ENERGY INDUSTRY INSIGHTS

Things you may have missed this week!

2025 BUSINESS 7 (B7) SUMMIT.

Last month in Ottawa, CAPP presented at the 2025 Business 7 (B7) Summit. The B7 represents the interests of the business community across G7 nations. Below are consolidated takeaways from the energy discussions, which will inform the upcoming 2025 G7 Leaders’ Summit in Kananaskis.

CAPP Presentation Highlights

CAPP’s CEO Lisa Baiton spoke about the global weaponization of energy, stressing that energy security is central to economic sovereignty. Key points included: Countries without domestic energy must secure reliable, responsible suppliers. Canada’s oil and gas exports are vital here — a role we must take more seriously.

Building critical infrastructure must be faster and easier.

[Full speech: G7-Business-Leaders.pdf]

CAPP pushed for a number of direct references to oil, natural gas, and carbon capture. Notable inclusions:

Oil and LNG are recognized as essential and complementary to renewables.

Call for investment predictability in conventional energy to ensure reliability during the transition.

Acknowledgement of LNG demand growth beyond the next decade.

Support for strategic investment in gas and LNG to balance security, affordability, and sustainability.

Permitting reform extended to all energy infrastructure — including oil, gas, pipelines, renewables, and CCUS.

Canada’s Pathways Alliance cited as a leading example in CCUS deployment.

These outcomes reflect growing recognition that a balanced, pragmatic energy approach is essential to meeting global challenges.

Prime Minister Carney and President Trump Agree to Canada-U.S. Deal Within 30 days

On the sidelines of the G7 Leaders' Summit in Kananaskis this week, Prime Minister Carney confirmed on Monday that he and President Trump have agreed to pursuing a bilateral deal aimed at building a “new economic and security relationship” within 30 days. The commitment followed a 70-minute meeting between the two leaders.

According to the official Canadian readout of the meeting, in addition to the new economic and security deal between Canada and the U.S., the two leaders also discussed immediate trade pressures, critical minerals, gun and drug smuggling, illegal drugs, border security and cooperation on defence.

Our Statement on Bill C-5, New Internal Trade and Major Projects Legislation

We welcome the introduction of Bill C-5, An Act to Enact the Free Trade and Labour Mobility in Canada Act and the Building Canada Act. “Businesses have been ready for true, free trade within Canada for a long time,” said Matthew Holmes, Chief of Policy, in a statement last week. “While passing this bill would not fully unlock internal trade, as many of the remaining barriers fall under provincial jurisdiction and will require leadership and collaboration from Premiers, it’s a good start toward reducing the self-imposed barriers that act as a 21% tariff.”

Canada’s Defence Investment Plan (2025–26)

The federal government has announced over $9 billion in new defence funding as part of the Our North, Strong and Free policy, committing to meet NATO’s 2% GDP target.

Key investments include:

$2.6B for military recruitment and retention

$844M to repair and maintain critical infrastructure

$1B to strengthen Arctic defence

$560M for digital and cybersecurity upgrades

$2.1B to launch a new Defence Industrial Strategy

$2B to diversify international defence partnerships

The Canadian Chamber of Commerce welcomed this move, highlighting the opportunity it presents for Canada’s resource, aerospace, innovation, and critical minerals sectors—as well as its potential to bolster global trade and supply chain leadership.

Industry-Wide Opposition to the Digital Services Tax

Last week, alongside five other business associations, we sent a letter to Prime Minister Carney asking that he demonstrate Canada’s seriousness about strengthening alliances, improving competitiveness and restoring affordability by pausing the June 30 DST payment deadline.

We believe that redefining Canada’s commercial relationships and forging a stronger, more secure partnership with the United States cannot be achieved if the Canadian government proceeds with its current timeline to collect a retroactive tax on digital service companies.
