MD 328 Planning and Environmental Linkages Study
Identifying Needs and Potential Improvements Along MD 328

In spring 2023, the Maryland Department of Transportation State Highway Administration (SHA) started planning for potential improvements along MD 328 (Matthewstown Road) between US 50 and Black Dog Alley in Talbot County. The study team will assess the transportation needs along MD 328, including traffic operations, safety, and pedestrian and bicyclist accommodations. Known as a Planning and Environmental Linkages Study, the effort will identify and prioritize individual, standalone projects within the corridor. This study will identify the needs and recommend corresponding improvements to move into the preliminary design phase. The study is anticipated to be complete in spring 2024.

What is a Planning and Environmental Linkages Study?
This planning study is an approach to transportation decisionmaking supported by the Federal Highway Administration that considers environmental, community and economic goals early in the planning stage and carries them through project development, including design and construction. This can lead to a seamless decision-making process that minimizes duplication of effort, promotes environmental stewardship and reduces delays in project implementation.
Study Overview
MD 328 between US 50 and Black Dog Alley is a two-lane roadway (one lane in each direction) that allows access to properties and has a posted speed limit that varies from 30-50 mph. This section of MD 328 is approximately 1.6 miles. Delays occur today due to turning vehicles and queuing associated with signalized intersections. In addition, there are limited bicycle and pedestrian facilities. As continued development and redevelopment occur, additional transportation improvements may be needed.
