between these two Ministries will in turn also strengthen the Ministry of Tourism, Industry and Commerce's offerings and provide the consistencyofahighquality, uniquely Guyanese experience necessary for a successful tourism sector

Having seen Priya and Oneidgegrowuptogetherat Queen's College, their ability to work together to layastrongfoundationupon which to build the tourism sectorshouldmakethisgoal achievable.

The ambitions for the sector that have been shared by Susan should be within reach within the next five years if not sooner It will requireateameffort.

The United Nations GeneralAssembly (UNGA) iscurrentlyissessioninNew York. It is meeting at a time

when unprecedented dynamic geo-strategic processesaretakingplacein other parts of the world and where a once dominant unipolar global system is inexorable giving way to a multipolar syst

m characterised by the sovereign equality of states, basedoninternationalruleof law, multilateralism and p e o p l e - c e n t e r e d development.

A g a i n s t t h i s backdrop, the currently unfolding situation in the Caribbean, fraught with the possibility of military conflict, must be of grave concern to policy makers in region.

Speeches delivered at the UNGA by Caricom and other South American leaders will let us know whether they have views or noneatallabouttheseevents at least to express them publicly

The big question is; what is it that has given rise tothepresentstateofaffairs? In answering this question, thegeneral conclusion seems to be that US-Venezuela relationshavedeterioratedto suchanextentthatwhilewe aretold'alloptionsareonthe table,' regime change appears to be the most probable option given the massive but threatening deployment of US military assetsintheregion.

A regional tour d'horizonwillshowthatthe

issueappearstobe'toohotto handle' collectively since different approaches to the matter were adopted by CARICOM member states. Moreover, just as the controversial Cuban health workersissue,provedtobea 'hot potato' for a collective stance to be adopted, both issues taken together have proven to be divisive for member states of the Caribbeancommunity

It is against the backdrop of this twin controversy, that the rise of great power interests and presence in the region is becoming increasingly discernible.

The raison d'être for the 'heavy' US military and naval presence in the Caribbean is not because of an increase in tension between the US and Venezuela and the US' commitment to fight drug traffickers and criminal gangs, it is because of what theUSperceivesastherapid intrusion in its 'sphere of influence' and its 'backyard,' by powerful extra-regional forceswithoilandeconomic interests hovering menacingly in the backgroundoftheunfolding regionaldrama.

Pushed against the wall, by US sanctions and threats, Caracas is pushing back to avoid being isolated globallyandseekingsupport from key BRICS nations anathema to US foreign

policy and national security interests.

Thus, the large-scale US naval and military presence in the Caribbean region represents more than meets theeye.

From all appearances, the Maduro administration a p p e a r s t o h a v e internationalised their claim thatVenezuelaisavictimof US aggression; that US sanctions are being used to strangleitseconomyandthat the ultimate aim is to effect regimechangeinVenezuela. In the circumstances, Madura is left with little or nowriggleroom It is against this backdrop, that the Maduro administration has managed to whip up and to gain the support of some academics andsocialmediainfluencers in Europe and the United States as well as some governments in countries in theglobalsouth.

Govt. to use a portion of World Bank loan to procure laptops for schools

Education will be utilising a portion of a loan from the World Bank to procure a number of laptops for schoolsinthecountry

This is according to a requestforbidsissuedbythe ministry

According to the document, Guyana has received financing from the

World Bank toward the cost oftheGuyanaStrengthening Human Capital through Education (HCP) and intends to apply part of the proceeds towards the contract.

The ministry noted that the delivery period for laptopsisexpectedtobefour months from the signing of the contract. Bids for the contractareexpectedtoopen on November 4, 2025 at the

National Procurement and Tender Administration Board(NPTAB)office.

Iwritewithdeepconcern regarding the recent case of the 19-year-old young woman who has been remanded to prison for the alleged murder of her abusivepartner

From all accounts, this young woman was a victim of continuous domestic violence.

On the day in question, she was reportedly defending herself when he attemptedtobeather After retaliating, which tragically led to his death, shedidtheresponsiblething — she made her way to the policestationtofileareport.

Yet, despite her actions and the clear circumstances

of abuse, she now finds herself remanded for murder Isourjusticesystem blind to the cries of women who have suffered silently fortoolong?

Why should a victim of abuse,actinginself-defense, be treated as though she is a cold-blooded criminal? I ask:

Where are the women's rightsgroups,thebodiesand organisations who pledged to stand up for vulnerable women?

Where are the lawyers willing to step forward and represent her? Should her actions be punishable? Certainly, but punishment does not mean stripping her ofhervoice,herdignity,and

her right to a fair chance to defendherself.

There is a familiar chorus that surfaces every so often in Guyana’s national discourse It says that government is pampering thericesector

The refrain is sung with such conviction that one might believe rice farmers are the only beneficiaries of state support. But nothing could be further from the truth. If the rice sector is being “pampered,” then by the same measure, the bauxite and gold mining industrieshavebeencoddled and cosseted for decades, enjoying far more generous concessions,taxbreaks,and preferentialtreatment.

Let us strip away the hypocrisy Those who cry

The sector is a large employer, a foreignexchangeearner,and a stabiliser for rural life. To undermine rice is to undermine a whole social structure.

And yet, the sector is being asked to operate in a world that is often unforgiving. Critics like to advance the notion that Guyana should simply stockpilericeuntiltheworld marketpriceimproves.Such armchair economics ignores the realities of farming Millers and farmers do not havethefinanciallatitudeto sit on unsold grain, waiting for some mythical price surge. Stockpiling requires vast storage facilities, pest control, financing arrangements, and other costly investments that are simply unaffordable To expect small and medium farmers to behave like multinationalcorporationsis to ignore the lived reality of ruralGuyana.

That said, government supportisnotunconditional. Farmers themselves must remain efficient and competitive There is no room for complacency. Current estimates suggest thatevenatasellingpriceof $2,800 per bag, farmers can break even, provided yields rise from the traditional 30 bags per acre to 40 bags per acre. The state has already shouldered many of the

burdens. Fuel is subsidised. Fertiliser is duty-free and is in many instances being distributed free of cost to farmers Drainage and irrigation an expensive

cultivation are largely bornebythestate.Theseare not minor concessions; they aremajorinputsintothecost structureofricefarming.

The responsibility now falls on the sector to lift its productivity Improved yields are not an impossible target With better agronomic practices, new varieties, and more efficient management, moving from 30to40bagsperacreismore than achievable. If farmers cannot break even at $2,800 perbaggiventhesesupports, then the hard question must beasked:isthesectorviable in its present form? For government’s backing to continue, the sector must demonstrateadaptation.

Butcallingforefficiency is not the same as withdrawing support No one seriously suggests that miningshouldbeabandoned when gold prices dip or that oil drilling should cease whencrudefallsbelow$40a barrel. The state steps in, whether through tax concessions or fiscal adjustments to tide those sectors over Why then should rice the most rooted, most socially embedded, and most historically significant industry be treated differently?To brand rice as p a m p e r e d i s t o misunderstanditsroleinthe

national fabric. It is not a luxurycrop;itisalivelihood crop.Itisaculturalcrop.Itis partofwhatmakesGuyana’s agriculture sector both robust and diversified. And in a country where rural communities often feel left behind, rice has offered continuityandsurvival.

The challenge is not whether to support rice but how to ensure that support translates into long-term competitiveness.Investment in research, better extension services, and incentives for yield improvement must accompany subsidies Farmersmustrecognizethat state support is not a permanent crutch but a ladder—onethatshouldhelp them climb towards greater efficiency

In the end, the debate about“pampering”isafalse one.Riceisnotpampered;it is supported, much as mining and oil are supported,thoughoftenwith farlessgenerosity

Thedifferenceisthatrice returns its benefits not to foreign shareholders but to thevillagesofGuyana,tothe small farmer, to the rural household.

That is an investment worthdefending.

When Exxon delivers a tax receipt from Guyana for what it didn't pay, then a question is repeated before Guyanese. Isthatascamor isthatascam? WhenExxon takes that Guyana Revenue Authority (GRA) issued tax receipt and includes it in its US tax filing, then what is that a double scam or, as Guyanese would say, doubling the sweetness out of one bone, the Guyana tax bone? The oil production profits are rich, pushes Exxon's numbers into the stratosphere,butthereisthat taxneverpaid,thatGRAtax receipt that should never be issued (receipts [plural]), andthenever-neverAlicein Wonderland environment thatdominatesGuyana'soil. It surprises that this Exxon tax sleight of hand stayed so long under U.S. radars. Which Guyanese canengagetheGRAforatax receipt that is built on a tax mirage, a phantom tax payment? The result either would be the SWAT team is

called out; or residency in a lunaticasylumisprescribed. In contrast, a smart few in Exxon, and quite a willing few in Guyana (no names, yet), are doing just that – no taxes paid, but receipts collected. Instead of a stint in the slammer, they are celebrated in headlines. I recall some illustrious Yankee names of yore. Try Charles Ponzi from way back. Then exhume Bernie Madoff,whowastheGolden child with the golden touch until he found himself in a house of correction made of steelandoverlookedbymen armed with lead. At least thosetwomastermindsdealt in physical money, money moving from one hand to another, and ending up somewhere. It was usually to themselves. The2024AuditorGeneralReportcovers the accounts of Guyana, as well as ministries, departments, and regions Sharma also presented a special performance audit report on the National Drainage and Irrigation Authority (NDIA) for the period January 1, 2021 to June 30, 2024. Notably, both reports were handed over at a ceremony held at the Parliament BuildinginGeorgetown.Thereportswillbe tabledinthe13thParliamentofGuyanaonce itconvenes.Thereportswillbecomepublic afterbeingtabled.

In his address, Sharma noted that his officehasbeeninvolvedintrainingtobetter understand the contract management and publicprocurement.“Duringthefiscalyear 2024,theWorksandStructuresDepartment was involved in training of staff from various ministries and departments in the following areas understanding public procurement, common procurement, fraud schemesandsummaryredflagsandcontract management,”theAGsaid.

Mahipaul explained that there were numerous cancellationsofthemeetings due to the lack of a quorum. According the APNU member, the cancellations have severely affected the committee's ability to do its work of examining the spending between 2020 and 2025. “I am personally not satisfied with the work because what happened when the government's side movedtochangethequorum requirement and as we had predicted caused us to see limited meetings of the PublicAccountsCommittee. The Guyana Boxing Association (GBA) will once again roll out its National Development Programme this Saturday at the Andrew “Six Head” LewisGyminAlbouystown, with national coach Lennox Daniels taking charge from ringside.

“Wewanttohavealook at all our boxers,” Daniels

explained, while adding, “While we usually focus on theyoungtalents,Ithinkit’s important for us to see what theEliteshavebeendoingas well.”

The long-serving coach noted that the programme will be crucial in shaping Guyana’s squad for November, where local pugilists will aim to defend home turf against the region’sbestyoungfighters.

Daniels highlighted that theGBA’svisionisnotonly to develop but also to unearth new talent, expanding the nation’s pool of fighters ready for the internationalstage.

“The Programme will see boxers from all gyms competing on Saturday, and we will continue every Saturday leading up to the team’s selection for the CaribbeanChampionships,” Daniels said, hinting at intense sessions filled with sparring, fitness drills, and technicalevaluations.

Daniels said hosting the championships provides both an opportunity and a challenge to showcase the depth of local talent while also setting the stage for futurechampions.
