William Moehle Winter is coming, but as I write this column, it hasn’t arrived yet! When the flakes finally do fly, those of us who love Brighton know that we can make the best of winter with winter activities, both indoors and out, and enjoy plenty of fun for the whole family. Whether you prefer skating or shopping, pickleball or pinochle, you can enjoy all that and so much more in Brighton this winter! Thanks to Brighton Recreation, and the great programs in this catalog, you can learn a new winter sport, start that art project you always imagined you could do, or meet new friends at the senior center. This year, we have many new programs for you to enjoy, including Snapology, Mad Science, Outdoor Yoga, Family Zumba Party, Laser Tag, Kids Cooking Party, PiYo, Hand Lettering, and Family/Community events such as the Bunny Bash, Bingo, and Spring Fling.

Plus, we are always accepting new families in our Afterschool Program! And, there’s no need to drive through the snow to register for programs: secure on line registration is available through the Town webpage, www.townofbrighton.org/rec.

The popular Brighton Winter Market will be open through mid-May, every Sunday except Easter Sunday, from 1-4 pm, at Brookside School. Every week you can enjoy local meats and produce, along with breads, desserts and cheese, from many of the same vendors who participate in the Brighton Farmers Market outdoors during the warmer months. I was very pleased that the Town of Brighton received a combined $1 million in State grants from former Assembly Majority Leader (now Member of Congress) Joe Morelle and Senator Joe Robach, which will be used to develop a new home for the Winter Market in Buckland Park. We have accepted the low bid for development of the first phase of the Winter Market project. When completed, the Winter Market will expand and thrive in its new home, fittingly on the site of a former Brighton farm.

The Brighton Memorial Library continues a wide range of programming for all ages during the winter months. Whether you are a senior or the parent of a tween or toddler; if you’re looking to take a lunchtime break with Books Sandwiched In, enjoy a family movie night out or learn to use an E-Reader, the Brighton Memorial Library has what you are looking for and so much more! The Library is generally open 7 days a week during the winter, holidays excluded.

However, the Library will be open on Dr. Martin Luther King, Jr. Day. Please join us from 11:00 am-12:00 pm as members of the Blackstorytelling League of Rochester pass on stories of their history, heritage and culture. The new Brickyard Trail, like all Town parks and trails, will be open all winter.

We do not plow the Brickyard Trail, or any of our other trails, but they are open throughout the winter for hiking, cross country skiing and snowshoeing. The Brickyard Trail and Lehigh Valley Trail will also be open for cyclists, including fat tire snow riding, throughout the winter, but cycling is not permitted in Corbett’s Glen Nature Park because of its environmentally sensitive character.

Construction will begin in early 2019 on the Highland Crossing Trail, a joint Brighton/Rochester project that will connect the Erie Canal Trail and Brighton Town Park with Highland Park and the Genesee Valley Trail, providing a multi-modal route for recreation and commuting to downtown Rochester.

The Brighton Symphony Orchestra also performs throughout the winter, including their popular holiday concert on Sunday, December 16th at 3:00 pm at the Clover Center in the Baptist Temple, 1101 Clover St., directed by Ric Jones, and guest appearance by Genesee Chorale. Admission is free to all Brighton Symphony concerts, and you can enjoy

a dessert reception with the musicians following the Holiday Concert.

All property owners are required by law to keep the sidewalks in front of their properties clear of ice and snow. Remember, school children are walking to school while it is still dark in the morning, and they must be able to safely use sidewalks. If you or your neighborhood would like an easier way to meet this obligation to clear your sidewalks for next winter, talk to the Department of Public Works about establishing a sidewalk snow removal district in your neighborhood. It will cost only a few dollars a year, and ensure safe sidewalks, while saving you time and cold mornings shoveling heavy snow.

While walking and cycling, even during winter, is good for our health and for the environment, sometimes driving is the only practical option. Winter driving can bring special hazards, so remember these tips to stay safe during the winter months.

• Allow yourself more time to get to your destination • Brake slowly and avoid making any sudden stops, turns and lane changes • Clear all snow from your car windows and lights for visibility • Consider snow tires, rather than allseason tires, for superior stopping in ice and snow The Brighton Police Department will continue to pay special attention to traffic safety in Brighton throughout the winter. Children can be difficult to see in winter light conditions and please remember that even driving at the speed limit may be too fast for inclement winter conditions. Remember that snow plows need extra room to operate…please give them that room, and don’t try to pass them in close quarters.

Winter sometimes seems endless but with a little help from the many opportunities found in this winter newsletter, you can actually enjoy winter while it lasts!

BRIGHTON RECREATION UPDATES The Recreation Department has been hard at work giving our programs and brochure a fresh new look for the New Year! In 2019 you will see that we have reorganized the brochure to allow greater ease of use, putting valuable information at your fingertips. We have renamed some of our usual program categories to better help you identify the activities and programs that are important to you and your family.

Although it may look and feel a bit different, all of the programs you have come to know and love are all still here (perhaps in a new location), and there are many new offerings that we think you will enjoy. Please join us, stretch and explore beyond your usual comfort zone, to seek out programs for you and your family. Who knows, you may just find a

new hidden treasure amongst our pages!

Brighton Highway Winter Policies The Town of Brighton is responsible for snow and ice control on Town, County and State roads within Brighton with the exception of the NY State Expressways.

As winter approaches, we want to remind everyone of the necessary rules and regulations that provide for your safety and the safety of the traveling public on main roads and neighborhood streets within the Town during the winter snow and ice season. Our Highway Department Dispatchers are on duty 24 hours a day during the winter season and may be reached at 784-5280.

Some important winter policies for you to be aware of are: • Highway and Road Salting - Our Highway Department follows the “Sensible Salting Guidelines” established by the County of Monroe, in conjunction with the Environmental Management Council. This policy requires us to use only enough salt to make our highways safe for motorists, but requires you to reduce your

driving speed according to conditions.

• Mailboxes - It is the Town’s policy to repair mailboxes that are damaged by town plows during snow plowing operations or to replace them with a standard rural mailbox and post. Since there is no legal authority which grants an owner the right to place a mailbox along a public road in the right-of-way, our repairs and replacements are done as a courtesy. The one-piece plastic post/box combinations or any type of custom mailboxes will be replaced with our standard post and box. If you have an expensive and/or decorative mailbox and/or post, it may be worth considering the option of storing it for the winter and replacing it with an inexpensive assembly.

• Winter Parking - In order to facilitate snow removal and to eliminate potential hazards, the parking of vehicles on all highways, shoulders, or within three feet of the pavement within the Town, is prohibited between the hours of 2:00am

and 7:00am from November 1st to April 15th. Vehicles in violation of this ordinance are subject to a parking ticket.

Repeat violators or vehicles that prevent plowing of a street will be towed and the vehicle’s owner will be responsible for all towing and storage charges.

• Driveway Clearing - Driveway maintenance is the property owner’s responsibility. When clearing your driveway of snow, the snow shall be kept on your own property. Any snow pushed, blown or plowed on to any street is a ticketable offense under both New York State Vehicle and Traffic Law and New York State Penal Law. If your driveway is plowed by a private contractor, both you (as the property owner) and the plow operator may be ticketed. Snow should be pushed to the left side of your driveway (if you are facing your house) so that when town snowplows go past your house, it will minimize the amount of snow going back into your driveway.

If you do not receive your bill by January 11, please call my office 585-784-5240 immediately so we can investigate. Your full payment or first installment is due by February 10 - HOWEVER - since that is a Sunday, any payments made on Monday, February 11 will be considered timely. As always, complete payment instructions and deadlines can be found on the reverse side of your tax bill.

Installments or full payments can be made in person at Brighton Town Hall.

Friday from 9:00 am - 5:00 pm. If you are running late, just give me a call and we will do our best to wait for you. If you are only available after 5:00 pm, I had a convenient payment drop box installed at entrance #9 at the rear of Town Hall.

This secure payment box is available 24/7.

As always, payments may also be made at either of the local M&T branches (S. Clinton or Monroe Ave) in Brighton, or by mail.

Tax payments made via escrow, are automatically sent a receipt of payment.

Residents making payment in person at the Town Clerk’s Office leave with a receipt.

Inclement Weather Policy:

All Brighton Recreation & Senior Programs, Classes and Events are cancelled when Brighton Schools are closed due to weather.

All afterschool activities will be cancelled if Brighton Central Schools close early. If school lets out at regular time and children are being bussed to the Brookside Recreation Center we will have classes as usual.

Northampton Park is equipped with a gradual ski slope accessed by a single rope tow, an on-site lodge. Designed to teach children who are home alone the importance of behaving responsibly. Topics include but are not limited to first aid, what to do when a stranger comes to the door, telephone tips, internet safety, as well as how to react during a variety of emergencies. We will also discuss knowing when and who to call in an emergency.

Our Afterschool program is a healthy and fun way to end any child’s day. Our Registered School Age Child Care Program has structured recreation activities for children including: games, arts and crafts, sports, special events, time outside and time for homework. The program is flexible and affordable, we can accommodate any parent’s schedule. Children can be registered each month for one to five days a week based on your needs.

AFTERSCHOOL FENCING AT FRES

The Olympic sport of fencing is conveniently offered at French Road Elementary! Fencing is a fun way to be active and is suitable for all body types. In addition to the fitness benefits, the sport has been shown to improve focus, mood, and self-confidence.

Both girls and boys love the fast pace, precision and excitement while parents praise the time-honored tradition of sportsmanship.

New and continuing fencers are welcome to join this class where top instructors from the Rochester Fencing Club (Home of Olympians and World Champions) will work on basic footwork, tactics, and bouting skills challenging both the mind and body. Calling all Mini Musketeers: come play pirate and other fun games in this safe introduction to the sport of fencing. Start with warm up, obstacle courses, and skill building activities to develop your focus, agility, balance and eye/hand coordination. Games are used to teach the basic footwork and arm action. Children experience the thrill of sword play in the context of a structured class and build self-confidence using specialized plastic foils, chest plates and masks. LEARN TO SKATE

BRIGHTON BOYS LACROSSE INTRO PROGRAM

We are pleased to offer the opportunity to learn the fun and exciting game of lacrosse. This program will be run and coached by the Brighton Lacrosse Club, a not for profit community based group dedicated to bringing this sport to the youth of Brighton.

The program will be conducted with only sticks and soft balls, no equipment is necessary. Basic skills such as throwing, catching and ground balls will be taught along with fun games and drills.

Program includes a new lacrosse stick for first time participants to keep. Note: This program will require a $30 US Lacrosse membership valid for one year at https://www.uslacrosse.org/ membership. This is the entry level program for anyone looking to play ice hockey, figure skate, or who simply has a desire to master the skills of ice skating for recreational purposes. It is designed for beginners of all ages and is run by professionally trained ice hockey and figure skating instructional staff. Rental skates are provided at no cost, if needed; and each class is broken up by age and skill levels, creating a safe and enjoyable skating experience for all participants. Fundamental Aquatic Skills builds on skills learned in Level 1. Some of the milestones that are necessary for successful completion of Level 2 include: stepping from the side into chest deep water, moving into a front float for 5 seconds, rolling to back, floating for 5 seconds then recovering to a vertical position, moving into a back float for 5 seconds, rolling to front then recovering to a vertical position, pushing off and swimming using combined arm and leg actions on front for 5 body lengths, rolling to back, floating for 15 seconds, rolling to the front then continue swimming for 5 body lengths.

Brighten Up Yoga is an open level Vinyasa Yoga class that is welcoming to both beginners and experienced yogis. INDOOR DISC GOLF PUTTING LEAGUE

This indoor league is for anyone with an interest in Disc Golf.

If you are new to Disc Golf, this putting league is an excellent starting point. If you already play, this league will increase your putting skills with multiple putting challenges. The baskets and tee pads will be configured to provide 18 different holes to play.

We will use varying distances and obstacles to create progressively more difficult and interesting putts. Bring two of your favorite putting discs. This will be a random draw format where partners will be randomly assigned each week. You may win a disc! Our sponsor, Sonny’s Landing, is donating discs. One disc will be given away each week. PICKLEBALL FOR BEGINNERS

The exciting and fun game of pickleball is sweeping the nation! It is mostly played as doubles and is a great way to socialize while reaping the many benefits of exercise. Although it appears similar to tennis, it is played on a much smaller court with a slower moving plastic ball.

Those key differences make pickleball easier to play than tennis. This four-class program is designed for true beginners or people who have played only once or twice. Paddles and balls will be provided.

The original concept of Zumba combines a dance workout with a party-like atmosphere. Zumba Gold takes the popular Latin-dance inspired workout of Zumba and makes it accessible for seniors, beginners or others needing modifications in their exercise routine.

Zumba Gold builds cardiovascular health by challenging the heart and working the muscles of the hips, legs and arms with dance moves. DOG TRAINING

Lollypop Farm Training Classes are now in Brighton! Preserving the bond between people and their pets is a primary goal of Lollypop Farm, the Humane Society of Greater Rochester. Classes offer people and their pets a wonderful opportunity to improve their training skills and prevent future behavior problems. It’s also a lot of fun! A portion of the proceeds from these classes benefits pets in need at Lollypop Farm. Fee includes class handouts, training clicker, and certificate of completion. Training programs that are paid for at Lollypop Farm, must be taken at Lollypop location.

PUPPY HEAD START

Lollypop Farm puppy classes emphasize socialization and early prevention of behavior problems. Plus, your puppy will learn polite skills like sit, down, loose leash walking, and much more! We will also have puppy play time to help develop good social skills with other dogs. Our goal is to teach your puppy to enjoy new experiences in a safe and positive environment. CANINE GOOD CITIZEN

Whether you want to try your hand (paw!) at the AKC Canine Good Citizen (CGC) test or simply want to take your dog’s skills to the next level, the CGC class might be just the thing you are looking for. A good canine citizen is trained to act politely in the home, in public places and in the presence of other dogs. This class will coach you in teaching your dog the manners to pass the Canine Good Citizen Test. The cost for the test is included in the class registration and will be held at the conclusion of the course. All dogs who successfully complete the CGC test will receive a certificate from the American Kennel Club. NEW YORK STATE BOATER SAFETY COURSE

New York State requires all individuals born on or after 5/1/96 to successfully complete an approved course in boater education in order to operate a motorboat. This course requires a minimum of 8 hours of classroom instruction. Students must pass a final exam with a score of 76%. Students will receive a temporary boating safety certificate upon completion of the course. Students 18 years of age and older will be required to pay a $10 fee to NYS for issuance of a permanent boating safety certificate. Permanent boating safety certificates do not expire.

UKULELE BEGINNER

For beginners, no previous experience required. Join us as we learn about the ever popular Ukulele! Includes instruction on tuning, chords, basic strumming techniques and more.

Course will stress learning to play several familiar songs, largely “by ear.” Music sight reading skills are not necessary.

UKULELE INTERMEDIATE

For students who know at least ten ukulele chords, and want to learn more complicated strums, simple single-string melody playing, how to adapt songs that they know to the ukulele, and how to “get off the page” and start playing by ear. A medium with the best of both worlds ‑ colored pencil and watercolor! Working with watercolor colored pencils will allow you to combine both drawing and painting to create beautiful art.

BUFFALO SOLDIERS

After the Civil War, African-American troops were formed into the Buffalo Soldiers and sent out west to guard the settlers.

They played a major role in expanding the United States. The Buffalo Soldiers presentation team will visit and share stories of their adventures. They will do equipment demonstrations, bugle calls and teach about the history of the Buffalo Soldiers.

Pack a lunch or sign-up for a delicious $6 lunch catered by primarily by FULL BELLY DELI. Each Tuesday at 11:30 am a full lunch including an entrée, two sides, dessert and milk, is catered.

Sign-up no later than noon on Mondays required! Your payment is needed by 11:20 am day-of or sooner. If you cancel after the Monday noon deadline, you are still responsible for payment (refund only issued if your meal is bought by someone else).

SENIOR TRAVELER PROGRAM

Brighton Residents can get a ride in from home to the Brighton Senior Center on Tuesdays & for local, specially planned trips for a $4 round trip! On Tuesdays, you will be picked up between 8:00 - 9:30 am, then to the Center, where you are welcomed to partake in the free, weekly 10:15 am program, or enjoy free time. Lunch is at 11:30 am with special guest presenter at 12:15 pm. The Bus leaves the Center at 1:00 pm, at which point you may choose to get dropped off at Tops/Loehmann’s Plaza or Wegmans/Pittsford Plaza (alternates each week—see the monthly calendar for specification) for shopping, or return home. Any travel changes you need to make must be communicated as soon as possible.

Please sign-up no later than noon the Friday before.

Edgar Degas, a famous artist, once said, ‘Art is not what you see, but what you make others see.’ As you learn about different types of art and the periods they were created, you will interpret what you see and create your own works of art using LEGO® bricks. Through Snapology’s interactive Art History class, you will learn about portrait art and Da Vinci’s Mona Lisa. As we explore iconic classical art and the contemporary LEGO medium, you are sure to have fun building, learning, and playing.

This is a range of motion, endurance, and strengthening exercise program, presented in a 3 1/2 foot warm pool. The program includes warm up, endurance, resistance, balance, and stretching. It is appropriate for all levels of physical conditioning and allows participants to go at their own pace. You do not need to be able to swim in order to participate. There are locker rooms and lockers for your use. It is recommended that you wear water shoes while on the pool deck. Participants must be able to enter and exit the pool on their own and dress independently.

AARP VOLUNTEER TAX PREPARATION PROGRAM

NEW THIS YEAR: Appointments are now held on Fridays between February 1 and April 5 at the Spiegel Community Center, 35 Lincoln Ave, Pittsford NY 14534. Basic tax returns can be completed at no charge by AARP Tax Volunteers. Call 784-5260 ext. 0 starting January 2nd to make an appointment. Appointments will be made on a first come, first serve basis. Since it is a volunteerrun program, the number of appointments will be limited to the number of volunteers available. There is no guarantee of getting an appointment even if you have previously had your taxes done through this service. *Due to software updates, it is critical to bring a copy of last year’s tax return with you.*

Mentoring Club In the Fall of 2005, Brighton Youth Together joined forces with the Brighton Central School District Mentoring Club. Twelve Corners Middle School and Brighton High School students meet weekly at the TCMS Cafeteria from 3:00 - 4:00 pm. This high-energy group is working on building the 40 Developmental Assets for youth and community service projects while building relationships with their fellow students. Everyone is welcome!

This club is designed for teens just like YOU! TIES is a program sponsored by the Brighton Central School District that trains student volunteers ages 13-18 to support students ages 8-21 with developmental disabilities in community and extracurricular activities. These two events will take place at the same time and place. There is no charge for either service.

Backed Up Sewer/Basement Flooding?

Please call the Brighton Highway and Sewer Operations Center 24/7 line at 585-784-5280 (press 2 for the Sewer Department option) for assistance. If this is an after-hours call, an answering service will take your information and contact Sewer Department personnel.

If a backup is a result of a blockage in the public sewer main, the Town

Sewer Department will remove the obstruction and/or repair the sewer main. If the obstruction is located within the sewer pipe from the house to the sewer main, the Town Sewer Department, as a courtesy, can assist in assessing the problem and in an emergency, the Town will try to remove the blockage. Generally, this effort

provides temporary relief and does not provide a permanent solution.

Please note: Maintenance and repair of the sewer pipe, from the house to the main, is the homeowner’s obligation and responsibility to seek a permanent solution.

Do you have a concern about traffic on your street or in your neighborhood?

The Brighton Police Department takes complaints about traffic problems very seriously. There are a number of ways in which you can communicate your concern to the police department. You are invited to attend a monthly Public Safety Committee meeting. These meetings are held on the second Tuesday of every month in the ground floor Community Meeting Room at Town Hall. The meetings start at 8:00am.

Senior staff from the police department (myself included) will be in attendance.

Once a complaint has been received about a specific street we will use a data analytics approach to the problem. We will collect traffic data and use a number of methods to collect this data. One method involves using a covert collection device, another involves using a portable trailer that not only captures traffic data but it also delivers immediate feedback to drivers on the speed of their vehicles. We then review the data to see if there is a traffic problem and will work on a strategic approach to “calm” the traffic

problem. We will use both an education and an enforcement approach. The police department recently purchased two portable traffic signs that provide instant feedback to drivers. The signs provide a green or positive indicator for drivers operating within the speed limit and red or negative feedback for drivers exceeding the speed limit. It is the hope that drivers will be educated to drive within the speed limit of a residential street. We also deploy patrol staff to monitor and enforce the posted speed limit on residential streets.

Beginning with the 2019-2020 school tax year, ALL Enhanced STAR program applicants must sign up for the Mandatory Income Verification Program by completing and submitting the RP-425-IVP form by March 1, 2019.

If you are turning 65 in 2019 and your income is less than $86,300 you may apply for the Enhanced STAR program now. If you apply and qualify prior to March 1, 2019 you will receive the exemption on your 2019 school taxes.

New home owners will apply for their STAR credit through New York State Department of Taxation and Finance

The Assessor’s Office will closed daily from 12:30 -1:30 pm, also occasionally for employee training or out of office property inspections.

Brighton Farmers’ Market The local food goodness continues year-round - the indoor Brighton Farmers’ Market is open all winter, from November 25 through May 5. Each Sunday afternoon farmers and producers will bring a large assortment of delicious foods to the community, including all-

local fruits, vegetables, herbs, meats, eggs, baked goods, pastas, jams, maple products, sweets, and more. Our farmers have expanded their operations to be able to grow and store crops far beyond the traditional growing season in our area, and the selection grows every year.

There is live music each week, and Color Brighton Green collects hard-to-recycle items. SNAP customers are welcome. The Market is held Sunday afternoons 1-4 pm in the Brookside Recreation Center Gym, 220 Idlewood Rd; easy access is from S. Winton between Westfall and 590.
