Oil Giant Reports its Largest Find in Guyana

GEORGETOWN — Oil giant ExxonMobil had made another major oil discovery in Guyana’s waters – the sixth and largest find to date.

ExxonMobil’s partner, Esso Exploration, last Friday announced a major oil find at the Ranger-1 field in the Stabroek Block: more than 230 feet of high-quality oilbearing reservoir.

The discovery represents the largest single find to date and adds to the quantities which have been confirmed in the five previous finds, estimated to have total recoverable resources of more than 3.2

billion barrels of oil equivalent.

“This is a most historic discovery for Guyana,” said Minister of Natural Resources Raphael Trotman in a statement. “It will allow for immense transformational development of our nation in the coming years. Despite much naysaying and attacks against this process, I am confident that Guyana is on the right path.”

He urged all stakeholders to join with the government in supporting the development and oversight of the petroleum industry.

The Stabroek Block lying offshore Guyana is 6.6 million acres (26,800 square kilometres).

T&T’s fourth president dies

Former president George Maxwell Richards died last night around 7.43 at the WestShore Medical Private Hospital from a heart attack.

A source close to the family said that Richards, who served as the country’s fourth president from 2003 to 2013, was not feeling well around noon following which his wife Jean and daughter Maxine took him to the hospital in Cocorite for medical attention.

There, doctors discovered that Richards, 86, had an unusual heartbeat. Doctors advised that he installed a pacemaker to regulate his heart beat. Before his passing, Richards was very responsive and in high spirits, the source said. On Maxine Richards’ Facebook page last night, she posted a picture of herself and her father stating: “Rest in peace daddy, I can’t believe you are gone.”

Scores of people took to social media last night to express shock on his sudden passing and to extend condolences to bereaved family.

The T&T Guardian was told that Maxine was overcome with grief and in constant tears. “She can’t catch her self,” the source said.

Richards was an avid mas player who loved Carnival with a passion. Several times Richards’ family had to debunk reports on social media that Richards had passed away in 2016. His death came hours after the Opposition threw their support behind the PNM’s presidential nominee Paula-Mae Weekes as the country’s sixth and first female President.

Trinidad & Tobago Set To Elect First Female Head of State PORT OF SPAIN, Trinidad — Trinidad and Tobago looks

set to get its first female President, with a judge nominated to succeed Anthony Carmona as the next head of state.

Meantime, another female jurist will today become Barbados’ next head of state.

“I can say without fear of contradiction that her reaction to the government’s nominee was a very positive one and a very buoyant one and then she immediately said she would need to serve the tenants of democracy and go back to the members of her caucus and have a discussion with them,” Young said, adding that the government was hoping it would be a unanimous and unopposed process.

The Electoral College meets on January 19 to elect the new President.

And whether or not the Opposition puts forward a nominee, Weekes is highly likely to become the country’s next President, based on the government’s majority vote

in the Electoral College, which is made up of all members of the House of Representatives and the Senate.

Young said Weekes was the Rowley-led administration’s only choice to become the country’s sixth President, based on her qualifications, availability and competence.

Weekes became a High Court judge in T&T in September 1996, before being elevated to a Court of Appeal judge in 2005. She served in that position until she retired in the twin-island republic in 2016. She was sworn in as a judge of the Turks and Caicos Islands Court of Appeal in February 2017, for a three-year term.

Young said Weekes had heeded the call for public service and agreed when the government approached her to make herself available.

“She is most willing to put herself forward as a candidate and be nominated as a candidate for election to be the next President of the Republic of Trinidad and Tobago,” he said.

At the exact time the deadline for head of state nominations in Trinidad and Tobago expires this evening, the installation of Barbados’ eighth Governor General is set to begin.

DAME SANDRA MASON Barbados eight Governor General Appeals Court Judge Sandra Mason — who, in keeping with tradition will be conferred the title of Dame — replaces Sir Elliot Belgrave who retired on July 1, 2017.

Although she is not the first woman to be appointed to the position — since Dame Nita Barrow had that honour — Mason was the first woman to be admitted to the Barbados Bar and the first female to be appointed to the Barbados Court of Appeal.

She previously served as a High Court Judge of the Eastern Caribbean Supreme Court, and before that worked as Registrar of the Supreme Court in Barbados and held the post of resident Ambassador to Venezuela, Colombia, Chile and Brazil.

European Bloc Responds To Barbados on Tax Haven Issue, But Country Remains on Blacklist BRIDGETOWN, Barbados — The European Union (EU) has written to the Barbados government, providing what is believed to be an explanation of its decision to include the country on a December 5, 2017 list of 17 global tax havens.

However, it appears that the 28-member grouping has kept this country on the blacklist, despite Government’s protests.

Minister of International Business Donville Inniss confirmed to online newspaper Barbados Today that he received correspondence from the political and economic bloc in response to a letter he sent last month.

However, he refused to disclose its contents, and would only

say that he would be signing another letter “to respond to them regarding the question that Barbados be removed from whatever list they have”.

Inniss said he was hoping the issue would be settled soon, even while admitting that similar challenges would pop up from time to time.

$2B severance for sugar workers …money to be paid month-end

…$100M set aside as loans for entrepreneurial activities

By Ariana Gordon GOVERNMENT on Wednesday announced that it will be paying some $2B, representing 50 per cent of the severance pay, to all retrenched sugar workers at the end of this month.

“The Government is committed to the welfare of sugar workers and their families.

It has estimated for the expenditure of over $2.0B to provide fifty per cent of severance pay due to all redundant workers by the end of January 2018, the remainder being paid in the second half of the year,” said Prime Minister Moses Nagamootoo who read a statement prepared by President David Granger.

In the statement, the President said the Guyana Sugar Corporation (GUYSUCO) has been in a state of crisis for over 25 years and government has acted “resolutely and responsibly to protect the livelihood of workers, to preserve the viability of rural communities and prevent the further financial depletion of the country’s treasury.”

However, he noted that government, not only his, has struggled to maintain the industry’s viability by engaging international advisory, technical and managerial corporations such

as Booker-Tate Ltd., Bosch Projects (PTY) and Global Cane Sugar, between 1992 and 2015; erecting a new factory at Skeldon in the East Berbice-Corentyne Region at a cost of US$ 121M; expending G$48.02B in financial support to the industry since 2011 and G$32B over the past thirty months – at a rate of about one billion dollars a month.

“This Government cannot sustain the sugar industry in its current state. It has had to make difficult choices in

order to ensure the industry’s viability,” the President said in his message, while noting that several measures were employed, including the convening of a commission of inquiry into the state of the industry in October 2015; publishing a State Paper on the future of the industry in May 2017; creating a ‘Special Purpose Unit’ to manage the reform of the industry in June 2017.

He reminded that in his address to the 71st Sitting of the National Assembly on

November 2, 2017, he reaffirmed that the sugar industry is being consolidated and not being closed.

“We will explore all options…to ensure a viable industry, mindful of its impact on the nation’s rural economy and its residents,” the Head-of-State stated. The Government is committed to making the industry efficient and competitive by consolidating cultivation in East Berbice at Albion, in West Berbice at Blairmont and West Demerara at Uitvlugt.

The Corporation will aim at producing 147,000 tonnes annually, preserving three enlarged estates and protecting the jobs of over 11,000 workers. “We embarked on an extensive review of expenditure in every sector to the extent of reducing ministerial budgets in order to find funds to enable sugar workers to receive their severance pay, and earmarked $100M to provide small loans for entrepreneurial activities which could open opportunities for employment after leaving the sugar industry,” the President said.

He reiterated that GUYSUCO is not being dismantled and “It is working actively to ameliorate the impact of retrenchment on workers livelihood. Thus far, Govern-

ment said it has established an Alternative Livelihood Programme (ALP), aimed at providing support by enabling displaced employees to access available opportunities to function in other fields; embarked on the training of employees to work in new operational fields across the industry in places such as the field workshop and providing services.

Additionally, the President noted that his administration has engaged 500 employees from the West and East Demerara Estates with over 100 of them signalling their willingness to be retrained, in fields such as carpentry, masonry, plumbing, mechanical and electrical works and in small business enterprises. Government, he said, will continue to engage stakeholders such as GUYSUCO, Guyana Agricultural and General Workers Union (GAWU) and the National Association of Agricultural, Commercial and Industrial Employees (NAACIE) and the workers.

“The Government is cognisant of the invaluable contribution of the sugar industry to the development of Guyana. The Government

will continue to work towards returning the reformed sugar industry to profitability and improving the personal income of sugar workers while seeking to provide a good life for current and future generations,” the President’s statement concluded.

However, the announcement by the government was not entirely welcomed by President of GAWU, Komal Chand. Chand in an interview with Guyana Chronicle after the announcement said, “I must say that the full bill is $5B; it is illegal to withhold the workers’ severance pay; the notice has expired on the 29h December, so what they are saying they are paying approximately half at the end of this month (January) and the other half in the latter half of this year. It is unfair.”

He called on government to revisit its position and try to pay out the entire amount.

Asked whether he believes government’s decision to pay out $2B as opposed to $5B is as a result of lack of finances, Chand said, “Well, that ought to be part of your consideration when you moved to the closure…what are the implications, what are the requirements?”

The book Fire and Fury

just finished reading Michael Wolff’s book “FIRE AND FURY — INSIDE THE TRUMP WHITE HOUSE.” It is an intriguing book, which offers meaningful insight into what insiders think about their President and boss.

MICHAEL WOLFF He was born August 27, 1953 in Paterson, New Jersey. He is a columnist, internet entrepreneur, television commentator, essayist and author of seven books, including “The Man Who Owns The News: a biography of Rupert Murdoch.”

The book was “originally conceived as an account of the Trump administration’s first hundred days, the most traditional marker of the presidency. But events barreled on without natural pause for more than two hundred days.”

With respect to how he garnered his “facts”, Wolff explains, “The events I’ve described in these pages are based on conversations that took place over a period of 15 monthswith the President, most members of his senior staff — some of whom talked to me dozens of times — and with many people who they in turn spoke to. In the end, what I witnessed, and what this book is about, is a group of people who have struggled, each in their own way, to come to terms with working for Donald Trump.”

THE TEST The crucial test for the book is whether the reported conversations are true and the extent to which the author’s observations are reasonable and supported by others with personal knowledge of the matters referenced.

The book was launched January 5, 2018 and is the number one on Amazon’s best-selling list. To date, the President is the only person who disputes the author’s claims. None of the main players have denied what they are quoted as having said.

Ironically, his statements about Trump and his family reported in the book might be responsible for Bannon’s firing from Breitbart News.

ABOUT THE PRESIDENT At a dinner arranged at a Greenwich Village townhouse, which was attended by Roger Ailes, former CEO

of Fox News and an influential conservative, Wolff quotes him as saying, that he was convinced that “Trump had no Political beliefs or backbone.

The fact that Trump had become the ultimate avatar of Fox’s (television) angry common man was another

Wolff observed Rupert Murdoch, News mogul, at a gathering organized by Trump at Trump Tower the week after his victory ”was as subdued and thrown as everyone else, and struggling to adjust his view of a man who, for more than a generation, had been at best a clown prince among the rich and famous.”

Editorial Media for a better Guyana THE media shape our world—but so do women, as powerful agents of change in all areas of society and it is time for media to reflect this reality. The Guyana Press Association(GPA) is the oldest representative organisation of media workers in Guyana and the Caribbean. The GPA which was founded in 1945 saw the historic election on Sunday of the first woman, Nazima Raghubir, elected as President of the GPA. A free press is indispensable for the growth, development and good of democracy; for, it is the bulwark against tyranny, and political corruption. It is about allowing for proper, reasoned, and open debates on issues that should be relevant to the extant political-social-economic conditions of the particular society, drawing on historical experiences, both local and abroad. These debates must be objective, and carried out in a manner that encompasses views/opinions of all strata, irrespective of class/social standing, given in a panoramic view and not in a blinkered, self-serving manner, or designed to create mischief that will undermine the public peace. They must elucidate scholarship for enlightenment and guidance.

There can be no denying that the media in this, the historical era of the first national coalition government, the A Partnership for National Unity+Alliance for Change(APNU+AFC), is functioning in a truly democratic environment.

And here are some signposts: Friends of the coalition, particularly, have been critical of the government. Even the political opposition party; has had its pieces and points of view published in the state media. Memory will remind us that this, a right, had been deliberately denied the then opposition parties by the former PPP/C administration, prior to May, 2015.

What is very commendable is that despite these criticisms, even in the State-owned print–no one is being cussed down, vilified, or targeted personally. Also, no one is padded on

ATTORNEY General Basil Williams has defended his stewardship of the Legal Affairs Ministry saying that most of the cases he has been accused of losing were actually lost before he took them over and that his achievements at the chambers have been unprecedented.

There have been concerns that the AG Chambers has lost a number of cases, but Williams a Senior Counsel said the reverse is true as his outfit has won more cases than it has lost. He then criticised former AG and Minister of Legal Affairs Anil Nandlall for suggesting that he and his officers lack the competence required to represent the state adequately.

He accepted however, that several cases have been lost during his tenure but said those cases were inherited. Additionally, he said he anticipates that many of his pending cases will be won. Nandlall over the past few months has been relentless in arguing that the AG has been unsuccessful over the past two years but on Monday during a press conference, the AG boasted that he has achieved way more than Nandlall has during his tenure. “There is nothing to show what Nandlall accomplished.

What did he accomplish?

Nothing!” declared Williams.

“Successes? If he is talking about cases, that is one narrow aspect…I haven’t done any case as Minister which Mr Nandlall won and in fact all the cases that I am likely to win haven’t come up, “ the AG asserted. Williams explained that the AG Chambers has a number of lawyers who represent the state and government offices and departments but noted that when he assumed office, the entity was in disarray.

“When I entered into the office, it was dysfunctional. There was a division… you didn’t know where files were. He [Nandlall] ran this place like a cook shop,” Williams declared, while pointing out that he has been able to achieve much since taking office. He pointed to the hosting of the Caribbean Financial Action Task Force’s 46th Plenary and Working Group Meeting and the Hague Convention Conference of 2016.

Last month the President said while the state has lost many cases, there is a reasonable expectation as an attorney, to lose cases.

He described Williams as a “hard working” and “very experienced lawyer.” “No one wants to lose cases and as far as I can see he is a

very experienced lawyer and once you go to the court, you have to expect that the outcomes may not necessarily be in your favour…you can’t win everything,” he said noting that the Attorney General has worked hard since taking up the post in May 2015. President Granger also does not believe the Attorney General should be blamed for the failure of the government to consistently win major cases in the court but attention should be paid to the type of representation made in the past. “He has had like some other ministers, has had to make internal changes in his ministry in order to get the best quality representation. I do not feel that in the past we had the best representation and some of the cases which we inherited were lost before we started because the representation was in-

adequate,” the President stated.

He posited that had there been better representation, then government “would not have lost so much money because of certain claims made against the government”.

“So I won’t blame the Minister of Legal Affairs I think that within that ministry there were some persons who were not doing their best for the government of Guyana.”

Meanwhile, Williams described his achievements as “unprecedented” and noted the adoption of the Apostille and other Conventions, efforts to reduce the prison population; the U.S. funded Legal Aid project, as well as the passage of legislation in the National Assembly which speak specifically to the financing of terrorism, money laundering, and state asset recovery.

“What I have achieved is unprecedented. No other AG has accomplished these things. What we see is here is embracing vagabonds and criticising the upright.” When questioned about government’s alleged settling of cases for kickbacks and favours, Williams called on the opposition and other critics to “bring the evidence”. He rejected outright the accusation and said, “Nandlall lacks authority to pronounce on such matters…

I was high for three whole days, giggled a damn lot, ate a lot, and compounded the thing by drinking wine on day three that only made me more rip-roaringly higher like an Easter kite. So no thank you, Sir. I’m wading into this latest controversy over marijuana (heck, I’ll just call the thing weed) that was triggered by the United States Attorney General Jeff Sessions’s statement that likened it to powerful and addictive heroin or cocaine.

Marijuana is a tricky drug (because of its classification as such), that is alternately demonized as a gateway drug and lionized for its medical use and promise.

And while the juries remain conspicuously out on both sides of the issue, one thing is abundantly clear: weed’s use is on the rise. According to the US Department of Human Health and Services, the number of people in the United States who admit to smoking weed (or pot, if you like) in the last month climbed from 14.4 million in 2007 to over 18 million in 2017.

Then there is some evidence that suggests that weed-stoned individuals exhibit increased risk-taking and impaired decision-making, and score worse on memory tasks—and residual impairments have been detected days or even weeks after use. Some studies also link years of habitual weed smoking to deficits in memory, learning, and concentration. Other studies also conclude that children born of chronic weed smokers exhibit permanently impaired mental and cognitive health that manifest in very poor academic performances.

Still, I am a very strong supporter of marijuana for medical purposes and have no problem with its recreational use in areas designated for it and within the limits set by law in much the same way that alcohol is regulated. Demonizing weed is akin to condemning Scotch Bonnet pepper that packs a hot, searing unhealthy wallop, but is also imbued with many substances that are useful for promoting good health. So a statement equating marijuana with a powerful opioid that is killing Americans in droves, especially young White Americans, struck me as very ill-informed, and more than a little disingenuous.

In an era of American life riddled with fake news, a rejection of simple science, and an attitude that “reality-iswhat-I-make-it,” the Attorney General’s position that is by extension the position of the White House and President Trump himself, flew in the face of years of dedicated research, sound science, expert observations and conclusions.

Nobody has ever died from an overdose of smoking weed — period.

And there is impeccable medical research that categorically states, backed

by an abundance of evidence, that weed does help alleviate chronic pain, especially in cancer patients. It could even be an alternative to powerful and highly addictive opioids. By contrast, today in America, over 500,000 people have died from drug overdoses between 2000 and 2015. Ninety-one, yes, that’s right, 91 people die EVERY DAY in America from opioid overdose. In simple layman’s terms these are people whose deaths were directly attributed to cocaine, crack, heroin, Oxycontin and other like substances — many prescription drugs.

So only the chronically uninformed, pardon the simile, or one deliberately trying to resurrect the failed and flawed “war on drugs” would go to such lengths to peddle an obvious falsehood.

Weed has gotten a bad name. Yes, it does have harmful properties. But it’s no way in the same league or category as heroin.

In past years, many Americans have associated marijuana with lazy, unmotivated, snack-grubbing teenagers

permanently high on weed with addiction and social behavioral issues. That was the view of weed smokers during the “Peace and Love” Hippie revolution.

But public opinion has shifted dramatically since that time. In fact, 23 states and Guam have decriminalized weed as of early 2015 and five have approved it for personal use. The U.S. reached a tipping point in 2013, when for the first time a majority — 58% of Americans — supported weed’s legalization, according to a Gallup poll. When Americans were initially asked that question, way back in 1969, only 12% of Americans felt this way.

Marijuana’s bad rap is also due to its federal classification. It’s a Schedule 1 drug. That means, according to this definition, weed has a high potential for abuse. Some argue that it’s addictive.

But there is very little evidence to support this and still others claim that weed’s stigmatization has to do with the fact that it is used very heavily in the poor, Black community, and has long been considered a “cheap, street level drug.” On the other hand, Heroin, Cocaine and Estacy have always been seen through race and class lens. Carnival Fascination Sailing Back to Barbados BRIDGETOWN, Barbados, — The familiar sight of the red, white and blue funnel of the cruise ship Carnival Fascination will be seen once again in the Bridgetown Port on February 21.

Chief executive officer of Foster & Ince Cruiseworld, Martin Ince, has confirmed that the popular cruise ship would be resuming its Barbados calls next month, after a four-month absence.

“They have confirmed to us that they are coming back at the end of February, so we will be delighted to see them again,” he told the Daily Nation newspaper in Barbados.

Last September, Carnival Cruise Line announced the cancellation of all departures of Carnival Fascination. The ship was chartered to the United States’ Federal Emergency Management Agency (FEMA) for close to four months to assist with relief efforts, following the passage of hurricanes Irma and Maria, which devastated some Caribbean islands and ports on the ship’s schedule.

Carnival Fascination and The Bahamas Paradise Cruise Line’s ship Grand Celebration, were used to accommodate first responders in St Thomas, the US Virgin Islands.

the popular ship were thrown into a tailspin when the cancellation was announced and most were forced to put their cruise plans on hold, while others were able to make last-minute alternative arrangements. But Carnival Cruise Line had announced all passengers would have been refunded, while apologizing for the cancellations.

“We recognise how important vacations are and we sincerely apologise for the disruption this late change in plans has caused our guests and travel partners,” the company had said in a statement.

“We value your trust in us and hope you understand that this decision was made after careful consideration of the great need to support the recovery efforts in the region.”

Ince acknowledged the fourmonth absence of Carnival Fascination, which has a passenger capacity of about 2 500, had the potential to affect “the overall” projections for cruise passenger arrivals in 2017. However, he predicted Barbados should still see a “positive increase” from previous years, since other cruise ships had made new calls at Barbados during the affected period.

Carnival Fascination is scheduled to make 11 calls during the remaining winter cruise season, which ends in April.

Bloomberg Names St. Kitts Top Caribbean Destination BASSETERRE, St. Kitts, – St. Kitts is the only Caribbean destination among the 22 ‘hot spots’ selected by Bloomberg from across the globe in its Where to Go in 2018.

“It is an honour to be named among the 22 destinations that Bloomberg is recommending as ideal for travelers in 2018,” said Minister of Tourism, International Trade, Industry and Commerce Lindsay Grant.

First Luxury Hotel to Reopen in Anguilla Following Hurricane Hit THE VALLEY, Anguilla, — Zemi Beach House Hotel & Spa will be the first five-star hotel to reopen in Anguilla next month, following the devastating hurricanes Irma that struck last September.

Fountain Beach Residence, developers of the luxury boutique hotel nestled on the island’s world-famous Shoal Bay Beach, said repairs and upgrades to the damaged facilities have been ongoing for about five months. And the property should reopen on February 15.

Spirit Airlines Adding More Flights to Jamaica

KINGSTON, Jamaica, – Spirit Airlines will be increasing flights to Jamaica in March. It has announced additional flights to Sangster International Airport in Montego Bay from Baltimore-Washington International Airport in Maryland, United States, from March 22.

Tourism Minister Edmund Bartlett hailed this development as yet another indication of the increasing demand for Jamaica and augurs very well for the tourism growth strategy.

Montego Bay will be the second international route for Spirit from Baltimore-Washington International Airport.

The carrier started service to Cancun, Mexico last month.

Spirit currently operates nonstop flights from its Fort Lauderdale, Florida hub to Montego Bay and Kingston.

The additional flights comes just after another US carrier, Southwest Airlines, increased its flight itinerary to include two daily nonstop flight service between Fort Lauderdale and Montego Bay, adding another 52,000 new seats in and out of Jamaica and increasing connectivity to other US cities.

My co-worker (who’s blonde) asked me what I was doing. I told her that I was pretending to be a light bulb so that the Boss would think I was “CRAZY” and give me a few days off.

A few minutes later the Boss came into the office and asked “What are you doing?”

I told him I was a light bulb.

He said, “You are clearly stressed out. Go home and recuperate for a couple of days.”

I jumped down and walked out of the office.

When my co-worker (the blonde) followed me, the Boss asked her “ . . . And where do you think you’re going?”

Remembering Chigger Days of the Caribbean

P

eople of the Caribbean who have lived long enough still remember the days when chiggers or jiggers were rampant.

Children, who as a rule went barefooted for much of the time, would often come down with sick feet and find walking painful for a while.

The culprit was the small tropical chigger flea, also called sand flea, pigue, nigua, pico, and bicho de pie (bug of the foot). Its scientific names are Tunga penetrans and Pulex penetrans.

Normally, the offending fleas live in warm, dry soil and sand of beaches, stables, and stock farms, but they delight in moving to the unprotected skin of a warmblooded host. The skin of humans do just fine, but they are just as willing to infect the skin of cattle, sheep, horses, mules, rats, mice, dogs, pigs, and other wild animals.

Although regular folk did not call the condition Tungiasis, that’s its name.

It results from the way the fleas reproduce. When the female is fertilized, she would use her mouthparts to burrow under the skin, frequently between the

toes, under the toenails and into the soles of the feet. Infestations could also occur on the hands and arms, particularly around the elbow, and even in the genital region.

All this is done painlessly. The female then inserts her head and body into

the skin and would feed from the blood vessels while her last two abdominal segments are exposed at the surface of the skin. Positioned this way, she grows to the size of a pea.

As she feeds, she deposits eggs periodically. Most eggs fall to the ground and hatch, but a few may hatch within the

swollen area of host skin before falling to the ground.

Over one or two weeks, more than 100 eggs would fall to the ground. Then the flea dies and eventually falls away from the host. The eggs hatch on the ground in 3-4 days, go through larval and pupal stages and become adults in 2-3 weeks, ready to start the cycle all over again.

When the female flea dies, she remains for a time embedded in the skin of the host and produces inflammation and ulcers, each center of infection looking like a light patch with a black dot. Irritation can be extreme.

Ulcerations due to the presence of numerous chigoes may flow into one another.

In most cases, tungiasis resolves without complications. In a home setting, a parent would use a pin or needle to prick the area in order to remove the flea from a child’s foot. Anti-septic ointment would then be applied and the opening would be covered.

Heavy infestations may lead to severe inflammation and ulceration. The risk of secondary infection is high. In bad cases, the loss of toes can take place. Death has also resulted from gangrene or tetanus.

The flea is believed to be indigenous to the West Indies/Caribbean region and crewmen who sailed with Christopher Columbus were infested with it when they came to these parts. The flea has spread to Africa, India, Pakistan, Latin America and parts of the United States.

Where the chigger occurs, walking in bare feet should be avoided. Tunga penetrans commonly occurs in sandy soil, and infestations are sometimes acquired by tourists walking barefoot along sandy beaches in some parts of the Caribbean.

Attached fleas should be immediately removed with a sterile needle or finepointed tweezers.

During crop-over in Barbados, one of the forms of street dancing seen is chigoefoot or jigger-foot dancing. You can no doubt imagine what this looks like. Jiggerfoot is not dangerous if the flea is removed quickly, but if left unattended the result could be decidedly ugly.

Today, awareness and footwear are making a lot of difference.

Major road works begin in Port Kaituma

ROAD works at Port Kaituma commenced recently, a move which residents welcomed over the weekend given the high cost of travel around the North West District community.

At the same time, persons in the area are calling on the authorities to ensure the contractor install culverts along critical parts of the road network. For years, the roads in the North West District community have been in an impassable state and this has led to taxi drivers calling high fares for residents to traverse to various parts of the community.

A contract in the sum of $213.2M was awarded last year to KP Thomas and Sons Contracting Incorporated by the government to rehabilitate the Port Kaituma Road from the airstrip to the Fitzburg Housing Scheme. On Monday, a businessman told the Guyana Chronicle that while residents welcome the works which are ongoing, there is need for the construction of culverts along the roadways.

The contractor started working on the stretch of road several days ago, a move which residents anticipated, since similar works were undertaken in the Region recently, mainly at

Mabaruma.

“The airstrip road is usually under water during May/June rains,” a resident, noted as he called on the project managers to ensure culverts are constructed along sections of the roadway.

The contractor has compacted and raised the level of the roadway which leads to the airstrip and according to reports; the measure is being put in place for concrete works to be undertaken in the future.

At the moment, taxi drivers charge persons $1000 each for travel between the airstrip and the waterfront at Port Kaituma. The cost rose over the years given the state of the roadways which were characterized by large crater-like pools. Works were undertaken on the roadway which connects Port Kaituma with Matthew’s Ridge last year and the improved state of roadway has led to a reduction in travel time between the two mining communities.

In April last year, Minister of State , Joseph Harmon during a Post Cabinet briefing, announced that a contract in the sum of $334.2M was awarded to International Imports and Supplies, for rehabilitation of roads from Port Kaituma to Matthews Ridge, Phase Two.

Major plans afoot to boost coconut industry --to meet growing overseas demand for home-grown fruit, its by-products

THE National Agricultural Research and Extension Institute (NAREI) has received its first batch of coconut tissue culture from Mexico, which will be used to further advance its coconut revitalisation plan this year.

This was disclosed during a telephone interview with the Institute’s Chief Executive Officer (CEO, Dr. Oudho Homenauth who confirmed the receipt of 450 samples as part of its first batch of tissue culture samples.

“The materials are being hardened at our Mon Repos facility, and will be planted in our nursery later in the year,” Dr. Homenauth said.

“When mature, these plants will be used solely for observational and experimental purposes, because we would need to carry out an extensive amount of research to see how these new species will manage in our climate and soil type,” he added.

With Guyana’s coconut products gaining more and more recognition on the regional and international markets, the Agriculture Ministry is continuing to collaborate with farmers across the country to further improve the industry.

During the course of 2018, a minimum of 1000 acres of land is expected to be put under the plough to meet the demand of this growing industry, and to complement the thousands of acres already under coconuts.

NAREI, recognising the increased need for planting material, will be utilising resources not only from its nursery at Mon Repos but from Hope Coconut Indus-

tries, Charity and other private coconut farmers in the Pomeroon. It is also in the process of rehabilitating its coconut nursery at the Stoll Estate in Pomeroon.

Agriculture Minister, Mr Noel Holder in an invited comment said that his ministry is looking at developing the coconut sector into an industry where farmers can benefit year-round.

“Coconuts take a while to develop, but in the interim, farmers are encouraged to practice inter-cropping on their estates. Crops like cassava can be grown and harvested while coconut trees are developing,” Minister Holder said, adding:“We are also lobbying for persons to get involved in value-added commodities. Products like the virgin coconut oil, shredded coconut flakes, coconut flour and coconut shells for generating power are products that have the potential to significantly boost the industry.”

The processing factory at Marudi, on the Soesdyke-Linden Highway, is expected to become operable before the end of March of this year. Initially, the facility will be able to process 30,000 dried nuts per day, but once fully operable, the factory will be able to process 100,000 dried nuts per day.

With all these plans on stream, Guyana’s coconut industry is expected to have a major boost as the year progresses, thereby allowing farmers from across the coconut- growing regions to significantly benefit.

The demand for coconut oil and other by-products is high regionally and internationally and as such, NAREI has been positioning itself better to respond to those market-driven forces.

Fire guts Houston apartments

THREE Barrington Apartments at Houston, East Bank Demerara (EBD), were gutted Monday evening by fire shortly after 19:00hrs.

According to one of the affected tenants, Roger (only name given), the fire originated at Apartment Seven, which is located on one of three apartment blocks in the compound.

“My neighbours from Apartment Seven came banging on my apartment door to tell

me there was a fire,” Roger said, adding that after he went downstairs and attempted to open up the apartment, “it was practically too late”.

Roger said that the occupant of the apartment where the fire originated told him that it started in her bedroom. He could not say what started it.

“All that she was able to tell me was that there was a fire in her bedroom. So I went in and attempted to make it up the stairs, but the smoke was too thick, and there was really nothing I could do,” the seemingly composed man said.

Realising that there was nothing he and the other tenants could do, Roger said he made efforts to contact the fire service and the owner of the apartments, after which he disconnected the electrical panel to prevent further damage.

“We couldn’t do anything else; it was just too late,” he reiterated.

Though the fire originated in Apartment Seven, three other apartments were also gutted, while two were not affected. The extent of the damage could not be assessed, though most of the occupants reportedly lost their belongings.

Two fire tenders arrived shortly after the Guyana Fire Service (GFS) was contacted, and were able to prevent the fire from further spreading.

WITH all things working as planned, a new radio station is expected to be commissioned at Deep South Rupununi Village, Aishalton, before month-end.

Reports from Aishalton are that the station has been undergoing testing since December last year on the frequency 95.1 FM and residents have welcomed the initiative.

The station is being built close to the Roman Catholic Church in the village and persons from the area are expected to be trained to man it.

In August 2017, Prime Minister Moses Nagamootoo noted on a radio programme on the National Communications Network (NCN) 102.5 FM, Voice of Guyana, that additional radio stations were expected to

be set-up at several hinterland communities, including Aishalton.

The Government has since commissioned several radio stations after assuming office in May 2015. These include Radio Mabaruma, Radio Lethem, Radio Bartica and Radio Mahdia.

In the 2018 national budget, funds have been set aside for the establishment of a radio station at Moruca in the North West District. A radio station is also expected to be placed at Orealla on the Corentyne River.

The aim of the Government’s community radio stations project is to link the indigenous communities through communication.

Gov’t saved 5000 jobs at GuySuCo …Min Holder says several sugar workers absorbed into public sector …govt’s action prevented 9000 from being laid-off

GOVERNMENT has been able to save thousands of jobs in the sugar industry through a process of assimilation into the public sector, Minister of Agriculture, Noel Holder has said.

He said some 9000 workers could have been laid off, but government through several interventions was able to reduce that figure to around 4000. Minister Holder made the comments recently when he engaged members of the Central Corentyne Chamber of Commerce (CCCC) during a meeting held in Mibicuri, Region Six. Minister Holder pointed out that the decision to restructure the sugar corporation was discussed in Parliament and with GuySuCo’s management and workers prior to the issuing of redundancy letters. In addition, he said steps were taken to minimise the number of workers to be made redundant. “It is not suddenly getting up one morning and sending 4000 employees home. That didn’t happen, that’s a misrepresentation of the facts. As a matter of fact, if you look at what happened at the beginning of the year, that figure could have been closer to 9000,” Minister Holder said.

He further explained that the number of employees laid off was further reduced through a process of assimilation into the public sector. “The National Drainage and Irrigation Authority (NDIA) has taken on a responsibility for all the drainage GuySuCo is handling and the staff that goes along with that.

The (GuySuCo) community centres were handed over to the Ministry of Communities and they absorbed the staff involved in that, the health centres were taken over by the Ministry of Public Health and the staff involved in that. These are things that were done,” the minister underscored.

He noted that the number of redundant workers was also restricted with amalgamation and transfers among the sugar estates. “Half of Rose Hall has gone to Albion, a good part of Wales has gone to Uitvlugt and employees have been transferred or absorbed into the bigger cultivations. So, a good part of Rose Hall people are now working at Albion and Blairmont…so the government has acted responsibly,” Holder explained.

In addition, the Agriculture Minister observed that on assumption of office in May 2015, the government was unaware of the extent of the debt facing the sugar entity. A Commission of Inquiry found all of the corporation’s earnings were being

spent on wages and salaries, a situation which could not be sustained by government bailouts. “When the government came to power in May 2015, it didn’t realise the extent to which GuySuCo was in trouble. GuySuCo was being bailed out by the previous administration for years. We had to find, in the first six months, $16B just to keep GuySuCo going, paying wages and salaries.”

The minister said the findings from the inquiry also revealed that GuySuCo employees were among the highest paid in the country with their wages averaging about $200,000 per month. “But all the money that GuySuCo is earning, about $90B U.S. per year, was not sufficient to pay the wages and salaries, they were short by over $1B Guyana to meet that requirement.”

Further, he said the decision to restructure GuySuCo stems from several factors, including the financial challenges presented by high production costs and low world market prices following the removal of preferential sugar prices to African, Caribbean and Pacific (ACP) countries by the European Union (EU).

“We found that Skeldon was producing at U.S. 60 cents per pound and selling at U.S. 15 cents; Albion producing at U.S. 20 to 25 cents and selling at U.S. 15 cents; Rose Hall producing at U.S. 45 cents a pound, selling at U.S. 15 cents; Blairmont producing around U.S. 22 cents, selling at U.S. 15 cents; Wales producing around U.S. 55 cents, selling at U.S. 15 cents; Uitvlugt producing around U.S. 30 cents, selling at U.S. 15 cents. So, the government immediately saw it had to rationalise,” Minister Holder outlined. Meanwhile, the government has given assurances that the hundreds of workers made redundant at the end of December, 2017, will receive their severance pay by the end of January 2018; also, they will benefit from an alternative livelihoods programme being facilitated by the corporation. Forging ahead with training for employees who have been made redundant at its estates, with support from the Small Business Bureau, the sugar corporation has since trained some 47 workers from Enmore Estate in Catering and Sewing.(DPI)

Sittlington urges GBTI to cooperate with SOCU IN light of the Guyana Bank of Trade and Industry’s (GBTI) refusal to provide the Special Organised Crime Unit (SOCU) with documents requested to conduct an investigation into the US$500M Guyana Rice Development Board (GRDB) fraud case, Irish Financial Investigations advisor to SOCU, Sam Sittlington believes that the bank needs to act sensibly.

He said while he understands the bank’s position on the matter, that it is mandated to comply with banking confidentiality laws that govern the protection of information to third parties which concern account holders, the bank has an obligation to act differently in criminal cases.

“There is a legal argument in relation to this particular case but that does not prevent the bank from using common sense and doing what they ought to do under the obligations.

They may have a point but it is something I don’t want to discuss,” said Sittlington.

Several former senior officials of the GRDB were charged as the probe into money transfers of hundreds of millions of dollars to a prominent Essequibo rice farmer intensifies.

But as a result of the bank’s refusal to provide information requested by SOCU, the Unit approached the high court seeking Productive Orders.

Those orders were issued by the judge compelling GBTI to hand over all information

requested by SOCU on the GRDB officials.

He continued: “I think sometimes, institutions read into things too deeply and put up barriers not to do something as opposed to doing something and being more positive.”

He assured that with cooperation, money laundering, corruption and the financing of terrorism can be reduced. Moreover, he said that the Financial Action Task Force (FATF) has made new recommendations about banking procedures.

That he said would be of great assistance if banks are more robust in their due diligence and in reporting of suspicions of money laundering. Meanwhile, Sittlington said he will be reaching out to the banking sector once again to reiterate the importance of their cooperation to fighting money laundering and corruption. He said in the past he has held a seminar on money laundering, doing enhanced due diligence to ensure customers are who they say they are and the like. All banks participated, he said.

Banks DIH profit at $3.5B ...Chairman credits growth in increased sales, reduction in prices for key raw materials

The group’s net assets value per share has increased from $31.72 to $33.33 and the company has increased its dividend proposal to shareholders to $1.04 per share unit resulting in an overall cost of $884M. “The improved results were made possible as a result of the increase in sales of our malt products, aerated and liquor beverages and food products,” the Chairman noted in the 2017 annual report.

He said the company also benefitted from the reduction in prices paid for several key raw and packaging materials

which included sugar and pre-forms. “Prudent management of our asset base and financial resources also contributed to the overall results…while the global economy experienced some shock as a result of the recent general elections in the US there were marginal improvements resulting from the increase in commodity and oil prices,” the Chairman said.

ARTIFICIAL INCREASE IN FOREIGN EXCHANGE Reis stated that the company weathered the effects of an artificial increase in foreign exchange rates which affected the

acquisition costs for raw and packaging materials, plant and machinery spares and capital equipment; in addition to foreign exchange and payment of goods and services.

Adding that the recapitalisation of the company’s production, distribution and power generation facilities continued in 2017, Reis said the distribution warehouse was extended with an additional 15,900 square feet of new storage space. “A new malt intake system was installed in the brewery and the beer bottling benefitted from the installation of a crate washer and a new

cleaver brook boiler. The modernisation of the Trisco Cookies, crackers and snack lines was continued with the acquisition of new packaging equipment and machinery,” he said.

CITIZENS BANK Meanwhile, the Chairm a n i n t h e 2 0 1 7 a n n ual report noted that the revenue of Citizens Bank was $3.5 billion compared to $3.2 billion, an increase of $287M or 8.8 per cent. and marketing initiatives and continued emphasis on cost reduction strategies, Reis said from a net profit of $3.8 billion, a dividend payment of $802M was made leaving $3 billion for transfer to retain earnings.

He noted that the company performed well in 2017 and the uncertain global and local economic environments together with the effects of changing global weather patterns are factors which will adversely affect the company. “We continue to examine areas in which we can diversify our business portfolio,” the Chairman said.

GEA installs ‘solar’ lights at ‘Stabroek Square’ – in keeping with gov’t-led ‘Green Initiative’ THE Guyana Energy Agency (GEA), through a project financed by the Government of Guyana, has installed 12 integrated 80W solar-powered street lights around the Stabroek Market, better known as ‘Stabroek Square’.

They have also installed 750 energy-efficient Light Emitting Diode (LED) bulbs around the eastern facade of the building.

The bulbs use renewable energy from the sun to charge the batteries which provide lighting at nights using energy efficient LED lights.

The lights, on the oth-

er hand, are controlled by a light-sensitive circuit to switch them on and off automatically. The technology causes the lights to dim by 50 per cent when motion is not detected, and return to 100 per cent brightness when motion is detected.

One advantage of the system is that they are not powered by regular electricity, thereby avoiding the use of fossil-based energy from the grid and the associated costs.

The second component of the project was the replacement of the 750 13Watt compact fluorescent (CFL) lamps that outlined

the eastern façade of the market with 7-Watt LED bulbs.

According to Mr. Kenny Samaroo, the project’s lead engineer, “The LED technology is more efficient than CFL, and the change out will result in almost 50 per cent reduction in energy consumed.”

Based on the existing Street Lights Tariff, the 12 solar-powered street lights will result in annual energy savings of about 4,205 kWh, the resultant annual cost savings of which is about G$184,170 and 2,523kg of avoided CO2.

According to GEA’s Dr. Mahender Sharma, “The project was completed at a total cost of $9,611,000, and was in keeping with the Government of Guyana’s ‘Green Initiative’, which is in keeping with the Agency’s vision to provide reliable energy in an environmentally, socially and sustainable framework.”

The GEA will continue to monitor the installations, and provide technical support and maintenance.

In Defense Of Weed were and are still viewed as upper rich and middle class, White community “recreational drugs.” The Trump Administration’s declaration that American now suffers from an “opioid epidemic” is the result of these drugs now ravaging the White American community at alarming rates. The Attorney General’s comments on marijuana must therefore be seen in this context as a clumsy attempt to “blame poor and Black communities” for the rise in opioid drug use and abuse in America today.

WHY LEGALIZE MARIJUANA? Scientific research says that the active ingredients in weed can offer relief from some medical conditions. In fact, people have been using marijuana for medicinal reasons long before states legalized it for this purpose. There is absolutely no doubt, that it contains properties that can help those with certain medical conditions find relief. For example, its ability to alleviate nausea and increase appetite has been helpful for cancer and AIDS patients.

Let me clarify something there: It’s important to understand that medical

marijuana use isn’t limited to just smoking weed. Some pharmaceutical companies are taking THC, the active ingredient in marijuana, and putting it into pill form. One study suggests this pill can provide longer lasting decreases in pain sensitivity than smoking weed. In addition, cannabis oil, a liquid containing THC, has been used to treat epilepsy patients. Research continues, showing promise for the creation of marijuanabased medications for neuropathic pain, multiple sclerosis and other conditions.

Legal marijuana sales generate money— lots of it. After several years of declining revenue, some state governments are looking to recreational marijuana as a way to raise much-needed funds for capital investments. For example, Colorado and Washington, the two states that first legalized marijuana for recreational use, are taxing the drug’s production and sale. Colorado levies a 15% wholesale tax and 10% retail tax on legal weed sales. Those taxes are in addition to the 2.9% sales tax the state places on all retail sales. Likewise, the state of Washington plans to impose a 25% tax on every phase of the market, from production to final sale.

But I also understand the many legitimate concerns about weed.

• The Drug is addictive — There’s a common misperception that marijuana is not addictive like other substances, such as alcohol, methamphetamine or heroin. Yet research and experience have shown that some users will develop dependence on the drug and even experience withdrawal when they stop using it. Those who become addicted are unable to control their use of the substance, which often leads to making unhealthy decisions regardless of the consequences. In 2009, an estimated 18 percent of those who entered drug rehab reported that weed was their drug of choice.

• Using marijuana may lead to use of more dangerous drugs — Despite the move toward recreational legalization of marijuana in several U.S. states, health care and drug addiction professionals still have concerns about the weed’s use. For example, marijuana is considered a gateway drug —meaning that it can lead to the use and abuse of other more dangerous or “harder” substances, such as Heroin, Cocaine or Ecstasy.

• Marijuana smoking impacts health — While certain ingredients in marijuana have been shown to have medical promise, smoking as a means of drug delivery has been clearly rejected by the FDA, the American Society of Addiction Medicine, the American Cancer Society, and many others. Like illegal drugs and cigarettes, smoking marijuana raises the risk for certain health problems. Lung health suffers, too, with one joint containing 50 to 70 percent more carcinogens (cancer causing substances) than a tobacco cigarette.

Moreover, marijuana use has been linked to mental health conditions, including anxiety and depression. For a small percentage of individuals, it can even induce a temporary psychotic episode.

SYNTHETIC MARIJUANA There’s been a sharp rise in the use of synthetic, man-made marijuana, known by its street names, K2 or Spice.

The drug, which is marketed as herbal incense, is actually not weed at all. Instead, it’s a mixture of herbs sprayed with synthetic chemicals. K2 acts on the same brain cells as marijuana, and it produces a similar high.

Jamaica’s Prime Minister Calls on Church to Preach Against Violence KINGSTON, Jamaica — Prime Minister Andrew Holness has called on church leaders to preach against crime and violence, as it is undermining the family structure.

“Bring it to your pulpit. We cannot allow much of what is happening, particularly the abuse that is happening within families,” he said at the recent 13th annual National Gathering of Heal the Family, Heal the Nation in Kingston.

He also challenged the church to speak out against family members committing sexual abuse against minors.

Holness argued that much of these kinds of abuse result in the perpetuation of greater physical abuse such as beatings from parents, who are supposed to protect their children.

“If you see something like that, it is not right. It cannot be accepted practice in our culture. We must expose it and preach against it. If you see someone suffering quietly, reach out to them,” he encouraged.

The Prime Minister said the church’s capacity for counselling and outreach must be used to aid those affected by abuse, as this represents a “practical way we can start to address the issue of violence… which has become a part of our social transaction”.

Meanwhile, Mr. Holness hailed the chief organisers of the event, Bishop Dr. Delford Davis, and his wife, In an address on behalf of the Governor-General, Custos of St Andrew, Dr Patricia Dunwell, acknowledged that strong families represent the foundation of a na-

tion worthy of respect from its neighbours and people of the world.

GPA elects first female president

By Ravin Singh LONG-STANDING journalist and anchor of Prime News Nazima Raghubir was on Sunday elected President of the Guyana Press Association (GPA), replacing Neil Marks.

The elections, which had been cancelled last month due to poor attendance, were held at the National Racquet Centre, Woolford Avenue, Georgetown.

Raghubir, who previously served as one of the association’s executive members, was the lone nominee for the most senior position.

She brings to the post a wealth of experience, having served the media fraternity in Guyana for almost two decades. She is also an executive member of the Association of Caribbean Media workers.

Raghubir’s team comprises Zoisa Fraser of Stabroek News, who was voted in as vice-president; Fareeza Haniff of News Room as treasurer; and Royden James of Nightly News as secretary.

The new executive members are Denis Chabrol (Demerara Waves) and Rawle Toney, Svetlana Abrams, and Ariana Gordon of the Guyana Chronicle. The only positions contested were those of secretary and executive members.

Immediate past president, Marks, had endorsed Raghubir’s candidacy, which went unchallenged, citing her commitment to journalism in Guyana over the years.

During brief remarks, he went on to acknowledge the efforts of the other members.

However, Marks said that one of the main goals he was unable to achieve during his tenure was the establishment of a secretariat to manage the GPA’s affairs.

He also urged the new executives to make this a reality.

Marks noted too that the work of the media in Guyana remains critical for many reasons, especially because of an ever-changing tense political landscape and the challenges of policing the oil-and-gas sector.

As such, he urged media practitioners to always pursue the truth and report it fearlessly.

“I urge you my colleagues to clothe yourselves with independence, and to run far, very far from private and political interests. Be professional at all times,” he urged.

Raghubir used the opportunity after being elected to acknowledge the work of previous executives, who have brought the association to where it is today.

She said that foremost on her agenda is

bringing back the level of respect journalism ought to have in Guyana.

“We ought to work as an association to bring back respect to journalism. Over the years, journalism has been on the receiving end of disrespect,” the new president said, adding that people who are the first to critique the work of journalists are the last to acknowledge the efforts made on a daily basis.

She said focus will also be placed on professionalising the media fraternity. To achieve this, Raghubir shared that proposals will be made for training of high school graduates who enter the media.

High on her agenda too, is constitutional reform aimed at broadening membership of the GPA and increasing fees.

“There are several things we need to address, including broadening membership and sustaining the association financially,” she said, adding that the current monthly fee of $200 cannot move the association in the direction it ought to go.

To address these issues and other matters of concern, Raghubir said efforts will be made to have a general members’ meeting within the coming months.

Meanwhile, executive member Denis Chabrol underscored the importance of the GPA engaging publishers on increasing advertising competition with the granting of several radio licences recently.

He also urged journalists to remain committed to pursuing the truth at all times and not to allow partisan interests to influence their work.

Other comments and concerns were raised by members, including former president Gordon Moseley and Julia Johnson.

Buried beneath headlines

THERE were many positive stories in recent times that have been buried beneath banner headlines in sections of the Guyana media. Those headlines in media that would describe themselves as “free” or “independent”, have been invariably reserved for and stamped on reports of gruesome crimes, assorted scandals and titbits that were deemed “sexy” and “sensational.”

This caricature may aptly describe the nature of the media in the democratic world and, in spite of how disappointed ruling politicians may feel it is always, in my opinion, better to have a probing or even negative media, than a sterile, uncritical or sycophantic “fourth estate.” But I have always hoped that they could be fair and objective.

GUYANA’S PRIDE In this regard, Guyana can pride itself with having open and plural media houses and sites that are free from state censorship, political interference or economic restraints. Guyana may even be unique in the Commonwealth for having a media landscape that not only includes official propaganda publications by political parties, but thinly disguised “opposition” newspapers, television and radio stations that hide behind the dubious corporate veil.

Whatever their political, vested or editorial agendas, it would be difficult for some of these entities to justifiably or righteously claim that they are not committed to the truth, or to objective reporting of the facts in every situation. What they seem to do, however, is to allow facts to slip through the cracks in preference for negative stories, or those that are given certain twists and slants that would obfuscate the truth.

SUCCESSFUL SECURITY OPERATIONS Last year, the biggest news reports that have been buried under the headlines were the successful rate of security operations with interception of major criminal activities and initiation of prosecution.

Notwithstanding redeployment of key

They did those, and much more, in a year that saw the destruction of the central prison, the displacement and relocation of over 1,200 prisoners and the biggest ever manhunt for escaped criminals.

Since the APNU+AFC coalition government took office just over 30 months ago, it must be evident that a halt has been put to execution-style or extra-judicial killings, the wanton operations of the dreaded death or phantom squads and torture of suspects in police custody. Last year, piracy was reduced to an occasional occurrence and overall, serious crimes have been reduced by over 10%. Yet, selective headlines screamed “Crimes spiral out of control.”

LOWER INCIDENCE OF CRIME It must be evident that Guyana has a lower incidence of crime than several Caribbean states, yet the mainstream media have chosen to bury this achievement beneath their headlines, even in the face of uninformed advisories to international travellers to stay away from our country.

As for social media, sites that are politically infected with the opposition hatespeech virus found it sickeningly “sexy” to manufacture and regurgitate fake stories.

On the anti-narcotics front, figures show that enforcement agencies seized some 65,000 kilos of cannabis worth over $11 billion and some 383 kilos of cocaine, worth over $285 million. Charges were made out against 390 persons.

In spite of several isolated episodes of misconduct, overall, the security forces have conducted improved intelligence-driven operations that resulted in detection of illegal airstrips and interception of unauthorised, narco-related flights and shipments. Though mocked by an unimaginative opposition as a “dogs and ponies” show, the use of police equestrian and canine resources, though limited, could not be ignored.

What is evident is the determined effort, of our government to retrieve Guyana from the shadows of a criminalised state and to restore legitimacy to commercial and civil life. A huge chunk of business remains underground, and for dirty money would indulge in contraband trade, smuggling, trafficking, money laundering, etc.

The state’s effort has been supplemented by strengthening of the institutional framework to allow greater safeguards and stronger enforcement of our laws and to protect the integrity of our financial system, such as :* Establishment of Public Procurement Commission, Local Government Commission, and a Family Court; * Granting of full financial autonomy to the Judiciary, the Legislature, Office of the Auditor General, Elections Commission and other constitutional agencies; * Reconstitution of the Public Service Appellate Tribunal and the Judicial Service Commission. * Appointment of a Chairman of the Guyana Elections Commission and the Ombudsman; * Appointment of Acting Chancellor of the Judiciary and Chief Justice, along with a new complement of Justices of Appeal, puisne judges and magistrates; SECURITY ARCHITECTURE In addition, there have been consistent and determined efforts to strengthen the security architecture of our society. It could not go unnoticed that closed-circuit cameras have been installed in what was the first phase of a Smart City Solution to detect traffic violations and intercept criminal activities. Towards this end, the 911 Emergency system has been introduced, at long last; and a new fleet of vehicles has been deployed on the coast and in the interior to help make Guyana safer.

As part of the ongoing effort to beef up security of the identity of our citizens, a process

of digitising all records of birth and death has commenced. Since last year, Birth/Marriage/ Death certificates with new security features have been issued.

It is a relief to no longer see the routine headlines of long and snaking lines outside the Central Passport Office as the processing time has been reduced. Soon, the service will be decentralised with offices located in Linden, New Amsterdam and other capital towns.

Guyana has emerged from the pale of black listing for non-compliance with anti-money laundering requirements. Since last year, Guyana was given leadership of the CFATF for the next term. And, as a show of commitment to open governance with respect for accountability, Guyana became a candidate member of the Extractive Industries Transparency Initiative (EITI), and hopes for full membership.

POSITIVE DEVELOPMENTS These are positive developments for Guyana, which our media could showcase, but it seems that a strong, subterranean media culture is drifting in an opposite direction. Just yesterday (Saturday, January 6), in the face of statistical evidence, a Peeping Tom wrote in Kaieteur News that “Guyana is not safe”. The Peeper buried the truth under the headline, “Crime is out of control”, the only plausible reason for so doing is to spite the nation, douse the “carnival season” (Mashramani celebrations) with poisonous pessimism to discourage visitors who would come to Guyana for the event, and to damage business.

The perennial pessimists and political narcissists continue to beat up on Guyana, placing good news not only under the headlines, but beyond reach.

But like every discovery of oil, the good news will inevitably float to surface, with an irrepressible message, that a handful in the media cannot sink the truth or bury the hopes of the Guyanese nation.

Mr. Speaker, we urge you to address these and other issues speedily, not least here in Queens. The Metropolitan Transit Authority (MTA) is in breach of their public commitment and obligation to complete the wheelchair-accessible elevator in the Richmond Hill/Ozone Park community at the fulcrum Lefferts Boulevard and Liberty Avenue subway stop. This $29 million project, commenced since 2014, was scheduled to be finished since the end of 2016, but unpalatable excuses abound each time we enquire about the constantly deferred completion date, making it a virtual “pie in the sky!”

MTA will also benefit from increased revenues, and its procrastination raises serious concerns, including the forced closure of the adjacent main stairway, affects businesses, the local economy, and congests traffic. Seniors, pregnant mothers, kids, the physically challenged, students, workers, indeed, everyone in our tax-paying commu-

nity would benefit greatly from this elevator which makes mobility and travel easier.

Affected communities deserve to have this project completed.

Moreover, the fencing, construction and accumulating garbage are an eye sore, and a danger to public safety. This delinquent entity must recognize that it is failing in its duty to make access easier for residents with disabilities, contrary to the Americans with Disabilities Act (ADA). Indeed, the nonprofit Center for Independence of the Disabled New York just filed a lawsuit against the MTA for lack of elevator access citywide. Why must Richmond Hill/Ozone Park residents be forced to expend resources and bring a class action law suit against the MTA when it feeds off the public trough of our taxes?

As a matter of customer obligation and due compliance with our laws, this project is long overdue, and must be completed now!

Brazil ready to service Guyana’s oil-and-gas sector --Ambassador Talbot

GUYANA’S South American neighbour Brazil is ready and willing to give a helping hand in the development of the oil-and-gas sector here.

And according to Guyana’s Ambassador to Brazil, George Talbot, the recent oil discoveries announced by United States Oil Company ExxonMobil offer a new frontier for collaboration.

According to the Ambassador, Guyana has already made it clear that it is open to the Brazilian investment.

Brazil is said to be the 10th largest energy consumer in the world and the largest in South America. At the same time, it is an important oil-and-gas producer in the region and the world’s second largest ethanol fuel producer.

While the oil sector is new to Guyana, Ambassador Talbot said the question of oil cooperation between the two South American nations dates back to the 1980s.

He said the first arrangement bore little to no fruit; however, with the new developments in Guyana, the prospect of a renewed relationship is very evident.

“We have clear indication of Brazilian interest and a clear signal from Guyana, about its readiness to have Brazil participate in the oil sector.”

Some 89,000 persons to benefit from ICT training SOME 89,000 residents in approximately 170 communities will benefit from continued Information and Communication Technology (ICT) training this year.

This exercise will be facilitated under the US$17M project under the Guyana/Norway Agreement by the Guyana REDD+ Investment Fund (GRIF), and it will be managed by the United Nations Development Programme, (UNDP).

Minister of Public Telecommunications, Catherine Hughes, said the programme will be facilitated by the ministry’s Industry and Innovation Unit. During an interview, the minister said the training will be made available to persons who never had the opportunity to learn to use a computer.

“We recognise that in Guyana many people just didn’t have the opportunity.

Traditionally, if you grew up on the coast and you were fortunate to go to one of the top schools or your parents had money, then you were exposed and so we have a very important section in our population that we intend to target and reach out to and so we are providing training on a series of different levels.”

The public telecommunications minister outlined some of the areas in which residents will be trained, “These include being comfortable with a computer, internet access, how you create an email address, how you would communicate by email, maintain an email account and then we have branched off depending on the community and the level into social media, because we see that as a key way for entrepreneurs to market their products internationally and locally.”

– Ramnarine THE Police have said it solved 77 percent of all murder cases last year, the highest percentage achieved by the Guyana Police Force (GPF) in years.

Williams’ had acted as the head of the Criminal Investigation Department (CID) of the Guyana Police

Force when then Crime Chief Senior Superintendent of Police Wendell Blanhum proceeded on vacation leave last September. Blanhum later returned and was reassigned as Deputy Commander of “A” division.

Williams is now settling into his new role, having been pulled from ‘B’ Division late last year where he was serving as commander.

In striving to be vigilant, the crime chief describes his leadership style as participative and one which looks out for the well-being of his team.

“I have an open-door policy for both members of the public and my staff.

Farming more vibrant than ever in Black Bush Polder

GOOD prices for rice and favourable weather conditions have encouraged persons to take up farming in Black Bush Polder, Region Six. The popular farming community might be reaching its limit in terms of farmlands, since farmers have even started to plant their crops on both sides of the road.

There was an abundance of greenery and vegetation on Thursday when the Guyana Chronicle visited the area.

For 2017, exports were close to 540,000 tonnes, valued at US$201M. Despite the prices, famers from Black Bush Polder said millers have not been paying the full price, but things are expected to get better in the near future.

Free pap smear -- as Cancer Institute encourages early testing to arrest cervical cancer

By Svetlana Marshall THE Cancer Institute of Guyana is offering free pap smear to women of reproductive age for the entire month of January as it observes Cervical Awareness Month with the aim of saving lives through early detection.

Cervical cancer occurs when abnormal cells on the cervix grow out of control. The cervix is the lower part of the uterus that opens into the vagina. According to the World Health Organisation (WHO), cervical cancer is the second most common cancer in women of reproductive age group. It is estimated that 36,000 women die every year in the Americas due to cervical cancer.

However, once detected early, the disease can be successfully treated.

On Tuesday, the Cancer Institute Director of Outreach, Dr. Syed Ghazi and oncologist and medical director, Dr. Sayan Chakraborthy announced that women across Guyana will be allowed to have their pap smears done free of cost.

Pap smear is a very effective way of determining whether a woman has cancerous cells in the cervix or precancerous conditions of the cervix which can develop into cancer. A pap smear is a procedure in which cells are scraped from the cervix for examination under a microscope.

With funding from Australia and local and international organisations, the Cancer Institute is hoping to screen 1000 women free of cost for cervical cancer, as was done for the past three years.

While women of reproductive age can walk into the institute and make appointments to have their pap smears done, the Cancer Institute, a non-government organisation, will be conducting outreaches with focus on Regions Six (East Berbice-Corentyne), Seven (Cuyuni-Mazaruni) and Eight (Potaro-Siparuni).

It was explained that pap smears are usually done seven days after the menstrual cycle (period). Women are urged not to insert tampon or their fingers into their vaginas before the screening is done. Additionally, they are required to abstain from sexual

intercourse for a period of three days before the appointment.

In encouraging women to capitalise on the opportunity, Dr. Ghazi told reporters that the Cancer Institute is a partner in the Healthy Caribbean Coalition which has set a mandate to eliminate Cervical Cancer from Caribbean and Latin America by 2025.

These are some symptoms which should ring alarms easily,” Dr. Chakraborthy said. These symptoms, however, usually develop during the latter stages of the disease, and as such, early screening is critical.

Women experiencing these symptoms are being urged to visit the Cancer Institute or hospital.

Chakraborthy saw between 75-80 patients with cervical cancer. Just last week, he saw five patients all of whom were diagnosed with having cancerous cells in cervix.

“Not long ago, just last week, my clinic saw five patients in a span of five days who came here for screening. They did not have any symptoms, they just came here for screening and on doing those screenings we found that five patients had pre-cancerous lesions which have every potential to grow into cancer,” he told reporters.

At the Cancer Institute of Guyana, the treatment regimen for women with cervical cancer includes chemotherapy, external beam radiation therapy and internal beam radiation therapy.

ACQUISITION OF MACHINE In addition to announcing that pap smears are being conducted at no charge for this month, the medical director disclosed that the Cancer Institute late last year acquired a world class Brachytherapy Machine to better facilitate internal beam radiation therapy.

The Brachytherapy Machine can be used to treat other cancers but currently the focus is on cervical cancer given the magnitude of the issue.

Between 2013 and 2015, Dr. Chakraborthy conducted research on the treatment regimen offered to patients and it was found that of every 100 patients, 35 to 40 of them had developed cancer even after being treated.

However, with the acquisition of this machine, the doctors at the Cancer Institute are hoping to eliminate the cancer at the first round of treatments. Today, 20 patients have undergone treatment using the Brachytherapy Machine and according to the medical director, the results are promising.

The cost to undergo this treatment regimen is approximately $300, 000 and while it may be difficult for some patients to acquire the required funds, Dr. Ghazi said with support from corporate community, more lives can be saved.

“We have the staff, we have the equipment and we have the resources. Sometimes it really pains if we can’t help someone. So we want you (corporate community) to join hands with us and fight this war,” Dr. Ghazi said.

On a regular basis, the institute collaborates with the Public Health Ministry, the Georgetown Public Hospital and other organisations and institutions to conduct outreaches and treat patients.

Overpasses not to be used until declared open –Min. Ferguson

ON a daily basis, hundreds of pedestrians use the overpass at the Demerara Habour Bridge, some are even directed to do so by traffic ranks, but the Public Infrastructure Ministry is advising pedestrians to desist from doing so until the overpasses on the East Bank of Demerara (EBD) are formally commissioned.

In her first interview for 2018, Minister within the Ministry of Public Infrastructure, Annette Ferguson, said that the pedestrian overpasses on the East Bank of Demerara are in the final stage of completion and citizens

are instructed to stay clear of the facilities.

“The works are still in progress, so for one to be using the overpasses without the ministry declaring its completion or its commission for it be used is no,” Minister Ferguson said on Tuesday.

Her instruction not to utilise the overpasses comes days after a Grove, East Bank Demerara (EBD) man, Navin Surujpaul, took his own life by jumping off the pedestrian overpass at Diamond on December 30. Minister Ferguson called the incident unfortunate.

“Guyanese always love to test things, so

you know with what happened there is unfortunate that the gentleman would have used that facility to take his own life…when that facility is not intended for that. It is intended to get pedestrians from the western end to the eastern end and vise-versa,” the junior Public Infrastructure Minister said.

Minister Ferguson is appealing to the public that when the three overpasses are commissioned, to use the facilities with care, caution and consideration. The Houston, Providence and Diamond overpasses are likely to be completed by February, 2018.

Earlier last year, Minister of State Joseph Harmon had announced that a US$364,000 contract was awarded for the pedestrian overpass at Diamond and a US$1M contract for those at Houston, Peter’s Hall and at Eccles.

Contracts for the construction of overpasses at Houston, Eccles and Peter’s Hall were awarded to B&J Civil Works, whilst those at Providence and Diamond were awarded to S Jagmohan Hardware. Between 2018 and 2020, overpasses will also be built on the East Coast and West Bank of Demerara.

Gymnasium upgrade likely for February completion … Jones pleased with construction

RANDOLPH Taylor Construction Company and Simcon Engineering Company came in for high praises from Director of Sport Christopher Jones for their more than satisfactory work so far on the National Gymnasium, which is being transformed to be the first multi-purpose sports facility in Georgetown.

was contracted to construct the lawn tennis court at a cost of $12.9M, while Simcon Engineering Company constructed the futsal, basketball, and volleyball courts at a cost of $11.6M. “What! I’m impressed man, those guys are really doing a good job,” said Jones while speaking to Chronicle Sport yesterday.

According to the Director of Sport, “I had given them a 3D animation of the place and what we want it to look like, and they are really bringing it to life.”

Jones said ideally, a three months’ time frame was given for completion, but “the weather played a part in the setback, so, I think if all goes well, things should be completed by the end of February, where the en-

tire facility will be ready for use and so on.”

The National Gymnasium will for the first time boast an outdoor futsal court with bleachers and lights, and a lawn tennis court.

Jones pointed out that upon competition, he knows that the venue will be fully utilised and that he’s looking to have similar facilities across Guyana.

Linden synthetic track to be completed by end of 2018

By Naomi Marshall MELISSA Dow-Richardson, Assistant Director of Sport, has disclosed that the synthetic track at the Bayroc Community Centre ground in Wismar, Linden, is expected to be completed by the end of 2018.

Dow-Richardson, along with members of the Public Infrastructure Special Project team and Building team for the Ministry of Education, conducted their third site visit to Linden as it pertains to the synthetic track project on Tuesday.

Dow-Richardson described the project as “unique”, adding, “it’s a two-site project, because we got synthetic in Region 6 and we’re placing synthetic in Region 10.”

She highlighted that BSW Regupol would have sent their consultants and engineers to do the evaluation of both sites, noting that the Bayroc Community Centre was suitable and welcoming.

Lawrence Mentis, Public Infrastructure Head of the Special Project Unit, explained that they will be involved in the surveying component of the project whereby

the ground will be totally surveyed with the use of GPS mapping.

“The part of the special project we will be playing are two components, the surveying component whereby we go and get the ground totally surveyed. We will have the levels also to determine where the water will be receiving and also we have the testing of the soil,” said Mentis.

He further stated that the surveying stage should commence tomorrow and they are hoping that the soil testing and surveying components will be given to the

Ministry by Wednesday.

Mayor of Linden, Carwyn Holland, stated that he’s “happy to see another project that I was passionate about come on stream. It’s all about Linden. And we’ve been working closely with the athletes and winning the national championships without a stadium. So I know this will be very impactful for Linden.”

Construction on the facility is expected to begin within this first quarter of 2018, and it is the desire and expectation of the team to have the track completed by year end.

The track will consist of field

components - a football pitch, security fencing, drainage, rest room, among others.

Back in October 2017, Minister of Social Cohesion, Dr George Norton, who has responsibility for Sport, disclosed that the National Procurement and Tender Administration Board has approved the award of a contract totalling $160M for the construction of two 400m synthetic tracks of which one will be placed in Region 10 and the other in Region 6.

The $160M contract was awarded to BSW Regupol.
