The Zena Henry Column It is often worthy to take time out to give thanks, in whatever form, for being able to make it through one year into another. Many persons were not as fortunate to be here in 2017 and that alone can trigger the need for reflection and necessary changes. The imprisonment of a family member, one who has migrated, the loss of a partner, parent or close friend or even the loss of a job can be enough to create new paths.

A New Year for some is almost like starting over. It brings with it hope and opportunity. It is always another period to achieve and grow, especially for those organization junkies who love to put everything into a time frame; needing to make certain achievements within that space.

In other cases, there are the New Year "resolutionists" who jump on every opportunity to create something new. Sometimes with the longest list ever seen they outline all their expectations, aims and outcomes. They can't help being optimistic about what the future holds; and even if they do not achieve all that they had set out to do, they are grateful enough to have attempted it or even have it in mind and still on their to do list as to be completed.

One must then ask oneself what is it that I seek to achieve. What is that thing that I so badly need to get done X \

that its result could only be to my benefit and/or that of others? WTiat are you dreaming of right now?

For some persons living abroad, and who came home for the holidays, their dream right now is returning to Guyana and getting out of the cold.

One person who left Guyana at a young age, explained how renting in New York was killing him and he was seriously considering coming back to Guyana to buy property and possibly invest in a business.

It wouldn't be hard to figure out that there are many Guyanese with these types of ideas floating around in their head. After all, many persons are starting to believe that a Donald Trump Administration is bad news for people of colour and they have long complained about how hard they must work to get by.

Guyana's independence celebration last year marked 50 years post

colonial rule. With great pride thousands of Guyanese stood proud to honour the raising of the largest Golden Arrowhead to be flown. People came from all walks of life and countrymen, left their overseas bases to be here for the celebration.

Another year of colonial freedom is here. Reflecting on where Guyana has come from, understanding what it stands for, where we want to see our country in a given timeframe and how we get there would have to be a Guyanese dream designed and activated by the government, but approved by the people. It is the people's responsibility to keep their government in check and to hold them responsible for the changes that they want to see.

Guyana Sprouts has said it over and over that only the people can bring about the Guyana they are looking for, and they cannot expect to achieve it without putting in their share of the work, they cannot depend on others to make the changes that they want. Oil which is on the tip of everyone's tongue is near pouring stage and already the changes are being seen. The tourism sector, education, service, and aviation sectors to name a few have received an automatic boost since international standards are demanded, if Guyana wants to flaunt on the world stage.

What do New Year celebrations mean to you? Did you enjoy them in the long ago? Do you still get all dressed up for a New Year's Eve dance or Church Service? Or, is it all bah, humbug? Did you have a good time on Old Year's night? Lots of champagne, Hennessy, Stoly, Dom Perignon , etc.? Did you buy that $1,000 suit this year?

I remember in my late teens, I had to get a new suit made by my tailor, Ernest Bentley, to step out Old Year's Night.

Sometimes it was Moire, other times Venetian or Salt and Pepper. The list goes on.

Mr. Bentley (I never called him full mouth) was a reliable tailor. If he told you come at 5 on ol' year's day to collect, the suit was pressed and ready. No excuses, no hiding and he had some Russian Bear or XM on top of that.

In those days, it was not good enough to have only a well-tailored suit. You had to match. Shirt, tie and shoes had to go together. Your shoe had to be well shined, like how the soldiers used to shine their boots.

No one went to an Ol' Year's dance without a partner. If you did, you didn't get any dance. People went with their wife or main squeeze. I remember going to BGCC an ol' Year's Eve. Rhythmaires was playing. Ted E. Jones (was he better than Pepe Romalho?) began singing, "Try a little tenderness". A handsome, well-dressed guy ran the entire bench but got no dance. I saw him going out the door.

The next day was for you know who?

Anyhow, about 15 minutes before the big event, the D.J. would play Fausta Papetti, Ace Cannon, Victor Sylvester or other great saxophonists and bands. At midnight "OF Lang Syne" would be blasted and kisses exchanged.

At other better places, we danced the night away with Tom Charles or A1 Scales or Nello or Combo Seven or Telstars or Chet and the Diamonds. Dem was de days, I mean real dancing. There were great dancers then. I used to try; but I was a joker to some of my friends like Willie Wright, George Armstrong, Cudge Burnett and even Ozzie Gibson.

Believe it or not, the next day in the afternoon, we went to Ma Eraser, where Uncle Tommy would always remind you; "Doan fuhget yuh gat a small piece fuh me, me." It was New Year's Day, so you paid up and began having a taste. As my friend Tom would say, "socialising." I used to like the portion of low mein at Chung Viet (the Middle) on Regent Street. Me, the late greats Kenneth Denny, O.P. Sinclair and Lloyd Ellis would leave 'Ma Erase' and go there. My particular preference was for lowmein or chowmein with pepper-pot water.

When we left there, we went to Sawh at D'urban and Hardina and hooked up with Rex Sears. There the Latin, French, Spanish, Logic, Philosophy would reign supreme. Of course, with drinks. Yu see, Sawh was a liquor shop. These days, they are called the fancy name "cafe" Well, time and tide waits on no man, I left my beloved country in 1964 to study in

North America. I continued much of my ways with persons whom I knew from back home. In the early days, most Ol' Year's dances were held in homes of friends. The girls brought the food and the guys brought the drinks. We would party until we drop.

Then, we no longer lived near to one another and we started going to hall parties.

Different atmosphere; but okay. In the 2000s, these stopped at 4 o'clock. I started mixing going to church and partying on New Year's Eve. I did not go out this Ol Year's night (New Year's Eve). Not because I've been there and done that. I will never get there. I just felt like taking it easy and looking at the ball dropping at Time's Square. You know, sometimes taking it easy is a good thing. So, my friends, "Keep the faith." Remember these lyrics: "Tom work and work for years and years, you're always on the go, You never take a minute off, too busy makin' dough, Someday, you say, you'll have your fun, when you're a millionaire.

Imagine all the fun you'll have in your old rockin' chair, Enjoy yourself, it's later than you think, Enjoy yourself, while you're still in the pink.

The years go by, as quickly as a wink.

The years go by, as quickly as a wink, ENJOY YOURSELF, ENJOY YOURSELF, IT'S LATER THAN YOU THINK. Come to think of it, these words are always appropriate. Be happy, be content. It is not always easy to do this. The arthritis, the back pain, the stroke, sharing a flat with strangers, no money, unemployed, the green card is taking so long. Still, it could be worse. I used to have a quote in my room when I was a boy: "I was without shoes and

Going into this New Year is entering the unknown. We knew yesterday and will learn about today. However, God (by whatever concept you have of the Supreme En-

social renewal THE year 2016 is gone and the new year is upon us.

As is customary, we put the challenges of the old year behind us and look to the new year with some degree of expectancy. For us, as a comparatively poor nation, every year is challenging. Our colonial plantation legacy has left us in a state of always playing catch-up with the rest of the world. Often, as we make two steps forward, the developed world makes five steps forward, leaving us even further behind.

Because we get so wrapped up in our internal tribal politics, we fail to appreciate the external and institutional constraints on our collective ability to break through our limitations. Yet. those limitations are real, even if they are not always apparent to the victims. This past year, several of those limitations have come to the fore. Chief among those is the state of the economy. The new government, in its first full year in office, has found that out. From the closure of Wales Sugar Estate to the ongoing wage negotiations with various categories of workers, the health of the economy has been a constant factor.

The issue of a living wage for our workers, for example. has been front and centreâ&#x20AC;&#x201D;from teachers to public servants to sugar workers, the real producers of wealth have been raising their voices in pleas for increased value for their labour. What is not always properly articulated is that the very nature of the economy in terms of its scope, is itself a challenge to a better wage package; that an economy which has not been growing in real terms cannot guarantee a high rate of wage increase.

Of course, the government finds itself in a very tight situation. On the one hand, it must tout whatever small economic growth there is. But it also must be able to say to the country that that macro growth does not necessarily translate into sustainable development which allows for tangibles such as increased wages. In the final analysis, there must be a balance between investing in strategies to attract investments, both foreign and local, and ensuring that workers have reasonable wages and social services such as education, health care; and infrastructural repairs and innovation are taken care of. Managing post-plantation economies with all their structural changes is not an easy job.

By Ariana Gordon PRESIDENT David Granger has once again reshuffled his Cabinet, removing Dr George Norton from the critical Public Health Ministry and replacing him with Volda Lawrence, while Amna Ally takes over at the Ministry of Social Protection and Norton has been sent to the Ministry of Social Cohesion.

These changes will be made official today at a Cabinet meeting, the Guyana Chronicle was told. It is the second time President Granger has made changes to his Cabinet and it comes at a time when there have been criticisms about the performance of some ministers.

The move came as a surprise as President Granger had said in September that he saw no need at that time for a reshuffling of his Cabinet. He had accepted then that errors were made by members of his Cabinet, but noted that none amounted to criminality.

"Every Government makes errors, and we just want to ensure we make fewer and fewer errors as we go along.

But we have learnt a lot over the last 15 months." the President had said.

"Some of them are human, some are administrative errors. and some are as a result of what was inherited." he had declared, noting that the changes made to his Cabinet in Januaiy 2016 were designed to improve Cabinet's performance.

The President created the Ministry of Public Telecommunications. headed by former Minister of Tourism Cathy Hughes. He also merged the Ministry of Tourism with the Ministry of Business, and placed same under the control of Minister Dominic Gaskin.

Meanwhile, an inside source has disclosed that the President deemed it necessary

to remove Norton from the Ministry of Public Health where lie served as the senior minister since the APNU+AFC coalition Government took office. According to one source, the President believes that the Minister of Public Health was unable to focus on his mandate.

"He spent more time fighting the attacks as opposed to doing work in accordance with his mandate... his attention was elsewhere." the source stated.

The source noted that Dr Norton should have been focused more on administrative and management duties of his office; and it is believed that President Granger has replaced him with Minister Lawrence as she is skilled in management and administrative responsibilities.

It is also beheved that Dr Norton possesses the requisite skills needed to enhance the Ministry of Social Cohesion, while Minister Ally is deemed best suited for the post of Minister of Social Protection.

Dr. Norton is an ophthalmologist by profession and was educated in Cuba, where he graduated with a Degree in Medicine from the Superior Institute of Medical Science in 1984 and specialised in ophthalmology in 1988. He is co-vice chairperson of the People's National Congress Reform (PNCR). and has been a parliamentarian since 2001. Dr. Norton has served as his party's shadow minister of heaith.

Over the past six months.

Dr. Norton has been in the hot seat with several allegations being levelled against him; chief among them being what has been described as the poor handling of the country's drag-procurement system.

So. as we move into the new year and the imminence of our translation into an oil economy draws closer, there is a sense of optimismâ&#x20AC;&#x201D;cautious optimism. The experiences of Trinidad in the 1970s and currently in Venezuela show that an oil economy does not always translate into a thriving economy for all the citizens of the country; the oil boom could, if not managed properly, result in a bust. There is the temptation, given the poor state of the economy; there is the temptation to look to oil as the everlasting salvation of the country. As we move into 2017. our government must be cognizant of that pitfall. If it has not done so yet. the government may consider appointing a Council of Economic Affairs to begin to think through and plan for the imminent oil economy. This should be a priority for 2017.

But. no matter how much oil we find, we would not be able to adequately use it to the benefit of our citizens if we do not fix our social infrastructure. An oil economy with an unskilled

under the People's Progressive Party/ Civic (PPP/C) administration; however, it was discovered that competitive bidding was not used in the procurement of a secondary bond for the Ministry of Public Health to store drags and pharmaceuticals.

Dr. Norton has come under intense fire from the Opposition for Government's decision to rent a storage facility located in Sussex Street.

Charlestown. from Linden Holdings Inc. owned and operated by businessman Larry Singh. Singh is closely associated with the People's National Congress (PNC), a major political party within the APNU faction of the Government.

When asked to explain how Singh became aware of Government's need for the storage bond. Dr. Norton could not answer. He maintained that the decision to rent the facility from Singh at a cost of $12.5M monthly was taken at the level of Cabinet.

He had told reporters that Government's need for a second bond followed its decision to stop sole- sourcing and allow competitive bidding.

In the pastthe New Guyana Pharmaceutical Corporation (GPC) was contracted to store drags and other pharmaceuticals at its Industrial Estate facility for the Ministry of Health. However, due to the changes in the procurement system, that company decided to charge the Government a rental fee which has been deemed "excessive."

Dr. Norton, when questioned in the National Assembly last Augusthad made statements that were deemed to be untrue and as such was called upon to apologise for the inaccurate statements he had made. On August 8. the minister told the House that a contract was signed with Linden Holdings Incorporated. owned by one Lar-

ry Singh, to rent the storage bond on Sussex Street in the city for $12.5M a month; the first month's rent was handed over, along with an additional $13M. which the minister said was for a security deposit.

Government had described as undesirable the arrangements regarding the contracting of Linden Holdings Inc Sussex Street bond and had hinted at shortening the lease and searching for a new location. The minister apologised to the President. Speaker of the House. Cabinet, and the Opposition for his untrue utterances.

However. Dr. Norton found himself under fire from the Opposition again last month when the Opposition and Government failed to agree on whether the storage facility was in use. As such.

Speaker of the House Dr. Barton Scotland instracted some members of Parliament to go to the facility to ascertain whether the bond was in use.

It was discovered that the bond was being utilized, but there was no evidence of drugs. In fact, there were several boxes of IDU insertion kits, latex condoms, umbilical cord clamps and lubricants.

Last January. President Granger also renamed the Ministry of Governance and Protection of the National Patrimony to the Ministry of Natural Resources and noted that subject Minister Raphael Trotman will now be named Minister of Natural Resources.

Yes. there is a connection betw een these issues and economic development Finally, in 2017. let us vow as a people to do something about the hustling mentality that has taken over our country.

While we bemoan the violent crimes, as we must, we must also pay attention to that which our citizens have become callous to each other. The cherished value of being your sister's-brother's keeper ought to be restored as a guiding light. We still have it within us to rise above our collective frailties and reach again for the nobleness in us. something that all our major religions teach and which has informed our long and rich history of overcoming. In the end. all we have are ourselves.

That was in 2003 and only in December 2004 did the American Society of Plastic Surgeons take an official stand against breast augmentation for patients under 18. But nose jobs? Tummy tucks? Brazilian butt lifts? No problem.

And if you think I'm just an antibeauty Joe let me tell you that this cult of the body and beauty is even MORE pronounced in ALL of America's colleges. Body image dissatisfaction, weight concerns, eating disorders, and physical attractiveness have become especially significant issues on college campuses, with up to 90 percent of college students reporting that they worry about body image. For many of these still impressionable and peer-obsessed kids, poor body image is undoubtedly a central issue to both young men and women.

James's revelation was made on Friday during an end-of-year press conference held at NICIL's boardroom.

He posited rather, that the additional revenue the hotel could have been generating from its Entertainment Complex and Casino, is not there.

As such, James noted that the board has expressed its intention to have the Entertainment Complex and Casino up and running at the soonest possible time.

By Alva Solomon AS GOVERNMENT prepares to construct Guyana's first solar farm at Mabaruma in the North West District this year, four acres of land have been identified for the ambitious 400-megawatt project.

In December. Finance Minister Winston Jordan had announced during his 2017 budget presentation that, when operational, the solar farm would afford an additional 17 hours of electricity to the 3.000 residents of Mabarama.

Since assuming office, the government has been pursuing a "green state" agenda. In his New Year message several days ago, President David Granger noted that solar energy systems will be installed in more public buildings and in hinterland communities across the country, as the authorities continue to convert the country to renewable energy use. The development of renewable sources of electricity generation including bio-mass, hydro-, solar- and wind-power will provide employment for thousands of skilled, semi-skilled and unskilled persons, the President said.

Chief Executive Officer (CEO), GEA, Dr. Mahender Sharma said that one of those sheds will serve a dual purpose by providing solar power for the lighting of the Independence Arch at Agricola.

The Ministry of Public Infrastructure successfully carried out works to maintain and develop 81 roads in 2ol6. This is according to Coordinator, Geoffrey Vaughn, who said that the road interventions were completed to the tune of $1.048B under the unit's 2016 Road Maintenance programme.

He explained that under this programme, the unit tackled such interventions as minor rehabilitation of local failure, pothole patching, and minor rehabilitation of local failure, road safety maintenance (road marking and signs), cleaning or clearing of existing drains, and grading and shaping of road shoulders.

Vaughn said that corrective maintenance intervention was brought to 40 roads with approximately 150 kilometers in length and 914 meters in width. The roads that benefitted from these interventions include Louisa Row, Mandela Avenue, and Hadfield, Norton and Princes Streets. He said that these interventions mainly focused on overlaying the roads with asphaltic concrete and putting in place road markings.

Vaughn explained that for the remaining 31 roads, which were approximately 1000 meters in length and 400 meters in width, the unit brought corrective interventions in 2016, which include patching potholes with either pre-mix or crusher-run. Carmichael, Broad, Evans, and

Charlotte Streets and others in West Ruimveldt and Alberttown benefitted from this intervention.

Meanwhile, Vaughn also reported that the unit was able to surpass its 2016 target with regards to the construction and rehabilitation of roads in Regions 1, 2, 3, 4, 5, 6 and 10 under its Miscellaneous and Urban Roads Programme.

He told the media that instead of the programmed construction/rehabilitation of 31 new and existing roads that were expected to be completed under the two programmes, under the Miscellaneous programme, the unit was able to construct 148 roads (or 57km) in 2016. These roads were done with asphaltic concrete, reinforced concrete or crusher-run.

Under the Urban Roads Programme instead of the targeted 31 roads, the unit was able to complete 75 roads (36km) in 2016.

A budgeted amount of $1.425 Billion and $1,164 Billion was allocated under the Miscellaneous and Urban Roads Programme, respectively, in 2016. Under the Miscellaneous Programme $665 Million was to be used for the construction/rehabilitation of the projected 31 new and existing roads in Region 2, 3, 4, 5 and 6, while the remaining money was to be used mainly for the completion of multi-year projects.

For the Urban Roads Programme approximately $386 Million was proposed to be spent on the construction/rehabilitation for the 31 roads.

Happy New Year to all our readers; Guess what? Existinghome sales of previously owned homes rose nationwide in April 2016 as the housing market picked up some steam amid the spring selling season. They climbed 13% from March to a seasonally adjusted annual rate of 4.65 million; these statistics were reported by the National Assn. of Realtors. The uptick from March came as the housing market has shown signs of cooling and sales declined. Would-be buyers have struggled to afford a home after prices surged last year.

While it's probably a stretch to call the U.S. housing market "hot," it's a pretty fair statement to suggest it's healthy. It's so healthy, in fact, that the National Association of Realtors' annual "Profile of Home Buyers and Sellers" survey showed that the share of first-time home buyers ticked up to 35% in 2016, which was the highest level since 2013, where it was 38%.

Since lending rates have stuck near historic lows, the opportunity to buy a house with an attractively low mortgage rate is acting as a dangling carrot for buyers that may be on the fence.

But, if you're planning to buy a home, or even refinance an existing mortgage, you need to be aware of the numerous factors that can influence your mortgage interest rate. Here are some factors.

Linden THE horrific accident on the Linden/Soesdyke Highway on Wednesday night has claimed its fourth victim, 22-year-old Leron Mendonca, who died while undergoing surgery at the Linden Hospital Complex on Thursday morning.

The other victims include Dextroy Griffith, a 22-yearold mechanic; Alexander Dave Primus, a 52-year-old taxi driver and Raul Aaron, who all died on the spot.

Mendonca is a national of St Vincent and the Grenadines, who had returned to Guyana to renew his travelling documents; he was the nephew of Primus.

After being declared a Cooperative Republic. Guyana intensified its independence by establishing its own system of national awards, including the award of Senior Counsel, the President noted in his address.

"Senior Counsel, your elevation to this status today is a symbol of our nationhood." he told the appointees in the presence of the Minister of Foreign Affairs Carl Greenidge. Minister of State Joseph Harmon. Director of the Public Prosecutions (DPP) Shalimar Ali-Hack and the former Chief Justice (ag) Ian Chang among other senior functionaries.

"It is a mark of respect, of

recognition and of reward for the accomplishments of those who have given, and who continue to give, selfless service to our nation," President Granger said while pointing out that the average individual service appointed is 3 7'A years and an accumulated service of 338 years.

"You embody a massive amount of legal education and experience. You are exemplars of a fine tradition of an honourable and ancient profession." the President further added.

The last set of Senior Counsel was appointed some 20 years ago in 1996. For President Granger, these appointments are an important part of his personal obligation as President of Guyana. "ft is my obligation, not an option, to respect our national

Failure to confer these awards, whether as a result of caprice or malice, would constitute a dereliction of duty, the debasement our identity of nationhood and an affront to our citizens. "For the first time in 20 years. I have appointed three women and I couldn't find any reason why women weren't appointed before and as far as sitting judges are concerned as in the case of Justice Roxane George, she served for several years in the DPP (Director of Public Prosecutions) and were this a normal jurisdiction, during those years, she would have had the [Senior Counsel appointment] long ago." he told reporters.

According to him. it is a travesty that for 50 years there had not been a single appointment of a woman Senior Counsel.

Meanwhile. Boston, who is among the newly appointed Senior Counsel, told reporters that the appointment was long in the waiting.

He recalled that in 2005. the then Chancellor Justice

Desiree Bernard had invited him to apply for Senior Counsel. and though it took him a while, he applied.

"After that there was a Senior Counsel Committee and the committee had planned that you would have two sets, six would go in the first set and about four will go in the second set." Boston recalled, however, that Committee dissolved.

He added "after the dissolution of that committee, there wasn't a resurrection of another committee but eight of us names were proposed and President Ramotar was contemplating appointing eight of us Senior Counsel and that never materialized."

Boston noted that it is done based on recommendations put by judges of the Supreme Court.

ing before them, the judges will nominate lawyers who they feel have reached the threshold to be admitted as Senior Counsel and then the judges will pass their recommendations to the Chancellor who puts the recommendations together and forward it to the President and from that list he selects." Boston further explained.

For Justice George, her appointment as Senior Counsel came as a major surprise but one in which she is thankful for. and grateful to the President for his recognition of her. She had applied for the position since 2003.

"I know that there was a list in 2014 and I was surprise to see that my name was still on the list bearing in mind I am and was then a sitting judge... I didn't ask too many questions. I didn't speak about the tradition of our profession," Justice George said.

In offering an advice to new comers practicing in the legal realm. Justice George said be committed. "When I do admissions for counsel.

I say to them be a lawyer's lawyer, which means that while we may enjoy the gallery and the public looks for the gallery, what we look for in a lawyer is their scholarship. their research, their presentation to the court, their deportment, how they carry themselves, so that is what is important." she said.

Notably, 92-year-old Llewelyn John was also singled out for his 65 years of service in legal field. He was admitted in 1952 first as a solicitor and then as a barrister, for his practice in both the High Court and the Magistrate's Court. For him, it came as no surprise.

He is now on a journey of chronicling his experiences.

NO MORE BAILOUTS Now that a governmental decision has been made that the nation's economy will no longer be bled by bailing out GUYSUCO for the billions of dollars of deficits it has incurred, these PPP leaders have the temerity to say that the current administration has destroyed the industry, and to suggest that 15 or more thousands of families will be affected by closures or sale of some estates.

Never once has anyone heard that the PPP provided the workers with any relief when they went on strike. While I am not saying that relief was not given, I would like to see what they will do for the Wales workers who, instead of producing during the last months of operation of the estate, were called out on strike.

The closure of this estate was a hard decision to make and I certainly respect the advice and decisions presented by Enrol Hanoman: this CEO was recalled from retirement by the PPP government, and when he used his expertise and commitment to the workers to produce a turn-around plan, they simply rejected it and allowed the industry to accelerate its downhill slide into destruction.

Unlike their leaders, I am genuinely concerned about the welfare of the workers and their families, because the demise of the industry could lead — although we would hope not — to

increases in crime and suicides, broken homes and mortgage payment delinquencies, to cite a few possibilities.

Apart from absorbing the monetary losses of their members' dues, the union leaders need to confess to the workers their participation in sowing the seeds of the industry's destruction and the fact that now there is not much that they can do to offer real help for the workers.

Clearly, even the more soberheaded workers may not have stopped to think that the PPP leaders were just using them for their own personal political power advancement as well as the fat salaries that were funded by the workers' dues. Sadly, for well-known reasons, there is a large percentage of GAWU's membership who will continue to believe that the PPP and the GAWU are interested in their families' welfare.

Here's a thought, dear people: "No, they are not, and will never ever be interested in your welfare; the chances are extremely slim of this changing for workers, given the realities in the sugar industry on the global scene, even if you assist the leaders in regaining political power in Guyana.

The PPP and the GAWU are now faced with the fact that no one can plant a mango tree and expect to reap cane."

Unfortunately, this political football is about to implode, and an honest set of statements and explanations are what are most urgently needed from the leaders to help the long-suffering workers.

By Alva Solomon ON the heels of a record-breaking year in terms of passenger travel, the Cheddi Jagan International Airport Corporation (CJIAC) is pursuing several initiatives to enhance its operations including the establishment of a cambio service at the airport as well as a car rental service.

The plans are currently under discussion. Chief Executive Officer of the CJIAC. Ramesh Ghir said on Wednesday, noting that the cambio service is being discussed with a commercial bank. He said too that the car rental service is also being discussed and a March timeline has been set in that regard. Ghir was at the time speaking at the Transport Sports Club on Thomas Lands on the 2016 performance review of agencies which fall under the ambit of the Ministry of Public

Infrastracture.

In 2016. the airport recorded its highest number of passenger movements, both for departure and arrival and this may be tied to the country celebrating its Golden Jubilee of Independence in May. According to Ghir. a total of 572.439 were processed as of November 2016. the highest hgure ever recorded and surpasses the 504.032 recorded the previous year.

For the corresponding period last year, it was an increase of 14%. he said. In addition, he noted that it is the third time in its history that the movement of passengers topped the 500.000 mark.

According to Ghir. the Panama-based carrier. COPA Airlines completed a solid year in terms of performance. climbing to a healthy 97% increase in passenger movement over the previous year. Other airlines also per-

formed well in 2016 when compared to the previous year and these included Suriname Airways (65%). Fly Jamaica Airways (79%). Insel Air (16%) and Dynamic Airways (23%). He said that Caribbean Airlines recorded a 10% decline in passenger movements.

However. Caribbean Airlines continue to maintain the bulk of the market share at the CJIA. According to Ghir. CAL holds a total of 54% of the market share at the Timehri-based airport while Dynamic Airways (14%). Fly Jamaica (12%).

COPA (8%). Suriname Airways (4%). Insel Air (4%) and Eastern Airlines (3%). shared the remainder of the market share in 2016.

In terms of the destinations which recorded the higher number of passenger movements, the 2016 statistics indicate that the North American market continues to dominate travel out of

Ghir noted too that works are ongoing on the plans for the construction of the new terminal building. He said that the expansion plans at the CJIA will see the current arrival and departure lounge being merged and will become the airport's Departure lounge. Free Wi Fi service was also introduced at the CJIA in 2016, Ghir said.

This announcement was made by Former Minister of Public Health. Dr. George Norton, who indicated that the Public Health System is now equipped with a total of 704 Government Medical Officers (GMOs) and 968 nurses.

Therefore, the Ministry will seek to utilise their human resources efficiently in order to ensure that all regions benefit from proper health care. However. with accommodation for GMOs and basic living conditions in the hinterland regions still a serious issue, the Ministry through the department of Regional Health Services, will collaborate with the Ministry

Despite the odds, medical programmes in the hinterland continue to prove useful, with the medical evacuation programme benefiting 255 patients who were accommodated on 212 flights at an approximated cost of $82.3million with the month of December still to be completed, he had stated.

The increase in the number of medical evacuations in 2016 is as a result

of the ministry's position on the transfer of all high risk pregnancies from hinterland regions in an effort to reduce maternal mortality and morbidity, said Dr. Norton.

A plan which would result in the decrease in medical evacuations is one to deploy specialist doctors to the hinterland regions. As such, the then Minister of Public Health said that all regional hospitals will be staffed by the four basic specialist care services; they will review the human resource gap to have specialist at all regional hospitals; equip and upgrade of district hospitals to deliver the full suite of mandated services; ensure that all regional hospitals have one medical superintendent, and one Administrator/CEO and increase the availability of a national biomedical service provider to effect timely repairs and maintenance to equipment.

Outstanding THE conferring of national awards is recognised as a mechanism which the Constitution of Guyana provides to give due national recognition to outstanding citizens and in 2016 a significant number of women were recognised in that regard.

The process of conferring national awards was restarted in 2015 and several women were recognised for their life's work towards the development of Guyana and the selfless work and sacrifices they have made for the betterment of their fellow citizens in a wide variety of sectors.

According to a release from the Ministry of the Presidency (MoTP), under the David Granger administration over the past two years, 51 Guyanese women were conferred with national awards.

In 2015, 19 women from a total of 53 received national awards. The Order of Roraima was received by one person; three received the Cacique's Crown of Honour (CCH); seven received the Golden Arrow of Achievement (AA); five received the Medal of Service

with awards. Additionally, 12 groups were conferred with the MS insignia on the occasion of Guyana's 46th Republic Anniversary in February, earlier in 2016.

According to the MoTP, recognising the indispensable role that women play in national development is a tangible demonstration of the government's policy position on gender equality and it is in line with President Granger 's commitment to making Guyana a more equal society. The administration encourages the nomination of Guyanese of all walks of life, across ethnic, religious, geographic and gender lines, who serve with distinction, the release said.

'My arms hurt but that's because of rheumatism.'

This was not Marchand's best time. Three years ago, he rode 26.927 kilometers in an hour. That also was a world record for the over100 category.
