I prefer to leave that statement without comment, as it really makes no sense.

On the other hand, Surinam's coach Ramzan, commented that his team's dominance at the Games was due to the fact that his country had a large Badminton population — in the vicinity of 500 — from which to select a team, while Guyana presents only a very small number of Badminton players.

The problem is much deeper, however. Not only is Guyana's Badminton population small, but it is administered by — and hinges around — Gokran Ramdhani and his children. How did we get there?

The following questions must now be answered by Mr. Ramdhani: ♦ How many active Badminton players are there in Guyana — excluding the seniors who play at the Police Officers Club a few days a week?

Another question I have for Mr. Ramdhani is whether there are female players in Guyana between ages 15 and 18, and if so, how many? Is it not the same individuals, four years her elder against whom his daughter played at the IGG tournament? Or are we to assume that there were no 15-, 16-, 17and 18- year-olds participating in the programmes in Guyana?

Though there were many interpretations of what the President meant, and continuous changes in substance with every new generation that addresses it, on the surface and in the context of America, for a country that was firming up its grip as the world's strongest, it seemed natural at the time that Americans were asked to do more, and to contribute in whatever way they could, for the betterment of their country.

Guyanese must become proactive and figure out what they can do to get in on the economic boom that lingers for our country.

Oil alone will not be bringing wealth, the aviation sector, the food and tourism sector, cosmetology, construction, IT and many others will also contribute. It would be wise, particularly for young Guyanese to begin to equip themselves in these fields. Many countries will open up to Guyana, new partnerships and new opportunities will be created. Only recently Chile removed its visa requirement for travel to that country.

The Open Skies Air Services Agreement and the Reciprocal Visa Abolition Agreement was signed at the Palacio de la Moneda, the seat of the President of the Republic of Chile. It deals with direct flights between the countries, promoting commercial flights that cover the transport of passengers and cargo between the two countries, and no visa will be required for movement.

This is just one of the opportunities.

Certain countries will become available to Guyanese, many of whom many have never left the shores of their native land. Other countries are already applying to have flight operations in Guyana, while many others are seeking other business opportunities.

It can be very easy for locals at home and abroad to miss out on the many opportunities our country is now providing. It is currently not a case of what citizens can do for Guyana. Enough has not been done for the people. There are those whose standard of living can be raised and must be raised. Living in a country of such bountiful wealth, Guyanese at home and abroad must stand and demand their slice of the pie, before it is taken by outsiders. Guyanese must not miss these opportunities open to them.

WHAT IS IIINDI ISM Hinduism is a way of life that combines various Indian cultures and traditions and has no founder. Beliefs shared by Hindus are that Truth is eternal, Brahman is Truth and Reality, The Vedas are the ultimate authority. BRAHMAN AND DHARMA Brahman is the Ultimate Reality, The cause of all that exists. In Hinduism, dharma refers to patterns of living in accordance with rta (principle of natural order. It includes duties, rights, laws, conduct and virtues.)

and The Puranas UPAMSHADS The Upanishads are a collection of Hindu texts written in Sanskrit around 800 BCE. They contain discussions on the nature of reality and the path to salvation. Although there are some 200 Upanishads, Hindus concentrate on 13. There are four Vedas: The Rig Veda, the Sama Veda, the Yajur Veda and the Atharva Veda. Each Veda consists of four parts: the Samhitas (hymns), the Brahmanas (rituals), the Aranyakas (theologies) and the Upanishads (philosophies).

THE BHAGAVAD GITA This is a 700-verse Hindu text written in Sanskrit and is part of the Hindu epic Mahabharata. The great Mahatma Gandhi called the Gita, "My spiritual dictionary."

It was composed sometime between the 5th and 2nd centuries BCE. The Puranas is a vast body of ancient Indian literature on a variety of topics, such as myths, legends and traditional stories. Many of the texts are named after major Hindu deities such as Vishnu, Shiva and Devi.

WHAT MAKES ONE A HINDU? Some of the features that makes one a Hindu are: 1. Acceptance of the Vedas with reverence as the highest authority in religious and philosophic matters. 2. A spirit of tolerance 3. Following the six systems of Hindu philosophy. 4. Belief in reincarnation, and 5. Accepting that there many ways to salvation.

Unlike the Abrahamic religions, Hinduism does not make it mandatory to worship in a specified place, such as a church, mosque or synagogue. The puja may also honour or celebrate the presence of special guest(s), or their memories after passing.

Hindus believe that the temple's images must be well taken care of, otherwise the Deity will leave it. Thus, priests reside at the temple. They perform puja at sunrise, noon, sunset and midnight.

DIWALI Hinduism has more holidays festivals

The most anticipated of them is Diwali, the festival of Lights. It is the Hindu Christmas.

Diwali or Deepavali derives from the Sanskrit word Dipavali, meaning Tow of lights." This year the festival will be celebrated on October 30.

On this day, Hindus seek the blessing of Lakshmi, the Goddess of Wealth, for their agriculture, business and other endeavours.

The celebration is marked with family gatherings, glittering clay lamps, fireworks, strings of electric lights, bonfires, flowers, and sharing of sweets.

Day Two Homes are decorated with clay lamps and design patterns called rangoli on the floor using coloured powders or sand.

Day three This is the most important day. Families gather for Lakshmi puja, a prayer to Goddess Lakshmi. Eating and fireworks displays follow.

Day four The fourth day is the beginning of the New Year. Friends and relatives visit, sharing gifts and best wishes for the Year.

FINAL OBSERVATIONS Hinduism is not an Abrahamic religion. It is a way of life. However, it aims at making persons better. It believes in absolute truth and that the basis of all that is rests with a first cause or Principle. Its central belief is in pre-existence and rebirth.

Hinduism, like Judaism and unlike Christianity and Islam, does not seek converts.

ONE of the reasons there are laws in society is to ensure justice and equity by holding everyone to the same standards and have them play by the same rules.

When this is upheld, where there is violation to a person. it is expected that justice would be sought in a court of law. The benefit of this is that decisions and penalties are guided by law and not one's feelings, which leads to vigilante justice. The focus of the acting Commissioner of Police to improve the performance of the Police Force needs to be commended. Crime, white and blue collar, is a detriment to society. Crime undercuts development, robs the state and people of their assets, deprives the right to life, drives fear in society, and leads to unstable lives.

Whenever a crime is reported, the police have a responsibility to investigate it. That investigation needs to be conducted within the confines of the law and acceptable standard practices. It means that all evidence, collected and stored, must be consistently pursued and presented in a universally acceptable manner, including ensuring the rights of suspects and accused are respected at all times.

Bringing an accused before the courts, the evidence presented at trial must satisfy the requirements guided by the standard practices and laws to ensure conviction. Quite recently, a number of cases were dismissed in the courts for want of strong and credible evidence. The Force may find it pradent to look within and engage in critical review of its performance in helping the court to dispense justice.

If evidence is not properly collected, stored, retrieved and presented to support the charge made, then the presiding magistrate or judge is given no option other than to dismiss the case. While in the court of public opinion the person may be known to have committed the act. to achieve conviction in a court of law requires thorough preparation, including marshalling of thoughts on the facts and issue, and vigorous representation of the case from the prosecutor's perspective.

The police should be concerned at the number of cases being lost in the court. For outside of playing their important role in maintaining law and order and ensuring the delivery of justice, the institution also helps in building the people's confidence in the justice system. When people hold the view that the court and police are not doing their jobs, it creates avenues for vigilante justice, and threatens the legitimacy of the State.

THE Mayor and City Council (M&CC) has held off tearing down certain derelict buildings in the City for another two months, so as to give the owners another opportunity to 'get their act together'.

This was announced by Georgetown Mayor Patricia Chase-Green when she met recently with officers and councillors at City Hall.

"T received requests from some persons, and I have asked them to write to the Engineer's Department.

Some of them are asking for an extension of tw o months to get their act together."

Chase-Green said.

According to her. some of them have expressed their willingness to comply with the M&CC order to take the structures down, and have even offered their help in doing so. As a result, those persons have been going in to look at their rates and

Speaking at the Council's Statutory Meeting on Monday, the Mayor said the licensing system will begin in 2017. and already, two meetings were held with the vendors to inform them about the impending decision.

26 OCTOBER 2016 — In a near unanimous action, the United Nations General Assembly today adopted a resolution underlining the need to end to the economic, commercial and financial embargo imposed by the United States against Cuba, while also welcoming progress in the

relations between the two countries.

But, for the first time in the 25 year history of the annual vote, the United States, rather than opposing the text, cast an abstention, along with Israel. This year, 191 of the Assembly'^ 193 Members voted in favour of the text which welcomed the progress in the relations between the two countries as well as the visit of US President, Barack Obama to Cuba in March 2016.

Noting of the steps taken by the US Administration towards modifying some aspects of the implementation of the embargo, the Assembly deemed such steps "posi-

tive, [but] still limited in scope."

The Assembly further reiterated its call to all UN Member States to refrain from promulgating and applying laws and measures not conforming with their obligations under the UN Charter and international law, which reaffirm freedom of trade and navigation.

UN Criticized for Failure to Admit Legal Role in Haiti Cholera Outbreak An independent United Nations expert is bitterly condemning the world body for refusing to accept legal responsibility for a cholera outbreak in Haiti that has killed more than 9,300 and sickened 800,000.

A U.N. expert on extreme poverty and human rights, Philip Alston, calls the U.N. stance a disgrace and a debacle.

'If the United Nations bluntly refuses to hold itself accountable for human rights violations, it makes a mockery of its efforts to hold governments and others to account,' Alston wrote in a report to the General Assembly.

Haiti's severe cholera epidemic is traced to U.N. peacekeepers from

Nepal dumping raw sewage into a river after the 2010 earthquake. There are still about 500 new cases of cholera reported every week in Haiti.

U.N. Secretary-General Ban Ki-moon has said the U.N. is morally responsible for the outbreak and announced a $200 million aid package to help affected families.

Another $200 million from money raised in a trust fund would help pay for cholera eradication and improved sanitation in Haiti.

But on the advice of U.N. lawyers. Ban and other top officials have not admitted legal responsibility and offered a settlement, which Alston says is required under international law.

Biologists have studied 'why' animals act as they do, but they have rarely asked 'how'." She observes that there is a big difference between the two. Whereas researchers focus on the 'why', problem solvers are engaged with the how'.

Agneta Winqvist, in her book Wabi Sabi, postulates: "Local knowledge is always used in nature, one simply functions with the things one has in close proximity - one never has to look very far away. If you look at many of the things that worry us human beings these days, the reason is that we no longer trust local expertise."

Is it our culture, historical conditioning, laziness, or lack of self confidence and ambition? Why is it that in approaching a solution to a problem solving challenge we are prone to ask the question, 'where has

it been done before?' Why can we not just learn from nature and use local expertise.

Many decades ago, when practising as a biometrician at the University of the West Indies in Trinidad, there was a disease problem affecting the citrus industry. Of course, the local plant pathology experts were consulted and then foreign expertise was brought in. It was not until the field assistants, with many man years of experience in the citrus groves among the plants, were interviewed that a solution was found. Their observations of the im-

Almost 20 years ago, I was appointed as a consultant to lead a team to address an important business problem which, if solved, could unlock the potential for sustainable economic growth in the Caribbean and beyond. A team of local experience and expertise, with a sprinkling of suitable diversity from abroad, was assembled to research the problem in many Caribbean countries.

The problem was twofold.

Firstly, start-up businesses, which represent the nucleus from which economic growth may emerge, failed at the rate of 90 percent in the first five years of operation. In contrast, today the mortality rate of human beings in the first five years of life is four per cent. Secondly, it was virtually impossible for start-up businesses to get initial funding from traditional financial institutions.

As researchers we asked 'why'.

The reasons for these problems were, respectively, that the manage-

ment of business systems was very inefficient resulting in high failure rates and that the business risk was too high resulting in non approval of financial investment proposals.

As problem solvers, we asked 'how' and introduced appropriate technology. On the one hand, the concept of Shepherding to reduce the risk of business failure and, on the other hand, an innovative seed/equity fund with Shepherding as collateral. We also proposed that we should introduce Skip Weitzen's business philosophy of "Start small; Do it right; Make a profit; Then expand" towards sustainable economic growth and development.

Let us seek Divine guidance and exhibit passion, persistence and patience as we feed off the eternal spring waters of local expertise.

CUBA, a few decades late to the internet era, plans to bring the web into some households in Havana by the end of the year, the Cuban News Agency (ACN) reported recently.

Communist-ruled Cuba has one of the lowest internet penetration rates in the world. While the government blames cost for lack of investment in infrastructure, critics suggest the real impediment is fear of losing control of the media.

So far, only 5 percent of the Cuban population is estimated to enjoy homebased internet, which requires special government permission. Usually this is granted to academics, doctors and intellectuals.

The rest of Cuba's 11.2 million inhabitants must rely on Wi-Fi hotspots around the island and state internet parlors, which have high rates. The $2 hourly Wi-Fi tariff represents nearly 10 percent of the average state monthly salary, A pilot project first will bring the web into the homes of 2,000 residents in Old

Havana, ACN reported, citing a senior official at telecommunications monopoly ETECSA. The necessary infrastructure has been installed by Chinese company Huawei, although rates have not yet been decided, ACN reported ETECSA official Eudes Monier as saying. ETECSA is also working on offering internet on mobile phones starting in 2017, ACN wrote.

Cuba has around 200 Wi-Fi hotspots nationwide and in September announced it would install Wi-Fi along Havana's picturesque seafront boulevard, the Malecon.

The United States has set connectivity as a priority in its new relationship with Cuba. Telecommunications equipment, technology and services were among the first exemptions to the embargo after Washington and Havana announced Dec. 17 they would restore diplomatic relations.

Cuba has meanwhile repeatedly charged that the United States wants to use telecommunications to subvert its government.

threats have emerged in the forms of transnational crimes, narcotics-trafficking, gun-running. money-laundering and illegal migration. These threats have been aggravated by other social aspects of crime, such as the deportation of criminals from metropolitan countries.

"The region has also witnessed the emergence of organised crime and violent 'posses' and gangs." he declared.

The Guyanese Leader told the students that the variety of threats faced by the countries of the Caribbean is best illustrated by the security incidents which occurred in small states over the past fifty years. He said the world and the hemisphere are well aware of the vulnerability of small states, especially of the Caribbean; and noted that the special characteristics of the security threats they face have long been recognised by the international community.

Granger reminded the students that the United Nations General Assembly had. in 1994. approved a Resolution which inter aha. emphasized: the vulnerability of small states to external threats and acts of interference in their internal affairs; the vital importance for all states of the unconditional respect by all states of all the principles of the Charter of the United Nations. including the principles of sovereign equality, territorial integrity, non- interference in the internal affairs of other countries, and the peaceful settlement of disputes and their consistent application; the importance of strengthening regional security arrangements by increasing interaction, cooperation and consultation; that relevant regional and international organizations can provide assistance, when requested by small states, for the strengthening of their security, in accordance with the principles of the Charter; that the Secretary General should continue to pay special attention to monitoring the security situation of small states, and to consider making use of Article 99 of the Charter; that the Security Council and other relevant organs of the United Nations should pay special attention to the protection and security of small states.

He said. too. that the General Assembly of the Organization of American States, in Resolution 1567 of 2nd June 1998. noted: "The small

island states have concluded that their security is multidimensional in scope and application, and encompasses, inter alia, the military-political aspects traditionally associated with the security of states; the protection and preservation of the states' sovereignty and territorial integrity; freedom from external military attack and coercion; freedom from external interference by states or by non-state agents in their internal political affairs; protection from environmental conditions and ecological disasters which could imperil their viability; the link between trade, economic development and security; and the ability to maintain and protect democratic institutions which ensme domestic tranquility..."

The OAS General Assembly, again in a Resolution adopted at the fourth plenary session held on 4th June 2002, observed: "that

... Marriage Act to be amendedfor speedier weddings Government will soon amend the Marriage Act to facilitate speedier weddings in a bid to boost wedding tourism in this country.

During his recent address to the National Assembly.

President David Granger hinted at the move. "Your Government will amend the Marriage Act to put new procedures in place for non-nationals applying for a Special Marriage Licence."

Managing Director of the Roraima Group of Companies. Captain Gerald 'Gerry' Gouveia. who holds an annual wedding exposition here, had long lobbied for the Marriage Act to be amended to facilitate tourists tying the knots at the event. Gouveia had said that the absence of legislation was one of the main hindrances to the expo expanding, and he had criticised the current legislation, which requires that couples travel to Guyana two weeks in advance of their wedding, in order for their marriage to satisfy all legal requirements.

Through the campaign. CTO said, its member countries and hotels would highlight the Caribbean as the leading choice for a romance vacation for consumers and travel planners selling the region.

But she lamented that most of what she was taught at UG and leant from presentations of foreign consultants while in the employ of the Public Infrastructure Ministry cannot be put into practice. And this is because some senior folks at that ministry are too accustomed to doing things the old way.

Like Reid. Denita Crandon. 30. also of Henrietta (reportedly the only female engineers from the Essequibo Coast), seems to share this sentiment. She also noted that working with some contractors can be a challenge.

"If you don't respect yourself in a male-dominated profession or a male-dominated work environment, you will not get the respect you deserve. So it is important that you always hold your ground and do your work competently." Crandon said, adding: "I get a great sense of satisfaction when my work passes all levels of scratiny."

In their line of duty. Reid and Crandon are frequently out in the field during sun and rain, and they seem little bothered by it.

Dartmouth, on the Essequibo Coast, was at one time referred to as "no man's land" since it was a bushy strip of land that was never utilised for cultivation by the Dutch and British colonisers.

The area during the time of slavery was said to be somewhat of a maroon community. because slaves who escaped from their masters used to go there and take up residence among the thick vegetation.

The village has a proud history of being a sanctuary for the distressed. During the period of Indentureship.

Indians who were thrown out of their logics by plantation owners also used to seek refuge at Dartmouth. There they were welcomed by the African settlers and provided with food and temporary lodging until they 'got back on the feet'.

Dartmouth at the time was a cul-de-sac. There was no road leading to Charity, and the area going further towards Charity was a dense jungle.

The Indians at the time referred to the village as "Tudgejaa". an Urdu word meaning "turn back", since the area beyond the village

was at the time inaccessible.

At about 1860. leadership tendencies in the village began to emerge, and a system of democracy, communal work, religion and education took shape.

Dartmouth has produced a number of outstanding Guyanese. Among them are the Annamantadoos (Indians of Madras descent), who were doctors; and the Brammels and Clays, who were community leaders.

The first Chairman of Region Two. Mr. Kenneth Hopkinson. hails from Dart-

mouth. His son Rupert Hopkinson is currently the Regional Executive Officer of Region Two. The most famous Dartmouth resident was the late statesman Dr. Ptolemy Reid. one time Minister of Agriculture and Prime Minister of Guyana, whose statue adorns the nursery school in the village. Dr. Reid is remembered as a benevolent man. Dartmouth residents relate that before he became a Government minister.

The residents recalled an incident in which a pregnant woman delivered tw ins at the Charity stelling and there was no hospital nearby to provide her medical attention. Dr. Reid. who saw the delivery, was greatly concerned about the situation. they say. At the time there was a dispensary at Charity which was housed in a two-storey building.

Below was the dispensary and above the dispenser's quarters. Following the incident. the residents say. Dr. Reid ordered that a building be constructed next to the dispensary to accommodate the dispenser, and the upper flat of the dispensary be converted into a cottage hospital.

This decision, they say. brought joy to the hearts of the residents of the Essequibo Coast, especially those in the Charity/Pomeroon community.

The residents also related that Dartmouth, over the years, has developed by leaps and bounds. Follow ing Emancipation, freed slaves bought the village from the British planters, and in the process of time, transformed it from a virtual swampland

into a thriving, bustling community today.

Today Dartmouth boasts of durable farm-to-market roads; a good drainage system; a health centre; a community centre ground; nursery, primary and secondary schools; shops, and a spanking new modem hotel.

The village is located some eight miles from Anna Regina. heading in the direction of Charity, and is primarily a farming community. The friendly residents cultivate mainly cash crops, rear pigs and do mining for a living.

Some residents have taken up jobs in the Police Force, and like some villages on the Essequibo Coast. Dartmouth has been affected by migration.

Residents also related that the village once had a very rich spiritual culture. They told Guyana Chronicle that, years ago, when the river defence for the village was being built, part of it cut through a burial ground; and despite all efforts by the engineer, it was failing to hold. To remedy the problem, the villagers say, an Obeah Man was summoned, and after a reading, the engi-

neer returned to work and the sea defence has been holding together solidly, even to this dav.

and Artists Association, at its 11th annual Literary Dinner and Social Evening held at the Twilight Family Restaurant, Scarborough.

The prestigious occasion, which was abuzz with entertaining readings from novels, short stories and poetries, saw Dr. McDonald being presented with the inaugural award "for his lifetime contribution to the field of literacy and arts to Guyana and the Caribbean."

Describing the recognition as a complete and utter surprise, Dr. McDonald, who was accompanied by his wife, said "it was a great privilege and

Prior to receiving the award, Dr. McDonald, who was slated as the Special Guest Reader, read from several of his collection of poems, including a few dedicated to his wife, Mary Angela, whom he described as a remarkable woman and an inspiration.

One of the poems also centred on

former Guyana and West Indies star batsman, Rohan Kanhai, who Dr. McDonald still rates as the "best batsman I have seen." He recalled seeing Kanhai playing a masterclass innings versus Barbados at the world famous Bourda sward and called his father after the day's play to inform him that he had seen the best batsman in the world and still holds that conviction.

Dr. McDonald told the appreciative audience that poetry has been a very large part of his life and this wasn't merely by accident, since his ancestors, who included his mother, grand-mother and great uncle were all involved in the art form. He pointed out that his grand-mother, who was the first woman member of the House of Assembly in Antigua, had a gift for poetry, but sadly enough didn't fulfil her desire.

Dr. McDonald also disclosed that his late mother gave him the first

inkling of poetry with her singing of beautiful lullabies and he and his sister had decided, after lengthy considerations, to publish her memoirs, which was written some 50 years ago.

Born in Trinidad and Tobago and educated at Queens Royal College in Guyana, Dr. McDonald holds an Honours Degree in History from Cambridge University. He has published short stories and poetry collections, including Mercy Ward, Essequibo, Jaffa the Ca-

Dr. McDonald has written extensively on cricket and in 2005 delivered the inaugural lecture entitled "Cricket: A hunger in the West Indian Soul" at the London Metropolitan University in the prestigious Frank Worrell lecture series.

In 2015, the Olympic Association of Geneva conferred him with its Lifetime award for distinction in sports and the arts.

Dr. McDonald is also the recipient of the Golden Arrow of Achievement (AA) from Guyana and the Honorary Doctorate of Letters for services to

sugar, sport and literature from the University of the West Indies.

Among the other authors who read their published works were Peter Jailall, president of Pakaraima Janet Naidu, vice-president Habeeb Alii, Ramabai Spinet, Rabindranauth Maharaj, Rubyha McKenzie and Khalleel Mohamed.

One of JailalTs poem was titled "Holidaying in Guyana" while Habeeb Alii, who was bom and raised in Enmore and an alumni of Queen's College, read from his latest book, Red Coconut - a tribute to his late mother.

He also dedicated a collection of his poems to the children of Haiti.

The association derived its name from the famous mountain range that encircles the great Roraima mountain, shared by South America's tripartite, viz. Guyana, Venezuela and Brazil, and consists of writers and poets who live in Canada and have published works on varied subjects.

Membership is open to Canadian writers with this common heritage and its goal is to create a space for writers to share their works and experiences, as well as receive information on writing and publishing.

Undoubtedly the days of "cheap" mortgages and easy money are not prevalent these days. Just thinking about how to buy or sell a home in today's market seems like a Herculean task. While it won't be easy, there are ways to navigate in this turbulent housing marketplace. Keep hope alive and do not despair.

BUYERS Before you begin searching for a house, talk with your accountant about how much real estate you can afford. Ask him/her to tally the total cost of buying a house in a particular neighborhood and then speak with a reputable broker / agent to confirm that your credit score is high enough to qualify you for a mortgage.

Over the past year, lending requirements have tightened and credit thresholds have increased across the board. A first-time home buyer who doesn't make a down payment is required to have a credit score of 720-740. Years ago, a similar buyer could score 100 points below that number and still qualify.

As for down payments, those 0 percent-down deals will be harder to find. For first-time buyers, a down payment of at least 5 percent is common, if they receive assistance from family members, the down payment can range from 10 percent to 20 percent. Make sure the down payment is not borrowed. Banks are asking for statements to prove the funds were deposited for quite a while.

If you have a high credit rating and cash on hand, then you're really in good shape. There's little competition today, a whole lot of inventory, and mortgage rates are still in the single digits. The average interest rate is approximately 6.5 percent and 6.85 percent. Buyers with good credit scores should consider the traditional 15 - and 30-year fixed mortgages.

Those with low credit scores should postpone the house search and focus on improving their credit standing. The biggest mistake a person with bad credit could make is to apply for an interest-only loan. Instead, consider renting. It'll help you create a good rental history; give you time to raise your credit score, and help you shop for an affordable

mortgage in the future. Perhaps rental with option to buy could also be considered.

SELLERS Pricing your home right is of utmost importance when trying to stand out from the competition. A buyer should not get boxed into a corner when negotiating a price.

Granger PRESIDENT David Granger has described his State visit to Chile and meeting with President Michelle Bachelet as highly successful and one that needed to happen, as not only does it open the door to deepened cooperation between the two countries, but it solidifies linkages between Chile and the Caribbean Communitv (CARICOM).

Speaking at the end of sectoral bilateral meetings in the areas of trade, mining. telecommunications and management of maritime zones, the Head of State said, "it is a strong statement on South American cooperation and it is a strong statement on Chile's engagement with the Caribbean Community." adding that "it is not only good for Guyana [but also] good for hemispheric relations."

With Guyana aiming to advance the liberalisation of the telecommunications sector, following the passage of the Telecommunications Bill. Bill No. 15 of 2016. the Government of Guyana is keen to learn from Chile, which has what is described as one of the most developed telecommunications sectors in Latin America.

President Granger and Minister of Foreign Affairs. Mr. Carl Greenidge. who accompanied the President on the visit met on Monday with Undersecretary of Telecommunications. Mr. Pedro Huichalaf at the Ministry of Transport and Telecommunications.

They have to see whether the Public Utilities Commission, which new legislation has been passed on and the telecoms authority for which legislation has been passed, whether those are adequately structured and staffed and whether the mandate covers all that could be expected of it and the people within the agencies perhaps need to have the benefit of some exchange experience with those in the sector." he said.

Chile, the minister reported. has offered to provide technical assistance for strengthening of the capacity of the Ministry of Public Telecommunications as well as the PUC to ensure efficient and seamless implementation. The mining sector is also coming in for support, with Chile offering to provide technical assistance for geological mapping, which would allow for a scientific determination of the location of mineral-wealth deposits in Guyana. To this end. President Granger and Minister Greenidge met with Undersecretary of Mining. Mr. Ignacio Moreno Fernandez at the Ministry of Mining on Wednesday. Chile has already issued a call for project proposals in the area of Geological and Metallogenic maps and Petrographic Studies from Guyana. This is being reviewed by the Ministry of Natural Resources and the Guyana Geology and Mines Commission.

Small said that the event was well supported by Lindeners. though there were expectations of a larger crowd.

According to Small, the expo has many benefits for the participants.

"It is all about showcasing one's craft. We just don't want to be in the box. but to put ourselves out of the box and make ourselves marketable... many persons said that after the expo their clientele grew significantly and they built stronger relationships with their competitors by sharing ideas to take back to

their shop and they also have a boost in business for the couple days." Small said.

She also revealed that for the first time this year, differently-abled young women participated and even modeled.

One hair dresser said the expo has benefited her tremendously as it allowed her to perfect her skills.

She said working around others and practicing her skill in a wide opened space with several onlookers has boosted her confidence level and her self-esteem grew.

Small is encouraging all Lindeners and cosmetologists to get involved in next year's exposition.

-demand from consumers climbs over 100 per cent in mere weeks THE first coconut factory erected on the Essequibo Coast has begun operating, and has started to export products to the twin-island Republic of Trinidad and Tobago.

This factory, located at Land of Plenty, is the property of Roopan Ramotar. who told the Guyana Chronicle that he is full of hope that his business would emerge as a local industry leader.

"With just over a month in operation, we have already seemed a market in Trinidad and Tobago, which I supply with 12.500 litres of coconut water every month. Right now. we are doing 20.000 litres per month, (but) the factory has the capacity to produce some 30.000 litres." a happy Ramotar said.

And he has good reasons to be happy.

Initially, the factory was supplying between 12 and 24 bottles of the health beverage to supermarkets and shops on the Essequibo Coast; but mere weeks into operation, demand for the beverage has climbed handsomely.

Supermarkets and shops are now requesting between two and four cases (24 bottles per case) of Rooster Fresh Pomeroon Coconut Water, which comes in two-litre and 500ml bottles. The two-litre bottle of the refreshing beverage is retailed at $1000 per bottle, while the 500ml bottle retails at $300 per bottle.

Because of the demand.

Ramotar said, he is looking

at producing a smaller bohle to reach out to consumers at all ends of the scale and to compete more directly with established beverage producers and distributors here.

THE official results published in 1842 show there were 37 sugar estates on the Essequibo Coast. These sugar estates stretched from Walton Hall in the north to Spring Garden in the south. Creolese or natives were usually of African descent.

There was a rallying cry of most planters throughout the post-Emancipation years, and there were even serious attempts to restart slavery after it had been brought to an end on August 1. 1834.

The slave owners fought hard against the emancipation of their slaves.

When the Emancipation Act was finally passed in 1833. it did not automatically give the slaves their freedom. Slaves therefore became apprentices, and continued to work with their former masters for low wages. Because of the way this system worked, the end of slavery did not mean free-

Ramotar intends to also produce coconut milk and virgin coconut oil. among other products.

Ramotar said, as he urged the Government to pay more ahention to the manufacturing sector.

According to him. the cost to manufacture is very high, and thus it is a challenge for local producers tc compete with those fron sister Caricom nations.

And on this note, he added that because of free trade, those countries benefit more from Guyana than Guyana benefits from them. He suggested thai Government can correct this anomaly by offering local manufacturers VAT exception on their proelucts. or by reelucing the rate thee pay in VAT.

Ramotar. who is highly encouraged by the response from consumers, told this

was one of those apprentice slaves who worked on Plantation Richmond in the north.

Trouble started when Mr. Charles Bean, the proprietor of Richmond sugar plantation. began to create strife by killing the pigs and cutting down the fruit trees of the former slaves, which was a subsistence income for those ex-slaves. Bean claimed that the pigs were destroying the roots of the young canes.

Damon became enraged when he saw what Bean was doing, and called upon the other freed slaves from Richmond to Walton Hall to oppose him. He got 700 of the apprentices from Richmond to Walton Hall to down tools. They were forced to work by their fonner masters although slavery was ended.

On August 3. 1838. they protested the apprenticeship scheme. The following morning, the freed slaves were more than surprised, and became angry when they were ordered by their former masters to return to work.

By August 9. the labour situation worsened when ex-slaves from Richmond to Devonshire Castle downed

rebellion tools and gathered in the Trinity Churchyard at La Belle Alliance.

In the meantime, the white planters called for back-up troops to quell the quiet and peaceful demonstration.

About 40 soldiers from the West India Regiment, headed

by Captain Groves, arrived and took up position around the churchyard. Damoa who was considered one of the ringleaders of the workers, hoisted a flag on a pole as a sign of their freedom and independence from the planters.

The minister of the Trinity church appealed to Damon and the ex-slaves to go home, but they refused, saying that they were free and did not wish to return to the plantations to do forced labour.

Bean aggravated and worsened the situation when he used threats to arrest the ringleaders. He ordered the soldiers to open fire on the unarmed crowd, but the captain refused after recognising that it was no mob. but just a crowd of peaceful workers

gathered under their makeshift flag to show that they were a free people.

Governor Smyth addressed the workers at Plantation Richmond, telling them that the apprenticeship period was still in force and they should go back to work.

He arrested the leaders of the peaceful demonstration.

Damon was referred to as the "Captain" and ringleader of the unrest; and at noon on October 13. 1834. he was hanged for rebellion in front of the Parliament Buildings which now house the National Assembly in Georgetown.

At La Belle Alliance Christian Cemetery, there still stands a tall white cross where Damon and his 700 apprentice workers had gathered and protested against the forced labour system.

In 1988, a bronze monument created by sculptor Ivor Thom was erected next to the Anna Regina Town Hall in honour of Damon, the fallen hero from Essequibo.

Village homes without roofs, millions in losses

By Nafeeza Yahya HEAVY winds accompanied by rain on Sunday morning ripped through homes at Number 19 Village on the Corentyne Coast, leaving a trail of destruction and millions of dollars in losses in their aftermath.

According to residents, the storm damaged about 20 houses on the northern side of the public road in an ordeal that lasted no more than 10 minutes.

The storm had residents scampering for shelter with some thinking the world was coming to an end. while many others thought it was bandits trying to gain entry into their homes.

When this newspaper visited the scene, zinc sheets, branches and other debris littered the street as workers were busy trying to mend the broken roofs.

Several sofas and mattresses were placed in the open to dry.

Alimudeen Gobin. whose house was toppled, said he was not at home at the time the storm passed.

He is counting his blessings amid his losses, pointing out that if he were at home, he would have probably been seriously injured or dead.

"Me nah been home, but if me ben deh me would a dead because the roof fall down when the house topple and land straight on me bed." he told the Guyana Chronicle.

Gobin. a cane harvester, related that when he arrived home to get ready for work at around 04:30hrs. he was shocked to meet his house completely destroyed and on its sides.

He was unaware of what had happened until he also saw the other houses nearby were also severely damaged.

Nizam Khalil. 50. said the experience was the worst of his life as he felt as if he was in a battlefield in Iraq.

"The rain was falling and then suddenly there was a loud bang then, it sounded like a million big fire crackers started going off Bang! Bang! Bang ! All at the same time! I jumped up from bed and run in the hall and I see the ceiling caving in and I freeze. My daughter come and I hugged she. I started to feel rain drops and when I watch up I see the roof gone. We move to the

"We came out and see the shed in the middle of the street, my first thought was it fell on any of the neighbours' house so we got flashlights and called out to make sure everyone was ok.

Khalil was not able to assess his losses fully, but estimated it will be over $1.5M since a lot of his electronic appliances were damaged due to the rain.

"I had a shed that I recently build that cost me $400,000. me nah know where the shed is. I can't find the zinc nor the rafters - nothing — the only thing I see is one post that still standing... I was able to find back some materials for the roof and a few fuh the ceiling. Me 55 inch TV. 2 desktop computers and a laptop all soak with water." he told this publication.

More EXXONMOBIL'S partner Hess Corporation, during its third-quarter earnings on Wednesday revealed that the Liza-3 well located in the Stabroek Block, offshore Guyana has a worldclass oil discovery.

According to the company's website, there are estimated recoverable resources for Liza now expected to be at the upper end of the previously announced range of 800M to 1.4B barrels of oil equivalent.

REPRESENTATIVES of Guyana's court system spent an intense week in Vancouver, Canada this month studying the British Columbia (BC) Provincial Court's problem-solving courts, use of technology, and system performance measures, as well as trial scheduling, early resolution, and case management strategies.

This study program was part of the Justice Education Society of BC (JES) project funded by the Canadian government to help Guyana strengthen its criminal justice system.

A release from the High Commission of Canada noted that this tw o-year project aims to strengthen the Guyanese justice system by developing the technical capacity of the police, prosecutors and magistrates to work with criminal evidence. The project includes training in criminal investigations, case preparation, evidence handling, and trial advocacy.

According to the release, the recent study-tour in Vancouver focused on court administration concepts and design, highlighting the initiatives the BC Provincial Court has undertaken to maximize the effective, equitable and efficient use of its resources and minimise wait-times for trials.

The only difference this time around, however, was that while the sun was scorching hot. water was readily available, thanks to the intermittent rains and the high water level of the Mahaica Creek.

The road to the farming areas stretches along the banks of the creek; but according to our boatman. a guy named Ravi, some farmers still prefer to move their produce by boat whenever the 'greens van' arrives.

Taking their cue. the Guyana Chronicle used a boat to get to where we were going, using Ravi as our guide.

On our arrival at GrassHook. where Rajesh lives, he was preparing to harvest a half-acre plot

of the long bed of bora which lay before him.

For him. weather conditions have become annoyingly unpredictable over the past decade.

"One time it raining; and then time like now. is plenty sun." he said. The rains have not been steady at the Mahaica Creek over the past three months, but according to the farmers, the conditions these days have not reached the severity level of typical El Nino dry weather conditions which obtained betiveen August 2015 and June/July this year.

Deochand Ramcharitar. who resides at Big Biaboo. also on the Mahaica Creek, plants cash crops in addition to his long lines of plantain stalks. He plants all year long he said, and according to him. while the weather conditions are dry at the moment, he has learnt to adapt.

"Since the Hope Canal, we don't get dem kinda water we used to get; that one is the main thing them do." he said, in obvious reference to those in authority.

MAHAICA CREEK In the past, one of the major problems faced by farmers along the Mahaica Creek arose as a result of the flood waters which were thrown into the creek from the East Demerara Water Conservancy (EDWC) whenever the levels at the water holding area rose to critical levels.

"We almost used to know we faith when that used to happen."

Ramcharitar said, meaning that the farmers immediately knew that their crops would face destmction.

But since the construction of the Northern Relief Channel, and subsequently the Hope Canal, flooding seems to be a thing of the past for farmers at Mahaica Creek. At least for now.

HRC will never be an earth-shattering orator like her husband Bill or her former boss, Barack Obama. Or for that matter she's not as charismatic and an accomplished orator as Michelle Obama. But what she lacks in natural speech delivery, she makes up for in the preparation department - she knows what she's talking about and she studied Trump's policies, tactics and history. So while there were few media-pleasing zingers during the course of the three debates, she burnished her credentials in the eyes of voters and showed up for this most important job interview, offered by the People of the United States for the position of President, well prepared, poised, oozing confidence, and never compromised her high standards.

By contrast, Trump who lacks any qualification for the most "difficult job in the world," could not make an impression, by masking his obvious lack of experience and credentials for the job, by studying and demonstrating to

"we the people" his grasp of policy and how government works. So in debate after debate he delivered an incoherent, disjointed, at times unhinged, blustering performance more suited to reality TV than a clash of ideas, germane to the United States and its people. He delivered one clueless, rambling and meandering performance after another ALL short of any real information or demonstration that he knew what the hell he was talking about. In the end he showed the American people that he's just a hulking, big mediocre man with little hands.

The fact is that Hillary Clinton has spent a lifetime serving her country and the world through consistent activism and politics. Even when you factor in her complicated relationship with her husband, Bill, and his indiscretions, you have to admire her as a tough, focused and strong woman. Donald Trump's entire life has been all about his own name brand - something that he's had erratic successes with and downright failures. HRC's work, goals and passion have been about putting her country first in all that she's done. Trump, in my view, would have great difficulty to name the capital of New York on any given day. And there is no doubt that

through her public service work and people-centered policies HRC has become a far better person for these unique experiences.

As the Presidential election revealed and demonstrated time after time, Donald Trump's life experiences has turned him into an arrogant, thuggish reality TV peon; a kind of evil cartoon cereal mascot, who rents his name and his over-blown image to anyone with a bag of cash. Anyone with an Internet connection and Google software can look up Trump's long list of failed businesses and ventures. He's made a career of living large (bigly) on other people's money in a queer form of individual deficit spending. I can forgive all of HRC's verbal and other stumblings , but what I cannot forgive is the calculatingly racist dehumanization of five innocent Black young men - the so-called Central Park Five - and Trump's cowardly call for their execution and his hunkering down on his odious positions even after they were exonerated.

So now we come to November 8.

History will be made - one way or the other. Yes, we cringe and grit our teeth at the spectacle of this Presidential election.

But still, there's something eerily epic

...about budget cuts to constitutional bodies THE Government has rejected what it termed the "baseless and false propaganda" of the opposition PPP that the proposed financial allocations for constitutional commissions and agencies for 2017 have been maliciously reduced from the 2016 budgeted amounts.

In a statement issued by the Department of Public Information, government said while the law clearly provides for government to recommend reasonable amounts for constitutional bodies in keeping with what is affordable, of the 16 listed constitutional agencies, only one (GECOM) has a reduced allocation. "The reason for the reduced allocation is completely logical and eminently sensible. Both 2015 and 2016 were election years. 2017 is not an election year. Therefore, it cannot be expected that the GECOM allocation for a non-election year would be greater than

its budget for election years." the statement read. Budget estimates for Constitutional Agencies were presented a few weeks ago to the parliamentarians for perusal and ultimate deliberations today.

However, on Monday with support from her party members. Anil Nandlall and Juan Edghill. Chief Whip of the PPP. Gail Teixeira accused Government of attempting to weaken and undermine the constitutional bodies. She argued that constitutional agencies ought to be provided with the requested amount of finances, noting that the "slashing of the requested budget to less than what was received in 2016 is highly unacceptable."

Teixeira. a former government minister, told reporters about cuts to the budgets for Parliament Office, the Auditor General's Office, the Guyana Elections Commission (GECOM). the Supreme Court. the Director of

Public Prosecutions (DPP) and the Indigenous People's Commission to name a few.

However, except GECOM. all of the other agencies received increased allocations.

In its statementthe DPI said in the case of two agencies - the Public Service Appellate Tribunal and the Judicial Service Commission - the budgeted amounts for 2016 and 2017 are exactly the same (see attached chart).

There is a new head - the Public Procmement Commission - which has been provisionally allocated $76.2M in the 2017 budget estimates for the establishment and functioning of this agency.

By Daniel Haynes What some might call a dream on the part of the National Sports Commission (NSC) is almost a reality as the National Athletes' Database has rounded into its homestretch. The nearly-completed database was showcased at a press conference on Thursday at the NSC, with members of the media being able to view and access it.

It was with elation Director of Sport Christopher Jones. Assistant Director of Sport Melissa Richardson. Commissioner Edison Jefford and Intellect Storms' Information Systems Architect Rowen Willabus unveiled the project that had an initial startup cost of GYD 2.8 million.

According to Jones, the NSC is still waiting on some of the sport associations and federations to submit the information and stats they have on athletes. He cited the Guyana Table Tennis Association (GTTA) as one association that readily made their data available when called upon. Jones also added "Along with the database, we will have a facebook page that is geared towards getting those who are most involved in sports up to date with what is going on."

There were also talk of having the 15 Guyana Teachers' Union districts active on the database. The districts would have their schools included with special focus being on talent in the upcoming National Schools' Championships.

It was at this point that Willabus took over before demonstrating how to find names on the database as well as what the database currently

and if the constitution isn't followed we will not be providing funding for these associations."

The database is expected to be available to the public as soon as next week if every association makes available there information to the NSC.
