The United States (U.S) government could haul Guyanese officials in for questioning as part of a possible investigation into the 'false' tax receipts issued to American oil giant, ExxonMobil.

This is according to former executive director of the Environmental Protection Agency (EPA), Dr Vincent Adams. During an Alliance For Change (AFC) press conference on Friday, the petroleum engineer raised concerns overtheletterissuedtoChief Executive Officer of Exxon, Darren Woods on Tuesday, which requires the company to share information on its taxpracticesinGuyana.

“The big issue is that of courseit'snotaboutGuyana, it's about what they believe to be a loophole that Exxon,

even beyond the loophole is very questionable as to whetherthisislegalornotas to when they submit a certificate that they did not incur expenses for Exxon,” hesaid.

The former EPA boss noted that it is Guyana's government that is responsible for paying taxes on behalf of Exxon. The company then presents that receipt to the US government to claim tax credits which amount to billionsofUSdollars.

“What the senators are saying this here is robbing the taxpayers of the United States of America,” Dr Adamssaid.

According to him, “Several options could be taken by the senators within thelawsoftheUnitedStates andofcourse,Iamnotinthat

area but I am very sure they could very well be a possibility, especially with government officials who s i g n e d t h e s e receipts…(they)mayhaveto comeintoanswerquestions eventually, depending on whereitgoesintermsofthe investigation.”

Hecouldnotsaywhether Exxon is likely to face penalties in the US for the likelihoodoftaxevasion.

In 2024, ExxonMobil Guyana Limited (EMGL) the operator of the Stabroek Block was granted a tax waiver by the GoG amounting to over US$1.3 billion. This is according to the company's financials whichindicateataxexpense of GY$260,155,788,763 for lastyearalone.

The sweetheart deal

Exxon signed in 2016 states in Article 15 1 that the contractor (ExxonMobil Guyana Limited) as well as its affiliates shall not be subjected to tax, valueadded tax, excise tax, duty, fee, charge, or impost in respect of income derived from petroleum operations, propertyheldortransactions exceptasspecifiedunderthe agreement.

Further, Article 15 4 states that the sum equivalenttothetaxesowed bythecompanywillbepaid by the minister responsible for petroleum to the Commissioner General of the GRA. The contract also allows for the issuing of a receipt to ExxonMobil, indicatingthatithasmetthe local tax requirements to avoid the burden of double taxation.

Is there still

oil in Guyana?

Putting ear to the ground for the last few months, and somethingbecomesapparent. Itwasthesamewhennews headlines were viewed, when the political positions were made by the various groups, with one exception. Using from paper to people as guideposts, one has to wonder if Guyanahasoil. Forevenwhenoilwasspokenof,itwasin asmallmouthfulhereandthere,andappearedtobethelast thingthatpoliticalpartiesandtheirspokespeoplecaredto speak about. There is so much oil in Guyana, and the groups that were wrestling for power, for the right to controlit,wantednothingtodowithit.

From the government to the opposition parties, there wasonecommonthread,whichwastosaynexttonothing aboutoil,unlesstheywereforcedtosaysomethingabout it. Theyallhadpartymanifestoesthatpromisedtheworld, but yet was so sparse on what was intended to be done about the national patrimony The one exception in this regard was the AFC, which had a comprehensive and inspiringplanfortheoilandgassector Themanifestoesof the other parties with a focus on oil were nothing to talk about. It was more of what looked like fluff and what soundedsoblandthatwecouldnothelpbutthinkthatwhat thepartiesofferedrelativetooilwasproforma,anexercise merelyintendedtofillupspace.

Thereisoil,thisgreatnaturalresourcebonanza,andthe last thing that political parties competing for power had anyinterestinstatingtheirpositionsonitsmanagementin a clear and robust manner was the same oil. The parties andtheirleadersallhadstacksofrhetoricandspokeatthe highestvolumesofhowmuchtheyweregoingtospendon this and that programme to make the lives of Guyanese better But on the source of their spending, and how oil wouldcontributetothat,therewascomfortinsilence. The hard fact is that Guyanese politicians know that if they speaktooaggressively,orimproperly,aboutoil,thereisa strong chance that they will offend ExxonMobil, the American oil supergiant that virtually runs Guyana. OffendExxonMobilandtheyknowwithabsolutecertainty that their political days would be numbered. So, they played it safe, said little to nothing, other than the AFC, which put before Guyanese an oil and gas plan that had morethanafewelementsofthepersuasiveaboutit.

TheAFC itself could be looked at with a critical eye, thatoilandgasplanthatitcrafted.

Itwasclearfromearlyintheelectionscampaignsthat theAFC had nowhere to go, was out of the running. We have no issue with its plan but, as almost everyone in Guyana had concluded, the AFC didn't matter in the politicalcalculus,whichmeansthatitsoilandgasplan,as solidasitwas,hadnomeaning. Onerecommendationthat we would make to the other political parties is that they study thatAFC plan and learn from it, if they are serious aboutoil.

It was a concern long before the elections came into play Weatthispaperknowfromexperiencethatthemajor political parties, the PPPC Government and the APNU opposition, tiptoed around, and hedged their language, when the issue at hand was about oil and ExxonMobil. Week after week, and for years, their press conferences were full of details about what they were going to do to address various issues across Guyana. But when the subject was oil, both the PPPC and theAPNU went into theirshells. Theyweresofearful,andalsosocareful,that itwasararedevelopmentforonetocriticizetheotheron what had to be done to get more from the nation's oil wealth.

The elections are over, but the oil is still there, as part invitation and part challenge to the politicians of Guyana forthemtoprovethemselvesbygettingmorefromit. No onehasindicatedthatanythingwillbedifferent,whichis partofthetragedyofGuyana'soiltreasure.

Should we be concerned that many voters (314,941) did not take part in the 2025 elections?

DearEditor, Critics have raised concerns about the 2025 voters list, which includes 757,490 names—more than the total estimated population of Guyana (746,955) as per 2012 census. Residency does not exclude any Guyanese from registering, irrespective where they reside (whether inGuyanaorabroad). What complicates the matter further is that voter registration has grown steadily, rising by 15.8% between2015and2020,and another 14.6% from 2020 to 2025, resulting in 96,492 more registered voters since 2020 Despite this huge increase, voter turnout in 2025 dropped numerically by21,471comparedto2020.

Of 757,490 registered voters in 2025, 41 8% (314,941) did not vote. But does this necessarily mean voterturnoutinGuyanawas low?Away from the official voters' list, if a crude estimateofvotersresidentin Guyana is computed from the existing population (est. 825,000) in 2025, that will putthenumberofvoting-age populationatabout501,600. With 442,549 votes cast at 2025 elections, this means that 59,051 resident voters did not vote. But assuming that 10,000 overseas Guyanese returned home to vote, the total resident Guyanese that voted would be 432 549 (442,54910,000) which means that 69,051 (or 13.8%) resident

Guyanese did not vote and 86.2% voted. The rest of voters(245,000)whodidnot vote (314,941-69,051) are likelytobelivingoverseas.

Mostpost2025elections analyses have focused on APNU's poor performance (obtained only 12 seats) which has been partly attributed to low voter turnoutamongitstraditional supporters in Regions 4 (Greater Georgetown. East Bank East Coast) and 10 (Upper Demerara/Berbice (Linden).

While empirical evidence on turnout rate did not vary much across regions,itisonlyRegions4, 10, and 6 (Corentyne) that show notable differences in the national average voter turnout rate (58.4%). This apparent low turnout rate in the three Regions (4,6,10) was not just because of

p o l i t i c a l apathy emigration has considerably reduced the number of voters in these areas.

In contrast, Regions 1 (Barima)8,(Siparuni)and9 (Rupununi) with majority Amerindianpopulationsthat have been minimally affected by emigration, reported a voter turnout above 63%, higher than the national average of 58.4%.

PPPC gained some crossover votes in Linden (region 10), but the increase was marginal (1,098 votes); Region 4 provided a significant boost of 6,618 votes for the PPPC, largely attributed to crossover voting according to anecdotalaccounts.

The main story of the 2025elections,however,has been the dramatic rise of a new party called WIN (We

Invest in Nationhood) headed by billionaire Azruddin Mohamed, who was able to successfully mobilize the disenchanted, disgruntled, and working class APNU supporters, particularlyinRegion10and Region4andwhoalsomade significant inroads in Amerindian areas of Region 1, Region 7 (Bartica) and Region 9. WIN captured 16 seats and has displaced APNU as the official Parliamentaryopposition. The PPPC and WIN are expected to continue their efforts to consolidate their electoral support, while the APNU, AFC, and smaller parties face greater challenges in restoring their politicalviability Butnoone must underestimate his opponent!

Dr. Hinds' interview highlights the seriousness of racism in Guyana and the world at large

As a current student of International Relations, it is importantthatallandsundry understand the “dogma of politics” including its complexities before understanding the political ideologies of Dr David Hinds. While I may not agree with everything Dr Hindssays,Imustcommend him for being candid and pragmatic in his interview with my media colleagues Abena Rockcliffe and KemolKing.

Dr Hinds a staunch member of the Working People'sAlliance(WPA)has franklysaidthatheheldboth the People's National Congress before its Reform in 1997 now PNC/R and the People's Progressive Party Civic(1992)accountablefor what he described the

oppression of Indo and AfricanGuyanesesaystome commonsensically that he (Dr Hinds)cannotbearacist as many accused him of being. A racist doesn't fight those in authority for perpetuatingsuchprejudices whichisthecaseofracism.

Itisimportanttonotethat one who criticises his own race for neglecting or maltreating its own race is not a racist but is rather a pragmatistandidealist.

Former Prime of the People's Democratic Republic of Congo Patrice Lumumba ad nauseum criticised his people which are Africans alike for being blinded by the doctrines of the Western World to the extent that they are victims ofwhitesupremacy,willyou sayheisaracist?

It is Aristotle who said thatthenatureofmanistobe a “political animal”. In my readings for Politics 1100 (Theory and Practice of Politics), his interpretation translates to this being that “it is only within a certain category of society or politicalcommunitythatyou canhavethe"goodlife".

Wecannotnegatethefact thatClassismcontinuestobe a global problem. Where there is Classism, there is Elitism and Racism perpetuates We must understandthatourIndoand African Guyanese have experienced similar struggles of ethnocentrism and oppression not only locally but in the global sphere. The question is how do we address the issues of racism when they are so many misconceptions about the cultural and social challenges of our major ethnic groups. As much as weareaculturallydiverseor multi-ethnic society, the harshrealityisthatracismis an extant problem, and we mustconfrontitbyknowing its root cause. This writer wishes to respondtoaletterpublished in yesterday's edition of the Kaieteur News under the

headline “ C a l l f o r Independent Local Content Reporting”, by what many term as the recentlyconceivedAPartnership for National Unity (APNU), member, Mr Sherod Duncan.

I am led to believe that the assertions made by the authorarenothingmorethan a mischievous attempt to misleadthepublicandscore cheap yet again blundered political points.

Had the writer been genuinely concerned with properly edifying himself, rather than indulging in distortion, he would have known that the Local Content Secretariat, the unit legislatively empowered to monitor local content activitiesinGuyana,already preparesthedetailedreports whichheisaskingfor Editor, these reports are not hidden, nor are they subject to partisan whim. A

simple perusal shows that the documents are compiled inaccordancewiththeLocal ContentAct,passedin2021. This is a matter of public record. The data from this report has been publicly shared via annual press conferences held by the principal ministry, budget speeches and other press material.

Rather than feign ignorance and misrepresent facts, this writer believes thatMr Duncanshouldably redirecthisenergiestowards salvaging what is left of the APNU—apoliticalparty,as weallwitnessedattherecent polls, was decimated and justly lost more than half its seats in the National Assembly.

I am confident that the respective government bodies responsible for the prudent management of our patrimony will continue to do just so Attempts to discredit this process through mischief and misinformation should not gounanswered.

Guyanese and in particular cricket fans must not only face the humiliation of yet another loss staged at the Guyana National Stadium, to compound this heartache, is a stadiumthatis,toputitmildly,adisgraceto theCaribbean,andinacountrythatisblessed withanabundanceofgas,oil,gold,andother naturalresources.

The reason for this disgraceful state is simple,managingtheaffairsofanimportant sector,oursportingculturaldépartement,are personsandapersonwhocanbedescribedas culturebarbarians.

When World Cup 2007 was proposed to be hosted in Guyana, I was consulted by Guyanese patriot Mr Neil Singh who was then president of the GCC. We had, with experiencedengineers,identifiedaportionof the northeastern section of Merriman's mall and the agreement of the GFC, determined that there was enough space for the new facility, including parking facility, to host WorldCup2007andbeyond.Whenthisplan was revealed, the central PPP government

stepped in and announced that the Indian Government will build a new facility at Providence.

Listening to informal discussions it was clear that the Government did not, for whatever reason, wish that this facility be in Georgetown.

Onemostnowaskthequestion;whygood sense did not allow the routine maintenance of this facility, instead of the embarrassing condition we now have at Providence? A basic requirement of any public facility is functioning toilet and sanitary facilities, check with patrons, even these facilities are notproperlymaintained.

InGuyana,wearenotshortofmoney,but the problem is an unwillingness to put the rightpeoplewithcompetenceandexperience to manage these facilities. Of course, the other problem, as one cricket enthusiast observed, is an obsession by this administrationthateverythingofimportance must carry their stamp of origin. WIN,PPP request mentorship from senior AFC officials

TheAllianceForChange (AFC) has given its members the go ahead to assist parliamentarians and regional councillors from theWeInvestinNationhood (WIN) and the People's Progressive Party Civic (PPP/C) who have reached outformentorship.

This was revealed on Friday by former party leader, Khemraj Ramjattan andinterimleaderandchair, DavidPatterson.

Patterson told reporters that several persons have reached out to him for guidance.Whilehechoseto withholdthenamesofthose persons, he revealed that persons, especially at the regional level have reached out to members of the National Executive Committee(NEC)forhelp. “ several of our

members have reported since the very first NEC meeting,thattheyhavebeen contacted primarily by members of WIN who are first time regional councillors and the party, this is at the meeting on the th September the 17 , has given them the go ahead to meet and assist in any way

possible,”hesaid. Patterson reasoned that the AFC is looking to have effective opposition representation and he believes that this is across the board. “But I know for sure… though, in what I wouldn't call the regions, becauseyoucouldprobably (Continuedonpage17)

and in the legal profession, sometimes you win, sometimes you lose, but at the end of the day, the responsibility is mine,” he toldthemedia.

Hugheslamentedthatfor the first time since its existence, theAFC does not have a single seat in parliament, a situation, he believes is an outright rejectionofhisleadership.

Clarifying some aspects of the resignation he tenderedlastweektogeneral secretary, Raphael Trotman, Hughes said he “takes complete and absolute responsibility”fortheresults oftheSeptember1polls.

“I appreciate the gracious comments that came from the party in relation to collective responsibility I continue to be dedicated and a member of the Alliance For Change, andmyfullsupportisbehind David Patterson in his position as leader of the party, and I am certainly going to be around to assist the party in its analysis of whathashappened,butitisa time for the change of regard,”hesaid.

“We have initiated an analysis of our present situation and over the weekend, we will be engaging our broad membership on an analysis of our present situation and the way forward… As we rebuildourbelovedparty,we do so in a political environment that has changedmuchsincetheAFC wasbirthedin2005.Wehave afairlyyoungelectorate;we are now an oil producing nation with revenues that outstrip anything we have seenbefore.Butwhilemuch has changed, too much remainsthesame,”theparty reasoned.

Itsaidthe2025elections cycle showed clearly, the u r g e n t n e e d f o r constitutionalreform.Citing the reports of the observer missions, AFC reminded

that there is need for campaign financing legislation, an independent media landscape and very importantly, changes at the G u y a n a E l e c t i o n s Commission.

“While these are gray times for the AFC, we see light on the horizon. Our membersremainloyaltothe party, our supporters have been calling to re-engage, local and international agencies continue to engage theAFC.Wearestillseenas a vital player in Guyana politics. Saipem gets green light to commence US$500M work for ExxonMobil’s Hammerhead project

Italian multinational oilfield services company Saipem, hasreceivedauthorisationto proceed with work for ExxonMobil Guyana Limited's (EMGL) seventh development offshore Guyana, the Hammerhead project.

The authorisation follows Monday's approval by the Government of Guyana (GoG) of a Petroleum Production Licence (PPL) for Exxon's US$6.8billionHammerhead project in the prolific StabroekBlock.

In April, Saipem announced that it had received Limited Notice To Proceed (LNTP) agreement f o r E n g i n e e r i n g , Procurement, Construction, And Installation (EPCI) works for the Hammerhead

project. While the project was not approved at that time, the LNTP allowed Saipem to commence activities like detailed engineering and the procurement of long-lead equipment.

Guyana must tie military cooperation to trade concessions

The United States wants deeper military cooperation with Guyana. It wants to work with our Defence Force on counter-narcotics, transnational crime, and regionalstability

It wants our diplomatic supportininternationalfora, our endorsement of initiatives in Haiti, and our

alignment against governments it considers adversarial.Whatitdoesnot want to do is loosen its grip on the trade barriers that suffocateGuyana’sexports. That contradiction is untenable. Guyana cannot afford to play the role of junior partner in a lopsided relationship where Washington dictates the terms. Military cooperation must be linked to economic concessions specifically the removal of the onerous 15%tarifftheU.S.continues to impose on Guyanese exports. The United States cannotplayhardballontrade and then expect open doors insecurityrelations.

If the United States genuinelyvaluespartnership with Guyana, it must show that commitment where it matters most: in trade. By conditioning military cooperation on tariff relief, Guyana would send a clear signal that its sovereignty is not for rent and that cooperation must be mutuallybeneficial.

Consider the facts

Bilateraltradehitanall-time high of US$4.7 billion in 2024. Yet Washington still imposes a 15% tariff on Guyanesegoods,downfrom a threat of 38% earlier this year.This reduction was not aconcessionoutofgoodwill. Guyana’sgovernment,while pleasedwiththeadjustment, is still negotiating for a rollback to 10%. Or so we are told because no one knows for sure who are the negotiators in this process and whether the local business community is involved in these negotiations.

The question that needs to be asked is why are we negotiating from a position of weakness when the U.S. has as much, if not more, at stakeinthisrelationship?

Military cooperation cannot be separated from trade fairness. Every time a U.S.delegationlandshereto discuss “regional stability,” Guyana should be asking: Where is the economic stability for our exporters? EverytimeWashingtonasks for our support in Haiti or against Cuba, we should be asking: Where is your supportindismantlingunfair trade barriers that hurt Guyanesebusinesses?

Some will argue that Guyana needs U.S. military cooperation to deter Venezuelan aggression. But Washington’s stance on Guyana’sterritorialintegrity is not charity It is a convenient alignment of interests. If tomorrow the calculus shifts, the U.S. will adjust its position accordingly

Ifinditdifficulttogo a route against a Guyanese that has the political pedigree of Mr. Vincent Alexander. He is a citizen whose political historyisaslongasGuyana's many rivers arranged in a straightline.Icanabsorbthe riskofthatexaggeration.Mr Alexander took the position t h a t G E C O M commissioners were meant to be independent and permanent.

I am taken aback by Mr Alexander, because he shouldknowthateventhose who carry the weighty designation of 'permanent secretary' are anything but, dependingonthewhimsand caprices of their political masters In the emerald swards of the British Isles, maybe. But definitely not in Guyana.

Why, even the selection andoftentheoperationofthe chair of GECOM have been hijacked by the major parties,whichMr Alexander shouldbemorefamiliarwith thanI.Itsurprisesthataman

of the caliber of Vincent Alexander is given to humour. It helps, so I recommend as conducive in overcoming ringing ears, those violent, disruptive hiccups that can convulse. But, come, come, Mr Alexander, GECOM commissioners were meant to be independent? Who threw up their name in the GECOM ring? Whose i n t e r e s t s d o t h e commissioners represent first, then forever? I would rathernotbeinsultedbyany position that the Guyanese peoplefeaturesomewherein there, and that their position arewithoutequal. What is good for the party, what is good for patrons, that's where this peculiar claim of independent settles and solidifies.

Investigators said that both vehicles were badly damaged because of the accidentandthecarendedup onthenortherngrassparapet.

The Forward Guyana Movement (FGM) on Friday renewed its call for the Guyana Elections Commission (GECOM) to provide clarification on the registration and participation ofCommonwealthcitizensin the 2025 General and RegionalElections.

In a statement, the party expressed concern over GECOM’s failure to respond to its initial request on the matter. FGM has now given the Commission seven days to formally acknowledge the request and provide a comprehensive response.

According to FGM, its leaderAmanza Walton-Desir wrote to GECOM Chair Justice (Ret’d) Claudette SinghandallCommissioners on September 10, 2025, seekingdetailedinformation. To date, the party said, only Commissioner Vincent Alexanderhasacknowledged the correspondence, while the Secretariat of the Chairperson confirmed receipt but has not issued a formalresponse.

Contractors given up to December to complete Nismes Secondary School

Contractors executing works on the Nismes SecondarySchoolinRegion Three,havebeengivenupto December this year to completetheproject.

According to the Ministry of Education, subjectMinisterSoniaParag and team visited the project site on Friday and issued a stern warning to contractors that all works must be completed.
