THE Guyana Police Force’s Office of Professional Responsibility (OPR) and the Regional Security System (RSS) from CARICOM have completed their investigation into the fatal shooting of Ronaldo Peters.

According to a release from the Guyana Police Force, on Tuesday, the case file is expected to be forwarded to the Director of Public Prosecutions (DPP) on Wednesday to obtain legal advice.

“Additional witnesses into the fatal shooting of Keon Fogenay are expected to be interviewed by investigators to complete the case before the file is submitted,” the police release stated.

The RSS is also expected to submit a report containing its findings and recommendations by Friday.

The RSS team arrived in Guyana on April 12 and worked alongside the Guyana Police Force’s OPR to probe the fatal shootings of Peters and Fogenay, incidents which have rocked the mining

town of Linden.

At the time of their arrival, a press release from Police Headquarters had reported that the investigating teams had visited Linden.

Both young men were shot and killed by police ranks.

“Upon arrival into the region, the team met and engaged with family members of both men, and subsequently revisited the scene where the men were shot,” the GPF stated.

Peters, 21, was shot and killed by a Police Sergeant around 17:30 hrs on April 7 in Linden.

Acting on information received, police ranks went to Shabba’s Bar in One Mile, Linden, in search of Peters, who they said was wanted for rape.

The incident, which was captured on CCTV footage, showed Peters, unarmed, running away from a team of policemen.

The officer who fired the fatal shot claimed that his gun discharged accidentally when he attempted to subdue Peters.

Meanwhile, Fogenay

was shot and killed by a policeman when protests erupted in Linden on Tuesday, April 8.

The Police Force is yet to officially state the circumstances surrounding his death.

President Dr. Irfaan Ali and Vice-President Dr Bharrat Jagdeo have both promised an impartial and independent probe into the fatal shootings.

During a meeting with the victims’ families at the Watooka Guest House, President Ali offered condolences to the bereaved.

“To the family, you have my love and prayers. To the community at large, you have my love and prayers, because I believe that all of us want the same thing: a just and peaceful society,” the President said.

He further reiterated that the government’s priority is to ensure there is a proper investigation, supported by external agencies, to guarantee that the outcome and any resulting recommendations are fully implemented.

Free tuition takes effect at University of Guyana

STARTING with the 2025/26 academic year, tuition at the University of Guyana (UG) is officially free and applications are now open for all, as the Government of Guyana rolls out its landmark free tertiary education policy—a major commitment fulfilled under the People’s Progressive Party/Civic (PPP/C) manifesto.

The change, which took effect January 1, 2025, means no tuition fees for new or continuing students pursuing Diplomas, Bachelor degrees, Master degrees, or PhDs across UG’s campuses and online platforms.

The university’s application period runs until May 16, 2025, and prospective students are encouraged to apply early as the university is currently processing over 1,200 applications per week.

President, Dr Irfaan Ali, during a parliamentary address in October 2024, announced that beginning in the January 2025 semester, tuition fees at UG will be fully abolished.

The initiative is expected to benefit more than 11,000 students. To facilitate the rollout of free tertiary edu-

cation, UG received a $13.1 billion allocation in the 2025 National Budget.

Additionally, through the Guyana Online Academy of Learning (GOAL), the government has awarded scholarships to nearly 30,000 Guyanese, enabling them to pursue online studies at various local and international universities.

As part of its phased initiative to provide free tertiary education, the government has written off approximately $203.7M in student loans for 346 UG graduates as of mid-2024.

Overall, the programme aims to cancel about $11 billion in student loans for over 12,000 Guyanese.

Information on all course/ programme offerings, application processes, and other relevant details has been, and will continue to be, communicated via all the university’s official channels.

These official communication channels include the university’s website (https:// uog.edu.gy), Facebook page (https://www.facebook.com/ uniofguyana), and the Student Records Management System (SRMS). The university will also issue official

notices, press statements, and advertisements via its media partners.

Importantly, students currently preparing for the Caribbean Secondary Education Certificate (CSEC) and Caribbean Advanced Proficiency Examination (CAPE) are encouraged to apply before receiving their results.

Some programmes offer provisional acceptance, and applicants can request the Caribbean Examinations Council (CXC) to send their grades directly to UG to expedite processing.

UG, fondly referred to as the nation’s premier tertiary institution, now offers more than 180 programmes across over 80 disciplines, ranging from certificates and diplomas to associate degrees, bachelor, master, and doctoral degrees.

The university delivers courses in face-to-face, online, and blended formats through its eight academic divisions and 10 research institutes and centres, including the internationally ranked Faculty of Earth and Environmental Sciences and the accredited College of Medical Sciences.

Region Three continues to blossom with massive investments

WITH major development taking place in Region Three (Essequibo Islands-West Demerara), President Dr Irfaan Ali has said that it is now a “mind-blowing” time to live in the region.

Speaking recently during an engagement with residents, the Head of State said that the scale and pace of development taking place will soon make Region Three indistinguishable from the capital region.

“When we complete the waterfront development, all the port facilities, the Wales Economic Zone, the development zone, and the highways — there will be absolutely no distinction between what is happening in Georgetown [Region Four] and here

in Region Three. It is a mind-blowing time to live in this region,” President Ali stated.

He attributed this moment of transformation to the government’s substantial investments across multiple sectors.

Citing key examples, the President pointed to the construction of new hospitals and a water treatment plant, adding that visitors to the region are often struck by the abundance of emerging opportunities.

Against this backdrop, Dr Ali described the region’s trajectory as “a category five hurricane of development.”

“Not a hurricane disaster — hurricane development,” he clarified. “Many people think it’s already at category five, but wait until you see what’s going

The President also spoke of massive connectivity projects in the pipeline, noting that Region Three will be linked via the Del Conte Road to Bartica, Timehri, the Sand Hill Road, and further on to the new highway leading to Brazil.

With this, he also highlighted that there are three shore base facilities in the Region- — one of which is complete, while the other two are exploring expansion. Additionally, a new fertiliser plant and an industrial manufacturing hub are in the works.

“Thousands of jobs will be created,” he said adding, “It’s not just the first power plant we’re talking about — we’re already discussing a second one. The four-lane road from Wales to Parika, all the bridges — they’ve

already gone to tender and are awaiting award.”

Dr Ali explained that the current wave of development represents far more than progress — it is

nothing short of transformational under the People’s Progressive Party Civic (PPP/C) government.

“This is the future we’re working towards. This is not progress — this is beyond progress. That is why we have said: this is transformational,” the President said.

Swift intervention, more support for Essequibo’s rice farmers

FACING mounting concerns from rice farmers on the Essequibo Coast, Agriculture Minister, Zulfikar Mustapha, on Tuesday, unveiled a suite of emergency interventions aimed at stabilising the region’s rice industry and safeguarding farmers’ livelihoods.

During the meeting, Minister Mustapha assured farmers that the Ministry of Agriculture, through the Guyana Rice Development Board (GRDB), is taking active steps to resolve issues related to paddy spoilage due to delays at rice mills.

He explained that the GRDB will be working closely with both farmers and millers to correct these delays and improve efficiency across the supply chain.

Gunmen open fire on tourists in Himalayan region, killing at least 26 people

(CNN) AT least 26 people have been killed and a dozen injured in a suspected terror attack in the disputed Himalayan region of Jammu and Kashmir , authorities said Tuesday.

The last major tourist attack in the region took place in June, when at least nine people were killed and 33 others were injured after a bus carrying Hindu pilgrims plunged into a gorge after suspected militants fired on the vehicle.

Progressive Steps for Indigenous Women

GUYANA’S recent presentation at the 24th Session of the United Nations Permanent Forum on Indigenous Issues (UNPFII24) is more than diplomatic advancement; it is a testament to the country’s progressive, results-driven approach to Indigenous women’s rights and development.

Minister of Amerindian Affairs Pauline Sukhai’s address was not just a celebration of milestones, but also a clarion call for sustained political will, resource allocation and societal transformation.

The statistics are staggering. Thirty years ago, Indigenous women were virtually invisible in Guyana’s Parliament.

Today, they make up 39% of women parliamentarians, and three have served as head of the Ministry of Amerindian Affairs—a shift in representation that is also evident in village councils, where Indigenous women are making gains as

toshaos and senior councillors.

This heightened political visibility is not coincidental; it is the product of deliberate government policies and calculated investments.

Guyana’s strategy is comprehensive. Economic-empowerment initiatives, especially in agriculture, eco-tourism and traditional industries, have resulted in 63% of young businesspeople being Indigenous women.

Educational reforms—free university, technical training and full scholarships—are breaking cycles of exclusion over generations.

Gains in health, including telemedicine and expanded cancer screening, are extending to remote villages, while 91 per cent of Indigenous villages have clean drinking water, with universal coverage in reach.

But the government’s commitment

extends beyond infrastructure.

The recent signing of the Family Violence Act and implementation of gender-based, violence- prevention programmes show an awareness that empowerment cannot occur without both opportunity and protection.

Programmes such as the ENGAGE Youth programme and the EQUAL SRHR programme aim not only at economic and educational advancement, but also at justice, health, and the eradication of violence against Indigenous women and girls.

These are supplemented by private-sector action under the Women’s Empowerment Principles, suggesting a whole-of-society effort towards gender equality.

Of course, there are still challenges. Structural impediments—such as restricted internet access in hinterland

areas, under-funded commissions, and lingering social biases—still impede some Indigenous women’s full participation in national life.

But Guyana’s model is clear: change is possible where political rhetoric is matched by concrete action and measurable outcomes.

The world needs to take notice. Guyana is not only implementing the UN Declaration on the Rights of Indigenous Peoples, it is also creating a regional model of development that is inclusive. By placing Indigenous women at the centre of its national agenda, Guyana demonstrates that the path to sustainable development, social justice and national unity goes through the empowerment of its most marginalised citizens.

This is not only sound policy—it is also a model for the future.

Reinforcing road safety in the rainy season

As the rainy season intensifies across Guyana, we must, more than ever, support President Dr. Irfaan Ali’s recent call for greater caution on our roadways, particularly among motorcyclists, who continue to be overrepresented in fatal accidents. His disclosure that 43% of this

year’s road deaths involve motorcyclists is a grim reminder that we are in the midst of a national safety crisis.

Rainy conditions reduce visibility, impair traction, and make sudden braking dangerous — yet many road users still speed, overtake recklessly, or fail to wear helmets and seatbelts. This is not just careless; it is deadly. We must return to the basics of road safety by embracing the Five Cs

of Driving: Care, Caution, Consideration, Common Sense, and Courtesy. These principles are not just slogans; they are life-saving habits. Care means checking your brakes and tires before you hit the road. Caution reminds us to drive slowly in wet weather.

Consideration urges us to respect every road user, from the pedestrian to the cyclist. Common sense demands

we avoid distractions and intoxication. And courtesy — a little patience — can prevent a lifetime of regret. We owe it to our families, our fellow road users, and ourselves to be better. Let this rainy season be a turning point — not a continuation of tragedy.

Nigel Hughes targets Norton’s edifice

AFTER his address at the funeral of two Lindeners shot by the police, Nigel Hughes has clearly signalled to PNC leaders that he is targeting PNC constituencies.

The speech came straight from the PNC’s songbook. First, he called for $100 million each in compensation for the two bereaved families. This is the kind of language usually associated with PNC platform rhetoric.

Secondly, he revisited the murder of two cousins in Cotton Tree in September 2020. Again, this return to racial incitement mirrors traditional PNC methodology.

Thirdly, he rejected Caribbean input into the inquiry—yet another classic PNC approach to these kinds of situations.

So why would Hughes want to come across like an extremist PNC speaker? There is only one answer: he has no choice.

Hughes has drifted so far into Afro-centric political spaces that he knows he will not attract Indo-Guyanese votes. He knows his votes will have to come from parties that have extremist messages and use extremist vocabulary. Since the AFC will be contesting on its own, then that is the only game in town.

But it is a game that will bring clashes and it will bring the spilling of bad blood because Aubrey Norton is not stupid.

I will repeat what I have written in these col-

umns before: one may not like Aubrey Norton’s politics, but that’s no reason to think he cannot comprehend political trends. He can and he will as Hughes continues to utilise Afro-centric themes.

One of those themes is the Cotton Tree double murder.

Hughes’ invocation of that scenario is designed to appeal to Afro-Guyanese people. The extremist version—best adumbrated by the PNC, the lunatic fringe (Burke, Benschop, Hinds, Ogunseye, and company) and ironically, the Guyana Human Rights Association—frames the murders as racially motivated, a supposed retaliation after the PPP’s electoral victory in August 2020.

The story unfolded in another direction. It was a drug thing gone wrong. But Hughes has fired the first election salvo – he is targeting PNC constituencies.

If you are a PNC supporter do not fool yourself – that funeral speech was an electioneering act.

The other dimension of Hughes’s return to Cotton Tree is that it is an admission that he knows the AFC will not get Indo-Guyanese votes. Hughes resurrected the Cotton Tree double murder because it has racial capital for him but Indians have terrible memories of the anti-Indian violence that followed the murder.

Why would Indo-Guyanese people vote for a politician that invokes the

fiction of PPP supporters killing two Afo-Guyanese youths out of election joy?

One can conclude that Hughes’ election politics will be based on themes that appeal to Afo-Guyanese people. The intention is to have a credible showing after the election results.

It is a survival game. If Hughes doesn’t play the race card, then where are his votes going to come from?

It is for this reason we can expect Hughes on the campaign trail to become a personality that will remind the nation of Rickford Burke and David Hinds. Hughes will continue where he left off in Linden because the object is to show that Aubrey Norton lacks fire and he, Hughes, has it.

It is for this reason I think bad blood is coming. I think Norton is going to retaliate and when he does, it will not look good for Hughes—especially if the Sherod Duncan factor comes into play.

I have been around politics for too long not to know about subliminal instincts.

I have written it before and I am writing it again. From what I know over the long years, Aubrey Norton has never been enamoured with Nigel Hughes and Raphael Trotman.

Now those very two men —Hughes as leader and Trotman as Chairman of the AFC—are trying to dethrone Norton.

They do not want him as the presidential candidate in a joint slate with AFC and the PNC and

they do not think that as PNC leader he will fare well in the election.

Then the AFC threw gasoline on fire. They asked Norton to let Hughes run as the consensus candidate. More gasoline was thrown when Hughes offered as an alternative the close friend of Hughes and Trotman – Terrence Campbell.

In case you did not know – Aubrey Norton was opposed to the PNC conceding a 70/30 formula with the AFC for the 2020 election. I can tell readers that Norton was no way in

support of that particular covenant and wanted a much smaller ratio.

Now that Norton is leader of the PNC, why would anyone out there believe he would be chummy with the AFC.

The die is cast. From here on, it’s Hughes versus Norton.

GUYANA has reaffirmed its position as a regional leader in Indigenous rights, with Minister of Amerindian Affairs, Pauline Sukhai, telling the United Nations Permanent Forum on Indigenous Issues (UNPFII) that the country is actively implementing its declaration on the Rights of Indigenous Peoples (UNDRIP) through inclusive policies, legal safeguards, and land ownership reforms.

Delivering her statement on Day Two of the 24th Session of the Forum, Minister Sukhai said Guyana is “proud of its successes,” pointing to the country’s legislative framework and its strong working relationship with Indigenous communities.

“Full engagement with Indigenous Peoples is a reality in Guyana,” Sukhai told the Forum, adding that “Our Constitution and the Amerindian Act of 2006 provide the legal backbone for this inclusion and remain aligned with the principles of UNDRIP, which Guyana endorsed in 2007.”

Minister Sukhai also highlighted the inclusion of Indigenous Peoples as partners in Guyana’s flagship Low Carbon Development Strategy (LCDS), noting that their endorsement of the plan reflects their critical role in environmental stewardship and climate action, both nationally and internationally.

On land rights, the Minister pointed to the ongoing Amerindian Land Titling Project, executed in partnership with the United Nations Development Programme (UNDP), which seeks to provide legal recognition of Indigenous land ownership in accordance with the Amerindian Act.

Despite misinformation campaigns causing delays, the Minister said that Indigenous Peoples collectively own 16.4 per cent of Guyana’s land mass—making them the second largest landholders in the country.

“The Amerindian Act provides for the right to self-determination,” she said, explaining that Indigenous communities manage their own affairs through legally mandated Village Councils, which are elected by residents.

Minister Sukhai also referenced Guyana’s National Mechanism for Reporting and Follow-up, which monitors and reports on human rights obligations, including those specific to Indigenous communities.

While the State remains responsive to concerns raised, she noted the challenge of some individuals bypassing local mechanisms in favour of external reporting, even where domestic remedies exist.

“We are proud of our successes as we continue to enjoy a strong working relationship with our Indigenous Peoples,” she said.

Magistrate upholds no-case submission in felonious wounding case against Bartica businessman

MAGISTRATE Teriq Mohammed on Tuesday upheld a no-case submission made by the defence in the matter of The Police vs. Vivendra Balgobin.

As a result, 48-year-old Balgobin was freed of a felonious wounding charge brought against him in connection with a 2023 shooting incident outside the Paradise Night Club in Bartica, Region Seven (Cuyuni-Mazaruni).

Balgobin, a businessman of Bartica, had been accused of unlawfully and maliciously wounding Lovella Douglas, then 18, with intent to maim, disfigure, disable, or cause grievous bodily harm.

The incident was alleged to have occurred on August 30, 2023.

According to a prior report, the shooting stemmed from an incident where a friend of the defendant accidentally bumped into the table where Conroy Cox, called ‘Pink Boy’, 39, of Bartica, and his girlfriend, Douglas, were seated in the nightclub, causing their drinks to spill.

This, in turn, led to a heated exchange between Cox and the defendant. Cox allegedly threw a drink in the defendant’s face and physically assaulted him.

Subsequently, he left the club but returned shortly after and continued to verbally abuse the defendant.

He therefore contended that the prosecution’s case was speculative, disjointed and lacked the necessary evidentiary support to proceed.

Magistrate Mohammed, presiding at the Bartica Magistrate’s Court, concluded that the standard of proof required for a prima facie case had not been met.

As a result, he upheld the defence’s no-case submission and dismissed the wounding charge against Balgobin.

He had initially pleaded not guilty to the charge. While awaiting the outcome of the case, Balgobin had been released on $800,000 bail, with the condition that he surrender his passport.

President Ali announces road infrastructure, agricultural support for Massara, Yakarinta, Kwaimatta

SEVERAL communities in the North Rupununi, Region Nine, including Massara, Yakarinta, Toka, and Kwaimatta, are set to benefit from enhanced road infrastructure, agricultural support and other interventions aimed at boosting development, livelihoods, and economic growth.

President, Dr. Mohamed Irfaan Ali announced this during a community en -

gagement at Massara last Saturday.

He was accompanied by Minister of Education Priya Manickchand, Minister within the Ministry of Housing and Water Susan Rodrigues, Regional Chairman Bryan Allicock and other regional officials. While outlining the government’s developmental plan for the hinterland communities, the president stated, “We are not waiting for

you to request anything. We are always forward-thinking and looking ahead of your needs…We will continue to work with you. You can rely on us.”

This year, the government will construct two kilometres of road leading from Massara Secondary School, ensuring a safer and smoother route for commuters and students.

The internal road in Toka will also be upgraded

to improve accessibility.

Massara and Yakarinta have requested the construction of a road to link the two communities.

In response, President Ali announced, “We are going to start this year to incrementally look at the [upgrading] of this road [from Yakarinta to Massara], so that we could support your communities.”

The President also assured residents that the road issues in the neighbouring community of Aranaputa will be addressed, as the community has requested upgrades to its internal roads.

A bridge will be constructed to link the villages of Toka and Kwaimatta, while a pontoon will be provided to Massara within two months.

President Ali also announced an expansion of the fleet of vehicles for the region, including two buses, one canter, and an all-terrain vehicle (ATV) for the communities.

Additionally, two ambulances will be procured for Massara’s health centre and Annai’s hospital.

15-horsepower engine will be delivered to Kwaimatta before the end of the year to enhance river transportation for students and residents.

Food security in the hinterland communities remains a high priority for the government, with investments being made in shade houses to promote self-sufficiency and economic growth.

To support agricultural development, four tillers, seedlings, four bee hives, pesticides, and fertilisers will be provided to the Amerindian communities.

A total of 36 households in Kwaimatta, who currently lack access to water, will receive water tanks for daily use.

The region’s human resource capacity has been further strengthened, with nearly 400 individuals now trained as community health workers, nursing assistants, and registered nurses, delivering quality healthcare services.

For the first time, more than 450 individuals from the region are undergoing teacher training.

In addition, hundreds of individuals are now gain-

fully employed through the Community Service Officers (CSOs) and national pathway programmes, earning incomes to support their families.

“More than 2,500 community-policing members across this region will be [placed] on that pathway programme so they can get the monthly allowance,” the President announced.

Massara will be engaged by the government to supply clay bricks for construction of the next batch of houses under the Lethem Housing Support Programme.

The villages of Massara, Yakarinta, Toka, Kwaimatta, Aranaputa, and Rupertee have already benefitted from significant investments, totalling nearly $650 million, across agriculture, education, health, and road infrastructure.

To support sports development among young people, the government provided four complete cricket bags, four pairs of stumps, eight football nets, four volleyball nets, 20 footballs, and 20 volleyballs for distribution across the villages. (DPI)

Motorcyclist killed in Moblissa crash

A LATE-NIGHT collision along the Moblissa Public Road, Soesdyke-Linden Highway, on Easter Monday claimed the life of a 39-year-old motorcyclist and left a minibus driver hospitalised and under police guard, as investigations into the fatal crash continue.

Dead is Markind Jackson, of Silver Hill Village, Soesdyke-Linden Highway. Jackson was reportedly travelling north on his motorcycle when he was struck by the speeding minibus, which veered into his lane.

The accident occurred at approximately 22:00hrs on Monday, April 21, 2025, and involved three vehicles: a minibus (BRR 8331), a motorcycle (CL 7080), and a stationary motor car (PXX 3747).

Police said the minibus— owned by Vibert Amsterdam and driven by Maurice Meredith, 54, of First Alley, Wismar, Linden—was proceeding south along the eastern side of the highway when the driver lost control.

The vehicle crossed into the western lane and collided with Jackson’s oncoming motorcycle, forcing both rider and bike into a parked car

on the shoulder of the road.

The parked vehicle, registered to Alonso Cornelius, 53, of Amelia’s Ward, Linden, was reportedly unoccupied and facing north on the western side of the highway.

After the collision, Jackson was flung onto the roadway and sustained critical injuries. Meredith was also injured and was pulled from the wreckage in a semi-conscious state.

Both men were rushed by police to the Linden Hospital Complex, where Jackson was pronounced dead on arrival.

Meredith remains warded at the hospital’s Accident and Emergency Unit for observation and is currently under police guard.

The deceased’s body has since been transferred to the Pensioners Mortuary, where a post-mortem examination is pending.

This latest fatality comes just days after President, Dr Irfaan Ali issued a nationwide call for greater caution on the roadways, noting that 43% of all road fatalities this year involve motorcyclists, and 72% of those killed were not wearing helmets.

The President urged all road users, particularly motorcyclists, to take road safe-

ty seriously and adhere to traffic regulations to save lives.

“I am appealing to all road users, especially motorcyclists, to exercise extreme caution on our roadways,” Dr Ali urged in a Facebook post. Authorities have repeatedly warned of the consequences of reckless driving, speeding, and failure to wear protective gear, particularly among motorcyclists.

Despite ongoing efforts by law enforcement and road safety agencies to crack down on traffic violations and raise public awareness, statistics continue to reflect a troubling trend of preventable traffic accidents, with speeding remaining one of the leading causes.

Dr Ali’s appeal is the latest in a series of high-level interventions aimed at curbing the deadly wave of road accidents plaguing the country. The government has also invested in road safety campaigns and stricter enforcement measures in highrisk zones.

Within the first 12 hours of the Safe Road Intelligent Systems (SRIS) rollout earlier this month, the Guyana Police Force (GPF) reported 259 speeding violations.

Striking the right balance

WHILE stressing the importance of road safety, People’s Progressive Party (PPP) General Secretary, Bharrat Jagdeo, has stated that a balanced approach will be taken in the review of speed limits.

Jagdeo, who also serves as Guyana’s Vice President, made these remarks during a recent press conference at Freedom House.

“I spoke of a balance approach…The technical work has to be done too, because you have to look at the size of the highway, the condition of the highway, all of these things before you recommend a figure,” he said.

The Vice-President noted that the Traffic Department will lead the review, while President Dr. Irfaan Ali, who has expressed serious concern over road safety, has been working alongside a team on the issue.

“So, I suspect all the agencies will be working together to come up with this figure -the speed limit. But it would have to be taken into consideration two things.

“You don’t want it to be at a level that is so low that people will be ticketed for driving at a ridiculously slow level, like some of the limits are on the highway. But at the same time, you have the counterpart. We have had people who lost their lives because of speeding. So, it’s the balance that you [have to] strike there,” Jagdeo stated.

This is in alignment with the recent amendments to the Motor Vehicle and Road Traffic Act, Chapter 51:02. Speed cameras have been installed across the country to capture vehicles exceeding speed limits and these violations will now result in an automated ticket being issued to the respective vehicle owners.

Also, motor vehicle owners are reminded to ensure their contact details—such as phone numbers and email addresses—are updated with the Guyana Revenue Au -

thority (GRA).

This will enable immediate notification of any violations. Payments for the tickets can be made conveniently via MMG services across the country, using the ticket number provided.

In addition, the GPF has launched a new online service to help vehicle owners track their tickets.

By visiting the GPF’s official website , guyanapoliceforce.gy, individuals can easily check the status of any tickets issued against their vehicles. The government and law enforcement agencies are committed to improving road safety and ensuring that everyone follows the rules of the road.

Authorities continue to highlight that road safety is a shared responsibility, urging all road users to “do the right thing” for the safety of themselves and others.

Additionally, the government has expanded internet connectivity to some of the most remote

medical care to hinterland residents.

At the community level, Minister Parag said that all Neighbourhood Democratic Councils (NDCs) are being equipped with excavators to address drainage and agricultural issues, with firefighting pickups to be able to respond and assist their communities as trained first responders, and soon enough, with mini-compactor garbage trucks which will ease the longstanding discomfort that stems from delayed garbage disposal.

NDCs, she noted, will also receive substantial increases in their annual government subventions, moving from $5 million to $30 million, even as the subventions to municipalities have increased from $10 million to $50 million.

“We want to empower our communities to serve the people,” Minister Parag said, pointing to the fact that every roadway and every community ground in the country is slated for repairs and rehabilitation.

“These are just some of what’s happening back home in Guyana,” Minister Parag told the gathering.

Teen motorcyclist dies in late-night crash at Diamond

A 19-year-old motorcyclist lost his life late Monday night following a crash along the Diamond Public Road, East Bank Demerara.

Dead is Ricardo Melville of Kaneville, who was reportedly riding at a high rate of speed when he lost control and slammed into a concrete culvert.

According to police reports, the accident occurred around 23:50 hours on April 21, and involved motorcycle CL 4491, which Melville was operating at the time.

“Melville was proceeding south along the eastern carriageway of Diamond Public Road, East Bank Demerara, at an alleged fast

rate, when he lost control of the motorcycle and collided with a concrete culvert, situated on the eastern parapet of the said road,” the report said.

The impact caused the teenager to suffer serious injuries. Emergency Medical Technicians responded to the scene and transported him in an unconscious state to the Diamond Diagnostic Centre, where he was pronounced dead while receiving treatment.

The body was later taken to the Memorial Gardens Funeral Home Mortuary, where it awaits a post-mortem examination. Investigations are currently ongoing.

New Diamond Regional Hospital inches closer to opening

AS part of the government’s drive to significantly expand healthcare access and services across the country, the new Diamond Regional Hospital inches closer to opening its doors, with finishing touches currently being applied to the facility.

This is according to the Minister of Health, Frank Anthony, who recently shared updates on the hospital’s construction — a project which forms part of a wider initiative to build six regional hospitals across Guyana.

During his most recent site visit, photographs shared publicly showed workers applying final finishes to the facility. Several pieces of critical equipment have already been installed.

The Minister stated in a post to his Facebook page, “This modern facility, expected to be commissioned shortly, will significantly expand healthcare access and services for communities along the East Bank of Demerara corridor.”

At that time, he noted that once operational, the Diamond Regional Hospital would help ease the burden on the George-

town Public Hospital Corporation (GPHC) by bringing quality, accessible healthcare closer to residents in outlying communities.

constructed are at Anna Regina, Region Two; De Kinderen, Region Three; Diamond and Enmore, Region Four; Bath, Region Five and Skeldon, Region Six. All of these facilities are expected to be commissioned within the second and third quarters this year.

All are expected to be outfitted with 24-hour accident and emergency, 24hour labs, a suite of imaging services including ultrasound, digital x-ray and CT scans, along with operating theatres and more.

PRESIDENT, Dr Irfaan Ali has extended heartfelt condolences to the people of India following a deadly terrorist attack in Kashmir that claimed numerous lives and left many others injured on Tuesday.

In a letter addressed to Indian Prime Minister Shri Narendra Modi, the Guyanese Head of State strongly condemned the assault, describing it as a “heinous act of violence” and a “tragic reminder of the devastating impact of extremism.”

“I am deeply saddened to learn about the recent terrorist attack in Kashmir that has left scores dead and many more injured. This heinous act of violence is a tragic reminder of the devastating impact of extremism,” Dr Ali’s letter read.

Highlighting the need for global unity against terrorism, President Ali reiterated his call for peace and compassion.

“ Violence is never a solution; it only perpetuates a cycle of pain and loss. We must strive for peace and understanding, working together to build a future free from such atrocities.”

group, has announced a voluntary recall of specific batches of its 1L Unsweetened Orange Juice, following consumer reports of a

deviation in the product’s usual aroma and taste.

In a statement issued on Tuesday, the company confirmed that the recall was prompted by feedback received last

week from vigilant consumers, who noticed differences in the sensory profile of the juice.

Subsequent internal testing validated the concerns, leading to the decision to remove

batches 0ne, two, and three of the recently produced TOPCO 1L Unsweetened Orange Juice from the market.

Matarkai sub-district receives new emergency response equipment

THE Minister of Housing and Water, Collin Croal, presented the Matarkai sub-district of Region One with a mini excavator and two emergency response vehicles aimed at strengthening the Guyana Fire Service’s (GFS) capacity to respond to emergencies and

support critical infrastructural projects.

According to the release from the Ministry, the investments are expected to sig-

nificantly enhance the GFS’ ability to respond swiftly to emergencies and support essential infrastructural works within the sub-district.

He also noted that the provision of these resources marks a vital step towards safeguarding lives and property, particularly in hinterland and riverine communities

where immediate response is crucial and often life-saving.

LSG captain Rishabh Pant bizarrely didn’t walk out to bat until his team was five down, with just two balls left in their innings. After stepping out to his first ball and missing, he didn’t connect with a reverse-ramp next ball, and ended up deflecting the ball back on to the stumps off his pads for a duck

His opposite number, however, had a more productive outing. After having taken the new ball and bowled four tight overs on the trot, Axar cracked an unbeaten 34 off 20 balls

LSG start well

After being asked to bat, LSG had another strong start, passing fifty for the sixth time in nine innings in the powerplay this season. Aiden Markram scored 30 of the 51 runs LSG had scored in the powerplay, including two sixes. Mitchell Marsh was happy to ride in Markram’s slipstream. Markram also batted with high intent against spin, swatting Axar down the ground for four, and pulling Vipraj Nigam over midwicket for six. Markram went on to bring up his fifty off 30 balls,

MANCHESTER UNITED are interested in signing Wolves forward, Matheus Cunha, this summer.

(BBC) - The Brazilian, who has a £62.5m release clause in his Wolves contract, is expected to leave Molineux at the end of the season.

Multiple club sources have told BBC Sport the 25-yearold is one of a number of attacking options on United’s shortlist, with Ipswich Town striker Liam Delap, 22, also of interest.

Improving United’s scoring record is a priority for head coach Ruben Amorim. Only Southampton, Leicester City, Ipswich, Everton and West Ham have scored fewer

than the 38 goals United have managed in 33 Premier League matches this season.

Cunha is viewed as an ideal addition to play in one of

the two attacking midfield positions in Amorim’s preferred 3-4-2-1 formation.

Cunha - Wolves’ top scorer this season with 16 goals to

his name in all competitionsplays in a similar system under current boss Vitor Pereira.

United are set to face competition from a number of Pre-

mier League clubs for Cunha, with Liverpool, Arsenal, Chelsea and Newcastle all known to be looking to sign a forward this summer.

Cunha has scored 32 times in 87 appearances for Wolves but his disciplinary record may be of some concern to suitors.

The former Atletico Madrid striker has been sent off twice this season, missing six games in total through suspension.

CMC – WEST INDIES captain, Hayley Matthews, has made a stunning return to the top five of the ICC Women’s ODI Batting Rankings following her explosive performance against Thailand in the ICC Women’s Cricket World Cup 2025 Qualifier in Lahore.

Ramaal Lewis ready for breakout league

THERE are no easy paths to success, and Ramaal Lewis, captain of the Jamaica Titans in the new West Indies Breakout League, is ready to embrace the challenge.

The Titans will begin their campaign against the Leeward Islands Thunder on April 26 at the Brian Lara Cricket Academy.

Lewis, a 28-year-old off-spinning all-rounder with prior captaincy experience at the junior level for Jamaica, is relishing the opportunity to lead in a tournament designed to elevate the region’s rising stars.

Eager to prove himself, he views the competition as a crucial platform for emerging players to showcase their talent.

“ I’m excited and honoured to lead my country in the West Indies Breakout League. This tournament gives us a chance to show the Caribbean and the world the depth of talent we have. It’s a pathway for players to push for senior-team selection.”

A former West Indies U-19 captain who has also featured for the Guyana Harpy Eagles, Lewis believes the Breakout League fills a vital gap for young cricketers.

”After the U-19 level, many players struggle for opportunities. This league provides crucial T20 exposure, and strong performances here could open doors.”

While Lewis and Test batsman Kirk McKenzie will be key figures for the Titans, the squad also boasts promising talent.

Lewis highlighted fast bowler Govasta Edmond, known for his raw pace, and explosive opener Leroy Lugg, who has previous ex-

The Pele FC Alumni Annual Youth Development Seminar

THE Pele FC Alumni Corporation, a US-based charity organization, on Tuesday, kicked off their 6th Annual Youth Development Seminar at the Marian Academy Auditorium over the weekend.

The two-day event saw more than a hundred children aged 14-18 benefitting from an Educational Programme sponsored by the overseas-based Guyanese charity outfit.

The programme is intended to inspire the youngsters and caters to several topics including health care, dental hygiene, suicide and mental health, aviation, gender-based violence, oil and gas, social etiquette and finance.

The organiser coordinated a distinguished group of presenters including CEO of the Georgetown Hospital Corporation, Robbie Rambarran, Pele FC President, Dirk Exter, activist and media personality,

Desiree Edghill, as well as several other professionals

The keynote speaker was former player, Floyd Haynes who is the founder and chairman of New Hayven Merchant Bank.

President of the Pele FC Alumni, Denis Carrington, said the youth are set to leave with a better sense of self, greater self-esteem and career guidance.

“This year our programme is very unique in that we have former players who have aspired and achieved esteemed careers who are coming and giving back to the youth of Guyana through the programmes.”

Carrington said the impact of their efforts over the past six years is seen through the youth who have been supported through the years.

“This is part of what we have been doing for the 13th year, since 2012. We don’t

necessarily measure success by the number of people achieving; what we do is have impact on the youth. We started out by trying to get the issues such as discipline for the kids as they go through, so we have moved on and impacted some careers. Currently we

have eight students who were on high school scholarships and they have now graduated, and we have one on his pilot licence. We have a journalist as part of it and we have a blood nurse who is working on her certification. Those are [a few of] the early success

back 12 years ago. Our objective is helping one Guyanese student do better that they are doing now and launching them in a career.”

He said they currently have seven students who are on full scholarship to attend the University of Guyana.

Three matches would be played, beginning with an Under-13 clash between Pele and Vurlon Mills Academy, and followed by a senior clash between Pele and Camptown. The crowning match of the night would be an under-19 showdown between Pele and Buxton Stars.

Guyana Senior Women Gear Up for CWI Women’s T20 Blaze

THE Guyana Cricket Board (GCB) on Tuesday announced the squad for the upcoming Cricket West Indies (CWI) Women’s T20 Blaze tournament, following the conclusion of the CWI Women’s Super50 Cup.

Building on their performances during the Super50, several players have been retained while a few additions have been made to strengthen the team for the T20 format.
